  • President Buhari, c’mon, take charge of your government

Christmas has come and gone and we are five days into the New Year 2018. But this is one particular Christmas when Nigerians went through excruciating pain to get fuel to run their vehicles and be in church for thanksgiving.

The reason or reasons for fuel-less Christmas may not be easy to fathom but something tells me sabotage may not be an unreasonable guess to make on this matter. Why should it happen at that time of the year?

When some people some time ago pointed at the fact that some members of the PDP were still being kept in some vital segments of government and were subtly wreaking havoc within, to make this government look ugly in the public eye, I thought that was an unkind cut and an easy way to explain off the glaring ineptitude in government.

It was why some of us initially didn’t really buy the refrain from some functionaries of government that for every failing of this government, Jonathan’s regime was to blame. But I’m beginning to have a rethink that after all, there could be some point in there.

Why do I say so? The foundation for the inexplicable and utterly annoying fuel shortages at Christmas time must have been laid long before harmattan set in but I doubt if Buhari, at the helm of affairs, was alerted about it. And his letter of apology to Nigerians, subtly pointed at that, that he was caught by surprise. Who should have alerted him: his own appointees or those he inherited from the previous administration and who he retained in the spirit of being fair and humane?

The Christmas period fuel nonsense must never be allowed to happen again and I have an idea how President Buhari can prevent a recurrence. If the blunder is from his own appointees, such should have no place any more in his Government and if it came from Jonathan sympathisers within, I suggest they should be disengaged from this Administration without any further delay.

I recall that Jakande in his time as Governor of Lagos State, made it a deliberate policy not to sweep away those working for the opposition who chose to stay on in the Service while those who felt they had overreached themselves and feared reprisal for their indiscretion during the electioneering period of 1978/79, quickly switched from the state service and went with their NPN acolytes into the Federal Civil Service.

His reasoning was that civil servants were like chameleon who could switch colour and allegiance to any government in power and that once the government of the day offered policy direction it wanted, the civil servant would follow suit. He identified those he could invest his trust on and put them in the commanding heights of his Administration and he left the tainted ones to follow suit and live up to the civil service code or be left to vegetate and be frustrated out of the Service.

Not a bad idea; as many of those wooed by the opposition to sabotage Jakande’s regime quickly adjusted and blended well with the new regime in the prosecution of its four cardinal programs of free education, free health scheme, cheap and affordable housing; and full and gainful employment. Jakande was a huge success as a result!

I suspect Buhari too went into his current term with the same mindset of not removing federal civil servants just because a new regime was in place.

But I doubt if the civil service of nowadays have the same orientation as the ones inherited by the Second Republic politicians in power at the state and federal levels. The difference is that many of those in place now are strangers brought in from credible and dubious sources locally and abroad, to the civil service code put in place by the British and behave or even compete with professional politicians under a bogus modern fad.

Many of them invest heavily, in financial resources, even more than politicians, the reason why they moan and cry more than the bereaved when the governments they put most of their ill-gotten wealth on, are displaced from power. The consequence of that is to sabotage the new government from within and wreak it to pave way for the return of their preferred party.

If he didn’t put incompetent or layback people in vital places then, it must be that the saboteurs are within, trying to put spanners in the works. But Buhari must realise we have entered a crucial year in which political activities will heighten.

If, like Jimmy Dean postulated, that if “one can’t change the direction of the wind, then he can adjust his sails to always reach his destination”. Put another way, if Buhari cannot dissuade the opposition inside his Government from working against his interest, he has the power to remove them from where they are wreaking this havoc.

He should realise that in the final analysis, the buck stops on his table.

  • TETfund: Open letter to President Buhari

SIR: I write on behalf of over 100 stranded Nigerian scholars in the United Kingdom under the 2014 TETfund academic staff training and development scheme to pursue various PhD programmes. The fund is administered by our employers, the beneficiary educational institutions -polytechnics, colleges of education and universities across all the regions of Nigeria.

Most of us are now three months away from completing our PhD training; but we cannot finish our studies following the compulsory withdrawal from our respective courses due to unpaid fees.  At the moment I am not a registered student and may be deported from the UK in a matter of weeks according to the terms of my Tier 4 student visa.  In addition to this, we have now become heavily dependent on loan facilities from families and supporters in order to meet up with basic living conditions. Should this predicament continue without prompt release of supplementary funds by TETfund, the tragedy is not only the shameful waste of three productive years of our lives, but the colossal waste of already advanced funds in the past years on this scholarship.

I hereby humbly request your kind intervention to ensure that the Executive Secretary of TETfund, Dr A.B. Baffa gives our predicament the prompt attention it deserves. We have sought the attention of the Executive Secretary through direct written communications and through our various home institutional channels in Nigeria as well as Twitter, #TETfundscholarsUK and BBC Africa’s report to no avail.  We have also written to various public office holders including the minister of education, National Universities commission (NUC), Senate president, the Nigerian High Commissioner in the UK and the chairman of the board of TETfund.  To date, nothing significant has been done to assure us of the feasibility of completing our training and to obtain our degrees after all these years of hard academic work.

We are appealing for special intervention and a review of our scholarship awards. The review is needful due to exhaustion in funds awarded which is also accompanied by the following reasons: First is the exponential increase in the exchange rate of the Naira against British pound sterling since December 2014.  Most of us were awarded the scholarship at an exchange rate between ¦ 265 per British Pound. Presently, the rate varies between ¦ 470 and ¦ 500.  Although, some scholars received the full payment of their fund in Naira account; it is in the public domain that all commercial banks in Nigeria closed their platforms for foreign exchange transactions through form A following a directive from CBN. Consequently, these TETfund scholars had to resort to Bureau de change at extortionate rates, leading to the unexpected exhaustion of the advanced sum.

Then also is refusal of our home institution, the beneficiary educational institutions, to hold the approved fund in a domiciliary account as stipulated in the 2014 TETfund guidelines. These institutions had solely been responsible for the direct payment of fees and the overall administration of the funds allocated.  Also, against our cries to either follow TETfund guidelines or release the money to us for onward conversion to Pound Sterling, the fund was kept in Naira and released to us in meagre tranches. In my view, these amounts to the mismanagement of the Nigerian taxpayer’s money, leading to the drastic depreciation of funds held in trust for us.

Could there possibly be laws and/ or administrative constraints hindering the Executive Secretary from monitoring and implementing sanctions to erring beneficial educational institutions?  Would Nigeria watch her taxpayer’s money go to waste and her citizens come back to Nigeria with their heads bowed to the dust of a failed institution? Is the management of TETfund really dysfunctional?

Our dear President, we are ardent believers and supporters of your swift actions to give a resounding response to the above questions ravaging our thoughts. We implore you to direct the Executive Secretary of TETfund, Dr A.B. Baffa to approve and release supplementary funds for our fees and maintenance. This would assure us of our degrees and put to good fulfilment of already spent funds. Also, Baffa must pronounce and implement appropriate sanctions on all the accounting officers of the beneficiary educational institutions that have mismanaged the funds for our studies as highlighted above. We believe, TETfund should have the responsibility to monitor the progress and welfare of all scholars under her sponsorship and to implement strategies to sanction all the beneficiary educational institutions that have failed to administer the fund in accordance with her guidelines.

President Buhari decorates Pioneer Army Pilots

President Muhammadu Buhari has decorated the first set of Nigerian Army in-service trained by the Nigerian Army Aviation School to fly war planes.

The initiative to train pilots is in accordance with the vision of the current leadership of the Nigerian Army under the leadership of Lieutenant General TY Buratai in transforming and enhancing its operations and efficiency of its personnel.

The commissioning ceremony was one of the series of focal events lined up for the on-going 2017 Chief of Army Staff (COAS) Annual Conference in Ibadan, the Oyo state capital.

Performing the commissioning, President Buhari commended the feet achieved by the Nigerian Army saying it was evident that the nation’s Armed Forces have moved to the next level.

Represented by the Chief of Defence Staff, Gen. Abayomi Olonisakin who doubled as the Special Guest of Honour, the President said, “The nation appreciates the enormous sacrifices of our gallant officers and men prayed for the repose of the souls of our soldiers whom we have lost in the course of enthroning sustainable peace in the country.’’.

He implored Nigerian leaders at all levels to embrace the wind of change blowing across the country, as he appreciated the professional conduct of the officers and prodded them to continue the patronage of Nigeria’s local products and services.

Speaking earlier, the Chief of Army Staff, Lt. Gen. Tukur Yusufu Buratai said, the commencement of the training of aviation corps for the Army was an initiative conceived in accordance with the vision of the current leadership of the Nigerian Army in transforming and enhancing its operations and efficiency of its personnel.

This vision of the Nigerian Army, he hinted, was tailored to materialize, using its own platforms, noting that the Army is being repositioned to doubles its achievements in the year 2018.

He had explained that the Nigerian Army will not relent in the training of its personnel for efficient service delivery and be opened to reforms that would continue to position the institution for maximum performance.

Gen. Buratai intimated that the essence of the Aviation Corps is to enhance the fighting capabilities of troops, especially for its counter-insurgency operations in the Northeast and across the country.

The Army pilots have undergone a two-year intensive training at the Nigerian Army Aviation School, qualifying them to fly war planes.

The 10 pilots commissioned by the Nigerian Army Aviation Corps are;  Capt.  E Collins; Capt.  OM Banwo;  Capt. K.A Ofodile;  Capt. JU Ibelu;  Capt. OS Arifo;  Capt.  EO Alpere; Capt.  YA Haruna;  Capt. FM Shehu; Lt. P  Kajako and  Lt. JO Uddin.

Osibanjo vows to make it difficult for ghost workers

Vice President Yemi Osibanjo Monday said that the President Buhari led administration will make it difficult for ghost workers to return to the public service payroll.

Speaking at the Inter Agency Task Team (IATT) International Anti-Corruption Day 2017 in Abuja, he said that the ghost workers, whose names had been removed from the payroll had always found their ways back into the system.

But his Special Adviser, Adegbolahan Adeniran, who represented him in the occasion, said that government has now put measures in place to making their return impossible.

He said that the “Federal Government has used its anti-corruption war to weed out 50,000 ghost workers from the payroll. We are going to make it difficult for ghost workers to return.”

According to him, owing to the operation of the Treasury Single account (TSA) government has blocked so many financial leakages in different government agencies.

He cited examples with the Joint Administration and Matriculation Examination Board (JAMB) and the Nigerian Maritime administration and Safety Agency (NIMASA).

He recalled that JAMB never remitted more than N3million into the federation account but only this year it has remitted N5billion and still has another N3billion to remit for the year.

Meanwhile, the Minister of Solid Minerals Development and the chairman, National Stakeholders Working Group (NWSG) of the Nigerian Extractive Industries Transparency Initiative (NEITI) , Dr. Kayode Fayemi said that the government on July 5, adopted the National Anti-Corruption Strategy (NACS).

He said that Nigeria has upon return to civil rule, had a strong ant-corruption policy embedded in both the constitution and several organic laws.

But the policy, according to him,” has now resulted in the creation of the several anti-corruption initiatives to recover and apply proceeds of corruption.

“We have the Whistle-Blower policy which has yielded significant dividends. At the international level, Nigeria has been at the forefront of proposing resolutions on the recovery and return of stolen assets kept in foreign jurisdictions.

“We have also proposed resolutions to combat illicit financial flows most of which are from developing counties.”

The policy, said Fayemi, has instituted several initiatives to recover and apply proceeds of corruption.

H said that “we are not relenting in our effects to deal with the issues. We continue to see quickening of efforts in enforcement and sanctions as well as innovative methods to prevent corruption.”

Group wants President Buhari to nominate another Deputy Governor for CBN

The Bureau for Social Justice Equity and Transparency has urged President Muhammadu Buhari to nominate another person for the position of the Deputy Governor for the Central Bank of Nigeria, CBN.

The group said Aisha Ahmad nominated last week is not qualified for the job.

The Executive Director of the group, Mary Ogwiji who spoke with newsmen in Abuja said an injustice that is about to be institutionalized in the country through the appointment of an unqualified candidate as deputy governor of the central bank of Nigeria in the midst of qualified and competent alternatives.

She said, “this situation is very worrisome especially coming at a time that the country is in dire need of credible technocrats in the most critical sectors of the economy such as the central bank of Nigeria.

“We view the appointment of Ms Aisha Ahmad as a calculated attempt by a cabal to destroy the milestone progress so far made by president Buhari administration to reposition the country’s economy, to which Nigerians have expressed satisfaction.

” Therefore on the heels of this economic recovery, at this critical moment of our nation’s history, it will be counterproductive to allow the appointment of an inexperienced Aisha Ahmad to see the light of the day given the enormity of task and responsibility the office usually thrust upon its occupants and given the fact that there are eminently qualified people within CBN and outside to take up the place of the retiring Sarah Alade as deputy governor.

“We are to state here that Aisha Ahmad does not meet the minimum requirement stipulated for such appointment hence her hurried promotion to the post of executive director at diamond bank in a space of days upon the anticipation that she would be considered for further appointment as deputy governor of the central bank of Nigeria.

“This sort of conspiracy against the positive economic trajectoryof the nation smirks of mischief, callousness and is retrogressive. This country under President Muhammadu Buhari administration cannot be left in the hands of internal saboteurs parading and masquerading as supporters of the president.

“Mr president is an international identity on integrity, rule of law and that image gives and sustains our credibility in the Face of international gatherings and consortium, therefore any attempt by any group of power merchants to puncture this hard earned image of the president and the country by giving ill advise to him will and must be rejected, condemned and reprimanded. We are aware that MrPresident was not properly briefed on the qualification or otherwise of Ms Aisha Ahmad. We are also aware that Mr President was not properly briefed on the availability of more qualified candidates. We are also aware that Mr President was wrongly and deliberately misled so as to achieve the first and most important point of internal sabotage which are all saboteurs in government seek to achieve.

“We Nigerians are saying this country does not belong to any single person or group or region. This country; Nigeria, remains an entity
built on the blood, love, strength and unity of purpose of our forefathers. With this in mind, Nigerians will not allow a group of individuals in power to sectionalize or promote regionalism in appointments in critical sectors of the nation’s economy.

“Mr President is currently battling with sectional agitations in the country and any attempt to give a sense of exclusion to any part of the country would be seen by Nigerians as supporting sectionalism which in reality would be justified should the appointment of Aisha Ahmad not be reviewed. A situation were qualified people from other parts of the country loss out to an unqualified Aisha Ahmad signifies nothing but sectional and primordial sentiments which we believe are not the objectives of president Buhari administration.

“Ladies and gentleman, we have resolved to expose corruption and injustice in solidarity with Nigerians and our president so that the cankerworm does not kill us in this country. This is the only country that we have and this is the only president that listens to the voice of reason when injustice is advanced and about to be institutionalized. We are hopeful that Mr President will address the situation in Central bank of Nigeria as it is brought to his attention.

We are also calling on our over 12 million members to express hope in MrPresident that he would review his decision on the strength of the new information available to him on Ms Aisha Ahmads suitability and its appropriateness. We believe your Excellency was misled and so acted in error which can be quickly corrected. We also call on the Senate to consider the concerns of Nigerians and take a passionate and critical look into the allegations surrounding the appointment of Ms Aisha Ahmad as deputy governor of central bank before considering her confirmation.

“We believe the calibre of people in the nation’s apex bank should be competent so as to maintain confidence we currently enjoy from international financial institutions and global partners. We are hopeful and optimistic that this country and her institutions would not be personified or reduced to a mere instrument of political, religious or sectional patronage. We will ensure on our part that no group disrupts the good intentions of the president as long as he continues to carry everyone along in the spirit of all-inclusiveness, nationalism, unity and love in the collective interest of our dear nation’s prosperity.

“We so hope that Mr President would address this situation soonest to allay the fears of Nigerians”she said.

Buhari Congratulates Super Eagles for W/Cup Qualification

The Super Eagles, at the Godswill Akpabio International Stadium, Uyo, Akwa Ibom, on Saturday defeated the Zambian national football team by 1 – 0 through a goal by Alex Iwobi.

The President, in a statement issued by his Special Adviser on Media and Publicity, Mr Femi Adesina, applauded the Super Eagles for the feat of making Nigeria the first African country to qualify for Russia 2018 FIFA World Cup tournament, with a match left to play.

He, therefore, joined millions of football-loving Nigerians in rejoicing with the players and their coaching crew

The President promised that the Federal Government would continue to support the team within available resources so that the nation will maximise the unifying potentials of sports in general and football in particular.

He enjoined the entire team and Nigerian Football Federation (NFF) officials to “remain steadfast and focused when they begin preparations for the global football fiesta in order to make Nigeria proud’’.

The President also thanked the government of Akwa Ibom State for the invaluable support it had been rendering to the football team, describing it as worthy of emulation.

  • President Buhari at the UN

    President Buhari at the UN

President Muhammadu Buhari is currently in New York to attend the 72nd Session of the UN General Assembly. Two days ago he delivered an impressive speech at the General Assembly which was warmly received by the world leaders attending the Session, including many African leaders. There are more than 100 world leaders attending the General Assembly. We should offer him our warmest congratulations for his bravery and patriotism in going to New York in spite of his recent grave illness, from which he has, obviously, not fully recovered yet. Attending a session of the UN General Assembly in New York is by no means an easy physical and mental task. Apart from the long flight to New York there are endless meetings to attend at the multilateral and bilateral levels, including meetings with his foreign counterparts, the multilateral UN and other financial agencies, potential foreign investors, particularly American investors, and the large Nigerian community in the United States. Many of these will be anxious to meet him and hear from him first hand reports about the disturbing political and economic situation in our country. From the official programe of his visit, which I have seen, and with which I am familiar, having once served at the UN, it is going to be a grueling progamme of meetings and events that could be telling on his stamina.

Now, his brief speech at the UN General Assembly, the full text of which I have seen, was delivered on Tuesday, two days ago. It was forthright and broadly consistent with the basic objectives and principles of Nigeria’s foreign policy since independence in 1960. In that speech he reiterated Nigeria’s total commitment to democracy, not only for ourselves .but for the whole of Africa. He assured the world leaders that, despite some setbacks over the years, Nigeria’s “faith and commitment in democracy remains unshaken”.  He said the frontiers of good governance and democracy, including the holding of free elections, and the enthronement of the rule of law was expanding everywhere in Africa. In this regard he specifically referred to Nigeria’s role in promoting democracy in Africa by its direct intervention in resolving political conflicts in Africa, in such African countries as Cote d’Ivoire, Liberia, Sierra Leone and, more recently, The Gambia. Nigeria’s decisive role in those countries made a huge difference to their political future and stability, badly needed in Africa. Nigeria can be proud of its leading role in resolving conflicts in Africa, in most cases by sending peace keeping troops to troubled African countries under the aegis of the UN. President Buhari also acknowledged the positive role of the UN and the international community in assisting countries of the Lake Chad region in offering those countries relief and other humanitarian assistance.

In his speech President Buhari expressed his concerns about the expansion of terrorism in the world including Boko Haram in Nigeria.  He referred to what he called the exemplary show of solidarity by the international community in assisting countries in the Sahel and Lake Chad region, including in containing the threats of Al Qaida and Boko Haram in the region. He expressed regrets over the bloody civil war and carnage in Syria which have led to the problem of massive Syrian refugees in Europe and the neighboring countries. In this regard he expressed his appreciation of the efforts of Germany, Italy, Turkey, and Greece for their assistance to hundreds of thousands of refugees from Syria, Iraq, and Afghanistan, the major areas of conflict in the Middle East. He added that Nigeria too was providing relief and humanitarian assistance to millions in refugee camps in Nigeria afflicted by terrorism, drought, floods and other natural disasters.

He conveyed his support and appreciation for what the international community was doing globally to promote gender equality, social inclusion, youth empowerment, education, creativity and innovation. This is appropriate as the theme of this UNGA Session is “Focusing on people: striving for peace and a decent life for all on a sustainable planet”.

On the issue of widespread public corruption which he decried, he called for the cooperation of the international community in promoting global financial accountability by providing critical assistance and material support to combat corruption and asset recovery in which Nigeria is now closely involved.

President Buhari decried the new conflicts erupting in Myanmar which he compared to the ethnic cleansing in Bosnia in 1995 and Rwanda in 1994 and called on the UN and the international community to condemn “the horrendous suffering … of a state backed programme of a total depopulation of the Rohingyas in Myanmar.” His comments on the Middle East were no less scathing. He referred to the continuing flouting (by Israel) since 1967 of several UN Security Council Resolutions on the Middle East which has led to the continuing suffering of the Palestinian people and the blockade of Gaza. Broadly, these comments are consistent with Nigeria’s well known policy in the Middle East which supports a two states solution to the Israel-Palestine conflict

He expressed Nigeria’s support for the on- going efforts at reforming the entire UN system in which Nigeria has been involved since its admission to the UN in 1960. He also reiterated that any UN reforms should include the admission of one or two African members to the status of permanent members of the UN Security Council. This is a legitimate demand as the UN cannot truly be regarded as a global organization until its African members are treated equally, at all levels, with other regional groups. It is the only regional group that is excluded from the permanent membership of the UN Security Council with all its rights and privileges.

Altogether, it was a good outing by the president. Nigeria’s views and policy on all these global issues were very well articulated. In the course of his stay in New York he will be holding more talks at both the bilateral and multilateral levels. This is where the real diplomacy takes place, not at the UN itself. When he meets President Trump, President Buhari will be asking for more arms supplies from the US to fight terrorism in Nigeria.  There is a mutuality of interests in evolved here. But he should also convey to him in very strong terms Nigeria’s concerns about the hostility of his government to black immigrants and the brutal manner in which blacks are being treated. This is totally unacceptable and intolerable in a civilized world.

  • Group writes President Buhari, UN, ‎wants end to IPOB impunity

The South-East  Renewal  Group (SRG) has raised an alarm over what it described as security threat posed by the Indigenous Peoples of Biafra (IPOB) to members of the public in the South East.

In separate letters to President Muhammadu Buhari and the United Nations (UN), the group drew the attention of the Nigerian leader as well as the world body to various atrocities being carried out by IPOB members in the region.

It expressed concerns that if not quickly put in check, the activities of IPOB will cause socio-political dislocation and spark insecurity crisis of regional and national dimension.

The letter signed by Comrade Charles Mbani, National-Co-ordinator of, SERG, particularly pointed at the recent formation of the Biafra Secret Service (BSS) by IPOB led by Nnamdi Kanu.

“By its conception, design and intendment, BSS is the militant arm of IPOB, infested with all manner of hardened criminals and deviants. The national security agencies must have intimated you with the other forms of aberrations of IPOB in this direction,” it stated.

The letter was copied to the National Security Council, All Heads of Security Agencies in Nigeria, The Senate President, Speaker House of Representatives, The Chief Justice of Nigeria (CJN) and the South East Governors Forum.

Others include South East State Governors, National and International Human Rights Organizations, All Civil Liberties organizations’ (CLOs), All Civil Societies organizations’ (CSOs), High Commissions and Foreign Missions in Nigeria, All First Class Traditional Rulers in Nigeria, as well as all Religious organizations.

The SERG said it feared that failure to checkmate this illegality, the trend may be replicated in other parts of the country, as the next general elections in 2019 approaches.

It therefore pleaded with President Buhari, “never to abandon the Southeast region to these criminal elements who have activated their media infrastructure to blackmail the Nigerian military from carrying out its lawful constitutional duties.”

The group said although, the cost of security operations of this nature is enormous, it however called for the extension of the exercise of “Operation Python Dance II” by a month more, to enable the military embark on thorough cleansing of the land of criminal gangs.

    September 12, 2017

    Your Excellency,
    President Muhammadu Buhari, GCON,
    Aso Rock Villa,
    Abuja.
    Your Excellency Sir,
An Open Letter To Mr. President on The Detestable Security Threats of IPOB To Southeast Region

    1.     Your Excellency Sir, the Southeast Revival Group (SRG) seizes this unique opportunity to formally welcome you, Mr. President, back to Nigeria from your medical vacation in London. As patriotic citizens of this great country, we owe you a religious and moral duty to continue to beseech Almighty God in prayers to ceaselessly grant you good health and long life to continue to pilot the affairs of our long-suffering nation to prosperity.

    2.     We have no hesitation electing upon ourselves as representatives of our people at the lower rung of leadership, the worthwhile obligation of loudly proclaiming your sterling leadership qualities. Within two years in the life-span of your administration, you have rapidly pushed Nigeria unto the path of economic recovery and prosperity, tackled Boko Haram terrorism and other burgeoning internal insurgencies. Your undaunted anti-corruption campaigns have begun to instill sanity in public governance.

    3.     Your Excellency Sir, however, we wish to draw your attention to a nagging insecurity problem currently threatening the coherence of the Southeast region, with the potential to continue to dubiously snatch away the economic fortunes of the region; cause socio-political dislocation and spark insecurity crisis of regional and national dimension.

    4.     We hasten to confess that the despicable agitations presently mounted by secession groups or separatist movements, domiciled in the Southeast region, in the guise of self-determination has metamorphosed into criminal gangsterism.

    5.     Everyone is aware that the original concept and intention of a Biafran state has been clearly abandoned and instead, replaced with a self-seeking agenda of personal enrichment and exploitation of the people, necessitating the conscious arming to the teeth, bloodthirsty youths, who have besieged the region with assorted weapons and murdered the peacefulness of our region.

    6.     The twin agenda of coercion and bloody criminality now pursued by the separatists movements in the Southeast are most times, executed violently. In addition, they propagate views antithetical to any law or acceptable cultural norm, especially, the posture and postulations of the Indigenous Peoples of Biafra (IPOB) spearheaded by Mazi Nnamdi Kanu.

    7.     Perhaps, the clandestine surveillance of security agencies in the Southeast region may not have sufficiently tracked and intimated you with the whole gamut of the veiled and insidiously satanic operations of IPOB. But undoubtedly, IPOB has marketed it ideology as a clear, present and the likely future vector of the pervasive insecurity in our hitherto peaceful and commercially thriving region.

    8.     Your Excellency Sir, you are aware of the senseless, criminal, unlawful and treasonable operation of a quasi-sovereignty or a state and a government within the sovereignty of Nigeria by IPOB’s informal declaration of a “Republic of Biafra”. IPOB did not pause at this point, but proceeded to the stage of the gradual formation of the organs of government of the so-called republic, inclusive of the “Biafra Secret Service”, (BSS). By its conception, design and intendment, BSS is the militant arm of IPOB, infested with all manner of hardened criminals and deviants. The national security agencies must have intimated you with the other forms of aberrations of IPOB in this direction.

    9.     But our investigations into the activities of BSS have sadly revealed the stark reality that the unregistered and illegal “security” organization is an assemblage of hitherto scattered IPOB’s marksmen in isolated criminal gangs, who are now fused to congregate under a single umbrella. The organization has been empowered by IPOB to launch the subsisting, pervasive and consistently dreadful and alarming threats to security in the Southeast region as currently experienced.

    10.     We are perturbed and indeed, overwhelmed by the persistent violent aggressions and coercive exploits of IPOB, through its arms and militant wing, the BSS. We suspect strongly that since BSS is peopled by outlaws, they are responsible for the spate of assassinations of kinsmen opposed to their fluid and dubious idea of a Biafran state; its members are the masterminds of kidnappings/abductions for ransom; armed robbery; extortion of hapless people at gunpoint and other sundry acts of lawlessness and crimes against the state in Southeastern Nigeria.

    11.    Your Excellency Sir, we have cause to worry over these developments in our nation. This is  because reliable information at our disposal suggests that the proceeds from the unlawful operations of the BSS in crimes around the Southeast region is one of the   prime sources of the funding of IPOB to execute its foreign-backed agenda of destabilization of Nigeria, manifest in the palpable awesome insecurity, chaos and anarchy in the region.

    12.    And in the last few months, it has been observed that IPOB has assumed the monopoly of violence and crimes in the Southeast region. It is also recruiting left-overs of criminal elements in the region into its fold, who are assured about the veiled cover of BSS to hide and audaciously commit heinous crimes against the people, undetected and un-policed, masked with the garments of secessionists struggles in public appeal.

    13.     The heightened crimes and insecurity in the Southeast presently is heavily nourished by these antecedents of IPOB, which may not abate soon, unless the Federal Government of Nigeria take decisive actions against IPOB and its criminal affiliates to secure lives and property in the region.

    14.     Even now, the Southeast region is under siege by these criminal elements, as everything which gives legitimacy to life and existence or dignity is fast crumbling or has already crumbled because of fear of attacks, resulting in death, largely due to the activities of IPOB. The vibrancy of businesses or economic and civic life in the region is on its historic lull, as evident in the frequent sit-at-home orders issued by IPOB leader, which compliance is enforced by members of BSS through intimidation, coercion and brute force.

    15.     And at such instances, resistance by any person most often leads to his untimely death in the hands of IPOB members, much as looting spree goes on unhindered. These have inflicted enough agony and pains on us and it is getting to intolerable limits of endurance.

    16.       But before we end our submissions, may we briefly expand on BSS, the militant wing of IPOB. The recruitment of jobless agile Nigerian youths into the so-called Secret Service of the Biafran “security” organization attracts some fee or outright extortion of money from interested persons. It explains the zeal and mindless quest to recoup spent funds through the wild criminality. IPOB leader has already publicized his intention to prevent voters from performing their legitimate civic duty by participating in the forthcoming governorship elections in Anambra state. It plots to draft the ragtag army of the BSS to frustrate and actualize this threat by hook or by crook.

    17.      Generally therefore Sir, we perceive these acts and dispositions of IPOB as threats from criminal elements against Nigeria’s democracy and the nation-state. And to further fortify their actions and garner public sympathy, IPOB has set up an elaborate media campaign team to blackmail the Federal Government and its security agencies in discharging its onerous lawful responsibilities to the people of Nigeria by protecting lives and property. We fear that failure to checkmate this illegality, the trend may be replicated in other parts of the country, as the next general elections in 2019 approaches.

    18.      We therefore plead with Mr. President never to abandon the Southeast region to these criminal elements who have activated their media infrastructure to blackmail the Nigerian military from carrying out its Constitutionally lawful duties as stipulated by the directives of the Presidency. Although, the cost of security operations of this nature is enormous, but we appeal for the extension of the exercise of “Operation Python Dance II” by a month more, to enable the military embark on thorough cleansing of the land of criminal gangs.

    19.      Please accept our appreciation for your listening ears and kind understanding, Sir.

    Thank You.
