  • Kidnapping: Police deploy IGP squad in 8 troubled Katsina LGs

    The Katsina State Police command on Monday announced the deployment of the IGP special squad drawn from Police Mobile Force Units, Counter Terrorism Unit, IGP Special Tactical Squad, Explosive Ordinance Department and Anti Robbery Squad and the IGP’s Intelligence Response Team, under operation ‘’Puff Adda’’, to the 8 frontline local Government Areas mostly afflicted by criminal activities in Katsina State

    The State Commissioner of Police, Sanusi Buba told newsmen that the anti-kidnapping squad will be strategically deployed in three critical units along the affected Local government’s corridor, with each unit focusing on three local government areas at a time to tackle the menace of criminality in the areas

    He further disclosed that the squad went through specialized training, facilitated by the International Peacekeeping Training team from the Force Headquarters in Abuja and were expected to engage and arrest suspected bandits, kidnappers and cattle Rustlers and also to respond to distress calls along the routes.

    He said ’’I am appealing to the members of the general public to support and partner with the Nigerian Police force by providing credible information that will lead to the arrest of suspected persons in connection with these heinous crimes’’

    To those aiding and abetting criminality in the affected Local Government Areas, he charged them to desist or be ready to face the wrath of the law

    ‘’I wish to also warn persons within the communities aiding and abetting the bandits by way of information or provision of logistics like fuel and food items to desist from such unwholesome practices’’ he said.

    The State Governor, Aminu Bello Masari who was represented at the occasion by the Secretary to the Government of the State, Dr Mustapha Inuwa, commended the Inspector General of Police for the initiative and assured that the State Government will do all it can to provide the needed operational logistics within its budgetary limits to ensure the success of the venture

    He said’ kidnapping and banditry in the state has suddenly turned a thorn in the flesh to the inhabitants of the state, and we will do all that we can and are ready to cooperate with the Police’’

    ‘’government will provide all needed logistics and whatever it takes, the government is ready to tackle the challenge in the state’’

    He warned the team to effectively patrol the length and breadth of the affected local government areas to make their presence felt by the communities rather than staying in one location

  • Adamawa Election Tribunal begins sitting on 19 petitions

    The Adamawa Election Petitions Tribunal began sitting in Yola on Monday with a total of 19 petitions to deliberate on.

    The chairman of the three-member tribunal, Justice Suleiman Akanmbi, pledged at the inaugural sitting held at the High Court complex in Jimeta, that the tribunal would pursue expeditious deliberations and appealed to counsels to avoid ‘undue technicalities’ that could delay the process.

    “We solicit the cooperation of the members of the Bar, the media and the general public to join in ensuring fair and expeditious trial and conclusion of the great task ahead,” the tribunal chairman said.

    The 19 petitions which the tribunal has received so far, according to the Tribunal Secretary, Godwin Ezenwa, comprise two senatorial, seven House of Representatives, and 10 House of Assembly petitions.

    The two petitions challenging the outcome of the senatorial election were filed from Adamawa North and Adamawa South senatorial zones.

    Incumbent Senator Binta Garba (Adamawa North) who is of the All Progressives Congress (APC) is challenging the election of Ishaku Cliff of the Peoples Democratic Party (PDP). The Independent National Electoral Commission (INEC) had declared Ishaku winner of the Adamawa North senatorial election after he polled 79,337 votes against Binta’s 63,219 votes.

    The petitioner from Adamawa South Senatorial Zone, Mo’allayidi Ahmed, is also an incumbent senator who similarly lost to a fresher and PDP contender, Binos Dauda who polled 144,403 against Ahmed’s 118,209 votes.

  • Speakership: Ajimobi mobilises Oyo Reps for Gbajabiamila

    The support for the candidacy of the House of Representatives Majority Leader, Femi Gbajabiamila as the Speaker of the 9th Assembly got a boost over the weekend when All Progressives Congress (APC) members-elect from Oyo State pledged their loyalty, with a promise to abide by the Party’s decision on the choice of the leadership position.

    This followed the intervention of the Governor of Oyo State, Sen. Abiola Ajimobi, who hosted the nine APC members-elect in his Ibadan residence on Sunday, where he advised them to toe party line by following the decision reached by the leadership of the Party in determining the leadership of the 9th Assembly and to support Gbajabiamila’s aspiration as the next Speaker of the Federal House of Representatives.

    In a statement on Monday by Akeem Adeyemi, the APC Southwest Coordinator of Gbajabiamila Speakership Campaign Council, the members-elect assured the governor of their loyalty and determination to ensure that the House Leader succeed as the Speaker of the next Assembly.

    The statement reads in part: “The nine members-elect appreciated the Governor for providing a sound leadership and positive direction for the party, and; however, promised the Governor their full cooperation, after each member had spoken in acceptance of the Governor’s endorsement of the House Leader, Femi Gbajabiamila.”

  • Breaking: FG declares emergency on public health

    The National Primary Health Care Development Agency (NPHCDA) has declared a state of public health concern on maternal newborn and child death occurring at the primary health centres.

    Similar declaration is expected in states in the next few days to track maternal and child mortality.

    Nigeria has one of the worst records in maternal and child mortality in the world. It is recorded that in Nigeria approximately 145 women under the age of 15-45 die from preventable causes related to pregnancy and childbirth while 2300 children under five years old die mainly from preventable causes.

    Consequently, the agency said it will establish a national coordination centre within the agency to provide oversight on the outlined activities.

    The centre, according to the Executive Director of the agency, Dr. Fasal Shuaib shall be called the National Emergency Maternal and Child Health Intervention Centre. (NEMCHIC).

    Already, the country has received support worth $1.3l million which is to be matched by the government $1.97 million for the next ten years. This fund is to support the country’s immunization programme as part of the effort to reduce maternal and child mortality in Nigeria.

    The states also assured of their buy-in to ensure that the initiative achieves its purpose.

  • JAMB records 4.01 per cent drop in applications received in 2018

    The National Bureau of Statistics (NBS) says the Joint Admissions and Matriculation Board (JAMB) recorded a 4.01 per cent drop in the applications received in 2018.

    The NBS, in its JAMB Applications and Admitted Candidates by State and Gender within Faculty Data (2017-2018) posted on its website, stated that applications received in 2018 were 1.65 million as against the 1.72 million received in 2017.

    This, it said, represented about 4.01 per cent drop in comparison to the total applications received in 2017.

    Similarly, candidates admitted in 2018 were 549,763 as against the 566,719 admitted candidates in 2017.

    The report said the fall in total admitted candidates in 2018 was about 2.99 per cent, compared to the total admitted candidates in 2017.

    A further breakdown of the data showed that 902,176 applications received in 2018 were from males while 750,951 applications received were from female applicants.

    The bureau said 952,436 applications received in 2017 were from males while the remaining 769,833 applications received were from female applicants.

    In 2018, the bureau also said 302,183 male candidates were admitted as against 315,678 male candidates admitted in 2017 while 247,580 female candidates were admitted in 2018 as against 251,041 female candidates admitted in 2017.

    Data for the report was supplied administratively by JAMB while it was verified and validated by NBS.

    According to NBS, data in the report is restricted to test-based admissions and does not cover admissions not determined by official tests and examinations conducted by JAMB.

  • Ahmed, Emefiele join experts at IMF/World Bank meeting

    The Minister of Finance, Mrs Zainab Ahmed and the Governor, Central Bank of Nigeria (CBN), Mr Godwin Emefiele, will join other economic experts from around the world to discuss issues affecting global economy in Washington DC, U.S.

    The News Agency of Nigeria (NAN) reports that the discussions are scheduled to hold between April 9 and April 14, under the auspices of the World Bank Group and the International Monetary Fund (IMF) in Washington DC.

    The 2019 Spring Meetings of the IMF and the World Bank is expected to bring together central bank governors, ministers of finance, parliamentarians, private sector executives, representatives from civil society organisations and the academia.

    The experts will discuss issues of global concern, including the world economic outlook, poverty eradication, economic development and aid effectiveness.

    The meeting will also feature seminars, regional briefings, press conferences and many other events with focus on global economy, international development and the world’s financial system.

    NAN reports that Nigeria attends the meeting each year because of the quantum of investments and technical support it receives from both the IMF and the World Bank.

    Although Nigeria currently has zero loans with the IMF, it enjoys technical support from the organisation.

    The World Bank Group on the other hand is helping to fight poverty and improve living standards in the country through 33 Core Knowledge Product Reports and 29 ongoing National and Regional projects.

    This is in addition to about 60 Trust Funds.

    The World Bank Group since 1958, has supported Nigeria with loans and International Development Association (IDA) credits worth about 14.2 billion dollars.

    The group in 2017 fiscal year alone committed 1.51 billion dollars to Nigeria, 2.58 billion dollars in 2018 and in 2019; it has already committed 20 million dollars on different development projects across the country.

    Some of the projects are on nutrition, polio eradication, conflict monitoring, electrification, erosion, education, economic transformation, promoting fiscal transparency and accountability in states.

    Meanwhile, the Executive Directors of the World Bank on Friday unanimously selected David Malpass as President of the World Bank Group for a five-year term, effective Tuesday.

    Earlier in his career, Malpass served as the U.S. Deputy Assistant Secretary of the Treasury for Developing Nations and Deputy Assistant Secretary of State for Latin American Economic Affairs.

  • Chukwu was not abandoned, says Rangers

    The management of Rangers International Football Club of Enugu on Monday, denied the rumours making the round that the club abandoned their Technical Director, Christian Chukwu, saying the rumour was not only untrue, but imagination of the writer.

    Norbert Okolie made this known in a statement signed in Enugu while reacting to stories making the rounds in most social media platforms that the club and Enugu State Government abandoned it’s former player.

    The club said that their former coach and a national team captain was been attended to in his hour of need as he recovers from a life threatening health challenge.

    The General Manager of Rangers International, Prince Davidson Owumi, described the stories of alleged abandonment of the national icon as completely baseless.

    He said that both the club and the state government led by Chief Ifeanyi Ugwuanyi has been doing all that was needed to help the coach back on his feat.

    “We in Rangers made the initial deposit for his admission for medical attention at Nike Clinic, GRA, Enugu.

    “After informing the state government of his condition, the sum of One million, five hundred thousand naira (N1.5m) only was made available to his family for treatment which has been carried out,”he said.

    He is right now recovering from the treatment carried out on him.

    Prince Owumi further said that the club made the initial N200,000 deposit for his admission and commencement of treatment at the private health facility.

    “Christian Chukwu is a legend and our governor holds him in high esteem and takes whatever concerns him with high regard.

    “So, it beats me hollow for some media channels to start peddling stories that he was abandoned. It is not true.

    “Our legend, Chukwu has been assessed by medical personnel at the hospital and is gradually getting over the health challenge.

    “We did not want to make the efforts of Enugu state government and Rangers, in this case, public, because his family never wanted his condition a public affair,”he said.

  • 2019 UTME slips: Adhere strictly to printing order, JAMB tells candidates

    The Joint Admissions and Matriculation Board (JAMB) has urged candidates for the 2019 UTME to adhere strictly to the printing order of their examination slips, to avoid unnecessary issues.

    This is contained in the board’s weekly bulletin tagged ‘JAMBULLETIN’, by the Head, Media and Information, Dr Fabian Benjamin, in Lagos.

    According to the bulletin, printing of the 2019 Unified Tertiary Matriculation Examination (UTME) notification slip is on-going, as the board has since made it ready for all candidates who registered for the examination.

    Over 1.8 million candidates registered for the examination which has been scheduled to commence on Thursday, April 11.

    “The notification is to allow candidates know their examination schedules, which includes time, date and venue of the examination.

    “Candidates are therefore advised to take the printing order seriously in order for them to have an idea of the location of their centres, well ahead of the examination.

    “It is also to enable them prepare for all necessary logistics of being at their respective centres on time,” the bulletin stated.

    It added that the e-slips of the candidates had been placed on their JAMB profiles created at the point of registration.

    “For those who are unable to access their slips through their portal at www.jamb.org.ng, the board has provided a step by step process of making the printing easy.

    “First, they should go to the official JAMB portal, www.jamb.org.ng/efacility /printexaminationslip.

    “Next, candidates would be required to enter their registration number, telephone number used in vending the pin at the point of registration or email in the appropriate column and follow the next command,” it said.

    “Candidates are advised to print two copies of the examination slip in full, as one copy will be submitted at the centre while the second copy will be kept by the candidates for reference purpose,” it said.

    The bulletin added that it was important to note that there would be no rescheduling of the examination, no matter the reason.

    It added that all candidates must ensure that they are verified using the Biometric Verification Machine.

    Meanwhile, the board has also warned candidates and parents or guardians to desist from paying UTME application fees to schools or tutorial centres.

    It said that the warning became necessary owing to the growing practice of some elite schools/colleges and tutorial centres that collect money in bulk from candidates to register them en masse.

    According to the bulletin, through diligent investigation, the board discovered that schools involved in the practice usually levy candidates exorbitant sums running into millions of Naira for the purpose of the UTME registration.

    “In this regard, it should be reiterated that the board does not do group registration, as candidates are required to do individual registration.

    “The board has noted with displeasure a series of some of the unfortunate situation some of these schools, especially the elite ones, have put some candidates through.

    “In their bid to make money, they engage in series of infractions in the name of group registration and other acts inimical to the interest of the candidates and the sanctity of the examination.

    “This kind of fraudulent registration end up distorting candidate’s data,” it said.

    It warned the public to be mindful of such unscrupulous schools or centres who more often than not, register candidates at unauthorised centres.

    According to the bulletin, the board’s examination is not a school based examination and therefore does not require candidates registering in groups.

  • APC warns against Amosun’s last -minute transactions

    Ogun state chapter of the All Progressives Congress (APC) on Friday advised the public against engaging in last minute transactions with the out – going administration, warning that the incoming government would review any of such transactions.

    In a statement by the Publicity Secretary of the Caretaker Committee of APC in the state, Tunde Oladunjoye, it alleged Governor Ibikunle Amosun- led administration has engaged in last- minute awards of contracts, withdrawals from treasury, sales of land and illegal recruitment of Senator Amosun’s cronies into senior positions of the Ogun State Civil Service, ostensibly to tie the hands of its successor.

    APC noted such reported transactions are shocking and warned members the general public such hurried deals would not necessarily be binding on the incoming administration.

    The party stated: “It has come to our notice that the outgoing administration of His Excellency Senator Ibikunle Amosun, is busy with last minute awards of contracts, selling and auctioning of government properties, and secret recruitments into the civil service in a way to tie the hands of the incoming Governor, Prince Dapo Abiodun.

    “While we find these reported last-minute awards of contracts, withdrawals from treasury, sales of land and illegal recruitment of Senator Amosun’s cronies into senior positions of the Ogun State Civil Service, very shocking, our party wishes to warn the members of the general public that such hurried transactions would not necessarily be binding on the incoming administration.

    “We urge Ogun State’s top senior civil servants not to be part of the desperate moves of the departing Governor to undermine socio-economic stability of our State, by engaging in, condoning or being part of any act that breaches or constitute a flagrant abuse of laid-down rules, regulations and due process.

    “It is our belief that an administration with less than two months to handover, should, by now, be preparing its handover notes for a smooth transition instead of digging pits for the incoming government.

    “May we also reiterate here that all loans, overdraft and financial obligations that do not follow due process, including the approval of the Ogun State House of Assembly, would not be honoured. To be forewarned is to be forearmed.”

    On Friday, the state government approved appointment of Professor Akinwale Coker, a professor of Civil Engineering as the pioneer Vice-Chancellor of the newly established Moshood Abiola University of Science and Technology (MAUSTECH), Abeokuta as part of measures for its take off.

    The university was established in accordance with Section 8 of the Moshood Abiola University of Science and Technology Law, 2017.

    The government also approved the constitution of a Governing Council for the institution with Mr. Oye Hassan Odukale as Pro Chancellor/Chairman.

    Other members of the Council are Mrs. Bunmi Oke, Prof. John Oluranti Olajide, Chief Wale Taiwo SAN, Mr. Oladeji Oluwadiya, Bldr. Dapo Adesega, Arc. Ibukun Sonola, Ms. Amina Oyagbola and Engr. Segun Adeleye.

    The tenure of the Council Chairman and members shall be four years in the first instance while that of the Vice-Chancellor shall be a single term of five years, according to a release by the Secretary to the state government, Mr. Taiwo Adeoluwa.

    Senior Special Assistant (SSA) to the Governor on Information and Strategy, Rotimi Durojaiye, demanded for details of the contracts and people recruited.

    “Can I have the list of contracts awarded, the names of people recruited into the civil service of the state and other information that may assist me, please? Thank you,” he stated.

    But when reminded Amosun has just approved the appointment of a Vice – Chancellor and Governing Council for MAUSTECH, Durojaiye stated: “Council members are not government employees, they only receive allowances.”

  • Onnoghen: the man, the judge, the end

    Walter Samuel Nkanu Onnoghen, born December 22, 1950, started his career as a pupil state counsel between 1978 and 1979.

    He left public service to join the firm of Effiom Ekong & Company (1979 till 1988).

    He later became the Principal Partner at Walter Onnoghen & Associates, Calabar from 1988 to 1989.

    Soon after, he began a career on the Bench. As High Court judge of Cross Rivers State, he was made the Chairman of the state Armed Robbery and Firm Arms Tribunal, a post he held for three years between 1990 and 1993.

    In 1998, he served as the Chairman, Failed Banks Tribunal, Ibadan Zone.

    Onnoghen was elevated to the Court of Appeal in 1998 from where he served until 2005 when he was elevated to the Supreme Court.

    In February 2016, Onnoghen led a seven-man panel of Justices of the apex court who reviewed and upheld the death sentence of Chukwuemeka Ezeugo (aka Rev. King) of the Christian Praying Assembly.

    In 2007, Justice Onnoghen played a huge role in 2007 election which saw the Late Umaru Yar’aduaas President of the federal republic of Nigeria.

    He had a dissenting judgment that annulled the presidential election. His position was, however, a minority judgment.

    Appointment as CJN

    Onnoghen’s confirmation as CJN was dogged by controversy following its protracted nature. The National Judicial Council (NJC), on October 10, 2016, recommended him to President Muhammadu Buhari, being the most senior at the Supreme Court after the retirement of Mohammed Mahmud.

    It took until February 7, 2017 for Acting President Yemi Osinbajo to transmit Onnoghen’s name to the senate for confirmation as substantive CJN.

    He was confirmed by the Senate on March 1, 2017 and sworn in on March 7, 2017.

    His trial

    Onnoghen made the unwanted history as the first CJN to be suspended and docked.

    Onnoghen’s trial started when a petition was filed by the civil rights group the Anti-Corruption and Research Based Data Initiative (ARDI) at the Code of Conduct Bureau (CCB).

    It was alleged that he owned “sundry accounts primarily funded through cash deposits made by himself up to as recently as 10 August 2016, which appear to have been run in a manner inconsistent with financial transparency and the code of conduct for public officials.”

    The trial commenced January 14 but Onnoghen was absent. It was then adjourned to the following week because Onnoghen faulted the summons procedure.

    The next hearing was slated for January 22 but he failed to show up in court again. Following his absence again, President Buhari suspended him on January 26 and appointed Tanko Ibrahim as Acting CJN.

    Onnoghen’s office was thereafter sealed by the police, which sparked outrage by lawyers and politicians.

    Peoples Democratic Party (PDP) presidential candidate Atiku Abubakar described Onnoghen’s suspension as “dictatorship taken too far” but Minister of Information, Lai Mohammed, accused those criticising President Buhari over Onnoghen’s suspension as hypocrites.

    In the course of the saga, different courts gave orders of injunction against his arrest and prosecution, most of which where subsisting before the CCT order that led to his suspension.

    Following Onnoghen’s suspension on January 25, the United States issued a statement on the development, with Osinbajo saying he was not aware of the former CJN’s planned prosecution.

    Even the Senate weighed, challenging Onnoghen’s suspension at the Supreme Court. Onnoghen sued the Federal Government over his suspension but lost his bid to stop his CCT trial at the CCT, which ordered his arrest, forcing him to appear for his arraignment, which took place on February 15.

    The Economic and Financial Crimes Commission (EFCC), on February 7, said it traced $30,000 paid to Onnoghen’s account paid to him by a Senior Advocate of Nigeria.

    The CCT, on March 29, dismissed Onnoghen’s no-case submission, following which he opened his defence, calling only one witness. He closed his defence on April 3.

    After NJC recommended him for retirement, Onnoghen tendered his resignation before the President could act on the recommendation.

    The case against Onnoghen

    The NJC reached the decision to suspend Onnoghen after reviewing damning evidence by EFCC against him, argued by two brilliant prosecuting counsel Ekene Iheanacho and Rotimi Oyedepo.

    They argued successfully that Onnoghen violated the Code of Conduct for Judicial Officers.

    He was accused of infidelity to the Constitution and violation of other laws prohibiting economic and financial related offences.

    EFCC said he could not prove the legitimate source or origin of the sum of $1,716,000.00 found in his account.

    “The respondent, who never declared having $1,716,000.00 in his asset declaration form as cash in hand, wanted this honourable Panel to believe that he accumulated the said sum in his house and only deposited them in the bank between 2009 and 2016 in cash.

    “My lords, the respondent also attempted to suggest to the Honourable Panel that the $1,716,000.00 cash deposit was earned by him upon his part-time appointment as Justice of the Supreme Court of Gambia.

    My”My lords, this explanation with due respect is laughable in that the Respondent was appointed on the 22nd day of November, 2012.

    “On the face of the appointment letter, it is clear that the Respondent is entitled to the 5,000 GBP and 22,000 Dalasis which is payable per session to be determined by the Chief Justice of Gambia in line with the Rules of the Supreme Court of Gambia.

    “The respondent failed to show this panel that consequent upon his appointment in November, 2012 and the assumption of that office in 2013 the number of sessions he sat as a member of the Supreme Court of Gambia.

    “The respondent also failed to state how much he earned from Gambia, how he was paid whether cash or through his account. What is clear is that if the respondent is to earn any fee from Gambia it will be GBP and not USD. What is in issue is the USD paid in exhibit P4C.”
