    Positioning Nigeria for a prosperous future

    Minister of Finance Mrs KEMI ADEOSUN, in this piece, argues that the economic downturn will in the long run work in favour of the country, especially with investment in agriculture and other potential money-spinning but hitherto neglected areas. 

    Since the middle of 2014, when the price of crude oil fell dramatically, Nigeria’s finances became challenged. This is not hard to explain: we’ve historically depended on crude oil for as much as 70 per cent of government revenues, and 90 per cent of foreign exchange earnings. The outcome – pressure on government’s finances – was by no means unusual. Asimilar fate befell most oil-rich countries around the world.

    Where Nigeria possibly stood out was in the fact that during the preceding three years when oil prices were in excess of 100 dollars per barrel, the Government did little in terms of saving and investing for the future. Our Sovereign Wealth Fund, which was established in October 2012 with just US$1 billion, did not receive any further inflow during the oil price boom. Instead, billions of dollars were squandered through corrupt oil and defence contracts. It is a terrible thing for a country to fall on hard times without a savings buffer. There was nothing unexpected about our downturn. It was the inevitable result of the choices we made or didn’t make during the years of boom.

    What is remarkable, yet not as talked about, is the way we have worked so hard to exit the recession, reset the economy and reposition it for a brighter future for the present and future generations of Nigerians. The Administration of President Muhammadu Buhari is laying the foundation for the kind of economic growth that makes a real impact in the lives of citizens.

    The downturn has inspired unprecedented levels of fiscal responsibility, in line with President Buhari’s determination to fight Nigeria’s endemic corruption.

    Shortly after taking office, he issued a Presidential order mandating the immediate implementation of the Treasury Single Account (TSA) system, consolidating thousands of government accounts scattered across deposit money banks into a unified system that is transparent and easy to centrally monitor and track. Under the old system, it was common for government accounts to be converted into personal use, but under the TSA this is impossible.Also, the proliferation of accounts encouraged rent seeking rather than questionable practices.

    Budgetary reform has also taken a lot of our time and attention. We are pioneering the use of software to prepare our annual budgets, which allows greater transparency and the ability to track changes.

    We have insisted on using biometric verification in the deployment of our Social Investment Programme, which includes a Job Scheme for unemployed graduates, a School Feeding Scheme for Primary School Pupils, a Conditional Cash Transfer scheme targeting a million of our poorest citizens, and a Micro-Credit scheme for artisans, farmers, and traders. In the past the Social Investment payments would have been done as cash handouts.

    A similar insistence on biometric verification for the federal payroll has resulted in the detection of tens of thousands of bogus beneficiaries – or ‘ghost workers’, as we often refer to them, in Nigeria – and savings running into billions of naira every month.

    We are pursuing unprecedented cooperation with foreign governments and powers, as part of our transparency and anti-corruption drive. For the simple reason that a disproportionate amount of public funds looted in Nigeria end up in the United Arab Emirates’, Nigeria has signed bilateral agreements with the UAE Government on extradition, exchange of information, and repatriation of stolen public funds.

    One strong demonstration of our political will has been a Whistleblowing Scheme we launched months ago that empowers citizens to report public corruption. The impact in terms of recoveries has exceeded our expectations. The tighter rein on public finances allowed us invest US$500m in our Sovereign Wealth Fund, during a recession.

    A lot of the work we have done over the last two and half years has been focused on dismantling the old ways of doing things, rebuilding them, and empowering and fortifying our institutions with technology to block loopholes, discourage abuse, and prevent a relapse into the destructive ways of the past.

    The new Nigeria we seek will not happen without this kind of foundational reform that imposes on us new ways of thinking and of doing things. The early results are already being seen. A concerted focus on agriculture has seen our rice imports from Thailand dropping by 90 per cent between 2015 and 2016, and replaced by locally grown variants.

    As oil has let us down, we have started to do what we should have done decades ago, invest in agriculture and mining. Throughout the recession, agriculture recorded healthy growth. As we emerge from the recession, its impact is certain to multiply and position Nigeria for a prosperous future.

    Let me point out that the most important elements of any reform effort tend to be the least flamboyant. We are confident that in the months and years ahead, Nigerians and the world will see the full impact of the foundational resetting that the Buhari administration has been focused on since 2015.

    There is of course a lot of resistance to reform, by vested interests within and outside the system. But we are not fazed. The work of reform goes on. It is, to borrow from the Nigerian novelist, Chinua Achebe, morning yet on Creation Day. Not very long from now, Nigerians and the world will look back on this recession we have just emerged from, and realise that it was the turning point in Nigeria’s journey to true growth and greatness.

    Nigeria will be prosperous again, says Osinbajo

    • Preacher seeks national conference

    Vice President Yemi Osinbajo yesterday gave the assurance that Nigeria will overcome the challenges facing the country and be prosperouns again.

    Osinbajo spoke at the 2017 Independence Day Interdenominational Church Service at the National Christian Centre in Abuja.

    The service was with the theme “National Unity in the Bond of Peace and Love.”

    The Vice President said the greatest commandment in the scripture is “love the Lord your God with all your strength and love your neigbour as yourself.”

    He also reminded the congregation that the Bible encourages people to love their enemies.

    To those who sought revenge, Osinbajo reminded them that the Lord says vengeance is His.

    He said “I was very inspired by the words spoken by professor Turaki a few minutes ago very challenging words that he spoke and I think that in some sense it led to the question who does God hold responsible for the destiny of nations, there is a people of whom Jesus said that you are the salt of the earth and the light of the world, a people who are charged with sweet name but bitterness of hate of selfishness and pride.”

    “Our nation is at a point where we should teach the people the virtue of the Lord Jesus Christ.”

    Osinbajo prayed that the nation will blossom and overcome challenges and that the glory of the former days will be adding that nothing could “be compared to the glory of the latter days.”

    He declared that the nation would be joyful and prosperous.

    Speaking during the service, former Head of State Yakubu Gowon said Nigeria’s unity had already been fought for.

    He said: “Continue to pray for the peace and unity of Nigeria. Do not fear, Nigeria has fought for its unity and the unity will continue with your prayer.”

    Former President Olusegun Obasanjo and former Head of Interim National Government Ernest Shonekan, who came with Gowon to the podium said: “We concur.” and left the stage with him.

    Delivering the message, Rev. Aminu Turaki (TEKAN/ECWA) called on the Federal Government to urgently convene a National Conference to resolve the divisive challenges facing the nation.

    He titled his message as “Godly Leadership” and cited Jeremiah 9: 23-24, Isaiah 11: 1-5.

    While appealing to all Nigerians to stop attacking one another either because of religious or ethnic differences, he called on them to embrace values that unite the nation and resist divisive tendencies.

    Stressing that God holds all leaders accountable to the ordinary people, he said that Godliness is the moral character of God.

    “Having power over the people are not good enough, the leaders must be rooted in Godly character.” he said

    Noting that the Book of Jeremiah in the Holy Bible described the soul of Nigeria,  he said that selfishness and lack of knowing God are among the factors responsible for the challenges facing Nigeria.

    He said “Too much religion without ethics is useless. Religion without ethics and morality is dead.”

    Stressing that immorality and violence is everywhere in the world, he said that the Nigerian society is in dire need of prophets that preache peace and not violence.

    The Scripture reading II was taken by Speaker of the House of Representatives, Yakubu Dogara, from 1st Corinthians 13: 1-13.

    Beside the prayer of thanksgiving, intercessory prayers were also offered for the Nigerian nation, Security and economic challenges, the Nigerian Leadership.

    Other intercessory prayers were for political stability, Nigerian families, peace and development in the country and the unity of the Church.

    There werealso praise and worship by Hallelujah Nigeria 400hours Praise Team and special song by the Christian Association of Nigeria (CAN) Mass Choir.

    Others dignitaries and clerics at the service were National Chairman of the All Progressives Congress John Odigie-Oyegun, wife of the Vice President Mrs Dolapo Osinbajo, Deputy Senate President Ike Ekweremadu who was represented by Prof. Olusola Adeyeye.

    Also at the service were CAN President Rev. Samson Ayokunle, Archbishop Nicholas Okoh, Bishop Peter Ogunmuyiwa and top government officials.

    Lagos holds key to more prosperous Nigeria, says Osinbajo

    The quest to evolve a greater and more prosperous Nigeria lies in the prosperity of Lagos State, Acting President Yemi Osinbajo has said.

    He described the state as the country’s foremost migrant community aggregating talents from everywhere and the undisputable commercial capital accounting for the nation’s over 70 per cent of business.

    Osinbajo spoke at the Lagos@50 Anniversary Gala Nite at the Lagos House, Ikeja, which was attended by top dignitaries.

    They included governors of Ogun, Oyo, Gombe, Ekiti, Imo, Edo; first civilian Lagos State Governor Alhaji Lateef Jakande; ex-Governor Asiwaju Bola Ahmed Tinubu; former Military Governors Brigadier-General Mobolaji Johnson (rtd), Brig.-Gen. Olagunsoye Oyinlola (rtd); Brig.-Gen. Buba Marwa (rtd) and Rear-Admiral Ndubuisi Kanu (rtd).

    Others were Chief Executive Officer (CEO) of Dangote Group, Alhaji Aliko Dangote; CEO of Forte Oil Femi Otedola, Chief Olabode George, Jimi Agbaje, among others.

    The Acting President supported his claim on a statistic released by the Federal Inland Revenue Service (FIRS) to the effect that Lagos accounts for 912 of 914 individual businessmen, who pay self-assessed tax of over N10 million.

    He said the strategic contribution of the state to the country’s economy could not be over-emphasised.

    Recalling his time as Attorney General and Commissioner for Justice in Lagos State, Osinbajo eulogised the leadership virtues of the then governor, Asiwaju Tinubu, who he said took cognisance of state’s the diversity while forming his cabinet in 1999.

    He said: “I did not and I had never met Bola Tinubu before I was appointed commissioner and that says a lot about the kind of individual that he is. This is the kind of thinking that makes nations great; that is the kind of thinking that would make Nigeria great.

    “A type of thinking that considers all of our diverse talents; a kind of thinking that does not allow parochialism; a kind of thinking that does not allow us to say anywhere belongs to only a set of people. That is when our country would be truly great.”

    Although he was sympathetic to the course of those craving for a Lagos for only its indigene, but Osinbajo said it was now evident that the momentum of history could no longer hold down the elemental force of Lagos State.

    “This Lagos is going to be a leader; it would be a leader in expressing the world’s view that the black man is capable of governing not just himself but in leading the world,” Osinbajo said.

    The Acting President hailed Ambode for his giant strides, saying that the new vistas being opened in the state by the governor were capable of making Nigeria great.

    “And every day that we see the giant strides that Akinwunmi Ambode is making here in Lagos; every day that we watch television and see the new vistas that he is opening up, it is evident of the fact that surely in this Lagos State lies the seed of the great Nigeria of our dreams,” Osinbajo said.

    Ambode said his administration was fully committed to take on the huge responsibility to make the next 50 years even more productive and memorable, worthy of bigger celebrations by the next generation.

    He said: “Ladies and gentlemen, fellow Lagosians, the vision for the future is clear. We foresee a smart city much more in line with the other great cities of the world, where clean and decent living, seamless and efficient transportation as well as sustainable environmental practices are the norm rather than the exception.”

    The governor, who described the celebration as historic, saluted the contributions of the state’s founding fathers as well as its 13 former governors.

    Their selfless service, he said, has placed the state on a pedestal of greatness.

    Ambode alluded to a paragraph of the inaugural speech of the state’s first governor, Johnson, on the undoubted talents and rich cultural heritage of the Lagos people, saying it was apparent of where the Lagos success story took flight.

    “That entitlement and devotion to use our God-given talents and heritage to develop Lagos is the main reason for our success story. Fifty years after, we look back with gratitude to all our founding fathers and mothers; both living and past heroes and we all say a big thank you to all of you. God bless you always,” he said.

    The governor while noting that he was humbled to be at the helm of affairs at a historic threshold for the state, thanked General Yakubu Gowon, the then Head of State, who signed the decree that established Lagos State as part of the 12 states created from the regions and Lagos Colony.

    “It is with the greatest pride that I stand here before you on the occasion of the 50th anniversary of our dear state. I was only four years old when the state was created and little did I know that I would be standing, 50 years later, as governor of God’s greatest gift to Nigeria and Africa.

    “Some years back, I wrote a newspaper article exalting the qualities of our state and its rich history on its 47th anniversary without knowing what laid ahead. It is, therefore, with the greatest sense of gratitude that I thank God for making it possible for me to partake significantly in this historic celebration of Lagos at 50,” he said.

    Ambode promises better, more prosperous Lagos

    Lagos State Governor  Akinwunmi Ambode yesterday reassured Lagosians that his administration would not rest on its oars, but intensify efforts to deliver more infrastructure across the state in the next one year.

    The governor, in his one year anniversary Address to Lagosians, titled, “Daring to dream and ready to actualise”, said despite the fact that the global economy is in turmoil and the Nigerian economy is facing huge challenges, Lagos has continued to march on with confidence and a clear vision.

    Outlining some of his plans for the next one year, Ambode said plans are underway to install a fiber optic network around the State to boost broadband access to our homes and offices, improve the transportation system as well as continue the massive infrastructural development ongoing across the metropolis.

    “We shall build and rehabilitate more roads; we shall ignite our Tourism and Entertainment potentials by approving a new International conference center and entertainment and theatre district; our television and radio stations will be fully overhauled to make them first class.

    “We shall automate our bus system and introduce new buses; we shall overhaul our garbage collection system to make it more efficient; we shall build and refurbish more schools; we shall commence disbursement of loans to entrepreneurs and our youth under our Employment Trust Fund; establish a Rent-To-Own housing scheme and many more initiatives.

    The governor said more importantly, greater attention would be paid issues involving the elderly, the youth and the people living with disabilities in the coming year, while schools and hospitals will receive special attention comprehensively.

    “Fellow Lagosians, I renew my oath and pledge to serve you diligently, with passion, love and perseverance. I have always wanted to serve and I just ask that you continue to give me the cooperation to serve you and together, we will all realise the Lagos of our dreams where we thrive and not just survive.

    “I also ask you to dream along with me as we actualize a vision of a vibrant, non-discriminatory, clean, prosperous, safe Lagos that we can all be proud of and God will help us all achieve our dreams,” he said.

    The governor, who also spoke at a thanksgiving service held at the Chapel of Christ the Light, Alausa, Ikeja to mark his  first year anniversary, said his election despite many challenges, was a clear indication that God was involved right from the beginning and as such he would continue to draw strength and inspiration from the Almighty.

    The governor  thanked the National Leader of All Progressives Congress (APC) , Asiwaju Bola Ahmed Tinubu and the Oba of Lagos, Oba Rilwan Akiolu for believing in him and supporting him.
