    NLC urges Buhari to reshuffle cabinet

    The Nigeria Labour Congress (NLC) has called on President Muhammadu Buhari to reshuffle his cabinet and relieve some ministers who under-performed of their duties.

    Speaking with The Nation on the expectation of Labour from the President Buhari, NLC President Comrade Ayuba Wabba said  Buhari should reshuffle his cabinet because many ministers had not performed to expectation.

    Wabba said there were high expectations from Nigerians, when the President returned from his medical vacation.

    The expectations, according to him, range from the need to rejuvenate the economy, address the issues of security and insurgency, kidnapping, corruption, hunger, minimum wage and the constitution of the boards of many agencies.

    Specifically, he pointed out that it was high time for Buhari to assess the performance of his ministers and other political appointees, adding that there is the need to inject new and fresh ideas.

    “There is high expectation in how to rejuvenate the machinery of government, especially looking at the performance of the ministers and some political appointees. I think, usually in the life of any administration, halfway down the line will be a enough time to assess their performance and then assess the impact that they put into the system.

    “Most Nigerians expect that there is the need to add impetus to governance and looking at key sectors and ministries, there are few that have done well, but many have not done well. So, there is expectation that the cabinet be reshuffle and be able to inject new ideas.”

    “Two years down the line of any administration is enough to do a kind of assessment, and looking at a very genuine assessment, there is still much to do, to get to the promise land.

    “Even in the fight against corruption, you can see that a lot of cases have been thrown up, but I think none of them has been concluded. There is the need for those cases to be completed, get conviction and declare how much was recovered and then, those recoveries can be put into the system to make tangible impacts.

    “So, those are clearly some of the high expectations of Nigerians as well as organised labour and the workers. In this circumstance, President Buhari will have more than enough at his hands to be able to drive the process of governance.”

    On security, he said “There are needs for some steps to be taken. This is because progress was made, but it can be reverted if they are not sustained. So, there is the need to sustain some of those interventions, especially around the Northeast.

    “The insurgency has actually come up with new strategies and tactics which has made the Acting President to direct the Service Chiefs to move their offices to the Northeast. So, I think this also is an area that we do not expect the reversal of the gains that has been made, everything need to be done to sustain the momentum, to ensure that we are able to clear all the remnants of the insurgency because without peace, there cannot be development anywhere around the world.’’

    He added: “We also heard of new elements like kidnapping in some states, this is very strange to us, this is new, but also this clearly are signals that there are challenges in accommodating our youths and the issue of employment is  very important.”

    The National Association of Nigerian Students (NANS) has expressed delight over the return of President Muhammadu Buhari to the country after a medical vacation in London.

    It, however, urged the President to use the opportunity of his return to reshuffle his cabinet for effectiveness and efficiency.

    A statement by NANS’ President, Chinonso Obasi, yesterday in Abuja, said there is need to bring on board, cerebral, competent, vibrant, contemporary and dynamic young people to stimulate the administration.

    It said students stood with the President through the difficult times and would continue to stand with him in prayers.

    He prayed God to grant Buhari more wisdom; understanding and energy to enable him provide the necessary leadership needed to move the nation forward.

    “As Mr. President settles down, I will, in the spirit of comradeship and solidarity, mobilise the leadership of Nigerian students to pay a special welcome back solidarity visit to him.

    “We will intimate him of certain developments in the nation’s educational sector and other issues of critical national importance.

    “We urge the President to use the opportunity of his return to quickly introduce a new sense of vigour into his administration by re-positioning his cabinet for effectiveness and efficiency.

    “There is need to bring on board, cerebral, competent, vibrant, contemporary and dynamic young people to stimulate the administration and revive the ailing economy,’’ he said.

    Obasi condemned the recent murder of lecturers of the University of Maiduguri and others, who embarked on oil exploration in the Lake Chad region.

    He appealed to Buhari to use his broadcast, scheduled for today, to address the indefinite strike by the Academic Staff Union of Universities so that students could return to school soon.

    Obasi, however, noted the critical challenges of the universities and stressed the need to include Nigerian students in the recently launched Economic Recovery and Growth Plan (ERGP).

    He called for the inclusion of students and youths in decision-making process.

    Ten ministers may go in a likely cabinet shake-up in the first quarter of next year, it was learnt at the weekend.

    According to a source, the Presidency may have hinted the leadership of the Senate on the plan to seek a less rancorous screening of would-be nominees.

    There are two vacancies in the cabinet – caused by the death of Minister of State for Labour and Productivity James Ocholi in March and the appointment, last week of Minister of the Environment Amina Mohammed as United Nations Deputy Secretary General.

    The source, who pleaded not to be named because he is not authorised to talk on the development, said the Presidency noted the continued bashing by the Senate and the dropping of nominees.

    Apart from the 10 ministers who are likely to be dropped, it was learnt, some others would swap portfolios. The names of those to be dropped have not been finalised.

    The source said: “There is an understanding that in the new year, one of the key assignments the Senate will undertake, aside the consideration of the 2017 budget  is the screening of some ministerial  nominees who will be replacing some of the ministers who are soon to be asked to leave the cabinet.”

    The source also noted that President Muhammadu Buhari had been inundated with

    reports that some ministers were wrongly given portfolios when they were appointed last year.

    Some other ministers were said to have shown lack of capacity in their areas of operation. They are to be dropped for new hands, it was learnt.

    “Some levels of discussions are ongoing between the Presidency and the Senate over the issue and the two institutions have pledged to work for the interest of the nation,” the source said.

    Some decisions of the Senate are said to have taken the Presidency by surprise –  a situation that was said to have necessitated the existing rapprochement.

    Last Thursday, the Senate rejected the nomination of the acting Chairman of the Economic and Financial Crimes Commission (EFCC) Mr. Ibrahim Magu, as the substantive chairman.

    It also rejected the nomination of some non-career ambassadorial nominees and two nominees for the Board of Nigeria Communications Commission (NCC).

    The Senate also rejected the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP), describing them as “empty and unrealistic”.

    Minister to reshuffle Unity School principals, others

    Principals, teachers and other non-academic members of staff of the Federal Government Colleges, also called Unity Schools, should brace up for redeployment as the Minister of State for Education, Prof. Viola Onwuliri, has said that a major shakeup is coming soon.

    The Minister, who disclosed this in Abuja when she met with Principals of the 104 unity schools, added that the reshuffling exercise would be immediate.

    “For learning to be effective there must be changes.  Those who have stayed in a particular position will have to go elsewhere. Over staying of staff will not be encouraged,” she said.

    Prof Onwuliri also ordered the principals to submit the results of the Senior School Certificate Examination (SSCE) conducted by the West African Examinations Council (WAEC) and the National Examinations Council (NECO), as well as the Unified Tertiary Matriculation Examination (UTME) of the schools in the last five years for appraisal.

    She also urged the principals to officially inform the Federal Ministry of Education (FME) of abandoned or completed projects in their schools.

    The Minister vowed to ensure that schools are not attacked before, during and after the forthcoming general elections, saying adequate measures have been taken to avoid crises.

    She said: “We have a lot of Internally Displaced Persons (IDPs) and we are moving them to the government colleges. Our problems are that many of them could not fit into the system so we are doing extra job to further teach them.

    “We have been talking to the children, teachers, the states and it is part of what we are doing here today.  A lot of efforts are ongoing and many states are cooperating with us to ensure that the schools are safe before, during and after the elections.

     

    “President Goodluck Jonathan is doing a lot with the military to ensure that schools are safe during the election period. That is why some of the schools that had problems initially have been renovated and children have gone back to school. Our soldiers are winning the war against insurgency. We are not resting on our oars to ensure peace. I will meet with the PTA next week for further discussions.”

     

  • Aliyu, Kwankwaso reshuffle exco

    Former Chief Press Secretary to Niger State Governor Mu’azu Babangida Aliyu Malam Danladi Ndayebo has been appointed Commissioner for Information, Communications and Strategy.

    He was sworn in with four others in a reshuffle that brought two new commissioners into the state executive council. The governor dropped five commissioners.

    Those sworn in include former Accountant General Abubakar Tukur as Commissioner for Finance and a former Special Adviser Abbas Munya who was appointed Commissioner for Mining and Solid Minerals Resources.

    Others are former Chairman of Edati Local Government Isa Kantigi (Local Government and Chieftaincy Affairs) and Abdullahi Maza Kuka (Water Resources).

    Those dropped are Daniel Shashere (Sports); Ibrahim Ahmed Matane (Agriculture) and Abubakar Baba Jibrin (Mining and Solid Minerals).

    Others are Ibrahim Babamini Sule (Health and Hospital Management) and Mustapha Lemu (Science and Technology).

    Halidu Khadi Kuta replaces Abbas Bello as the new Head of Service and the Chief of Staff, Government House, Joshua Bawa, was appointed Commissioner for Special Duties.

    In Kano State, Governor Rabiu Kwankwaso swore in Nasiru Yusuf Gawuna as  Commissioner for Agriculture and Ali Ahmed Yako as Commissioner for Higher Education.

    In the minor executive council reshuffle, Kwankwaso said the Commissioner for Commerce and Industry, Nuhu Abubakar Danburam, is now Commissioner for Information; former Commissioner for Information Farouk Jibril Umar will take charge of the Ministry of Commerce.

    The Commissioner for Land and Physical Planning, Muhammad Nadu Yahaya, will take charge of the Ministry of Budget and Planning; the Commissioner for Budget and Planning, Yusuf Bello Danbatta, was transferred to the Ministry of Land and Physical Planning.

    “I urge you to stand firmly because your appointments in these two key sectors are very important, so your ability to deliver should be your watch word.”

    Kwankwaso said the government would not interfere in Saturday’s local government election and urged the people to be law abiding.
