    Terrorism: I will keep my oath at all cost-Buhari vows

     President Muhammadu Buhari on Wednesday vowed to keep his promise of protecting Nigerians and securing its territory against the menace of Boko Haram terrorism and other violent extremists in the country.

    The President made this vow when he launched the revised National Counter Terrorism Strategy (NACTEST) developed by the Office of the National Security Adviser (ONSA) in Abuja.  The President who was represented by the Vice President, Prof. Yemi Osinbajo decried the activities of Boko Haram militants describing it as “Mindless killing of children and innocent.”

    President Buhari said: “The government is determined to ensure that the safety of every single Nigerian is a priority this is why I have repeatedly ordered our law enforcement agents to ensure that perpetrators of violent acts are arrested and made to face the law. The activities of armed herdsmen and host farmers, kidnapper, criminal militants threaten our peace and security and the sanctity of our nation.

    “We will not allow anyone, under any guise, whether it is politics, culture or religion to violate life or property of another citizen. This is the oath to which I swore and I will uphold it at all cost.”

    The President said terrorism is not static and Nigeria’s response must therefore be dynamic and versatile. He described the review of the National Counter Terrorism strategy as fit for purpose and adequately responds to the current and imminent and future challenges.

     The first edition of the NACTEST was launched in 2014 at the peak of counter terrorism campaign in the Northeast. The revised edition has taken into detailed consideration the implementation of a citizen centred counter terrorism strategy. It has also corrected some of the deficiencies in the implementation putting more responsibility on the Ministries, Departments and Agencies (MDAs).

    In a very sober mood, the President went down memory lane to describe how he joined the Nigerian Army and how the creed of brotherhood propelled the early officers into sacrificing for the security of Nigeria.

    “I joined the army early in life and I spent all my professional life in the armed forces of Nigeria, I and so many others were trained to accept, believe and prepared to die for the security and safety of the country and to protect the territorial integrity of Nigeria.

    “And indeed many of my colleagues gave their lives defending this nation and its great people, we came from every nook and cranny of Nigeria, there were Muslims, Christians and atheists in our number. It doesn’t matter where you were from or how you worship, we were just Nigerian soldiers committed to ourselves and to our nation.  We were completely convinced by the word s of our old national anthem that though tribe and tongue may differ in brotherhood we stand.”

    The President said the reckless campaign of Boko Haram insurgents in the last few years was meant to  terrorize and produce maximum fear which unfortunately was strengthened by the “disgraceful greed of some in government and in high office in the armed forces at the time.”

     In justifying the review of the NACTEST, the president said  even though the capacity of Boko Haram has been fatally depleted, their activities lingers through several channels by which they continue to recruit young and impressionable people.

    “This is why a robust and  dynamic counter terrorism strategy is crucial in the  fight against terror and must be constantly reviewed  to be relevant to  contemporary challenges.

    “Today we are gathered to launch the revised counter terrorism strategy, that it is a revised strategy underscores the fact that we recognize that terrorism is not static and  our response must be dynamic and versatile, this strategy is fit for purpose and adequately responds to the current and imminent  and future challenges.

     “There must be the understanding  that the war against terrorism is a most unconventional one, the enemy is essentially an insane nuisance, does not  obey any rule of warfare, kills the defend less  including prisoners, use children as human shield and considered the killing of anyone as victory.”

     He advocated a new strategy which is aimed at winning the “battle of the mind”. “As we think through our strategy, we must not only win the physical battle, we must win the battle of the mind,  even as the most impressionable among them will sign up to join Boko Haram and other extremist groups.

    “We must understand that terrorist is essentially a psychological warfare and  as such a psychological and sophisticated response is necessary. Through the leadership of our faith we must educate them and they must know neither Islam nor any other religion endorses the slaughter of any and the shout of God is great even when they do not know the meaning of these words.”

     On the plight of the Internally Displaced People (IDPs) in the Northeast, the President  announced that a new Inter-Ministerial committee which will be headed by the Vice President  will review the situation in a bid to find a solution.

    While commending the ONSA , the President urged the MDAs to adhere to their respective roles as stipulated in the strategy.

    The National Security Adviser (NSA), Major General Babagana Mohammed Monguno (Rtd), said the review of the NACTEST was a directive from the President which mandated the Office of the National Security Adviser (ONSA) to begin immediate implementation of the strategy throughout the country.

    He said the ONSA is empowered by Section 2, sub-section 1 (a)-(d) of the Terrorism Prevention Act, to coordinate all security and law enforcement agencies in counter-terrorism and provide them with support to prevent and combat terrorism, ensure the effective formulation and implementation of a counter terrorism strategy, build capacity and do such other acts or things that are necessary for the effective functions of the relevant security and law enforcement agencies.

    In the revised edition of the NACTEST, there is an effective collaboration with other MDAs with the establishment of a Counter Terrorism desk which will oversee all counter terrorism activities in the agency.

    The new NACTEST is organized around five streams namely; Forestall, Secure, Identify, Prepare and Implement with key objectives and success indicators.  A new benchmark for the evaluation of the implementation of NACTEST has also been reviewed to include salient areas like the Nigeria Countering Violent Extremist program (Soft Approach to CT) and the Strategic Communication program.

     The revised NACTEST has also been interpreted into the three main Nigerian languages and a training of officials on its implementation of from the state and local government will commence immediately.

    According to the coordinator, Counter Terrorism Centre (CTC) in the ONSA, Commodore Yem Musa, said the NACTEST is to implement citizen-centered counter terrorism strategy. “The aim of NACTEST is to reduce the risk of the country and its interests abroad from terrorism and ensure that people can go about their lives unhindered.

    “With the increasing role of the family, communities, religious environment, in engendering social cohesion and offering positive alternatives, the need to include some MDAs and address some oversights in the first edition has become pertinent.

    “Consequent upon this, the NACTEST is revised according to Presidential directives and the bi-annual stipulation to address the observed deficiencies,” he said.

     Commodore Musa said the successful delivery of NACTEST depends on partnership among all tiers of Government; the public, private sector and Non-Governmental Organizations (NGOs).

    “A lot also depends on efforts of well – meaning Nigerians, non-governmental organizations, members of communities and support from foreign governments and organizations,” Musa said.

    The ONSA has also developed National Terrorism Threat Levels which is  meant to guide government agencies on measures to be taken on receipt of information on a likely terrorist attack.

    The threat alert which is in five levels  are: Critical (Red) – Attack is imminent; Severe (Orange) – Attack is highly likely; Substantial (Yellow) – Attack is a strong possibility; Moderate (Blue) – Attack is possible but not likely; Low (Green) – Attack is unlikely.

     Also the authority to issue appropriate threat levels  will lie with the ONSA.  According to Musa, the NSA will issue appropriate threat levels based on the threat analysis and risk assessment by the Joint Terrorism Analysis Branch (JTAB) whose work is dependent on inputs from relevant intelligence gathering and security agencies.

    President Muhammadu Buhari has felicitated with the Sultan of Sokoto, Muhammadu Sa’ad Abubakar III, on his 60th birthday, Wednesday August 24th, 2016.

    Buhari, in a statement by the Special Adviser on Media and Publicity, Femi Adesina, joined the people and government of Sokoto State, the Muslim community and family members of the Sultan in celebrating the unique anniversary.

    As the head of Jama’atu Nasril Islam (JNI) and President-General of the Nigerian Supreme Council for Islamic Affairs (NSCIA), the President affirmed that the Sultan has demonstrated uncommon leadership style, patriotism and wisdom in his consistent advocacy for security, peace and unity of Nigeria.

    Buhari believed that the wise counsels and support of the royal father on issues of good governance, girl-child education, infant and child mortality, and agriculture has greatly enriched his administration’s efforts to improve the livelihood of Nigerians.

    The President prayed that the almighty Allah will grant the Sultan good health and long life to continue in the service of humanity.

    Activist urges Buhari to reject Boko Haram swap

    A United Kingdom based Nigerian activist, Philip Agbese has urged President Muhammadu Buhari not to accept the call to swap Boko Haram prisoners with the Chibok girls, saying such move will put the country in grave security risk.

    Agbese in a letter to the President described the offer of the prisoners swap as a “poisoned chalice”. He said it is best imagined what the realease of 1000 Boko Haram detainees will do to the current security situation in the country.

    It would be recalled that the Bring Back Our Girls Group (BBOG) say they are planning a protest to pressure government into trading the girls as demanded by Boko Haram.

    But the activist said when it happens, their protest is going to offer a needed distraction to the western media that are by now tiring of their newfound poster boy in Syria, adding that the Nigerian government and military would be demonised and the protestors would offer the validation that is needed to make the image of a failing state stick.

    According to him what they are however asking for could eventually sink not just Nigeria but the entire West Africa and the Maghreb with some spill over to Central and East Africa.

    He said, “The ongoing orchestra that is whining for terrorists considers everything with the exception of one. Recidivism. These groups and individuals that have been canvassing a swop of Boko Haram prisoners for the abducted Chibok Girls do so without regards for the penchant for recidivism among terrorists like any other type of criminals.

    “Recidivism is the chances of a previously arrested, detained or convicted terrorist returning to extremism or violence. Military records would probably show that some of these people we are being asked to free are in incarceration because it was not their first time of being tied to terror.

    “Mr President, recidivism is difficult to measure, particularly so in a country like Nigeria where we are still working to bring our statistics and research capabilities up to date. But cases like the US Guantanamo Bay facility and Indonesia record anywhere between 10 and 30 percent instances of re-offense among released terrorists. That means if Nigeria frees 1000 Boko Haram detainees there is a fair chance that we are putting anything in the range of 300 terrorists back on the streets. It took fewer than that number to abduct the girls in the first place.”

    He said in the case of what has been witnessed in Nigeria so far, not many of those that would be released would return to being farmers, artisans or becoming informants to the security agencies. Instead, the reality is there is the risk of them returning to the war front to re-stock Boko Haram’s fighting ranks.

    He said worst still is the fact that the level of our infrastructure equally means the released terrorist cannot be adequately tracked so they could flee to Syria, Somali, Yemen or other terror strongholds, make new connections there, build new cells and revive a Boko Haram that is almost completely wiped out.

    Boroh to youths: join FG to develop Niger Delta

     

    The Special Adviser to the President on Niger Delta Affairs and Coordinator, Presidential Amnesty Programme, Brig. Gen. Paul Boroh, (retd), on Friday, asked warring youths in the Niger Delta region to sheathe their swords and join the Federal Government to develop the region.

    Boroh further said that the amnesty office had changed focus from being a free-cash donor to an agent of development and agricultural revolution in the Niger Delta region.

    Boroh reiterated the commitment of the Federal Government to diversify the economy through agricultural revolution and stop over-dependence on oil.

    He lamented that over-dependence on oil-rich Niger Delta only succeeded in making Nigeria a mono-economy.

    He said oil has brought destruction of the ecosystem, poverty, starvation and resource-based conflicts in the region.

    Speaking after inspecting facilities at the Bio Resources Development Centre, Odi, Kolokuma/Opokuma Local Government Area, Bayelsa State, Boroh said that 500 ex-militants from the Niger Delta would be trained in various agro-related skills.

    According to him the amnesty office has changed focus and no longer a place to share free money.

    He urged the youths of the Niger Delta to embrace the new change and join hands with the government to make the Niger Delta, the agricultural hub of the nation.

    He said the ex-militants would be sent to Songhai Farms in Delta State and various agricultural programmes and departments of the Delta State University (DELSU), University of Port Harcourt (UNIPORT), Rivers State University of Science and Technology (RSUST), and the Peremabiri Rice Farms in Bayelsa state.

    Boroh stressed that President Muhammadu Buhari-led administration was pursuing drastic diversification of the economy using agriculture as the best alternative.

    He said: “The shift from reliance on agriculture to over-reliance on oil income has had a tremendous impact on agriculture and the localities where crude petroleum is found and has become the harbinger of hunger, starvation, unemployment and ecosystem degradation and that is the bottom line of the resource-base conflict in the Niger Delta.

    “President Buhari has embarked on drastic diversification of the economy from oil and gas dependence and agriculture provides the nation the opportunity for growth, investment, wealth and job creation.

    “To successfully address the imperative of diversification, promotion of peace and development in the Niger and achieving Mr. President’s agenda on peace and development we are collaborating with various institutions within and outside the country to train our youths in various agricultural-related fields.”

    Presenting certificates to some graduating students of the center, the amnesty boss described the center as a blessing to the region and urged the people to take advantage of it.

    In his remarks, the Director of the Centre, Mr. Josiah Habu, said that it was an establishment of the Federal Government to provide scientific and technical knowledge to improve agricultural production in the country.

    Since its establishment in 2003, the Director, said the center has been rolling out key bio-enterprises and building capacity of entrepreneurs in agro-related business, human and financial management, information technology and many others.

    We will restore confidence in IDPs – Buhari

    President Muhammadu Buhari on Thursday said his administration would restore the confidence of the Internally Displaced Persons (IDPs) by fast-tracking their voluntary return, rehabilitation and reintegration into the society.

    The president gave the assurance when he received the outgoing Egyptian Ambassador to Nigeria, Mr Asharaf Abdelkader Salama at State House, Abuja.

    He commended Egypt for identifying with challenges confronting the country, especially the plight of IDPs, which he said had remained a topmost priority for the Nigerian Government.

    “The displaced persons want to go back to their homes. They want to resume their normal lives. They want to go back to the land, which they have not cultivated for over three years now.

    “We will work to restore their confidence, and also work on infrastructure, so that they can quickly resettle,” he said.

    The President noted that the bond of friendship between Nigeria and Egypt was very strong as demonstrated in their growing cooperation on regional and international issues.

    In his remarks, Salama, who spent four years in Nigeria, said he was the first foreign diplomat to travel by road from Maiduguri to Yobe, North Eastern Nigeria, last month.

    He told the President he was proud to have made the journey through an area once considered a stronghold of Boko Haram terrorists, following the successes recorded by the Nigerian military fighting insurgents in the region.

    He described the people of Nigeria as “friendly and generous’’, saying he hoped to be back in the country again.

    News Agency of Nigeria {NAN} reports that president Buhari also received the outgoing Ambassadors of Sahrawi Arab Democratic Republic (SADR) and Tanzania.

    During the audience with Ambassador Oubi Bachir of SADR, Buhari reiterated Nigeria’s support for Sahrawi people’s self-determination and independence.

    Amb. Bachir’s duty tour to Nigeria spanned eight years during which he served as the Dean of the Diplomatic Corps.

    On Tanzania, President Buhari told the High Commissioner, Daniel Ole Njoolay, that the East African country was fortunate to have a leader who cared so much for the less privileged in the society.

    The President said Tanzania was blessed with good land and gas, which could be used for the good people of the country.

    Ambassador Njoolay spent two years and eight months in the country.

  • Buhari, APC not behind PDP crisis – Opara

    The National Chairman of the Peoples Mega Party of Nigeria, Chief Perry Opara said Wednesday that the insinuations that the governing All Progressives Congress (APC) and President Muhammadu Buhari were behind the current ordeal of the People’s Democratic Party (PDP) were mere assertions of drowning men.

    Okpara said in a statement made available to newsmen in Abuja that the party was only suffering from self-inflicted injuries, pointing out that the PDP as presently constituted was not in a position to win any election in the country in the near future.

    He said majority of political association currently seeking registration as political party with the Independent National Electoral Commission (INEC) were actually formed by aggrieved members of the PDP who are seeking alternative political platform outside the PDP.

    He said: “the insinuation that APC is behind the ordeal of PDP saying it is an assertion of drowning men. President Buhari has no hand in such trivial matters.

    “About 90 percent of political associations seeking registration as political party at INEC are PDP members who are either confused or disenchanted about PDP. A house divided against itself cannot stand. PDP is a failed project and Nigerians should look elsewhere.

    Okpara said that PDP died the day the Mega movement of Nigeria pulled out of the party, saying “the time Senator Ken Nnamani, Sen Dalhatu and others left the PDP, the conscience of the Party evaporated.

    “The fight in PDP will not abate. It will linger till 2018. The fight is not between Sheriff and Sen Markarfi. It is a fight between the Governors and the ordinary people. Sheriff shall fight till the end and the Governor will always want to show that they are the emperors. Impunity is the biggest undoing of the PDP. Everybody in the party is an expert and too big to be corrected.

    “The North will not allow a Southerner to lead PDP anymore because a Southerner ate into the North East tenure for more than seven (7) months. It was a slap on the North East and they will never give up the Chairmanship.

    “Only short-sighted politicians will still remain in a doomed house. I urge well-meaning PDP members to join the Mega movement as the only alternative Party in Nigeria.

    “We want to welcome the Yorubas into the Mega fold. We want the middle belt to join the Mega movement. Igbos have already jettisoned APGA to join the Mega movement since the soul of APGA, Dim Ojukwu has joined his ancestors and then financer, Mr Peter Obi has left to join the torn umbrella. Politicians should come to join hands so that we can build a new Mega platform for Nigerians political future.

    “The alternative political platform is the Peoples Mega Party of Nigeria. The movement of the People. A party devoid of the apron strings of the emperors- the Governors who have nothing to offer other than misappropriate public funds and impunity
    “Nigerians need a party where the not too rich, the professionals, the artisans and women are recognised. A party that can create jobs for the youths and make them self-reliant.

    “The Peoples Mega Party of Nigeria is the political amalgamation for the future in Nigeria. It is a project in the hand of GOD. It is the movement of the masses.

    “A project whose time has come. We believe all the recent predictions by Prophets of God. We respect them and we believe in God’s project.”

    Stop using President’s name to solicit favour – FG

    The Federal Government has warned fraudsters using the name of President Muhammadu Buhari and those of his family members and senior government officials to solicit favour.

    The government also warned the fraudsters to stop using the President’s name for soliciting favour from government establishments or face the wrath of the law.

    The warning is contained in a statement issued in Abuja on Wednesday by the Minister of Information and Culture, Alhaji Lai Mohammed.

    The statement was signed by the Special Adviser to the Minister, Mr Segun Adeyemi.

    The minister said the government was aware that some opportunists had been going from one government organisation to another with notes purportedly recommending them for contracts and other patronage.

    He said the opportunists were using the names of the President, his family members and senior government officials to intimidate those organisations.

    The minister said the president didn’t authorise any government official to write notes recommending anyone for contracts or any form of patronage.

    He warned those involved in such fraudulent activities to stop immediately or face arrest and prosecution by security agents.

    The minister also warned government officials who might be working in collusion with the con men to desist from the act or face dire disciplinary action and prosecution for fraud.

    President Muhammadu Buhari has felicitated with former Military President, Ibrahim Badamosi Babangida (IBB) as he marks his 75th birthday anniversary.

    In a message he personally signed, the President also commended IBB for his commitment to the unity and indivisibility of Nigeria.

    It reads: “On behalf of myself, my family, the government and people of Nigeria, I wish to heartily congratulate you on the milestone of attaining 75 years.

    “I equally wish to congratulate you on your service to the country, and your commitment to oneness and indivisibility of the Federal Republic of Nigeria.

    “There is hardly any major episode in Nigeria’s short history where your name and contribution does not feature.

    “On this special occasion, I pray that Almighty Allah grants you many more years to see Nigeria grow and develop beyond all of our wildest dreams,” It stated.

    Buhari vows to react appropriately to Army/Shittes clash

    President Muhammadu Buhari has assured international and local human rights groups of appropriate response over the report of the judicial inquiry into the clashes between soldiers and members of the Shiite movement in Nigeria, led by Sheikh Ibrahim El-Zakzaky.

    A statement by the Senior Special Assistant on Media and Publicity, Garba Shehu, said that the President is studying the details of the report before announcing appropriate response in due course.

    According to him, the President’s commitment to human rights remains unchanged as it is a cardinal component of the democratic order.

    He also pointed out that President Buhari had told the nation during the Presidential Media Chat that he was awaiting the outcome of the report of inquiry into the incident before making appropriate response.

    The statement reads: “The present administration believes in due process and the rule of law; therefore any response to the report would follow this principle.

    “The Federal Government will continue to act in the larger interest of the public to prevent such violent incidents,” It stated.
