Police detain two personnel for reckless shooting

The Nigeria Police Force says it has detained and tried two of its personnel in orderly room for alleged reckless shooting in Lagos.

The News Agency of Nigeria ( NAN) reports that a video in circulation on social media showed two policemen allegedly shooting into the air on the street in a moving vehicle in Lagos.

The Head of Public Complaints Rapid Response Unit ( PCRRU), ACP Abayomi Shogunle, told NAN that following complaints by members of the public, the case was immediately registered by the unit.

“On Aug. 1, PCRRU was notified about a video in circulation on social media in which some men alleged to be policemen were seen shooting in the air on the street in a moving vehicle,” Shogunle said.

He said that the Commissioner of police in charge of Police Mobile Force ( PMF ) at the Force Headquarters, had identified the men following the directive of the Inspector-General of Police.

Shogunle said that the incident happened on July 31 at 5 p.m. along the Murtala Mohammed International Airport road in Lagos.

He explained that the two policemen who were attached to the 20 Police Mobile Force Squadron, and were attached to a private security company, Infinity Security Company.

Shogunle said that a popular Nigerian Musician, David Adeleke, popularly known as Davido, engaged them to provide escort for him to his house while returning from abroad.

” Along the way as seen in the video which has been confirmed from investigation, the two policemen involved started shooting into the air for no just cause.

“They have been identified and they have been in detention since then because investigation was conducted and after that they have been tried in orderly room and punishment has been recommended.

“We are only waiting for the appropriate police authority to review the punishment then we will make the full details known to the public.

“One thing is clear that the conduct of those policemen as seen in that video is unacceptable, that is not part of what our officers should be engaged in.

” They are no longer involved in any duty where they will carry any weapon. They will be in detention until the process is over before they will be released.

“Investigation has shown that they have no justifiable reason to have expended or fire their weapons into the air,” he said.

Meanwhile, Shogunle has assured members of the public that officers dismissed for corruption would also be prosecuted in court in line with the Inspector-General of Police’s directive.

“Apart from dismissal, we are also going to see the prosecution of such unethical officers in the court of law, “he said.

The PCRRU was established by the Nigeria Police Force in November 2015, with a mandate to receive and resolve cases of professional misconduct brought against its officers.(NAN)

  • Evans: More wealthy kidnap suspects arrested

Evans: More wealthy kidnap suspects arrested

Ongoing police investigation of suspected kidnap kingpin, Chukwudumeme Onwuamadike, alias Evans, has revealed that he was also involved in crimes in South Africa, it was gathered yesterday.

That is besides his alleged illegal procurement of a Ghanaian passport that bears his passport photograph but a Ghanaian name.

Police spokesman, Mr. Moshood Jimoh, told The Nation that the investigation has also led to the arrest of more associates of Evans who were found to be probably wealthier and living bigger than him.

Evans is spending his second month in police custody and is expected to be formally charged within the next one month, Jimoh said.

He said:”You may recall that a Federal High Court granted us a three month remand warrant for Evans. We are just into the second month now and before the expiration of the third month, it is expected that we should be taking him to court.

“The little time is to ensure that we conduct a thorough and detailed investigation.

“This is somebody that committed crimes across several states and even went outside Nigeria.

“You may recall that he illegally acquired a Ghanaian passport with a Ghanaian name but with his passport photograph.

“He was also fingered for involvement in other crimes in South Africa and other places. So we need a little time to properly round things up and ensure that he is properly prosecuted because Nigerians will not be happy if we lose such a case in court on the basis of technical matters.”

He said relations of former victims of Evans’ are among those being detained by the police.

They are suspected of giving information about the former kidnap victims to Evans.

He advised the public to be security conscious at all times to avoid falling prey to kidnappers.

His words: “He (Evans) did things with lots of such people and we have lots of suspects who had collaborated with him in one way or the other; we even have other prime suspects apart from those that were arrested with him and paraded.

“In the course of this investigation we have other prime suspects including people who broke away from Evans’ gang to start their own gang – they left Evans to go and do a similar (kidnapping) business.

“Some of the suspects we later picked after detectives’ interactions with Evans are even living larger than Evans.

“We are going to ensure that we don’t make things public until we gather all our evidence towards securing a conviction in court.

“I won’t give you figures but they are many suspects; there are a lot of accomplices, lots of former gang members and lots of other people that have in one way or the other facilitated the offences committed by Evans and others.

“There is a special group of criminal suspects that are referred to as ‘catchers’; in criminal syndicates, they are the people that identify targets and give information about innocent, law-abiding people and more of such suspects are being rounded up.

“Part of our investigation reveals that Evans himself jogs round the estate where he lives every morning and uses that opportunity to assess information on those potential victims that have what they describe as ‘kidnap value’.

“It was after his arrest that some of his surprised neighbours realized that it was this man that used to jog around; that is why security-consciousness necessitates that every citizen should be alert and see things beyond their noses now.

“Sometimes, it is easy to jeopardise your security by being a good Samaritan through acts like offering someone a lift in your car because there are persons who can take advantage of your kind or welcoming nature.

“All citizens equally need to know where potential help can come from in security emergency situations like where police or other security people are located, the right telephone numbers to call and so on.

“The Inspector-General of Police is taking the battle to criminals but maximum security is achieved through the alertness of everybody in the interest of everybody and such attitude goes a long way to prevent many people from becoming victims of criminality.”

  • Election: Kenyan girl shot dead by police in protest over

Election: Kenyan girl shot dead by police in protest over

A young Kenyan girl was shot dead by police during operations to quell protests against the re-election of President Uhuru Kenyatta, a witness said on Saturday.

“The girl was hit by a stray bullet while she was on a balcony as police were firing sporadic shots,” the witness, who only gave his first name, Eric, told Reuters.

NAN reports that Kenyatta secured a second term in office, results showed on Friday, setting off wild street celebrations by his supporters and protests in opposition strongholds in the capital and the west of the country.

Speaking after the result of Tuesday’s election was announced, Kenyatta offered an olive branch to the opposition, urging national unity and peace with rivals who have rejected the result and raised the prospect of street protests.

Many Kenyans fear a repeat of the violence that followed the 2007 disputed election, when about 1,200 people were killed and hundreds of thousands displaced as protests over the result led to ethnic killings.

Kenyatta got 54.3 per cent of the vote, ahead of rival Raila Odinga who secured 44.7 per cent, according to election commission figures.

Nearly 80 per cent of the 19 million registered voters cast their ballots.

“To my worthy competitor Raila Odinga, I reach out to you, I reach out to your supporters, let us work together,” Kenyatta, 55, said, shortly after being declared winner.

“Let us be peaceful, let us share together,” he said.

“Reach out to your neighbour, shake their hand. Say this election is over, let us move on.”

In Nairobi and other towns in Kenya his supporters took to the streets to celebrate, honking car horns and blowing whistles.

    However, there were also protests.

Police fired tear gas and gunshots were heard in the Nairobi slums of Mathare and Kawangware, where young men took to the streets as police helicopters buzzed overhead.

In Kisumu, an Odinga stronghold in the west, youths banged drums and tyres burned in the streets in the Kondele district.

As election officials prepared the final results, the NASA opposition coalition, led by 72-year-old Odinga, who has lost the last two elections amid complaints of fraud, said it rejected the process after its complaints had not been addressed.

“We raised some very serious concerns. They have not responded to them. As NASA we shall not be party to the process they are about to make,” senior opposition official Musalia Mudavadi told reporters.

James Orengo, one of Odinga’s top lieutenants, said the process had been a “charade”.

He stopped short of calling for protests but praised the Kenyan people’s history of standing up to stolen elections and said there were “constitutional alternatives” to challenging any result.

“Going to court, for us, is not an alternative. We have been there before,” he said.

“The Kenyan people have never disappointed … every time an election has been stolen, the Kenyan people have stood up to make sure changes are made to make Kenya a better place.”

Earlier, Orengo had called for the candidates and observers to be given access to the election commission’s computer servers so there could be a transparent audit of data from 41,000 polling stations across the country.

Yakub Guliye, election commissioner in charge of information technology, said the opposition had not made a formal request and it would not act on a verbal request.

Normal procedure calls for the commission to release final results after cross checking electronic tallies with paper forms.

Odinga’s camp has said figures released by the commission since Tuesday’s vote were “fictitious” and that “confidential sources” within the commission had provided figures showing Odinga had a large lead in the race.

The election commission rejected the claims, pointing out they contained basic mathematical errors.

Police had beefed up security across much of Kenya, particularly in opposition strongholds in the west and parts of Nairobi, in anticipation of the announcement of the result.

Kenya is the leading economy in East Africa and any instability would be likely to ripple through the region.

Odinga is a member of the Luo, an ethnic group from the west of the country that has long said it is excluded from power.

Kenyatta is from the Kikuyu group, which has supplied three of four presidents since Kenya gained independence from Britain in 1963.

International observers have given the thumbs-up to the vote and U.S. Ambassador Robert Godec issued a statement on behalf of the diplomatic community calling for any complaints to be channelled through the courts, not street protests.

“If there are disputes or disagreements, the Kenyan constitution is very clear on how they are to be addressed. Violence must never be an option,” he said on Friday.

But the opposition criticised foreign observer missions, which included former South African president Thabo Mbeki and former U.S. Secretary of State John Kerry, saying they should have been “vetted” ahead of the vote.

“The observers largely served the interests of the government,” Orengo said.

As well as a new president, Kenyans also elected new lawmakers and local representatives.

Some of those races have also been disputed, leading to violence in Garissa and Tana River counties.(Reuters/NAN)
