    PDP convention will be hitch-free – Wike

    Gov. Nyesom Wike of Rivers says the Peoples Democratic Party ( PDP ) leadership will not accept anything likely to disrupt its Saturday’s National Convention.

    Wike gave the assurance when he received a national chairmanship aspirant of the party, Chief Raymond Dokpesi, at Government House, Port Harcourt, on Sunday.

    Wike said that whatever anybody might be saying, the convention would be fair and hitch-free.

    The governor pledged to support the party to provide a level playing ground at the convention.

    “If you believe and love this party, there is nothing you cannot do, everybody can make sacrifice for this party except you don’t believe in this party.

    “What I am saying is that whoever emerges we should come out as members of the same party to support him.”

    Wike also condemned a statement credited to a former state governor in which stakeholders of PDP in the north micro zoned the party chairmanship position to the South West.

    He described the statement as a slap on the South South, saying it was wrong for anybody not from the region to do micro-zoning against the decision of the party.

    “The chairmanship was zoned to the south and presidency to the north. You cannot in your own place micro zone our own position.

    “We cannot seat here and micro zone the presidency. It is not possible. It is what they tell us to do that we will do.

    “PDP is not in power, it is in opposition. We need a Chairman that will drive the party to make PDP to win election,” Wike said.

    He commended the peaceful campaigns by Dokpesi and his campaigning round the country to seek delegates’ support.

    “What you are doing has popularised the party. This is the first time when PDP Chairman is being elected and the aspirants are going from one state to the other.

    “The main fact that you are doing that is a mobilisation for the party.”

    Earlier, Dokpesi said he was in the state to solicit for the blessing and support of the governor and the state delegates on his ambition.

    He said as an opposition party, it was important for the PDP to allow its best materials to emerge as Chairman and presidential candidates.

    Dokpesi commended the roles and support of Gov. Wike and government of Rivers towards the development of PDP and success of its forthcoming convention.

    Meeting with PDP Rivers State Executive members and delegates at the party secretariat, Dokpesi said though there were eight aspirants vying for the chairmanship, including Prince Uche Secondus, his own personality had more capacity to re-brand PDP.

    The Chairman of PDP Rivers, Felix Obuah, also condemned the statement on micro zoning of chairmanship position to the South West.

    Obuah said that the state chapter of the party would continue to support anything that would help it to regain the mandate in 2019.

    Dokpesi calls for unity among PDP members

    Chief Raymond Dokpesi, on Wednesday called for unity among Peoples Democratic Party ( PDP ) members in Oyo State, saying they needed to be together to regain power in the state.

    Dokpesi, national chairmanship aspirant of the party, made the call in Ibadan while interacting with executive committee members and stakeholders of the party in the state.

    He said that the party lost power in the state because its members were not united, thus making the party’s votes to be shared among other political parties where members defected to.

    He said that power could be regained in future elections if party members reunited and worked together.

    “If we had added all the votes from everyone, PDP would have won the government in Oyo State.

    “All of us that went to different groups, what did we get? If we had worked together, it would have been something.

    “So, I am going to appeal that I want to work with you; I want one united PDP to be able to win election in Oyo and thereafter, at the federal level. You can do it, so please let us work together. ”

    Let’s stop the quarrel, let us stop the bickering and work together,” Dokpesi said.

    He urged the delegates from the state, who would be at the December 9 convention to give him the needed support to become the party’s national chairman.

    Responding, Leader of the Oyo delegates, Dr Saka Balogun, advised Dokpesi to fight imposition if he emerged victorious at the convention.

    Balogun said that if not for imposition and impunity, some members of the party would not have left, “and those who defected would have returned and PDP would have won 2015 elections in the state.’’

    In his remarks, Chairman of the party in the state, Alhaji Omokunmi Mustapha, said that Dokpesi had more than 70 per cent of what was required to lead PDP.

    Dokpesi pledges fairness for presidential aspirants, if elected national chairman

    Founder of Daar Communications, Chief Raymond Dokpesi, says his leadership will provide level-playing ground for all Peoples Democratic Party ( PDP ) presidential aspirants, if elected national chairman of the party.

    Dokpesi made the pledge while addressing zonal and state executive committee members and other members of the PDP during his campaign visit to Kano state on Saturday.

    He said that he was aware that the goal of PDP was to win presidency in 2019, and assured that as national chairman of the party, he would not allow manipulation of the process.

    “I am very conscious of the fact that our illustrious sons from Kano are looking forward to contesting for the presidency in the 2019 elections.

    “First of all, we must have a party and the first step is to create a National Working Committee that I can work along with to ensure that there is justice, fairness and equity.

    “I want to pledge firmly that there shall be a level-playing ground for all the presidential aspirants from the 19 northern states willing to vie for the office of the president.

    “We shall not manipulate any regulation. We will be transparent, and whoever God has chosen may He allow him to lead us to victory in 2019.

    “So, our choice of presidential candidate in 2019 will not be on the basis of wealth or accumulated money, but the human person that he is.

    “I want to plead with you that it is the same criteria that we will use for the election of the chairman, we must use for the election of the president,” he said.

    Dokpesi said his visit to Kano was to remind them of his plea for their support for his aspiration, for the state’s executive of the party and delegates to the Dec. 9 national convention to vote for him.

    He urged the delegates to vote on merit, not on sentiment.

    “I want to appeal to you to look at and chose anyone who you believe is ready to sacrifice for the party.

    “Vote for anyone you know has been consistent with this party when it was raining and when we needed umbrella over our head.

    “I want you to look at all the candidates and ask yourselves who among these candidates has been a bridge-builder and helped to reunite Nigeria. I am interested in Nigeria unity,” Dokpesi said.

    He advised PDP members not to allow themselves to be used by the All Progressives Congress (APC) or any PDP member to destroy the party, especially those planning to hold parallel convention.

    In his reaction, Mr Jinjiri Dutse, Zonal Auditor, who represented the National Deputy Chairman (North-West), said that the zone was preparing for the December convention.

    He expressed Kano state’s support for Dokpesi, adding that the state would also canvas for votes from other states
    in the Zone for Dokpesi.

    Sen. Baraka Sani, who is vying for National Women Leader, said that Dokpesi had shown verifiable support to the party in many ways, at different times.

    “This is what is expected from leaders. Tell us what we can verify, not to tell us something in the air. Let us see it, something we can touch or feel.”

    PDP needs a gentleman with ideas – Adeniran

    A former Minister of Education, Prof. Tunde Adeniran, says his gentle mien will not diminish his chances of becoming the next national chairman of the Peoples Democratic Party (PDP).

    Adeniran told in a telephone interview on Wednesday that being a gentleman, he remained the best candidate in the race for the national chairmanship seat of the party.

    The party’s national elective convention, which will produce the national chairman and other executive officers, is scheduled for Dec. 9 in Abuja.

    Apart from Adeniran, former Deputy National Chairman of the party, Chief Olabode George; former Minister of Sport, Prof Taoheed Adedoja, and former PDP governorship candidate in Lagos, Mr Jimi Agbaje, are also in the chairmanship race.

    Former governors of Ogun and Oyo states, Chief Gbenga Daniel and Chief Rasheed Ladoja respectively; media mogul, Chief Raymond Dokpesi, and one-time acting chairman, Chief Uche Secondus, are also eying the party’s chairmanship.

    Adeniran said the perception that he is a gentleman is a good one, as the PDP needs such a person with ideas and vision to drive its progress.

    “Yes, I am a gentleman. The belief in some quarters that the party does not need a gentleman as leader is an insult not only to the party, but every member.

    “Leadership is not by thuggery, is not by violence, but by ideas, passion, vision and commitment.

    “We don’t need a violent person in PDP as chairman. We need a man with ideas to drive the party‘s vision. I am that man. I am that gentleman,’’ he said.

    The former minister said with God on his side and the support he was enjoying across the party, he was sure to clinch the post.

    He insisted that he had all it required to lead and reposition the party, being a founding member with the requisite experience.

    “PDP needs a leader with the right vision, passion for good leadership qualities and a leader with right experience.

    “I am passionate about repositioning the party and I am brimming with ideas and vision to return the party to winning ways,’’ he said.

    Adeniran said his academic and political background as a political science professor and former minister had enriched his suitability for the seat.

    He acknowledged that other aspirants had great attributes, but said his kind of vision to salvage the PDP at a critical moment was unmatched.

    The National Caretaker chairman of the party, Sen. Ahmed Makarfi had said at the end of the party’s National Executive Council ( NEC ) meeting on Tuesday that the chairmanship seat was zoned to the entire South, and not micro-zoned to the South-West.

    He said the party’s non-elective convention zoned the presidency to the North and the chairmanship to the South.

    Litigations responsible for PDP’s ineffective opposition role – Dokpesi

    A Peoples Democratic Party ( PDP ) national chairmanship aspirant, Chief Raymond Dokpesi, has blamed the party’s inability to effectively perform as opposition on protracted litigation over its leadership since 2015.

    He stated this on Monday night when he led some members of his campaign organisation on a consultation to former Minister of Women Affairs and Social Development, Hajiya Zainab Maina.

    We have heard severally from leaders and former heads of state that the PDP had not played proper role as opposition party.

    We had no chance and no opportunity, because we had been in court all through.

    It was not due to lack of competence or courage, but due to the fact that we had been in court processes,” Dokpesi said.

    He said that there was now a vacuum in the party and a need to put in place a duly elected National Working Committee in accordance with the provisions of its Constitution.

    He said that the committee must be headed by a man of courage, vision and integrity who had “paid his dues and demonstrated passion and commitment to the party´s advancement”.

    According to Dokpesi, getting the right person for the position of the party´s next chairman is not about pampering, but about being firm and resolute.

    He pointed out that it was only people with track records and zeal to fight for the party that should be chosen for such position.

    He described as miscarriage of information claims that the party´s chairmanship position had been zoned to the South-West.

    The truth of the matter is that there was no meeting where the PDP as a party, decided that its chairmanship position should be zoned to the South-West.

    The Constitution of the PDP unequivocally states that zoning shall take place, but it shall take place in the North, South and East.

    It is cheap propaganda and mischief to state that there had been a zoning to the South-West, the aspirant said.

    He, however, added that preferences could be made because it was a family affair that should be devoid of any form of bitterness.

    Dokpesi, who is founder of Daar Communications, noted that the party was presently fighting against impunity, saying that some of its members took laws into their hands and had despised its Constitution by manipulating it.

    He said that it was unfortunate that such persons were being applauded and made heroes of the party, while others took advantage of the situation.

    He advocated direct primaries for the party in future, saying it would allow its financial members to vote and elect their candidates for elections and leaders.

    Dokpesi prayed that whoever emerged as next national chairman of the party would be committed to it and ready to take it through its challenges and return it to power in 2019.

    It is not just electing a chairman for the sake of electing him, but electing someone who is able to take us through the fire-lines and make sure that we regain power in 2019, he said.

    He pleaded with the former minister to rise to the occasion as one of the mothers of his campaign team to assume her role in the interest of the party and the country.

    In her remarks, the former minister said that Dokpesi was the right person to lead the PDP for many reasons, adding that she had known him since 1981 as a man of high integrity.

    If the PDP chairmanship position is something I can give on my own, I will give it to Dokpesi in front of everybody,” she said.

    Maina described Dokpesi as a man of selfless service who had committed his time and resources to the advancement of the PDP, adding that he was a bridge-builder who had friends across the country.

    She promised to galvanise support for the aspirant and ensure that he became the next national chairman of PDP “in the interest of the party and the country.

    She prayed God to grant him victory in the race because, according to her, he has done a lot for the party to deserve being its national chairman.

    I believe in your capabilities, because I know who you are and I believe that if you become our national chairman, we will all go to rest,” the former minister stressed.

    The PDP has scheduled its National Convention where new leaders will be elected to end the tenure of its National Caretaker Committee, which had been extended two times.

    Dokpesi bought household items with funds from Dasuki – witnesses

    The trial of a chieftain of the Peoples Democratic Party (PDP), Raymond Dokpesi resumed Thursday with two prosecution witnesses telling a Federal High Court in Abuja that Dokpesi bought household items with funds allegedly paid to him by former National Security Adviser (NSA), Mohammed Dasuki.

    The witnesses – Peter Imoekor and Fabian Ozoemina – informed the court that they supplied generators, a transformer and security doors valued at millions of naira, to Dokpesi’s houses in Lagos and Agenebode, Edo State, and his offices at different times after N2.1bn was allegedly paid to him by the Office of the National Security Adviser between January and March 2015.

    Dokpesi and his firm, Daar Investment and Holding Limited are standing trial on a six-count charge in relation to the N2.1bn they allegedly received unlawfully from the Office of the National Security Adviser between January and March 2015.

    They are accused of engaging in money laundering and procurement.

    Dokpesi and Daar Investments were said to have received the sum of N2.12bn from ONSA then headed by Col. Sambo Dasuki (retd.), as payment for a “purported contract on presidential media initiative”.

    The two witnesses, who testified as the prosecution’s 7th and 8th witnesses, were led in evidence by prosecuting lawyer, Oluwaleke Atolagbe.

    Imoekor, who is the Administrative Manager of Mikano International Ltd, Abuja branch, was the first to mount the witness box. He said that he was invited by the EFCC in February 2016 “to clarify” some transactions which Mikano had with Dokpesi and Daar Communications Plc.

    He explained how between February and August 2015 Mikano supplied four units of 140KVA, two units of 200KVA and a 500KVA electric transformer to Dokpesi’s house in Agenebode (Dokpesi’s hometown) and Daar’s offices in Sokoto and Gusau, Zamfara State.

    He said “The transaction was in respect of four units of 140KVA Basic (open type). Each costs N3.5m and they all totalled N14m

    “Daar made payment for all. The payment was made in two tranches of N7m each through First Bank drafts.

    “On March 19, 2015, they came to exchange three of the ‘Basic’ generators with soundproof type and paid the difference of N6, 350,000 through UBA Plc.

    “Then on March 30, 2015, delivery was made. We delivered them to Sokoto and Gusau, capital of Zamfara State.

    “In the same March, they made a request for the purchase of two units of 200KVA basic generator and payment of N11,657,240 was made through transfer and delivery was made to his (Dokpesi’s) house in Otuake  Quarters, Agenebode in Edo State.

    “In August 2015 payment for 500KVA electric transformer was made. The amount paid was in cash. It was N3,073,200. This time the receipt was issued in his name, that is, High Chief Raymond Dokpesi’s name.

    “Then a memo was issued to the head office of Mikano International Limited for delivery in Agenebode Edo State. It was subsequently delivered,” the witness said.

    He confirmed that the instructions for the transactions were from Dokpesi and that they were mostly carried out by the officials of Daar Communications.

    While being cross-examination by Dokpesi’s lawyer, Kanu Agabi (SAN), Imoekor said did not know the sources of the money paid by Dokpesi and his company for the supply of the products.

    He also said he did not know about the income and expenditure of Daar and that there is nothing about the transactions which he considered abnormal until he was invited by the EFCC.

    Ozoemina said the EFCC invited him sometimes in January 2016 and asked him what the money paid to my company was for and he said it was for a security door.

    The witness was later handed a document – a bank statement – and was asked to read from it.

    He said, “The narration reads: inward clearing cheque in favour of Gilgal Concept Ltd, on January 27, 2015 – N5m. Inward clearing cheque in favour of Gilgal Concept Ltd on the same day, January 27, 2015 – N1,066,558.”

    Ozoemina confirmed that the sums of money were paid into the account of Gilgal, his company.

    He said the total sum of N6,066,558 was for the installation of security doors at Dokpesi’s house in Agenebode.

    The witness further said “We got a total of N6,066,558 for the supply and installation of steel security doors. We installed the security doors. They were installed at chairman’s project at Agenebode. It was installed towards the end of 2014 and early 2015.”

    He confirmed that Dokpesi, whom he had known for close to 20 years gave the instructions for the transactions.

    While being cross-examined by Agabi, he denied knowing the sources of the money paid by Dokpesi.

    On whether he would describe Dokpesi, with whom he said he had related for the past 20 years as a good man, Ozoemina said the 1st defendant is.

    The trial judge, Justice John Tsoho subsequently adjourned further proceedings to November 17.

    The Chairman of Daar Communications, Raymond Dokpesi and other notable politicians, on Monday launched a new political party, the Advanced Peoples Democratic Alliance (APDA).

    The event, which took place at the Reiz Continental Hotel, Abuja, was attended by a former Chairman of the Labour Party (LP), Dan Anyanwu.

    One Shiitu Kabiru has been named the party’s interim national chairman.

    ONSA: Dokpesi got N2.1 without executing contract – Witness

    A prosecution witness in the trial of businessman, Raymond Dokpesi told a Federal High Court in Abuja Thursday that Dokpesi received a total sum of N2.1billion from the Office of the National Security Adviser (ONSA) in 2015 without executing any contract to warrant such payment.

    The witness, Osaz Ozanobor (an official of the Economic and Financial Crimes Commission (EFCC) said this while testifying yesterday as the 5th prosecution witness at the resumption of Dokpesi’s trial.

    Led in evidence by lead prosecuting lawyer, Rotimi Jacobs (SAN), Ozanobor said ONSA, in a correspondence to the EFCC, said it did not award any contract to the defendants (Dokpesi and his firm, Daar Investment and Holdings Limited), but confirmed that it paid them N2,120,000,000 between January and March 2015.

    He said the Bureau of Public Procurement (BPP), a body saddled with the regulation of procurement activities by government agencies, confirmed, by a correspondence, that its database had neither the record of DAAR Investment and Holdings Limited nor any contract bidding process in which the company participated.

    Ozanabor said the N2.1b allegedly paid to DAAR was uncovered by his agency while investigating allegations of misappropriation of public funds by ONSA.

    The witness said, “Sometime in 2015, the Acting Executive Chairman of the EFCC (Mr. Ibrahim Magu) formed a team to investigate the misappropriation of public funds by the ONSA.

    “In the course of the investigation, we realised that sums of money were paid into the account of DAAR Investment and Holdings Limited by the Office of the National Security Adviser.

    “So a letter was written by my team to the Office of the National Security Adviser, requesting details concerning these payments to DAAR Investment and Holdings Limited and to find out if the company had any contract with the Office of the National Security Adviser.

    “They (ONSA) responded by stating that series of payments were made to DAAR Investment and Holding Limited totaling the sum of N2,120,000,000.

    “The mandates for the payment were also attached by the Office of the National Security Adviser. We got two responses from the Office of the National Security Adviser.

    “We wrote another letter to the BPP, requesting the list of contracts done by DAAR Investment and Holdings Limited, requesting the value of the contract and the list of bidders for that contract. They (BPP) responded to our letter,” the witness said.

    Jacobs later tendered the letters referred to by the witness, which were admitted by the court, without any objection by the defence.

    The prosecuting lawyer asked the witness to read portions o the letter tendered.

    A portion of ONSA’s response to EFCC’s investigators’ enquiry, read by the witness, confirm that N2.1bn was paid by ONSA to Daar without award and execution of any contract.

    ONSA prayed the EFCC “to recover the illicitly transferred funds and impose adequate sanction on all defaulting individuals and entities.”

    The BPP, in a letter, dated December 8, 2015, read by the witness, said after “an extensive search” of its database, there was no record of the company “participating in any procurement bidding.”

    Ozanobor also read from Daar Investment’s the response, to EFCC’s inquiry about whether or not contracts were awarded to it by ONSA.

    The letter by DAAR Investment, dated November 23, 2015, said, among others, that there was no contractual dealing between ONSA and the company.

    Under cross-examination by defence lawyer, Kanu Agabi (SAN), Ozanobor, when asked if there evidence that the defendants were aware ONSA did not comply with due process, he insisted that there was no contract between ONSA and DAAR.

    The witness said: “I read the responses from ONSA and the BPP and they clearly stated that there was no contract.”

    On whether “the work” was done, he said, “There was no contract. There are steps needed to be followed if you want to get contract from the government and everybody knows that. The steps were not followed, so it is self-explanatory that there was no contract.”

    On whether Daar was entitled to be paid for a work done, he said, “Yes, if the due process was followed and there was contract which was legitimately awarded.But if the steps are not followed, the company is not entitled to be paid.”

    Ozanobor said he did not know if ONSA was exempted from rules and regulations governing procurement by government agencies.

    Agabi suggested to the witness that with the EFCC’s letter of inquiry to ONSA, mentioning “national public relations project” and the title stated as “Presidential Media Initiative”, it was obvious that the money paid to DAAR was meant for a project for the laundering of the then Federal Government’s image.

    Ozanobor said “The ‘national public relations was coined like that by the defendants. We had to use it that way to verify whether something like that existed.”

    The trial resumes on July 6.

    Dokpesi and his firm are being tried on a six-count charge, in which they are accused of receiving N2.1bn from ONSA between January and March 2015.

    They are also accused of engaging in money laundering and breaching public procurement laws by allegedly receiving N2.12bn from ONSA to prosecute People’s Democratic Party’s 2015 presidential media campaign.

    Dokpesi and DAAR Investments were said to have received the sum of N2.12bn from ONSA, while the agency was being headed by Col. Sambo Dasuki (retd.), as payment for a “purported contract on presidential media initiative”.

    The prosecution alleged that the payment was in breach of and punishable under provisions of the Public Procurement Act, Money Laundering (Prohibition) Act and the EFCC (Establishment) Act.

    A prosecution witness, Mrs Zainab Kokobili, on Wednesday told a Federal High Court, Abuja, that Raymond Dokpesi, received N2.1billion from the Office of the National Security Adviser (ONSA).
    Kokobili, the third prosecution witness to testify in Dokpesi’s trial, confirmed that the money was paid in four different occasions from the ONSA.
    Dokpesi, Chairman of Daar Holdings Investment Company Ltd., was arraigned on a six-count charge of money laundering and procurement-related offences.
    Kokobili, a banker with First Bank, was led in evidence by the prosecuting counsel, Olaleke Atoglabe.
    She said that as a relationship manager, she manages the account of Daar Holdings Investment Company and other accounts in the bank.
    She said on Feb. 6, 2016 she was invited to EFCC office through their Fraud and Investigation Unit to make statements on the case.
    Kokobili read from the company’s statement of account, saying that N2.12 billion was paid into the account in four tranches of N500 million, N500 million, N620 million and N500 million between January and March 2015.
    She said the balance on the company’s account was N113, 885.28 before the first tranche of N500 million was paid into the account on Jan. 22, 2015.
    “On Jan. 22, 2015 – RTGS, being payment by ONSA: N500 million, it was a credit. Before the payment of N500 million the balance on the account was N113,885.28.
    “On Feb. 4, 2015 – RTGS, being payment by ONSA: N500 million.
    “On Feb. 9, 2015 – RTGS, being payment by ONSA: N620 million only. It was also a credit.
    “On March 19, 2015 – the narration is RTGS being payment by ONSA: N500 million,” the witness said.
    She also said that N2.12 billion was disbursed from Daar Investments and Holdings Limited after receiving instructions from Dokpesi.
    “The customer sent instructions to the bank for payments. Money was paid after getting confirmation from the customer.
    “High Chief Raymond Anthony Alegho Dokpesi was the signatory who sent instructions for the payments,” she added.
    Justice John Tsoho admitted in evidence the witness statement made at the EFCC’s office and bundles of documents submitted to the chairman of EFCC.
    Under cross examination by the defence counsel, Mr Kanu Agabi, the witness said that Daar Investment was a customer of the bank not Raymond Alegho Dokpesi.
    The case was adjourned till May 24 and May 25 for continuation of trial.

    An official of the Central Bank of Nigeria (CBN), Mukaddas Aliyu Mohammed, who testified as the first prosecution witness, gave details of how former National Security Adviser (NSA), Sambo Dasuki and Director of Finance and Administration at ONSA authorised the payment of the money to Dokpesi through his company – DAAR Investment Company Ltd.
    Dokpesi and his company are being tried on charges of money laundering and breach of public trust.
    Led in evidence by lead prosecution witness, Rotimi Jacobs (SAN), Mohammad, Manager, Payment Section, CBN Abuja, told the court how they transferred the money from the CBN into Dokpesi’s company’s account 
    Mohammad said:”My schedule of duty is effecting payments from Ministries, Departments and Agencies (MDAs), basically receiving payment instruments or mandates brought by an authorised officer from an organization. 
    “After receiving the payment mandate, it will be passed for verification, which include checks of signatories to the account, status, letter headed paper etc. We check whether all the due process has been followed and complied with. 
    “Afterward, we pass for payment by debiting the organisation and crediting the beneficiary.”
    After explaining his line of duty, the prosecution counsel, Rotimi Jacobs SAN, then asked the witness if he knew the office of NSA.
    “Yes, I know the of the NSA. That office is our customer; they do send payment mandates to us to effect. I know sometimes that I have effected payment for that company (DAAR Investment). I have documents in the office to show how payments have been effected in its favour.
    “We got the payment mandate from the Office of the National Security Adviser, it was confirmed and passed for verification, after which payment was made. We debited the account of the ONSA and credited the beneficiary as instructed. We are the custodian of the account of ONSA,” Mohammad said.
    Jacobs later tendered four documents (payment mandates) through the witness, which the court admitted as exhibits A1, A2, A3 and A4, and on which he was later asked questions.
    Mohammad said exhibit A1, dated January 21, 2015 had a mandate of N500million, and that, “the purpose of the payment is for media campaign, and the signatories to that account are the NSA himself and the Director of Finance, ONSA.”
    He added that the payment mandate dated February 2, 2015 (exhibit A2), he revealed that the amount was N500million and the purpose was for payment of media campaign. 
    The witness said the payment mandates dated February 9 and March 19, 2015 authorised the payment of N620million and N500million respectively to DAAR Investment for the purpose of media campaign. 
    Under cross-examination by Dokpesi’s lawyer, Wole Olanipekun (SAN), the witness they (officials at the CBN) complied with due process in the confirmation and verification of the mandates before payments were effected. 
    He said although signatories to the ONSA account have now changed, with a change in government, the procedure for payment was still the same.
    “We have been effecting payments using the same procedure used during the time of Dasuki as NSA,” he said. On how ONSA’s account with the CBN was funded, the witness said “it is funded by the office of the Accountant General of the Federation, from funds appropriated in the national budget by the National Assembly.”
    Trial judge, Justice John Tsoho has adjourned to November 18 for continuation of trial.
