Lasisi added that he spoke with the Lagos State Blood Transfusion Service on Wednesday, and confirmed that the information was true.

“They said, yes, they are aware of it.

“When an incident like this happens, blood donations is always required to meet the demand of those in need of blood transfusion.

“It is a good opportunity for the blood bank to replenish because there are people who want to assist.

“Some of our members who are due for blood donation will be available,” he told NAN.

Lasisi commended the Red Cross volunteers and other agencies such as LASEMA, LASAMBUS, NEMA, FED FIRE and Nigeria Police, whose efforts ensured that lives were saved.

“We left the point at about 12:30 am; we were moving out the debris there.

  • Igini: My accusers wanted to buy me over

The Independent National Electoral Commission ( INEC ) Resident Electoral Commissioner in Akwa Ibom, Mike Igini, has finally opened up on allegations against him in the conduct of the February 23 and March 9 elections.

Leaders of the All Progressives Congress (APC) in the state have accused him of colluding with Governor Udom Emmanuel to rig the elections in favour of the Peoples Democratic Party (PDP).

But Igini, in a telephone interview with the Nation in Uyo on Wednesday evening, said his accusers were the very people who tried unsuccessfully to buy him over.

He alleged they induced him to compromise his integrity and constitutional responsibility to superintend over a free and fair electoral process.

Though he did not mention names of those who tried to lure him into shifting grounds on the elections, he revealed he was invited by some politicians to a secret meeting abroad, which he declined.

”The very people who wanted me to compromise are those who are accusing me.

“Those who wanted me to travel abroad to hold a secret meeting with and them and I said no.

”I said why do you want to go abroad and discuss the affairs of an electoral process outside Nigeria?

“Why do you want me to enter aero plane and go to where? If you want to have a meeting with me, come to my office.

”Since I have been in this state, anybody who says he has given me pure water(sachet water) let him or her come forward and say so.

“All those who contested the elections whether in PDP or APC or any party I don’t know them other than their lists of the names.

”As I speak to you, I don’t have their contacts, even those who won. If I see them on the way, I won’t recognise them,” Igini said.

The Akwa Ibom REC said some politicians in the state have refused to come to terms with the fact that the old tradition of writing fictitious results was over.

He added that since 1999 no genuine elections have been conducted in the state until the one under his watch.

”In Akwa Ibom, apart from 1999 they have not been delivering ballot papers results sheets to polling units.

“They have been writing results in Akwa Ibom state. There were no genuine elections in the state and I said there has to be a paradigm shift to the side of the will of the people,” he said.

Spokesperson APC campaigns in Akwa Ibom, Mr. Eseme Eyiboh who reacted to the allegations, challenged Igini to mention names of his accusers who tried to compromise him as well as the country he was invited to for a secret meeting.

”The principle of law is very clear that whoever alleges should prove. If he has made such an allegation, then he has to prove just like the APC has made allegations against him.

”APC has substantially proven that how can a political party become your image manager.

“Look at the Vanguard newspaper of 28 January, page 39. Chieftains of the PDP paid for an advertorial threatening the INEC chairman not to redeploy Igini. Are they his employers?

”We have also told you that he(Igini) had a meeting with civil society forum, which he told them clearly and it is on record that under his watch APC can’t go anywhere in Akwa Ibom,” he said.

  • Akingbola’s lawyer to court: EFCC’s witness lied

Chief Wole Olanipekun (SAN), counsel for defunct Intercontinental Bank Managing Director Dr Erastus Akingbola, Wednesday accused a prosecution witness, Abdulraheem Jimoh, of “deceiving the court”.

He said the witness claimed to have obtained a Master’s Degree when he did not.

Jimoh was testifying in Akingbola’s trial by the Economic and Financial Crimes Commission (EFCC) before Justice Mojisola Olatoregun of the Federal High Court in Lagos.

He had on Tuesday testified that Akingbola repaid his companies’ debt using the bank’s N10billion.

Led in evidence by the prosecuting counsel Rotimi Jacobs (SAN), Jimoh, who was Intercontinental Bank’s Chief Inspector, said Wednesday: “These payments were used to settle the indebtedness of the companies in which Dr Akingbola and his wife had majority shareholding.”

He said there were no loans granted to the companies.

“I carried out the investigation in my capacity as chief inspector of the bank. I submitted my report to the management, which was forwarded to the EFCC.

“In all the transactions, they involved companies which Dr Akingbola and his wife were beneficial owners,” he said.

Under cross-examination, Olanipekun asked Jimoh about his academic qualifications.

The witness said he obtained his first degree from the Ahmadu Bello University in 1982.

He said he obtained additional qualifications, but did not mention a Master’s Degree.

Olanipekun alleged that Jimoh had earlier claimed before an Ikeja High Court (where Akingbola was first tried) that he had a Master’s degree.

“We will expose you for who you are. You told another court that you had a Master’s Degree when you do not. You are here to mislead this court as you did previously in Ikeja,” Olanipekun said.

The witness said he enrolled for the Master’s programme, but could not conclude it because he did not complete the projects.

Olanipekun said: “Your course became abridged because of examination malpractices for which you were involved.”

The witness said: “No sir”, adding that he stated he had a Master’s degree because he had “a statement of attendance”.

Before the trial commenced yesterday, EFCC re-arraigned Akingbola on an amended charge, which was reduced from 26 to 22 counts. He pleaded not guilty.

Jacobs said the counts “were reduced for easy understanding,” but Olanipekun countered him by saying that “a lot of things were brought into” the amended charge.

The case was first handled by Justice Charles Archibong, who struck out the charge for lack of diligent prosecution. EFCC appealed.

Last May, the Supreme Court affirmed the Court of Appeal’s decision overruling Justice Archibong and directing Akingbola to face trial in the 10-year-old case.

The prosecution alleged that Akingbola, between November 2007 and July 2008, approved a credit facility of N8billion each to Soo-Kok Holding Limited, Tofa General Enterprises, Cinca Nigeria Limited; Harmony Trust and Investment Limited and Stanzus Investment Limited.

EFCC said the illegal transactions were carried out in contravention of “accepted practice or Intercontinental Bank Plc’s regulations.”

It said Akingbola violated Section 15(1)(a)(i) of the Failed Banks (Recovery of Debts) and Financial Malpractices in Banks Act, Cap F2, Laws of the Federation of Nigeria, 2004 and was liable to be punished under Section 16(1)(a) of the same Act.

The prosecution alleged that under Akingbola’s watch, Intercontinental Bank had N87.6billion non-performing credit burden.

It said Akingbola failed to take all reasonable steps to ensure compliance with the requirement to maintain, at all times, the minimum capital adequacy ratio specified by the Central Bank of Nigeria (CBN) in compliance with Section 13(1) of the Banks and Other Financial Institutions Act, Cap B3 Laws of the Federation 2004.

    Trial continues Thursday.

  • Senators disagree over Nigeria’s debt profile

The rising debt profile of the country dominated discussion Wednesday when the Senate opened debate on the general principles of the 2019 Appropriation Bill.

Most of the contributors to the debate asked the executive to exercise some level of caution on its borrowing plan in order not to return the country to a heavily indebted nation it exited in 2005 through Paris Club debt relief.

Senate Leader, Senator Ahmed Lawan, kicked off the debate when he read “A Bill for an Act to authorize the issue from the Consolidated Revenue Fund of the Federation the total sum of N8,826,636,578,915 only, of which N492,360,342,965 only, is for Statutory Transfers, N2,264,014,113,092 only, is for Debt Service, N4,038,557,664,767 only, is for Recurrent (Non Debt) Expenditure while the sum of N2,031,754,458,902 only is for contribution to the Development Fund for capital Expenditure for the year ending on 31st day of December, 2019.”

Lawan in his lead debate gave an overview of the 2019 budget projections.

The Yobe North Senator noted that the budget deficit will be funded through borrowing but added that the country has the capacity to take care of its debt profile.

He said that borrowed fund is specifically meant to fund and close the gap of infrastructure deficit in the country.

He also noted that the country has not exceeded its borrowing capacity and limit.

Lawan said, “About 89% of the deficit (N1.65 trillion) will be financed through new borrowings while about N210 billion is expected from the proceeds of privatization of some public enterprise. Debt Service/ Revenue Ratio which was high as 69% in 2017 has led to concerns being raised about the sustainability of the nation’s Debt. Therefore, while the National Debt remains sustainable, it is imperative that we tackle our revenue problem so that we do not end up with a debt sustainability issues.

“The 2019 Budget seeks to stimulate the national economy, making it more competitive by focusing on infrastructural development, delivery of inclusive growth and prioritizing the welfare of Nigerians to safeguard lives and property; equipping farmers with high told, technology and techniques; empowering and enabling mines to operate in a safe and secured environment and training of our youths through revival of our vocational institutions to ensure they are competitive enough to seize the opportunities that will arise for this economic revival.”

Deputy Senate President, Senator Ike Ekweremadu, was the first to raise the alarm on the country’s rising debt profile.

Ekweremadu noted that though the budget estimates should be given expeditious consideration and passage in view of the time already lost, the borrowing plan contained in the Bill should be properly scrutinized.

The Enugu West Senator said that scrutinizing the borrowing plan became necessary to prevent the country from exceeding its borrowing limit when juxtaposed with the ratio of Gross Domestic Product (GDP).

Ekweremadu said, “Time is already running out on us as regards the consideration and passage of the 2019 budget estimates but the increasing borrowing proposals on our yearly budget is becoming unbearable.

“Yes, money must be sought for by any government to fund infrastructure but it must not be solely anchored on borrowing which in the long run, will take the country back to a problem it had earlier solved .

“Besides, there are other creative ways of funding such highly needed infrastructure.”

Senator Dino Melaye (Kogi West) in his contribution said that the debt profile of the country would soon rise to $60 billion from less than $20 billion it was before the present government came to power in 2015.

Melaye explained the components of the $60 billion debts profile to include $23 billion external debt and $20 billion local debts.

He said that another $12 billion was already being processed for presentation to the National Assembly to finance Port Harcourt to Maiduguri rail lines.

Melaye said, “Nigeria is gradually turning to a chartered borrowing nation under this government all in the name of funding infrastructure.

“This must be stopped because the future of the country and in particular, lives of generations yet unborn are being put in danger.”

Melaye noted that even with the high level of indebtedness of the country, “the government in power is planning to further devalue the Naira to about N500 to one US dollar.”

He said that the Nigeria Stock market suffered a loss of over N300billion loss immediately the result of the presidential election was announced.

He said, “Inflation is on the rise, unemployment rate is increasing, assumptions made for the budget estimates as regards $60 oil price benchmark and 2.3million barrel oil production level per day are unrealizable and unrealistic.”

Senators Shehu Sani (Kaduna Central) and Albert Bassey Akpan (Akwa Ibom North East) also sued for caution in the way and manner the country borrow money from lenders.

Senators Gbenga Ashafa (Lagos East), Adamu Aliero (Kebbi Central), Jibrin Barau (Kano North) and Deputy Senate Leader, Bala Ibn Na’Allah (Kebbi South) insisted that the debt profile of the country was not as outrageous and damaging as being portrayed by some of their colleagues.

Na’Allah specifically maintained that rather than saying that Nigeria is over borrowing, the country is grossly under borrowing when the total amount borrowed is compared with the population and human resources.

Senator Mohammed Ali Ndume (Borno South) on his own moved for the budget to be passed for second reading in view of the time already lost in its consideration in the Senate.

Senate President, Bukola Saraki ruled that the debate would continue and end on March 19, 2019.

According to a statement by INEC Resident Electoral Commissioner (REC) Prof. Riskuwa Shehu Arabu, the supplementary elections would determine the winner of Kano state governorship election.

He explained cases of violence and over voting invoked the decision to cancel the ballots cast in some polling units.

The Kano REC said the contenders with the highest votes are the candidates of the All Progressive Congress (APC) with 987, 819, while the candidate of the Peoples Democratic Party (PDP) had pouch 1, 014, 474 votes.

He said the Peoples Democratic Party PDP is currently on a marginal lead with 26, 655 while 128, 572 votes were cancelled.

According to him: “Based on the above and looking at the marginal lead of 26, 655 between the two candidates with highest votes and the number of total votes cancelled which stands at 128, 572, a winner cannot be declared at this stage until a supplementary election is conducted in the affected polling units.”
