    Senate urges PSC to recruit 10 candidates each from 774 councils

    The Senate has urged the Police Service Commission (PSC) to recruit a minimum of 10 candidates from each of the 774 local government areas (LGAs) of the country.

    This followed the adoption of a motion by Senator Udende Memga (APC, Benue) yesterday at plenary.

    Presenting the motion, Memga said the former Muhammadu Buhari administration had ordered the recruitment of 10,000 constables annually as part of measures to address the nation’s security challenges.

    The senator said President Bola Tinubu was keen in implementing the policy, adding that the recruitment should be conducted based on the strength of each local government, especially in the area of community policing.

    “The use of LGA parameters in the recruitment is to reflect the principles of the Federal Character.

    “It is also meant to promote inclusion and representation, give a sense of belonging, and balance in the polity. Section 14 (3) of the 1999 Constitution, as amended, captures the Federal Character,” he said.

    Memga said the parameter would promote national unity and engender national loyalty as well as eliminate marginalisation of any state, ethnic or group in government or its agency.

    The lawmaker said the use of state parameter in the recruitment, as against the LGAs initially adopted, would lead to inequality.

    “It is extremely important to always reflect a fair representation of all local government areas in the recruitments,” he said.

    IGP seeks Buhari’s approval to recruit 155,000 in 5 yrs

    In an attempt to meet up with United Nations’ recommended policing ratio of one policeman to 400 people, the Nigerian Police Force (NPF) yesterday,  sought President Muhammadu Buhari’s approval to recruit additional 155,000 policemen and women within the next five years.

    Speaking at the Police College, Kaduna, during the passing out parade of 1,195 2016/2017 batch recruits, the Inspector General of Police, Ibrahim Idris, thanked President Buhari for approving the recruitment of 10,000 police officers to provide security to the people of Nigeria stressing that the need for additional officers is of utmost importance.

    Represented by his Deputy –in- Charge of Logistics and Supply, Maigari Dikko, the police boss stressed that, as part of efforts to make its officers operate within the limits of its creed and the provisions of other extant laws such as Police Act and regulations, the NPF has been organising capacity building training for police officers to imbue in them a culture where the rule of law is adhered to.

    According  to him: “Let me once again appeal to Mr. President to further approve the recruitment of 31,000 police officers yearly for the next five years to make the Nigeria police operate within the United Nations’ approved policing ratio of one officer to 400 people.

    “Currently, the NPF is operating at a ratio of 1:600 which is far below the approved United Nations’ ratio.”

    Police to recruit 155,000 in five years to meet UN requirement

    The police have sent a proposal to President Muhammadu Buhari for approval to shore up their manpower by recruiting 155,000 personnel  in five years as part of measures to meet the United Nations (UN) standard of effective policing.

    The police are also considering the introduction of whistleblowing to curtail criminality by mopping up illegal arms in different parts of the country.

    The Deputy Inspector General of Police, Training and Development and Supervising DIG in charge of South-south geopolitical, Mr. Emmanuel Inyang, spoke yesterday at the headquarters of the Bayelsa State Police command.

    Inyang, who visited the state command as part of his ongoing tours of police formations in the South-south, insisted that the recruitments were underway to secure the personnel required to fight crimes.

    He said the plan was to recruit 31,000 policemen every year in the next five years, adding that besides from equipment, the number of personnel was necessary to fight criminals.

    He said: ‘’More recruitments are  in the pipeline. We have discovered that the United Nations standard of policing says one policeman  to 400 citizens, but from our calculation and statistics, we found out that we now have one policeman to 600, that is where the stress of policing is coming from.

    ‘’So, we have written to the President to give us  the power to recruit 31,000 police officers every year for the next five years. This is how we can achieve that standard but at least, even if we cannot make the 31,000 personnel, at least, 10,000 or 15,000, we hope to get and with that, very soon we can meet the UN standards.’’

    Inyang said increase in personnel would help to reduce the number of hours spent daily by policemen from 12 to eight adding that such reduction will increase the efficiency and productivity.

    The DIG further said available statistics indicated that the  crime rate in the South-south had reduced.

    He appealed to officers and men of the force to shun corruption and key into President Buhari’s change syndrome.

    He said: ‘’The basic tenet of discipline must be upheld at all times and we have also asked the CPs and AIGs under my command to pay attention to visibility policing and operation safer highways to reduce crimes maximally.

    ‘’Wherever I went, I have asked the commissioners to build up synergy and cooperation with other sister security agencies and state chief executives to promote security.

    ‘’In the South South zone we know that we have cultism, vandalism and kidnapping  that are very common. We need to restrategise to tackle these menace. I therefore charge other senior police officers to support CPs to supervise officers and men in their command to engender discipline.’’

    Inyang said the police high command was working out improved welfare package’s for policemen, including a housing scheme for them Nqwuta.

    He promised that the houses built in all zonal headquarters and commands under the scheme would be sold to officers and men at affordable prices.

    Earlier, in his address, the Commissioner of Police, Bayelsa State Command, Mr. Amba Asuquo, said the police were considering whistleblowing to mop up illegal arms criminals.

    “We look towards the angle of whistleblowers to tell us where illegal arms are for mop-up. There are still arms in the hands of very wrong people”, he said.

    He said the command established a functional community programme for a proactive, intelligent driven and result-oriented policing.

    He said the command was receiving assistance from eminent persons forum, police community relations committee, traditional rulers, community development committees, vigilance committees and other youth groups.

    ’’The command has by this initiative maintained a low level of crime in the state. All entry and exit points are properly manned to ensure there is no infiltration of insurgent arms and other criminal elements into the state.

    ‘’The safer highway patrol and other patrol teams are engaged in patrolling the state to enhance visibility of policemen in the state.’’

    He, however, said some of the challenges facing the command were inadequate manpower, logistics inadequacies, accommodation and unbefitting police headquarters.

  • LASTMA set to recruit

    To strengthen its 2,300 workforce, Lagos State Traffic Management Authority (LASTMA) will soon embark on recruitment, the governor’s Speical Adviser on Transportation, Mr Olanrewaju Elegushi, has said.

    Elegushi told reporters in Lagos that LASTMA has 2,300 personnel manning over 9,000 roads.

    “We are working on that and very soon, we will boost the workforce and you will see more reliable LASTMA officials on our roads,’’ Elegushi said.

    He promised that the government would also improve the working conditions of LASTMA personnel.

    Also speaking, the Commissioner for Transportation, Dr Dayo Mobereola, said the government would ensure that transportation is  safe, reliable, accessible and comfortable.

    “When you have reliable and efficient buses, you will find out that people will prefer to use them rather than the yellow and black commercial vehicles, the danfos and molues,’’ he said.

    He said the plan was not to make the commercial bus operators jobless, but to incorporate them into the system through good training and technical know-how.

    The commissioner said the government was ready to make Lagos an efficient city that is liveable with good mobility.

    “That is our primary aim and to do this, we have to develop our public transportation system very well.

    “We need to develop water transportation routes, mass transportation system with good buses and efficient rail system.

    “All of them complementing each other will make a liveable city,’’ Mobereola said.

    On the activities of touts, Mobereola said the government would come up with a mechanism to eradicate the growing menace.

    “The first thing we do not want is touts or union members collecting dues on the roads; it is a violation of the laws of the state,’’ he said.

  • Ogun to recruit workers for model schools

    The Ogun State Civil Service Commission has conducted an  examination for 3,435 candidates shortlisted for employment in model colleges spread across the state.

    Chairman of the Commission, Dr Susan Folarin visited Baptist Girls College and Lisabi Grammar School in Idi-Aba Abeokuta, which served as some of the centres for the examination to ensure that the best candidates were selected for interview.

    “The examination is not only for teachers but other professionals like nurses, bursars and accountants, among others. The aim of the examination is to determine the best, so it is when we have marked the papers that the best of these categories would be called for the next stage which is the oral interview,” she said.

    The Chairman assured that the schools would meet up with 2015/2016 academic session as machinery had been put in place to ensure this.

    One of the participants at the Lisabi Grammar School, Mr. Olatunbosun Ogundare, said the exercise was challenging.

    The Jigawa State Government has said it will recruit expatriate doctors from Korea to increase the number of medical personnel to health institutions.

    Governor Muhammadu Badaru said this when he addressed reporters on his 100 days in office.

    He said: “…We established two more specialist hospitals in Hadejia and Kazaure in addition to the new School of Nursing at Hadejia.”

    The governor called for support and understanding for his administration to deliver dividends of democracy to all.

    •NDLEA arrests three with 58.755kg of cannabis

    The National Drug Law Enforcement Agency (NDLEA) has uncovered plans by barons to use mules to smuggle locally grown cannabis to United Arab Emirates and China, among others, where drug trafficking carries death penalty.

    NDLEA Chairman/Chief Executive Ahmadu Giade said the agency had foiled several attempts by barons to smuggle cannabis in foodstuff outside the country using mules.

    Three persons including a woman were caught with 58.755kg of cannabis destined for Dubai and China at the Murtala Muhammed International Airport (MMIA), Lagos on Wednesday.

    They are Ogbonna Ogbu, 33, caught smuggling 35.115kg of cannabis to China; Famolu  Adebisi, 34, caught smuggling 4kg of cannabis to Dubai and a woman, Osamunyi Omas, 26, found with 19.640kg of cannabis on her way to Dubai.

    Ogbu, a trader in Onitsha main market told narcotic investigators that he was given N100, 000 to smuggle the drugs.

    He said: “My friend in China gave me N100, 000 to take a bag to China. The last time I travelled to China, he assisted me. When he gave me the money to take the bag containing gala to China, I thought he was doing me a favour I never knew he was digging my grave. After my arrest, I feel bad and regret my action. I am married with a child.”

    Adebisi, who sells laptops in Lagos, said he bought the drugs himself.

    “I bought the cannabis myself for N44,000. I was introduced into drug trafficking by a friend who assisted me with my travel documents. He told me that if I can bring 4kg of cannabis to Dubai,  he will pay me N500, 000. That was what encouraged me to take the risk. I blame myself because I should have listened to my conscience,” he said.

    Omas, who sells shoes and female hand bags, said she had learnt a bitter lesson.

    She said: “I lost my parents and I sell shoes and female clothes and bags to earn a living. My friend in Dubai told me that somebody will give me foodstuff to take to him.

    “That was how I collected the bags from the person. I still find it difficult that this will happen to me but I have learnt a bitter and painful lesson in my life.”

    Giade said their arrest followed intelligence report and intense covert operation.

    “It is pertinent to alert members of the public of fresh plot by drug barons to smuggle cannabis to countries with capital punishment for drug trafficking because of the high profit involved. Drug barons are wicked and callous. They are only interested in making money even at the risk of others sacrificing their precious lives,” he said.

    The Chairman of recently relegated Gombe United FC, Auwalu Umar Musa says it is sad and agonising seeing others play in the topflight and The Savannah Scorpions are not there for the first time since the inception of premiership football in Nigeria.

    Nevertheless, he promised that it would only be for a season as they were putting everything in place to ensure they bounce back to the elite division next season.

    Accordingly, they have sacked 10 players and released those who were willing to go as well as secured the services of 10 new players as part of their rebuilding processes and the push to return to Glo Premier League action.

    Musa said they could still acquire more players and may still sack some more, even among the new legs if they prove unworthy of the task at hand in the course of preparatory trainings and warm-up matches.

    He said they were retaining the technical crew led by Nigeria’s ex-international and former Super Eagles handler, Austin Eguavoen because of the confidence in their ability to deliver the goods.

    He further confirmed that Gombe United was already playing tune-up matches with the Nationwide Division One clubs in the state and had lined-up tougher matches with teams outside the state.

    His words: “We feel sad about it (seeing others) because this is the only season that we are not playing in the Premier League. We are going to play in the National League this time around and by God’s grace, we’ll be back to the Premier League next season.

    “We have maintained our technical crew, it is intact; that is, the Technical Adviser, Eguavoen and Oladuni Oyekale, his assistant are still around. Most of the players we used last season are equally still around.

    ‘So, with the combination of the technical crew and the players with which we played last season, we know that by God’s grace we will be back to the Premier League next season.

    “We have started playing local friendly matches with Nationwide Division One clubs in Gombe and from there we are going to play tougher teams from outside Gombe.

    “We sacked about 10 and then because of one reason or the a few others also left. But a greater number of them (last season’s players) are here with us and we have gotten good players that will replace those we lost.”

    He solicited for more support and patience from the true fans of Gombe United FC, assuring them that the drop would correct what went wrong as well as position them for better results when they return to the premiership.

    Ahead of the opening game of the new season on Saturday, Heartland have beefed up the squad with as many as 13 players even as coach of the side  Erasmus Onuh Olottah has  assured fans  that the opening tie against Pillars will end on a victory note.

    The coach, who spoke from the team’s camp in Oba , Anambra State, said although they had little time to prepare, Heartland have now covered  enough ground to warrant optimism against the opponents.

    He, however, admitted that League defending champions Pillars will be a hard nut to crack considering they have been exposed to various competitions which has further toughened the Kano based side Olottah who took charge in Heartland last January, said the recent friendly matches his team undertook, including the 2-2 draw with Ifeanyi Uba FC (Gabros FC) of Nnewi enabled him to assess the team he was assembling and that so far, he is on the right track.

    He lamented the absence of attacking machine Emeka Ogbugh who has been ruled out for 15 days no thanks to injury. Ogbugh suffered a hamstring in the friendly with Ifeanyi Uba Utd at Nnewi  on Sunday after grabbing a brace for Heartland.

    Olottah disclosed that he has adequate replacement for the Imo State University graduate and has already assigned new roles to the replacement he would not name.

    Ondo APC faults plan to recruit teachers

    The Ondo State Chapter of All Progressives Congress (APC) yesterday criticised the move by the government to recruit 2,000 teachers, describing it as a mirage and another way of deceiving the people.

    The party said:”If 2,000 qualified teachers are genuinely recruited in the highly-publicised recruitment plan of the government, and not the usual chicanery, trickery and media propaganda of the Mimiko-led administration, then the Dr Olusegun Mimiko-led administration would have scored a point,  truly beneficial to the people, since inception in February 24,2009.

    “But, what Ondo State people has witnessed, since February, 2009, in the scope of employment and empowerment, are nepotism, discrimination and partisanship. Friends and families of the governor are being smuggled through the backdoor into the state’s Civil Service Commission, while bristling population of the unemployed youths are left in the eternal joblessness by the Mimiko-led administration. Sacking and retrenchment of workers on flimsy excuses are common.

    “Therefore, the people of Ondo State were astonished that a government that has abandoned them for almost six uneventful years suddenly announced its intention to recruit 2,000 teachers. Is this August recruitment a bid to shore up the dwindling popularity of the government?

    “For record purposes, the last time Ondo State people witnessed mass and genuine recruitment into the Civil Service precedes the Mimiko era. Also, the need to boost the Teaching Service Commission with over 10,000 teachers has been at the fore of developmental discourse since 2009.

    “The government has incisive recommendations to this effect, but chose to do absolutely nothing. Why did it take the Mimiko-led administration almost six years to announce recruitment plan, despite the huge revenue allocations to the state?

    “If it takes the government six years to embark on recruitment exercise, how many years will it take the same government to finally get the teachers into the classrooms to teach our children? The mixed feelings that welcomed the recruitment plan from the people of Ondo State is understandable in view of the antecedents of the government.

    “Will this government not give the prospective 2,000 teachers the treatment it gave to the workers in the 18 local governments areas, recruited under Mr Governor’s supervision, through the backdoor, few months to the election in the 2012? Those workers were consequently tagged ghost workers and sacked immediately after the re-election of Mr Governor.”
