    PTAD cancels 847 death benefits, gratuity claims

    •‘391 NoKs make false claims’

    No fewer than 847 death claims and gratuities have been cancelled by the Pension Transitional Arrangement Directorate (PTAD) under its Expanded Next of Kin (NoK) and Gratuity Project Progress.

    PTAD also discovered 391 Next of Kins (NoKs) who made false claims for death benefits previously paid.

    Sequel to the commencement of the project last December, the Directorate said it had paid N395.55 million as death benefits and gratuity to 238 beneficiaries, representing 184 NoKs and 54 pensioners.

    In the document updating relevant stakeholders of the Defined Benefit Scheme (DBS) entitled: “Expanded NoK & Gratuity Project Progress Report as at July 22, 2024”, PTAD stated that as at July 19, 2024, the project processed a total 6,210 files.

    The document read: “Out of the 6,210 processed files, 391 Next of Kin(s) with complaints of non-payment of death benefit(s) were found to have previously been fully paid further to comprehensive review of their respective claims.

    “Also, 847 claims of death benefits and gratuity were disqualified for various reasons. We plan to forward the outcome of the review to claimant(s) and the pension unions for them to disseminate the information to the NoKs and pensioners.

    “Similarly, 1,961 out of the 3,002 files noted to require additional documents were contacted by the Project’s dedicated Correspondence Team via phone-calls and emails. Out of which only 423 were able to provide some or all of the requested documents, representing 21.6 per cent compliance.’’

    PTAD stated that 1,041 cases were unreachable via phone-calls, emails and residential addresses which were provided during verification, adding the project will, however, continue to work with relevant stakeholders to ensure that these NoKs and pensioners are contacted and informed of the documentary requirements.

    PTAD further stated that 45 NoKs were newly verified further to the authentication of claims brought forward to the Directorate by pension unions, service-retiring Ministries Departments Agencies (MDAs) and some estates of deceased PTAD pensioners. These files will further be subjected to other process flows before claims are fully validated and subsequently paid, PTAD said.

    “Benefis owed to 1,041 NoKs or pensioners have so far been computed and passed, out of which a total of 238 beneficiaries representing 184 NoKs and 54 gratuity that were able to meet the statutory documentary requirements precedent to payment have been paid of N395.55 million.

    “Also, 802 of the 1,041 computed and passed benefits await the provision of other secondary documentary requirements 446 of which being validation and authentication of LOA across the 36 states of the federation and the FCT. PTAD has  sent out 1,737 Letters of Administration (LOAs) for validation across the 37 High Courts of Justice in the 36 states and the FCT and has received about 48 per cent of the aforementioned. The Directorate will continue to work with the High Courts of Justice to ensure that the outcome of validation of Letters of Administration in favour of the NoKs are confirmed within the shortest time.

    PTD urges ministry, DSS to conduct national delegates’ conference

    The Petroleum Tanker Drivers (PTD) Branch of the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) has called on the Ministry of Labour and the Department of State Service (DSS) to conduct their national delegates’ conference.

    It, however, accused NUPENG of being biased.

    This was contained in a press statement the PTD issued to The Nation in Abuja on Sunday, June 2.

    It said one of the elders of the PTD Branch of NUPENG in Port Harcourt Zone, Comrade Joseph Dagogo-Jack (JP) has urged the leadership of the parent body especially the General Secretary, Afolabi Olawale not to thwart the decision of the court which recently ordered a fresh and all-inclusive national delegates conference.

    It added that Dagogo-Jack in a chat with some journalists in Port Harcourt yesterday described the judiciary as the true hope of the common man.

    He also commended Hon. Justice O.Y. Anuwe for protecting the sanctity of the temple of justice without fear or favour.

    The statement quoted him as saying, “With hindsight, things need to be done in a more acceptable manner this time in the affairs of PTD. In the interest of peace and appropriateness, Afolabi Olawale should not engage in any activities that will again compromise the electoral process. It was obvious that the NUPENG National Secretariat was seen to be biased in the previous election; therefore it should not be allowed to conduct this fresh election.

    “It will be more appropriate to have neutral bodies like the Federal Ministry of Labour and the Department of State Services to serve as umpire and returning officers so that the process will be transparent, credible, free and fair.

    “NUPENG should, as a matter of decency, comply strictly with the Court rulings which stated without ambiguity that all suspensions and query letters against all PTD members remain null and void.

    “The same should also apply to the illegal embargo placed on the petroleum tankers belonging to Comrade Lucky Osesua, Comrade Gayyab Garga, Comrade Olabisi Akinlolu, Comrade Humble Obinna Power and others.

    “Their trucks should forthwith be allowed to load at deports across Nigeria without encumbrance. This also means that after almost a year, Tanker Drivers who have been rendered jobless by Afolabi can now work, many thanks to the judiciary.

    “The Court also stated that pending when new executives of the PTD Branch shall emerge from the election to be conducted soon, the union should constitute a Caretaker Committee to run the affairs of the PTD Branch, with a caveat that no member of the Caretaker Committee shall be a member of the electoral committee. This is very important.

    “PTD stakeholders are also surprised that NUPENG will be rolling out election guidelines that are filled with clauses contradictory to PTD bye-laws. This is totally unacceptable.

    “Just 48 hours after the judgement was delivered on Wednesday, the National Secretariat of NUPENG went ahead taking numerous misguided decisions. They were not bothered to reconcile the two factions by revoking all suspensions and sanctions springing forth from the nullified elections or giving instruction that pictures of the Ibadan faction National Chairman and National Secretary be removed from all PTD units across the 4 zones nationwide, but they’re busy rolling out election guidelines that are not in alignment with the PTD Branch bye-laws. It is very shameful and unbelievable that NUPENG will still want to drag us backwards.

    “We also observed that the venue, date, and mode of elections were chosen without including both factions from the camps of Comrade Lucky Osesua and Augustine Egbon to harmonize ideas and also the electoral plans.

    “More importantly, elections of the magnitude of PTD National Executives cannot be conducted without campaigns and posters to sensitise all eligible delegates. Honestly, there should be a huge distinction between an election and selection.

    “Hon. Justice O.Y. Anuwe has indeed written her name in the sand of time, and truly posterity will be kind to her. Without contradiction, she has proven that the judiciary is the last hope of the common man and that one doesn’t need to be a money bag before he or she gets justice.

    “Afolabi Olawale and his ilk should be properly guided and not cause any further legal infractions in the forthcoming delegates’ Conference.

    “Since last year, 2023, those who are Afolabi’s stooges have been making derogatory remarks about me in the media, but I don’t care, I will continue to be on the side of truth. Insults mean nothing to me. They only fuel my resolve and strengthen my determination. They are like water off a duck’s back and neither can they deter me from speaking my mind on any pressing or burning issue in the interest of PTD no matter how unpopular my position may be to them.

    “Those that do not have the presence of mind or the discipline to read beyond three lines or that are so filled with hate and blighted by ignorance that it has beclouded their better judgement are not fit to be in PTD or trade union.

    “This is the time for PTD’s freedom from the hands of oppressors who are destroying the legacies of the union’s forbears.”

    NUPENG, PTD launch insurance scheme for tanker drivers

    A Health Insurance Scheme has been set up by the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) and Petroleum Tanker Drivers (PTD) for tanker drivers.

    The scheme will provide the drivers with the much-needed support and guaranteed access to first-rate medical care, preventive care, and emergency medical coverage.

    NUPENG President, Williams Akporeha, who spoke at the official launch of the PTD health insurance scheme at Mobile Truck Parks in Apapa, Lagos, said that the  tanker drivers will have access to emergency medical care, preventative care, as well as high-quality comprehensive health insurance coverage.

    He said: “Through this scheme, we aim to alleviate financial burdens, provide peace of mind, and guarantee timely medical interventions when needed.”

    Independent Petroleum Marketers Association of Nigeria (IPMAN), Petroleum Tanker Drivers Association (PTD), National Association of Road Transport Owners (NARTO) and two other associations have bought nomination form for Kaduna State Governor Nasir El-Rufai to seek re-election.
    Governor El-Rufai while receiving the nomination form the head of the delegation, Alh Abbas Likoro at the Sir Kashim Ibrahim Government House, Kaduna on Monday, Governor El-Rufai said it was the most pleasant surprise of his life.
    According to the Governor, “when the party fixed the money for form. I could remember that during the meeting the President was the first person to raise his hand and said he does not have N50m.
    ”Infact, we the governors started discussing on how we will raise the money for Mr President. We said each governor will contribute N2m each. And we travelled to China and it was in China I told the President that some group have purchased the form for you. So who will buy my own for me?
    “I don’t have N20m also to buy my form. The money I have in the bank is not close to that amount. I have only one account in Guarantee Trust Bank. Except I sell my house will I be able to raise that that amount.” El-Rufai said.
    He told the delegation he had accepted the nomination form in good faith and would re-double his efforts in improving the lives of the citizens of the state.
    El-Rufai re-assured the delegation that he would continue to ensure that whoever is living in the state irrespective of his or her religious or tribal inclinations gets justice.
    He also reaffirmed his committed to improving the physical insfrastrures he has started and will continue to build roads, assist farmers, as well as provide quality healthcare service in rural areas.
    Earlier, the leader of the delegation, Alh Abbas Likoro remarked that they were in Government House to plead with him to re-contest.
    He said his group, IPMAN, PTD, NARTO, Traders of Sheikh Mahmud Gummi Market and The Katsina and Daura People’s Association all living in Kaduna decided to purchase his party’s nomination form because they have seen in him a leader who had done well since assmption of office and deserves second term.

    NARTO, PTD warn against products diversion

    THE National Association of Road Transport Owners (NARTO) and Petroleum Tanker Drivers (PTD) have pledged to throw their weight behind Nigerian National Petroleum Corporation (NNPC) in its efforts to rid the hiccups being experienced in the supply and distribution of Premium Motor Spirit (PMS), otherwise called petrol.

    NARTO National President, Alhaji Kassim Ibrahim Bataiya and PTD National Chairman Comrade Salimon Oladiti, spoke on Wednesday in Abuja at a meeting of stakeholders on the challenges of products supply and distribution.

    Chairman, House of Representatives Committee on Petroleum Resources Downstream Joseph Akinlaja led the unions to the NNPC Towers.

    Bataiya and Oladiti, in a statement by Group General Manager, Group Public Affairs Division of NNPC, Mr. Ndu Ughamadu, said their focus was to put an end to the hardship being experienced by Nigerians at fuel stations across the country.

    “We are transporters and we know how many litres we have been moving across the country. If anybody is found guilty of moving products out of this country or to any unauthorised locations within, even if they are our members, we would not only disown them, but also exposed them,” Bataiya said.

    Lauding the efforts of the NNPC Group Managing Director (GMD) in making products available to the citizens, the NARTO National President gave the assurance that its union members would make available trucks to deliver products to any designations at any given time.

    Oladiti condemned the activities of some unpatriotic citizens, who are involved in smuggling products out of the country and thus subjecting Nigerians to hardship.

    He called on stakeholders to join hands in addressing the issues of tanker hijacking, vandalism and smuggling, among others.

    On his part, Akinlaja expressed confidence with the outcome of the meeting.

    He added that with the commitment of critical stakeholders like NARTO and PTD, the end to the problem being experience in products distribution is very much in sight.

    NNPC Group Managing Director Dr. Maikanti Baru hailed the support of critical stakeholders like the House of Representatives, NARTO and PTD in addressing the challenges of products supply nationwide.

  • PTD denies involvement in Apapa mayhem

    The Petroleum Tanker Drivers, an arm of the National Union of Petroleum and Natural Gas Workers (PTD-NUPENG), has denied involvement in last Wednesday’s violence in Apapa.

    Its National Chairman, Comrade Salomon Oladiti, said in a statement that no member of his union was involved in the violence that followed the death of a driver.

    Oladiti said the deceased was a container trailer driver, adding that the mayhem was fomented by hoodlums.

    He said PTD members would not down tools because of the incident.

    Oladiti said his men merely stopped loading petroleum products from a depot close to the scene of the incident when the police shot to prevent escalation of the crisis.

    He said his members have since resumed loading to ensure products’ availability.

    Oladit asked his members not to stop loading at all the facilities in the area in order to make the products available.

  • Tanker drivers’ strike paralyses loading activities in Lagos

    Loading activities at both private depots and the Nigerian National Petroleum Corporation (NNPC) depots in Lagos were on Monday paralysed as Petroleum Tanker Drivers (PTD) commenced a nationwide strike to press home their demands for enhanced welfare.

    Correspondents of the News Agency of Nigeria (NAN) who monitored the strike in Lagos observed that all tank farms in Apapa were empty, without the usual loading of products associated with depots.

    The Apapa depots visited included Total Oil and Gas, Capital Oil and Gas, NIPCO Oil and Gas, Aiteo Oil and Gas, Sahara Oil and Gas, Conoil, as well as Mobil Oil and Gas.

    The drivers were seen in groups discussing, while others were leaving the depots for unknown destinations.

    Alhaji Taofeek Lawal, the Head, Corporate Communications of NIPCO, Apapa told NAN that all depots in Apapa were empty as a result of the strike.

    According to him, there are no loading activities at present because the tanker drivers are on strike.

    He appealed to the National Association of Road Transport Owners (NARTO), PTD, NNPC representatives and other stakeholders to step in and find a lasting solution to the strike.

    Meanwhile, Alhaji Tokunbo Korodo, the South-West Chairman of NUPENG had told NAN that the Federal Government’s representatives were meeting with NARTO and NUPENG representatives, to resolve the matter.

    Korodo said that the outcome of the meeting would decide if the strike would continue or not.

    He, however, said that there was no distribution or loading of products in any part of the country.

    One of the depot officials who spoke on condition of anonymity, however, told NAN that the strike was uncalled for.

    He said that the tanker drivers should have resolved the problem with the truck owners, instead of resorting to go on strike.

    The depot official noted that the country had lost over N20 billion to the ongoing strike.

    NAN reports that the strike was as a result of some unresolved issues bordering on the welfare of workers, such as bad roads, poor remuneration, insecurity and the alleged excesses of some security agencies.

    The Petroleum Tanker’s Drivers (PTD) arm of the the National Union of Petroleum and Natural Gas Workers (NUPENG), Lagos zone, is to train 1,500 drivers.

    Speaking at a National Safety Training  Programme in Lagos, the Chairman, PTD-Lagos zonal council, Comrade Rasaq Akanbi, said the training would centre on safe driving and vehicle maintenance.

    He said at the end of the five week training, each driver would be issued with a certificate, adding that any driver without a certificate would not be allowed to load.

    “We believe that we need to train and re-train our members across the country. If we don’t train them, they may misbehave and cause havoc along our highway.

    “I believe the training will create a very big impact on the attitude of members on the highway. Our target is to reduce, if not totally eradicate, frequent tanker accidents on the highway because if a tanker gets involved in an accident, it is going to cause a lot of damage to people and properties. We are training them because they are the ones that have interface with the vehicles and other road users,” he said.

    Deputy Chairman (2), PTD, Lagos zonal council, Comrade Saheed Adigun, said the main purpose of the programme was to enlighten drivers on how to drive safely when ever they are on the wheel.

    He said the programme would also address other challenges associated with tanker drivers.

    “I am so pleased today and can boldly say that the efforts of the union so far have not been in vain. We have recorded almost no major accidents. It shows our campaign on safety on wheels is yielding the desired results.

    “We are happy that we are not only oiling the economic wheel of this nation, we are doing it in such a way that we put the safety of lives and property of Nigerians above personal gains and we spare no cost to achieve this important goal,” he said.

    He called on all to be alive to their responsibilities and work for the nation.

    The Petroleum Tankers Drivers (PTD) Branch of National Union of Petroleum and Natural Gas Workers (NUPENG) has blamed the Nigerian National Petroleum Corporation (NNPC) for the fuel scarcity in some parts of the country.

    PTD National Chairman Comrade Salimon Akanni Oladiti, who spoke in an interview with reporters in Ibadan, the Oyo State capital, said oil marketers were not hoarding fuel.

    “We are not conniving with anybody to make Nigerians suffer for fuel. For some time now, we have not been able to load at NNPC depot in Apata, Ibadan and there is no hope of loading in some other NNPC depots in the Southwest.

    “Government is responsible for this problem, because if they bring enough oil into the country, we as distributors we are ready to sell it out. It’s so sad that we are one of the largest producers of oil, but we are still suffering from scarcity,” he said

    Oladiti added: “NNPC imports about 75 per cent of the oil we are consuming in the country. The remaining 25 percentage is for major marketers.

    “What the government is trying to tackle still exist; corruption is still in the oil industry. There is corruption and bribery at the oil depots and you have to face this hurdle before you can load your truck.”

    He noted that government needs to find lasting solution to incessant fuel scarcity, adding: “The common man in the country is suffering.”

    PTD sends officials to Rome for training

    As part of efforts aimed at exposing its members to the best global practices in haulage, logistics business, health and safety, the Petroleum Tanker Drivers (PTD), a branch of the National Union of Petroleum and Natural Gas (NUPENG), said two batches of its members would head for Rome Business School, Italy, for a week training.

    The union said the training, with the theme: “Haulage, logistics, health and safety for petroleum tanker drivers”, is part of the transformation agenda pledged by the PTD National Chairman, Comrade Salimon Oladiti, for leaders of the union last year.

    A statement by PTD’ s National Public Relations Officer, Comrade Atanda Adebayo, said the first batch is presently in Rome for the one week course. The second batch, which will be led by the Deputy National Chairman, Comrade Lucky Osesua, had left the country for Rome, to return last Sunday.

    Adebayo said the trainings would also be undertaken at zonal and unit levels, while drivers on wheels are being trained locally in collaboration with the Federal Road Safety Corp (FRSC).

    He declared that continued training and retraining of officers and members, especially those on wheels, is pivotal and a continuous programme aimed at exposing the union members to modern technologies and techniques on new trucks and a change in attitude to driving.
