    Southern Kaduna: Reps summon security agencies’ chiefs

    Heads of security agencies in the country have been directed to brief members of the House of Representatives at plenary over the security situation in the country, it emerged yesterday.

    The invitation followed the adoption of a motion on violent terror attacks on the people of Kaura Federal Constituency of Southern Kaduna by unknown gunmen.

    Though the date of the appearance of the security chiefs has not been fixed, the meeting would be held behind closed doors, Speaker Yakubu Dogara said.

    The lawmakers said it was high time security and intelligence agencies take responsibility for the escalation of attacks in conflict-prone areas around the country.

    The lawmakers also urged President Muhammadu Buhari to deal decisively with the masterminds of the attacks, be more proactive in identifying the exact areas of the attacks and carry out a comprehensive security mapping to identify the base of the attackers in order to combat the menace.

    Mover of the motion, Gideon Gwani (APC, Kaduna) noted with grief the violent terror attacks of 6th – 9th January 2017 at Tachirak, Adu and Tsonje villages of Kagoro town in Kaura Federal constituency of Southern Kaduna which led to the death of 13 people.

    He, however, regretted that despite the 24 hours curfew imposed in the area and the presence of men of the Armed Forces and the Police, gunmen continued to attack villages and unleash mayhem, while the security personnel deployed remained in the township.

    Gwani, who recalled the resolution of the House on Wednesday, June 24, 2015, in which the executive was urged to set up a high-powered committee to comprehensively address the incessant killings in Kaduna State and other parts of the country, regretted that it has not been complied with.

    During the debate, lawmakers wondered why it was impossible for security agencies to identify masterminds and perpetrators of crises in Southern Kaduna that began in the early 1980s.

    They said the intelligence community has failed in identifying the perpetrators and preventing the breakout of hostilities as they are more visible running errands rather than performing their primary responsibility of covert gathering information.

    While noting that there have always been reports and recommendations by Committees set up by governments to investigate each attack, the lawmakers regretted that none has been implemented citing Gen Martin Luther Agwai-led Committee that probed one of the crises in Southern Kaduna.

    The lawmakers urged Nigerians to support the All Progressives Congress (APC)-led government to find a lasting solution to the crisis rather than condemn it considering the fact that the Peoples Democratic Party (PDP) government failed to nab the mastermind of the crisis in its 16 years rule.

    The Speaker, Yakubu Dogara assured that the government is not relenting in efforts to find an enduring solution to the Southern Kaduna crisis.

    “I have the opportunity of discussing the issue with Mr President and he assured that steps with a lasting solution are being taken and will soon begin to manifest.

    “It is also our duty to support and monitor those steps and if they are not working, it is our responsibility to also do something about it,” Dogara said.

    While the Federal government was urged to provide relief material to victims of the attack,  Committees on Army, Airforce, Police Affairs, Interior and National Security and Intelligence were mandated to analyse the situation and proffer solutions to the security challenges in the area and report back to the House within four weeks for further legislative action.

    The Leadership, members and supporters of the All Progressives Congress (APC) in the Diaspora on Thursday mourned the death of the party’s leader in South Africa, Festus Ogbeide.

    Speaking to The Nation through a statement, the heavy-hearted party leadership in diaspora maintained that the news of the death of Festus came as an utmost shock and disbelief.

    “The news of the death of our dear brother, compatriot and one of the leaders of our Party, the All progressives Congress (APC) in South Africa Festus Ogbeide, came unexpectedly. This is too much of a shock for us.

    “On behalf of all members and leaders of the All Progressives Congress (APC), in the Diaspora, we mourn the sudden death of our compatriot Festus Ogbeide, of APC South Africa in fatal car crash in South Africa in the early hours of Sunday, 8th January 2017.

    “Festus, how could we possibly even contemplate that you will leave us so suddenly and so violently? Your life was driven by a belief in Nigeria and you were constantly networking, contributing and mobilising to see a democratised, egalitarian and prosperous country.

    “The energy and leadership you brought especially into the 2015 Presidential campaign on behalf of our party’s candidate, President Muhammadu Buhari and governorship candidates in different states are testimonies.

    “No doubt, Nigerian youths have lost a tireless campaigner and an advocate for youth empowerment and positive affirmative political leadership opportunities in Nigeria. You carry the torch of your distinguished Alma Mata, May flower School Ikenne, founded by Tai Solarin with distinction.

    “The outpouring of grief from party members and supporters especially in the Diaspora and numerous youth organisations is a testament to the impact you made in your very productive and memorable, but short sojourn on this side of eternity. All of us in the leadership of APC in various countries outside of Nigeria will miss you very dearly.

    “We commiserate with your wife, children and family for the gaping void your death has brought into their lives. Words fail us to console them. We can only pray that the Almighty God grant them and all who knew you the fortitude to bear the loss, and carry on the crusading torch for democracy and Youth leadership in Nigeria, as you so honourably and courageously carried in your life time.

    FG’ll ensure more Nigerians have access to quality healthcare

    President Muhammadu Buhari has assured that the Federal Government will continue to ensure that more Nigerians have access to quality basic health care services.

    The President gave the assurance while inaugurating the Model Primary Health Care Centre for Universal Health Coverage in Nigeria at Kuchigoro Primary Health Centre (PHC), Abuja, on Tuesday.

    He expressed the hope that the provision of quality health care service would reverse the poor health indices in the country, adding that his administration will fulfil all its promises made to the people.

    “I am hopeful that our women will no more be dying needlessly during childbirth; our children will no more be dying needlessly as a result of vaccine-preventable diseases or common ailment; access to health care will not be limited because of lack of money to pay.

    “I want to assure Nigerians that Government will continue to ensure that great numbers of Nigerians have access to quality basic health care services. Accordingly, the provision in the National Health Act, 2014 for the Basic Health Care Provision Fund is in the process of being implemented.

    “I also assure my fellow countrymen and women that our Administration will fulfil all the promises made to the people.

    “The provision of quality health care service will reverse the poor health indices in the country.’’

    President Buhari maintained that the inauguration of the Health Centre signalled the commencement of revitalization of the first 109 Primary Health Care facilities across the 36 states of the federation and the FCT.

    According to him, the vision of his administration is to revitalise 10,000 Primary Health Care Facilities in Nigeria using a phased approach.

    “Our Administration in recognition of this promised to revitalise one Primary Health Care Centre in each of the political wards in the country.

    “So far, we have commenced the revitalization of one Primary Health Care in each senatorial zone in the country.

    “Our vision is to revitalise 10,000 Primary Health Care Facilities in Nigeria using a phased approach.

    “The first phase of this approach is what we are flagging off today. It will signal the revitalization of the first 109 Primary Health Care facilities across the 36 states and the FCT.

    Kuchigoro Primary Health Care Centre has been renovated as a model primary health care centre where quality health care services will be obtained at little or no cost to the beneficiaries.”

    The President, who commended the Minister of Health and his team for ensuring the flag off of the Health Care Centre, challenged state governors on the need to make revitalization of Primary Health Care Centres a vital part of their agenda.

    He said already the federal government had made available through the Saving One Million Lives Initiative, provided 1.5 million dollars to each state government and FCT to ensure quality health care to women and children.

    The President thanked nation’s development partners especially, the United States Government, the World Bank, the European Union and Department For International Development for supporting the health sector in providing quality health service to Nigerians.

    He also thanked the National Primary Health Care Development Agency, Sterling Bank and General Electric for the renovation and provision of the necessary equipment including an ambulance at Kuchigoro Primary Health Care Centre.

    “We have set up an accountability mechanism to ensure that this Primary Health Care Facility remains functional,” he assured.

    President Buhari called on all stakeholders to ensure that “the facility continues to work optimally by using it and ensuring that the health professionals are delivering quality services.

    “Health Workers should also play their parts in ensuring the sustainability of this model Primary Health Care.

    “I will also want to personally charge health workers to rededicate themselves to their duties.’’

    He said that the government on its part would continue to promote the welfare of all in the health sector.

    In his remarks, the Minister of Health, Prof. Isaac Adewole, announced that his ministry has developed the third National Health Policy under the guidance and support of a former Minister of Health, Prof. Eyitayo Lambo

    He said the ministry also developed Guidelines for the utilisation of the Basic Healthcare Provision Fund to ensure transparency and accountability in the country’s health sector.

    The minister enjoined the private sector to participate in the management and implementation of various health services across the country.

    The Minister of the FCT, Malam Musa Bello, who also spoke at the event, praised the President Muhammadu Buhari administration for giving attention to the welfare of FCT residents in particular, and Nigerians in general.

    The News Agency of Nigeria (NAN) reports that the highlight of the event was the naming of a baby girl after the Wife of the President, Aisha, by the Kuchigoro community.

    Boko Haram: Niger Delta ex-militant leaders hail Buhari

    • Seek presidential intervention on ex-militants’ plight

    Ex-militant leaders from the Niger Delta region, yesterday, described President Muhammadu Buhari as a relentless warrior following his victory over the Boko Haram insurgents.

    Leaders of Second Phase Presidential Amnesty Programme in a joint statement issued in Yenagoa, Bayelsa State capital, commended Buhari for effectively taking over the notorious Sambisa Forest and ending terror regime of Boko Haram in the country.

    The National Chairman of the Second Phase, Mr Sylvester Tambo and the leaders of the group in Bayelsa, Mr Salvation Rufus and Delta State, Mr Muturu Kingsley, insisted that the President’s relentless efforts and consistent approach brought the unholy activities of the terrorist group in the North East to an end.

    But the ex-warlords appealed to Buhari to quickly resolve issues affecting the Niger Delta ex-militants including their arrears of unpaid stipends.

    They, however, blamed the travails of the ex-militants on the alleged refusal of the Minister of Finance, Kemi Adeosun, to release N30bn earmarked for the payment.

    They urged the minister to play a leadership role and encourage the youths from the region by quickly releasing the money for their stipends to complement the peace efforts of the President.

    The ex-militant leaders said: “We are commending President Muhammadu Buhari for his relentless approach in bringing the unholy activities of the Boko Haram to an end in the North East.

    “But we are appealing to the President to prevail on the Minister of Finance to release the N30bn earmarked for the payment of stipends to beneficiaries of the amnesty programme.

    “The inability to release funds to the Amnesty Office by the Finance Minister has greatly hampered effective payment of their salaries by the programme Coordinator, Brigadier Paul Boroh (retd).

    “We are also appealing to the Minister of Finance to play a leadership role and encourage the youths as President Buhari is doing. She should stop discouraging the youths from the Niger Delta region”.

    They noted that the ex-militants needed all their money to enable their children and wards return to school following the resumption of schools across the country.

    “We urge the minister of finance to do the needful by settling all outstanding debts to enable Paul Boroh function properly”, they said.

    The leaders also hinted that a crucial general meeting 125 ex-militant leader representing 6,600 ex-militants captured in the Presidential Amnesty Programme (PAP) would hold at Bomadi, Delta State, on Saturday next week.

    The meeting would discuss knotty issues affecting the Niger Delta region especially the future of the amnesty programme and the region’s search for permanent peace.

    They urged all the leaders to attend the meeting en masse adding that important decisions would be taken at the gathering.

    OPC applauds Buhari for dislodging Boko Haram

    The Oodua People’s Congress (OPC) in Kwara has commended President Muhammadu Buhari and the Nigeria military over their victory against Boko Haram insurgents in Sambisa forest in Borno.
    Mr Maruf Olanrewaju, the Coordinator of OPC made the commendation in an interview with newsmen in Ilorin on Wednesday.
    Olanrewaju said that the Federal Government deserved to be lauded for the destruction of the insurgents base, which he said, signalled their defeat in Borno.
    He said the feat was in line with the electioneering campaign of the president, and urged the military personnel, who he said, made the victory possible,  not to relent in their efforts to finally dislodge the group from the country.
    The OPC leader asserted that the congress would continue to partner with security agencies to ensure that the remnants of Boko Haram did not regroup and infiltrate the society.
    He also called on the public to be very vigilant with those coming in and out of their neighbourhoods in order not to give space to the fleeing insurgents.

    The Chairman of the All Progressives Congress (APC), Scandinavian Chapter, Ayoola Lawal, on Wednesday commended the President Muhammadu Buhari-led for the victory of the Nigerian Military in capturing the dreaded Samibisa forest in the far North-Eastern State of Borno.
    “I commend Mr President for his courage and political will of delivering on his electoral promise of defeating the deadly terrorist group and make Nigeria safe again for the citizens and foreigners.”
    The APC Scandinavia Chief went on to state that the success of Sambisa operations is a pointer that authentic leadership matters and the people can achieve anything if they set their minds to it and are ready to pay the ultimate sacrifice.
    “I also commend the efforts of the Army service chiefs, security operatives, our brave armed men and women for the ultimate sacrifice of making our country safe and habitable again.
    “Now that the Sambisa operations, which is both intelligence- driven and as well tactical military onslaughts as dislodged the terrorist and they are now fleeing, I implore Nigerians to be very wary of the fleeing insurgents who will definitely use any means including disguising to escape.
    “I call on the civilian citizens to continue to play their part by reporting to the appropriate authorities if they notice anything strange activities within their environments.
    “I hope that the capturing of the key leaders of deadly groups will lead to the rescue of the remaining Chibok girls that were abducted a few years ago.
    “As Boko Haram insurgency is now becoming a thing of the past in the annal of Nigeria, my heart and prayers go to the families of all our fallen heroes and heroines in this ultimate sacrifice in keeping our lives and territory safe. May their souls continue to rest in peace and God continues to grant the families the fortitude to bear the loss.
    “It is a clarion call on Mr President and the appropriate authorities to have an understanding in granting amnesty to the so-called mutiny soldiers, treat them with dignity and respect and give them the best support to see meaning in serving one´s country again.
    “The families of our fallen heroes and heroines in this ultimate operations right from the inception till the end of the operations should not be neglected but be well-taken care of,” he said.

    I did not snub South-East Summit – Buhari

    The presidency says President Muhammadu Buhari did not snub organisers of the recent South-East Economic and Security Summit held in Enugu.

    In a statement, Malam Garba Shehu, the President’s Senior Special Assistant on Media and Publicity, said in Abuja on Friday that the President did not, and he absolutely had no reason to snub anyone.

    Garba said the President was presented with a request to attend the Economic and Security Summit by the Minister of Science and Technology, Dr Ogbonnaya Onu.

    “The President happily accepted. The visit to Enugu was scheduled for Dec. 22 as can be found in the weekly programme.

    “After this was done, some other stakeholders from the South-East came and advised him not go in view of the closeness of the date to Christmas:

    “That given the sensitivity of the period to the people, a presidential visit may come with overexertion and possibly be disruptive of Christmas.

    “In view of this, President Buhari requested that the event is pushed forward to January 2017. Given his nature, he did not insist.

    “He said if the change of date was not possible, then the event could go on without him. That was what the organisers chose to do.

    “The President did not, and he absolutely has no reason to snub anyone.’’

    ECOWAS lauded over adoption of Single Biometric Identity Card

    Member countries of the ECOWAS have been commended by President Muhammadu Buhari for adopting single biometric identity card meant to facilitate free movement of persons within the sub-region.

    The president gave the commendation at the ongoing 50th Ordinary Session of the Authority and Heads of State and Government of ECOWAS, in Abuja on Saturday.

    He expressed optimism that the single biometric identity card would also facilitate the establishment of a single currency in the sub-region.

    Buhari noted that considerable progress had also been made in the areas of industrial policy, mineral exploitation, agriculture, environment, infrastructure, telecommunications and energy.

    “The adoption of a single biometric identity card is also commendable and will facilitate the establishment of a single currency while engendering Free Movement of Persons.

    “Considerable progress has also been made in the areas of industrial policy, mineral exploitation, agriculture, environment, infrastructure, telecommunications and energy.

    “We also have in place a coordinated capacity to respond to the threat or outbreak of pandemics through the Regional Centre for Disease Control and Surveillance, which is now domiciled in Nigeria.”

    On climate change, the president stressed the need for collective efforts by leaders in the sub-region to confront climate change.

    According to him, the negative consequences of Climate Change, including the drying up of water bodies are real in the region.

    Another adverse effect of globalisation, which we need to confront collectively, is Climate Change which is affecting our countries in many ways such as desertification, erosion, the rise in sea level and flooding.

    “This situation is further worsened by the near absence of response and adaptive capacities in our countries.

    “The negative consequences of Climate Change, including the drying up of water bodies are real in the region.

    “For example, Lake Chad, which was once one of Africa’s largest water reservoirs, has over the years shrank to less than 10 percent of its original size, drastically affecting livelihoods of millions of people living in the Basin.

    “This has resulted in environmental degradation, poverty, underdevelopment and displacement of peoples.

    He, therefore, stressed the need for a regional coordination framework that to reduce the impact of Climate Change in the sub-region, saying that authorities in the region must embrace long-term measures to develop low carbon and climate resilient development initiatives.

    The president emphasised that the Commission’s Department and relevant Institutions responsible for environmental affairs should be strengthened to enable them to combat the effects of Climate Change in the region.

    He said: “Development Partners can also play crucial roles in the fight against Climate Change.

    “Consequently, we must seek closer cooperation with the Development Partners in long-term solutions to combat this phenomenon.”

    Buhari also remarked that since the launch of the ECOWAS Vision 2020 to transform ECOWAS from “ECOWAS of States to ECOWAS of peoples, our Community has accomplished remarkable progress in achieving Community objectives for a stable and prosperous West Africa.”

    According to him, foremost amongst these achievements is the management of conflicts and the maintenance of peace, stability and security in the region.

    He said that peace and security were the necessary ingredients for development “as one could not exist without the other.

    “We have substantially enhanced our capacity for dealing with conflict as amply demonstrated in the quick intervention of the Community to douse tension and restore peace in Mali, Guinea-Bissau and Burkina Faso.

    “The efforts of the Multi-National Joint Task Force, in combating terrorism in Nigeria and in the neighbouring countries, have significantly degraded the capacity of Boko Haram in the region.

    “Even though sporadic attacks on soft targets have been recorded in the past few weeks, just as we have sustained the military pressure on the terrorists.

    “We have every right to feel proud of these achievements which have moved us to the realisation of the objectives for which ECOWAS was established, namely the promotion of peace, security and economic integration.”

    He, however, called on the regional leaders to pay greater attention to conflict prevention mechanisms in the region to sustain these gains and manage conflicts more effectively, saying that “prevention is cheaper in every respect”.

    He also urged them to devote more resources to Early Warning Mechanisms in order to develop an effective Conflict Prevention Strategy.

    “We also need a stronger political will for Peace -Keeping Operations in our sub-region as we have done in the past,” the president said.

    President Buhari celebrates birthday

    President Muhammadu Buhari on Saturday marked his 74th birthday anniversary with a special birthday parade and inspection of the Guard of Honour mounted by the Nigerian Army.

    The News Agency of Nigeria (NAN) reports that the low-key event, which took place at the forecourt of the Presidential Villa, Abuja, witnessed the Inspection of Guard by the president.

    The Guard Brigade, headed by the Commander, Brigade of Guards, Brig.-Gen. Musa Yusuf also performed a Special Birthday Silent Drills, accompanied by special military birthday song in honour of the president.

    President Buhari also cut a birthday cake and released 74 pigeons from a cage as part of the activities marking the anniversary.

    NAN reported that President Buhari also signed birthday anniversary register where he wrote: “I am impressed with the special drills presented by the Guard Brigade.’’

    NAN further reported that service chiefs, Inspector General of Police, Ibrahim Idris; some ministers, including Lai Mohammed and Muhammad Bello of the FCT; Chief of Staff to the President, Malam Abba Kyari; Presidential spokesmen, Mr Femi Adesina and Malam Garba Shehu attended the event.

    The Chief of Defence Staff, Gabriel Olonishakin, who briefly spoke with State House correspondents, congratulated the president on his 74th anniversary.

    He said: “We are celebrating the birthday of the President and we wish him well and good health.
    “We wish him all the goodness of God as he pilots the affairs of our nation to greater heights.’’

    The Chief of Army Staff, Tukur Buratai, who also spoke to the correspondents, described President Buhari as “a great man and we are very pleased with his accomplishments over the years.

    “He is a good leader”.

    President Muhammadu Buhari has commended the leadership of the Nigerian military for the intellectual transformation of the officer corps.

    The president made the commendation at the decoration of two senior officers, including his Aide-De-Camp (ADC), at the State House, Abuja, on Wednesday.

    The newly-promoted officers include Air Vice Marshal Sadiq Kaita, the Commander of the Presidential Air Fleet (PAF), and Col. Mohammed Abubakar, the president’s Aide-De-Camp (ADC).

    Buhari expressed happiness with the dazzling array of university degrees they had acquired, saying “modern armies require superiority of intellect and imagination to achieve victory in warfare”.

    He, however, urged all officers to ensure the translation of academic achievements to performance in the field and other places of assignment.

    “I am happy with the intellectual approach of the military.

    “In our time, there was no time for academic pursuit. It was all about war, coups and counter-coups,” he noted.

    Buhari said in times of peace and stability, military officers should use such opportunity to pursue their intellectual transformation which should go side-by-side with hardware transformation of modern armies.

    He urged officers to read History, irrespective of their academic backgrounds, describing it as an important pre-requisite for strategic learning and success in the military.

    According to the president, the good quality of the officer corps of the Nigerian Military calls for good performance.

    Buhari congratulated both officers on their various achievements in their services and charged them to always be mindful of the welfare of those placed under their command.

    Both Kaita and Abubakar have prior to their current assignments served the country in peace-keeping missions abroad and are married with families.
