Police search for man suspected of poisoning baby food

German Police on Friday launched an international manhunt for an individual suspected of poisoning baby food in grocery stores in the Southern German city of Friedrichshafen.

Spokesperson for the state consumer protection ministry, Jens Purath, confirmed five bottles of baby food were found in supermarkets which were contaminated with ethylene glycol.

“The substance is traditionally used in anti-freeze agents and brake fluids and is potentially lethal in high doses.

“All bottles of the affected products were temporarily removed from shelves as a precaution,’’ he said.

The perpetrator has written a letter to the police and several large grocery chains threatening to poison 20 further food products in stores if his demand was not met.

He had demanded for a payment of millions of Euros.

Police urged the public to remain calm and urged anyone with knowledge of the identity and whereabouts of the “very unscrupulous” individual to come forward.

A surveillance image of the suspect, a roughly 50-year-old Caucasian man wearing a white hat and glasses, was released.

More than 650 people called in to a specially-created police hotline.

Although poisoned substances were only found in Friedrichshafen so far, a team of 220 investigators will carry out a cross-border manhunt around the area of Lake Constance.

The manhunt will also stretch to nearby Switzerland and Austria.
Consumers were told to remain vigilant when shopping and check products for signs of tampering.

“The police are concerned that the suspect could place more poisoned items in supermarkets over the weekend and had hence decided to make the case public,’’ the spokesperson noted.

Purath sought to reassure consumers by emphasising that an investigation was underway at “full speed”.

He expressed his confidence that all previously contaminated products had already been removed from stores.(Xinhua/NAN)

  • Police defy Osinbajo on DCP who busted N360m fraud

Police defy Osinbajo on DCP who busted N360m fraud

The police authorities have snubbed a request made by Vice President Yemi Osinbajo for the secondment of a police officer for a special assignment.

Police Inspector General Ibrahim Idris, The Nation gathered, declined the release of Deputy Commissioner (DSP) Abduyari Lafia to serve on the Special Presidential Panel for the Recovery of Public Property as requested by a Presidency letter dated September 21, 2017.

Instead, the police boss posted 12 officers from the rank of Assistant Superintendent of Police and below to the panel.

Lafia had earned the confidence of the panel for uncovering how a syndicate defrauded a businessman, Mr. Austine Ugochukwu Albert, of $1 million.

His recommendation for promotion to the rank of Commissioner of Police was withdrawn at the last minute, following his rebuff of alleged pressure from some bigwigs to stay action on the $1 million.

Although Lafia was said to have been promised a bribe of $100,000, he insisted on bringing members of the syndicate to justice.

Following his unyielding position, some police officers were alleged to have conspired to transfer him from the Force Criminal Investigation Department (FCID) in Abuja to the Police Academy (POLAC) in Kano.

Before his posting to Kano, he was said to have recovered more than $205,000.

Based on his track records, the Special Investigation Panel requested for Lafia’s service on the directive of Vice President Osinbajo.

The Chairman of the SIP, Mr. Okoi Obono-Obla, who signed the letter, said: “I am directed by His Excellency, Vice President Yemi Osinbajo, SAN (GCON) to request for the release of DCP Abduyari S. Lafia to serve in the Special Presidential Panel for the Recovery of Public Property.

“DCP Abduyari S. Lafia is presently posted to POLAC with AP NO-41804.

“While thanking you for your usual cooperation, please be assured of my high regards and esteem.”

However, sources told The Nation that DCP Lafia was not released to the SIP owing to internal wrangling in the police.

A highly placed source familiar with the matter said: “The panel was shocked that those it did not request for were sent by the IGP.

“All attempts to get Lafia redeployed for the special assignment have been rebuffed.

“What shocked most people is that the affected DCP was requested for by the panel based on the instructions of the Vice President.

“We learnt that the redeployment of the crack detective was caught in hi-wire intrigues in the Force Headquarters over the $1 million case.

“The IGP was actually not disposed to the release of the DCP. But the panel believes only the DCP could fit into the assignment given to it. No agreement yet on this officer who is rated as incorruptible.”

Responding to a question, the source said: “The panel may have no choice than to report the latest dimension to the request to the VP.”

A police source said: “Well, although the IGP has the final say on redeployment of officers and other ranks, DCP Lafia ran into trouble with some police top shots for probing a syndicate who defrauded a businessman of $1m.

“Some officers had mounted pressure on DCP Lafia to drop the investigation of the $1m. At a point, the recommendation for his promotion to a CP was withdrawn from the Police Service Commission. The same recommendation was endorsed by the IGP.

“I think DCP Lafia stepped on toes over the fraud case. The IGP might not even be in the full picture of what is really happening.”

Businessman Austine Ugochukwu Albert, had petitioned President Muhammadu Buhari over alleged poor handling of a $1 million (N360million) fraud case he lodged with the police.

He said he paid N360 million in exchange for $1 million which he never got.

He suspected compromise, abuse of office and corrupt activities by some officers assigned to investigate how he was swindled of the money.

He blamed some officers in the Inspector-General of Police monitoring unit of compromise.

He alleged that he suspected a corrupt deal of about $200,000 to frustrate his complaint to the police.

He said the officer handling his case was transferred in a suspicious manner at the prompting of one of the influential suspects who defrauded him.

He said he could not understand why the officer was redeployed midway into a crucial investigation in which he had recovered $205,000.

In a petition through his counsel, Ugochukwu Ezekiel, he urged President Muhammadu Buhari to direct the IG to return his case to the Force Intelligence Bureau instead of the Monitoring Unit.

He said he paid N360 million with intent to source for $1 million for his business.

But after successfully remitting the N360 million, a group of five suspects involved in the transaction refused to give him the $1 million.

He said: “Surprisingly, after our client paid the money as agreed above, the group, which we now believe is led by one Bakare, disappeared with the money.

“Our client first reported the matter at Area J command of the Nigeria Police Force, Ajah, Lagos State where the suspects made confessional statements that the entire transaction was a fraud, but at this point they all refused to give up their kingpin, Bakare.

“The matter was later transferred to Zone 2 command of the Nigeria Police Force, Lagos on the orders of the Assistant Inspector General of Police who equally ordered that all accounts already frozen by the police pursuant to their investigation activities be unfrozen. Our client was dissatisfied and wrote a petition to the Inspector General of Police.

“Unfortunately, the officers that investigated the matter at Inspector General of Police monitoring unit compromised the matter, refused to arrest the kingpin who had been identified as Bakare.

“They hurriedly charged the matter to a Magistrate Court in Abuja, which to their knowledge, has no jurisdiction to entertain the matter.

“The suspects were subsequently set free on ridiculous bail conditions and this emboldened them as they called our client and demanded that our client should not pursue the matter anymore or he would be eliminated.

“To forestall the materialization of their threat, our client wrote a fresh petition to the Deputy Inspector General of Police, Force Criminal Investigation and Intelligence Department and the matter was assigned to the Force Intelligence Bureau for investigation.

“On learning of the embarrassing situation, the Deputy Commissioner of Police, Inspector General of Police monitoring unit quickly transferred the case file to the Force Intelligence Bureau for a review and unbiased investigation.

“Our client must confess that the Force Intelligence Bureau acted professionally and intelligently and within weeks rounded up the suspects and obtained an order from the Federal High Court to have them detained pending investigation.

“We are aware that the head of Force Intelligence Bureau was offered some huge amount of money as bribe and he turned it down.

“This honest officer was duly commended and recommended by the Inspector General of Police for his honesty and recommended that he be promoted to the office of Commissioner of Police.

“To our client’s utter consternation, our client got information that Bakare was boasting while still in detention that he has offered the money that was rejected by men of Force Intelligence Bureau to some officers in the Monitoring Unit and that the case will not only be taken away from that department but the head of that unit, who he described as very strict, will be removed.

“Our client treated this as the joke of the century and moved on. However, less than 24 hours after our client got the information, the Inspector General of Police sent a signal that the case file be transferred to another unit and that the officer be immediately transferred.”

Efforts made to reach police spokesman, Moshood Jimoh, yesterday night yielded no result.

Although he had called to speak with one of our reporters less than two hours earlier, his line was not going through at about 9 pm.

  • ‘Policeman framed me for robbery for denying him sex’

‘Policeman framed me for robbery for denying him sex’

A 27-year-old trader, Mrs Victoria Amodu, Wednesday told an Ikeja High Court, Lagos that an Investigative Police Officer (IPO) at the Special Anti-Robbery Squad (SARS), Ikeja Division, demanded sex from her to release her from custody.

Amodu, a mother of four, gave the testimony as a defence witness in her trial for alleged conspiracy and armed robbery, before Justice Kudirat Jose.

The defendant, who denied the allegation, was arraigned alongside one Hammed Isiaka on a six-count charge of conspiracy to commit robbery and armed robbery, contrary to Section 295(2)(a) of the Criminal Law No 11 Laws of Lagos State, 2011.

One of the charges reads, “Hammed Isiaka, Victoria Amodu and others now at large, on or about August 12, 2014 while armed with a pistol did rob one Elizabeth Moses of a cash sum of N35, 000 and a cheque of N1.4m.”

However, while being led in evidence by her counsel, Nelson Onyejaka, Amodu told Justice Jose that she was unjustly arrested by the police on August 12, 2014 at Church Bus stop, Badagry, Lagos.

She said she was selling bread at the bus stop when policemen raided the area, arrested her and others and bundled them into their truck, where they met some men who were already tied up.

Narrating the incident, Amodu said: “I was arrested by the police while I was selling bread and taken to the station at SARS, Ikeja. An IPO (name not mentioned) there told me to call someone that would come for my bail. I called a neighbour, a lady that helps me look after my kids. When she arrived, the IPO said a woman could not sign my bail bond, which he put at N400,000.

“I became worried because I didn’t know any man to call since I was no longer living with my husband and I was also new in Lagos. I decided to call my father but he refused coming to the station. He said since I was married he had no hand in anything concerning me.

“I didn’t know what else to do at this time, so I started begging the IPO to let me go and take care of my kids since I didn’t commit any offence. The IPO took me outside the cell to a corner and said that I am a pretty lady and that if I submit myself to him, I would be freed. I got angry and shouted at him, asking why he would make such a statement to me. He immediately, dragged me back to the cell. Some others who were arrested that day were released after they paid money, though I don’t know how much they paid.

“Nights after, the IPO brought out some case files and told me and others in the cell to sign them. He said that when we were done signing, we would be released. I agreed to sign the documents on the condition that he would not touch me. But the other men refused saying they couldn’t sign what they didn’t know.

“The IPO immediately brought out his gun and threatened to shoot them if they didn’t sign and they fearfully signed it.

“After signing the documents, we were all taken to a Magistrates Court and from there, to Kirikiri Prison.

Amodu pleaded with the court to tamper justice with mercy and permit her to go home to cater for her children.

During cross-examination by prosecution counsel, Mrs. Awosika, Amodu denied knowing the first defendant, Isiaka.

She said she had never seen him before and only met him for the first time in court on the day of arraignment.

Isiaka, a driver, who also testified while being led by his counsel, Mrs Olamide Amore-Akintoye, said he was arrested on his way from Seme border while carrying food items belonging to a customer.

He said his car was impounded and taken to the station where he was locked up after he failed to pay for his release.

Justice José adjourned till November 29 for adoption of final addresses.

He also advised car owners to learn to endeavour to memorise their vehicle numbers colour, and any other vital details that would aid identification of vehicles.

“Drivers should endeavour to leave their glass wind up and apply central door lock, especially when driving in areas poorly lit.

“As a driver when you are not comfortable with your passenger, drive to the nearest police stop-and-search point and lodge your complaint,“he said.

Manzah urged the residents to cooperate with the police by adhering to the recommended tips to prevent rising cases of car thefts in the territory. (NAN)

“We took off in the night to raid their hideout and make some arrest. On our way back, we ran into a blockage by some hoodlums around Jaji area of Kaduna State.

“It happened around 12 am. We had to open fire and in the process, we killed five of them but they succeeded in killing one of our men who happened to be our driver.”

The Nation was shown the vehicle the sergeant died in. The white 18-seater vehicle, marked AZ139BWR, still had bullet holes and blood stains of the late Abdullahi.

  • Police arrest IDPs for protesting in Maiduguri

Borno State Police Command has arrested Internally Displaced Persons (IDPs) in Maiduguri, Borno State capital, in connection with yesterday’s protest to return home.

The Nation reports that displaced people from Bama on Sunday morning demonstrated on Bama/Maiduguri Highway, near University of Maiduguri Gate II, to demand their return to Bama where they were displaced by Boko Haram insurgents about three years ago.

During the protest, coordinated by Bama Initiative for Human Development, led by the Chairman, Alhaji Muhammad Hassan, the IDPs decried the slow process of their return, and decided to embark on the journey home, “even if it means trekking to Bama.”

Hassan said 70 per cent of reconstruction and rehabilitation had been completed, adding that they are tired of living as displaced persons.

“We’ve been in Maiduguri for more than three years without means of livelihood. Our people’s condition is pathetic. The process of returning displaced persons to their homes is slow. It exposes them to unbearable conditions.

“We can no longer send our children to schools. Many have died of hunger. Most of us live in host communities and no one is supporting us,” he said.

Police Commissioner Damian Chukwu said the IDPs did not notify the command of their planned return to Bama.

He advised them to dialogue with the government and other stakeholders over their demand so that preparations would be made for them.

His words: “The police have a duty to protect you. We will not allow you to gather people and expose them to danger in the name of home return.

“Reconstruction and rehabilitation work is on in Bama, executed by federal and state governments under the Bama Initiative. We will not allow you to go because of your safety. You better go back and wait for the time the government will permit your return to the town.”

It was learnt that the protesters persisted, giving the police no option but to arrest them.

A police source confirmed  in Maiduguri that the demonstrators, including their leaders, are in police custody and will be prosecuted.

The source said: “I cannot believe that despite the subtle approach and advice by the Police commissioner to these people, they became riotous. We were left with no choice but to arrest them. It is the duty of the police to protect life, property as well as maintain law and order.”

There is apprehension of more protests by the IDPs, as news of the arrest spread.

The government has urged the protesters to be patient, to allow the smooth actualisation of their return home.

Governor Kashim Shettima, speaking through his Special Adviser on Communication and Strategy, Mr. Gusau, said the government was not against return of IDPs to their homes.

“It is to the government’s advantage if IDPs return home because their return will lessen the economic burden of keeping them in camps.

“The greatest wish of the governor is safe return of IDPs to their communities. Much as he wants them to return, he is also concerned about their safety.

“Governor Shettima is committed to the rebuilding of homes, police stations, hospitals, schools, water facilities, markets, council secretariats and others in communities across 15 local governments in the state,’’ he said.

Gusau said the government built 20,000 housing units in Bama and provided health facilities, schools and police stations.

He added that the Federal Government is training a Special Anti-Terrorism Squad and Civilian Joint Task Force (CJTF) to be deployed in the town under the Bama Initiative.

Gusau said the squad and agro-rangers, trained to secure farmers, would replace the military.

“We have to ensure that there is return of civil security before IDPs can return.

“The governor encourages safe and dignified return only after putting the right things in place,” he stressed.

The aide said the government re-built houses and re-settled displaced persons in parts of Kaga, Konduga and Gwoza councils.
