  • Corruption versus economy

    As it took off in May 2015, President Muhammadu Buhari’s administration had three focal areas in mind: revamping the economy, fighting corruption, and securing the nation.

    Under security, the Federal Government under Buhari has been given kudos for its giant strides.

    First it claimed that it was able to reclaim all the local governments under the control of the insurgents, Boko Haram, in the Northeast where their flags were…hoisted since the administration of former President Goodluck Jonathan.

    The government has also been applauded for facilitating return of many Internally Displaced Persons (IDPs) to their villages and towns abandoned under Jonathan’s administration.

    It again showed its prowess last Wednesday when the government succeeded in negotiating unconditional release of over 105 Dapchi secondary school girls out of the 111 abducted from the Government Girls Science and Technical College, Dapchi, Yobe State on the 19th of February, 2018.

    But the main opposition party and other individuals, last week, were quick to describe what happened in Dapchi in the last one month as government manipulation, arranged abduction and arranged release of the schoolgirls.

    While the main focus of this write-up is not to determine whether the successes claimed by the present administration in security are real, imaginary or manipulated, it aims to dwell on the other two main goals of the administration.

    As many Nigerians await full economic development of Nigeria, it may become a mirage and impossible to realize unless corruption is tamed.

    Despite fighting corruption in almost three years since May 2015, like a cancer, it has refused to give way.

    Among the measure put in place to check corruption in the country in the last three years include implementation of the Treasury Single Account (TSA), streamlined payroll system under the Integrated Payroll and Personnel Information System (IPPIS), and the whistle blower policy.

    While billions of naira is said to be saved with the implementation of TSA, a total of 511 Ministries, Departments and Agencies (MDAs) are said to be captured under the IPPIS, with staff count of 607,843.

    The implementation of the IPPIS, is also said to have resulted in the reduction of ghost workers syndrome, enforcement of compliance with due process on employment of staff in MDAs, and prompt and timely payment of salaries and remittances of third parties payments.

    Through the Whistle blower policy, the Federal Government is said to have recovered N7.8 billion, $378 million, and 27,800 pounds.

    Beside corruption fighting back, the fraudulent ones in the system have continued to devise new methods to beat anti-corruption strategies put in place.

    Even with the successes recorded towards blocking leakages in the system as claimed by the government, Vice President Yemi Osinbajo at the 7th Presidential Quarterly Business Forum for Private Sector stakeholders at the old Banquet Hall of the Presidential Villa, Abuja. last Monday declared that present corruption in system is still posing great danger to economic development.

    Apart from corruption still waxing strong under the current dispensation, he revealed that the Nigerian economy is still experiencing adverse effect of massive looting and corruption that took place under Jonathan.

    Osinbajo said “But I want to talk about what I think is probably the biggest problem but which we for some reason hardly talk about when discussing our National economy. This is grand corruption in the public finance space!

    “Sometimes, the way we talk about the Nigerian economy, it appears like it is the economy of say Norway or Sweden, where all things are equal. Even when we refer to what has taken place in our economy, we almost sound as if this is a normal business environment, a normal public finance environment but that is not the case.

    “I don’t think that any considerations of our economic development can be properly or honestly done without fully analysing the role of grand corruption in the public finance space.

    “So despite record high levels of oil prices, very little was invested in infrastructure and record levels of leakages were recorded, especially in the past few years. This is the fundamental issue in our economy. Corruption affects everything, it even affects judgement as to what sort of infrastructure to put in place or whether to even put infrastructure in place or whether it would be completed. It is so fundamental that we cannot even think of our economy, without thinking of what to do about it.

    ”Sometimes when we talk about our economy, we say that we have relied on a single commodity, and that is one of the reasons why we are where we are. Yes, that is true but it is the fact that the proceeds of that single commodity were regularly hijacked consistently by a few. That is really the problem. If we spend the proceeds of that single commodity the way we ought to spend it, we won’t be where we are today.

    “That most of the proceeds go to rent seekers, who invest little in industry and production. So for example, I’m sure many of us are familiar with the so called strategic alliance contracts with the NNPC and NDPC, the promoters of the companies made away with close to 3billion US dollars, almost a tenth of our reserves at one point!

    “There is no way if someone made away with that amount, a tenth of your reserves, that there won’t be a major economic shock! If we don’t deal with it and talk about it, how do we really discuss our economy in any real honest way with a view to ensuring that these things do not happen again?

    “In one single transaction, a few weeks to the elections in 2015, the sum of N100billion and $289million in cash were embezzled by a few. When you consider that in 2014, when oil prices were an average of $110 per barrel, only N99 billion was spent on Power, Works and Housing, and in one day, N100 billion was issued and people essentially shared it and N99 billion was spent on Power, Works and Housing.

    “When we talk about our economy, we talk about it like it is normal but it is abnormal by every standard, completely abnormal.  Nobody should talk about the economy when you have these huge leakages and corruption; corruption that makes what you allocate to capital and infrastructure nonsense.

    “From the presentation of Minister of Finance, N14 billion was spent on agriculture in 2014, transportation N15 billion. The total spend on capital in those critical areas was N153billion and in two weeks to the 2015 election, N150 billion was shared and essentially shared!  So if your total capital spend is N153billion and you can share N150 billion, let’s face it, that is completely incredible! It is the sort of thing that doesn’t happen anywhere else in the world.

    “When we talk about the economy, we absolutely must understand that is the problem. Today with less revenue, we have increased capital funding by 400% in Power, Works and Housing, Defence, Transportation and Agriculture.  Economic analysis in Nigeria is either fraudulent or ignorant if we do not bring the money lost to corruption into the maths.

    “This is what distinguishes this administration from any other. It is the fight against corruption especially in public finance. And I can say that with all sense of responsibility, if you have a President who is not corrupt, at least 50% of your financial problems, especially in public finance, is over. This is what I have seen, and I can prove it with facts and figures.

    “If the President is corrupt, the entire financial system of the country is compromised, that is what we have seen from the figures. That is an absolute important point that we must take into account.

    “I am not saying that corruption under this administration has been completely dealt, certainly not. Where corruption has become systematic, you can’t deal with it all in one fell swoop. In any event you still have to deal with corruption fighting back, the system fights back, it is both an internal and external fight, and you have to be steadfast and strategic to win the battle.

    “There is no way you have a system that has consistently thrived on corruption and proceeds of corruption and public finance in particular that will just roll over, no! It is a system that had actively dealt on corruption and the system affects all aspects of governance. So clearly trying to deal with it is not a walk in the park.

    “I want to say that task has already begun and being done consistently, I believe that going forward in the next few years, no matter how we slice it, if we stick to policies especially in controlling excesses and corruption in public finance, this country will make the kind of progress it deserves to make with all of the resources at our disposal.

    “If we stick to a policy that ensures that as far as public finance is concerned, there is no impunity, and we hold people to account, I am absolutely confident this country has everything it takes to make the sort of progress that we deserve to make as a nation,” he stated.

    But the Jonathan’s camp swiftly denied the allegations against the immediate past administration, demanding Osinbajo to substantiate his claims.

    It is hoped that corruption in the country will not be allowed to kill the economy.

    With the natural resources at its disposal, it is high time Nigeria develops economically and rank high along top global developed economies.

     

  • Buhari mourns former NBA President, Sofola

    President Muhammadu Buhari has joined the Nigerian Bar Association (NBA) and the Nigerian Body of Benchers in mourning the passing away of a prominent lawyer, bencher and jurist, Chief Idowu Sofola (SAN), who led both groups at various times.

    In a statement by the Special Adviser on Media and publicity, Femi Adesina, Buhari commiserated with the government and people of Ogun State, the Yoruba Elders Council, family and friends of the legal luminary whose successful career over the years chronicles the history and shaping of Nigeria’s legal framework.

    As the first African to be elected Secretary General of the International Bar Association, the President believed the elder statesman’s lifelong commitment to learning, and yearning for a better life for the weak and vulnerable, distinguished him early as a leader and role model among his peers.

    President Buhari commended Chief Sofola’s contribution to national development, especially in community and human services that have seen many get right judgements, while others got inspirations to rise in the legal profession, reaching the peak of their careers as Senior Advocates of Nigeria.

    The President prayed that God will comfort the family he left behind, and grant his soul eternal rest.

  • Buhari: FG ready to rehabilitate repentant insurgents

    President Muhammadu Buhari on Friday received the 107 Dapchi girls released by Boko Haram abductors in February, saying that the Federal Government was ready to rehabilitate and integrate repentant terrorist into the larger society.

    Speaking at a reception organized for the girls and two boys freed by the insurgents in the State House on Wednesday, the President appealed to the parents of the Chibok Girls earlier abducted and yet to be released not to lose hope as efforts were being intensified to get them released.

    “While further effort is being made to secure the release of every abducted student in Nigeria, government is ever ready to accept the unconditional laying down of arms by any member of the Boko Haram, who shows strong commitment in that regard.

    “We are ready to rehabilitate and reintegrate such repentant members into the larger society.

    “This country has suffered enough hostility; government is, therefore appealing to all to embrace peace for the overall development of our people and the country.’’

    Buhari also warned Nigerians against making unguarded utterances that could endanger the security of the country, saying that such would be firmly resisted.

    “May I also warn those elements, who have chosen to make political fortune out of our citizen’s misfortune.

    “Government will not tolerate any attempt by any person or any group to trivialize political issues for politically-motivated ends.

    “Accordingly, security agencies will not hesitate to deal with such unscrupulous characters.’’

    According to the President, the administration went into negotiations with Boko Haram solely to make sure that no single girl was hurt adding that the strategy paid off as the girls were being released without many incidents.

    The President emphasized the administration’s determination to fight terrorism and insurgency and called on all Nigerians to join in the task.

    He said that security services had since been directed to put in measures around all schools vulnerable to attack to ensure the security of students, teachers and school workers.

    Accordingly he said that he had tasked all the security agencies to work to ensure that the country did not witness any recurrence of any of the incidents.

    “Security chiefs have been warned in clear terms that any lapse on their part will be viewed seriously,’’ he said.

    He promised the released students that they would freely live and pursue their dreams in the country of peace and order without fear, violence or molestation.

    “While parents of Dapchi girls rejoice because of the reunion with their children, I want to appeal to the Chibok community never to lose hope or to despair.

    “We are determined more than ever before to bring back our remaining Chibok daughters and this we must accomplish and that will be soon by God’s grace,’’ he said.

    He reaffirmed that security, anti- corruption and rebuilding of the economy were the main trust of the administration and noted that security would remain paramount in the country.

    The President thanked the security operatives and international partners who made the release of the students possible.

    Earlier, the DG of Department of Security Services, Mr Lawal Daura, said that 105 of the 111 female students abducted from the Government Girls Science Technical College Dapchi were released following painstaking, back channel dialogue, with the abductors.

    He said that in company of the girls were two primary school pupils aged 11 and 13 years also abducted by the Boko Haram but released alongside the Dapchi girls.

    According to him, the remaining six Dapchi girls had yet to be accounted for but dialogue on them was ongoing.

    He said that the insurgents only condition was their demand was cessation of hostilities and temporary ceasefire to enable them to return the girls at the point they were picked.

    He said that the victims were sent to a medical facility for check and mental stability where four were found to have broken limbs and virtually all had skin rashes caused by not taking their bath for the period of the abduction.

    Daura said that the freed students were medically examined and those with ailments treated.

    He suggested that efforts be sustained to secure the release of all abducted persons in the Boko Haram enclave, improve strategic plan to secure all schools in vulnerable locations using all national assets, and improve the coordination efforts of security agents to forestall future incidents.

    He also suggested the expansion of the on-going dialogue toward conflict resolution and mitigation with a view to getting everlasting peace in the entire region.

    Meanwhile, the spokesperson for the freed students, Fatima Bashir, on behalf of the others thanked Buhari for saving their lives and bringing them out of captivity.

  • Leah Sharibu won’t be abandoned – Buhari 

    President Muhammadu Buhari on Thursday said that he is as committed to the freedom of the only Dapchi schoolgirl still in captivity as he was to the girls’ freedom when all 110 were in the captivity of Boko Haram terrorists.

    According to him, his administration will not relent in efforts to bring Leah Sharibu safely back home to her parents as it has done for the other girls after she was held back by the terrorists over her reported decision not to convert from Christianity to Islam.

    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, said that Buhari is fully conscious of his duty under the constitution to protect all Nigerians, irrespective of faith, ethnic background or geopolitical location and will not shirk in this responsibility.

    It reads “The President is equally mindful of the fact that true followers of Islam all over the world respect the injunction that there is no compulsion in religion.

    “* To this effect, no one or group can impose its religion on another.

    “His heart goes out to the isolated parents who must watch others rejoice while their own daughter is still away.

    “The lone Dapchi girl, Leah, will not be abandoned.

    “President Buhari assures the Sharibu family that he will continue to do all he can to ensure that they also have cause to rejoice with their daughter soon.”

  • Buhari to security agencies: Wipe out criminality

    President Muhammadu Buhari on Thursday in Gusau, Zamfara State, directed security agencies to improve their strategies of intelligence gathering, surveillance and accuracy in deployments, and ensure that criminal activities are brought to an end across the country.

    Accompanied by Governor Abdul’aziz Yari, in an interactive meeting with political leaders, traditional rulers, elders and victims of criminal attacks in Zamfara State, President Buhari assured all security agencies of improved conditions that will facilitate apprehending criminals that steal, maim and kill innocent Nigerians.

    In a statement by the Special Adviser on Media and publicity, Femi Adesina, said “As far as I am concerned, our security agencies have recorded some successes, but they need to do much more.

    “They are not to oppress anyone, but they have to gather and send intelligence and warnings when something is about to happen,’’ he said.

    The President commended the security agencies for eliminating a dreadful criminal, “Buhari general’’, who had for many years initiated killings and destruction of properties.

    “Before “Buharin-daji”, who calls himself a general, there was a criminal who killed many people and he was killed; “Buharin–daji’’ has followed him and others like them should also follow,’’ he added.

    President Buhari said the threats to lives and properties will be significantly reduced with improved relations among community leaders, citizens and the security agencies.

    He said “I have come here to commiserate with you over loss of lives and properties. We will continue to do our best to improve the security situation. However, those committing atrocities live with you.

    “Some of these people are not reported because you don’t trust the security outfits, instead you report back to the criminals. We should give priority to security’’ he said.

    The President warned that the ongoing war against corruption will be reinvigorated and sustained until public officers, who abused their positions, faced the wrath of the law.

    He told the elders and traditional rulers that properties that had been confiscated by security outfits from some suspected corrupt public officials will be sold out, after the completion of court procedures.

    He urged Nigerians to take advantage of the ongoing reforms in the agricultural sector, pointing that the era of depending on petrol will one day come to an end.

    On herdsmen attacks, the President said there was a need to revisit and review the old grazing area arrangements that guaranteed harmonious relationship between farmers and herdsmen, where differences were amicably resolved through the law without violence.

    In his remarks, Governor Yari, who is also the Chairman of Nigerian Governors’ Forum, said the state government had deployed resources that were initially designated for development into fighting criminal activities.

    The governor, who commended the security outfits for working hard to protect the state, pleaded with the Federal Government to improve the funding of operations, increase the number of security men working in the state and reimburse the state for monies spent on some Federal Government projects like roads, which he said was a major priority in fighting  criminals.

    In his presentation, the Secretary to the State Government, Prof. Abdullahi Shinkafi, said the state faced three major criminal challenges of cattle rustling, armed banditry and abductions and demand for ransoms.

    Listing out eight major flashpoints, the Secretary to the Government said 1,321 lives had been lost since 2011, while 1,881 people sustained various injuries from attacks, with about N14 billion spent on fighting the menace.

    The traditional rulers, elders and leaders of the affected communities also pleaded with the government to ensure immediate security intervention in order to save lives.

  • Buhari greets Elumelu at 55

    President Muhammadu Buhari has felicitated with the Chairman of Heirs Holdings, Mr Tony Elumelu, on his 55th birthday, billed for March 22, 2018.

    Buhari, in a statement by the Special Adviser on Media and publicity, Femi Adesina, joined the United Bank of Africa, the Tony Elumelu Foundation, the Elumelu family and all professional colleagues of the economist, consummate banker and successful entrepreneur, whose pacesetting antecedents continue to inspire both the young and old on the power of ideas, big dreams and hard work.

    The President also commended Elumelu’s diligence, versatility and selflessness in championing the economic philosophy of “Africapitalism’’, which calls to action the need to grow businesses that cater for African interests, support governments and bottom-up development within the continent, by discouraging long term dependence on donor countries and philanthropic organisations.

    As Elumelu turns 55 years, President Buhari believed the entrepreneur’s greatest investment has been in the development of people and communities, clearly evident in the Tony Elumelu Foundation which started with scholarships and fellowships, and now trains a new generation of business leaders across the continent.

    President Buhari prayed that the almighty God will grant Elumelu longer life, more ideas and renewed vigour to pursue his dream of making life better for others.

  • Corruption can’t be wiped out anywhere – Oyegun

    The National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun said Tuesday that it was practically impossible to completely wipe out corruption from any society, but said the Buhari government will ensure that corruption is degraded to the extent where it will no longer have impact on the nation’s economy.

    Chief Oyegun who spoke when he received the management of the Federal Polytechnic, Bida who came to inform him of the decision to confer on him the Polytechnic Fellow also said that uncharitable Nigerians will not give the government credit for degrading the Boko Haram insurgency which no longer has the capacity to hoist its flag anywhere in the country.

    Oyegun will be honoured alongside Governors Abubakar Sani Bello of Niger state, Yahaya Bello of Kogi state, Abdullahi Umar Ganduje of Kano state and the Etsu Nupe, Alhaji Yahaya Abubakar at the institution’s combined convocation ceremony scheduled for March 28, 2018.

    Oyegun said even though there still challenges facing the nation, the Buhari government has taken drastic measure to address some of the ills facing the country, pointing out that while corruption is fighting back, it is no longer business as usual in the country.

    He said the country was in such a situation that it needed a man of courage to establish stability in the country and create an enabling environment for the economy to thrive, stressing that inspire of the challenges, the APC government headed by President Muhammadu Buhari has delivered in its promises.

    Chief Oyegun said the current government has been able to tame the Boko Haram insurgency to the extent that they no longer has the capacity to occupy any part of the country, but only attack soft targets.

    Oyegun said: “It is the leadership of President Muhammadu Buhari, a leadership that has been impossible for the opponents to distract or to derail that has made some of the things done so far possible. Yes, there are still challenges. As you rightly said, we took over in very difficult circumstances and one fundamental problem was the collapse of the price of oil in the international oil market.

    “The condition was such that we needed an extra ordinary man of courage to be able to lead the country out of the crisis that we inherited, to the increasing stability of economy and the progress that this nation is clearly beginning to attain. So, I consider that I am receiving this award on behalf of the President and government of this nation who has performed such tremendous miracle in reviving the Nigerian economy in a situation of declining resources.

    “We know how the fight against corruption is going on and that corruption is fighting back. It is not a problem you solve with the flip of a switch because corruption is very rich, it is very wealth and elitist and it is fighting back. But the President has a single mind about taming that scourge and tame it we will. 

    “We know now that corruption today is not as it was before. You can no longer take money from the government coffer and distribute to politicians and the rest of them. That alone is already a benefit and all the leakages have all been blocked. 

    “Nobody is saying that corruption has been wiped out because there is no country in the world where corruption has been wiped out, but it is being tackled in Nigeria and will degraded to the extent that it will no longer be a threat to the national economy or become an acceptable way of lodging business.

    “Boko Haram is tamed, but uncharitable people will go and say there are still explosions and killings. As at yesterday, there was still explosion in tenUnited States of America. 

    “Those crazy isolated incidents are aimed at soft targets. When a person is crazy and aiming at soft target, it is only God and inspiration that can stop such people. But what is clear is that Boko Haram has been totally degraded to the extent that it does not occupy any inch of Nigerian territory where it can raise its flag.

    “A lot of facilities are being out on ground especially the modern railway system that is going to be the bedrock of development in this country. You cannot carry meaningful development on trucks on the High way. 

    “It has to be carried on a modern railway system and the President has made that a priority and today we can say that on the implementation plan it now, is 5000 kilometer of modern standard gauge of railway line cutting across the entire length and breadth of this country.”

    Rector of the Federal Polytechnic, Bida, Dr. Abubakar Dzukogi said the Polytechnic decided to honour the APC National Chairman because of his achievement in leading the party to a major victory in the 2015 election, and putting in place a government that achieved a lot in repositioning the country.

    Describing Oyegun as a master strategist and a silent achiever, the Rector said the achievement of the Buhari government in repositioning the country, especially in the area of security and agriculture among others was worth commending.

  • Senate screens CBN, MPC nominees

    The Senate Monday screened President Muhammadu Buhari’s two nominees for the position of Deputy Governor of the Central Bank of Nigeria (CBN).

    The nominees are Mrs. Aisha Ahmad and Mr. Edward Adamu.

    Similarly, four other nominees were also screened as members of the Monetary Policy Committee (MPC). They are Prof Festus Adeola Adenikinju, Dr. Aliyu Rafindadi Sanusi, Dr. Robert Chikwendu Asogwa and Dr. Asheikh Maidugu.

    The nominees took turns to face the Senate committee on Banking, Insurance and other Financial Institutions, as members of the committee threw a barrage of questions at them.

    Mrs. Ahmad who was accompanied to the venue of the screening by her husband and her father, was the first to be screened. In response to questions, the nominee stressed the need for the country to have a stable foreign exchange policy in order to stabilise the economy.

    On his part, Edward Adamu, who is widely acknowledged to have been appointed on merit, based on his track record at the apex bank, was not subjected to the grill. Members of the Senate committee were unanimous in giving him a smooth passage.

    Earlier moves, allegedly by some Presidency cabal to replace Adamu with a preferred candidate were vehemently resisted by his colleagues at the CBN who vowed to frustrate such manipulation.

    The Senate had put on hold the screening of the nominees and others appointed by President Muhammadu Buahri for several weeks, owing to disagreement between the two arms of government.

    At the commencement of the exercise, the Senior Special Assistant to the President on National Assembly matters (Senate), Ita Enang, pleaded with the lawmakers to also screen other nominees of the President whose nomination are still pending.

    Chairman of the Senate committee, Senator Rafiu Ibrahim, however said the leadership of the Senate decided to yield ground owing to the strategic and sensitive nature of the nominees’ appointments.

  • Buhari: We are committed to the transformation, diversification of the economy

    ADDRESS BY HIS EXCELLENCY, PRESIDENT MUHAMMADU BUHARI, DURING THE OFFICIAL COMMISSIONING CEREMONY OF THE SUNTI GOLDEN SUGAR ESTATE (SGSE) IN NIGER STATE, 15TH MARCH 2018

    I am very pleased to be here today to formally commission the Sunti Golden Sugar Estate.

    2. This project is timely as Nigeria makes her journey out of recession and the economy continues to show considerable progress. We are reminded of one of the cardinal objectives of this administration which is to look inwards as we focus on our natural endowments in agriculture, and other non-oil sectors for inclusive growth and development.

    3. The level of work and magnitude of investment that we are witnessing here today is a clear demonstration that our policies on economic diversification are attracting the right kind of support and engagement. On that note, I must congratulate the entire members of the board, management and staff of Flour Mills for such a major step in expanding the business and creating more jobs for our people.

    4. Since the establishment of Flour Mills in 1960, the company has repeatedly shown commitment to Nigeria, through good times and bad.

    5. The Sunti Golden Sugar Estate, as I am told, was built at a cost of over fifty billion naira making it one of the largest Agro-allied investments in Nigeria today, with a capacity to produce 100,000 metric tons of sugar annually.

    6. I am informed the Estate will engage up to 10,000 people directly including a network of over 3,000 small-scale out growers of Sugar cane. This to my mind is central to our administration’s determination to have an inclusive economy. The socio-economic impact of such a massive investment, in rural area of Nigeria, cannot be quantified.

    7. Lives will change for thousands in these localities. And the impact on the national economy will be significant.

    8. The location of the Sunti Sugar Estate on the banks of the River Niger is as notable as it is commendable. The enormous economic possibilities inherent here have perhaps been overlooked for far too long. It is on record that the Niger River Basin has played an essential role in the lives of the people who have had to depend on the basin for their subsistence.

    9. And when we take into cognizance the tributaries of the river and the proximity to the Kainji dam and the ecosystem, it is time we explore how this massive body of resources can be converted to a hub for industry and commerce. To that end, I call on other investors to take a cue from what we are witnessing today and come and invest heavily in this area.

    10. Let me reassure Nigerians, that this administration is fully committed to the transformation and diversification of the economy. We will continue to support businesses by creating enabling business environment.

    11. I wish to assure Nigerians that this government will continue to focus on the improvement of security and critical infrastructure, like roads, construction of rails and power generation across the country as a vital pre-requisite to economic progress.

    12. We all know that Government cannot do everything alone. We will need to partner with the private sector. Therefore, we expect that the company would seize this opportunity to further develop the Sunti-Mokwa Road through its corporate social responsibility programs. This will complement the flour mills ongoing rebuilding of the critical Apapa-Wharf Road in conjunction with other private and public-sector stakeholders.

    13. The world over, Sugar has been identified as a key commodity that is critical to national food security. Other than the development of local content, an investment of this size in the sugar value chain will not only help to stem the tide of importation of sugar and save foreign exchange, but enhance rural industrialization and create wealth amidst rural poverty. For this, I must commend the Flour Mills of Nigeria.

    14. Once again I say congratulations to the Board, the Management and staff of Flour Mills of Nigeria Plc for this landmark project.

  • 2019: The debts Buhari must pay

    Some three years ago, former President Goodluck Jonathan expressed a simple and kind gesture that rescued Nigeria from the brink of collapse. The gesture involved no reconciliation committee, no negotiation roundtable, and no coalition whatsoever, unlike what is obtainable in other climes in Africa. When it was clear to Jonathan he had lost his re-election bid, he simply picked up his the phone and has a conversation with President Muhammadu Buhari on his own accord; he conceded defeat and congratulated his opponent. This was the first of its kind in Nigeria.

    Sometimes, it takes such a simple but courageous act to save a country from bloodshed and strife. In the case of Nigeria, a phone conversation came as a better option to promote peace than setting up sophisticated panels to bring opposing forces to the negotiation table.

    If Jonathan had considered the parochial interest of his party over national interest, he would not have made that telephone call. For a man who sat on the most powerful throne, one could easily predict what he could have done. If he hadn’t left honorably, the nation would have witnessed a reenactment of the 1993 post-election crisis.

    Now, Buhari became the first person to oust an incumbent president. The former military leader had run for president in a democratic dispensation three times, unsuccessfully. Situation brought him back the fourth time and he won. There is a tendency that the man, who relentlessly sought to be president for 12 years, will not be satisfied with the four-year tenure.

    His quest for power was borne out of love for Nigeria, given the rot in the system which he said it would take rigorous, long-term cleansing to clear out. This is the simple logic that may probably inform President Buhari’s decision to re-contest.

    However, it behoves on the septuagenarian to consider some few things before he blows the trumpet of himself ahead of 2019 general elections. He must consider those things on the basis of the goodwill he received from not only his predecessor and people, but also on his political credentials as adjudged by the citizens.

    Prominent among the reasons Nigeria turned their back on Peoples Democratic Party (PDP) were the issue of corruption, insecurity and economic hardship.

    Granted, President Buhari had put up a good fight in taking up a two-edged sword to ensure the prosecution of corrupt politicians and public office holders who looted our treasury. He made serious efforts to strengthen the judiciary and create robust relationship with the legislature on the standard of transparency to maintain checks and balances, and also make the anti-graft agencies more independent to perform better. But, his government seems not to be inoculated against cankerworms.

    Incredibly, Buhari took up the personal responsibility to head the Ministry of Petroleum in order to stop corruption in the nation’s oil sector, which has the highest corruption rating.

    It will be highly pertinent to establish that these highlighted features still dwell in the illusion of what Nigerians largely entrusted the ‘messianic’ Buhari with. Budget padding is equal to none in the history of Nigeria’s democracy. Prosecutions of the fellows who grounded the nation’s economy have not been actualised but stalled in court while our looted funds are still out there.

    Under Jonathan, Nigerians suffered hardship in getting fuel. This mess is yet to be fully addressed under the “Change” government. The country still suffers fuel scarcity and the debate to either subsidise fuel or not has returned. All these added together, it would be easy to say there is no much change under the current administration.

    On economy, whether the Nigerian government is willing to admit or not the report of International Monetary Fund (IMF) that Nigerians are still poor despite National Bureau of Statistics (NBS), saying the nation had exited its worst economic recession in more than two decades; the obvious thing is that, all of the government’s efforts have not transmitted to improved wellbeing for the citizens, who are at the receiving end for every economic policy implemented.

    On security, President Buhari may have done well in crushing Boko Haram, but the way he handles security matter is aggravating security situation in the country. For instance, Indigenous People Of Biafra (IPOB) was banned for threatening the unity of the country, but the murderous Fulani herdsmen whose activities crossed the redline by same standard are allowed to carry out their trades. These fellows have audaciously butchered innocent Nigerians for no reason. Yet, they haven’t been tagged terrorists. The same law that binds IPOB should be applied to murderous herders.

    Boko Haram made a surprise comeback last month. In the manner the terrorists abducted schoolgirls in Chibok, Borno State in 2014, suspected Boko Haram members invaded Dapchi in Yobe State and abducted 110 schoolgirls into the wilderness. How does President Buhari want to explain this after he assured the terrorist group had been technically defeated?

    To say the last three years have not been eventful is to say Buhari has not done anything at all. The president has, indeed, delivered Nigerians from political ignorance, especially by making them realise how to hold office holders accountable. He has helped rebuild the political structure. All of his efforts through the Treasury Single Account and Whistleblower Policy are resonant.

    But, his major concern should be towards rebuilding Nigeria and leave good legacies. The enumerated challenges facing his administration show that he still has a lot to do.

    He may also be undecided about whether or not to re-contest; he fully has knowledge on many things not yet done by his government. While his re-election bid is still being mired in speculation, President Buhari should bear in mind that the citizens are wiser now to know the difference between his party and the PDP.

    If the president still wants to be our hero, he must do away with sycophants and political opportunists who are shamelessly blowing his trumpet while the country is still far from the change he promised. He would be a hero when he sacrifices his personal ambition for common good.
