    FG poised to accelerate growth, development – Minister

    Minister of State for Labour and Employment, Prof. Stephen Ocheni has said that the federal government has developed a special package of incentives aimed at accelerating the growth and development of the various sectors of the Nigerian economy, reduce poverty and promote economic recovery and growth of the nation.

    Speaking when he was honoured with an Excellence Award by the Chartered Institute of Taxation of Nigeria, Ocheni said the special incentives were designed by the government to restore Nigeria’s economy to the part of sustainable growth.

    He said: “the federal government has developed a package of incentives for various sectors of the economy which will help to accelerate growth and development, reduce poverty and promote the government economic recovery and growth plan which is designed to restore Nigeria’s economy to the part of sustainable growth.”

    He describes the private sector as the engine of growth and wealth creation in any country while the government’s major responsibility is to provide the enabling environment for the private sector to operate.

    He describes tax incentive as a deliberate reduction in tax liability approved by the government to encourage some corporate bodies to invest more, saves more and imports less, adding that the reduced tax liability can be achieved through the reduction in the tax rate, tax deferment or outright exemption.

    He said “priority sectors of the economy such as agriculture, mineral, oil and gas are given. Incentives in order to influence production cost. One form of the tax incentive is the granting of capital allowances because capital expenditure is not admissible in earning profits, but definitely, capital expenditures result in the creation of fixed assets which contribute immensely to profits earning.

    “It is, therefore, reasonable to provide a form of relief in taxation in respect of these expenditure items. Therefore, special allowances called capital allowances are created to take care of this relief. When a fixed asset is put into use by a business, its value declines through physical wear and tear through the passage of time. 

    “The law does not allow the cost of these assets as direct debits or charges against profit hence it becomes reasonable for a taxpayer to set aside some portions of the profit annually for the replacement of the asset on the expiration of its useful lifespan.

    He commended President Muhammadu Buhari for the huge success recorded in the implementation of the economic recovery and growth plan which led the country out of recession.

    Ngige faults US report on Child Soldiers

    Minister of Labour and Employment, Sen Chris Ngige has faulted reports by the United States of America Department of Labour alleging that Nigeria was engaged in the use of child soldering in its fight against Boko Haram, saying the country does not encourage child soldiering or the participation of children in the Civilian JTF.

    The Minister who speak while receiving the new Labour Attache of the United States of America in Nigeria, Mirna Torres however sought the collaboration of the US government in its effort at eradicating the menace of child labour and the provision of decent employment for its teeming unemployed youths through collaborative efforts between Nigeria and United States Department of Labour (USDOL).

    Ngige said the Nigerian government “will continue to ask for collaboration from the government of the United States of America, nothing stops you from assisting us in building more schools as well as collaborate with us in the implementation of the school feeding and conditional cash transfer programme of President Muhammadu Buhari which is aimed at bringing succor to the vulnerable group.”

    While faulting the US report on child soldiers, the Minister said: “Nigeria does not recruit child soldiers, rather Nigeria is fighting Boko Haram terrorist group that captures children and use them as child soldier and shield to fight the Nigerian Army. We do not allow children to participate in the Civilian Joint Task Force (JTF) as well.

    “Similarly in the mining and agricultural sector, we have put in place centres that monitor, report and discourage the use of children for mining. In view of these deliberate efforts of the Federal Government, there is a significant decline in child labour in Nigeria. As much as I don’t want to fault your data but I know it is over blotted nevertheless it will spur us to put more efforts towards the eradication of child labour.”

    In addition, he emphasized that Nigeria is a signatory to the International Labour Organisation (ILO) Convention 138 and 182 that prohibit child labour. Furthermore, Nigeria has not only ratified (ILO) Convention 138 and 182 but has domesticated them into laws, the review of which is currently before the National Assembly for enactment into law.

    Minister of State Labour and Employment, Prof. Stephen Ocheni attributed the reduction in child labour in Nigeria according to the 2016 child labour report as presented by the Labour Attache of the United States of America, to the deliberate and coordinated efforts of President Muhammadu Buhari. 

    He assured the envoy of the commitment of the Federal Government to the eradication of child labour in the Country.

    Speaking earlier, the Labour Attache of the United States of America in Nigeria, Mirna Torres revealed that Nigeria has made progress and improvement in the fight against child labour, she added that towards consolidating on the achievements made so far, the United State is seeking to partner Nigeria in the area of workplace inspections to understand the kind of work and environment under which Nigerians work with the aim of getting first-hand information.

    She said “we see Nigeria having made modern advancement and has improved on the matter of child labour, the only thing I want to mention is if it is possible for us to work together in the future on the issues of inspections. 

    “We have not been able to receive much information as to the numbers of inspectors currently working in the Ministry, where they are deployed and the kind of inspections they carried out. This is not aimed at critic but to know the kind of work Nigeria is doing and ensure we give you the credit.”

    Support Buhari’s Economic Devt drive, Minister urges Nigerians

    The Minister of State Labour and Employment, Prof. Stephen Ocheni has appealed to Nigerians to support the present administration in its efforts at advancing the economic development of the country and its efforts at creating job opportunity for the unemployed Nigerians.

    Speaking when he received the leadership of the umbrella body of the Igala people of Kogi state, Ukomu Igala Organization in his office, the minister said tribal organisations should partner the government at both federal and state levels for the overall development of the nation.

    He said: “I urge you all to support the Present administration of President Muhammadu Buhari in its efforts at actualizing the economic development of our dear nation, enhanced the living conditions of the common man and create jobs for the teaming unemployed youths.

    “As we continue to move towards actualizing our dreams as a community developer and as a people, we must partner with governments at both the Federal and state levels by giving our unalloyed support. As much as I seek your support for the Federal Government of the day, I also want to encourage you to support the Government of Kogi State so that our people can enjoy the deserved dividends of democracy.

    While expressing commitment to support the Ukomu Igala Organization in its grassroots developmental drive, he said “I promised that I will support the Ukomu Igalla Organization in the task of creating awareness that is needed to move our people in our various locality forward.”

    Earlier in his remarks, the Chairman of Ukomu Igala Organization, Retired Major General Patrick Akpa the appointment of the Minister, was heralded with a lot of industrial upheavals in the country and commended the Minister for teaming up with the his colleague to conciliate and return the country back to the part of industrial peace and harmony.

    He said the Organization been the apex social-cultural organization from Kogi East were in the Ministry to congratulate the Minister and wish him well in the discharge of his responsibilities as Minister of the Federal Republic.

    FG to reposition Micheal Imoudu labour institute

    The Federal Ministry of Labour and Employment is to collaborate with the relevant government agencies like the National Board for Technical Education (NBTE) to reposition the Micheal Imoudu Institute for Labour Studies to train manpower that will be useful to all sectors of the economy.

    Minister of State for Labour and Employment, Prof. Stephen Ocheni who disclosed this while speaking with a group of select journalists in his office said the Ministry will approach the NBTE and other accreditation agencies to come and inspect the institution and tell them what is required to bring it to standard.

    Prof. Ocheni said the Ministry will also set a daily target for the civil servants in the ministry, adding that there is going to be a total reorientation in the ministry if it must attain the goal of economic recovering and growth plan of the President.

    He said: “the Ministry has a Labour Institute which is a training arm. It is my desire to ensure that the institute is strengthened further to be able to offer programmes and award certificates that are not only need in the Labour ministry, but will be of immense benefit to other ministries and agencies in the entire public service.

    “For example, if you are running a certificate in Labour Inspection or in any other aspect of Labour and management, we can strengthen the institution in collaboration with other government agencies that are responsible for the accreditation of such programmes such that qualifications obtained from there will be acceptable to other employers of labour in the country.

    “We are going this by collaborating with institutions like the National Board for Technical Education. We can appeal to them to come and inspect the facilities in our training institute and tell us what we need to do to meet their standard. If we are able to meet their standard, we may aspire to award diploma certificates that are comparable to diplomas awarded by Polytechnic and colleges of technologies in the country.

    “By so doing, we are strengthening the institutional capacity of the training institute and at the same time, producing graduates that are acceptable to other sectors of the economy. We must not train ourselves and our staff for only the Labour ministry. We will try as much as possible to diversity the knowledge that will be acquired from that institute so that they will be of benefit to other employers.

    “There are other short seminar and trainings that can improve in the employee productivity. We should, as much as possible be able to embrace the private sector orientation. There should be daily target for civil servants. There is going to be a total reorientation in the ministry if we must attain the goal of economic recovering and growth plan of the President.

    “We must work hand in hand to ensure the success of this economic recovery and growth plan. It is not for the politicians alone, neither is it for public office holders alone. Civil servants have a role to play in the realization of the objective of government plan for total economic recovery of this country.

    “When you come to the office, ask yourself a question, have I attained m target for to? So, we are going to draw work plan and target for ever cadre of civil servants in this ministry so that when you assume duty in the morning, you should know what task you are to accomplish because by doing that, you are contributing to productivity and contributing to the gross domestic product of this country. Most times, we complain that our salary is poor, but we don’t ask what our contribution to earning capacity of this country is.”
