  • Elections won’t affect UTME, says registrar

The Registrar of the Joint Admissions and Matriculation Board (JAMB), Prof. Ishaq Oloyede, has said the 2019 general election will not affect the 2019/2020 Unified Tertiary Matriculation Examination (UTME).

Oloyede, fielding questions from reporters after delivering the 2018 Annual Sobo Sowemimo Lecture of the Abeokuta Club in Abeokuta, Ogun State, said since the Independent National Electoral Commission (INEC) had given the dates of the elections, the board would adjust accordingly.

“I don’t think there will be any need for a shift in the examination date because of the 2019 general election. I believe INEC has done well by giving us a prior notice six months ago.

“They have given us the date of the elections. So we have no excuse not to have adjusted. We have adjusted appropriately,” he said.

The registrar decried the rate at which candidates, who were not qualified to write the examination, applied for it, thereby causing what he described as “unnecessary luggage” on the board.

He said the examination body would adopt stiffer measures to prevent unqualified candidates from applying and writing the examination for the 2019/2020 admission exercise.

Oloyede noted that JAMB would not allow anyone to take undue advantage over others, saying the board would not repeat the mistake it recorded in the last examination “as regards this development.”

Last year JAMB renitted N7.8billion into the federal goernment coffers.

Oloyede described the huge difference between the revenue generated by the board in 2017 and that of his predecessors as a reflection of the massive corruption in the system.

Prof Oloyede spoke yesterday in Osogbo, the Osun State capital, during a colloquiuim to mark Governor Rauf Aregbesola’s 61 st birthday.

The event was organised by a socio-political group, Raufnomics Transformation of Osun.

“After we finished our examinations for 2017, we generated N9billion, in which I returned the total sum of N7.8 billion to the Federal Government.

“Members of the National Assembly marveled at this feat, they wondered how I came about the figure. For this year also, I have realised over N9billion,” he said

Speaking on the theme: “Functional education as a tool for national development and a gateway to freedom,”Oloyede described education as “ that art of acquisition and utilisation of knowledge is also an instrument in training individuals purposely to make them socially responsible.

  • NECO to remit N1.2b to Govt’s account, says registrar

NECO to remit N1.2b to Govt’s account, says registrar

National Examination Council (NECO) Registrar Prof. Charles Uwakwe said yesterday the agency will remit N1.2 into the Federation Account this year.

Uwakwe, who stated this in a statement in Abuja, said the agency remitted N820 million in two years to the Federal Government.

According to him, N500 million and N320 million was remitted to the government in 2016 and 2017. Uwakwe said the National Assembly has urged the agency to improve on its remittance to the Federal Government.

To achieve this, he said, the agency has started making efforts to improve on the management of its resources.

He said: “We have a mandate to do this therefore. We should be managing the resources that we have very prudently and there is also a bit of pressure on us to be remitting to Federation Account, which we are very cognisant of.”

NECO to remit N1.2bn to federation account – Registrar

The Registrar, National Examination Council (NECO), Prof. Charles Uwakwe, Thursday said the agency would remit N1.2 into the federation account this year.

Prof. Uwakwe stated this in a statement in Abuja on Thursday.

He said the agency remitted N820 in two years to the federal government.

According to him, N500 million and N320 was remitted to the government in 2016 and 2017 respectively.

Prof. Uwakwe also disclosed that the National Assembly has urged the agency to improve on its remittance to the federal government.

To achieve this, he said, the agency has started making efforts to improve on the management of its resources.

Prof. Uwakwe said: “We have a mandate to do this therefore, we should be managing the resources that we have very prudently and there is also a bit of pressure on us to be remitting to federation account which we are very cognizant of.

“We are making efforts to ensure that we continue to improve in that respect and therefore prudent management of resources that we have must be our guiding principle.

“We just returned from the defense of our budget in the National Assembly and they have said there is need for us to increase our remittance to the federation account which we have been working on.

“We have improved from N320 million to more than N500 million. We estimate that by next exam we should be able to remit to the federation account about N1.2 billion. And it’s appropriate for us to do that.

“People should come to the council for clarification when they have doubts. It is unacceptable because they peddle rumors to the detriment of the council.”

He described the alleged embezzlement of N15 billion belonging to the agency as “mere rumour.”

According to him, the budget of the agency is under close scrutiny of the federal ministry of education and national assembly.

“To set the record straight we are not running independently in terms of our budgeting. We are under strict guidance by the ministry and national Assembly. Every year we provide information as to what we generate and what our expenditure is.

“We go to defend all those and therefore if somebody says fifty naira is missing as a chief executive laying emphasis on prudent management and zero tolerance for impunity, there is no way that anybody can associate me with such frivolous expenditure. It’s practically impossible and totally fallacious,” he said.

Prof. Uwakwe also denied knowledge of any illegal recruitment under his watch.

“There have never been illegal recruitment by the council. All that we have done by way of replacement we have followed due process with clearance from both the Ministry of Education, Federal Character Commission and Head of Service. We have documented evidence of weavers and approval,” he added.

Education minister inspects CBT centres ahead 2018 UTME

The Minister of Education, Malam Adamu Adamu has begun the inspection of Computer Based Test (CBT) centres to ascertain its readiness for the 2018 Unified Tertiary Matriculation Examination (UTME).

Adamu, while inspecting the Digital Bridge and the Global Distance Learning centres in Abuja on Friday, told newsmen that he was satisfied with the level of preparedness of the centres.

He called on students to get acquainted with the operations regarding computer usage as this would help them in the examinations.

According to him, there will be no need for guide during the examination if students are computer literate and this would hasten the speed of examinations.

“ We are very happy. I have just been to two centres today and I am just very happy with what I am seeing.

“ I am satisfied just as the students are satisfied. But my message to the students is that they should come and use the facilities here and I hope they are computer literate.

“ If they are, they probably do not need the help of the people they will find there,’’ he said.

Similarly, Prof. Ishaq Oloyede, Registrar, Joint Admission and Matriculation Board (JAMB) said he was glad the minister was out to monitor the level of readiness of some of the centres ahead of the examinations.

Oloyede said that the board was complying on the instruction of the ministry to get the centres ready for the examinations.

“ The magic behind this is that the minister has given us a mandate and asked us to do the job and we are doing it the way he wanted.’’

Our reporter reports that JAMB has announced that the 2018 UTME will take place in March.

However, the registrar during a meeting with stakeholders recently in Abuja announced that the examination would be preceded with mock examination.

  • Court hears family’s suit against bank, Registrar of Titles Nov. 13

Justice Beatrice Oke-Lawal of an Ikeja High Court has fixed  No-
vember 13 for hearing a suit instituted by the Administrators of the Estate of the late Samuel Iyiola Omotoso against Ecobank Nigeria Plc and the Registrar of Titles in Lagos.

It was over a landed property on 5, Oduduwa Street, GRA, Ikeja, Lagos.

The Estate Administrators in the suit numbered ID/3967GCMW/17, which emanated through Originating Summons filed by Rotimi Aladesanmi are: Mrs. Oluwafunmilayo Nwafor, Mrs. Omowumni Olugunja, Mr. Elijah Omotoso and Mr. Emmanuel Omotoso, who are the deceased’s children.

The administrators are contending the propriety of a Mortgage Deed dated August 24, 2001 and registered as No 14 at Page 14 in Volume 2044 at the Lagos State Land Registry in respect of the property, upon which a credit facility of N155 million was extended to JNC Limited by Ecobank.

They contended that there was no loan advanced to alleged borrowing company, JNC Ltd, by the 1st defendant (Ecobank) pursuant to, or consequent upon the deed of tripartite legal mortgage registered as No. 14 at page 14 in volume 2044 at the Lagos State Land Registry.

According to the Claimants, no amount was stated on the deed of tripartite legal mortgage as loan covered by the mortgage, neither is there any date for ‘repayment’ of any loan stated.

They are praying the court to determine three issues: whether by virtue of the deed of conveyance registered as No.32 at page 32 in volume 1605 at the Lagos State Lands Registry, Alausa, Ikeja between Adeleke Adedoyin and Samuel Iyiola Omotoso, as well as the Letters of Administration issued in respect of the Estate of Late Samuel Iyiola Omotoso, the Estate is vested in the Claimants.

The Claimants also want the court, to determine whether by virtue of the Letters of Administration issued by the Lagos State High Court in respect of the Estate of Late Samuel Iyiola Omotoso, the handwriting analysis of the signature of the deceased on the mortgage deed is a forgery, and whether the said Samuel Iyiola Omotoso was not and could not have been party to the said mortgage deed at all.

Further more, the Claimants want the court to determine, whether the fact that JNC Limited, which is the borrower on the mortgage deed, is a legal nonentity and that there was no loan advanced at all before the demise of Samuel Iyiola Omotoso, who was stated to be the Guarantor.

Consequently, they are seeking a declaration that the tripartite mortgage deed between Ecobank Nigeria Plc, JNC Limited and Samuel Iyiola Omotoso, is not valid, null and void and of no effect, whatsoever.

They also want an order, setting aside the tripartite mortgage in respect of the property, as well as an order directing the Registrar of Titles Lagos State (2nd defendant), to forthwith remove from the register the mortgage deed registered as No. 14 at page 14 in volume 2044 at the Lagos State Land Registry, Alausa, Ikeja.

The Summons is supported by 17-paragraph affidavit, deposed to by one Akpobome Deniran, a Legal Practitioner with Rotimi Aladesanmi & Co., and a written address in support of the motion and exhibits, which include a forensic report examination and comparison of signatures from the Special Fraud Unit of the Nigeria Police, Ikoyi, Lagos.

Responding to the suit, the defendants in a preliminary objection, urged the court to strike out the suit for being fundamentally flawed, having been commenced through an originating summons instead of writ of summons.

The defendants stated that, the suit lacked merit, as they were properly in possession of the property by reason of the tripartite mortgage deed.

The defendants averred that, they did not forcibly take possession of the property on November 10, 2016 as deposed to by the applicants, but that AMCON took possession of the property on March 31, 2016, pursuant to the order of court.

They further averred that the deed of legal mortgage, entitles AMCON to sell, assign, retain possession, and occupy the land, the subject-matter of the mortgage.

“The true position of events is that late Samuel Iyiola Omotoso, was the initial owner of the property at No. 5 Oduduwa Street, GRA, Ikeja, Lagos whose title is registered as No. 32 at page 32 in volume 1605 at the Land Registry.

“That the 1st defendant (Ecobank) granted several facilities to JNC Limited, which were secured with a Deed of Legal Mortgage dated 24th August, 2011, and entered between the 1st defendant and Mr. Samuel Iyiola Omotoso, over the property at No. 5 Oduduwa Street, GRA, Ikeja, Lagos and subsequently registered as No. 14 at Page 14, Volume 2044 of the Lagos State Land Registry at Alausa, Lagos.

That the Deed of Legal Mortgage, was executed by the parties in February, 2009, but the Deed was registered in 2011 during the perfection process, to meet the registry requirement since the date on the mortgage forms should not be backdated.

“That upon the expiration of the facility granted by the 1st defendant, JNC Ltd defaulted in its obligations towards the 1st defendant.

“That following the inability of the said JNC Ltd to meet the repayment terms of the facilities granted to it, the loan was sold and assigned to the Assets Management Corporation of Nigeria (AMCON) via a Loan Purchase & Limited Servicing Agreement dated 6th April, 2011”, Ecobank averred.

According to the defendant, Section 44 of the Constitution, does not apply to land taken possession of based on a mortgage.

They also averred that, there is a loan purchase agreement between AMCON and Ecobank Plc, in respect of JNC Limited account and many other accounts.
