    Aregbesola names Freedom Park after Mandela

    Osun State Governor Rauf Aregbesola has named the Freedom Park in Osogbo, the state capital, after the late former South African President Nelson Mandela.

    The governor, at a second term endorsement rally organised for him by the 31 local government executive secretaries in Osogbo, said the Mandela represents freedom and equal opportunity.

    Aregbesola said Mandela symbolised anything that is good, adding that his death was a great loss to Africa.

    The park is located inside the Nigeria Railway Corporation (NRC) premises in Osogbo.

    Women groups endorse Aregbesola for second term

    More than 100 women groups have endorsed the Osun State Governor, Mr. Rauf Aregbesola, for a second term in office.

    The women groups, including the Market Women Association, artisans, women professional bodies, the 31 local government women leaders and 332 wards women leaders of the All Progressive Congress (APC) in the state among others during the weekend, endorsed the governor at the Freedom Park, Osogbo, during a public lecture and sensitisation rally on women participation in politics.

    While commending the Aregbesola administration for giving women a prominent role in governance, the groups through the APC State Interim Women Leader, Alhaja Kudirat Fakokunde, said the women across the state gathered to throw their weight behind the second term ambition of the governor in recognition of his performance in office.

    She added that women in the state have benefited immensely from the Aregbesola-led administration through different schemes, including the Osun School Feeding and Health Programme, O Meals, OYES and welfare package for the elderly in the state.

     

    The APC women leaders assured the governor of the continuous support of the women groups before and after the 2014 governorship election.

    In her speech at the occasion, wife of the state governor, Mrs. Sherifat Aregbesola, expressed gratitude to women in the state for throwing their weight behind the second term bid of her husband, saying their prayers have been very helpful.

    Aregbesola advised women to take the issue of cleanliness of their body and environment seriously so as stay healthy and be free from diseases.

    In his response, Governor Argbesola expressed appreciation for the recognition, assuring them of his commitment to the issues of women and children.

    ‘How we improved our revenue in Osun’

    Dr. Samuel Adewale Bolorunduro is the Osun State Commissioner for Finance, Economic Planning and Budget. In this interview with GBENGA ADERANTI, he explains the guiding principles of the government of the state under Ogbeni Rauf Aregbesola, among other issues Excerpts:

    THERE was this bond, Sukuk bond, by the Osun State Government that generated controversy. How would you react to this?

    Well, the bond didn’t really, really generate controversy because when you use the word controversy, it would mean uproar. Controversy would also mean a resistance, but there was nothing like that. It was more of a section trying to play politics with it by saying that the governor was trying to Islamize Osun State.

    The Sukuk bond is like any other conventional bond where you go to the capital market and raise funds and make a commitment that over the next seven years you would make good your promise. Apart from the nomenclature, there is nothing different from conventional. It was the structure of that Sukuk that enabled us to raise that funds at 14. 75 per cent and so if today I see an opportunity in my borrowing window limit as stipulated by the Debt Management Office of the Federal Republic of Nigeria and as stipulated by the Security Exchange Commission, and if I were a Moslem, there is an opportunity to raise funds and I see a structure that is called the Christian bond or Christian financing I will also use it.

    There are lots of constructions going on in the state, considering the fact that Osun is not Lagos or Rivers. How are you going to complete these projects?

    Those projects will be completed. Some will be completed over a span of two years, some will be completed over a span of three years. If you look at what we have done, despite that we don’t have available money now, but if we are allowed to spread it over three, four, or five years in some cases, we will be able to gradually pay. By then we would have started enjoying the road.

    Let me tell you what we have done, we are the first state to have done this. Under Ogbeni Aregbesola, he was able to stick out his credibility and the state’s credibility and said you know what? If you want to be our partner, you must be able to go the whole hog with us i.e. you must be able to hang in there, construct the road and wait for your money. We had come up with the kind of what we call derivative financing. Derivative financing means something that is not going to impact you or poke a hole in your balance sheet. We said okay we can pay you with cash if we have cash we would pay you with promissory note if we have promissory note. The promissory note becomes a tradable instrument so that derivative financing allows bankers to participate in infrastructure development and allows contractors to participate in the development. So, we have shared the responsibility in such a way that nobody will take the advantage of government.

    At the tail end of the last administration, N18.35bn loan was taken from the UBA…

    Governor Rauf Aregbesola never said it was wrong to take a loan. He rather said it was wrong to take loan at the twilight of your administration. Not at dawn but at dusk and so the PDP took that loan at dusk. There was no way they could say that the intention was for the people of Osun because the project that they could have used it to implement, there was no way they could have finished it between February and March when they took that loan. If you look at the timing, and if you look at the purpose of that loan, both the timing and purpose were to build six stadia, if you are going to build six stadia at a go, you need to be preparing for the Olympic.

    I remember that the governor promised to bring investors to the state, especially those dealing in IT/ICT but they are not here yet…

    There are here. The LG Electronic will soon commission their factory in Ilesa. The other one that is going to be making Opon Imo tablet computers has almost finished their factory in Osogbo. You must have heard that we’ve encouraged International Breweries Limited to retain their investment in Osun State, rather than go elsewhere. By God’s grace, we are going to reach out to Dangote to open the steel company.

    There has been an increase in the IGR of the state. Considering what you met, what would you say is the secret?

    We’ve just increased efficiency and we told our people to be honest. So, we blocked leakages, we’ve the automated revenue collection mechanism and we’ve a passed revenue law.

    People talk about capital flight here in Osun; how do you explain this?

    There is no capital flight. If you look at it, we were the first state in Nigeria to come up with a policy which we call local content and not only that we measure it. We measure this in the sense that we have a consultant that goes round to find out how many jobs that have been created, direct and indirect. There is local content policy and in our agreement, we have forced the contractors to sign an undertaking that they will comply. Today, under our construction of road programme, we have people that are benefiting and the governor always says this to us in the cabinet: ‘If you’re doing road or building a school in your area, make sure your people are employed. No contractor should turn down people.’ So if you want to work and there is work around your area, you go there and tell them as an artisan that you must be given a job. The intention of the government of Rauf Aregbesola is to industrialise Osun and indigenise all contracts. Omoluabi Garment Factory came into existence because we did not want the capital to fly away. We insisted that for you to sew 750, 000 uniforms, you must set up a factory here, you must employ our people.

    Lack of rule of law affecting growth, says Aregbesola

    Osun State Governor Rauf Aregbesola has said lack of the rule of law is affecting Nigeria’s growth.

    He said the nation has never been strictly governed on the basis of the law.

    Aregbesola spoke at the public presentation of the state’s Revenue Administration Law, 2012, at the Centre for Black Culture and International Understanding in Osogbo, the state capital.

    He said Nigeria, with 58 billion dollars debt, compared to America’s 16 trillion dollars debt, has many latent opportunities.

    Aregbesola said: “This official presentation of the Osun Revenue Administration Law, 2012, is a legal confirmation that we are truly out to irreversibly put our state on the path of socio-economic and political development. We are intent on building a society based on justice, equity and the rule of law.”

    He said Nigeria has depended on oil for too long and needs other sources of revenue, such as manufacturing and taxation, to survive.

    Aregbesola said not governing the country strictly on the basis of law has encouraged rascality in government.

    He said: “This kind of attitude among Nigerians led to a pervasive lawless society. It is tragic that we have failed to realise the big problem this poses to our development effort. Worst still, we are failing to take serious steps to address the situation.

    “Since the inception of our administration, we have shown determination to qualitatively change the course of running the state’s affairs. We are determined to transform the previously entrenched culture of disregard for the law because we know there can be no qualitative development in a lawless environment.

    “Indeed, it is not without reason that the democratic road to development came into global reckoning and got wide acceptance as the best road to progress and development. One of the numerous reasons for this is that democracy is grounded on the rule of law and not the rule of the thumb. It is also a system and culture of running the society on the bases of accountability and transparency.

    “When we came on board, the Internally-Generated Revenue (IGR) of Osun was a paltry N300 million. We immediately took steps to block all financial leakages and the result was an instant jump of 100 per cent in our IGR to N600 million. Today, the IGR has risen to N1.6 billion. Four years down the line, the economy of our state was the smallest in Nigeria, with a GDP of N110 billion.

    “As I speak, it has risen to N738 billion. These are good indicators that the progress we have made in just three years has been by leaps and bounds.”

    Aregbesola said the Revenue Administration Law was a way of enlightening Osun people on the importance of tax payment, adding that those who do not pay tax lack the moral right to ask questions about how public funds are spent.

    Commissioner for Regional Integration and Special Duties Ajibola Basiru said the law has distinctive features, such as the establishment of the Osun Board of Internal Revenue, which will have fiscal and ancillary autonomy, thereby making it a professionally run organisation.

    He said: “The board is empowered as an agency to actualise the government’s goal of optimum revenue generation in a people-friendly manner. The law makes provision for the posting of tax officers from the Internal Revenue Service (IRS). The Local Government Revenue Committee is also provided for.”

    Osun State Governor Rauf Aregbesola and the Executive Secretary of Petroleum Products Pricing Regulatory Agency (PPPRA), Mr Reginald Stanley are among those to be honoured by Nigerian NewsDirect during the paper’s third anniversary celebrations on December 12.

    A statement by the publisher, Sam Ibiyemi, said Aregbesola would receive the Best Governor of the Year awards on infrastructure development and education; Stanley, the Best Regulator of the Year awards. Others are the Managing Director of Omatek Computers, Mrs Florence Seriki, Best Female Entrepreneur of the Year, and Managing Director of Flying Doctors Dr Ola Orekunrin Outstanding Female CEO.

    In the corporate award category, the paper will honour OilServ Limited, Seplat Petroleum, First Bank, Babcock University and NIPCO Plc.

    The ceremony will feature presentation of papers on “Enabling Environment, infrastructure development, funding and capacity building”.

    The guest lecturers are the Group Executive Director of the Nigerian National Petroleum Corporation, Mr Abiye Membere and Osun State Commissioner for Finance Dr Wale Bolorunduro.

  • Osun APC, lawmaker hail Aregbesola

    The All Progressives Congress (APC) in Osun State has congratulated Governor Rauf Aregbesola on his third anniversary in office.

    In a congratulatory message, the party’s Interim Chairman, Elder Adelowo Adebiyi, described the Aregbesola administration’s achievements as “second to none” in the state’s history.

    APC congratulated the people for having Aregbesola, “who is transformation personified and a trail blazer”, as their governor.

    It said the administration’s three years in office have been “years of total transformation”, adding that Aregbesola has restored hope to the people.

    APC said: “Aregbesola has brought hope to the state and restored its lost glory. He has made governance meaningful again to the people, who, for seven-and-a-half years, experienced maladministration, victimisation, underdevelopment and ill governance.”

    The Chairman of the Lagos State House of Assembly Committee on Information, Segun Olulade, also congratulated Aregbesola.

    In a statement, he said Osun, under Aregbesola’s visionary leadership, has recorded landmark achievements in the last three years.

    Olulade said: “Osun people are the direct beneficiaries of good governance, under the visionary leadership of Rauf Aregbesola, and I congratulate them for choosing a leader that measures up to their aspirations.”

    Olulade said the only way to sustain the development in Osun was to re-elect Aregbesola.

    He said: “Without fear or favour, I confidently say that the Aregbesola administration has surpassed the expectations of the people in terms of road construction, youth development, education, agriculture and infrastructure, among others.”

    Olulade said Aregbesola’s performance reflects the APC’s ideology.

    We’re not against Aregbesola-Osun Women CAN

    The Women Wing of the Christian Association of Nigeria (WOWICAN), Osun State chapter has declared that it has nothing against the administration of Governor Rauf Aregbesola.

    Its Chairperson, Deaconess Adeniyi Olusola, stated this at the St Peter’s Anglican Church, Ibokun on Friday at the rotation quarterly meeting of the association.

    She spoke just as the government said it would continue to support women and children in the provision of education and empowerment, while reiterating its resolve to be fair to all religions.

    Olusola said, “We have nothing against the government of Ogbeni Rauf Aregbesola and as a result, we will continue to pray for the success of this government. We are standing on our feet to ask for our rights, but that does not mean that we are enemies of the government of the day. We are supporting this government and we are praying that it succeeds.”

    In her welcome address, the chairperson of Obokun Local Government women wing of CAN, Olori Mofomosola Fagbemigun, charged women to continue their good work in nation building.

    In his address, the state Assistant Director, Bureau of Communication and Strategy, Olatunbosun Oyintiloye, described women as the pillars of the society, saying that the role of women in the church, home and the society cannot be over emphasised.

    •Ayo Lam Foundation unveiled

    Eminent Nigerians yesterday gathered at the Adamasingba Stadium in Ibadan, the Oyo State capital, to pray for the late former Governor Lam Adesina, who died a year ago.

    The prayer session was organised by the state government.

    Dignitaries at the event include Governors Abiola Ajimobi (Oyo) and Rauf Aregbesola (Osun); All Progressives Congress (APC) Interim National Chairman Chief Bisi Akande; APC National Leader Asiwaju Bola Tinubu; former Oyo State Governor Omololu Olunloyo; Oyo State House of Assembly Speaker Alhaja Monsurat Sunmonu and Senator Ayo Adeseun.

    Governors Ibikunle Amosun (Ogun) and Kayode Fayemi (Ekiti) were represented by Mr. Taiwo Adeoluwa and Dr. Ganiyu Owolabi.

    Also present were Gen. Adedayo Popoola; former Secretary to the State Government Chief Michael Koleosho; the Iyalode of Ibadanland, Mrs. Aminat Abiodun; former Deputy Governor Hazeem Gbolarunmi; Aare Abdulazeez Arisekola-Alao; Chief Iyiola Oladokun; Elder Wole Oyelese; Justice Adekola Nurudeen; Chief Lateef Oyelade and representative of the Olubadan, Chief Olufemi Olaifa.

    Ajimobi described the late Adesina as his teacher, father and political leader.

    He said the late Adesina taught him in school.

    The governor urged APC factions to resolve their differences, saying it was the best way to honour the late Adesina.

    He said: “Some people are calling themselves Lamists to the core; they do not even know that I am one of the core followers of the late Adesina. When I was vying for the governorship seat, Asiwaju Tinubu and other leaders of the defunct Action Congress of Nigeria (ACN) took me to him and he blessed me. We shall continue to honour the memory of the great Lam Adesina and tread his path.”

    Aregbesola said the large turnout of people at the ceremony showed that the late Adesina was loved by many.

    He urged the people to emulate the virtues of the late politician, who he said lived an exemplary life.

    People also gathered at the late Adesina’s home, where the Chief Imam of Ibadanland, Suara Haruna, led prayers for the repose of his soul. This was followed by the inauguration of the Ayo Lam Care Foundation.

    The late Adesina’s first son, Ayo, said the foundation was to immortalise his father.

    He said his father was a philanthropist and he (Ayo) was determined to build on his legacies.

    Ayo said the foundation, which was established early this year, has made donations to many charity homes.

    He urged eminent personalities to support the foundation in caring for the less privileged.

    Former Governor Rashidi Ladoja described the late Adesina as a God-fearing man, who lived his life serving Allah.

    He pledged to donate N100,000 monthly to the foundation for life.

    Ladoja said: “Lam was a selfless man, who loved the masses. There is need to donate to this wonderful foundation to help the needy in honour of Lam’s memory.”

    Former Governor Adebayo Alao-Akala described the late Adesina as “loving towards everyone”.

    He pledged to send his donation to the foundation before Friday.

    Chairman of the Odu’a Group Sharafadeen Ali; Senator Olufemi Lanlehin and Mr. Femi Babalola were also in attendance.
