    Lagosians to wait till end of Q3 for Red Rail Line

    Lagos State’s second metro train, the Red Line, may not commence commercial operations earlier than the end of third quarter of this year, it was learnt yesterday.

    Eyebrows are being raised already over the continuous delay in the commencement of operations since President Bola Ahmed Tinubu inaugurated the project on February 29.

    For many, the state government ought not to have pressured the President to inaugurate the project if it was not yet ready for use.

    The Lagos State Government started work on the Red Line in October 2021, as part of the fallout of the Federal Government’s COVID-19 palliative support to states, with the Central Bank rallying six commercial banks to support the completion of the Blue Line and the construction of the Red, which shared the same corridor with the national rail network.

    It was completed three years later.

    It was further learnt that the quest to ensure the safety of the rail corridor is behind the delayed rollout of commercial operation of the Red Line.

    The Red Line cuts through the heart of Lagos mainland, beginning from Oyingbo, running through Yaba, Mushin, Oshodi, Ikeja, Agege, Iju up to Agbado in Ogun State.

    Checks revealed that the Lagos State Metropolitan Area Transport Authority (LAMATA) is concerned about securing the entire 13km track before it begins commercial activity on the corridor.

    To achieve this, a concrete fence wall is replacing the entire stretch of the route from Oyingbo to Agbado. The concrete wall, which is being done in sections, started in March, but had suffered some delay as a result of the soaring cost of construction.

    The block wall, which is replacing the wire mesh, being vandalised, will further protect the corridor from vandals and ensure that human interference when trains are fully deployed on corridor to avoid accidents.

    The Mushin, as well as Agbado Train Stations, have also suffered minor delays and are yet to be delivered. Checks revealed that work is being accelerated on the two stations to ensure seamless operation when the train begins commercial operation.

    The continued delay may however, favour the deployment of the three units of coaches being expected from the China Rail Manufacturing Corporation (CRMC) where Governor Babajide Sanwo-Olu had led a delegation and placed an order for six units of coaches, (three apiece for both Blue and Red Lines) in addition to the three presently on ground to increase the passenger carriage capacity.

    A source said LAMATA never gave any time frame within which the Red Line will commence commercial activity.

    He said LAMATA has established a tradition of excellence concerning the train operation, and will not hurry or rush into activating commercial activity when it was obvious that there are impediments to its smooth operation.

    The source who pointed out that the agency took its time also on the Blue Line rail, said despite the fact that the Line was commissioned on January 24, 2023, it did not begin commercial operation until September 4, 2023

    He said the beauty of the waiting is that Lagosians have not experienced a downtime on the corridor since it commenced operation despite the complexities involved in its operation, being the first electric metroline, not only in Nigeria, but in the West African sub-region.

    According to the source, though the Red Line is diesel propelled, LAMATA is being careful to ensure that the safety of passengers and users are not compromised before it fully rolls out operation.

    He urged Lagosians, especially those living along the border communities, to remain patient as everything is being done to ensure the safety of the Red Line.

    When fully operational, the first phase of the Red Line from Oyingbo to Agbado is expected to carry about 500,000 passengers monthly, and this is expected to grow to about 1.5 million passengers monthly when the red line is fully on stream.

    The historic Lagos Red Rail Line kick-started yesterday after its inauguration by President Bola Ahmed Tinubu.

    Two hundred and fifty thousand passengers can be transported aboard coaches on the Rail Line through the route from Oyingbo to Agbado. 

    A trip which usually takes two or three hours on the road will be one hour less.

    The Babajide Sanwo-Olu administration which started the project mid-2021 said it would extend the route to Abeokuta in collaboration with the Ogun State Government. 

    This is the first phase of the Red Line.

    The contract papers for the second phase, which will take off from Oyingbo to link the Blue Line, which started operation last year in Marina, were signed at yesterday’s event.

    An elated President Tinubu, who initiated the idea when he was governor of Lagos State, more than 20 years ago, urged other governors to emulate Sanwo-Olu by easing transportation challenges in their states. 

    The President said: “I am pleased to declare to you that the momentum of greatness we kick-started a quarter of a century ago has become an unstoppable entity.

    “It is not a crime to dream and dream big. Just stay focused and stay on course, particularly if your central focus is the people.”

     The President  lauded the Lagos State Transport  Management Agency(LAMATA) for demonstrating that good causes can succeed if pushed for with determination.

    Tinubu,  who said he would be looking out for the completion of the second phases of the Blue and the Red Rail Lines, added that the provision of an alternative transportation system would open the state’s economic potential more.

    “All I see are job opportunities for our people,” the  President added. 

    Governor  Sanwo-Olu  described the project  as “a culmination of a long and painstaking journey of reforming the transportation sector in Lagos State.’’

    He said: “I am proud to say that Lagos State has a Strategic Transport Master Plan (STMP) that outlines what that integrated rail system should look like six rail lines, one monorail, 14 BRT corridors, over 20 water routes, and a vast network of major and inner roads.

    “Today(yesterday), we mark a historic milestone in the annals of Lagos State and indeed, our nation, with the inauguration of the Lagos Rail Mass Transit (LRMT) Red Line – a 37-kilometre  marvel of modern engineering that stretches from Agbado in Ogun State to the iconic National Theatre in Iganmu.

    “The segment we are inaugurating spans an impressive 37 kilometres from Agbado to Oyingbo, featuring state-of-the-art stations at Agbado, Iju, Agege, Ikeja, Oshodi, Mushin, Yaba, and Oyingbo.

    “We started construction in mid-2021, and I am happy that our administration has been able to complete it.

    “As part of the project, we have also completed the construction of five over-passes strategically located at Pen Cinema (Agege), Mushin, Ikeja, Oyingbo, and Yaba, all ingeniously designed to ensure the flow of vehicular traffic, undisturbed by the rail infrastructure.

    “At full capacity, this first phase will transport 250,000 passengers daily, which will grow to 750,000 passengers daily when we have the full complement of rolling stock on the line.”

    Deputy Governor  Obafemi Hamzat also praised the uncommon zeal of President Tinubu, who as governor of the state, laid the foundation of the many landmark and legacy projects in the state.

    Hamzat said the Red Line symbolises the real meaning of democracy where developments are people-focused.

    Transportation Minister   Saidu Alkali commended   Sanwo-Olu for collaborating with his ministry in the execution of the rail projects.

    He described the Red Rail Line as a testament to the determination of the ministry to transform Nigeria’s transportation landscape.

    “This railway infrastructure is a shining example of what is possible when the federal and the state governments have a shared vision for progress,” Alkali said.

    Chinese Ambassador to Nigeria, Cui Jianchun, said China remained a committed partner of Nigeria in the task of making government work for the people.

    Jianchun, who lauded  Tinubu for his commitment to alleviating the sufferings of Nigerians, promised that China would be willing to further  assist Nigeria in the areas of technology and infrastructural development.

    The Ambassador thanked Sanwo-Olu  for reposing confidence in the Chinese corporation handling the project, adding that everything possible would be done to ensure the completion within the proposed time  

    Highpoint of the inauguration was the signing of the second phase of the project, by  LAMATA Managing Director Abimbola Akinajo and  CCECC Worldwide Chairman, Liu Weimin..

     Chairman of Nigeria’s Governors Forum(NGF)  AbdulRahman AbdulRazak of Kwara State;  Governors   Dapo Abiodun(Ogun) ,   Biodun Oyebanji(Ekiti) ,   Hope Uzodimma(Imo),   Usman Ododo(Kogi)  and   Babagana Zulum(Borno)  accompanied the  President to the inauguration.

    At the event were also key economic players like Eleganza Group of Companies Founder  Razak Akanni Okoya;  Group General Manager,   United Bank for Africa  Oliver Alauba and  President of the  Nigeria Chamber of Commerce and Industries Abimbola Olasore.

    Chairman of the Lagos State  Governance Advisory Council (GAC) Alhaji Tajudeen   Olusi, former Governor   Akinwunmi Ambode and former Deputy Governors Femi Pedro,   Abiodun Ogunleye,  Adebisi Sosan,  Adejoke Adefulire and  Oluranti Adebule, who is the senator representing Lagos West, were present.

    Nigeria’s former Ambassador to Ghana Musiliu Obanikoro, Senator Adesegun Ogunlewe, House of Representatives member Abiodun Faleke, and a host of traditional rulers, led by the Oba of Lagos Oba Rilwan Akiolu, who was represented by the White Cap Chiefs, led by the Opeluwa Onido, High Chief Lateef Ajose ,were among those in attendance. 

    Commissioner for Transportation   Oluwaseun Osiyemi;  members of the House of Assembly, led by Speaker  Mudashiru Obasa, and Justice Titi Ipaye, who represented Chief Judge of the state Justice Kazeem Alogba, also attended the inauguration, which was done at the Ikeja station.

    The Lagos State government yesterday began clearing shanties and reclaiming Right of Way (RoW) of the Red Rail project corridor from Agbado, Ogun, to Ebute Metta, Lagos.The News Agency of Nigeria (NAN) reports that the enforcement team was led by the Commissioner for Physical Planning and Urban Development, Dr Oluyinka Olumide.

    Olumide was accompanied by the Special Adviser, e-GIS and Urban Development, Dr Olajide Babatunde; General Manager, Lagos State Building Control Agency (LASBCA), Mr Gbolahan Oki and senior directors of both the agency and ministry. LASBCA is an agency under the Lagos State Ministry of Physical Planning and Urban Development.

    The enforcement, according to the News Agency of Nigeria (NAN), started from the Lateef Jakande Station, Agbado, on the Lagos-Ogun boundary and continued through Iju to Babatunde Fashola Station, Agege.

    Lagos govt. begins clearing shanties, obstructions along Red Rail Line project

    The Lagos State government on Saturday began clearing shanties and reclaiming Right of Way (RoW) of the Red Rail project corridor from Agbado, Ogun, to Ebute Metta, Lagos.

    The News Agency of Nigeria (NAN) reports that the enforcement team was led by the Commissioner for Physical Planning and Urban Development, Dr Oluyinka Olumide.

    Olumide was accompanied by the Special Adviser, e-GIS and Urban Development, Dr Olajide Babatunde; General Manager, Lagos State Building Control Agency (LASBCA), Mr Gbolahan Oki and senior directors of both the agency and ministry.

    LASBCA is an agency under the Lagos State Ministry of Physical Planning and Urban Development.

    NAN further reports that the enforcement started from the Lateef Jakande Station, Agbado, on the Lagos-Ogun boundary and continued through Iju to Babatunde Fashola Station, Agege.

    All makeshift stalls along rail lines were removed; permanent structures including four new generation churches were partially demolished and other encroachments were removed.

    Two new churches under construction were sealed and marked with quit notices while traders hurriedly removed their wares from makeshift stalls as they knocked down.

    Members of the demolition team sensitised traders at various locations on the danger of trading on the new train corridor.

    They spoke to traders in both English and Yoruba warning of consequences of returning to rail tracks, which included outright arrest and prosecution.

    The LASBCA boss, Oki, insisted that the lives of residents of Lagos were “more important than any business,” as such the operation must be seamless.

    Oki who supervised the removal of obstructions on the RoW insisted that houses whose fences encroached road setbacks must be removed.

    Speaking on the exercise, Olumide said the enforcement would continue along the entire train corridor.

    He said the exercise would be sustained to keep the Red Rail Line project corridor safe for all Lagos residents.

    Olumide advised traders and other business owners to relocate to the markets, while instructing his team to inspect the corridor every Tuesday and Thursday to apprehend defaulters and charge them to court.

    “What we are doing is a clean up of the corridor along the Red Rail Line because the train that is coming is going to be a very fast train.

    “It is not advisable for pedestrians to be along the corridor basically for their lives. Life is much more important to the state government. And in that regard we have to clear up all that the corridor.

    “We will continue to clean up this corridor from the beginning up till the end along the Red Line.

    “People must desist from putting up any structure along this corridor. They just must comply because their lives more important to us.

    “Go online and check all rail stations in the world. It is not a place for people to walk, trade or carry out businesses,” he said.

    The Red Line Rail project is a 37 kilometre North-South rail route proposed to run from Agbado to Marina, with 13 stations.

    The station are: Agbado, Iju, Agege, Ikeja, Murtala Muhammad International Airport, the Domestic Airport, Oshodi, Mushin, Yaba, Ebute Meta, Iddo, Ebute Ero, and Marina.
