    •Navy promotes 87 senior officers

    THE Army announced yesterday that about 230 senior officers have been promoted by the Army Council to their respective next ranks.

    Also yesterday, Navy promoted 87 senior officers to their next ranks.

    According to Army spokesman Brig. Gen Sani Usman, among those promoted were the Director-General of the National Youth Service Corps, Brig.-Gen. Suleiman Z. Kazaure, who was promoted to the rank of Major-General.

    Brig.-Gen Usman, in a statement, said that 29 Brigadier-Generals were promoted to the rank of Major-Generals, 95 Colonels promoted to the ranks of Brigadier-Generals and 106 Lieutenant-Colonels promoted to the ranks of Colonels.

    The promotion exercise, the Army spokesman said, is expected to re-energise the beneficiaries towards the discharge of their tasks and responsibilities.

    According to a statement from the Director of Information (DINFO) Navy Headquarters, Abuja, Navy Commodore Ayo Olugbode, 10 Rear Admirals, 25 Commodores, 24 Captains and 28 Commanders benefitted from the new naval promotion.

  • ‘MSMEs can promoted boost forex supply’

    Supporting Micro Small and Medium Enterprises (MSMEs) through funding and other operational tools will enable the sector boost the county’s foreign exchange earnings, the Director-General of the Small and Medium Enterprise Development Agency of Nigeria (SMEDAN), Dikko Radda, has said.

    He spoke during the knowledge sharing session under the Enterprise Network Initiative (ENI) held in Lagos.

    Radda, who was represented by Friday Okpara of the Strategic Partnership and Liaison Department at SMEDA, said Nigeria’s MSMEs are equal to the tasks, if they are motivated and incetivised.

    “They are also capable of generating enough foreign exchange and generate massive employment for the unemployed youths, hence poverty reduction and wealth creation,” he said.

    He said the ENI is a network of interdisciplinary knowledge network, dedicated to promoting innovative thinking and global competitiveness. The network convenes the most relevant and knowledgeable though leaders from acadamia, government, business and civil society to challenge conventional thinking and develop new insights and perspectives on the key global systems, as well as the impact and governance of key emerging strategies and technologies for capacity building.

    He said the mission of the ENI is to improve the business climate and promote cross bo-rder trade and investment in its geographical region among MSMEs.

    He said the quality of Nigeria’s MSMEs products should be enhanced and the ease of doing business improved. “We should explore the huge markets with their unique products. “The standards and specifications should be enhanced and improved. Our labeling and packaging should meet international standards. The various embassies and the regulatory organisations and the Nigerian Customs should help make our products export ready,” he said.

    He said many Nigeria SMEs and small holder farmers remain inefficient and constrained in their productive capacities due to lack of skills, capacity and other restraints. Targeted trade Capacity Building assistance is essential for bridging that gap.

    The MSMEs need a better understanding of trade and investment programme opportunities, trade regulations and doing business practices, customs and market trend opportunities.

    He  said another opportunity for the export of Nigerian goods is the Ecowas market though the Ecowas Trade Libralisation Scheme (ETLS). The ETLS was adopted as a conscious policy to effectively mobilise national capabilities for accelerated industrial growth and economic development. “It is mainly targeted at increasing free trade flow of intra-community trade on goods that are produced in the member states of Ecowas.

    He said that Nigeria as a major player in Ecowas is expected to capture the entire Ecowas market through the operation of Nigerian MSMEs.

    200 police teachers promoted in Southwest

    There was joy yesterday at the Police Children School at Eleyele in Ibadan, Oyo State capital, as 200 teachers got their promotion letters.

    The teachers, who taught at police children schools in Oyo, Osun, Ogun, Kwara and Lagos states, could not hide their excitement.

    Many of them were last promoted three years ago.

    The elevation, according to the promotion letters, took effect from January 1, last year.

    The promotion was based on examinations conducted last year by the Ministry of Interior and the Police Education Authorities.

    A Deputy Director for Human Resources at Police Force Education in Abuja, Mr. Ajao Emmanuel, led other top officials to deliver the letters.

    Emmanuel said only those who passed were elevated.

    He said the promotion was important because of the roles the teachers played in grooming children of officers and others attending Police Children Schools.

    According to him, 1,421 teachers were promoted from one grade level to another in a nationwide exercise.

    The deputy director said the Force Education Authorities believed this would motivate the teachers to work harder.

    He urged them to give their best to justify the promotions.

    Emmanuel assured the teachers that the Force Education Authorities were working with renewed commitment to promote other deserving and hard working teachers.

    The deputy director said the schedule for this year’s promotion would soon be rolled out.

    Head of Quality Assurance Department at the Ibadan Zonal Office Mr. Emidun Richard Adeniyi said the promotion would improve quality of teaching and service delivery.

    Adeniyi, who oversees Oyo and Osun states, noted that it is a morale booster for those promoted, and encouragement to others not promoted.

    Plateau United promoted after winning appeal

    Plateau United will feature in the Nigeria Premier League next season after their appeal against a ruling in favour of Adamawa United was upheld.

    Adamawa United had complained that the kick-off of Plateau’s final game of the season at Spotlight of Katsina was delayed and so was open to various manipulations.

    The NFF organising and disciplinary committee, therefore awarded the game to the home team Spotlight and so doing, Adamawa were promoted ahead of Plateau United.

    However, the NFF appeals committee ruled that the game started when it was supposed to and on that basis, Plateau have been duly promoted to the Nigeria top-flight league.

    Plateau last played in the premier league five years ago.

    Taraba Ag. Governor’s ADC promoted

    Things are looking up for Mr Mahmood Mohammed Dahuwa, police aide to Taraba State acting Governor Abubakar Sani Danladi. Dahuwa is now an Assistant Superintendent of Police (ASP).

    His steady rise through the ranks has been a product of discipline, punctuality, hard work, honesty, humility and dedication to service, but above all, his unconditional love for his job.

    Born on September 26, 1976, Dahuwa kept his dream of securing a job with the  police alive while growing up in his rustic town of Katagum, Bauchi State. Fighting crime to protect lives and property motivated him. His beloved and most favorite career was to be a police chief. Thus, when the opportunity came on February 2, 2000, he promptly enrolled in the NPF as a recruit Constable. He was indeed a happy man.

    But his happiest moment, he told The Nation, came when he was promoted to the rank of an Assistant Superintendent of Police (ASP) at the prestigious Police Staff College, Jos, Plateau State seven years after joining the police. He said he was highly elated to be decorated by the then Inspector General of Police (IGP) Sunday Ehindero, ably represented by the then DIA Administration Mr.  Ogbonna Onovo, who also was later appointed to the IG post.

    To master his job, Dahuwa trained at the Police Training School Farfaru, Sokoto State. He obtained an HND/PGD in Public Administration from Abdu Gusau Polytechnic Talata Mafara, Zamfara State. He further did an Assistant Superintendent of Police (ASP) promotion course at the Police Staff College, Jos in 2006, and on February 1, 2007, he became and ASP.

    He said: “Police was my most favorite job, and that was why I joined the Force as a Constable. Then I had an O’Level Certificate with nine credits and a National Diploma (ND) in Business Administration.

    “Because of my love for the job, I enrolled into a Post Graduate class, even as a Constable.”

    Rising systematically from the ranks, DSP Dahuwa served as a Divisional Crime Officer (DCO), Low Coast in Gombe State, Divisional Police Officer (DPO) in Karimlamido local government area of Taraba State. As DPO, Dahuwa ensured Karimlamido became stable and secured. He brought crime in the area down to the barest minimum by initiating new crime fighting strategies, and using a wide range of technology to identify, track down and punish perpetrators of crime to protect the masses. Witnesses said he succeeded because he made the police friends of the community.

    However, while as DPO in Karimlamido, his saddest moment came amidst successes. “My saddest moment in the police was the day I was attacked by mobs in a police station in Karimlamido where I was the DPO. Two suspects under my custody were killed by the invading mobs,” he regrettably said.

    From DPO, he became the State Traffic Officer of the Central Motor Traffic Division in Jalingo. From there, he was posted to Acting Governor Abubakar Sani Danladi as an aide de camps (ADC) on November 20, 2014, a post he has held sway till date.

    DSP Dahuwa said he remains grateful to the Taraba Acting Governor Abubakar Sani Danladi. He spoke well of his boss, saying: “the Acting Governor is not only my official principal, he is an elder brother and father to me. Our union is beyond an ADC-Governor relationship. He is like an elder brother who is from the same mother and father with me.”

    The acting governor on his part, has always said his ADC is one of the best, having “served well” -without a blemish record.

    The new DSP was decorated by his boss -the acting governor and the Commissioner of Police Nyats Jatau. The event took place at the Executive Council Chambers of Government House, Jalingo.

    Dahuwa’s advise to upcoming police personnel is for them to “shun all forms of indiscipline, be punctual and dedicated to duty.”

    233 senior police officers promoted

    The Police Service  Commission (PSC) yesterday approved the promotion of 233 senior police officers. The exercise, the PSC said, was one of the decisions taken at its 9th plenary, held in Abuja.

    A statement yesterday by the commission’s spokesman, Ikechukwu Ani, gave a breakdown of the ranks involved.

    “55 of the officers were promoted from the rank of Assistant Commissioner of Police (ACP) to the next rank of Deputy Commissioner of Police (DCP), 177 promoted from the rank of Chief Superintendent of Police (CSP) to that of Assistant Commissioner of Police (ACP) and one Assistant Superintendent of Police (ASP) promoted to a Deputy Superintendent of Police  (DSP).

    “The commission took cognizance of merit, availability of vacancy and satisfactory appraisal of performance (APER) grading in considering and approving the promotion of the officers”.

    Ani quoted the Chairman of the commission, Sir Mike Okiro, to have enjoined the officers to reciprocate the commission’s gesture by rededicating themselves to the service of their fatherland, especially during this crucial period in the nation’s life.

    The statement stressed the commission’s commitment to the advancement of the ideals and progress of the force and the personnel.

    Godswill promoted to Barca B team

    Godswill Ekpolo, who only recently put pen to paper on a three-year professional contract with Spanish giant Barcelona, has been promoted to the Barca B team and will partake in pre-season in preparation for their campaign in the second tier of Spanish league.

    The 19-year-old right full-back captained the Barcelona Juvenile team last season leading them to the UEFA Youth Champions League trophy, scoring four goals with four assists in what was an eventful season.

    In Spain, teams are allowed to field their B team in the lower leagues and Elohor will be hoping to follow in the footsteps of so many Barcelona first team players who made the step up from the B team in the 2nd division to the main team in the La-Liga.

    Last season he trained with the first team on a few occasions.

    He ended the season rather sadly due to an operation on his right thigh after an injury.

    Ekpolo was promoted to the Barcelona B team alongside Maxi Rolon, Munir El Haddadi, Jose Aurelio Suarez, Joel Huertas and Wilfred Kaptoum.

    Born in Benin City, Edo State, Nigeria, Ekpolo is yet to be capped by Nigeria or Spain at any level, however he has indicated his interest to play for Nigeria.

    ‘No office for promoted Federal directors’

    The Head of the Civil Service of the Federation (HOCSF), Bukar Goni Aji, has said many directors and assistant directors have not been promoted for a long time because of lack of space in the service.

    It was learnt that there have not been promotions in the service for long, causing assistant directors and deputy directors to remain stagnated.

    There was need to increase the number from 10 to 120 directors after promotions, the HCSF said.

    The conclusion is to fix two each to different ministries, departments and agencies (MDAs).

    Aji spoke in Abuja during an interactive session with the newly promoted directors.

    The HOCSF explained that at least 50 directors would come from the Ministry of Education.

    He said: “With the assistance of development partners, such as the United Kingdom’s Department of International Development (DFID) and Federal Public Administration Reform (FEPAR), the following achievements have been made: consolidation of 26 departments supervised by six permanent secretaries, establishment of the pension Transitional Arrangement Department (PTAD) and the appointment of a director-general to manage the pension liabilities in the old pension scheme, as required by the Pension Reform Act of 2004 and to enhance efficiency.

    “In deepening the reform exercise, a director-general was also approved for the Bureau of Public Service Reforms (BPSR); introduction of the permanent secretary peer review exercise, so that top level management can constantly assess their performance contract to propagate best practices.”
