Police knock officers over unprofessional conduct in viral video

The Nigeria Police Force (NPF) has condemned the viral video trending over where some policemen were seen performing guard duties to a young man.

The police said the officers were encouraging him to abuse the Naira, contrary to the provision of the CBN Act, in such a manner demeaning to the Police officer and the NPL at large.

A statement on Saturday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi said: “We are aware of a video trending on social media, where some policemen could be seen performing guard duties to a young man and encouraging him to abuse the naira, contrary to the provisions of the CBN Act, in such a manner demeaning to the Police Officer and the Nigeria Police Force at large.

“We condemn the content of the video in its entirety as well as all forms of unethical, demeaning, un-dignifying, and unprofessional acts of its officers, especially ones that subject them to servitude. Steps are, therefore, being taken towards identifying the police officer in the said video in order to award appropriate sanctions.

“In this regard, the young man in the video is hereby called upon to present himself to the Nigeria Police Force Intelligence Department nearest to him, or contact the Lagos State Police Command, Ikeja, for proper investigation into the circumstances of the video.

Police detain two officers over illegal duty, civilian’s death

The Lagos State Police Command has detained two police officers who went on an illegal duty, in which a civilian lost his life.

The Command’s spokesperson, SP Benjamin Hundeyin, made this known in a statement on Saturday.

Hundeyin said that the two officers, whose names and ranks were not given, were members of the State Taskforce.

He said that the officers went on the illegal operation on Wednesday, in the company of some civilians.

According to Hundeyin, the illegal team came under attack from motorcycle riders, resulting in the death of one of the civilians.

“While disciplinary actions have commenced on the already detained police officers, search is on for their civilian accomplices.

“Investigations have commenced to identify, arrest and prosecute the perpetrators of this dastardly act,” he said.

The Imo state police command has described a recent security alert about kidnappers and criminal elements in the Avu and Obinze areas as “misleading” and “unfounded.”

Police neutralise kidnap suspect, arrest four others in Delta

The Police Command in Delta has neutralised a suspected member of a kidnap gang during a shootout in Ughelli North Local Government area.

The command’s spokesman, SP Bright Edafe told newsmen on Friday in Warri that the other members of the gang escaped during the shootout.

He said that the team of police operatives deployed by the Commissioner of Police (CP), Mr Olufemi Abaniwonda, intercepted and engaged the hoodlums resulting in the death of one of the gang members.

Edafe said that the team lead by ASP Julius Robinson, acting on credible intelligence, stormed a criminal hideout on the Ughelli/Patani Road by an abandoned filling station.

“The hoodlums on sighting the police opened fire on the team, and the police responded.

“In the ensuing gun duel, one of the hoodlums sustained serious gun shot injuries while others escaped.

Police arraign man, 42, over alleged forgery, fraud

The police, on Friday, arraigned a 42-year-old man, Seyi Olakanmi, before an Ado-Ekiti Chief Magistrates’ Court over alleged forgery and fraud.

The defendant, of no fixed address, is standing trial on a three-count charge bordering on forgery, fraud and breach of peace.

The Police Prosecutor, Insp Olasunkanmi Bamikole, told the court that the defendant committed the offences on May 7 at about 10 a.m. at Erinfun Street, off Poly road, Ado-Ekiti.

He said that Olakanmi forged a receipt of ASAO family land and Fajemilua family land.

Bamikole said that the defendant also obtained the sum of N630,000 from one Ekele Daniel on the pretext of selling a plot of land that did not belong to him.

He also said that Olakanmi conducted himself in a manner likely to cause breach of peace.

    • Police set up structure to combat money laundering

The Inspector-General of Police (IG), Kayode Egbetokun yesterday denied reports of disagreement between the Nigerian Police Force (NPF) and the Police Service Commission (NSC) over the recruitment of constables.

Egbetokun explained that what was being perceived as a controversy over the exercise was his insistence that quality recruitment into the Police Force must be made.

He said that some persons listed as successful candidates were either untrainable or living with disabilities.

The Police boss made the clarification at a meeting with senior police officers on the provision of security ahead of and after the upcoming governorship elections in Edo and Ondo states in Abuja.

At the meeting with the officers, Egbetokun made reference to a Supreme Court verdict, which according to him, did not exclude the Force from being a part of the recruitment of Police personnel.

He also clarified that the Police were not against the recruitment of Persons Living With Disabilities(PLWD). He said the plan was on to accommodate  PLWDs interested in being policemen and officers in the future.

He said: “The judgment of the Supreme Court is sound and clear. I don’t have issues with it.

The court did not exclude the police from participating in the recruitment process into the Police Force. It is expected that while recruiting into the police force, the commission should carry the Police along.

“The IGP leads the largest police force in Africa. Over  300, 000 police officers look up to him for guidance and leadership. He cannot sit down and see how the recruitment exercise is carried out anyhow. The IGP has a duty to ensure quality recruitment into the Police Force. And that is exactly what we are doing.

“We are doing everything possible to make sure that qualified and trainable individuals are recruited into the Force. The problems we are having in the police now started with recruitment.

“If we don’t pay attention to the recruitment a disaster awaits us. That is why we are raising issues where there are issues.

‘’We have written to the PSC over the published names of the successful candidates. So there is no fight between the police and PSC. The police will play their roles, the PSC will play its roles.

“We cannot allow individuals with bad eyesight. We cannot afford to recruit the deaf and dump them on the police. Don’t get me wrong, they are human beings.

“For now, the Nigerian Police Force does not have space for them. Maybe later in the future, we will start…… because modern policing is inclusive. By then we will have space for them so that they will come and function well in the police.

“We do not want to recruit people who will come and commit suicide in the police. Police job is too sensitive; So,  we have to be very careful.

“Anybody can call for my removal. Anybody who doesn’t like me can come out tomorrow and say remove the IGP, that is not a problem. We are all entitled to our opinions.”

On his achievements in the last year, the IG said: “ We have faced significant challenges from terrorism,   banditry to kidnapping and armed robbery.

‘’Despite these threats, we have remained resilient and steadfast in our mandate.

‘’ I commend our officers for their dedication and hard work, demonstrated by their exemplary performance across various duty stations.

Our efforts to grow capacity, improve services, and strengthen relationships with sister services and the public have yielded positive results in our fight against crime nationwide.

“Nigeria has grappled with various security challenges for years, including terrorism, banditry, kidnapping, secessionist agitation, cyber-crimes, and other criminalities. To address these, we conceived a special police intervention unit, the Special Intervention Squad (SIS), consisting of specially trained officers focused solely on rapid and proactive crisis intervention.

‘’The SIS has achieved significant successes, particularly in FCT(Federal Capital Territory) where it was launched on January 17, 2024.

“We must continue to sustain our strategies and maintain internal security. The need to enhance our Intelligence arm led to the upgrade of the Force Intelligence Bureau to a full-fledged Department, headed by a Deputy Inspector-General of Police.

“This strategic investment underscores our commitment to modernising the Nigeria Police Force. Assistant Commissioners of Police now head both Zonal and State Intelligence Departments, enhancing our operational effectiveness.

“The Nigeria Police Force has a crucial role in combating money laundering and terrorism financing. To strengthen our capabilities and demonstrate our commitment to combating financial crimes, we have established a dedicated Anti-Money Laundering {AML} Section at the Force Criminal Investigation Department. This will be replicated at all Zonal and State commands.”

  • Human rights group calls for neutrality of Police in Rivers, security interventions

Human rights group calls for neutrality of Police in Rivers, security interventions

A coalition of local human rights groups in Nigeria, the Human Rights Advocacy Crusaders (HRAC) has urged the Police and other security agents in Rivers State to maintain neutrality and impartiality in the ongoing local government crisis.

In a statement by Pastor Jerry King Nicholas, the group said taking sides could lead to further violence and clashes between supporters of different parties, resulting in deaths and destruction of property.

After the expiration of the tenure of LG chairmen, vice and councillors, Governor Siminalayi Fubara ordered heads of administration in the 23 local government areas to take over.

He subsequently swore in caretaker chairpersons in accordance with the law. However, some LG chairmen have insisted on holding on to their offices.

According to Nicholas, the expiration of the tenure of local government chairmen and other officials is a constitutional matter, hence security agents should not allow “power grabbers” to have their way.

“The law is clear: the 1999 Constitution and Section 9(1) of the Rivers State Local Government Law No 5 of 2018 provide for a 3-year tenure for local government chairmen, with a possibility of a second term,” he said.

“We inform the security agents that the law No 2 of 2024, which attempted to extend the tenure of the outgoing chairmen by six months has been expunged from the laws of Rivers State by Justice D.G. Kio of the state High Court.

“This means that the outgoing chairmen cannot rely on a non-existent law to continue in office,” he stated.

The Human Rights Advocacy Crusaders urged the security agents to prevent violence and maintain peace while allowing the democratic process to unfold, and ensuring that the rule of law is upheld

“We also urge the former chairmen and others who are still eligible to seek re-election into the councils whenever elections are scheduled by the Rivers State Independent Electoral Commission, rather than resorting to violence,” Nicholas added.

“We refer to the judgment of the Supreme Court in the case of the Attorney General of the Federation versus the Attorney General of Abia State (2021), which ruled on the tenure of council chairmen in the state, and applies to all states of the federation.

“We reiterate that security agents must remain neutral and not take sides with any party. They must also prevent violence and maintain peace in Rivers State while allowing the democratic process to unfold, and ensuring that the rule of law is upheld.”

    • APC: declare state of emergency

The Police yesterday retained control of the 23 local government secretariats in Rivers State.

It was to prevent a further escalation of violence that broke out on Tuesday over the tenure of chairmen and councillors.

The caretaker chairmen appointed and inaugurated by Governor Siminalaiyi Fubara and protesting council helmsmen insisting on tenure extension were denied access to the offices.

The death toll from Tuesday’s violence rose to three yesterday with the reported death of an ex-student leader during the mayhem.

The dead are Police Inspector David Mgbads, vigilante member, Samuel Nwigwe, and Endwell Ejindu, a former student union leader.

Police Inspector-General Kayode Egbetokun has ordered a probe into the killings.

Miffed by the violent protest, the All Progressives Congress (APC) urged President Bola Ahmed Tinubu to declare a state of emergency in Rivers to restore order.

Force Spokesman Olumuyiwa Adejobi, an Assistant Commissioner of Police, said in a statement that men of the Force Intelligence Response Team(IRT) have been deployed to the state to apprehend the killers.

Adejobi said: “In response to these heinous acts, the IGP has directed the Commissioner of Police in Rivers State, CP Olatunji Disu, to heighten security measures across the state and institute a thorough investigation into the killing of the police officer and the vigilante operative, as well as the general violence which erupted in the state.

“The IGP has specifically deployed operatives of the Force Intelligence Response Team (IRT) to assist the Rivers State Command in apprehending the killers of the police officer and the vigilante member.

“The IGP seriously warns individuals and groups of people who have a penchant for senseless attacks and mindless killings of police officers and other security operatives across the country to desist forthwith as the fullest force of the law will be meted on them.

“The CP has also been directed to focus on increased patrols, strategic deployment of officers, and enhanced intelligence operations to prevent further violence and ensure the safety of all residents.”

The Rivers crisis will today engage the attention of the Court of Appeal which asked all parties to come before it for consolidation of cases and hearing.

The caretaker chairman of Ikwere Local Government, Darlington Orji, said after being sworn in he moved to the secretariat so that he could in turn swear in the councillors but could not access the place because of police presence.

He said: “After our inauguration, I went to my council, Ikwerre, but I met security agents and barricaded council gates.

“When I enquired about their mission there, the police said they were acting on the orders of the IGP.

“I decided to withdraw to avoid any clash with the security agents.

“We’re working on it to clear the way for us to resume fully.”

Governor Fubara said the chairmen should operate from anywhere, adding that they had effectively taken charge of the councils.

The police in Rivers told our correspondent that they shut down the secretariats to prevent a breakdown of law and order and to keep the peace.

    Tenure elongation wrong, says Fubara

Fubara, who justified the appointment of caretaker committees, said he resisted the pressure to extend the tenures of chairmen and councillors to prevent a bad precedent in the country.

He said it was wrong to keep the chairmen in office against their oaths, following the expiration of their tenure.

Fubara charged the caretaker committees to eschew violence and maintain the peace, adding that they should be guided by the constitution, promote unity, an inclusive administration, and achieve progress at the grassroots.

The governor directed the Auditor-General of Local Governments to audit the accounts of the 23 councils and submit his report to him within one month.

He said: “What is happening here now is a defence of democracy. We will not allow the wrong precedent to be created in this country.

“It is not about Rivers State. It is not about Fubara. But if in any way this attempt at tenure elongation succeeds in Rivers State, it becomes a norm in Nigeria.

“So, we have taken it upon ourselves to say, not under our watch will it happen because it is completely alien to the Constitution.”

Fubara added: “For those people saying the only reason they want to continue in office is that election has not been conducted, we have more than 85 per cent of the states in Nigeria that are being run by caretaker committees.

“Ours is different. You had your tenure, you have completed your tenure. It is proper you let go. Life doesn’t create a vacuum.

“If you are not there again, that is, if your tenure has expired, it doesn’t mean I should, because I want to please you, allow you to stay longer. No. It doesn’t happen like that.

“People must take over, manage the affairs and elections will be conducted.”

On the probe of the 23 chairmen, Fubara said: “I also want to say that, for the local government activities in the past three years, I would want to mandate, which is an official assignment, not even a statutory duty, that the Auditor-General should immediately commence the audit of the 23 Local Government Councils in the past three years, and come up with the result in the next one month.

“It is important so that we will know what has happened and how our funds were being used in those 23 local government areas. It is important so that it will be a check for those people who are also coming.”

Fubara said the tenure of the caretaker committees would not be too long because the process for the conduct of fresh elections had started.

He ordered them to resume at their respective local councils with the utmost sense of duty and commitment to serve the people

Urging them to shun confrontation, Fubara said: “Whatever happened yesterday (Tuesday), I know and the world knows that it is not from you people. Some people caused it. So, let us not give them the opportunity to continue to make our state look bad in the comity of states.

“So, when you go back, if there is any situation, you should be law-abiding. I don’t want any confrontation.

“You can operate from anywhere for now. But the most important thing is that you have the control of the local government today.”

Fubara directed the chairmen to pay the outstanding financial benefits and entitlements, of the outgone chairmen, vice-chairmen and councillors.

He said: “I am not of the class to say that because something happened, you should maltreat them. No. Whatever is their entitlement, ensure that they get it.”

The governor expressed worry about what he described as the negative media portrayal of Rivers as a crisis-ridden state and urged them to change the perception.

He said: “I want to appeal to you that when you go back, I don’t want a crisis. Just manage the situation as much as you can. God does not start and end halfway. That is the truth. Since God has started with us, He will definitely complete His work in our lives.

“I don’t want any fight. I don’t want any life to be lost because it does not earn me anything. We know that we can overcome, and we have been overcoming.”

The chairmen are Madigai Dickson (Abua/Odual), Happy Benneth (Ahoada East),  Daddy John Green (Ahoads West), Otonye Briggs (Akuku-Toru), Andoni, Reginald Ekaan (Andoni) and Orolosoma Amachree (Asari-Toru).

In Bonny, Alabota Anengi Barasua returned as chairman.

Others are Anthony Soberekon (Degema),  Brain Gokpa (Eleme), David Omereji (Emohua), John Otamiri Nkugbo (Etche), Κenneth Kpeden (Gokana), Dr. Darlington Orji (Ikwere), Khana,  Marvin Yobana (Khana), Chijioke Ihunwo (Obio-Akpor),  Princewill Ejekwe (Ogba/Egbema/Ndoni), Evans Bipi (Ogu/Bolo), Princess Ogan (Okrika), Promise Reginald (Omuma), Enyiada Cookey-Gam (Opobo/Νκoro), Gogo Phillip (Oyigbo),  Ichemati Ezebunwo, (Port Harcourt City) and Matthew Dike (Tai).

The caretaker chairmen were cleared by the Victor Oko–Jumbo–led lawmakers.

APC calls for state of emergency

APC chided Fubara for being at war with himself, adding that only the declaration of a state of emergency can restore order.

Rivers APC Caretaker Chairman Tony Okocha told reporters that only the military can restore normalcy.

He said the governor had set the state on fire when he announced the expiration of tenure.

Okocha said: “Rivers State is at war. There is war in Rivers State and the actors are Sim versus Sim. Those are the dramatis personae in the war.

“We are in a state of war and because the governor does not listen to counsel, even the counsel of Mr President, for this reason, APC Rivers State that I represent today is demanding a state of emergency in Rivers State.

“It is the way out so that residents of the state will live in peace. I will be too late to cry when the head is off.”

He added: “The Federal Government should do what it has to do to ensure that the situation in the state does not degenerate to the point where we will be seeing fire everywhere.

“Also, considering the importance of the state to our economy, if Rivers State is in flames, our economy in the country will suffer, ence, the need to act fast.”

    PDP urges calm, cautions APC

The Peoples Democratic Party (PDP) urged the chairmen whose tenure had expired to shun conduct likely to disrupt public peace.

Its Publicity Secretary, Debo Ologunagba, in a statement, urged the people of the state to opt for peace.

The statement reads: “The party notes that the three-year tenure of the former chairmen expired by the effluxion of time under the Rivers State Local Government Council Administration law.

“The PDP, therefore, counsels the former chairmen to desist from any action that may constitute disruption in local government administration.

“The party calls on the people of Rivers to remain calm, and law-abiding and continue to work together for the continued stability, peace and delivery of democracy dividends in Rivers.”

The PDP also warned the APC to stop fantasising about taking over Rivers State.

In another statement by Ologunagba, the party alleged a move by the APC to instigate a crisis in the state.

It reads: “The attention of the PDP has been drawn to yet another hallucinating press conference by the Rivers State Caretaker Chairman of the APC, Tony Okocha, wherein he again fantasised that the will of the people of Rivers as expressed in the governorship election which produced Governor Fubara can be upturned by the imagination of the APC.

“This reckless outburst by Okocha further exposes the sinister plot by the APC in Rivers which has been seeking ways to instigate crisis, forcefully overthrow a democratic order and impose an anti-democratic regime in clear violation of Section 1 (2) of the 1999 Constitution (as amended).

“The use of the word ‘war’ by Mr. Okocha in his thoughtless statement clearly shows an evil intention which has been firmly resisted and will continue to be resisted by the people of Rivers.

“The APC in Rivers should note that its malevolent scheme to instigate crisis and forcefully take over the state has failed.

“Rivers is a stronghold of the PDP and the people are solidly behind the government of the PDP in the state.”

The party urged the Federal Government and the international community to view the Rivers APC’s position with seriousness.

“The PDP calls on the Federal Government and indeed the national leadership of the APC to, as a matter of urgency, rein in and caution Mr. Okocha to stop being an agent of destabilisation and a threat to democracy in Nigeria.

“Our party demands that the Inspector General of Police immediately invite the Rivers APC Caretaker Chairman and hold him personally liable for his utterances which constitute a clear and present danger to the sustenance of democracy in Nigeria and to peace and tranquillity in Rivers.

“The international community should also take note of the reckless outburst of this individual whose actions and utterances are capable of negatively affecting the overall security of the country.

“The PDP for the umpteenth time warns the APC to perish the thought of forcefully taking over Rivers as its attempts to undermine the will of the people will always come to naught,” the statement adds.

‘Former student leader killed by cultists’

Ejindu was killed by suspected cultists and not protesters, Rivers Police Spokesperson Grace Iringe-Koko, said yesterday.

In a statement,  she said: ”Ejindu was attacked and killed in the late hours of Tuesday by gunmen suspected to be cultists.

”The murder of the victim is unrelated to the current political crises in Rivers.”

The former Student Union President, Captain Elechi Amadi Polytechnic, Port Harcourt, was killed along Ula-Upata Road, Ahoada East.

PSC employees blame police for recruitment crisis

Employees of the Police Service Commission (PSC) yesterday called for the immediate sack of the Inspector-General of Police (IGP) Kayode Egbetokun for allegedly undermining the police recruitment process.

The Association of Senior Civil Servants of Nigeria (ASCSN) and the Joint Union Congress (JUC) of the PSC made the call in Abuja.

Joint chairman, Adoyi Adoyi, at a briefing, expressed displeasure over what he described as a false allegation against the PSC.

Force Public Relations Officer, Olumuyiwa Adejobi, had issued a statement faulting the 10,000 constables recruitment process, saying it was marred with irregularities and corruption by the PSC.

Adoyi alleged it was rather elements within the police that attempted to smuggle over 1, 000 names into the recruitment list.

He said: “We call on President Tinubu to as a matter of urgency remove the IGP before he destroys his government over the false allegations.

“This act by the IGP is not good for this administration. The IGP should go.”

Adoyi maintained the recruitment of constables into the Police is the statutory responsibility of the PSC as enshrined in the Constitution, the PSC (Establishment, etc.) Act 2001 and affirmed by the Supreme Court.

He said the allegations were unfounded, spurious, speculative and irresponsible and were made without following the official channel of communication.

He added the allegation was a deliberate effort by the police to divert attention from their non-preparedness to train the recruits.

“The wild allegation of fraud levelled against the commission is a deliberate effort to divert the attention of the public from the real issues at hand.

“The Nigeria Police Force seeks to leverage this allegation to divert attention from their non-preparedness to open the Police Training Schools for the successful recruits, despite the availability of funds for the exercise.

“Their unwillingness to deploy funds as appropriated for the training schools must be investigated,” he said.

Adoyi urged the Police to come clean and submit itself to accountability and probity.

The chairman called for a forensic review of both the commission’s list and the one the Police sought to foist on the recruitment board.

Adoyi said: “This will help to ascertain the veracity of the allegation and determine where the truth lies.

“Our actions are, however, being guided by the principles of transparency, integrity, and the rule of law.

“It is important to note, however, that the PSC does not answer queries from the Nigeria Police Force.

“On the contrary and based on its constitutional and statutory mandate, it is the Commission that should be issuing queries to the Nigeria Police.”
