    Budget 2018: Financiers to execute rail projects

    Most critical rail projects listed for execution in the 2018 budget are to be funded by financiers, Minister of Transportation, Rotimi Amaechi, said yesterday.

    Amaechi said the assistance of financiers for the execution of the capital projects became imperative due to low revenue generation by the Federal Government.

    “We sought and got Mr. President’s approval to source for financiers for various rail projects for development.

    “Negotiations are ongoing and we may need some contributions depending on the discussions,” he told the Senate committee on Land Transport in Abuja.

    Amaechi listed the projects under the proposed arrangement to include. Kano- Katsina – Jibiya to Maradi in Niger Republic, the new standard guage rail from Port Harcourt to Maiduguri passing through Enugu, Lafia , Makurdi ,Gombe with branches to Owerri, Onitsha, Akwa. Abakaliki, Yola , Jalingo and Damaturu .

    Others according to him are extension of Itakpe – Aladja (Warri) to Abuja and Warri Port.

    The minister who spoke at the 2018 budget defence, said that his ministry achieved 16.5 per cnt implementation of the 2017 budget.

    He noted that out of the N192.895billion appropriated for his ministry in 2017 for capital expenditure, only N31.932 billion was released to the ministry representing 16.5% of the appropriated sum.

    He added that even out of the released N31.932billion, only N20.862 billion have been spent so far.

    Amaechi also said that his ministry achieved 43.6% implementation of the N528.800million overhead vote, with N230.588million out of which N180.514m has been expended.

    Chairman of the Committee, Senator Olugbenga Ashafa (Lagos East), lamented that the 2017 budget performance for the ministry was too poor to be repeated in 2018.

    Ashafa directed the ministry to forward to the committee a clear cut plans for the execution of capital projects in 2018.

    Abuja-Kaduna rail: FG to inaugurate 10 new coaches, two locomotives – minister

    Minister of Transportation, Mr Rotimi Amaechi says the Federal Government will inaugurate 10 new coaches and two locomotives for the Abuja-Kaduna rail service on Dec. 10.

    Amaechi said this in an interview with the News Agency of Nigeria (NAN) in Lagos on Saturday while highlighting his achievements to mark his two years in office.

    The minister recalled that President Muhammadu Buhari had told the National Assembly that the new coaches would arrive in November.

    According to him, every arrangement has been made to make it feasible.
    “The President has already announced to the National Assembly that on the 10th of December, he will inaugurate 10 coaches and two locomotives which are in the budget.

    “This means that the 10 coaches and two locomotives must arrive in Abuja for commissioning, one locomotive will be used for daily drop-off at the stations, while the second locomotive will be an express train from Abuja to Kaduna,’’ he said.

    Amaechi said that in a space of two years, the ministry had so many projects running with some remarkable achievements in the maritime and rail sub-sector.

    He said that within this period, Abuja-Kaduna rail line was completed, adding that work was ongoing at the Lagos-Ibadan rail alongside construction and rehabilitation of the Itakpe-Ajaokuta-Warri standard gauge.

    The minister said that by 2018, most of the ongoing rail projects would be completed, adding that the President had also approved the Lagos-Calabar rail line.

    According to him, all the states will be connected by rail, as our vision for Nigeria is to continue to construct railway in the next 10 to 15 years.

    NAN recalls that the train service was inaugurated by Buhari on July 26, 2016, in Abuja with four coaches.

    The additional 10 coaches and two locomotives expected to arrive on Nov. 23, in Lagos will ease the plight of passengers on that route.

  • Senate approves a $750 million Islamic Bank loan

    The Senate yesterday approved part of the 2016-2018 External Borrowing Plan pertaining to the Lagos, Kano railway modernisation project (Lagos-Ibadan segment double track).

    The upper chamber also endorsed the World Bank-supported reconstruction and rehabilitation of the Northeast at $1.806 billion.

    This followed the consideration of the report of the Senate Committee on Local and Foreign Debts on the proposed Federal Government 2016-2018 External Borrowing (Rolling) Plan presented by the Chairman of the Committee, Senator Shehu Sani.

    Sani, in his report, noted that the committee resolved to consider the project due to its importance and urgency to fast track the development of critical infrastructure.

    The committee received briefs from Ministers of Transportation and Finance, Director General of the Debt Management Office (DMO), Chairman, Fiscal Responsibility Commission and Managing Director, Nigeria Railway Corporation.

    The projects to be financed by the China Exim Bank include Lagos-Kano Railway Modernisation (Lagos-Ibadan segment);  Lagos-Kano Railway modernisation project (Kano-Kaduna segment) and Coastal Railway  (Lagos-Calabar segment).

    On the World Bank-supported projects, Sani listed polio eradication and routine immunisation, Community and Social Development project and Nigeria States Health programme investment.

    Apart from approving the loan request, the committee’s recommendations adopted by the Senate included that the:

    • immediate negotiation for the Eastern corridor (Port Harcourt-Maiduguri) and same submitted for approval by the National Assembly; and that the
    • committee “do recommend for approval by the Senate the remaining segments of the Rail modernisation project as soon as these are approved by the Board of China-Exim Bank, namely (Lagos-Calabar segment) and the Port Harcourt Maiduguri line (the Eastern corridor rail project)”.

    The committee also recommended that the Senate “do emphasize effective oversight by relevant committees on the implementation of all the projects for which the loans is being approved.”

    It said that the projects, when fully implemented were sure to stimulate economic development and create both direct and indirect jobs for Nigerians, particularly youth.

    On the World Bank supported loan, the committee said that the projects, which are mainly proposed for the Northeast region, will facilitate the much needed rehabilitation of the people and allow schools to be reopened.

    The Senate also approved a $750 million Islamic Bank loan request by some states. These are: Enugu, Ebonyi, Kano, and Ondo states.

    Ebonyi’s  $80 million loan request was earlier rejected but following strident pleadings by Senator Obinna Ogba (Ebonyi Central) the upper chamber made a U-turn to approve the request.

    The Senate also approved the $750 million medium term external loan requests for six states, out of the Federal Government’s request of $1.49billion for 10 states.

    The states whose loan requests were approved are Abia, Ebonyi, Enugu, Kano, Ondo and Plateau.

     The committee said there was a need for phased approval of the loan requests for the other states which are: Ogun, Jigawa, Kaduna and Katsina.

     A breakdown of the approved loans are $70 million from African Development Bank (ADB) for Ebonyi Ring Road Project (to be co-financed by Islamic Development Bank), $200 million ADB facility for Rural Access and Mobility Project (RAMP) in Abia State, and $200 million IDB loan for Kano State Integrated Agricultural and Water Resources Development.

      It also approved a $100 million request for Enugu and Kano from the French Development Agency for the third National Urban Water Sector Reform (NUWSRP-III).

      “That the remaining four states in the borrowing plan be deferred,” the report read.

    The railway project, which includes the Lagos-Ibadan segment double track is to be funded by China Export-Import Bank for $1.231 billion, while the Northeast rehabilitation is to be funded by the World Bank for $575 million.

    The terms of the China EXIM bank loan include a maturity enure of 20 years with a moratorium of seven years at interest rate of 2.5 per cent. It also includes a management fee of 0.5 per cent, a commitment fee of 0.2 per cent, and a duration of three years.

    The committee in its report observed that the railway project would link the North to the South by rail and promote trade, create jobs and also reduce pressure in roads infrastructure.

    The Federal Government Thursday said the South-East geo-political zone was not excluded from its  ongoing rail projects.

    The Federal Government also noted that its major rail projects are; Lagos to Calabar and  Lagos to Kano.

    The Lagos – Calabar will traverse Lagos-Shagamu-Ore-Benin City-Sapele-Warri-Yenegoa with siding to Otuoke-Port Harcourt-Aba-Uyo-calabar and branch line from Benin City-Abudu-Onitsha including Onitsha rail bridge.

    The Lagos – Kano rail Project will traverse Lagos-Abeokuta-Ibadan-Oshogbo-Ilorin-Jebba-Minna-Kaduna-Zaria-Kano with branch line from Minna-Abuja and Abuja-Kaduna.

    This is contained in a statement in Abuja by the Director of Press of the ministry, Yetunde Sonaike.

    The Ministry also stated that the China Exim Bank loan would  be used to fund three  segments from the rail project.

    According to the statement: “Lagos-Ibadan: Lagos-Abeokuta-Ibadan with extension to Apapa Port Complex (Segment 2 of Lagos – Kano), Kano-Kaduna (Segment 3A of Lagos – Kano) and Calabar – Port Harcourt: Port Harcourt-Aba-Uyo-Calabar with extension to Onne Deep Sea Port (Segment 1 of the Coastal rail Line).

    “From the foregoing, it can be deduced that the Federal Government rail projects touches various sections of the country and therefore no section is or will be left out.

    “The Present Administration of President Muhammadu Buhari remain committed to serving the nation and determined to reviving the rail infrastructure thereby ensuring ease of movement of people and cargoes within the country.

    It added: “The rail project is aimed at fast- tracking economic diversification as well as optimizing the Federal Government change agenda in the transportation sector which will serve as an economic index for growth and development.”

    Amaechi pledges to complete ongoing rail projects

    The Minister for Transportation, Rt Hon. Rotimi Amaechi, has pledged to complete all ongoing rail projects around the country and extend rail lines to all parts of the country.

    Amaechi made the pledge during his first day in office as minister shortly after his inauguration by President Muhammadu Buhari in Abuja on Wednesday.

    He said that he would resume work fully on Nov. 17 when the new Permanent Secretary, Mr Sabiu Zakari, would equally assume duty at the ministry.

    The minister added that his meeting with the Permanent Secretary and the Directors on Nov. 17 would begin by looking at the budget and its level of implementation.

    According to him, the meeting is necessary to chart a new course toward completing all ongoing projects, especially the rail and extending it to different part of the country.

    Amaechi, however, called for cooperation from all parastatals and agencies of the ministry and the aviation sector.

    He promised to ensure a smooth working relationship with the Minister of State for Aviation for the development of the sector as well as meeting the expectations of Nigerians.

    The minister also urged the staff to always play by rule, adding that “I belief in principles of discharging my duties.”

    “We are interested in completing all ongoing rail projects around the country because we don’t want to disappoint Nigerians.

    “It is important that we realise that we have a mandate to deliver on our promises and there is competition among the ministers to deliver and we don’t want to take last.

    Amaechi also emphasised on the issue of corruption, warning that anybody that would work with him must not approach him for money.

    In his speech, the Minister of State for Aviation, Mr. Hadi Sirika, said that it was an era of new thinking for the actualisation of the change agenda of the Federal Government.

    Sirika added that the era of talking tough without acting was over, stressing that whatever was said was what would be done.

    He assured that Buhari’s administration would deliver on its promises, adding that the government was aware of the high hope and expectation of Nigerians.

    Sirika, however, pledged to ensure a harmonious working relationship with the Minister of Transportation to achieve results in the implementation of policies and programmes.

    Also, the Permanent Secretary, who was also appointed by the president on Tuesday, expresses optimism that the new ministers would deliver on the visions and missions of the change agenda of the government.

    Zakari pledged to give maximum cooperation to the new ministers to assist them in the discharge of their duties effectively.
