  • Senate seeks early budget presentation

The Chairman, Senate Committee on Special Duties Senator Abdul‘Aziz Murtala Nyako wants the Federal
Government to hasten the presentation of budget to the National Assembly to enable the lawmakers begin work on it without further delay and aviod late passage of  of the document.

Nyako who was speaking when he led other members of the committee on an oversight function to the Special Duties Office was however not happy over the delay in releasing budgeted funds to the office to carry out it’s activities.

Senator Nyako said the visit was to keep abreast of the performance and the implementation of the budget and monitor how the funds appropriated to the agency were being utilised.

While lamenting the delay in the release of funds which he said jeopardised the functions of the office in terms of monitoring and inspection of Federal Executive Council (FEC) approved projects and constituency projects, he said this could amount to undue pressure on the part of management.

He applauded the management for utilising the little resources allocated to the office while encouraging them to put in their utmost best in the implementation of projects as this year’s release was much lower than last year, noting that only 10 per cent of the budget was released recently.

In his remarks, Permanent Secretary in the Special Duties Office, Chief William Alo appreciated the  Committee while noting that the visit was in line with the theory of separation of powers between the executive and the legislative arm of government, checks and balances which is necessary to ensure good governance, accountability, due process and transparency.

He added that inadequate funding and late releases were responsible for non execution of some of the projects planned for the year under review, adding that due to limited funds, instead of awarding contracts, the agency prioritised its activities and critically reviewed areas of needs such as monitoring of constituency projects, FEC approved projects, website management, establishment of a library amongst other projects.

  • A book for presentation in Abuja

ONYE-NKUZI … a historical biography, offers riveting insights into the life and times of a grandee, Hon. Reuben Ibekwe Uzoma, and his contributions to nation building and the laying of a solid foundation for the education sector in Nigeria.

Its academic approach has been described as “an interdisciplinary analytical field in its own right, placed in a battlefield of multifarious narrative forms”.

It will be presented in October at the Sandralia Hotel, Utako, Abuja, under the stable of Safari Books Ltd, Ibadan.

The 350-page book titled: ‘’ONYE-NKUZI, Teacher, Statesman and Icon of Education’’ is the work of two women academics, Dr. Adaoha Okwuosa  and Nonye Nnamezie.

While Okwuosa is a political sociologist, retired Federal Permanent Secretary and former Economic Community of West African States (ECOWAS) commissioner from an academic background, the co-author Nonye Nnamezie is a historian/biographer who honed her academic career as a lecturer at the University of Lagos.

Uzoma was a member, Eastern Regional Assembly, under the Self-Government Macpherson Constitution of 1951, who served as the first Minister of Education in the Eastern Regional Government from 1951 to 1953. Uzoma’s colleagues in the education sector at the time across the nascent Nigerian Federation, were Hon.ShettimaKashim, (Central government, under Social Services), Hon. Aliyu Makama Bida (North, Under Social Services), and Hon. S.H.O Awokoya of UPE fame in the West.

According to Dr. Okwuosa, ONYE-NKUZI “is a historical biography which stands out in the league of contemporary Nigerian biographies by adopting a uniquely insightful perspective in biographical documentation. The book sets out to show that a historical biography provides a record that is more than a ‘tunnel-narrative’ on the personality who is its subject. It is a rich store of collateral and archival material on Social sector development in the East from the 1920s to the 1980s. It also documents interesting aspects of the history of formal education in Nigeria, through the committed role of the voluntary (or non-governmental) agencies such as the CMS(Church Missionary Society), and the early educated elite who drove that process.”

In the Foreword, Emeritus Professor of Education O. C. Nwana states that the book ‘is a highly recommended reading and reference material for all who wish to have an informed insight into the important contributions of the Anglican Mission as a voluntary agency, in the early development of education in the former Eastern Region(of Nigeria). Against the background of the numerous challenges that have beset the education sector in our contemporary society, this book also provides a view into a past and admirable age of formal education operations, and of the teaching profession. It is equally a contribution regarding the strength and calibre of the great men and women like R. I. Uzoma who pioneered that regrettably now bygone age.

Dr.Okwuosaobtained her D.Phil degree in 1975 from the University of Freiburg in Germany as a scholar of the Freidrich-Ebert-Foundation. Hence she draws from her background to recognize that the historical biographical style, which thrived in European academics, has not yet received adequate attention in Nigerian academics. This is ‘because of the preference for auto-biographies, and the fast-track biographies that are written to coincide promptly with the obsequies of personalities.’ ONYE-NKUZI is a well-crafted contribution towards addressing that gap.

The book title derives from R.I Uzoma’s early career sobriquet as a young teacher and educator. He was popularly referred to as ONYE-NKUZI, meaning-The Teacher/Counselor or simply;someone who leads the way.

  • Senate, House fail to lay Budget 2018 six months after presentation

Six months after President Muhammadu Buhari presented the 2018 budget to the National Assembly, the lawmakers yesterday failed to lay it for consideration, contrary to their promise to do so.

The President presented the document to the lawmakers on November 7, 2017, urging them to pass it on time to enable the country return to the January – December budget cycle, which has not been in place for many years because of the delayed passage. This year’s delay is the longest since the country returned to democratic rule in 1999.

There was no mention of the budget at the plenary in the Senate and the House of Representatives yesterday.

Last week, the House of Representatives promised that the budget would be laid yesterday and passed before the end of the week.

But the Order Paper of the House carried no such item. Reporters were also not told why it was not listed but it might not be unconnected with the failure of some of the committees to submit their reports to the Appropriation Committee.

Briefing reporters last Thursday, House Committee on Media and Publicity Chairman Abdulrasak Namdas said: “By the Grace of God, we will lay the budget on Tuesday (yesterday) and then try to pass it that same week.

“We are laying it on Tuesday and I can assure you that within that same week, we’re going to pass it.

“We tried to do that, but you know, the budget is a voluminous document.. Actually, we’ve been working hard so that we can beat the deadline, and hopefully this time around, I can assure you that by next week (this week), everything about the budget will be concluded and passed.”

The Senate also gave assurance on the passage of the budget this week.

On Monday after meeting with President Buhari, Senate President Bukola Saraki said the budget might be laid this week and passed next week.

Before then, the lawmakers had been giving conflicting dates. House Speaker Yakubu Dogara promised the passage of the Budget by late April. House Committee on Appropriation Chairman Mustapha Dawaki said it would be passed this month.

After a meeting between the leadership of the National Assembly and the President, the lawmakers accused some ministers and heads of agencies of failing to defend their budgets, thereby causing the delay. The President issued an order for those involved to comply.

Saraki on another occasion accused some committees of the Senate of failing to do their job with dispatch.

Yesterday, efforts to reach Namdas, who promised on behalf of the House that the budget would be laid yesterday, failed.

He was said to have travelled to South Africa on an assignment.

The task was daunting as the route of the pipeline traversed difficult terrains such as swamps, big rivers and the ever busy Benin-Lagos Expressway.

“Some sections of the forest which ELP passed through looked like no human activity had ever being there. On one occasions, he had to sleep inside his SUV in the forest when the swampy terrain held the vehicle unit help came the next day.
