    The absence of Emmanuel Emenike from the starting lineup coincided with the Yellow Canaries drop in form in the championship.

    From an available nine points, Fenerbahce picked up only three , after the narrow 2 – 1 win against Kasimpasa on Sunday.

    Reps to probe plan to sell refineries

    The House of Representatives has resolved to investigate the proposed sale of the nation’s four refineries.

    They said the investigation, is a fallout of the declaration by the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke last month in London that the four refineries would be disposed off in the first quarter of 2014.

    The Sponsor of the motion, Hassan El-Badawy (APC, Yobe), said the planned sale is in contravention of the Constitution and at variance with activities of the Bureau of Public Enterprises (BPE) and the National Council on Privatization (NCP).

    Subsequently, the House mandated its Committees on Privatisation, Petroleum Resources (Downstream) and Due Process to conduct the investigation into the proposed sale.

    El-Badawy noted the contradictions in the position of the government on the refineries when the Minister told the Senate Committee on Petroleum Resources (Downstream) in October, 2012 that the Turn Around Maintenance (TAM) of the four refineries would cost N251billion, about ($1,6b).

    “There appears to be a clear contradiction between the position of the Minister and that of the Director General of BPE, with regard to the privatisation of refineries as the latter stated that the nation’s refineries would be available for privatisation, after the Petroleum Information Bill (PIB) has been passed.

    “The Minister’s action seems to be in isolation of what the regulatory authorities, that is NCP and BPE, had resolved on the matter. The Minister’s action is in conflict with the on-going legislative action, which seeks to provide a legal framework for the subject matter to provide a clear direction on whatever future action is contemplated by the minister or any regulatory authority,” he said.

    The Speaker. Aminu Tambuwal referred the motion to the three Committees for further legislative input after it was unanimously supported when put to voice vote.

    Also, the House of Representatives yesterday mandated its committee on Power to investigate the service charge by power distribution companies to determine if Nigerians were being overcharged or not.

    The resolution of the House was sequel to the adoption of the single prayer in a motion on the issue by a member, Hon. Hassan Saleh.

    Saleh in a motion with the title “ Need to investigate the recent increase in service charge by power distribution companies said prior to the transfer of the companies to the successful bidders by the Federal Government the monthly service charges were reviewed upward through the National Electricity Regulatory Commission of Nigeria.

    The lawmaker said that the upward review of the service charge to N750 was meant to encourage the new companies that were bidding for the distribution companies, particularly to enable them break even.

    “Following complaints against the upward review of the amount being paid as service charge, the National Electricity Regulatory Commission appealed to Nigerians for understanding given that that the review was to encourage and create an enabling business environment for the new companies that would be taking over the functions of distribution of power.”

    He said contrary to the pronouncement by NERC “ these power distribution companies unilaterally reviewed the service charged to the sum of N1:500 and are still canvassing for further upward review, even though their service are at its lowest point presently as there are no substantial improvement in power supply, as customers are getting value for their money.”

    The motion was passed by majority votes and the Speaker Aminu Tambuwal referred it to the House Committee on Power for investigation.

     

  • Aviation unions plan showdown with IRS over workers’ salary

    THE Trade Union Congress (TUC) will lead two aviation workers’ unions – the National Association of Aircraft Pilots and Engineers (NAAPE) and the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN) – to picket IRS Airlines over unpaid workers’ salaries of the airline.

    The unions had threatened the airline with a strike, if it failed to settle the workers’ salary arrears.

    The unions are seeking the collaboration of TUC to press for the rights of aviation workers, who are owed salaries by their management but cannot seek redress because they are not unionised.

    Workers of the airline, who said they were being owed salary arrears, have urged the Nigeria Civil Aviation Authority (NCAA) to wade into the matter.

    They workers alleged that the non-payment of salaries by the airline could threaten safety in the industry.

    A forthright ago, ATSSSAN gave July 1 as the deadline for all domestic airlines to unionise so that it could press for the rights of airline workers who were being owed salaries.

    No plan to form party, says group

    A new Group–G37 yesterday said it has either no plan to transform into a political party or pursue a single term agenda.

    The group said it has only been meeting in the last few months on how to make input in the development of Nigeria .

    The group made its position known in a statement in Abuja by the Chairman of its Publicity Committee, Senator Emmanuel Onwe.

    Those who have been meeting under the auspices of G-37 are a former Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu; a former Deputy National Chairman of Peoples Democratic Party (PDP), Chief Olabode George; ex-Minister of Petroleum Resources, Odein Ajumogobia(SAN); ex-Governor Orji Uzor Kalu(Chairman); Amb. Fati Abubakar; Senator Gbemisola Saraki(Vice-Chairman); a former Managing Director of News Agency of Nigeria (NAN), Chief Akin Osuntokun(Secretary); and a former Minister of Aviation, Chief Femi Fani-Kayode

    Others are Chris Uche(SAN); Hon. Uche Ekwunife; Olusegun Awolowo; Senator Umar Argungu; a former High Commissioner to Ghana , Amb. Musiliu Obanikoro; a rights activist, Comrade Uba Sani; Hon. Yemi Arokodare; Senator Grace Bent; Fafa Dan Princewill; Prof. Mahmud Jega; Lawal Shuaibu among others.

    The emergence of G-37 and the leakage of its activities created tension at the weekend on its mission.

    The list of members also caused some anxiety as some politicians described them as strange bed fellows.

    But the G-37 yesterday explained that it is a coalition of professionals which will soon release its mission statement.

    The statement by the Chairman of the G-37 Publicity Committee, Onwe said: “A press report about our group, G37 was leaked to the media yesterday. Given the slant and false impression that the story gave, we believe that it is important and expedient to clarify the relevant issues and let the world know precisely who we are and what we stand for.

    “The G37 comprises politicians, professionals and businessmen from all over the country who have an interest in the unfolding political scenario in our country and who seek to make an input in the development of Nigeria .

    Dear Reader,

    Last week, we saw the fundamental nature of the family. This week, I will be teaching on, All-Round Blessings as part of God’s plan for the family.

    There is no limit to the pleasure and blessings God can bring to you in all areas of your life, through a successful family life. There is joy that comes along with family success, which simply spills over into every area of life. These blessings include the following:

    Divine Dominion

    To have dominion is to have control or to exercise control. God has established the family, therefore, to have dominion; that is to have and exercise control. The family is to be in control of circumstances and situations of life. …And have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth (Genesis 1:28). God designed the family as an unbeatable team on the earth, but because Adam failed in the family government, he lost control and was sent out of the Garden of Eden.

    Divine Favour

    Once divine favour is present in your home and family, it is irreversible. Even men are compelled to favour you, because when a man’s ways pleases the Lord, He causes even his enemies to be at peace with him. The favour of God elevates you to such great heights that men begin to envy you. You become a reference point for a good marriage.

    God’s favour also secures for you a lifting and promotion in status, often occurring in an increase in material possessions, finances, etc.

    Taking a look at the first family (Adam and Eve), one discovers that even after the fall, Adam’s family still enjoyed God’s favour. They had sewed fig leaves together and made aprons to cover their nakedness. But because of the special favour God reserved for the family, God overlooked their betrayal and clothed them with animal skin. He clothed their nakedness and thus removed shame from them.

    Divine Security

    God, the husband and wife form a three-fold cord that is not easily broken. As man co-operates with God and establishes God’s purpose for marriage in the home, God honours that family by ensuring that nothing prevails against it. They (the man and his wife) are equipped to withstand, with the help of the Lord, all demonic forces and the pressures of the secular world. God’s Word says: …If one prevail against him, two shall withstand him; and a threefold cord is not quickly broken. (Ecclesiastes 4:12).

    Divine Presence

    The enemy is walking to and fro looking for “cold” homes to infiltrate. When there’s fighting, discord, selfishness, quarrelling, and unforgiveness, the home can be said to be “cold.” But when there is love, understanding and harmony in a home, God rewards it with the warmth of His presence and peace that burns off the attacks of the devil which could cause tension. In His presence are fullness of joy and pleasures (Psalm 16:11).

    To enjoy all-round blessings is to become a born again child of God. If you want to become a child of God, please say this prayer of faith with me: Dear Lord, I come to You today. I am a sinner. Forgive me my sins.  Cleanse me with Your precious Blood. I accept You as my Lord and Saviour.  Now I know I am born again!

    Nasarawa steps up growth plan

    Nasarawa state Governor Umaru Tanko Al-Makura’s plan to develop the state is shaping up, with Mararaba emerging as a prime business district under the new land reforms.

    The project, known as Nasarawa Geographic Information System (NAGIS), seeks to regularise and computerise all the state land matters with a view to helping the state provide good roads, water, drainage, grazing routes among others in its towns and cities.

    Mr. Sonny Agassi, a Nigerian-Canadian serving as head of the reform programme, said that NAGIS will be a major revenue earner for the state, capable of raking in more than N5b monthly from a land size of about 27,000 square km.

    He said NAGIS, which he refers to as “the baby of my boss, the governor,” was initiated following its success story in the FCT where it is raking in about N1.5b monthly from ground rents and other land charges, from a land size of about 8,000 square km.

    “This is His Excellency’s vision, to replicate Abuja in Nasarawa, and turn around the state as a twin city to Abuja with livable features. We want to create the Maitamas, the Asokoros, and Wuse IIs in Nasarawa, to take Nasarawa close to the 21st Century.

    “Our land interlocks with Abuja, at Mararaba in Karu, yet there is no advantage to us other than that much of the working population in Abuja has found a home in Nasarawa. This makes us look like a dormitory.

    “His Excellency’s vision is to turn things around, take advantage of the proximity we enjoy with Abuja, and make the area an ambitious and dependable revenue source, to remove our reliance on the federally-generated oil revenue. That is the brain behind the introduction of the reform programme, and by extension, the initiation of the NAGIS project,” Agassi, who is also the state Commissioner for Lands, Survey and Town Planning, said.

    However, he said the government is not just looking at income that will accrue to the public purse through this urbanisation process which will last up to 24 months. Government will have to, first, build confidence in property owners through the provision of a 21st-Century habitat with all social infrastructures to compete with, and serve as a twin city to Abuja.

    The project which began nine months ago is centred at Mararaba with a view to turning the area around as business district of the state. Work on the project situated along Keffi-Abuja Road, is nearing completion and it is expected to prop-up the state’s revenue base.

    The project, which is being handled by a consortium of firms under Siraj Engineering Consultants, has three components namely Digital Area Mapping (DAM), being handled by Aeroprecisa Limited; Nasarawa Geographic Information Services, undertaken by GIS Transport; and the planning of cadastral districts, being handled by Pragmatic Solutions Consult Nigeria, Envicons, and National Environmental Design Associates. This is meant to engender a detailed planning and development control and will prevent the growth of slums in the state.

    The NAGIS project was first awarded to JM Technologies, a firm contracted by the previous government of Aliyu Akwe Doma. The firm was awarded the contract worth about N500m to provide digital aerial mapping which it could not complete two years later.

    The present administration unbundled the project, and re-awarded it to Siraj, at the cost of N2.7b to include two more components.

    Aeroprecisa Limited, which is providing aerial images, started in May to capture images which are currently being processed for the planned computerisation of the land in use.

    GIS Transport, which is providing geographic information services, has seen the state Ministry of Lands, Survey and Town Planning kitted with state-of-the-art facilities. It is now saddled with the responsibility of capturing all land data including titles at the ministry.

    The firm has also fetched all mutilated land documents including the Intelligent Sheet from where all of Nasarawa’s land use can be traced, and reproduced them into 21st Century documents with computer backups.

    This component has also seen the introduction of a new Certificate of Occupancy (C of O), for an ongoing recertification which has phased out the old and bogus certification process which was beneficial only to the privileged few.

    At the time Al-Makura took over, only about 600 Cs of O had been issued to privileged personalities in 16 years of the state’s existence. But that is being reversed now. With this project which has seen hundreds with their land titles few months of the introduction of the reforms.

    The third component which is the creation of cadastral districts is in its fourth month of implementation. It is being executed by a team of Nigeria’s leading town planners.

    Alhaji Ibrahim Usman Jibril, the NAGIS Project Manager, who is also the Senior Special Assistant to the governor, said an inception report on the project has already been produced. According to him, its design shows that about 200 square metres of land is available for the planning which will create 10,000 plots out of six districts at the border with Abuja.

    The cadastral districts planning entails the adoption of the General Land Use Budget promoted by UN-Habitat, with an extension to give specifics on arterial roads to connect main roads, residential areas, neighbourhood shopping centres and mini-shopping centres as well as schools and other plans.

    The provision of the centre is being handled by A&K Construction Limited as part of the about US$10,625,000.00 (N2.7b) NAGIS project.

    A&K Construction has so far completed work on the centre, just as stringing of wires to link the server room and computer units, has also been completed. Furnishing will be the next stage, according to Engr. Khaled Chamoun, the Project Manager, who was part of the team led by Sonny Agassi, to conduct the Minister and his entourage round.

    Engr. Khaled, who was accompanied by George Boumaroun, Managing Director of the construction firm, said work started four months ago on an abandoned and old cinema complex. “In four months, we could change all the aspects of the old building and provided what now stands as an architectural masterpiece,” he said.

    The team said the quality of the project is remarkable.

    Project manager of NAGIS, Jibril said the centre is a hub that will have all of the computers at the state Ministry of Lands, Survey and Town Planning, in Lafia seen right there in Mararaba when the project picks up in a short while to come.

    He said the centre will stream revenue collection all over the state, as it will also make for development planning. He explained that “NAGIS, through the aerial images to be recorded in our computers, will be able to locate every single property in the state, every single location or area in the state with the push on the button, to view what is on ground in those places.

    “For instance, since resources are scarce, planning is very important for government to locate where there are critical needs. The number of property you have on ground in a particular place suggests its population strength, and by extension, the critical needs of the people.

    “Such places will require at least schools, health facilities, markets, roads and so on, depending on the population, as well as resources at the disposal of the government. NAGIS can locate such places to enable planning and development to be realisable, Alhaji Jibril said.

    There’s hope, says Mark

    Nigerians have got from the President a message of hope – that this year will be better and a pledge – to work harder. But Dr. Goodluck Jonathan made a request – the citizens should play their role in making the country great.

    President Jonathan, in his New Year message, said the government would do more to improve security by further empowering the security agencies to stem terrorism and enhance the security of lives and property.

    Besides, in the new year, the Federal Government will be paying more attention to flood and erosion control, rehabilitation and expansion of roads, improved power supply as well as upgrading of the national rail network.

    Other areas listed for priority attention are employment generation and wealth creation.

    The President also urged Nigerians to make a commitment to do more this year to support the implementation of the Federal Government’s Agenda for National Transformation.

    President Jonathan noted that peace and security remain pre-requisite conditions for the full realisation of the government’s objectives.

    He said: “I have already given a clear indication of the Federal Government’s agenda for 2013 in recent pronouncements. Our objective for the year is to ensure by all possible means that more of the programmes and projects envisioned by this administration, and which are already being embarked upon, are further brought on stream within the next 12 months to meet the yearnings of our people, and raise the quality of life.

    “We have in the last year achieved a lot in terms of the positive transformation of vital sectors of our national life, such as public infrastructure, power supply, oil and gas, transportation, education, health and agricultural development. We will continue to work diligently in 2013 to ensure that our efforts in these areas are carried forward to full fruition in fulfillment of our promise of better public services and improved living conditions for all Nigerians.

    “We will give priority attention in the coming year to flood and erosion control, the rehabilitation and expansion of existing federal roads, improved power supply, as well as the continued rehabilitation, upgrading and reactivation of the national rail network.

    “Employment generation and wealth creation will also remain a primary objective of our socio-economic agenda for 2013. Creating more employment opportunities for our youth and graduates of our universities is an imperative that will continue to underpin our drive for massive economic growth, the rapid expansion of our manufacturing and industrial base, and the productive diversification of our national economy. In this regard, we will continue to provide the necessary enabling environment for the private sector to thrive.

    “As peace and security remain pre-requisite conditions for the full realisation of our objectives, we will also do more in 2013 to further empower our security agencies who are working in collaborative partnerships with our friends in the international community to stem the scourge of terrorism in our country and enhance the security of lives and property in all parts of Nigeria.”

    The president also assured Nigerians that the administration will nor be discouraged by it’s critics, stressing that the administration remains resolutely committed to the rule of law, due process and fair play in all circumstances.

    He also noted that the administration will continue to push forward and remain focused on the task of making the nation a much better place for present and future generations.

    “I also want to assure Nigerians that we will refuse to be discouraged by those who have taken it upon themselves to pick on every initiative and effort of this administration. We remain resolutely committed to the rule of law, due process and fair play in all circumstances. Our democracy continues to grow, and the scope for human freedom continues to expand. It is an achievement that we will continue to build upon.

    “I say it again, we are determined to continue to push forward. We will do more, not less. We will remain focused.

    “For your part, dear compatriots, I urge that you all include in your new year resolutions a commitment to do more this year to support the implementation of the Federal Government’s Agenda for National Transformation in every possible way. That is all I ask for.

    “The task of making our dear nation a much better place for present and future generations cannot be left to government alone. Leaders and followers alike have critical roles to play in our march towards the fulfillment of our great national potentials.”

    while wishing Nigerians a better year, the President also urged them to place national interest above all other considerations.

    “Let us all, therefore, resolve as we celebrate the new year to place the higher interests of national unity, peace, stability and progress above all other considerations and work harder in our particular fields of human endeavour to contribute more significantly to the attainment of our collective aspirations,” he said.

    President of the Senate David Mark also enjoined Nigerians to continue to partner with those in elected offices in order to take the country out of its grave challenges.

    Mark in a New Year message to Nigerians noted that Year 2012 was very challenging “but Nigerians resolved to remain in one indivisible nation.”

    Mark said: “We went through a very challenging year. But collectively we kept hope of a brighter tomorrow.

    “I can see the light at the end of the tunnel.

    “Those in elected offices cannot bring forth this light alone.

    “Government alone, without the support of the citizenry, cannot build a society where everyone is free and safe without fear of any form of violence.

    “We must come together in unity to ensure a secure and progressive nation.

    “I can see our nation coming out of our current trials more peacefully and strongly united.

    “We must however not relent in our prayers as we continue to build a vibrant nation that will be a pride of all.”

    Senator Mark in a statement by his Special Adviser on Media and Publicity, Kola Ologbondiyan, also reiterated the resolve of the National Assembly to continue to provide the nation with legislations that would better the lots of Nigerians.

    He prayed for a joyous and prosperous New Year.

    Edo State Government will, in 2013, hold a town hall meeting on how to get the local governments in the state to deliver more dividends of democracy to the people.

    Also, a security summit to look into how to tackle the security challenges in the state will hold early next year.

    Besides, the construction of the Central Hospital Benin, which suffered a little setback in the outgoing year, will be completed and equipped with modern facilities.

    Governor Adams Oshiomhole unfolded his agenda for 2013 at a meeting with traditional rulers across the three senatorial districts at the weekend.

    He said: “We need your support to revisit the local governments to make them work for the people. We have to bring a change to the local government administration to bring government closer to the people. In a democracy, the only thing that is constant is change, we cannot continue like this at the local government; we cannot have local governments that are there to pay salaries alone”.

    The governor, who expressed dismay over the activities of local councils, said expenditure would be streamlined to save money for capital projects, including the building of markets in the respective local government areas

    He added: “I will seek your support to restore sanity in our public life. We have to carry out major reforms across the state and we will need to be more firm”.

    On the proposed security summit, which will involve all stakeholders in the state, Governor Oshiomhole said, with the contributions made by the state government, security challenges in the state should have been reduced to the minimal level.

    He said: “In Edo State we have given out over one hundred and ten vehicles for patrol but when I go out I don’t see them. I have asked the Acting Commissioner of Police to make the vehicles available for a physical audit. We cannot accept a situation where the vehicles provided for security in the state are diverted for private use or even taken outside the state for other purposes. We have to revisit the issue of the vigilante groups carrying weapons to complement the security agencies in our communities. We will need to go beyond throwing money at the security agencies and find out how they have managed the ones we have given to them.”

    The governor urged the royal fathers to appeal to the Federal Government to adequately fund the security agencies which is a matter in the exclusive legislative list.

    He said there will also be reforms in the education sector to enforce discipline.
