    Banditry and Radda doctrine

    Again, residents of areas in the North where bandits are virulent have  been enjoined to adopt self-defence as their first line remedy. Katsina State Governor Dikko Radda is the latest proponent of that doctrine.

    The self-defence doctrine is not new and has been espoused in diverse shades. Defence Minister Bashir Magashi under the former Muhammadu Buhari administration said it wasn’t the responsibility of the military alone to secure citizens, but that every individual should be alert and ensure their own security whenever necessary. He considered it cowardly when people in communities flee for safety anytime bandits storm in with weapons, saying in his younger days people stood their ground to fight aggression. Others have espoused different versions of same doctrine. Radda’s predecessor in Katsina, Alhaji Aminu Masari, once said it was against Islamic tenets to give in to aggressors like bandits without a fight. Current Defence Minister of State Bello Matawalle, when he was Zamfara State Governor, called on resident to acquire weapons to fight bandits saying he had mandated the police to license such weapons.

    Now, Governor Radda is making a similar case. He recently disclosed an initiative by his administration whereby communities ready to self-defend against bandits would be given necessary support and formal training on how to engage the criminals before the arrival of security agents. Radda’s logic is that some communities are so far off that it would take hours for security operatives to arrive in response to distress calls over bandit attacks. Speaking at a townhall meeting in Daura, the governor said inter alia: “I went to a village where it took me two hours inside a jeep before I reached (there) from the main road. So, if bandits attack such areas, from the time you inform the security, it will take them over two hours before they can respond to the distress call. By then, whatever is going to happen will have happened. They will have killed people and kidnapped others.” He added: “I have said several times that the security agents cannot do this work alone. We don’t even have enough of them. I am surprised at the way we are dying in such a humiliating manner. We were told that anyone who died in defence of his family would enter paradise. You see five criminals attacking a community of 2,000 to 3,000, rape daughters, women and abducting others without any confrontation from the people of that community. If there are 100 youths in the community who confront them, they will not shoot more than three times before being captured with bare hands”

    Anyone familiar with the massive land mass of the North will appreciate the point Radda was making. It makes a lot of sense. But security agencies also need to situate outposts closer to remote communities and not leave the people to their own mettle whenever bandits strike.

    In a move to empower women, the governor announced a new scheme through the state women affairs ministry aimed at improving the living standards of 3,400 women across Kastina’s 34 local government areas.

    In her address at the occasion, the wife of Katsina State Governor, Hajia Zulaihat Dikko Radda, emphasized that the launch of the National Unity Fabric symbolizes national identity in diversity. She called on all Nigerians to acknowledge the sacrifices of the nation’s forefathers as the country celebrates its 64th year of independence.

    Expressing gratitude to Senator Oluremi Bola Tinubu for her initiatives aimed at advancing women and children under the Renewed Hope Initiative, Hajia Zulaihat Radda highlighted the achievements of her own NGO, Safe Space Humanitarian Initiative (SASHIN).

    Earlier, the State Commissioner for Women Affairs, Hajiya Hadiza Abubakar Yaradua, in her welcome address, emphasized that the celebration provides an opportunity to reflect on Nigerian history and the unity that binds the nation.

    She commended Governor Mallam Dikko Umaru Radda for his efforts in securing the state and praised the First Lady of Katsina State for providing empowerment support to women, children, and vulnerable groups through her NGO.

    Radda orders urgent flood mitigation measures in seven Katsina LGAs

    Governor Radda has directed immediate action to address flood risks in seven local government areas of the state.

    The Secretary to the State Government (SSG), Abdullahi Garba Faskari, announced this during a meeting aimed at executing the governor’s directive.

    He stated that the meeting with key stakeholders was convened to strengthen efforts in preventing potential flood disasters.

    Faskari stressed the importance of proactive measures to safeguard the affected LGAs, which include Funtua, Bakori, Bindawa, Kaita, Katsina, Jibia, and Daura.

    The State Emergency Management Agency (SEMA) and State Emergency Protection Agency (SEPA) were also urged to enhance preparedness and ramp up public awareness campaigns to combat flood threats.

    The SSG, while highlighting that the swift coordination between stakeholders, including top government officials and emergency agencies, would help reduce the impact of the anticipated heavy rains, charged relevant agencies of government to remain proactive in tackling flood-prone challenges in the state

    He urged relevant government bodies to stay proactive in addressing flood-related challenges across the state.

    We are ready to implement LG autonomy in Katsina, says Radda

    A statement by Ibrahim Kaula Mohammed, the Chief Press Secretary to the Governor in Abuja yesterday on the outcome of the meeting, said the state was ready for the implementation of Local Government Councils autonomy as ruled by the Supreme Court.

    Mohammed in the statement quoted the governor to have said: “I did not call you all today to interpret the judgment. Katsina State is a law-abiding state and will operate under the constitution of the Federal Republic of Nigeria. I have asked the state attorney general to give me a full report on the legal implications of the Supreme Court’s decision.”

    Radda empathized with the local government chairmen, stating “As you know, I was once the chairman of Charanchi Local Government during the administration of our beloved President Umaru Musa Yar’adua. I was involved in the day-to-day administration of my local government, and I am fully aware of the challenges and pains most of you are facing.”

    While highlighting his administration’s forward-thinking approach to local government administration, Radda noted that the state plans to conduct local government elections at the expiration of the tenure of the incumbent administration.

    To that effect he said, “We have already carried out party primaries in line with electoral best practices, and some current chairmen will return through a democratic process, Insha Allah. In this dispensation, we are most likely the only state to transition from one democratically elected local government council to another.”

    On the potential challenges posed by the court judgment, particularly regarding financial management, personnel matters, and the state’s ongoing developmental projects, Radda noted that: “Between June 2023 and June 2024, the federal allocation to local governments in Katsina was about 130.1 billion. 66 billion was spent on salaries, 10.1 billion on pensions and gratuities, 12.13 billion on security, 376.6 million on security requests from some local governments, and 4 billion on direct running costs to local government councils.”

    He then stressed the need for a comprehensive strategy to address the challenges posed by the judgment. According to him, “we must use the coming weeks to review all our existing laws and begin to work on new laws that will harmonise our developmental objectives.”

    Governor Dikko Umar Radda of Katsina state has suggested a transition to ranching as a more sustainable and profitable alternative to open grazing.

    He stated that implementing this policy shift to ranching has helped ensure that Katsina’s lands remain cultivated despite increasing insecurity and challenges to agriculture in the area.

    The Nation may recall that a bill seeking to ban open grazing and the establishment of ranches for herders in the country has already passed a second reading at the Senate.

    The governor who made the call during a television program: “Politics on TVC’’, also emphasised the benefits of ranching, saying it is more profitable

    He said: “There is a need for us to encourage ranching. I’m not supporting or opposing, but I’m saying there is a need for us to embrace ranching because it is more profitable.”

    ‘’ranching offers value addition and is more secure compared to open grazing, which often leads to conflicts.

    “We can’t take the herders off the streets just in a very short time. We need to give time for people to be enlightened. There’ll be a lot of sensitization and encouragement for people to go into ranching because it is more profitable and more secure.”

    The governor also stressed that despite significant security issues, a substantial portion of land in Katsina is still being actively farmed.

    He said: “I’m telling you, 90% of the lands in Katsina are being cultivated despite the insecurity. There has been production in many areas affected by insecurity.”

    On the issue of minimum wage, the governor identified some major constraints to its implementation including financial constraints facing the State, contrasting economic situations compared to more affluent states like Lagos.

    He said: “My monthly allocation has not exceeded 10 billion Naira. When you look at the wage bill, pensions, and overhead costs, it takes over 50% of what we collect.

     “Lagos is making about 60 billion Naira a month, while Katsina makes about 1.5 billion. How can you compare a state earning 60 billion with one earning 1.5 billion? Even with all mechanisms in place, Katsina cannot collect 10% of what Lagos collects in taxes.”

    Banditry: DHQ tackles Governor Radda

    The Defence Headquarters (DHQ) has challenged   Katsina State Governor  Dikko Radda to substantiate his allegation that some security personnel were aiding and profiting from banditry in the state.

     The DHQ  said since the ‘’Armed Forces is for Nigerians,’’ anyone with credible information on misconduct by its personnel was free to bring it to its attention.  

    It pointed out that the military is also subservient to all elected government representatives, and, therefore, regards the relationship with utmost respect.

    Director of  Defence Media Operations, Maj.-Gen. Edward Buba,  said in a  statement yesterday that Rada made the allegation during a national television programme on May 4

     The governor had said: “Now it (banditry) has turned out to be a business venture. A business venture for the criminals, some people who are in government; some people who are in security outfits, and some people who are responsible for the day-to-day activities of their people. These are so many reasons why we are unable to bring banditry to an end.”

      But Gen. Buba said even though the claim by the governor was untrue, it was capable of demoralising the spirit of troops in operational theatres.

    “In the light of the aforementioned statement of His Excellency the Governor of Katsina State, the Armed Forces of Nigeria decides not to join words with the state governor, rather would encourage him to approach the military high command to substantiate his allegations,” he added.

    The Defence spokesperson said the military under the leadership of the Chief of Defence Staff (CDS), Gen. Christopher Musa, has zero tolerance for indiscipline and any form of criminality in the conduct of operations across the country.

      “It is for this reason that there are standing court martials to treat any form of misbehaviour by troops especially those that portray the military negatively to the general populace.

    “The military remains unperturbed by such statements capable of demoralising or dampening the spirit of troops in operational theatres. Rather, we will continue on the trajectory of conducting operations as well as working assiduously in the fight against terrorism.

    “The Armed Forces is for Nigerians and as such citizens are urged to own it and also report any credible observed bad conduct within the ranks so that they can face the appropriate military justice system,” he said in the statement.

     Also yesterday, the  Chief of Army Staff (COAS), Lt.-Gen. Taoreed Lagbaja hailed the role of the Nigerian Army Corps of Signals in the ongoing counter-terrorism and counter-insurgency operations in the Northeast.

    He made the commendation during the inauguration of the remodeled Headquarters of the Nigerian Signals Corps complex (Muritala Mohammed House) at Arakan Barracks in  Apapa, Lagos State.

    The COAS also praised the Corps of Signals for its anti-banditry operations in the Northwest and other operational engagements in the different parts of the country.

    Lagbaja said: “The corps effort despite the complex electro-magnetic space and highly dynamic Information and Communication Technology (ICT) era is highly commendable.

    “I am proud to note that the Nigerian Army Signals has remained in tune with the fast-paced development and transformation being witnessed globally in the ICT(Information Communication Technology) sector.

    “The corps has excelled at annexing new technologies to develop state-of-the-art networks that impact mission success by facilitating command and control in the Nigerian Army.” 

    According to Lagbaja, the  Army Signals has also extended its services to other government agencies and the private sector, thereby projecting the image of the Army in the ICT domain.

     He said that there have been various infrastructural developments as part of efforts to provide the needed conducive living and working environment for Nigerian Army personnel to enhance productivity and well-being.

    “I’m a week short of 11 months since I assumed office as the COAS and the army headquarters has executed several life-changing projects.

    “This includes the construction and renovation of living quarters for officers and soldiers, the provision of portable water, and improved medical facilities for our barracks communities.

    “Also, there has been renovation, remodeling, and in some instances outright reconstruction of office facilities such as what is commissioned today,” Lagbaja added.

     He also thanked President Bola Tinubu for his belief in and unwavering support of the   Army and its leadership.

    We’ve reduced banditry by 70% – Radda

    Gov. Dikko Radda of Katsina State,  said his administration has reduced banditry to about 70 per cent in the last one year.

    According to the Governor, this was sequel to the robust synergy between the  local security outfits and the conventional security agencies across the state.

    Radda, who was on a working visit to Yola, disclosed this in an interview with newsmen on Saturday.

    He said, ”It is high time to have state Police included in the fight against insecurity in the country.

    “We have reduced the rate of banditry to about 60 to 70 per cent. What we are witnessing now is the crazy approach by the bandits going to hard-to-reach villages close to forests, burning houses and killing people.

    “We have developed strategies to fight it”, he said.

    Radda further explained that most of the developing countries have state Police that secure lives and properties.

    He urged governments at all levels to prioritise education for the development of the sector in Nigeria.

    Radda said, ”This will give opportunity to the less privileged, to access quality education at all levels.” (NAN)

    Radda begs FG to extend Zaria rail, gas pipelines to Funtua

    Katsina Governor Dikko Umar Radda has called on the Federal Government to extend the current rail and gas pipelines operating from Zaria to Funtua so it can connect the Funtua Inland Dry Port to other major economic centres. 

    This, he said, will enhance  full functionality of the newly commissioned Funtua Inland Dry Port.

    The Governor made the appeal at the official commissioning of the Inland Dry Port by President Bola Ahmed Tinubu.

    The President , who was represented by the Secretary to the Government of the Federation, Senator George Akume, said the rail line was vital for transportation and would reduce cost and facilitate the efficient movement of goods from the dry port.

    The Governor said: “The port would benefit both the State and the wider national economy and will also reduce the level of insecurity through job creation for youths. 

    ‘’We are also pleading with the Federal Government to expedite the development of the integrated textile and garment park that had already begun in Funtua.

    ‘’The project would help revitalise the textile industry and also create employment opportunities, as well as attract investment, among other benefits’’.

    He urged the regulatory agencies at the port to exhibit understanding and professionalism as well as collaborate to ensure efficient operations.

    Governor Dikko Umar Radda of Katsina said he has fulfilled his campaign promises in the past eight months of his administration

    The governor whose statement was contained in a press release signed by the Commissioner for Information, Bala Salisu Zango, also promised to provide more social and infrastructural development to Katsina state.

    Radda made the declaration at Daura Emir’s Palace while delivering the Ed-Elfitr Sallah celebration message.

    He further disclosed that some of the fulfilled campaign promises include security, education, water supply, health, institutional reforms, civil services, and many more.

     He said: ”My administration recruited 7,325 teachers, awarded foreign scholarships to Katsina State indigenes to study MBBS Medicine in Egypt, procured Twenty Metric Tons of fertilizers for rainy season farming, distributed palliatives to the vulnerable people in the state, procured drugs and hospital equipment to health facilities across the state, upgraded two PHC Clinics to General hospital to mention but a few’.

    ”Also, my administration made several efforts to provide infrastructural developments to the state, awarded contracts for the dualization of township roads in Katsina Metropolis and Eastern bypass roads.”

    The governor extended warm greetings to the people of Katsina State and wished them a peaceful and joyous Sallah celebration.

    He urged the people to fervently pray for peaceful coexistence both within the state and across the nation.

    Governor Dikko Umar Radda of Katsina has pledged to focus more attention on the provision of social and infrastructural development in the state.

    The Commissioner for Information, Bàla Salisu Zango, who made the above disclosure in a press statement, said the governor made the pledge at Daura Emir’s palace while delivering the Ed-Elfitr Sallah message, adding that he has in the last eight months of stewardship been able to fulfil many of its campaign promises in the areas of security, education, water supply, health, institutional reforms, the civil service and many more.

    The Governor also disclosed that his administration has recruited 7,325 teachers, awarded foreign scholarships to Katsina State indigenes to study MBBS Medicine in Egypt, procured twenty metric tonnes of fertilizers for rainy season farming, distributed palliatives to the vulnerable people in the state, as well as procure drugs and hospital equipment for health facilities across the state.

    Radda further disclosed that his administration has been able to provide infrastructural development to the state and has awarded contracts for the dualisation of township roads in Katsina Metropolis and Eastern bypass.

    The Governor also felicitated with the people of Katsina State on the sallah celebration, wishing them more peaceful and joyful celebrations.
