    Kidnappings: Intelligence information hoarding hampers police work, says IGP

    Intelligence information hoarding has been revealed as a major impediment to the effectiveness of the Nigerian Police in tackling insurgency, kidnapping and other crimes, the Inspector General of Police (IGP), Solomon Arase has said.

    Arase spoke at the House of Representatives public hearing on 10,000 personnel recruitment, high profile murder cases and other related matters.

    Arase, who was represented by Dan Azumi Doma, Deputy Inspector General of the (DIG) Finance and Administrative also said federal character would be applied in the recruitment of the 10,000 policemen.

    While disclosing that torture no longer takes place in police custodies nationwide, Arase said his men have never engaged in shooting protesters and rioters at sight.

    The Haliru Jika-led ad hoc committee had questioned the IGP on reasons for seeming ineffectiveness of police at combating crimes, extra judicial killings and the recruitment exercise among others.

    On high profile murder cases involving former Justice Minister Bola Ige, elder statesman Alfred Rewane among several others, the IGP said the cases are in court and would not want to comment on them.

    Responding to the seeming failure of the police to combat insurgency, kidnapping and other crimes, Arase emphasised failure or reluctance of other security agencies to share intelligence information as a big challenge.

    He said: “We engage other services and members of the public to check crimes but intelligence information hoarding by other security agencies is a big challenge.

    “We have problems with intelligence information sharing with other security agencies because they keep information to themselves.

    “We feel that there should be avenue for agencies that needed information to have it immediately to be able to act on it and make the country more secure.

    “This is because intelligence sharing is dynamic, it is needed at the point it was needed, not days before or after it was passed.

    “It is when it was passed to us that we will act on it, if we say we want to go to the Office of the National Securoty Advuser (ONSA) to share the information before we act, the crime would have been committed.

    “What we do before now and still advocating is that intelligence, once generated by another agency should be handed to the agency that needed it immediately.

    “What has been happening before now is that agencies that generate intelligence, because they want to get the credit, they will report it to their oga in Abuja.

    “Assuming it is a Lagos matter, the man in Lagos will prefer to pass it to his DG in Abuja before it gets to the Commissioner in Lagos who is supposed to act on it.

    “The situation is such that the DG will now pass it to the IG, who in turn will pass it to the DIG and so on like that.

    “Before it gets to the the man in Lagos who is to act on it, the criminals would have gone.

    “What we are advocating is that monthly security and constant meeting between the ComPol and other services should be be promoted”.

    He also identified inadequate security manpower, pathetic training facilities and platforms that needed to be upgraded and acquired as other factors militating against the effectiveness of the police in discharging its duties to the Nigerians public.

    He however said Assistant Inspector General of Policr (AIG) Joseph Mbu, while he was a Commissioner of Police (ComPol) in Rivers and Lagos State never ordered his men to shoot protesters at sight.

    “I have not seen any Command where the Commissioner of Police give shoot at sight orders.

    “Not in this dispensation, since 1999, no ComPol has given that order to my knowledge. Mbu is not here but I can speak for him, he never went on air and say shoot rioter or protesters at sight.

    “What he was trying to say is that that police operations are guided by the constitution and the conditions under the policeman can aply his firearms, ” he added.

    He also disclosed that N8.7b would be required by the police to execute the 10,000 police personnel recruitment presidential directive.

    He assured the Committee that federal character would be applied in the exercise adding that as a regimented organization, each of the nation’s 744 Local government councils would be represented.

    Seven injured in Enugu auto crash

    The Enugu State Police Command has confirmed that seven people sustained injuries in a multiple auto crash at Ama Brewery Junction on the 9th Mile-Nsukka highway in Enugu State.

    The Police Public Relations Officer (PPRO) of the command, Mr Ebere Amaraizu, said that the incident, which happened at about 7 p.m. on Friday, involved a trailer, Highlander jeep and two other cars.

    Amaraizu said, however, that no live was lost at the scene of the incident.

    “At least seven persons sustained various degrees of injuries and were rushed to different hospitals after the crash.

    “The team of rescuers included the police, Federal Road Safety Commission and some members of the public,’’ he stated.

    The PPRO said that the cause of the accident was yet to be determined, noting however, that the police had commenced investigation.

    Police arrest 150 with 18 guns, cutlasses in Ondo

    No fewer than 150 suspects were  arrested yesterday by the police in Ondo, Ondo West Local Government Area of Ondo State.

    It was gathered that the police at the Funbi-Fagun Division intercepted a truck conveying the suspects, reportedly armed with weapons, to an undisclosed location.

    Sources said the suspects were conveyed in the truck with registration number KANO NSR 97 XZ.

    They claimed they were coming from Kebbi State and headed towards Ore in Odigbo Local Government Area before they were intercepted at Lipakala Junction in Ondo town.

    The operation, which was led by the Divisional Police Officer (DPO) of Funbi-Fagun, Olu-Ojo Ogunmoyole, also involved  the Special Anti-Robbery Squad (SARS) and  the Department of State Service (DSS).

    The suspects were initially detained at the Funbi-Fagun Division before they were  conveyed in the truck to the command’s state headquarters in Akure.

    A crowd gathered at the police station where the suspects were initially taken to.

    Eighteen locally made guns, two jack knives, 22 cutlasses and several torch lights were recovered from them.

    One of the suspects, who identified himself as Abdulahi Sheriff, said they are not Boko Haram members, adding they are farmers from Birnin-Kebbi, seeking greener pastures in the Southwest.

    He explained that their movement was due to the prolonged dry season in the North, which he said has affected their trade.

    Ogunmoyole confirmed the incident.

    Police over-power robbers on Zuba/ Kaduna Express

    Operatives of the Nigeria Police Force on escort duty ran into a gang of armed robbers on Tuesday along Zuba/Kaduna Road at about 02:00 a.m.

    According to the Force, a gun duel ensued and two of the robbers were fatally wounded while others fled after they were over-powered by the police personnel.

    “The area was combed but no arrest was made.

    “Three (3) AK-47 rifles, one hundred and four (104) rounds of live ammunition, N57,130 cash and a red coloured Toyota Corolla car with registration number KSF 58 AJ, were recovered from the hoodlums,” the Police said.

    The force added that injured suspects were taken to University of Abuja Teaching Hospital, Gwagwalada where they were confirmed dead, and their Corpses were deposited at the same hospital mortuary.

    Driver, guard remanded for unlawful possession of guns

    Two men, Okechukwu Achinulo, 27, and Ogbuefi Emmanuel, 60, were Wednesday remanded by a Lagos State Magistrates’ Court in Igbosere for allegedly being ‎in unlawful possession of firearms.

    Magistrate O. Kusanu (Mrs.) ordered that Achinulo, a driver, and Emmanuel, a security consultant, be committed to custody pending legal advice from the office of the Lagos State Director of Public Prosecution (DPP).

    Achinulo, a resident of No. 1 Amudalabu Street, Ikotun Egbe and Emmanuel, of No. 15 Sarah Fagboyode Street, Asamu Estate, Ejigbo, are facing a four-count charge of conspiracy, stealing, receiving stolen property and unlawful possession of prohibited firearms preferred against them by the police.

    Prosecuting Sergeant Innocent Odugbo told the court that at about 10:15am sometime in February, 2015 in Ikotun, the defendants and others still at large, allegedly conspired to commit the offences.

    He claimed that Achinulo stole three Jojeff double-barreled guns and seven Jojeff pump-action guns valued at N2million, all property of one Ezebunwa Donatus.

    The prosecutor also alleged that Emmanuel ‎received five of the prohibited guns valued at N800,000 from Achinulo, without a license from the Inspector-General of Police.

    He added that the offences are punishable under Sections 409, 285, 326 and 28 (b) (1) of the Firearms Act Cap 146 Laws of the Federation of Nigeria 2004.

    The defendants’ pleas were, however, not taken and the case was adjourned till February 24.

    Inspector-General of Police (IG) Solomon Arase has said the Police is considering conducting psychiatric test on recruits and officers.

    Arase spoke at the Nigeria Police Force Health Policy Revalidation meeting in Abuja yesterday.

    He said the initiative became necessary following incidents of indiscriminate use of firearms by personnel of the force.

    The IG said inadequate manpower had exposed officers to working for longer hours.

    He said the force was also considering establishing a Trauma Centre for its officers because of the nature of their job.

    “The Police should be concerned about the mental health of officers,“he said.

    Arase had advised divisional police officers (DPOs) to always determine the mental awareness of officers before assigning firearms to them to curtail incidents of ‘accidental discharge`.

    He said inadequate health workers, poor funding, infrastructure deficit and management deficiencies were challenges inhibiting the force’s medical unit.

    Arase noted that to tackle these challenges, it was expedient to develop a health policy for the force.

    “The development of any policy document entails an inclusive approach with relevant stakeholders.

    “You have been invited here today to review the Draft Health Policy for the Nigeria Police Force,“he said.

    Minister of Health Prof. Isaac Adewole promised the ministry’s assistance in the implementation of the policy.

    “We will assist in the implementation, we will ensure it happens,“Adewole said.

    He hailed the police management for developing a health policy for its officers and their families.

    Registrar, Medical and Dental Council of Nigeria (MDCN) Dr Abdulmumini Ibrahim said the policy was long overdue.

    He said the council would help the police to build the capacity to handle the facility.

    The Nigeria Police Medical Service was established in 1975 with the primary mandate of providing health care to serving, retired, relations of the force and detainees.

    Police arrest five suspected robbers

    Two members of a notorious armed robbery gang that specialises in raping and videotaping their victims have been arrested in Lagos.

    Joseph Barise, 24 and Christopher Anafiok, 27, were arrested by policemen from Ajah Police Station after they attempted to extort one Mrs Ishola, a trader around Ikota Housing Estate.

    The woman’s scream, it was learnt attracted bystanders who accosted the suspects and found a locally made gun on Barise.

    A mob was said to have attempted to lynch the suspects, but they were rescued by patrolling policemen.

    It was gathered that another locally made gun as well as 16 live cartridges, charms and red candles were found in their home during a search.

    A source told The Nation that the suspects have confessed that they bought two motorcycles and a tricycle from robbery proceeds.

    The suspects, he said, admitted under interrogation that they have been robbing for years, adding that video footages of secondary school girls that they kidnapped and raped were stored on their phones.

    The suspects allegedly confessed that they were members of a five-man gang headed by Anthony Aniote.

    They claimed that Aniote supplies the gang with weapons and charms.

    Barise claimed that Aniote usually gave them water to drink before they went on operation to avoid being caught.

    He said Aniote travelled for the Yuletide with the water and warned them not to go on any operation until he returned.

    The suspects said they went against his instructions when they were cash strapped.

    “They usually go to a drinking joint or a supermarket late in the night. They monitor the sales, and look into their save when they are giving customers change.

    “Then early morning the following day, they will strike. They have been doing this for about three years now without being caught. The worst part of it is that they also kidnap and rape young girls. Secondary school girls who usually go to school late are kidnapped by these monsters and taken to their apartment.

    “They buy food for them and then, point gun to their heads and sexually assault them. While, they take turns in raping the children, someone videos it and they use it to threaten the girls to keep quiet about the incident or have their sex tapes circulated,” the source said.

    In a related development, the police have arrested three suspected armed robbers who terrorised their victims with toy guns in Ayobo Ipaja Local Council Development Area (LCDA) of the state.

    Olarenwaju Rilwan, Ope and Enitan were arrested by operatives of Abesan Police Station at Ipaja, after their victims, a couple, held on to one of them.

    It was learnt that the woman, upon discovering that a toy gun was pointed at her, grabbed Rilwan and screamed; the other two fled.

    His colleagues were later arrested through him.

    Police impound N1.2b drugs in Kano

    The Kano State Police Command confiscated hard drugs, including intoxicants, with a value of over N1.2 billion, between October 25 and December 31.

    The spokesman, Musa Magaji Majiya, said among the drugs recovered were 900 cartons of Tramado tablets, cocaine powder, 400 kgs of Indian hemp, over 10,000 bottles of cough syrup, including Tutoline, Raphnol, Packaline, Codeine, Suck and Die and rubber solution meant for patching tubes.

    He said the raid, code-named: Operation ‘Gida Gida’ (House to House), was carried out during which over 250 suspected drug retailers and addicts were arrested.

    Majiya said the suspects were arraigned, adding that 90 per cent of the importers/dealers were non-indigenes, while their target consumers/end users were youths and women, who constituted 90 per cent of Kano indigenes.

    The spokesman said members of an international gang of drug barons, who allegedly swallowed 500 grammes of cocaine/heroine each and headed for Saudi Arabia, were arrested.

    He said the suspects, who were paid between N600,000 and N800,000 each for every trip, were arrested with cocaine sealing machine, which they allegedly used to seal the drugs with a cellophane material, turning them into capsules to ease swallowing.

    Among the eight suspects was Dickson Emeagh, 56, who told our reporter that he was a repentant drug dealer implicated by someone arrested by the police.

    He said: “I was in this business for sometime in Kano, but I repented and relocated to Abuja three years ago to engage in another trade. I came for a wedding in Kano and was surprised that someone arrested by the police led them to my home where I was arrested without any exhibit found on me, but with a sealing machine I earlier used.”

    Another suspect, who hails from Imo State, identified as Dickson Ofomale, 38, said: “I was in the business for seven years. I sniffed and sold drugs, but I have repented. I was arrested by the police, without any exhibit found on me.”

    The command enjoined the people to assist it with information to locate drug warehouses and arrest peddlers and other criminals.

    Man charged with stealing beds for babies

    The police have accused a 22-year-old man, Umoru Haruna, of stealing 13 cribs worth N200, 000 from a warehouse in Lagos Island.

    Haruna was arraigned Monday before a Tinubu Magistrates’ Court in Lagos on a two-count charge of breaking and entry, and theft.

    Prosecuting Inspector Philip Osijale told the court that the defendant committed the offences at about 2:00 pm on January 4, at No. 39 Oronyimi Street, Lagos Island.

    He alleged that the defendant, of no fixed address and occupation, unlawfully broke into a warehouse belonging to one Obi Obed, and stole the cribs.

    “The defendant was caught in possession of two of the beds by a sales boy working for the complainants. The boy raised the alarm and the defendant was apprehended,” the prosecutor added.
    He said that the offences contravene Sections 285, 305 (b) and 306 (1) of the Criminal Laws of Lagos State, 2011.

    The defendant denied both charges and Presiding Magistrate, Mr. L.A. Owolabi, granted him bail in the sum of N50,000 with two sureties in the like sum.
    The case was adjourned till February 22.
