    • 20 states get ultimatum t submit report

States are slowing down the take-off of state police, the Federal Government said yesterday.

Frowning at the snail-like speed by the National Economic Council’s (NEC) Ad-hoc Committee on State Policing Initiative, Vice President Kashim Shettima observed that responses by some governors were not impressive.

Although President Bola Ahmed Tinubu and 36 governors resolved to set in motion the machinery for the state policing model a month ago, only 16 states have shown a positive response.

Yesterday, during the National Economic Council (NEC) meeting, the Vice President, who chairs that organ of government, urged the remaining 20 governors to submit their proposals during next month’s NEC meeting.

The President and governors opted for state police following the increasing wave of insecurity – banditry, kidnappings, killings and other forms of violence – across the country.

Chairman of the Nigeria Governors’ Forum, Kwara State Governor Abdulrahman AbdulRazaq, reiterated the governors’ commitment to the proposed policing agenda.

He said they believed state policing was capable of correcting existing fundamental flaws in the security framework.

AbdulRazaq also said the NGF believes that the proposed constitution amendment should address state police.

Shettima and AbdulRazaq spoke during the 140th NEC meeting, which was held virtually.

Secretary to the Government of the Federation (SGF), Senator George Akume, who made a presentation on the progress being made on the initiative, said the responses from the states fell below expectations.

His report showed that the states that have submitted their reports recommended changes in the constitution to give legal backing to the proposals.

Reviewing the states’ responses, Shettima gave the remaining 20 states an ultimatum to speed up their action on the matter.

A statement by Senior Special Assistant to the President on Media and Communications, Office of the Vice President, Stanley Nkwocha, said Shettima expressed dissatisfaction about the delay.

“While noting the presentation, the Vice President observed that the rate of submissions by states was not impressive and urged states yet to make input to expedite action to enable robust deliberations on the subject matter at the next Council meeting”, the statement said.

According to the communique at the end of the meeting, the governors “highlighted the need for state policing as a critical amendment in the ongoing 1999 Constitution amendment proceedings to correct fundamental flaws in the national security architecture.”

AbdulRazaq also presented a report by NEC’s Ad-hoc Committee on Economic Affairs, which was mandated to develop a feasible and effective roadmap for addressing economic issues affecting Nigerians at the national and sub-national levels to avert potential economic and socio-political crisis.

Also, the NEC Ad-hoc Committee on Crude Oil Theft Prevention and Control, headed by Governor Hope Uzodimma of Imo State, presented an abridged update on its assignment.

Uzodimma said the committee met, had far-reaching deliberations and deployed appropriate technologies for data collection, adding that the full report would be presented at the next NEC meeting.

Also, NEC received a report on the Ease of Doing Business Reforms by the Presidential Enabling Business Environment Council (PEBEC), commending the work done so far by its secretariat.

It noted the need for states to commence preparations for the 2025 sub-national ranking for ease of doing business in Nigeria.

NEC also directed its ad hoc committee on economic affairs to work with the Federal Ministry of Finance and come up with an appropriate approach to averting risks associated with loan facilities from development partners.

Police kill five kidnap-suspects, rescue victim in Ogun

Operatives of the Ogun State police command have killed five kidnap-suspects and rescued their victim after a gun duel.

The victim,  Tunde Osifowokan, a farm manager in Flourishing Poultry Farm, Idowa in Odogbolu Local Government Area, was abducted by the gunmen on Monday when they stormed the faram.

The Commissioner of Police, Abiodun Alamutu, said that the police had been on the trail of the gunmen since the incident was reported.

  • When the Police dangle their carrot

When the Police dangle their carrot

    By Banji Ojewale

A child stands before a disciplinarian parent he has wronged. There’s considerably safe distance between them. The child could flee if a whip magically leaps into the hands of the offended. But there’s no cane at the moment with the man who is never seen without the opa, (baton). The young fellow sees something else with the man staring at him: a basket of assorted fruits and sweets. He’s inviting him to come closer to take his pick: fresh fruits or sweets? No cane on offer. The lad is surveying the surroundings. Something isn’t adding up. A rod hidden somewhere?

Is the basket a Trojan horse? The older man breaks the ice. He throws his arms wide open, and swings around 360 degrees to assure the calculating boy he has no malevolent agenda. This is fair and transparent, the boy concludes. So, he moves gingerly into the free hands of the man he has always known as the unforgiving rod man. What follows is a feast, a dialogue and the creation of a new world to banish the cat-and-mouse relationship between them.

This skit is the fictional rendition of what the Ogun State Police Command under Alamutu Abiodun Mustapha did the other day to elicit the support of the community in the war on insecurity in the land. Commissioner of Police Mustapha and his management team brought together more than 1000 artisans, largely woodworkers and furniture makers, hosting them to a seminar at the Police Officers’ Wives Association, POWA Hall, Police Command Headquarters, Eleweran, Abeokuta.

It was the maiden edition of a non-kinetic initiative to usher the citizens of Ogun into a strategic Police-Community partnership against insecurity. The seminar, with the collaboration of the Police Public Relations Department headed by Omololu Odutola, had the theme, Strengthening and Fostering Security in Ogun State. According to the Police Public Relations Officer, Alamutu ‘’invited (the artisans) to collaborate with them as a means of grassroots policing…(with a view to) knowing and working closely with them.’’

The Ogun CP said he was impressed with the large turnout of the artisans, interpreting it as a significant demonstration of their love for the police in the state. He extolled their stand on the dignity of labour and commended them for shunning crime and anti-social activities to earn a living legitimately. Alamutu advised the young apprentices to stick to ‘’integrity and dignity’’. Applying their educational and vocational skills, he counselled, is more valuable than going into criminality and cult-related tendencies. Besides, he said, insecurity in society is held at bay if its teeming youngsters are engaged in productive callings that make them inaccessible to crime godfathers and unpatriotic politicians.

The police boss was joined by Governor Dapo Abiodun’s aides who offered security tips and admonition on being upright and satisfied with one’s rightly earned income.

This move of assembling the youngsters for a pep talk on attitudinal change must be the way forward to getting a vibrant section of the community involved in rescuing our crime-wracked land. It must be the cornerstone in the emerging conversation about community policing, away from the orthodox approach of battling insecurity only with guns and bullets. To a large extent, we’ve remained in the same spot over the decades wielding kinetic tools to tame crime, which, on its own, hasn’t remained the same, but has taken on frighteningly monstrous shapes from age to age.

The police, with the entire paraphernalia of state authority, needs to bond with the neighbourhood content of society to secure the people. Our security personnel must engage the grassroots in strategic synergy over the final goal of returning us all to the path of sanity, peace and law and order. As it is, the answer to the crisis is no longer exclusively in the conventional confines and abodes of our compatriots in uniform. These gallant men and women and officers need the input of the larger society. They’re being overrun by the sheer numbers of criminals exploiting socioeconomic challenges and our weak and leaky political fabric to unleash havoc on us.

It’s clear that we can’t afford to have the ranks of these social adversaries grow. They must not only be depopulated; we must also work hard to prevent others from joining them.

The authorities may go ahead with plans to recruit more police personnel and kit them with sophisticated weapons needed to outmatch those of the miscreants. We can lean on the limitless prospects proffered by Artificial Intelligence, AI, even as we rely heavily on confidential information on suspicious movements. But the bedrock of the new order should be creating a nexus between the law and community, the bottom strata of society: market women, traders, artisans, students, workers, drivers, the unemployed etc. The community policing we’re talking about as an urgent necessity is going to be built around them. They know the ecosystem of crime more than the authorities. It’s clear to me that was the point the police in Ogun made in meeting those 1000+ artisans for a strategic relationship in the war on crime.

Subsequently, it’s going to be easy for the Police to work with them in areas of intelligence-gathering to deal with communal infractions. Trust with confidentiality, long lacked between them, will be in place to disallow suspicious body language and acts. On the part of the authorities, they must reform the police operatives to truly portray themselves as the friends of the citizens. Genuine friends don’t exploit; they don’t dehumanize; they don’t compromise to undermine the law they’re meant to underpin; they don’t make merchandise of ignorant motorists and pedestrians, when a caring word of enlightenment could settle the issues instead of the usual threat of arrests and demand for financial gratification; nor do they enter into deals with felons to defraud or destroy the state, its institutions and its people.

Let’s hit the vulnerable underbelly of insecurity by engaging in serious community-based policing. We can’t achieve results otherwise. We never did when we stuck to the one-sided kinetic approach all these years. It’s certain we’d be experiencing the same old fruitlessness if we continue in that same old barren road.

In a similar development, Igweh narrated how operatives of the command arrested a man who faked own kidnap too to test the loyal of his girlfriend.

He said: “On 14/03/2023 at about 5:30 PM, One Akuh Chinemezeh reported at APO Divisional Headquarters that his younger brother one Pascal Akuh 28 years, called him saying he was arrested by Police and taken to SCID custody. On the strength of this, the police and suspect’s family went to SCID, IRT and FCID detention facilities, only to discover that he is not in any of the aforementioned facilities.

“With the help of a tracker using coordinates, the suspect’s vehicle was traced to an area in Wumba, Apo. Acting on this intelligence, the police operatives from Apo Division swiftly mobilised to the scene, searched the entire axis and subsequently traced the suspect to a hotel in Lokogoma later in the night and arrested the suspect.

“During interrogation, suspect confessed that he only faked his own kidnap to prank the lady he intended to marry to know if she really loves him. Suspect to be arraigned in court soon.”

The police also paraded one Alex Lorjaa, a dismissed military officer who uses military uniform to rob and attempted to kidnap his victims in Abuja.

Lorjaa during interrogation confessed that a serving military man initiated and he is supporting him.

The Commissioner of Police said: “On 17/03/2023 at about 02:30 PM, following a distress call received by Mabushi Division from the victims; one Blessing Mafulul Damia and Haliru Zakari, that some men in an unregistered Toyota Hilux trailed them while on their way home from H- Medix, Gwarimpa to Gishiri village robbed them of their valuables and attempted to kidnap them.

    “Upon receipt of the information, police operatives of the division swung into action, trailed the vehicle and arrested two suspects namely;

Insecurity: Sokoto police consolidate on intelligence approach against crime

The Sokoto state police command has said that it would sustain its professional drive of consolidating and strengthening intelligence gathering approach in fighting crime and threatening situations.

Ali Hayatu Kaigama, the state commissioner of police, said in Sokoto while speaking to reporters on the command’s renewed approach to fighting crimes in the state disclosing that routine lectures were strategically conducted to drive responsive operations.

He said: “We are taking all criminal and security threats head-on.”

While noting that the command was on top of crime situations as the country was grappling with security challenges, Kaigama explained that the police in the state had been operating in line with global best practices and professionally towards securing public lives and property.

“We gather manage and monitor situations side by side with available intelligence and information dissemination on operations carried out by our officers and men.

“This has been yielding results with attendant support and cooperation of public volunteer information.

“We treat and gather useful information volunteered by the public in confidence.

“I can tell you that no source of volunteered public information ever regretted sharing tips with the command on or before the occurrence of an incident”, Kaigama disclosed.

The police boss in the state pointed out: “It will be unprofessional of the force to not reliably gather and make use of intelligence accurately while confirming incidences.

“All these cannot happen without encouraging atmosphere that promotes cordial police-public working relations.”

However, Kaigama observed that rough terrains and remoteness of accessing some areas in the event of tackling crime were fundamental barriers to the operations of the command, thus delaying useful public information dissemination.

“We are strategically and constitutionally working for citizens to protect their lives and property but at times, we encounter these hitches.

“We need public understanding, media and nature of the environment which are key to achieving successes”, he pointed.
