    FRSC promotes 442 to Inspector cadre

    The Federal Road Safety Commission (FRSC) has promoted 442 Marshal Inspectors in line with the commitment of the commission to reward efficiency and punish indiscipline in the Service.

    This is contained in a statement signed by Mr. Bisi Kazeem, Head, Media Relations and Strategy, FRSC and made available to journalists yesterday in Abuja.

    According to Kazeem, the commission promoted 442 personnel within the ranks of Deputy Chief Inspector and Marshal Inspector III.

    “At the end of the last promotion exercise, 38 Deputy Chief Inspectors were promoted to the rank of Chief Inspector, while 80 Assistant Chief Inspectors got promoted to the rank of Deputy Chief Inspector.

    “Also, 66 Principal Marshal Inspectors were promoted to the rank of Assistant Chief Inspector, while 77 Senior Marshal Inspectors moved to Principal Marshal Inspectors,” he said.

    Kazeem added that 85 Marshal Inspectors I were promoted to the rank of Senior Marshal Inspector, while 82 Marshal Inspectors II were promoted to Marshal Inspectors I.

    According to Kazeem, 14 Marshal Inspectors III were promoted to Marshal Inspectors II.
    Kazeem added that Mr. Boboye Oyeyemi, Corps Marshal of the commission, urged the officers on efficiency and dedication to duty at all time.

    The Federal Government recently approved the promotion of over 900 officers below the rank of Corps Commanders, to boost the morale of the FRSC personnel.

  • Promotion not an award, but honour earned, FRSC boss tells officers

    The Corps Marshal of the Federal Road Safety Corps (FRSC), Boboye Oyeyemi, has said the elevation which some officers of the FRSC enjoyed in the recent promotion exercise was not an award, but an honour they deserve and earned through hard work and dedication to the goals of the FRSC.

    He stated this yesterday, while decorating the newly promoted officers at the FRSC Officers’ Mess, Abuja, saying the beneficiaries had all met the criteria set for the elevation.

    In a press release by Bisi Kazeem, Head, Media Relations and Strategy, FRSC,the Corps Marshal said some of the hurdles which the successful candidates scaled through ranged from physical tests to oral and written examinations as well as Annual Performance Evaluation Report (APER), noting that they deserved to be congratulated.

    “The promotion is not an award, but an honour you deserve and earned through perseverance, determination and dedication to the laid down processes,” he stated.

    While congratulating the officers, Oyeyemi recalled that the promotion exercise was guided by the criteria of merit, intellectual ability, character, commitment to institutional goals and above all, consideration for the provisions of the terms of the federal character principles particularly, for officers on senior ranks. He further stated that the ceremony marks yet another milestone in the Corps’ journey towards excellence and its capacity to sustain the Quality Management System Certification (ISO 9001-2008) which it earned about two and half years ago..

    “The success of the promotion exercises in the Corps over the years has proved the rightness of the decision taken by the management some years back to introduce examination in our promotion process as well as use of computer,” he said.

    The Corps Marshal went further to state that management has learnt from the previous exercises and will continue to improve on the processes in its commitment to creating level playing ground for all deserving staff who should always be assured of fair treatment.

    PROMOTION TO GLO PREMIER LEAGUE: Lumumba Adeh blasts NFF, NNL

    Former first vice Chairman of the Nigeria League Management board’s interim committee Honourable Lumumba Adeh has criticised the NFF and NNL for declaring Adamawa United the team to be promoted instead of Plateau United.

    Lumumba, in a communiqué sent to Sportinglife  yesterday, wondered how an away team, in this instance, Plateau United are made liable for shortcomings in a game where the home team is exonerated.

    Lumumba argued further that is was preposterous for the NFF to hinge its judgment on what happened to Adamawa against Taraba United stressing that the two instances are difference since in the case of Plateau, they were the visitors unlike in Adamawa’s, where they were the host team.

    It is now becoming clear to the innocent minds following the drama at the NFF/NNL with respect to the NNL 2015 Abridged League Division A1- The case of Plateau United and Adamawa United.

    It became suspicious when the O & D committee of the NFF ruled in favour of Adamawa Utd in a protest case between Adamawa and Kogi Utd; a case which the NNL had ruled for the match to be replayed in Lokoja to everyone’s surprise.

    KogiUtd expectedly disagreed and appealed against the decision.

    Traditionally, the appeal was expected to be dealt with before the last round of matches (week 14) outstanding to round up the league in that group but the NNL/NNF surreptitiously ordered the last set of matches to be played against protestations, appeals and advice.

    The Match; Week 14 – Spotlite FC KatsinaVs Plateau Utd FC, Jos @ Katsina Township Stadium

    For the avoidance of doubt, Spotlite FC was the host as home team with Plateau Utd as away (visiting) team.

    As a tradition all matches on the last fixture take place simultaneously and clear directives are given to the match officials viz referees and match commissioner. Therefore, the issue of control of time and timing rest with the officials listed above, the home team and the host FA.

    Usually it is agreed at the rematch the time for arrival of both teams for the match; and it is not stated anywhere that Plateau United FC defaulted by arriving late or refused any instructions from match officials.

    With the result and conclusion of the match not in contention, it is absurd that the away team is made to suffer loss of points in a very controversial ruling with no place in the rule books.

    With Plateau winning away which they never expected because of the desperate standing of Spotlite on the league table (threatened by relegation), the schemers threw caution to the wind and encouraged Spotlite to protest against late start of the match. Even Adamawa Utd also filed a similar protest.

    NOTE

    1. It is to be noted that the O & D committee has some lawyers as members.
    2. Even in the face of all these the appeal of Kogi Utd is pending and uncleared just to see the outcome of their schemes and use it as a joker.

    iii.  The O & D is shamelessly trying to cover up by making reference to a 2010/2011 case between Adamawa Utd and Taraba Utd as precedence. The two cases have no similarity at all. Even for the fact that Adamawa hosted that match in question.

    1. Speculations are rife that the leadership of the NFF wants to use this ‘favour’ to please a top ranking government official from Adamawa state whose name is being dropped all around.

    This arbitrariness must not be allowed to continue in the interest of the development of football in Nigeria especially given the stance of the new government of Buhari against corruption. There is no better example than this as corruption is necessary not limited to financial matters.

    1. The NFF to dissolve the O & D committee immediately to save her face
    2. The government to investigate the operations and dealings in the NFF just as in NNPC, NPA, NIMASA and the likes
    3. Plateau United and her owners, the state government of Plateau to resist this wicked and insulting ruling that smack of arrogance of power and abuse of privilege. Forward without delay a petition to both houses of the National Assembly.
    4. The issue of legality of the NFF as an entity within the sovereignty of Nigeria should now be tackled once and for all by establishing an authentic law to guide its operation and avoid the trampling on the rights of individuals and entities.

    Plateau United players, officials and fans should not celebrate yet on promotion to the Nigeria top flight league.

    AfricanFootball.com gathered their promotion hopes are tied to the decision of O and D on the inconclusive game between Kogi and Adamawa United in Lokoja.

    Players of Adamawa United and Plateau united are claiming the promotion ticket.

    Plateau United left back John Boyi told AfricanFootball.com of his excitement on promotion after 1-0 win over Kogi, while an Adamawa United goalkeeper simply said: “It is Adamawa United and Niger Tornadoes who got promotion and not Plateau United.”

    Both teams have to wait for O and D verdict.

    There is also a decision to be taken by the committee on Prime FC vs Remo Stars game which was abandoned.

    The verdict it will decide to the top flight league among Ikorodu United, Prime FC and Go Round FC.

    MFM FC of Lagos and Niger Tornadoes have already sealed their promotion.

    Maurice Cooreman has expressed satisfaction with the promotion of Ikorodu United to the Glo Premier League.

    For the first time since his coaching career started in Nigeria’s top flight with Gabros International (now FC Ifeanyiubah) back in 2003, Cooreman stepped down to the lower division after accepting to coach the newly formed club.

    “I want to praise my players and the sponsor for the promotion of Ikorodu United. We worked hard to achieve the feat as a team.

    “My target was to get Ikorodu United to the Premier League and I’m excited we achieved promotion,” he said to supersport.com.

    Cooreman boosted his squad with the trio of Cyril Olisemah, Lucky Edjebare and Shedrack Francis, who have top flight experience.

    Apart from Gabros, Cooreman has managed Lobi Stars, Bendel Insurance, defunct NPA, Ocean Boys, Enyimba, Kaduna United, Warri Wolves and Gombe United.

    Cooreman won the league twice with Ocean Boys as well as with Enyimba and was Cup champion with Kaduna United.

Spokesman of the side George Daniya who hinted that series of plans are on to properly commend the boys for feat achieved further revealed that the fans have started planning in earnest ahead of the new season with a view to storming match venues in large numbers to ensure that the team does not lack support.

    “Honestly the fans here have been celebrating the feat and have even started planning ahead of the new season. They want to intensify support for the team and are praying for the team to maintain the tempo henceforth,” he said in a chat with SportingLife Monday.

    Tornadoes who were relegated in 2012 secured their topflight return with a league game to spare follow a 2-0 home win over Mighty Jets at the Bako Kontogora Stadium on Saturday – beating Gombe United, ABS and Mighty Jets to the top spot in a seven-team race.

    The duo of Yakubu Alfa and Samson Adeyemi, who netted the two goals that eventually separated the boys from the men, have already been tipped to compete in the scorers’ log when the new season begins.

  • Promotion to directorate cadre in civil service subject to vacancy –FCSC

    Promotion in the directorate cadre in the federal Civil service is no more automatic, it was learnt.

    Chairman, Federal Civil Service Commission, Deaconess Olatoyosi Ayo disclosed that promotion is subject to vacancy.

    Ayo who stated this  while addressing 61 newly-promoted staff of the Federal Ministry of Health to directorate cadres, said the era where promotion is tied to success in examination was gone.

    “I am standing here confidently among all of you and I  thank God, in the Federal Civil Service Commission, we have stopped the corrupt practices whereby people pay to pass promotion exam,” she stressed.

    Explaining further she said: “You wrote the promotion exam and you scored 60 percent. We didn’t say you scored 60 percent and automatically you are promoted. If there is no vacancy and there is no way we can do it, there is nothing we can do. This is what happens in many establishments the world over.”

    She further explained that world over, promotion is tied to vacancies, and that the Commission had delayed this year promotion examination because of absence of vacancies in the public service.

    She appealed to the staff to be dedicated and be forthright in their service to fatherland.

    In his remark,  Permanent Secretary in the ministry, Mr. Linus Awute, advised the employees not to relent in their quest for more knowledge and self-development; and that they should shun self-rejection.

    He said:  “You people should read more books to develop themselves and subscribe for literature that would enhance their self-development.”

    Speaking on the test that led to the promotion of the workers, Awute said civil servants should not shun examination, adding that it enhances promotion, hard work and discipline.

    He further informed that experiences of the workers would prod them to work hard and also make others to emulate them.

    Awute also charged the staff on the need to promote harmony in the sector. He urged them promote productivity and not perennial face-off between employees and government in the nation’s health sector.

    Earlier, in his welcome address, Director, Human Resource, Danjuma Karau, said reception for the promoted staff was an occasion to appreciate those who had worked tirelessly and to celebrate their success, adding that it would be an impetus to junior staff in the ministry.

  • Prisons officers lament promotion irregularities

    Some aggrieved officers and men of Nigerian Prisons Service who alleged irregularities in the just-released 2013 promotion exercise have cried out to the Minister of Interior, Comrade Abba Moro for intervention. They also urged him to prevail on the Controller-General of Prisons, the Civil Defence, Fire Service, Immigration and Prisons Board (CDFIPB) and the Nigerian Prisons Service to correct the irregularities that characterised the 2013 promotion exercise.

    The officers and men, who pleaded anonymity for fear of dismissal, alleged that names of many of them who were qualified for promotion were omitted, even when they were eminently qualified for promotion.

    They also alleged that those who were not qualified for the promotion interview and who were last promoted in 2011, were promoted. It was also alleged that some who did not write the promotion examination were promoted.

    They said: “Contrary to the service rule, some officers who were last promoted in 2009 and 2010 were dropped and those who were promoted in 2011 were again promoted. The law is that senior officers are qualified for promotion once they are up to three years on a rank. This is dependent on vacancies that exist.

    “The recent promotion was in 2013. Those officers who had their last promotion in 2011 were not eligible for promotion when some of those of 2009 and 2010 had not been promoted.

    “Any officer who had his/her last promotion in 2011 was not qualified to write the promotion examination. The reverse was the situation in Nigerian Prisons Service where the 2011 candidates were promoted to the detriment of those who are/were genuinely qualified for promotion. One expects the prison authority to have accurate records that will checkmate this kind of fraud.”

    Further buttressing their point, the source, who are among those allegedly cheated, said those on the ranks of Superintendent and Deputy Superintendent of Prisons who were promoted in 2011 were promoted to Chief Superintendent of  Prisons when they shouldn’t have been.

    “Prison job is a paramilitary establishment where rank matters. It is always a serious injury when one’s junior suddenly becomes one’s senior without genuine or proper process.

    “Somebody who joined the service in 1986 and obtained a degree certificate may be, in 1998, will be junior to a person who joined the service in 1991 and obtained a degree certificate in 2004,” they said.

    When contacted on phone for comment on the matter, former Controller of Prisons in charge of promotions, Amaechi Uzoigwe said such matters are directed to the Civil Defence, Fire Service, Immigration and Prisons Board (CDFIPB) which is competent to address any issue on promotion. He declined further comment on the issue.

    A member of the board, Alhaji Isah Umaru told our correspondent on phone that “anyone who is aggrieved over promotion matters should channel his or her grievances in a letter to the board through the appropriate authority for consideration.”

    However, a letter of complaint on the “2013 Promotion Omission” written by one of the aggrieved officers to the Director/Secretary, Civil Defence, Fire Service, Immigration and Prisons Board through The Controller-General of Prisons, Nigerian Prisons Service, Prisons headquarters, Abuja, through the Assistant Controller-General of Prisons Nigerian Prisons Service Zone ‘E’ headquarters, Owerri Imo State through The Controller of Prisons, Nigerian Prisons Service State headquarters, Owerri was made available to our correspondent.

    The letter dated August 11, 2014 reads: “I wish to bring to your notice the omission of my name in the 2013 promotion list. I joined the service in 1991 with the rank of Prison’s Assistant (PA). I participated in the promotion interview or examination which took place in Owerri.

    “My last promotion date was 2010. This means that I was qualified for the 2013 promotion. But surprisingly, I was denied the promotion. What baffled me was the inclusion of officers of 2011 promotion in the list of 2013 promotion. These officers who had their last promotion in 2011were not even qualified for the interview, let alone the promotion.

    “Sir, I plead that you use your good offices to correct this anomaly…”

    The Association of Senior Civil Servants (ASCSN) locked yesterday the entrance leading to the Federal Ministry of Education, Abuja over alleged salary and promotion arrears.

    The incident occurred about 7am.

    The aggrieved workers pasted posters with inscriptions on the wall. Other workers were locked out.

    None of them was allowed into the ministry. While some struggled to enter their officers, others were happy about the development.

    Some of the inscriptions read:  “Pay all promotion arrears, 2007 to 2013. The cheating is too much, no annual training of staff on GL 03 to GL 14 for years now. The neglect is too much.” “All workers of the Federal Ministry of Education and Unity Schools are on strike. Pay our dead colleagues’ families their burial expenses and other allowances and pay our retired colleagues their repatriation allowance from 2010 to 2014.”

    The Permanent Secretary, Dr. MacJohn Nwaobiala, dismissed the allegation that the ministry received N1.8billion from the Federal Government to pay salary and promotion arrears. He described the claim as false.

    He said it was sad that senior civil servants, who had opportunities to obtain accurate information, disrupted activities “based on a false information.”

    Nwaobiala said although it was sad that workers were owed allowances since 2007, the authority had made efforts to secure funds to pay the arrears.

    His words: “We have written, we have followed up formally and informally without success.”

    The permanent secretary, however, assured that within the meagre overhead allocations of the ministry, management had resolved to settle some of the bills in phases.

    He appealed to the striking workers to show understanding, saying the matter had been reported to the Federal Ministry of Labour, which had arranged to meet the union leadership tomorrow (today).

    Asked if the ministry was notified, Nwaobiala said no formal notification was given, adding that the union’s  notice on September 12 to embark on a strike was suspended, following discussion with the management.

    He said the next meeting, which was to hold on September 18, was postponed at the instance of the union leadership to enable them attend a workshop in Calabar.

    “We came to work today (yesterday) only to find that the union had disrupted activities by locking the offices.”

    The permanent secretary said the management had tried to ensure a harmonious working relationship with the union, including a quarterly meeting to discuss the welfare of workers.
