  • President to unveil single window at seaports, airports, border stations

    •The Nation rallies Maritime patrons

    President Muhammadu Buhari will soon unveil the much-awaited Single Window (SW) Platform at seaports, airports and border stations to facilitate trade and achieve 24-hour cargo clearance, it was learnt yesterday.

    This is coming against the backdrop of a directive by the President to have a single window platform that will integrate all government agencies at all the entry points into the country to promote trade and boost security.

    Transport Minister Rotimi Amaechi, who was represented by Maritime Services Director Sani Umar Galandachi, broke the news yesterday in Abuja, at the second edition of the stakeholders conference organised by The Nation in collaboration with Eipsilon Limited.

    The theme of the event is: “Intermodal freight transport: Key to unfolding the potential of Nigerian seaports for speedy economic recovery and growth.

    A technical committee headed by Vice President Prof. Yemi Osinbajo and officials of ministries, departments and agencies that operate at the ports,  Amaechi said, has been constituted to drive the single window process and strengthen the maritime industry by boosting efficiency and reducing cost and time of doing business at ports.

    The minister added that the Buhari administration was determined to harness the potential of the transport sector so that it can have an overwhelming positive impact on the GDP,  influence the growth of the nation’s economy through market expansion, opportunities for foreign trade, competition, foreign exchange earnings, and serving strategic national interests like wealth creation and employment generation.

    President Buhari, Amaechi said, is also conscious of facilitating intermodal transport system by prioritising the rehabilitation,  upgrading, modernization and construction of the nation’s railway lines and roads, which are expected to be connected with the ports to promote inter-modalism.

    The Federal Ministry of Transportation, Amaechi said, is desirous of evolving a world class transportation system by positioning itself as a hub in West and Central Africa through the establishment of a safe, efficient, affordable and seamless intermodal transport system in line with global best practices.

    The government, is also creating an enabling environment for Public Private Partnership (PPP) by  embarking on major reforms, initiatives and laudable programmes.

    “Therefore, it is revealing that the Day’s theme is apt and would not have come at a better time than now, considering the efforts of the Federal Govenment to diversify and make other sectors function effectively and contribute to the national economy.

    “It may interest you to note that the Federal Government’s plan to implement a National Single Window Platform to harmonise trade procedures to drive revenue generation and strengthen national security at land borders, sea and air ports has reached advanced stage.

    “A technical committee under the chairmanship of the Vice President with membership from relevant ministries, departments and agencies that operate at the ports was constituted to drive the process. The technical committee co-chaired by the Nigeria Customs Service (NCS) and the Nigerian Ports Authority (NPA) recommended the establishment of the Special Purpose Vehicle (SPV) called the National Trade Platform (NTP) with three units, namely the single window (imports ans exports), scanning services and port community system,” Amaechi said.

    The interest of all stakeholders, the Minister said, is being harmonised by the government for realistic implementation .

    To ensurea cordial and harmonious relationship and reduce inter-maritime agency conflicts, the ministry has initiated routine meetings with its agencies to address concerns and ensure collaboration to develop the industry.

    According to the minister, to institutionalise all legal and regulatory reforms, the Federal Government, Amaechi said, seeking amendment or alteration of obsolete bills to achieve best practices.

    Anarchist went on: “The Federal Government has developed a 25 Years Railway Strategic Vision, which involves system transition, system modernisation and construction of new lines and extensions through public private partnership ( PPP) and system stabilisation.

    “This has resulted in the completion of Abuja-Kaduna standard gauge rail line, the ongoing construction of Lagos-Ibadan standard gauge line is expected to be completed by December this year and Itakpe -Ajaokuta -Warri rail line which is also expected to commence operation before the end of the year,” he said.

    Advertisement, the Minister said, has been placed for the construction of Eastern rail line from Port Harcourt to Maiduguri and other critical lines.

    The concession of Onitsha River Port, Amaechi said, is at advanced stage while that of Lokoja, Baro, Oguta River ports will boost commercial activities in communities along the Inland waterways when completed.

    Nigerian Ports Authority ( NPA) Managing Director Ms Hadiza Bala Usman  said the capacity of the port has increased from 3.7million  metric tons in the 70s to 77million metric tons in 2015, in spite of the recession. The figure, she said, is about 108 per cent increase over the total port design capacity.

    The Managing Director, who was represented by Executive Director Muhammmad Bello-Koko,  added that the container  throughput in the seaports has grown by over 100 per cent, gross tonnage has grown by over 200 per cent and export has also grown by over 500 per cent.

    Usman said, based on close linkage between sea port activities and economic development, the Buhari administration, through the NPA,  cannot afford to treat it with levity.

    The Federal Government, Usman said, is therefore reforming operations at the seaports for optimal performance,  and making the transport sector responsive and dynamic enough to boost speedy economic recovery and growth.

    Unnecessary delays, sharp practices and scam, Usman said, are being reduced drastically at the ports for goods to move freely, thereby making just in time (JIT) supply chain management to be effective.

    The NPA boss identified the following as some of the benefits of intermodal freight transport:

    * possibility of seamless door-to-door transport, which is the greatest advantage to shippers;

    *consolidation, particularly in the longer distance truck line move, as this leads to economies of scale;

    * possibility of transporting goods more economically in containers that can be moved on land by rail or truck and ob water by ship or barge. Containers save handling costs when freight must be transferred from one mode to another (e.g from ships to trucks(; also a truck-rail container movement can yield savings compared with truck alone if the cost of the transfer is offset by rail’s lower cost per ton mile. The movement of bulk commodities is also included in international modal freight transport; and

    *the enhancement of efficiency and integration within the supply chain could be transformed into improvement in cost, quality of service and delivery times.

    Customs Comptroller General Col. Hameed Ali (Retd.) identified sharp practices by importers and clearing agents as factors militating against quick cargo clearance and assured stakeholders that the Service would ensure that scanners are provided at sea ports, air ports and border stations between now and early next year to boost the trade facilitation programme of the Federal Government.

    Col. Ali assured stakeholders that the Buhari administration has  the political will to introduce a single window platform to reduce costs, increase compliance of importers and exporters and boost security.

    He said: “I  congratulate the Organizers for achieving this feat of bringing all stakeholders together to discuss an issue of great national importance. I have always believed that our port system  may be plagued with a myriad of problems, we stand stronger together, with a collective will to confront the knotty issues and proffer solutions.

    “Over the years, our port system have been adjudged poor performers by major Rating Agencies in terms of its competitiveness, charges paid for its   service,  and   efficiency.

    “In   terms   of   its   strategic   importance   to   the realisation   of   the   Economic   Growth   and   Recovery   Plan   (EGRP),   the Federal   Government   of   Nigeria   last   year,   issued   the   Ease   of   Doing Business Executive  Order  E01, with  far  reaching  measures  to improve business environment for Port operations. The Order imposes collective obligations   on   all   stakeholders   to   work   together   to   reduce   observed bottlenecks in our operations, achieve faster processing of cargo clearance, streamlining of procedures and fighting corrupt practices in our ports.

    “One year on, this conference offers us the opportunity to take stock of our performance and reflect on the progress made in our attempt to bring efficiency to the Ports. You may also recall that in the course of last one year, criminal elements attempted to exploit the weakness in the port systems to compromise our national security through the importation of arms and ammunition through Apapa and Tin-can Island Ports.

    “We therefore need to work together to present a united front against those characters waiting in the wings to compromise our system. We must leverage   on   opportunities   presented   by   new   technologies   to   fast   track

    compliant traders and punish the offenders. We have to strengthen our capacity   to   investigate   offenses   against   our   laws   and   impose   heavy sanctions that has deterrence factors on deviants.

    “We must all resolve that the selfish interests of few economic saboteurs should not be allowed to subjugate our collective will to bring sanity to our port system.

    “One way to  improve our performance is actually to carry out  an assessment of our operation, identify areas where we have made progress,and those where we still have some bottlenecks and delays. Following the methodology   of   the   World   Customs   Organisation   (WCO),   the   Nigeria Customs   Service   last   month,   in   collaboration   with   our   Stakeholders launched a Time Release Study project as a tool for trade facilitation.

    “The study is expected to scientifically measure the time taken for clearance of goods between the time of arrival and exit from the port. Using Apapa port as a pilot, the study will undertake an assessment of the clearance business process, collect survey data, analyze and publish the results. It is hoped that   the   study   will   chart   a   roadmap   for   collective   implementation   of measures to  achieve  faster clearance. I am happy to announce that the Working Group, comprising representatives of all stakeholders here was inaugurated yesterday, and is currently undergoing a training workshop in Lagos, under the guidance of the WCO,”the CGC said.

    Stakeholders at the conference said the single window is a laudable initiative, which a country like Nigeria ought to embrace to transform the ports.

    Dr Obajuluwa Oluwasanmi said the single window platform would enhance trade competitiveness through improvement in import, export, transit procedures and information sharing system among the government agencies.

    The facility, he said, would ensure that there is a paperless Customs declaration, compliance and online approval on all exports and imports coming to the country.

    The current 100 per cent physical examination of goods, according to him, would be reduced and all government agencies at ports integrated.

    “The single window facility will also need to be supported by legislation from the National Assembly

    “The National Single Window is the ultimate in port operation. But it must be multi-agencies integrated for it to be successful. The port is a transit point and our ports must be seen and used as such. That is why we have dry ports across the country to decongest the port and NPA as the landlord must have a say.

    “The benefits are immense, because on a micro level, it will boost the competitive advantage of our ports and its traders on the international markets while increasing government’s revenue, boost foreign direct investment, introduce simpler, faster clearance, and release processes,” he said

    The Government’s attention on the single window, he said, should be focused on the following:

    *reducing time and cost of doing business at ports;

    *simplification and automation of ports operations; and

    *reduction of the human interface and increased transparency among others.

    The Managing Director and Editor -in-Chief  of The Nation Mr Victor Ifijeh,who was represented by the Chairman, Editorial Board Mr Sam Omatseye thanked the Minister, the Comptroller-General of Customs and the Chief Executives of NPA, NIMASA, the Nigerian Shippers Council, NIWA and other agencies for their support  and collaborate with the paper to organise the event.

    “We were all in Lagos last year to witness the first edition of this conference. Today, we are all here for the second edition as part of our efforts to move the transport sector forward and help in speedy economic recovery and growth of our country.

    “We all know the problems facing us as a nation and our economy.

    They have also been the subject of various talks. Nevertheless, until the problems are adequately addressed, the need for more engagements like we are having now will continue.

    For the Federal Government’s plans to introduce single window platform and provide scanners for Customs examination, the Editor-in-Chief said there was need for all agencies at ports to key into the trade facilitation programme of the Federal to  boost efficiency, reduce time and cost and make the ports competitive and attractive for business.

     

  • Atiku to announce bid for president July 21

    •Ex-VP begins nationwide tour

    Former vice-president and leading presidential aspirant, Atiku Abubakar has begun tour of the country ahead of the presidential primaries of the Peoples Democratic Party (PDP).

    The former number two citizen visited Gombe State on Monday, and was expected in Borno State yesterday, Taraba today and Adamawa tommorrow.

    A schedule released by the the Director-General of the Atiku Presidential Campaign Organisation and former Governor of Ogun State, Otunba Gbenga Daniel, said the former Vice President will commence the Southwest visitation on Monday, July 30 in Lagos, while that of Northeast will start from Jigawa on August 6, with Northwest, Southeast and Northcentral scheduled for August 7, August 13 and August 15 respectively.

    An official reception in respect of his presidential ambition has been slated for Saturday July 21 in Yola by the Adamawa State chapter of the Peoples Democratic Party (PDP), tagged “Mega Rally”.

    The Independent National Electoral Commission (INEC) timetable released in January mandates all political parties to conduct party primaries, including resolution of disputes arising from the primaries between August 18 and October 7, 2018.

    Atiku is expected to battle the former Governor of Jigawa State, Alhaji Sule Lamido; Governor of Gombe State, Alhaji Ibrahim Dankwambo; former Governor of Sokoto State, Alhaji Attahiru Bafarawa; former Chairman of PDP National Caretaker Committee, Ahmed Makarfi; former governors of Kano State, Malam Ibrahim Shekarau and Rabiu Musa Kwakwanso for the ticket of the PDP.

     

  • President seeks stronger partnership with banks on infrastructure

    President Muhammadu Buhari yesterday called for stronger partnership with lending banks to reduce the nation’s infrastructure deficit.

    He also assured of his administration’s full commitment to implement all agreements.

    The President spoke while receiving the Board of African Export and Import Bank (AFREXIM), led by Dr Benedict Okey, at the Presidential Villa, Abuja.

    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, quoted the President as saying that the Federal Government would keep “knocking on the doors’’ of the banks to participate more in building infrastructure and developing the real sector.

    “We are grateful for the much you are doing for us, but we will continue to knock on your doors for more and more as we strive to overcome our infrastructure deficit.

    “We realise that we do need money to fix the appalling state of infrastructure we met; to do roads, railways, power and communications – a sector now mostly in private hands which is doing very well.

    “Don’t be tired of us. We will be coming to you again and again.  Please accommodate us,’’ the President told the Board of AFREXIM.” he said

    President Buhari said the nation already faced a challenge of fixing and putting in place long delayed infrastructure and will need strong partnerships for quick and better results.

    The President said it was an honour for Nigeria to host AFREXIM’s Annual General Meeting and 25thAnniversary in Abuja.

    President and Chairman of AFREXIM Board of Directors, Dr. Oramah, expressed satisfaction with the support of the Nigerian government in the operations of the bank, noting that the bank’s confidence in Nigeria justifies the huge loans it had granted to the country.

    He said the 20,000 participants attending the Annual General Meeting had already expressed their satisfaction with the quality of arrangements for the event, which includes security.

  • President signs order to freeze graft suspects assets 

    President Muhammadu Buhari yesterday  signed an executive order to freeze assets of individuals with corruption cases.

    Executive Order No. 6 of 2018 “on the Preservation of Assets connected with serious corruption and other relevant offences” was signed at a short ceremony in the Council Chamber of the Presidential Villa, Abuja.

    According to Buhari, there is a very strong link between corruption and peace and security of the country.

    He said: “I am delighted to welcome you all to this very important occasion, which is another milestone in the fight against corruption- a project that is very crucial to the viability and continuous well-being of this country.  Whilst there are many reasons why Nigeria has been struggling; regrettably, the most unfortunate cause of great disparity between Nigeria’s wealth and its poverty is endemic corruption.

    “There is also a very strong link between corruption, peace and security. Unfortunately, corruption is everywhere; at all levels of government, and every stratum of our society. Without doubt, corruption constitutes an unusual and extraordinary threat to the well-being, national security, and economy of Nigeria.

    “Mindful of this serious challenge, as you are all aware, before coming into government, this Administration specifically promised Nigerians that it will address the challenges facing our nation in the three areas of: (a) Security, (b) Economy and (c) Corruption.

    ”As a government, and in furtherance of our anti-corruption programme, we have since inception engaged in multi-sectoral reforms on anti-corruption including the enforcement of Treasury Single Account (TSA), strict implementation of the Bank Verification Number Policy, Signing of the Open Government Partnership, and a lot of efforts have gone into building and development of our anti-corruption institutions, among others.”

    According to Buhari, his administration has so far kept faith with the promise and will remain committed until Nigeria triumphs over corruption, attains a prosperous economic status and surmounts all her security challenges.

    He also insisted that if Nigeria does not kill corruption, corruption will sooner-or later kill Nigeria.

    The President  added: “Therefore, after three years in office, it is an opportune time to further review our achievements against set goals and, where necessary, re-appraise our strategy in order to achieve our outstanding objectives.

    “As this real battle continues, we still need to strengthen our policies and institutions in order to successfully fight corruption. We recognise that there are more grounds to cover in the war against corruption, and we are prepared to go out to possess those lands by cutting off any means that facilitates corruption and supports its growth.

    “From available records, the aggregate value of funds involved in some on-going prosecution of high profile corruption related cases stands at N595,409,838,452.25k. This amount  is in excess of the N500 billion approved for Social Investment Programme in the 2018 Budget, which sum would be applied to cater for home grown school feeding programme, government economic empowerment programme, N-Power Job Creation Programme, Conditional Cash Transfers, etc. Cumulatively, scores of millions of Nigerian citizens would benefit from those programmes.

    “To further put things in perspective, the highest appropriation in the 2018 Budget in the sum of N344 billion went to the Ministry of Works for construction and rehabilitation of several roads nationwide. These roads are:

    ”Lagos-Shagamu-Ibadan Dual Carriageway; Ilorin-Jebba-Mokwa Bokani Road; Abuja-Abaji Road; Kano –Maiduguri Road; Enugu-P/Harcourt Dual Carriageway; Odukpani-Itu-Ikot Ekpene Road; Sokoto-Tambuwal-Jega-Kontangora- Makera Road; Dualisation of Obajana to Benin; Calabar-Ugep-Katsina-Ala Road; Onitsha-Enugu Dual Carriageway; Abuja-Kaduna-Zaria-Kano Dual Carriageway, Benin-Ofosu-Ore-Ajebandele-Sagamu Expressway Phase III; and Kontagora-Bangi Road.”

    All the foregoing roads, he said, are expected to be either constructed or repaired with equivalent of about 57% of the monies covered by some of the on-going high profile corruption related cases.

    “It has thus become necessary to re-kit and re-tool our arsenal to be able to effectively tackle corruption’s perilous counter-attack against the Nigerian State.

    ”Accordingly, the Federal Government of Nigeria has declared a national emergency to deal with that crisis. In this regard, the Federal Government of Nigeria in line with its anti-corruption strategy seeks to ensure that the ends of justice is not defeated or compromised by persons involved in a case or complaint of corruption.

    “It is in consequence of this that I have decided to issue the Executive Order No. 6 of 2018 to inter alia restrict dealings in suspicious assets subject to investigation or inquiry bordering on corruption in order to preserve such assets from dissipation, and to deprive alleged criminals of the proceeds of their illicit activities which can otherwise be employed to allure, pervert and/or intimidate the investigative and judicial processes or for acts of terrorism, financing of terrorism, kidnapping, sponsorship of ethnic or religious violence, economic sabotage and cases of economic and financial crimes, including acts contributing to the economic adversity of the Federal Republic of Nigeria  and against the overall interest of justice and the welfare of the Nigerian State.” he said

    Buhari was glad that the fight against corruption is gaining more momentum among African States.

    He said: “We have just returned from the African Anti-Corruption Year event at Nouakchott, Mauritania where all African Heads of State were gathered to promote the anti-corruption message.

    “Nigeria and 39 other African States have ratified the African Union Convention on Preventing and Combating Corruption. I pledge to elevate the African Union anti-corruption agenda at the next session of the United Nations General Assembly in September.

    “Therefore, in order to preserve Nigeria’s political and economic systems, and the continuous progress of the Nigerian State from the serious threat of corruption, I call on all stakeholders, and indeed every Nigerian to give effect to this Executive Order.

    “Agencies of the Federal Government in consultation with the Attorney General of the Federation should identify and adopt best practices, and develop strategies for action.  The fight against corruption is one that must be fought by everyone wherever corruption rears its head.”

    President Muhammadu Buhari is billed to visit Borno State on security engagements on Friday, Governor Kashim Shettima stated this yesterday.

    The governor noted with delight the relative peace and stability being enjoyed by inhabitants of the state and expressed the hope that the Boko Haram insurgency was largely over.

    “Well, the ongoing insurgency problem is largely over, we might be having some hiccups but when you compare the past with the present, we have every cause to celebrate.

    “We have pockets of the insurgents in and around the Lake Chad and the Sambisa Forest but when you juxtapose the sorry state of affairs three, four years ago and the current situation we are in, I think there is cause for celebration. There is no cause for alarm,’’ he said.

  • I ‘ll make difference as president, says aspirant

    Alliance for New Nigeria (ANN) presidential aspirant Dr. Elishama Ideh has called for power shift in next year’s general elections, saying that Nigeria is yearning for a dynamic leadership.

    He said that the country may become more fragile, if the current leadership is sustained in power beyond next year.

    The 54-year old Mass Communication graduate from Ishan, Edo State will compete for the ANN ticket with other aspirants, including Fela Durotoye, a motivational speaker.

    The aspirant said the executive and the legislature should bear the blame for poor governance in the country. She called for a transformational leadership to draw the curtains on the national rot.

    She said: “The new transformational leadership that the nation requires would be hobbled, if it does not have a corresponding new National Assembly that is equaly driven by a consuming passion to achieve the vision for Nigeria. All steps must therefore, be taken to see to the emergence of a complimentary band of patriotic lawmakers in the next convocation of the National Assembly.”

    Ideh told reporters in Lagos the multiple crises ravaging the nation have overwhelmed the Buhari administration, advising the electorate to explore the alternative route to national recovery.

    She said: “Our slogan is: ‘Rich nation, poor people. We are better than this.” Our plan is to alleviate poverty, provide jobs, accommodation, schools and health facilities. In the poverty index, they said we have overtaken India now. Our people now live on less than two dollars per day. It is unacceptable.”

    Ideh, who has been rehabilitating many homeless and jobless Nigerians, warned about the consequence of aloofness to the plight of the poor and down-trodden, saying that the rich may not be safe in the nearest future.

    She said neglected, aggrieved and bitter Nigerians who are refugees today may turn the rich into refugees tomorrow.

    Urging voters to vote wisely next year, Ideh said: “Nigeria should not be allowed to go into extinction.”

    She added: “I am out with an emotional intelligence for a rescue mission.

    Reflecting on the contentious national question, Ideh said restructuring is the answer.

    She added: “States should be encouraged to explore their resources with the Federal Government as a collaborating partner.”

    On security, she said: “The security of lives and property is an urgent matter and our security institutions need to be fully re-caliberated and overhauled, complete with modernized systems and apparatus. Additionally, ample care should be taken to demonstrate equity and reflect true federal character.”

     

  • 2018 Budget: NIM boss expresses concern over alterations

    Mr. Olukunle Iyanda, President, Nigeria Institute of Management (NIM), on Thursday expressed concern over the alteration of the budget by the National Assembly.

    Iyanda said this while speaking with our reporter in Lagos.

    According to him, the National Assembly has made the public to perceive it as an obstacle to the budget process.

    He said a more agreeable budget was expected after the delay which had put on hold activities across all the sectors of the economy.

    Iyanda said the National Assembly had presented itself as a rival to the Executive.

    “The NASS is being perceived as a rival that sets itself up as an impediment and obstacle to the successful implementation of the plans and projects of the government.

    “It is an act which may be received by the people to be an abuse of its power, of approval of the budget,” said Iyanda.

    He explained that projects such as roads, electricity, and security which were of benefit to majority of the citizens must be top priority in any budget planning and execution.

    He urged the National Assembly to be service conscious and consistently work with the interest of the people at heart.

    “Anything short of this is self-serving of the NASS and against the interest of the people.

    According to him, the National Assembly must not be seen as one that swims against the tide of decentralisation as the responsibilities of government are spread across all levels of governance.

    The NIM President said the President Muhammadu Buhari should not have signed the budget having observed the abnormalities contained in it.

    He, however, commended the intention of the President to seek remedy on some critical issues through a supplementary budget.

  • Lawmakers can’t threaten President, says Malami

    Attorney-General and Minister of Justice Abubakar Malami (SAN) has faulted the National Assembly over some impeachable issues raised against President Muhammadu Buhari.

    He also said any senator or a member of the House of Representatives accused of any wrongdoing must be investigated by the appropriate agency.

    He said he could not come to terms on why the National Assembly passed a vote of no confidence on Inspector-General of Police Ibrahim Idris.

    Malami bared his mind on Wednesday night while featuring on a Channels TV programme, “The Core”,  anchored by Kadaria Ahmed.

    The AGF said instead of the National Assembly challenging Buhari on insecurity and unemployment, it should realise that it failed to pass the 2018 budget on time.

    He said: “Issues were raised by the National Assembly during their session that they think constituted perhaps misconduct, but then within the context of the issues raised, we need to reassess them. Let us take, for example, the issue of insecurity or perhaps the issue that borders on unemployment, among others.

    “For the past seven months,  for example, the Executive placed the budget before the National Assembly for passage. For instance, you have around N1trillion that was intended to address insecurity but it has just been passed.

    “On unemployment, over N900 billion was embedded in the budget and meant for social investment programme of the Federal Government. Within seven months period, senators, for instance, were taking over N3billion as wages within the seven months while the social security investment meant for the masses was not attended to.”

    On the allegations against some members of the National Assembly by the police and security agencies, Malami said.

    He added: “My immediate reaction to it is that you have to look at the issues and not the personalities. The time is right in this country when we have to start separating individuals from the institutions.

    ”Fundamental issues of consideration when an allegation is made is whether there is indeed an issue or not.

    “If, for instance, someone is alleged to have committed an offence and there are reasonable grounds for suspicion, there should be investigation. Are we now saying that simply because he belongs to the legislature, Senate or House of Representatives, he should not be investigated simply because he belongs to that institution?”

    Malami said oversight responsibility by the National Assembly was not open ended.

    He also said he could not come to terms with the reality of the declaration of the vote of no confidence on the IG by the National Assembly.

    “Before analysing or coming to conclusion as to whether the oversight functions have been properly conducted by the National Assembly, I think the major consideration has to be situated within the context of the constitution. Within the purview of the constitution, if you look at Section 4 of the constitution alongside Section 88 of the constitution, I think the fundamental functions of the legislature is lawmaking within the context and spirit of Section 4 of the constitution and two, is oversight.

    “The oversight function is not open-ended in all sincerity. Within the context of the workings of the ministries, departments and agencies, the major responsibility of the National Assembly is exposing  corruption. That is the bottom line. I cannot in all sincerity come to terms with the reality of the declaration of the vote of no confidence against the IG, where to situate it within the context of the lawmaking responsibility of the National Assembly and within the context of exposing corruption.”

    Malami said: ”We must within the context and spirit of democracy learn to operate within bounds of our respective constitutional rights, responsibilities.”

  • Fayose to Buhari: declare Abiola as president

    EKITI State Governor Ayo Fayose has urged President Muhammadu Buhari to go a step further by officially declaring winner of June 12, 1993 presidential election, Chief Moshood Kashimawo Abiola as the president-elect.

    The governor, at a press briefing in Government House in Ado-Ekiti yesterday, argued that it is after this has been done that the Grand Commander of the Federal Republic of Nigeria (GCFR) honour conferred on Abiola will have constitutional backing.

    Fayose said: “The honour done to late Moshood Olawale  Abiola  (MKO) by President Muhammadu Buhari is a welcome development. We thank the

    President, even though we know it is for political reasons, we see it as a step in the right direction.

    “We urge President Muhammadu Buhari to go to the next level and declare MKO the President of Nigeria because MKO won the election, but the then dictator, Ibrahim Babangida, denied Nigerians that victory and the opportunity to have Abiola as our President.

    “Having realised that they goofed, they have come out to right the wrong. Besides, you can’t keep such title of Grand Commander of the Federal Republic of Nigeria (GCFR) without being the President of Nigeria. Therefore, the President should be courageous enough by declaring the results of the election and declare Abiola the winner of the June 12 poll. This is a lesson that what you do today will be reference point for others tomorrow.

    “We condemn the annulment of the June12 presidential poll results, brutality of Nigerians who protested against it, election rigging, brute force and manipulations during elections.”

     

     

     

     

  • Omoluwabi Movement salutes President

    THE Omoluwabi Movement, a non-governmental and socio-political organisation, based in the Southwest, has lauded President Muhammadu Buhari for his declaration of June 12 as “Democracy Day”.

    It also hailed the posthumous award of the highest honour in the land on the winner of the June 12, 1993 Presidential election, Bashorun Moshood Kashimawo Olawale Abiola.

    In its statement by Comrade Tunde Oladunjoye, one of the movement’s directors, the group appreciated the special recognition given to the late Senior Advocate of the Masses (SAM), Chief Gani Fawehinmi, SAN, who it described as the “legal luminary, who put his wealth of knowledge of the law at the service of the common man”.

    The statement read: “Mr. President sir, by this your  declaration and due recognition of June 12, you have not only honoured Bashorun MKO Abiola, but also all Nigerians of different ethnic origins, who participated in the historic election, and all those who fought for its actualisation, especially those martyrs who died in the process.

    “Furthermore, coming from a President, a former military Head of State, and someone of different extraction from MKO Abiola’s, you have actually validated the unique achievement of the June 12 , 1993 presidential election as a pan-Nigerian Mandate. You have made history, Mr. President, and you are emerging quickly as the father of a true new Nigeria, where the ethos of unity and notion of the New Tribe is being entrenched.”
