    Reps postpone resumption, may resume at new chambers

    The House of Representatives may resume from its Easter and Sallah break at the main chambers almost two years after vacating the place for renovation works.

    As a result of the development, the House has postponed its planned resumption by one week, from Tuesday, April 16 to Tuesday April 23, 2024.

    This was made known in a memo to members of the House signed by the Clerk, Dr. Yahaya DanZaria titled: “Rescheduling of resumption date from recess.”

    The memo reads: “Dear Honorable Members, I write to respectfully inform you that the resumption date from the ongoing recess has been rescheduled from Tuesday, April 16, 2024, to Tuesday, April 23, 2024.

    Reps deputy spokesperson Agbese escapes attack as military arrests suspects

    Deputy spokesperson of the House of Representatives, Hon. Philip Agbese, on Thursday, escaped assassination attempt. 

    Agbese, who represents Ado/Okpokwu/Ogbadibo Federal Constituency of Benue State, was said to have been attacked in Igumale, the headquarters of his local government area of Ado, during a constituency outreach organised to mark the Easter celebration.

    It was also gathered that, for the swiftly intervention of the ‘Operation Whirlwind’ of the Nigerian Armed Forces on peace keeping mission in the area, the assassins would have had their ways.

    Some of the suspects were said to have been arrested by the military operation and giving useful information.

    “Thanks to the swift response of security operatives present at the scene, the Enone Representative managed to evade harm, averting a potential tragedy. Several of the suspected perpetrators were promptly apprehended, shedding light on the disturbing chain of events,” an witness said.

    “I am in shock! I am in a great shock!! I can’t talk to you right now, please”, Agbese told our Correspondent last night.

    But Lawrence Oduh, a media Aide to Agbese, confirmed the attack, adding the suspects have also made stunning revelations to the military operation during the preliminary investigation witnessed by the locals.

    As of the time of filling this report, there is no official comment from the military operations in Benue or the Army authorities on the matter. 

    The ruling party, the All Progressives Congress (APC) in Benue has been enmeshed with crisis since Governor Alia took over the affairs of the State with members of the National Assembly Caucus at the forefront.

    Agbese, who is the spokesperson of the Caucus was seen in December 2023, removing the portrait of Governor Alia from his office in National Assembly, the move which did not go down well with the State Government and some stakeholders..

    Reps public accounts committee accuses CBN, commercial banks of sharing VAT on Remita

    The public accounts committee of the House of Representatives on Thursday, March 28, accused the Central Bank of Nigeria (CBN) and commercial banks collecting revenue for the government of colluding to share the money made from Value Added Tax paid on Remita by customers.

    Chairman of the committee, Bamidele Salam (PDP, Osun) who made the allegation at the resumed investigative hearing on revenue leakages in Abuja, also accused the apex bank and the Office of the Accountant General of the Federation of illegally paying about N15 billion to Remita without any formal contract.

    The committee however warned the chairman of Federal Inland Revenue (FIRS), Zacch Adedeji against his continuous disregard for the invitation of the committee, saying his actions amount to contempt of parliament.

    He also queried the payment of N15 billion to Remita, a payment platform from the Office of the Accountant General for the Federation (OAGF), saying the payment by the OAGF from 2016 to 2018 was questionable because the OAGF paid the money without agreement or contract.

    Salam described the payment as illegal, saying, “The money is an illegal payment. There was no budget provision, so where did they source the money from?

    “The CBN also shared in the money. The money is an illegal payment; there was no budget provision, so where did they source the money from?”

    He said, for instance, if someone pays N150 as a remitter, you will now pay 7.5 percent Value-Added Tax (VAT) in addition to it. Ordinarily, that whole sum of VAT ought to go to the Federal Inland Revenue Service (FIRS), but what they are doing in this transaction is that they will now add that VAT to the N150.

    “They will add it up, gather the money together, and take it to the CBN”

    He said: “System Spec and Remitta, both collecting revenue for the federal government, will share 50 percent, while the banks and the CBN will also have their share”, adding that by the time the Committee finished its reconciliation, “I am very sure that hundreds of billions of naira will be the VAT component that was not remitted to FIRS.”

    He said each bank ought to take the money and directly remit it to FIRS, saying, “Now Remita is saying that each of those collecting the money will come and calculate the money that has been shared into shreds. How do we track this kind of money?

    The director in charge of Banking Services at the CBN, Ahmed Abdullahi, said Remita and System Spec were selected as alternative ways of remitting revenue because they had been rendering similar services to banks.

    He explained that Remita was engaged in 2011 and operations commenced in 2012 with system module names, adding that the CBN only finalized the transaction

    He said that the fees charged under the TSA were in line with the structure of banking.

    Also speaking at the hearing, the Chief Accountant of the TSA Department who represented the Accountant General for the Federation, Oyewole Adewale, accused the CBN of not honouring its letters to reconcile the revenue accrued to the country through TSA.

    He said the OAGF had developed a system where all revenue generated by the Ministries of Departments and Agencies of Government (MDAs) could now be monitored without any interference.

    Director, Remita Payment Services Ltd., Aderemi Atanda who gave the summary of the TSA collection said that 10, 20, and 50 percent were shared among CBN, commercial banks, and Remitta.

    While saying the collections are usually not static but vary “In 2015–2016, it was N4.2 million, and the fee paid was N8.5 billion; in 2016, N1.3 billion was paid.”

    Meanwhile, while warning the FIRS against failure to appear before the committee, the Committee chairman said, “This is the fourth time the committee would be inviting the FIRS chairman but failed to show up.

    “In addition to writing him officially, we have also made sure that such letters were delivered personally to his mailbox and his WhatsApp number.

    “We condemn and describe it as irresponsible and arrogant, and we tell him that there will be consequences if he continues this contempt of his parliament.”

    Salam alleged that the value-added tax that should accrued to the Federal Government has not been collected by FIRS.

    He said some VAT from the revenue collected by Remitta ought to have gone to the FIRS, but added that they would rather add the VST together and share it with the CBN, Bank, and Remita.

    He said: “By the time we finished our reconciliation, the money would be in hundreds of billions,” adding that this was what they were asking the FIRS to come and collect, but the service had refused to show up.

    Reps laud CDS, organise fact-finding into Kaduna drone mishap

    The House of Representatives has commended the Chief of Defence Staff (CDS), Gen. Christopher Musa, and other security agencies on their proactive efforts against insurgency and curbing of civil unrest in the country.

    The lawmakers also said it would organise a fact-finding mission into the Kaduna drone mishap.

    Rep. Sulaiman Gumi, Chairman of the House Committee on Safety Standards and Regulations, gave the commendation during an oversight visit to the Defence Headquarters on Wednesday in Abuja.

    The fact-finding according to him,  is to examine the root causes of the incidents and to identify effective remedies to prevent their reoccurrence.

    Gumi commended the unwavering dedication and tireless efforts of the Nigerian Army in safeguarding the territorial integrity of the country.

    He said the military’s  commitment to defending the borders,  both externally and internally had ensured that the citizenry could sleep soundly at night, knowing that their safety and security were protected.

    “In the face of numerous challenges and threats, both foreign and domestic, our brave soldiers stand steadfast on the frontline,  risking their lives to preserve the peace and stability of our nation.

    “From combating insurgency and terrorism to maintaining law and order in the case of civil unrest, the Nigerian army has consistently demonstrated unwavering resolve to uphold the sovereignty of our nation.”

    He said their resilience in the face of adversity served as a beacon of hope and aspiration to us all.

    He said the loss of innocent lives remained a matter of concern, adding that it demanded collective attention and action.

    Speaking, Musa said the Defence headquarters had put in place a robust standard of operations that ensured  safety of not just its personnel but civilians during operations.

    “I must,  on behalf of the armed forces,  express our sincere regrets on the unfortunate incident in Kaduna state.

    “And we also want to thank the Senate as well as the house of reps for the support and necessary attention given to the armed forces during that trial.

    “We are gaining success,  the challenges continue but we will continue to dedicate ourselves to the security of this country.”

    He said the military would rid the country of criminal elements, to make progress in all activities.

    Reps moves to increase UBEC’s allocation from 2% to 4%

    A Bill for the amendment of the Universal Basic Education Commission (UBEC) Act to increase its funding from the consolidated revenue from 2 percent to 4 per cent has passed the second reading in the House of Representatives.

    Chairman, House Committee on Basic Education and Services, Bako Useni, disclosed this during the committee’s oversight function at the Digital Resource Center built by UBEC in Abuja on Thursday. 

    The centre was built for the training of teachers on digital education in Nigeria.

    Bako said the 10th National Assembly saw the need to increase financial resources to the basic education sub-sector for set objectives to be further met.

    Sponsored by Muktar Shagaya from Kwara, the proposed legislation aims to amend the UBE Act, 2004, to increase the share of the consolidated revenue fund allocated for UBEC, from two percent to four percent.

    This was read for the first time on the floor of the house on November 28, 2023.

    Useni said: “The amendment bill which passed the second reading Yesterday (Wednesday) when concluded will make UBEC stronger.

    “Since UBEC was established in 2004 to date, a lot has been achieved. However, the House felt that if UBEC is motivated with more funding, it will go a long way in achieving more of what it has achieved.

    “It was on this basis that one of us, Honourable Mukhtar Shagaya proposed an amendment to the UBEC Act to increase funding to UBEC from 2% to 4%/from the consolidated revenue fund.”

    He said the committee was happy with the digital resource center built by UBEC, as it has always been the desire of the committee to ensure that newer dimensions are introduced to the basic education sector in Nigeria.

    “It is going to bring a new approach to basic education in Nigeria. It is going to improve teachers’ training and content,” he said

    According to him, the committee will ensure continuous oversight function for the sustainability of the Digital Resource Centre like all others under its mandate.

    He said: “We have also assured the center of our collaboration and support through budget allocations and oversight functions to make sure that whatever funds that are provided are used for the betterment of Nigerians.

    “We will continue to visit to monitor the kind of training that is being given to our teachers and other resource persons because it is a center for Nigeria to develop its education sector.”

    Executive Secretary of UBEC, Dr Hameed Bobboyi said the center was an effort to move digital education in Nigeria to the next level, stressing that it was gladdening to have taken the House Committee members on a tour of the facilities of the center, which includes: the digital Museum, Library, Artificial Intelligence Center, the Studio, Micro-labs, lecture halls, accommodation among others.

    He said: “It is fruitful to bring the Honourable members to come and see what UBEC is doing in the area of digital education in the Basic education sub-sector of the country.

    “The facility will ensure that our teachers are trained on the new pedagogy. We have brought in many teachers, school administrators, and quality assurance officers.

    “For them to understand what is digital learning and also to prepare them to be real participants and not just copycats in the class, where they can develop their digital resources and also take advantage of digital resources already on the ground.

    “This is an experiment that we have started and believe that it will be a game changer in our basic education sub-sector.”

    He said the digital resource center would coordinate the Smart Schools spread across the country to aid digital learning in the nation, adding that it would also be used to reshape those in the senior/management cadre of the basic education sub-sector.

    The National Coordinator of the Centre, Prof Bashir Galandanci said the Digital Resource Center was part of the effort of the commission to transform the agency into a digital era.

    The House of Representatives on Wednesday, March 20, passed into law an act to prescribe the salaries, allowances, and fringe benefits of judicial office holders in the country which provides a total monthly package of 5,385,047.26 for the Chief Justice of Nigeria.

    Under the bill which was submitted to the House on Tuesday by the President, other Justices of the Supreme Court are to earn a total package of N4, 213,192.54, while the President of the Court of Appeal is to earn a total monthly package of N4, 478,415.78.

    Also, justices of the Court of Appeal are to earn a total monthly package of N3, 726,665.40, while the Chief Judge of the Federal High Court, President of the National Industrial Court, Chief Judge of the FCT High Court, Grand Khadi, FCT Sharia Court of Appeal, President of Customary Court of Appeal, Chief Judge state High Court and Grand Khadi of State Sharia Court of Appeal and President of state Customary Court of Appeal are to earn a total monthly package of N3, 527,022.61.

    This monthly package includes their basic salaries and all regular allowances which include motor vehicle fueling and maintenance, Personal assistance, hardship, entertainment, utilities, security, outfit, journal subscription, medical, along service allowances, restricted or forced lifestyle, dual responsibility, and legal researchers.

    The House also approved other job regular allowances that are not embedded in the total monthly package to include leave allowances estacode per night of $2000 when applicable, duty tour allowances when applicable, severance gratuity of N80, 775,707.70 after the successful completion of tenure as well as an option motor vehicle loan to be repaid before expiration of tenure.

    Reps halt implementation of trade agreement allowing UK lawyers to practise in Nigeria

    The House of Representatives on Tuesday asked the Federal Ministry of Industry, Trade and Investment to immediately halt the signing and implementation of the trade partnership with the UK allowing UK lawyers to practise in Nigeria until the terms and conditions governing the same are fully examined and ascertained.

    The House also resolved to investigate the matter, while asking the Minister of Industry, Trade and Investment to appear before the Committee on Treaties, Protocols, and Agreements during the investigation and report back to the House within four weeks.

    The motion is sponsored by the Minority Leader, Kingsley Chinda (PDP, Rivers), Majority Leader, Julius Ihonvbare (APC, Edo) and 47 other members cut across the six geo-political zones.

    Moving the motion on behalf of the sponsors, Minority Leader, Kingsley Chinda informed the House of recent reports and public outcry over an alleged economic and trade partnership between the United Kingdom (UK) and Nigeria aimed at exploring new opportunities in key sectors such as the energy, legal, and financial services sectors.

    He said the trade deal became very heightened some days ago as the legal aspect appeared lopsided and tilted mainly in favour of the UK to the detriment of qualified Nigerian lawyers because it seeks to allow UK lawyers to enter the Nigerian legal space and practice but not vice versa.

    According to him, under the trade deal referred to as “Enhanced Trade and Investment Partnership (ETIP),” the British Business and Trade Secretary, Kemi Badenoch and Nigeria’s Minister for Trade and Investment, Doris Uzoka, were to sign an agreement on behalf of their respective countries last week in Nigeria.

    He said further that it was also reported that under the Trade partnership, Nigeria committed herself to work towards removing barriers that prevent UK lawyers from practising international and foreign law in Nigeria.

    Chinda argued that while the deal seeks to foster collaboration between the film and media industries in the UK and Nigeria, it does not cater for the interests of Nigerian lawyers as there are no such provisions or opportunities for them to practice their trade in the UK.

    He stressed that while it is good for Nigeria to enter into partnership deals with other countries to unlock future opportunities and thus contribute towards boosting the country’s economy, such deals must be seen to promote, preserve, and protect the interests of the generality of Nigerians.

    He said that in furtherance of its law-making powers under Section 4 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the National Assembly must inquire into matters such as this in the overall interest of the country and the citizenry.

    He said the fact that following the public outcry over the said trade deal, the Nigerian Bar Association (NBA) through its President, Yakubu Maikyau (SAN) issued a statement questioning the legality of the legal services aspect of the deal and calling for a halt to its signing and implementation.

    He said the statement issued by the NBA may have reassured Nigerian lawyers and doused the tension and controversy generated by the alleged trade deal, it is apparent that there was insufficient consultation with key stakeholders and affected interests concerning the deal.

    Chinda said there is an urgent need for this House (the Legislature) to investigate the said trade deal between the UK and Nigeria to ascertain the terms and conditions thereof;

    He said unless immediate pragmatic steps are taken to investigate and address this issue, the country may unwittingly be entering into a deal whose terms and conditions may, in the long run, be unfavourable to the country and the overall interest of Nigerians.

    The House of Representatives on Tuesday, March 19, passed the N1.28 trillion budget of the Federal Capital Territory Administration presented to the National Assembly by the president last week. 

    Out of the total amount approved by the House, N l140.915 billion is for Personnel Costs; amN373.027,373 billion is for Overhead Costs, while the balance of (N768.328 billion  is for Capital Projects. 

    The passage of the budget followed a report submitted to the House by the Chairman of three House Committee on FTC, Mukhtar Aliyu Betara, following a budget defence by the Minister of the FCT, Nyelsom Wike.

    Speaking at the budget defence session,  Betara asked the Minister to prioritize transparency, accountability, and adherence to budgetary guidelines in project execution in the territory.

    The lawmaker, who underscored the committee’s commitment to ensuring efficient fund utilization for tangible benefits amid FCT’s developmental challenges, stressed the need for robust monitoring mechanisms to track project progress and hold authorities accountable. 

    In passing the budget, the House said the Minister of FCT and the Director of Treasury shall furnish the National Assembly, on a quarterly basis, the status of the records of the Federal Capital Territory Statutory Accounts.

    The House of Representatives has asked the federal government to ban the importation of Adire/Kampala fabrics to promote local production and protect the general local cottage industry and conserve the scarce foreign exchange.

    Adopting a motion on notice by Afolabi Moruf Afuape (APC, Ogun), the House wants the government to criminalise the importation of Adire into the country, while asking the National Directorate of Employment to establish formal training and orientation programmes on skills, quality control, marketing, and business management for all local fabric producers.

    The House also asked its Committee on Information, National Orientation, Ethics, and Values to work in collaboration with the National Orientation Agency to launch a nationwide campaign to promote the cultural significance of Adire/Kampala and other locally produced fabrics and patronize locally produced fabrics.

    Leading the debate on the motion, Afuape said there was a need to revive and promote the traditional fabric industries or Adire and Kampala to boost the nation’s cultural heritage.

    According to him, the Adire/Kampala fabric industry in Nigeria is crucial for economic growth, cultural preservation, and fostering entrepreneurship among citizens, particularly youth.

    He said the influx of foreign imitations of Adire/Kampala, tie and dye into Nigeria’s market has negatively impacted the local industry, leading to a decline in the livelihood of local producers and job losses.

    He expressed concern about the absence of formal training, skills, production mechanisms, and equipment in the Adire/Kampala fabric industry, which is crucial in a competitive market.

    He also said there is a need to protect consumers from imitations of Adire/Kampala products from foreign markets, as failure to do so could lead to dire consequences for the Nigerian local cottage industry, local producers, and foreign reserves.
