    Buhari, Saraki meet third time in Aso Rock

    President Muhammadu Buhari on Friday met for the third time within one week with the Senate President, Bukola Saraki, at the Presidential Villa, Abuja.

    They met first last week Friday while the second meeting was on Wednesday after the President met with members of the South East Caucus in the Senate led by the Deputy Senate President, Ike Ekweremadu, and Eyinnaya Abaribe.

    The third meeting on Friday was held after the Jumaat prayer in the President’s office.

    Just like Wednesday’s meeting, this Friday’s meeting was termed private as State House correspondents were not allowed to cover the meeting.

    The Senate had recently rejected Buhari’s approval request for $29.9 billion loan.

    It also described the 2017 to 2019 Medium Term Expenditure Framework (MTEF) forwarded by President Buhari for approval as “empty.”

    The MTEF is yet to be approved by the Senate.

    The Senate President, at the end of last week Friday’s meeting, had told State House correspondents that the issue of the $29.9 billion loan was work in progress.

    Bukola during the encounter also warned Nigerians not to politicise the issue of the loan request.

    Minister faults Southwest governors on call for true federalism

    The Minister of Communications, Barr. Adebayo Shittu, Friday faulted calls for true federalism by top Nigerian politicians, saying many of them do not understand what the concept entails.

    Shittu criticized true federalism crusaders, particularly governors in Southwest Nigeria, accusing them of failing to uphold the tenets of the concept by refusing to conduct local government elections.

    The minister said this while presenting a lecture on the occasion of the 40th anniversary of the Department of Psychology, University of Ibadan.

    According to him, “A lot of people from the Southwest especially the state governments have been making repeated calls for true federalism. But, it is always a problem to define what true federalism means.

    “Among the state governors making the call for true federalism are those who have not conducted local government elections. They have refused to conduct the election that would make them autonomous. They have always been appointing caretaker chairmen for the councils.”

    Speaking on the topic: “Psychology and the Change Agenda” Shittu said: “A lot of times, most of the resources of the local governments are controlled by these state governments. What examples are they giving? They should first provide good examples in their various states before clamouring for true federalism.”

    While commending the anti-corruption stance of President Muhammadu Buhari, the minister explained that “change is important to leaders of governments, communities, corporations and nations around the world. In Nigeria, the change mantra of the administration of President Buhari is now widely known within and outside Nigeria. The change is expected to cover all spheres to cover all spheres of life.”

    In his welcome address, the Head of the department, Prof. Benjamin Ehigie, listed several achievements of the department, particularly in the last 10 years.

    His words: “For the decade that has just passed, the department has recorded lots of achievements. Apart from those already mentioned, the department has produced 11 first class graduates, the 2015 winner of “Most Beautiful Girl in Nigeria” pageant, Miss Unoaku Temitope Anyadike and many others.

    Buhari hails Pope Francis for contribution to global peace

    President Muhammadu Buhari on Thursday commended the contribution of Pope Francis and the Holy See to global peace.

    He described the contribution as “active and relentless.”

    The President spoke while receiving Archbishop Augustine Kasujja, Apostolic Nuncio (Ambassador of the Holy See) in a farewell visit at State House, Abuja.

    He said that the effort of the Pope for peace, especially in Syria, is inspiring and impressive.

    In a statement by the Special Adviser on Media and Publicity, Femi Adesina, Buhari said: “Please convey our gratitude to the Pope. We thank the Vatican for supporting Nigeria’s efforts. You have spent over six years here. We hope you will keep in touch,”

    Archbishop Kasujja extolled what he called “the courage of Nigerians,” especially as exhibited by the unbowed heads of people in the North-east, despite the devastation visited on them by years of insurgency.

    He said that he visited all parts of the country during his almost seven years’ stay.

    “If you permit me, I will love to be an ambassador of Nigeria wherever I go,” he declared.

    The Apostolic Nuncio said he found Nigeria fascinating, and his tour of duty quite fulfilling and rewarding.

    Senate rejects FIRS budget over alleged duplications of figures

    The Senate Thursday stepped down the 2016 budget of the Federal Inland Revenue Service (FIRS) over alleged shoddy preparation of the financial document.

    The upper chamber threw out the report of its Committee on Finance which considered the FIRS budget due to what it described as “the poor preparation of the document.”

    This is coming about four months after President Muhammadu Buhari submitted the 2016 budget of the tax collection agency to the Senate.

    The upper chamber referred the budget to its Committee on Finance for further legislative action on 25th of July, 2016.

    The Senate came hard on its Finance Committee for accommodating what it described as “glaring duplications in the budget estimates.”

    The lawmakers were categorical on their blame that the Finance Committee in its consideration of the N146, 165,108, 293 billion budget proposals of FIRS failed to scrutinize subheads of the proposals.

    The Senate also agreed that the report submitted for consideration supported the Committee’s position that more oversight of the budget was necessary.

    Some Senators expressed concern that the FIRS budget estimates were “poorly compiled and incomplete.”

    They insisted that “the days where a partially prepared budget is sent to the Senate are over.”

    Some said the refusal to pass the budget should be “a strong signal to the Ministries, Departments and Agencies (MDAs) that there will be no more business as usual in the budget process as the Senate awaited the arrival of the 2017 federal budget.”

    The lawmakers also frowned at what they called “ambiguous figures and questionable inclusion of capital projects” in the budget

    Some of the proposals in the budget included: Office materials and supplies -440,000,000;

    Library books and periodicals – 68,000,000; Computer materials and supplies- 530,000,000;

    Printing of non-security documents – 1,900,000,000; Printing of security documents- 250,000,000; Maintenance of office furniture and equipment- 90,000,000; Maintenance of building office- 300,000,000; Maintenance of office equipments – 266,000,000; Maintenance of computers and IT equipments- 120,000,000; Maintenance of plants/generators- 170,000,000;

    Cleaning and fumigation services -750,000,000; Office rent- 885,000,000; Security vote- 250,000,000; Legal services- 500,000,000; Motor vehicle fuel cost – 700,000,000; Generator fuel cost – 750,000,000; Refreshment and meals- 586,000,000; Hire of hall, accommodation and events- 350,000,000; Honorarium and sitting allowance payments- 150,000,000; Publicity, advert and taxpayers education- 2,000,000,000; Medical expenditure- 700,000,000; Postages and courier services- 244,000,000; Welfare packages- 681,000,000; Tax audit investigation and monitoring- 2,500,000,000; and Tax investigation- 500,000,000.

    Other estimates are Purchase of vehicles- 2,300,000,000; Purchase of furniture and equipment-general-5,180,000,000; Acquisition of land and building- 5,586,300,000; Construction of offices- new projects-300,000,000; Rehabilitation/Repairs- 4,028,000,000; Rehabilitation/Repair of offices- new projects- 415,000,000; Other infrastructure- ICT New projects- 555,000,000;

    Other infrastructure-ongoing projects- 2,026,000,000; FIRS corporate headquarters- 10,000,000,000

    The Senators described some of the proposals as “curious” and wondered why the Finance Committee simply lifted the figures contained in the submission of FIRS into its report for the consideration of the Senate.

    The upper chamber asked the Senator John Enoh led Finance Committee to reflect observations made by Senators in the report and report back to Senate in plenary within one week.

    The explanation of Senator Enoh about the rationale behind the approval of some capital projects in the budget did not go down well with majority of the lawmakers.

    Deputy Senate Leader, Senator Bala Na’Allah, who stood in for the Senate Leader, Mohammed Ali Ndume, promptly moved that the report be stepped down to give the committee time to correct the lapses.

    Senate President, Abubakar Bukola Saraki, who summed contributions of Senators, noted the late submission of budgets of government departments and agencies, especially revenue generating agencies.

    Saraki noted that going forward, budgets of special agencies not included in the annual budget, must be submitted not later than the first quarter of the year.

    He said, “I will partly blame these things on the late submission of budgets. This practice where government agencies send their budgets late to the National Assembly and expect them to be passed immediately will not be tolerated.

    “They must submit their budgets early so that we can have enough time to work on their proposals.

    “If we do that, these issues we have here will not arise. The relevant committees should take note of that and ensure that the right thing is done.”

    Saraki ruled that the report be returned to Senator Enoh’s committee to rework.

    The Senate also failed to pass the Nigerian Sovereign Wealth Authority Act, 2011 Amendment Bill 2016.

    Like the FIRS report, the report of the amendment bill was also presented by Senator Enoh-led Finance committee.

    The lawmakers fingered constitutional conflicts for their inability to pass the bill.

    Deputy Senate President, Senator Ike Ekweremadu observed that it will be illegal to pass the amendment bill without first amending the constitution which stipulated how monies accruable to the Federation Account should be shared among the three tiers of government.

    The consideration of the report was subsequently suspended pending when the National Assembly will conclude its ongoing constitution review exercise.

    The constitution review is expected to address the conflicts observed in the report.

    Apart from the FIRS budget rejection, the Senate returned the 2017 to 2019 Medium-Term Expenditure Framework (MTEF) to the Presidency and turned down the bid by President Muhammadu Buhari to borrow $29.96 billion due to lack of supporting documentation and details of where the expenditures are to be allocated.

    It is the thinking of some observers that the failure to submit supporting documentation for examination has held up the 2017 budget process.

    The leadership of the Senate has long stated that they had hoped to resolve most outstanding issues of disagreement well ahead of receiving the 2017 budget.

    Members of the All Progressive Congress (APC) in Brazil has suggested that the only alternative and relief for Nigeria economic recession and over dependence in oil is to emulate the success story of Brazil by embarking on Agribusiness venture.

    The APC Chairman, Brazil, Chief Chukwudi Kenneth Modilim  in his opening remarks during an Agribusiness Summit powered by the party in Brazil, in collaboration with Brazil Nigeria Business Consortium (BNBC) said the present economic recession has a new horizon of solution.

    The  Business summit which took place  in one of  the largest commercial city of Brazil São Paulo, attracted cream of Nigerian professionals, students, industrialists and their Brazilian counterparts.

    Chief Modilim, a prominent businessman, called on President Muhammadu Buhari’s economic team to appropriate the advanced solutions and researches of the Brazilian Agribusiness policy makers, and Agro agencies to its agribusiness men and women.

    He said: “I want to inform you that these solutions assisted in cushioning the Brazilian’s economy from the hazardous effects of 2009-2013 world economic crises. And it has consequently salvaged the Brazilian economy from total collapse during its 2014-2016 political instability which resulted from their petroleum parastatal,( PETROBRAS, scandal)”.

    The President, Brazil Nigeria Business Consortium (BNBC) Mr. Innocent Ebere Ukanyirioha, said BNBC collaborated with this event and other events hosted by eminent Nigerians in Brazil, because of how much important they attach to Nigeria economic development

    He said irrespective of individual, political inclination, political party affiliation and diversity of Nigerians living in Brazil, yet they came together to contribute and participate, adding that the project Nigeria is bigger than any political or sectional interest.

    “We solicit the collaborative assistance of the present administration and the private sector, towards beaming their searchlight In the agribusiness direction of this part of the globe. And with the framework and expertise of the APC, and BNBC we believe, a take-off ground is already in motion.”

    The Spokesman of APC, Brazil Chapter, Hon. Ike Barry Egbujie, who enumerated the extensive impact of agribusiness on the Brazilian economy, said Nigerian will come out strong from the recession if the Nigeria leaders can emulate from the story of others.

    He pointed out the statistical revenue generated by agro products compared to oil, in Brazil, which is an index that an economy can successfully thrive on agribusiness, which  he said has generated over 60 percent of Brazil export earnings.

    Those in attendance include renowned experts in Agribusiness policy makers, Brazilian agribusiness agencies, the Consul General of the Federal Republic of Nigeria in São Paulo- His Excellency Muntari Abdu Kaita, the Namibian Consul General in Sao Paulo, His Excellency Thomas Bloch,

    Buhari gets a goat’s gift from Edo

    President Muhammadu Buhari during his two-day visit to Edo State met an elderly lady, Lady Egbon Grace, in Benin city, who gave him something unique, a goat.

    The Lady, according to a source who does not want his name in prints, is a supporter of the All Progressives Congress (APC) registered in Ward 7, Oredo Local Government Area of Edo.

    The source said that the Lady had longed to meet the President to show her admiration for “his selfless lifestyle and passion to liberate the masses”.

    The Lady, however got the opportunity on Monday, November 7, 2016 when the President was scheduled to commission the ultra-modern Samuel Ogbemudia College in Benin City, during his two-day working visit to the state.

    Against all odds, the source said that the Lady came all the way with her surprise gift to Mr President which she had kept in waiting for the special occasion.

    He said: “She tore through the thick crowd, making her way straight to the President who at the time had finished the official engagement and was heading for his waiting car.

    “Many in the crowd got emotional seeing the elderly lady pull through the crowd with the goat, determined to make a presentation to the President,” he said.

    Governor Adams Oshiomhole, who was said to have noticed the security cordon between the lady and the President, rescued the situation when he alighted from the President’s convoy to receive the goat on behalf of the President.

    The source said that the Lady then had an opportunity to interact briefly with President Buhari and the Governor.

    That interaction alone, the source said, made the Lady’s dream come true.

    She thanked the President for accepting the gift which was handed over to protocol officials.

    President Muhammadu Buhari on Wednesday met for the second time within one week with the Senate President, Bukola Saraki, at the Presidential Villa, Abuja.

    They met first last Friday after the Senate on Tuesday rejected Buhari’s approval request for $29.9 billion loan.

    The Senate, the following Thursday also rejected Buhari’s request for approval for the 2017 to 2019 Medium Term Expenditure Framework (MTEF).

    It described the MTEF as “empty.”

    Saraki arrived Aso Rock Villa for the meeting on Wednesday few minutes past 3pm when the President was meeting with members of the South East Caucus in the Senate led by the Deputy Senate President, Ike Ekweremadu, and Eyinnaya Abaribe.

    Saraki, unlike Friday, was accompanied by the Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang.

    After Ekweremadu and his delegation left, Saraki joined Buhari to pray in the Villa mosque before returning together to the office for their meeting, just like it happened last Friday.

    The meeting was termed private as State House correspondents were not allowed to cover the meeting on Wednesday.

    Senate to summon Ngige over unemployment rate

    The Senate on Tuesday resolved to invite the Minister of Labour and Employment to provide insight into government’s roadmap towards tackling unemployment in the country.

    This followed a motion by Sen. Duro Faseyi (PDP-Ekiti), who called on the President Muhammadu Buhari to declare a state of emergency on unemployment with a view to confront the challenge “frontally and radically”.

    “The economic recession which has hit the country would integrally multiply the level of unemployment in the country as more companies have started considering downsizing in order to cut cost and optimise profit,” he said.

    Faseyi lamented that the unemployment figure in the country had created social tension and crisis in the society, which was evident in cases of kidnapping and insurgency.

    He advised that urgent and results-oriented steps should be taken to tackle the “unpalatable unemployment” situation in the country.

    Supporting the motion, Sen. Sabi Abdullahi (APC-Niger) said that the time was ripe for the National Assembly to proffer solution to unemployment in the country.

    “There is no better time than now, especially as we are moving towards next year’s budget proposal.

    “The policy intent of government with respect to unemployment is not unambiguous because government has accepted that the unemployment rate is something to worry about,” Abdullahi said.

    He said that what was worrisome was the issue of translating policy intent into programmes and actions that would address the issue of unemployment.

    “The Committee on Labour and Employment was on oversight just last week.

    “It was revealed that the National Directorate for Employment has very innovative programmes that cut across various sectors in various locations across the federation.

    “In the budget of N1.8 billion, as at November, they were only given N74 million, yet it is expected that from the programmes they have, they are expected to train youths and various interest groups.

    “This would enable the youths to begin to do something by way of employing themselves or even creating small and micro enterprises where they can employ one or two persons,” he said.

    The lawmaker urged members of the senate to find a yardstick in determining how much the Ministry of Labour and Employment would receive to tackle unemployment. (NAN)

    After debate on the motion, the lawmakers adopted it with a resolution to invite Labour Minister for some explanation.

    The Deputy President of the Senate, Ike Ekweremadu, who presided at the plenary, directed the Clerk of the Senate to invite the minister.

    Delta: Militants attack same facility twice in six days

    The Trans-Forcados Export trunk line in the Batan fields, Warri South-West council area of Delta state, has been attacked again, less than one week after a similar incident.

    Tuesday’s attack was however a failed attempt as the explosive planted on the trunk-line, which was believed to be the main target of the operation, failed to go off. The explosive planted on a barge within the area went off, creating a loud explosion.

    The Nigerian Petroleum Development Company (NPDC) -operated oil facility was earlier attacked last week Wednesday, November 2, few hours after leaders and other stakeholders of the oil-rich Niger Delta region met with President Muhammadu Buhari, to discuss ways to peace and development of the region.

    However, the attack in the early hours of yesterday, which was yet to be claimed by any group or individual as at the time of filing this report, reportedly occurred at about 1 am and almost claimed the lives of the community surveillance team, which was detailed to watch over the facilities.

    According to the chairman of Batan Community, Dickson Ogugu, the invaders of the facility, on getting to the site of the facility, opened fire on the community surveillance team, chasing them out of the area before settling down to plant explosives on a couple of facilities in the area.

    “The line which was undergoing repair after the previous attack on November 2 was billed for commissioning either today or tomorrow. Though the surveillance team narrowly escaped the attack after they were shot at, the hoodlums after chasing them from the spot came down from their speedboats, planted dynamites on swamp boogie, barge, crane and on the line.

    “Unfortunately, the dynamite on the barge exploded and immediately sank into the water. As I speak to you, the military are at the scene of the incident trying to dismantle the other dynamites”, Ogugu said.

    Also confirming the incident, a security source said “we heard the shots in the middle of the night, but as you know, we do not patrol the area at night, so there was nothing we could do”.

    Efforts to get an official confirmation and details on the development were yet unfruitful as at the time of filing this report.

    While both the Commander of the Nigerian Navy Ship (NNS) Delta, Commodore Joseph Dzunve, and the Commander of the Sector 1, Joint Task Force (JTF), Operation Delta Safe (ODS), Colonel Alhassan Grema, were unreachable through their mobile telephones yesterday, the spokesman of the ODS, Lieutenant Colonel Olaolu Daudu, requested for one hour to get back.

    When called back after an hour, the ODS spokesman could not be reached.

    Buhari begins two-day visit to Edo

    President Muhammadu Buhari on Monday arrived Benin airport to begin a two-day working visist to Edo.

    The News Agency of Nigeria (NAN) reports that Buhari, who arrived at about 10;43a.m aboard Air Force flight 5N-FGW, was received by Governor Adams Oshiomhole.

    He inspected a guard of honour mounted by military personnel before he proceeded to the palace of the Oba of Benin, Oba Ewuare N’gidigan II, on a courtesy visit.

    NAN reports that some of the diginatries at the airport included Chief John Oyegun, the APC National Chairman, Minister of Transport, Rotimi Amaechi, Mr Godwin Obaseki, the state governor-elect, service commanders, lawmakers, and other party leaders.
