    Misconduct: Police dismisses ASP, demotes two others

    The Police Service Commission (PSC) has approved the dismissal of one Assistant Superintendent of Police (ASP) and the demotion of two other officers over various established cases of misconduct.

    The officers who had their ranks reduced were a Superintendent of Police (SP) and an Assistant Superintendent (ASP).

    This is contained in a statement signed by Mr Ikechukwu Ani, Head, Press and Public Relations of the commission, and issued to newsmen on Friday in Abuja.

    It said the commission rejected 23 appeals from some dismissed Policemen for reinstatement and restoration of ranks.

    The statement said the decisions were taken at the 15th Plenary Meeting of the commission presided by its Chairman, Mr Mike Okiro.

    However, it said the commission had approved the reinstatement of 10 other Police Officers, exonerated three and committed the dismissal of three others to retirement.

    The statement said one serving DSP and ASP received the punishments of severe reprimand, while an Assistant Commissioner, two DSPs and an ASP are to be issued letters of reprimand.

    Besides, it said an SP will receive letter of warning while an ASP was exonerated.

    Based on Court judgments, the statement said appeals from ex-Police Officers for reinstatement was approved by the commission which also endorsed the retirement of eight and rejected the appeals of 15 others.

    It said the commission’s decisions have since been communicated to the Inspector General of Police, Mr. Solomon Arase, for implementation.

    Adamawa Police rescue three abducted children

    The Adamawa Police Command, has confirmed the rescue of three children abducted by a gang of kidnappers in the state.

    The Public Relations Officer of the Command, DSP Othman Abubakar, who made the disclosure at a press briefing on Thursday in Yola, said that the three suspects were killed.

    He said that the operation was carried out by the police with the support of the famous crime fighter Alhaji Ali Kwara.

    The police spokesman said that eight AK 47 rifles, one RPG, 477 rounds of ammunitions and some amount of local and foriegn currencies were recovered from the suspects.

    During the briefing, N500, 000 collected as ransom by the kidnappers were handed over to the father of the three abducted children, Alhaji Grema Degereji.

    Degereji thanked the police and Kwara for rescuing his children and recovering the ransom money.

    Speaking to reporters, Kwara decried the activities of some local vigilante members, who he accused of involving in criminal activities.

    He said that his investigation had revealed that many vigilante members were “repentant robbers,” who hide under the cover of the voluntary organisation to engage in criminal activities such as kidnappings and cattle rustling.

    “The person behind this kidnap is a so called repentant armed robber who hide under the cover of being a vigilante member,” Kwara said.

    Unknown gunmen Thursday killed a Police Sergeant Sunday Adoga, in Port Harcourt, the Rivers state capital.

    Also killed by the suspected criminals was a man whose identity was yet to be known. He was hit by stray bullet.

    The state Police command confirmed the deaths.

    The Police spokesman, Ahmad Mohammad, a Deputy Superintendent of Police (DSP), said the hoodlums laid ambush and opened fire on Adoga’s patrol Van, killing him on the spot.

    The incident reportedly happened between Garrison and waterlines junction between 9 and 10 am. The Police have vowed that the perpetrators of the dastardly act will never go scot-free, although they are yet to be apprehended.

    The statement by Mohammad said, “We are deeply saddened by the senseless killings of Sgt. Sunday Adoga, and the other innocent citizen, who were ambushed at different locations by the marauding gang Thursday, along Garrison and waterlines junctions.

    “Sadly, today’s event once again demonstrated the profound danger our men face and witness in daily bases. Police officers put their lives on the line every day to confront crime and violence in our communities and society at large.

    “As for the criminals, they can run but it’s just a matter of time, we will caught up with them and bring them to justice.”

    The incident Thursday led to commuters and motorists in the area of crime to scamper for safety as the gunmen shot sporadically, between the busy Garrison and waterlines area of Port Harcourt/Aba road. Both passengers and motorists reportedly abandoned their vehicles and ran for their lives.

    Some of the passengers who were close to the scene of crime jumped through bus windows some of them sustained injuries especially on their legs and arms. They thought the boys invaded the INEC office which is close to the waterline junction, where the Police officer was reportedly killed.

    One of the passengers who narrated his ordeal to the Nation said, “We boarded the coaster vehicle at Park, going to Eleme junction. When we got to close to Garrison junction we began to hear sound of gunshots, before we got there (Garrison), we noticed that vehicles ahead of us had all parked and none was coming from Waterline area. We also parked, after a while, the sound dowsed and movement continued.

    “When we got to waterlines we saw boys with guns alighted from a bus, and began to shoot, carelessly, everybody began to look for escape route, passengers, drivers; private car owners abandoned the vehicles and ran. I jumped through the coaster window other followed, i ran into a small hideout everybody came and fail on me, I am now in serious pain.

    “A policeman and another man were killed by the suspected hoodlums,” he said.

    Police extends deadline for automated licences

    The Inspector-General of Police, Mr Solomon Arase, has ordered the extension of the deadline for the on-going re-validation of Tinted car glass Permit, Police Character Clearance and Firearm Licence from March 18 to May 31.

    This is contained in a statement issued by the Force Spokesperson, acting Assistant Commission of Police, ACP Olabisi Kolawole, in Abuja on Wednesday.

    It said that the extension became imperative to enable members of the public to seamlessly key into the electronic platform initiative of the Nigeria Police Force Central Information System (NCIS).

    The statement stated that Arase directed all State Commands Commissioners of Police to ensure that nobody was exploited and extorted in carrying out the exercise.

    It said that revalidation was free of charge and that those yet to complete the process should not be subjected to unnecessary harassment by policemen.

    The statement reassured the public of the commitment of the Force to provide security to the citizens of the country, always.

    It further enjoined them to continue to support and assist the Police in its constitutional task of safeguarding the nation.

    PSC approves promotion of 156 senior officers

    The Police Service Commission (PSC) has approved the promotion of 156 senior Police Officers to the next rank.

    This is contained in a statement issued by Mr. Ikechukwu Ani, Head, Press and Public Relations of the commission and issued to newsmen on Tuesday in Abuja.

    It said that the Kano State Commissioner of Police, Musa Mohammed was promoted to the next rank of Assistant Inspector -General of Police (AIG).

    Ten Deputy Commissioners of Police (DCP) were elevated to the rank of Commissioners of Police (CP).

    The statement said that 10 Deputy Commissioners of Police (DCP) were promoted to the rank of Commissioners of Police.

    It named the new CP as: Ero Oga, Yunana Y. Babas, Dan-Malam Mohammed, Mu’azu Halilu, Rabiu Yusuf, Sanusi Lemu, Ahmed Iliyasu Isyaku Garko, Mohammed Uba Kura and Alhassan Mamuda.

    It said that 19 Assistant Commissioners of Police (ACP) were also promoted to the next rank of DCP.

    They include Akingbola O. Olatunji, Isaac Olukayode Turner, Sadiku l Gbenga and Abraham Egong Ayim.

    The statement said that 20 Chief Superintendents of Police, (CSP), were promoted to the rank of ACP, with one Superintendent of Police, (SP) moved to the rank of Chief Superintendent of Police (CSP).

    It said that 100 Assistant Superintendents of Police, (ASP) were promoted to the rank of Deputy Superintendent of Police (DSP).

    The statement said four Inspectors were promoted to the next rank of Assistant Superintendent of Police (ASP).

    It said the commission also approved the upgrading of 11 Rank and File Police Officers trained as Pilots to the rank of DSP in line with their Pilot licence and certificate.

    It said that the exercise had been conveyed to the Inspector-General of Police for implementation from March 18 except that of the AIG Musa Mohammed whose promotion takes effect from March 23.

    Nine killed in Abakaliki-Enugu road accident

    No fewer than nine persons died Tuesday in a ghastly motor accident which occurred along the Abakaliki-Enugu expressway.

    Also three others were severely injured and are battling for survival in the hospital.

    Three of the dead were burnt beyond recognition, it was gathered.

    The accident, it was learnt, involved a trailer and a coaster bus. The trailer was carrying chippings while the bus was on its way to Ikom in Cross River state from Lagos.

    An eyewitness, who spoke on the condition of anonymity, said the driver of the trailer lost control when the front tire burst.

    “The trailer ran into the coastal bus after it lost control.  Also a motor bike collided with the two vehicles,” said the source.

    The bus immediately caught fire and burnt three of the victims beyond recognition.

    The Director of Fire Services in the Ebonyi state Fire Service, James Owo confirmed the incident to our reporter.

    He said he deployed his men to the scene who were able to put out the fire.

    “We worked in conjunction with the Federal Road Safety Commission (FRSC) to rescue the victims and take them to hospital,” he added.

    Rivers re-run election: US, UK condemn violence reaction

    United States (US) and United Kingdom have strongly condemned the use of violence and disruption of democratic process.

    Reacting to the violence that greeted the last Saturday Rivers state rerun elections, both countries called upon the leadership of Nigeria’s political parties to urge their supporters to conduct themselves peacefully throughout the electoral process.

    US in a statement issued by its embassy in Abuja, also called on those dissatisfied to pursue a resolution of their grievances peacefully in accordance with the rule of law.

    The statement reads: The U.S. Embassy is concerned about reports of violence, including the possible targeting of electoral officials and irregularities during re-run elections in Rivers State on March 19, 2016.

    “We condemn the use of violence and disruptions of the democratic process.

    “We call upon the leadership of Nigeria’s political parties to urge their supporters to conduct themselves peacefully throughout the electoral process.

    “We call on those dissatisfied to pursue a resolution of their grievances peacefully in accordance with the rule of law.”

    Also, UK in a statement issued by its High Commission in Nigeria expressed its disappointment with the reports of violence, in particular against electoral officials (INEC), around the elections in Rivers state on 19 March 2016.

    “UK observers in Rivers state saw irregularities around the voting and noted the low turn-out of voters at polling units which was in part a consequence of fear of violence,” the statement reads.

    The British High Commission also urges the leadership of both major political parties to encourage their supporters in Rivers to behave peacefully and call on those still dissatisfied to pursue resolution of their grievances through the courts in accordance with the rule of law.

    The Independent National Electoral Commission (INEC) was forced to suspend all further actions concerning the court ordered re-run elections in the Rivers State National Assembly and State House of Assembly seats held on Saturday, 19th March 2016.

    The Commission said the action was necessitated due to widespread reports of attacks leading to fatalities, kidnappings, ballot box snatching, diversion of officials and materials amongst others.
    In a statement signed by the Commission’s Director of Voter Education and Publicity Department, Oluwole Osaze-Uzzi, last Sunday, it was impossible for the Commission to collate the election results under the difficult circumstances.

    “Having reviewed the situation, the Commission is compelled to suspend all further action concerning the exercise in all other constituencies in the state pending the receipt of a comprehensive report from its Field Officials and Monitors. For the avoidance of doubt, it should be noted that the suspension does not affect the constituencies where the exercise has been completed and the results declared by Returning Officers,” the Commission said.

    Affirming the reasons for the suspension, the statement read: “some of the lections witnessed the disruption of the process, including the barricading of some of the INEC Local Government offices and Registration Area Centres (RACs) used for the distribution of Electoral materials which led to the late commencement of the exercise in some places and consequently, its smooth take off”.

    It further stated that: “of more serious concern was the level of threats and intimidation of election officials and voters by well armed thugs and miscreants allegedly acting on behalf of some politicians, which marred the elections in some areas. There were reports of numerous attacks resulting in fatalities, kidnappings, ballot snatching, diversion of officials and materials, amongst others, which necessitated its suspension in 8 Local Government Areas”.

    Inspector General of Police, Solomon Arase Tuesday debunked allegations that the favored the ruling All Progressives Congress(APC) during last weekend’s National and State Assembly re-run elections in Rivers state.

    The IGP who exonerated the police in the violence that greeted the Rivers re-run maintained that the Police discharged its duties professionally.

    He spoke to reporters in Abakaliki during his one day working visit to Ebonyi state police command.

    He said: “It is not the police that ignite violence; it is the political class that ignites violence. All we do is to ensure we secure a conducive environment that can allow law abiding citizens to cast their votes in any election.

    ‘’The situation in Rivers has nothing to do with the Police; it has something to do with the political class.

    ‘So, the police was neutral in the Rivers re-run and nobody can accuse us of bias or complicity or conniving with politicians or political party to frustrate the election’’, he said.

    He called on police officers to be thorough in their investigation and make friends with members of the public for effective community policing.

    He maintained his stand on dismantling of road blocks and warned policemen to avoid negative acts that can portray the police in bad light.

    On the Ebonyi/Benue/Cross River boundary disputes that have claimed many lives, Arase noted that efforts are being made to restore normalcy in the disputed areas.

    Earlier, the Commissioner of Police, Peace Ibekwe Abdallah the state has witnessed a reduction in criminal activities since She assumed office in September last year.

    She attributed the development to the overhauling and strengthening of the crime prevention strategies of the command.

    “Whereas a total of eleven kidnap cases were recorded in 2015(Jan-Sept), the three cases of kidnap recorded in the command from September 2015 till date were successfully investigated. The kidnap suspects were arrested and victims rescued without payment of ransom,” CP Abdallah said.

    13 remanded for Lagos, Ogun bank robberies

    Chief Magistrate O. I. Adelaja (Mrs.) of an Ebute-Metta Chief Magistrates’ Court Monday remanded 13 armed robbery suspects, who were accused of being behind several bank robberies that rocked Lagos and Ogun States since March last year.

    The men include: Clement Abanara, 42; Dennis Njoku, 30; Ebi Blessing, 28; Sunday Olotu, 33; John Sabajoh, 35; Idowu Sobijoh, 32; Ainriyemipate Joseph Wisdom, 27.

    Others are: Opeyemi Balogun, 32; Olamilekan Morounkeji, 32; Ayodeji Fanimeye, 40; Mike Adebayo, 57; Monsuru Ahmed Adisa, 46; and Daniel Ukaeju, 50.

    The prosecutors, Lagos State Police Command Officer-in-Charge of Legal Department, Chief Superintendent of Police (CSP) A. Eno-Edobor and Barrister Goddey Osuyi, informed the court that all 13 men took part in bank robberies that happened in Lagos and Ogun State from March 2015 till date.

    In asking for a remand of the suspects, they informed the court that the application was pursuant to section 264(1) and (2) of the Administration of Criminal Justice Law of Lagos State, 2011.

    The application was supported with a nine-paragraph affidavit deposed to by one Dele Ojo Odunnayo, of the Special Anti-Robbery Squad, (SARS) of the Command.

    The sought for a remand order of 30 days to enable the Directorate of Public Prosecution, (DPP,) issue an advice on the matter.

    Attempt by the defendants’ counsels, Jasper Omomheni, for first, second and fifth defendants; Sporgeon Ataene, for third, sixth and seventh defendants; Imelda Adebambo, for twelfth and thirteenth defendants; Abikoye O. I. for ninth, tenth and eleventh defendants; and O. O. Quadri for eighth defendant, to argue for their bail was opposed by the prosecutors, who informed the court that what was before it was a remand application not a charge.

    Consequently, Mrs. Adeleja, remanded all 13 men in prison custody till May 11.

    She also ordered the police to duplicate the suspects’ case files and forward it to the DPP’s office for advice.

    In the nine-count charge attached to the remand application, the police alleged that all the 13 suspects took part in the bank robberies that occurred in FESTAC, Ikorodu and Lekki areas of Lagos State, and Agbara in Ogun State.

    It was also alleged that all the suspects on October 13, 2015, while armed with AK47s, Diamantes and other offensive weapons, robbed the 4th Avenue FESTAC branches of Diamond Bank and Access Bank of N27 million and N29 million respectively.

    They were also alleged to have on June 18, 2015, while armed with same dangerous weapons robbed First Bank Plc of the sum N19 million, $3,470, and 40 Euros. And on March 12, 2015, robbed the Lekki branch of FCMB of the sum of N26, 005,664.00.

    The suspects were also alleged to have on June 24, 2015 attacked and robbed the Ipakodo branch of First Bank Plc of the sum of N19 million, $2,759, and £120 Pound Sterling, and a branch of Zenith Bank Plc of the sum of N80,524,102.00.

    The police further claimed that on November 19, 2015 at about 9.30am the suspects attacked the Agbara branch of Zenith bank Plc. and dispossessed it of N110 million.

    They were also accused of killing three police officers who were on official duty at the Lekki branch of FCMB on March 12, 2015.

    The deceased are: Inspector Bethel Agbodu; Sergeant Odehohwo and Corporal Imoisu Ikechukwu.

    They were also alleged to have killed on Jane Ebere Ndirika, aged 39, and her daughter Mmesomia aged a year and two months, at the 4th Avenue FESTAC on October 1, 2015.

    The offences, according to the prosecution, are contrary to and punishable under Sections 295(2) and 231: 295(2): and 221 of the Criminal Laws of Lagos State of Nigeria, 2011.

     

  • Police arrest suspected drug trafficker

    Police in Abia said it had apprehended a 27-year old man suspected to be trafficking in illicit drugs.
    Public Relations Officer of the command, DSP Onyeke Udeviotu, said the suspect was nabbed by the Anti-Robbery Squad of Aba Area Command, with substance suspected to Indian hemp and weighing 50 kilograms.
    He said that the man was caught on Saturday in Aba on his way to deliver the substance to a yet-to-be-identified receiver in Umuobiakwa Village in Obingwa Local Government Area.
    The News Agency of Nigeria (NAN) gathered that the Aba area command got information that the substance was being ferried from Benin, Edo, and quickly took measures to track down the suspect said to hail from Isiala Mbano in Imo.
    It was learnt that the anti-robbery squad chased the tricycle conveying the suspect and the consignment to a bush where he tried to hide the drug when the tricycle developed problem.
    A police source told NAN that the operator of the tricycle escaped on sighting policemen, leaving the suspect who was therefore arrested and taken to the area command office in Aba.
    The source said that the suspect confessed to have started trafficking in Indian hemp after he lost his father in 2015.
    Udeviotu said that the suspect had been handed to the Abia Command of National Drug Law Enforcement Agency (NDLEA). (NAN)
