  • Perpetrators of political violence will be punished, says Ahmed

    Kwara State Governor Abdulfatah Ahmed yesterday said the full weight of the law will be brought to bear on perpetrators of the violence the state witnessed recently.

    The governor said his administration would not allow the state to slide into the dark era of fear and violence.

    Ahmed spoke in Ilorin, the state capital, in a state-wide radio broadcast.

    He said: “As an additional security measure, political street rallies and processions are hereby banned across the state. Only political rallies in designated areas and with prior notification to the police command will be allowed henceforth.

    “No individual, group or political party will be allowed to disrupt the harmony that defines us as a people.

    “As you are aware, political campaigns have commenced ahead of the general elections. In keeping with the tradition in our state, these campaigns were expected to be robust but peaceful.

    “Unfortunately, what we have witnessed instead is an increasing resort to criminality as a result of heightened political activities, with a consequent threat to law and order.

    “Anyone found to have either contributed to the recent violence or apprehended for involvement will be prosecuted to the fullest extent of the law, no matter their status, background or political affiliation.

    “Kwara State’s peace, security and harmony cannot and will not be sacrificed for the ambition of any individual or political party.

    “Yesterday (Monday), I chaired an emergency state Security Council meeting and charged the police and other security agencies to deploy all lawful measures to secure lives and property in the state.

    “Following assurances by the security agencies, I urge all our people to go about their lawful activities without fear for their safety. Our security agencies are capable and ready to forestall any further recurrence of such ugly incident.

    “As your governor, I assure you that no effort will be spared by my government to protect the lives and property of all law-abiding residents of the state.

    “I also urge you to remain vigilant and report any suspicious activities, movements and developments to security agencies for prompt action.

    “In this regard, I have approved the establishment of a Joint Military Task Force comprising the police, Army, Navy, Air Force, Department of State Services (DSS), Civil Defence and the National Drug law enforcement Agency (NDLEA).

    “This body is tasked with providing an extra layer of security and preventing a recurrence of the political violence witnessed in the last couple of days.

    “The state police command is hereby authorised to ensure full compliance.

    “Political parties and their supporters are also charged to campaign and solicit votes in a lawful manner and refrain from deploying divisive and inciting rhetoric or instigating violence against real or perceived opponents. Thuggery, vandalism, intimidation and other forms of criminality will neither be allowed no condoned in any part of the state.

    “Those who aspire to political leadership must conduct themselves in a peaceful and lawful manner while prioritising the safety of those they seek to lead.

    “I urge you to remain calm as your security and safety will continue to be protected and guaranteed by the security agencies. Please, be assured that all constitutional means will be deployed for your safety before, during and after the forthcoming elections.”

     

     

     

     

     

     

  • ACF demands arrest, trial of perpetrators

    The Arewa Consultative Forum (ACF) yesterday condemned the  invasion of the Senate Chamber and the carting away of the mace.

    In a statement, the ACF said:  “The invasion of the Senate Chambers today by some hoodlums is most unfortunate and an embarrassment to Nigeria’s hard earned democracy.

    “The Arewa Consultative Forum (ACF) condemns such attack on the citadel of democracy. It is the height of irresponsibility on the part of the perpetrators of this unruly behavior, to say the least.

    “ACF, therefore, urges the security agencies to, not only protect the seat of democracy, the National Assembly, but also to institute a thorough investigations into the immediate and remote causes of this ugly incident.

    “Furthermore, all those involved, no matter their status in the society, should be arrested and made to face the wrath of the law.

    “Nigeria cannot afford to treat enemies of democracy with kids gloves.”

  • Offa robbery a shock, says Fed Govt

    •IG deploys special forces to Kwara, Taraba •20 suspects arrested, arms recovered 

    THE Federal Government has assured the citizens that those behind Thursday’s armed robbery attack and killings in Offa, Offa Local Government Area of Kwara State will be arrested and prosecuted.

    Minister of Information and Culture Lai Mohammed gave the assurance yesterday when he visited the Kwara State Governor Abdulfathah Ahmed at the Government House, Ilorin.

    This came as the Inspector General (IG) Ibrahim Idris directed state commands across the country to be on red alert.

    The directive was sequel to the attacks in Offa as well as the killings at Donga and Bali Local Government Areas (LGAs) of Taraba State.

    Mohammed said the entire nation was “shocked and grieved” by the dastardly acts during which 17 persons, including nine policemen, were killed.

    The minister later visited Offa to commiserate with Olofa of Offa Oba Muftau Gbadamosi Esuwoye II and his people over the unfortunate incident.

    He also visited the headquarters of the state police command in Ilorin to commiserate with the Police Commissioner, Lawan Ado, over the death of the nine policemen.

    He was also at the University of Ilorin Teaching Hospital  (UITH), where he sympathised with the victims of the armed robbery attacks, who were on admission.

    The minister said the state and the public must learn  from “the mistakes” from the incident with a view  to improving on the country’s security architecture.

    “What happened in Offa on Thursday shocked the entire nation and is our prayers that the souls of all the victims will rest in peace and also that those badly injured would be heeled and recover very soon.

    “I want to take this opportunity to also let you know that the entire country is grieving and the entire country is sympathising with Kwara State and  the entire people of Offa.

    “But there is also a silver light, despite the losses of the police, it is quite heart-warming to know that some of the suspects have been arrested.

    “I spoke yesterday with the IG and he assured me that all the people responsible for the dastardly act would be arrested and brought to justice.

    “I hope also that we are all going to learn from the mistakes – both the larger public and everybody – and we are going to factor this into the larger security architecture  in a manner  that we will have a much more secured and safe states and country,” he said.

    Ahmed thanked the “presidency for its intervention so far”.

    He expressed delight with the promise made the IG to deploy an armoured personnel carrier (APC) that will be stationed in Offa to prevent future occurrence.

    He described the level of the crime perpetrated as “unexpected”, a situation which he said was an indication that the country was in a “challenging situation”.

    The governor said government at this time must accept the fact that the nation was going through challenging  time  and redoubled efforts towards improving on its security architecture, saying: “This is not the time for blame game”.

    He advocated for effective community policing and improved synergy through effective communications, particularly between the military and the police.

    At the palace of Olofa of Offa, the monarch thanked the minister for the visit and solidarity with his people.

    He asked the minister to use his good offices in ensuring the deployment of two armoured personnel carriers to Kwara south to beef up security in the area.

    According to a statement by police spokesman Jimoh Moshood, an Assistant Commissioner (ACP), Idris also ordered the deployment of three Police Mobile Force Units, high powered police investigation team, Armoured Personnel Carrier (APC) with 10 crew members and anti-robbery equipment to Kwara State and three additional Police Mobile Force (PMF) units to Kwara and Taraba states to beef up security, prevent further attacks and arrest culprits.

    It was learnt that eight principal suspects have been arrested in connection with the bank robbery and 12 others said to have direct involvement in the Taraba killings were also apprehended.

    Moshood said seven AK47 rifles, four locally made revolver pistols, 30 rounds of AK47 ammunition and seven armed robbers’ operational vehicles were recovered in the two incidents.

    He said: “The deployments, which have arrived the two states, will cover Offa LGA and its environs and other vulnerable points in Kwara State, while the deployment of the three in addition to the five recently deployed to Taraba State will cover Donga, Bali, Lau, Gassol, Karim Lamido LGAs and other flash points in the state.

    “The police teams will carry out intelligence gathering, raid identified criminal spots/flashpoints, stop and search operations, visibility and confidence-building patrols, arrest of perpetrators and further investigation into the incidents.

    “The immediate intervention and preliminary investigation carried out by the high-powered police investigation team deployed by the IG working in synergy with the State Criminal Intelligence and Investigation Department (SCIID) in the two commands resulted in the arrest of eight principal suspects in the Offa Bank Robbery and 12 suspects directly responsible for the recent killings in Donga and Bali LGAs of Taraba State.”

     

    Ahmed pledges new police station in Offa

    KWARA State Governor Abdulfatah Ahmed has promised to build a new police station for Offa at a strategic position in the town within the next 45 days.

    He spoke when he visited the Olofa of Offa, Oba Mufutau Gbadamosi Esuwoye II, at his palace in Offa to commiserate with him and people of Offa over the Thursday, armed robbery attack that claimed several lives in the town

    Ahmed said he would do everything within his power to prevent a re-occurrence.

    Besides, the governor promised to facilitate an  Armoured Personnel Carrier (APC) for the community to beef up security in Offa and its environs.

    Ahmed said he has secured the assurance of the Inspector General (IG) that the security infrastructure of the town would be rapidly scaled-up.

    He said these measures were necessary to forestall incessant attacks on the existing police station each time there was armed robbery attack, assuring that those behind the act would soon be apprehended and brought to justice.

    Oba Gbadamosi thanked the governor for the visit and concern.

    He requested government assistance to prevail on the commercial banks not to abandon the town due to the incident.

     

  • Buhari vows to deal with perpetrators of uprising

    President Muhammadu Buhari has said his administration will investigate and bring to book all perpetrators of mayhem across the country, reiterating that no religion or civilised culture tolerates violence, especially the taking of another person’s life.

    The President made the promise yesterday when he met separately with the Qadiriyya Muslim Movement in Africa and the Izalatul-Bid’a-Wa-Iqamatus-Sunnah at the State House in Abuja.

    He said anyone or group of persons, who unleashed violence on the innocent in the name of a movement, cult or religion, lacked understanding of the ordinances of God.

    “You can’t kill to please God; and I know no religion tolerates the taking of another person’s life in the name of a religious movement.

    “There is never a justification for killing any member of the society. We have been tackling the Boko Haram menace, and we have made significant impact, and we will extend the measures to stop all wanton killings,’’ he said.

    “Our priority is to also ensure that everyone in the country has something to eat. We are really concerned about the underprivileged.

    “Graciously, God has been hearing our prayers. In the past two years, we have had bountiful harvest due to favourable conditions. All over the country, we have reports of farmers posting good harvests,’ the president said. ’

    The president said justice would be done to all in the war against corruption.

    “As religious leaders, I urge you to reach backwards to your followers to respect the rights of others. Those that stole from the public can no longer sleep well in the country today. When they run abroad, they cannot take their landed assets with them. We will, in all cases, have them return what they looted,” he added.

    The leader of Qadiriyya Muslim Movement in Africa, Dr Karibullah Nasir Kabara, said the movement would continue to uphold the president in prayers for good health and longer life to pursue the course of building a stronger nation that catered for all citizens.

    Prosecute perpetrators of hate speeches, says SAN

    A Constitutional lawyer,  Chief Sebastine Hon (SAN) has asked the Federal Government not to spare perpetrators of hate speeches.

    He said Section 4 of the 2011  Terrorism Act , amended by Act No. 10 of 2013  criminalises support for terrorism.

    He said the Terrorism Act stipulated  two to five years imprisonment as minimum punishment for terrorism.

    “We must not permit, I say with all vehemence, our collective existence to be threatened for very narrow and selfish reasons”, he contended.

    He counseled government to “act fast to arrest our apparent, if not clear, descent to total anarchy, due to the avalanche of hate speeches flying over the whole place”.

    He said the Acting President, Prof. Yemi Osinbajo was correct in his classification of hate speech as terrorism.

    “Section 1(2) of the Terrorism Act, 2011, has described an “an act of terrorism” as an act deliberately done with malice, which, amongst other things, is intended or can reasonably be regarded as having been intended to seriously intimidate a population or seriously destabilise or destroy the fundamental political, constitutional, economic or social structures of a country or an international organisation.

    “There can be no better description of the current situation in Nigeria, where ethnic or cultural groups are issuing, willy-nilly organised and unguarded threats to other ethnic groups in Nigeria”, he argued.

    .Hon however commended the Acting President for his timely proclamation on the matter and as a confirmation of his public statement

  • Punish perpetrators, says MSSN

    The Muslim Students’ Society of Nigeria (MSSN) Lagos State Area Unit yesterday described the incident as shocking and worrisome.

    Its President, Dr Saheed Ashafa, in a statement, urged the government and security agencies to secure schools to ensure pupils’ safety.

    He said pupils were the victims of insecurity in the state, noting that the perpetrators must be brought to book.

    Ashafa said: “We are shocked to witness a repeat of this ugly situation within a very short span of time. We advice the government to take a decisive step to put a stop to the occurrence of this kind of experience subsequently. We suggest that well-equipped security personnel should be permanently stationed in our schools, in addition to other intelligence measures.

    “As we sympathise with the families of the victims, we urge the state and security agencies to deplore all necessary apparatus to regain freedom for the victims.

    “This occurrence should serve as a charge and reminder that even at 50 years of creation, everything is not perfect yet. The Lagos State Government needs to intensify effort in improving the state and the standard of education.

    “We equally urge members of public to complement the efforts of government in ensuring adequate security in our schools by making necessary information available.”

    The Lagos State Government yesterday commiserated with the families of four Police officers and an Army Captain who lost their lives in Ishawo area of Ikorodu after an ambush unleashed on them by suspected militants.

    The gallant officers were killed after successfully rescuing kidnapped victims kept in the riverine area by their abductors militants.

    Reacting in statement by its Information & Strategy Commissioner, Mr. Steve Ayorinde, the government described the incident as unfortunate. It said the unfortunate development would only strengthen its resolve to eliminate crime and criminalities in the Centre of Excellence.

    The statement said Governor Akinwunmi Ambode was deeply touched and condoled with the families and loved ones of the departed officers.

    It said: “The governor, however, assures the Police and general public of his support and commitment to rid the state of every form of militancy, kidnappings, and illegal waterfront shanties that harbour criminals.

    “Specifically, the State Government stressed that the unfortunate incident in Ishawo had further reinforced its resolve to go after criminal elements and their collaborators who are using coastal areas and illegal waterfront settlements as havens or escape routes to perpetrate evil and criminal activities.

    It vowed to bring to book every perpetrator directly or remotely linked to the Ishawo killings in the shortest possible time.

    “We wish to solicit the understanding and support of the public on the need to rid our waterways of illegal shanties that are not only an eyesore to our collective decency but have become a fertile ground for breeding illicit and illegal activities that constitute danger to the security and wellbeing of the larger public,” the government said.

    Mark seeks prosecution of perpetrators of Benue massacre

    Former Senate President David Mark has urged security operatives to arrest and prosecute perpetrators of the Benue attacks.

    A statement yesterday by his media aide, Paul Mumeh, condemned the ‘unabating invasion’ that has led to the death of hundreds of Benue indigenes, and destruction of property worth millions of naira.

    Mark described the situation as “intolerable”.

    “Our people can no longer go freely to their farms and markets to pursue their legitimate businesses. Even those who stay at home for fear of being attacked are not free.

    “I’m yet to be told what the offence of the man or woman, living in his/her own land, is. The killings of our people have continued yet, nobody has been arrested for this heinous crime,” he lamented.

    Senator Mark urged security operatives to do all that is needed to halt the massacre, noting that one way to achieve that is for all security formations to work as a team.

    He, however, cautioned the people against reprisals, saying it will only aggravate the situation.

    The Federal Government, at the weekend, said perpetrators of the crisis in Ile-Ife, Osun State, will be punished.

    The crisis, which ignited hostilities between Hausa and Yoruba communities, claimed many lives and destroyed property.

    Speaking with State House correspondents, Minister of Interior Abdulraman Danbazzau said the perpetrators would be prosecuted.

    He said: “I visited Ife upon my arrival from South Africa, where I went in company of  Minister of Foreign Affairs to discuss with the South African government on the xenophobic attacks on Nigerians.

    “The incident happened when we were away. The deputy governor received me and my entourage because the governor was away in Abuja.

    “We saw the extent of the damage and met the leadership of the community and we discussed with them.

    “We emphasised the need to remain in peace and that revenge and reprisal should not come to anybody’s mind because the government is handling the situation.

    “We made them understand that the government will ensure it protects lives and property,” he said.

    Stressing that the crisis was not caused by ethnicity,  the minister said the Hausa and Yoruba communities had lived peacefully in the last 200 years.

    According to him, some thugs took the law into their hands and killed innocent people and destroyed property.

    Danbazzau said: “It is very clear that this issue is not about crisis between Hausa and Yoruba.

    “The Hausa community has been living in Ife close to 200 years. I understand that the first settlers arrived in 1820 and this is about the fourth or fifth generation.

    “They have never experienced this kind of thing until now.

    “So it is not about ethnicity. It is about a bunch of people who decided to constitute themselves as nuisance to carry out this dastardly act. Quite a number of them escaped from the community.”

    The minister said he held another meeting in Ibadan, the Oyo State capital, to advise the Hausa community to continue to live peacefully in the Southwest.

  • Abuse of the girl child: different shades, perpetrators and health implications

    For normal reproductive  life, a woman must have normal developmental milestones, which must necessarily begin in the girl child;  for an example, the first menstrual flow requires a body weight of 40kg or more. Though early menses may not be regular , it steadies as the girl child grows into maturity and in good health as defined earlier, so that  any deviations from an established normal pattern can be better understood and explained.  Lack of regularity developing within the normal reproductive age can then be used as a diagnostic aid . Children born into happy homes, with adequate nutrition tend to  have  the first menses occurring within  a range of  time period considered normal. They also tend to have less troublesome issues with menses compared with children who are obese, undernourished or malnourished.

    When  well nourished, stress free young cycling teenagers of the same age are kept together in the same apartment or  Hostel for some time, they tend to have menses coming about  the same time . Stress arising from physical, social or emotional trauma apart from being diabetogenic also places more cholesterol in the pathways for the biosynthesis of the female hormones, particularly estrogen. More estrogen than necessary at a particular time for the girl child is capable of evoking stimuli  that will force responses out of her which she may not have the capacity to control .  Stressful conditions  also have a way of weakening the immune system and reducing the ability of  the individual to fight infections. It is therefore more likely for the girl child in persistent situations of sexual abuse to die from infections  compared with older women facing similar challenges.

    Examine the policy that is currently in place in many of the Federal Government owned secondary schools where parents are not  informed that a child  is ill and on admission at the Sick Bay until the illness gets  beyond the capacity of the Medical team  employed by the School. One wonders if the relevant authorities have paused  to consider  the fact that some certain disease conditions do not give the patient  time to become ill ;that by the time it is finally understood that a disease or illness is beyond the professional competence of the managing  medical team an affected Child will have reached the point where her conditions are no longer reversible

    How did it all begin?  Why would any one imagine that a secondary school teenager who happens to know the symptoms and signs of early pregnancy will decide  to confide in the  Nurse  at the Sick bay in preference to her mother?

    In the  present arrangement of policies, rules and regulations,  most if not all the schools and colleges where our young girls are kept are  modified , glorified and regimented correction centres . In the  passion  to get the best out of these children and position them for better life, we have  failed to take into consideration, the  need to establish a routine  health check and  balance system that should be reviewed from time to time ,and in accordance with the School Health programme .

    Cases of child abuse occurring in schools and colleges remain untold until ten twenty and thirty years later, in some cases, victims die and are buried with their secrets

    By keeping them caged, with limited access to communication with their parents except visiting days, substantial periods of the life of the  growing and developing girl child are spent with people about whom the children know but very little.

    As the world  burns and conflicts spread like wild fire burning in the Harmattan period, the girl child is at the greatest risk with little or no room to negotiate herself out of conditions that are clearly unsafe and unfavourable for  health . Many will agree that when families are small, quality of life is better for the girl child for the simple reason that Mom and Dad will want to hold and to cherish .However ,even in polygamous families, every child wants to be loved and cherished ,to belong and appreciated, and out of sight is never out of mind.  Studies have shown that  whether  a family is polygamous or not, the girl child demonstrates unalloyed taciturnity, love and understanding. She sees her father in her  male teacher and her mother in her female teacher . This is the normal expectation. There are exceptions of course , but these are rare .  It is therefore natural that outside the family system, patterns of behaviour of the girl child can be used as an instrument to measure the degree of family cohesion available for the child to enjoy and vice versa . And so depending on the source of abuse,  an abused child is likely to grow up and become an abuser either in the family she will build or  the family she is born into.

    Under the conditions forced upon families by wars and conflicts, the girl child  within the families of internally displaced persons finds herself vulnerable to physical and sexual abuse even from members of the extended family.   Outside that, conditions that cause the girl child to lose one or both parents catapults the girl child into sudden poverty, with little or no capacity to escape physical abuse (including sex abuse) and negotiate for safe or safer sex

    A young woman took a nine year old  girl to the  Children emergency room of  a busy government hospital  crying effortlessly . She appeared exhausted  and barely able to stand  without support . Whereas the  young lady; later identified as  her Step Mom claimed she  fell down from  a tree  and fainted  , there  were scars  distributed asymmetrically on the  left  side of the body of this  girl .  The back regions of her arms and fore arms  showed  well marked healing stripes .  As soon as she was left alone  with the Nurses, she asked to be given something to eat .

    The situation just described is probably an example  of the physical form of child abuse .

    Long periods of separation from siblings ,mom and Dad  have their own independent effects on the girl child. Any forms of abuse by way of verbal, physical ,emotional and psychological insults serve to weaken the ability of the girl child to resist abnormal temptations, either internally or externally generated.  Compared with an adult of the same sex, the brain of the growing child is not as stereognostic. However, it is  likely to accommodate a mental diary of with a larger volume , to absorb and retain for longer time periods.

    As will have been known by many, to be in good health is not the absence of  infirmity or disease conditions, but a state of COMPLETE  physical , social and emotional well being.  Depending on the type, nature and duration, an abused child finds herself fighting to maintain emotional balance throughout life. If she grew up in an environment where she was persistently shouted down, and never allowed to express her self , she is likely to grow up timid and afraid of every move she makes.  On the other hand if she was forced to keep secrets as a result of incidents or activities forced on her, she is likely to grow up confused, with guilt, intra psychic conflicts and thought broadcasts . It is also important to note that depending on   particular circumstances, explosive types of behaviour, suicidal ideation and actual suicide are more likely to arise or develop in a girl child that has suffered  or continues to suffer abuse.
