    The Presidential Fertiliser Initiative (PFI) will deliver four million bags of 50 kilogrammes (kg) Nitrogen, Phosphorous and Potassium (NPK) fertiliser to farmers at an affordable price before the end of the year.

    Senior Special Assistant to the President (Media & Publicity) Mallam Garba Shehu made this known on Hannu Ya Dawa, an audience participation programme on FRCN Kaduna.

    According to a statement by a Deputy Director (Information), State House, Attah Esah, the presidential aide added that 11 fertiliser blending plants will be increased to 18 by the end of the year.

    He said the new plants will in turn provide direct employment to no fewer than 50,000 Nigerians.

    Shehu said the projected delivery of the bags of fertilisers by December is in addition to the six million bags of 50kg fertilisers already sold to farmers since the initiative commenced early this year.

    He said: “The problem of the shortage of fertilisers and its attendant high cost plaguing the nation’s agricultural production, seemingly intractable for decades, have been resolved following the successful execution of the mandate of the PFI.

    “Since the implementation of the initiative, the six million 50kg bags of NPK fertilisers were purchased by state governments and agro-dealers across the country,” he said.

    The presidential spokesman noted that the production of locally-blended fertiliser had saved the Federal Government about $150 million this year, hitherto spent on foreign exchange; and N60 billion in budgetary provisions for fertiliser subsidy.

    He said the successful implementation of the PFI had made fertiliser available to Nigerian farmers at affordable prices and in time for the 2017 wet season farming.

    “Last year, Daily Trust newspaper reported that a bag of 50kg NPK fertiliser was sold at N10,900 in Benue State. Today, the same commodity is being sold at about N6,500 in different locations across the country, while the government-approved price is N5,500.

    Quoting the same newspaper report, Shehu noted that a bag of maize, which was sold at N21,000 last year, is being sold at an average of N10,000.

    “This is an indication that the initiative has enhanced food security as a result of the increase in food production. There is also a reduction in food-induced inflation while economic activities across the agriculture value chain are very impressive,” he said.

    Shehu added that Buhari’s administration will ensure the timely release of the Ecological Fund to states to address pressing ecological challenges in their localities.

    The Senior Special Assistant to the President pledged that the administration would continue to assist flood victims across the country.

    Shehu said: “The Buhari administration will under no circumstance abandon its humanitarian obligations to alleviate the distress of flood victims.

    “In spite of Nigeria’s technological limitations and the paucity of funds to handle or manage large scale and complex emergencies, the APC administration will leave no stone unturned in offering succour to victims of natural disasters across the country,” he said.

    On the Ecological Fund, Shehu said it is the right of citizens to demand the judicious use of the Fund, which is distributed among the three tiers of government from the Federation Account.

    “The largest chunk of the Fund goes to the states and local governments. Every month, States and Local governments receive 1.4 per cent from the Federation account as Ecological Fund, compared to the Federal government’s share of 1 per cent.

    “From the 1 per cent the FG gets, NEMA takes 20 per cent for its operation,” he said.

    The Presidential aide noted that lately, disaster management in the country is gradually being ceded to the Federal Government by other tiers of government.

    Shehu said the Presidential Committee on Flood Relief and Rehabilitation has also been mandated to step up the provision of relief infrastructure to those in need.

    The Senator representing Kaduna Central senatorial district, Shehu Sani has called on President Muhammadu Buhari to urgently  purge his cabinet of hyenas, jackals and wolves in his efforts to move the country forward.

    Senator Sani who described the Hyenas, Jackals and wolves as elements within the cycle of presidency, said they have personal interest other than that of Mr. President.

    The human right activist and politician who spoke with newsmen who paid him a Sallah homage said the need for the President to overhaul his cabinet now more than ever before cannot be over-emphasised.

    Senator Sani who is the Senate committee chairman on local and foreign debts described those he wants sent packing  as “the mafias that exists within presidency whose intents are different from that of president himself but they are part of what is called presidency.”

    According to him, “One thing the President needs to do which is very important is a need for him to take a proactive stand in order to reset his presidency by looking at his cabinet in totality. Those who have failed should be shown the way out and those who have not been able to perform satisfactorily should be replaced or reshuffled.

    “But it is time for Mr. President to throw some people out of his cabinet and change the portfolio of some of them so they can help him to perform better. There is mid term fatigue that exists and the only way out is to bring in capable hands.

    “If the first appointment into office was to appease the political interest, I think the president now should appoint those who are capable of delivering the mission, the vision and the programme of his own administration,” Sabi said.

    Senator Sani who is also the President of Civil Rights Congress (CRC) in Nigeria further said,  “There is a message I’m sending to Mr. President to fumigate and disinfect presidency in the general interest of his own government and also the country as a whole.”

    The Media Office of the Vice President, Prof  Yemi Osinbajo, yesterday denied reports claiming that Vice President was now leading Federal Government negotiations with the Academic Staff Union of Universities (ASUU).

    A statement by the Senior Special Assistant on Media and Publicity, Laolu Akande, said that the reports are inaccurate.

    The reports from the interview granted by Minister of Labour, Chris Ngige,  had claimed that Osinbajo would henceforth lead the Federal Government into the negotiations.

    But the statement by Akande reads: “The media reports seemed to have misrepresented what Labour and Employment Minister, Dr. Chris Ngige, meant when he spoke with reporters about the negotiations after the Federal Executive Council (FEC) meeting on Wednesday.

    “The Vice President had a discussion after the FEC meeting with both the Labour Minister and Education Minister Malam Adamu Adamu around the issues, but has not taken over the negotiations as widely reported. Both ministers will continue to lead the FG- ASUU talks.

    “The Federal Government continues to diligently pursue a prompt resolution of this dispute and is confident the matter would be resolved,” it stated.

    No cabal or Presidency official can hijack the powers of President Muhammadu Buhari, the Presidency declared yesterday.

    A statement by the Senior Special Assistant on media and publicity, Garba Shehu, said President Buhari has been painstaking in carrying out his responsibilities as stated in the 1999 Constitution.

    According to him, that it will be impossible for any government official to manipulate Buhari because “he pays attention to all necessary details”.

    The statement reads: “Over the past few months, some media organisations have published a stream of allegations against some persons around the President attributing them to ‘persistent rumors and speculations,’ with no other objective but to generate hatred and disgust against these hardworking people.

    “As the good Nigerian public can imagine, little time would be left for other tasks more beneficial to the entire nation, if the Presidency were to respond to every single fable published by the free Nigerian press.

    “However, in the process of advancing their suspicious anti-Buhari agenda, whoever is behind these allegations knowingly or unknowingly has cast some of the most ridiculous aspersions on President Buhari’s competence as a leader of a great country.

    “To begin with, it is absolutely nonsensical and absurd to write that in one week of the President’s return, the Vice President (Prof. Yemi Osinbajo) has been sidelined. Quite to the contrary, the Vice President remains the confidant and the closest adviser to the President.”

    According to him, the vice president has attended all the President’s engagements in the last one week, with exception to two functions including the one held while Osinbajo was away to Taraba State and the Juma’at Muslim prayer because Osinbajo is a Christian.

    He said: “It is difficult to understand what anyone wants to achieve peddling such falsehood that the President, himself a former military general and Head of State and Commander-in-Chief is subject to undue influence and manipulation. It is both ridiculous and inconceivable.

    “As someone who works very closely with President Buhari, I can testify to how my years of experience as a newspaper editor are often put to the test by the sheer thoroughness with which the President edits every single document brought to his desk.  Every memo, statement, speech, is subject to his intense scrutiny, right down to the placement of commas and full stops.

    “Therefore, alleging that President Buhari signs memos brought to him by government officials or a so-called cabal without reading them, immediately casts doubts on the credibility of the ubiquitous unnamed sources that the reporters of these articles quote.”

    Stressing that Buhari cannot do everything, the presidential aide said that was the main reason “he needs close and trustworthy officials, who will be willing to offend others in the process of ensuring Buhari’s safety and wellbeing, and the advancement of his vision for Nigeria.”

    He pointed out that the attacks on Malam Abba Kyari, the Chief of Staff (CoS) to the President, have been levelled with such imperiousness that they must no longer be laughed off as crazy.

    He said: “The CoS is like the headman of all the President’s political appointees.  He has direct responsibility for multiple levels of staff working for the President.

    “Part of his role includes liaising with ministries and parastatals, so that he can have a full awareness of the issues being discussed whenever these groups meet with the President. It goes without saying that anybody who occupies such office has impeccable credentials of total loyalty to the President.

    “Clearly, some consider this oversight role as a usurping of the President’s powers, and it is their misunderstanding of the situation that some media organisations have swallowed hook, line and sinker.

    “Under this administration, as the ones before it, the office of the Chief of Staff is a branch of the President’s office. There are no power centers here. The only power center is that of the President who is sensitive to grassroots level administration which the Chief of Staff must ensure.

    “For Abba Kyari, there is no life after work. He is available to the President 24/7.

    “President Buhari is working day and night to steer Nigeria through these trying times. There are important issues in the hand of government such as poverty reduction, turning around the economy, creating jobs, fighting corruption and terrorism, railway, agriculture, roads, power and rural and urban development that there simply is not enough time to be spent answering baseless allegations in the media.

    “As he builds a new foundation from the mess left behind by previous irresponsible governments, the President cannot do it alone.  He needs the absolute loyalty of his CoS, he needs the acumen of government officials, he needs the courage and understanding of the Nigerian people, and he needs the support of institutions such as the media.”

    The Presidency on Sunday declared that no cabal or official in the Presidency can hijack the powers President Muhammadu Buhari.

    “Unfortunately, this is the path The Punch has chosen and there’s no one to help them but themselves.

    “It is appropriate at this point to dispel the false notion that anyone has tried to undermine the Vice President when he acted in the absence of the President.

    “This, I must say with all emphasis, is utter falsehood.

    “As Acting President, Vice President Osinbajo enjoyed the support of the Villa Staff and the entire cabinet. Otherwise he would not have succeeded and earn the praises of the President. These are just a few among the false and illogical accusations making the COS larger than life, with the aim of pulling him down.

    “No Chief of Staff including this one can create hurdles for a president and survive the next day. The roles and duties don’t warrant the kind of falsehood being spread.

    “When the President was away on the medical vacation, the Chief of Staff rallied the Presidency behind Professor Osinbajo because he knew that his boss,  President Buhari expected nothing less.

    “A careful assessment of some these allegations with a rational mind will show that there is an orchestrated campaign to smear the COS and indirectly the President.

    “If I can speculate on the matter, I will say that the problem Malam Abba Kyari has with most people is that he, like the President he serves, will not throw money at people in order to please them.

    “As COS, Malam has refused to keep cash imprest and has turned down a monthly grant of N200 million customarily given to the office. This is money freely spent because they were not required to account for what they did with it.” he stated

    He urged journalists with questions to ask concerning the President and the Villa administration to always approach the Special Adviser on media and publicity, Femi Adesina, Laolu Akande or himself.

    “Where we don’t have your answers, we are ready to obtain as much as we can, the correct responses to your enquiry,” Shehu  assured.

    The Presidency yesterday shed more light on why President Muhammadu Buhari has been working from home since his return from medical vacation in the United Kingdom.

    Senior Special Assistant to the President on Media and Publicity Garba Shehu said: “Following the three months period of disuse, rodents have caused a lot of damage to the furniture and the air conditioning units.”

    He said renovation work was necessary to make the office conducive but that it won’t affect the pace of work because the president has a well equipped office at home.

    Presidency to IPOB/MASSOB: you are wasting your time

    THOSE calling for the disintegration of Nigeria are only wasting their time as “Nigeria remains one”, the Presidency has said.

    It gave the assurance yesterday through the Special Adviser on Media and Publicity, Femi Adesina, when he received a coalition of Southeast youths.

    The group, led by Steve Anyata, stormed the Aso Rock Villa gate to declare their support for President Muhammadu Buhari.

    The Indigenous People of Biafra (IPOB) and the Movement for Actualisation of Sovereign State of Biafra (MASSOB) have been agitating for the creation of Biafra over alleged marginalisation of the Southeast zone.

    But, Adesina assured the youth that the Southeast geopolitical zone, just like other zones, would get its dues under President Muhammadu Buhari.

    The presidential aide described as untrue the insinuation by some mischief-makers that the Southeast region was not in support of Buhari’s administration.

    He said: “The fact that a coalition from the Southeast region has come to mount this solidarity rally for him is very significant because some mischief-makers always say that the Southeast region is not with the President. That is not true.

    “It was in the Southeast region that he was given the name Okechukwu during the campaign. It was in the Southeast, Abia precisely, that Eze Ikot Nne gave him a traditional title.

    “So, we know that every part of this country approves the leadership of President Muhammadu Okechukwu Buhari.”

    Adesina noted that some youth groups from the Southsouth region had also embarked on similar solidarity rally in support of Buhari.

    He said: “This gives us confidence that no matter what anybody does, no matter the antics of people who plot mischief, Nigeria will remain one.

    “You must have heard our President yesterday in his nationwide address when he said whatever it takes, Nigeria will be kept together. And I tell you, whatever it takes this President, he will keep the country together.

    “Therefore, anybody who is planning something else should know that it’s just a mere waste of time; is like beating a dead horse which is share waste of energy. Nigeria will remain one; President Muhammadu Buhari will keep the country together.”

    Adesina reassured that the Buhari administration would continue to ensure fair and equitable distribution of infrastructural facilities across the six geo-political zones.

    “And I also want to promise on his behalf that the Southeast will get its due during the President Muhammadu Okechukwu Buhari’s Presidency.

    “The roads in the region will be fixed, the second Niger Bridge will be done, everything, infrastructure, positions, offices, all that the centre needs to do for the region, the Southeast region will get its own fair share,” he added.

    He thanked the group for its support and promised to present their letter to the President.

    Anyata said they embarked on the solidarity rally to demonstrate their support for Buhari’s administration.

    He called on the Federal Government not to ignore the quit notice slammed on the Igbos residing in the North by some youth groups.

    He thanked God for the successful return of the President after his medical vacation in London.

    A Presidency source on Monday disclosed that President Muhammadu Buhari will work from his official residence till renovation work is completed in his office.

    The source, who pleaded anonymity, said that the President has actually resumed work at home.

    Buhari, who had been in the United Kingdom since May 7th on medical ground, returned to the country on Saturday.

    On Saturday, Buhari had met with Vice President Yemi Osinbajo and security chiefs at his official residence.

    Speaking with State House correspondents on Buhari’s resumption in office, the Special Adviser on media and publicity, Femi Adesina, disclosed that the President has communicated his resumption to office to the National Assembly.

    He said: “Yes, some few minutes past 11, the President signed the letter notifying the National Assembly of his resumption. A copy has been sent to the Senate President and also has been sent to the Speaker, House of Representatives, so the President has resumed.”

    On what his resumption will do to Nigerians, he said, “It means the President they voted into office, who has been serving them and who was indisposed for some time and who came back on Saturday, is ready to continue with the work he has been doing.”

    Asked to speak on Nigerians criticising that the President’s broadcast message was not explicit enough, Adesina said, “That broadcast was just one step of many steps that are going to be taken in the days and weeks and months ahead. So you can’t expect that everything will be said in one day.”

    A statement he later released reads: “In line with constitutional provision, President Muhammadu Buhari has written the National Assembly, notifying the legislature of his return to office, after returning from medical vacation in London.

    “President Buhari had returned to the country on Saturday, August 19, 2017, and in a letter dated August 21, 2017, he told the Senate as well as the House of Representatives, that he was resuming office.

    “The letter stated in part: ‘In compliance with Section 145 of the 1999 Constitution (as amended), I write to intimate that I have resumed my functions as the President of the Federal Republic of Nigeria with effect from Monday, 21st August, 2017, after my medical follow-up in the United Kingdom.”

    “President Buhari had left for London on May 7, 2017, and handed the reins of government to the Vice President, Prof Yemi Osinbajo, who functioned as the Acting President,” it stated.

    The Presidency on Saturday said that the decision for President Muhammadu Buhari to return on Saturday has nothing to do with the protest against his continued stay in London.

    Speaking with journalists at the Presidential wing of the Nnamdi Azikiwe International Airport, Abuja while awaiting the arrival of the President, the Special Adviser on media and publicity, Femi Adesina, said that the President has already planned to arrive Saturday before the protest began.

    He said “The return of the President has nothing to do with the protest. It is about continuing with the work he started.”

    “Some of us knew about his return some days back. Remember that the acting President held on effectively and they will continue the work together.

    “We left the work of announcement with the managers of the acting President,” he said

    The Presidency said yesterday that the President Muhammadu Buhari administration is close to its target of feeding three million primary school pupils under the National Homegrown School Feeding Programme, which is one of the four on-going Social Investment Programmes (SIP).

    According to a statement by the Senior Special Assistant on Media and Publicity, Laolu Akande, N6,204,912,889 has been paid to 14 states during the school year ending August 2017.

    He listed the 14 states covered under the school feeding programme as Anambra, Enugu, Oyo, Osun, Ogun, Ebonyi, Zamfara, Delta, Abia, Benue, Plateau, Bauchi, Taraba and Kaduna.

    He said: “So far, a total of 2,827,501 school children are currently benefiting from the school feeding programme, which is well on course to achieve the Federal Government’s projection to feed over three million pupils this year.

    “In total, 33,895 cooks have been engaged in the communities where the schools are located across the 14 states.

    “Anambra State received N693,013,300, while a total of 103,742 children have been fed thus far, with 1,009 cooks paid.

    “Enugu State got N 571,877, 400 and 108,898 children have been fed so far, with 1,276 cooks paid.

    “In Oyo State, N490,296,800  was released by the Federal Government for the feeding of 107,983 children, with 1,372 cooks engaged.

    “Osun State received N1,000,394,888 for the feeding of 151,438 children. A total of 2,863 cooks were engaged in the state.

    “Similarly, Ogun State received N1,042,217,400 for the feeding of 231,660 school children, while a total of 2,205 cooks were paid.

    “For Ebonyi State, N344, 633,100 has been released for the feeding of 163,137 pupils so far, with 1,453 cooks paid.”

    Akande said: “In the same vein, Zamfara State received N402,295,600 for the feeding of 107,347 schoolchildren and 1,127 cooks were engaged.

    “Delta State received N225,896,300 for the feeding of 141,663 pupils. A total of 1,364 cooks were engaged.”

    He added: “Abia and Benue states received N128,763,600 and N337,157,800 respectively to feed 61,316 and 240,827 pupils respectively. In Abia State, 750 cooks were engaged, while 3,344 cooks were paid in Benue State.

    “Similarly, Plateau and Bauchi states received N133,187,600 and N214,909, 101 for the feeding of 95,134 and 307,013 pupils respectively in the states. Also, 1,418 cooks have so far been engaged in Plateau State, with 3,261 in Bauchi State.

    “For Taraba State, N120,284, 500 was paid and 171,835 pupils have thus far been fed, with a total of 2,596 cooks paid.

    “Kaduna State received N499,985,500 while 835,508 pupils have been fed so far. Also, 9,857 cooks were paid under the programme in the state.”

    According to him, more states and primary school pupils are expected to benefit from the programme when schools reopen next month.
