  • Fed Govt launches ‘Saving one million lives for result’

    The Federal Ministry of Health has launched ‘Saving One Million lives Programme for Results (SOML-P for R) in Abuja.

    It is a Federal Government–led intervention to improve maternal and child health with states’ ministries of health as partners.

    Minister of Health, Prof Isaac Adewole, said the programme would monitor the flow of resources to pay for results, outcomes and impacts, rather than simply pay for processes or reimburse costs.

    The Minister explained that the programme, being funded from a N140 billion ($500 million) World Bank credit, was negotiated by the Federal Government from which $1.5million had been disbursed to states and the Federal Capital Territory (FCT).

    The programme, the government said, is expected to deliver high impact, evidence-based and cost effective health interventions based on six ‘pillars’, namely: Maternal, newborn and child health, childhood essential medicines and increase treatment of important childhood diseases, improve child nutrition, immunisation malaria control and the elimination of mother to child transmission (EMTCT) of HIV.

    The minister said the initiative was not new, but that it would give a new lease of life to the National Strategic Health Development Plan (NSHDP) and State Strategic Health Development Plans (SHDPs) through innovative financing mechanism.

    The programme would be implemented by the states’ ministries of Health and the SOML-P for R Steering committee chaired by the minister.

    President’s wife, Mrs. Aisha Buhari, represented by the Senior Special Assistant to Mr. President on Foreign Affair and Diaspora Matters, Mrs. Abike Dabiri-Erewa in a message, urged stakeholders to imbibe the culture of performance-based programming so that results could be achieved within a short time.

    Earlier, the Project Manager of the Programme, Dr Ibrahim Kana said state would be rewarded for their performance based on the objectives’indicators using household and health facility survey as well as achievement of certain process indicators related to implementation of a performance management system.

    Swaziland coach Harris Bulunga is optimistic that his less experienced but determined players can upset Nigeria with a score draw result on Tuesday in Port Harcourt to shock the World and move on to the Third Round of the FIFA 2018 World Cup qualification group.

    Bulunga informed  exclusively in a post-match conference in Lobamba when he stated that: “It’s going to be a tough away game with different conditions but we got a very good away record. So, that is what is giving us hope.”

    The coach was impressed with the first leg’s barren draw result pointing out that: “Well, I think my boys applied themselves very well. Our defensive organisation was superb, we limited the Super Eagles to almost no chances. The only chance they got was only from a set piece. That was the only save the goalkeeper made.

    “So, defensively, we were okay but my players were not sharp enough going forward. And it’s going to be tough going away because we couldn’t score but we still believe.”

    Interestingly, Coach Harris revealed that they were surprised that the much more experienced Nigerians hesitated from the start and this gave them the confidence they needed in the first leg tie.

    “Yes, of course we were playing at home, the first half we wanted to see how they came to meet us but we discovered that  they were not that aggressive. So, we decided to take the game to them because we are at home and we need to score at least a goal that we can take to Nigeria. But unfortunately we couldn’t utilise the situation we got. But I still believe the boys played well despite the goalless  scoreline.

    “It is not about them in their home because a score draw can put us through. But we are going there to work hard as we did today. The result will take care of itself. If the players who got some knocks and had to be substituted will be available, then I will give my team a 40 per cent chance of getting an upset result in Nigeria.”

    Cooperate with Aregbesola for best result, Omoworare urges Osun workers

    The people and workers in Osun State have been enjoined to cooperate with the governor, Mr. Rauf Aregbesola, in his effort to deliver on his electoral promises.

    The Senator representing Osun East Senatorial District and Chairman Senate Committee on Rules and Business, Babajide Omoworare made the call yesterday.

    In statement by his Media Assistant Tunde Dairo, Senator Omoworare said  the financial difficulty currently experienced in the state is an imposed national crisis which the APC led Federal Government is working round the clock to resolve.

    While commending President MuhammaduBuhari for his fatherly gesture through the bailout plan,  Senator Omoworare said: “The  bailout is a short term measure to ameliorate the economic hardship imposed on the federating states by the previous PDP led administration. Hence, states must look inward to generate more resources with people friendly and acceptable policies if they intend to break even.

    “Workers in Osun should be commended for their perseverance and understanding as shown during this trying period. A collective solution for a lasting result and economic repositioning of the state is a necessity which must not be trivialised or politicized.”

  • Delta poll: Tribunal admits election results as evidence

    Delta State Governor Ifeanyi Okowa, on Friday, failed to stop the All Progressives Congress (APC) governorship candidate, Olorogun O’tega Emerhor, from presenting the governorship election result sheets used in the April 11 election from the 25 local government areas.

    The APC candidate approached the tribunal, challenging the election of Okowa of the People Democratic Party (PDP).

    At the resumed hearing on Friday, APC’s lawyer, Thompson Okpoko (SAN), while examining his witness, Ore Ohimor, said he would tender forms EC8A, EC8D and EC8E, that is, the state, local government and unit-by-unit election result sheets for the 25 local government areas.

    But Ken Mozie (SAN), lawyer to Okowa, opposed the moved.

    The lawyer argued that the documents sought to be tendered were not neither pleaded nor listed in the witnesses’ statement on oath.

    He averred that the documents listed in the witnesses’ statement on oath are: forms EC8D and EC8E, not form EC8A.

    Mozie said any attempt to tender form EC8A would amount to subverting due process and obtaining justice through the backdoor.

    He said: “We object to the admissibility of these documents. The fundamental foundational requirements were not met. In paragraph 14 of the witnesses’ statement, only forms EC8D and EC8E were pleaded. In their reply to our reply, it was not pleaded; no reference was made to the document sought to be tendered. Therefore, listing the document will not cure it, if it was not accommodated in their pleading.”

    Counsel to PDP, Timothy Kehinde (SAN), noted that it was an elementary principle of law to put the parties on notice and not by surprise.

    The lawyer said the document sought to be tendered should be specifically pleaded.

    He said an “unpleaded” document cannot be admitted even when the document was mentioned in the witnesses’ statement.

    According to him, the document was not mentioned in the witnesses’ statement on oath; neither was it pleaded.

    INEC’s lawyer, O. Anumonye, averred that “the document sought to be tendered by APC and Emerhor were not referred to in the witnesses’ deposition”.

    He added: “Having pleaded over voting by tendering forms EC8D and form EC8E, pleading form EC8A will constitute springing a surprise.”

    But Okpoko said Form EC8A was listed among the documents to be tendered, adding that the documents were identified on paragraphs seven and eight of the petition.

    THE All Progressives Congress (APC) in Enugu State has called on the Chairman of the Independent National Electoral Commission (INEC), Prof Atahiru Jega, to cancel the result of the state’s April 11 elections, for alleged electoral malpractices.

    A petition by the state Chairman of APC Dr. Ben Nwoye, complained that a protest letter, delivered to the Resident Electoral Commissioner (REC), was not acted upon.

    It reads: “I write to bring to your attention our request to cancel the election of April 11 in Enugu State, which was delivered to the Enugu State REC and received by his secretary on April 12, 2015, at 1:10 am.

    “The REC refused to acknowledge our protest letter or investigate the allegations contained therein, which under normal circumstances should have occasioned a cancellation of the result.

    “Instead of attending to our complaints of electoral malpractices, he hurriedly compiled the manufactured figures and instructed the Returning officer to announce them.”

    Nwoye said the REC conducted Anambra State election, which Jega described as “flawed”.

    According to the chairman, the REC, in collaboration with “his unscrupulous agents and employees sold result sheets and unclaimed Permanent Voter Cards (PVCs) to Peoples Democratic Party (PDP) agents, party officials and government functionaries.”

    He said some of the PVCs were recovered by security agents during the March 28 election and the culprit was released without trial despite evidence against him.

    “We respectfully request that you order the REC and Returning officer to retract the announced election result.

    “Furthermore, we request that you order an investigation of the allegation contained in the attached letter of protest submitted to Enugu State REC”, he said.

    Election: APGA’s candidate rejects result

    The member representing Umunneochi in the Abia State House of Assembly, Prince Ikedi Ezekwesili, who is seeking re-election on the platform of the All Progressives Grand Alliance (APGA), has condemned the activities of the Peoples Democratic Party (PDP) members in last Saturday’s elections.

    Speaking with The Nation in Umuahia, Ezekwesili alleged that in his local government, Umunneochi, the lawmaker representing the council in the House of Representatives used security agents to intimidate members of other parties.

    He alleged that the federal lawmaker used security agents attached to her to intimidate APGA members and agents and in some cases allegedly snatched ballot boxes in collaboration with the council chairman.

    Ezekwesili accused the electoral officer of “manifest compromise”.

    His words: “The election can be described as the worst.”

    Ezekwesili gave instances when the lawmaker, the council chairman and the presiding officers refused to declare the number of accredited voters before voting began.

    He said: “A situation where the presiding officer, in collaboration with the lawmaker and the transition committee chairman, refused to announce the number of accredited voters for the election, which is against the electoral act, is unacceptable.”

    The legislator gave an instance in a polling booth where only 180 voters were accredited.

    He said the activities of the federal lawmaker were recorded in video and photographs and would be made public at the appropriate time, to substantiate his allegation of electoral malpractices.

    Rotimi Makinde edgy over election result

    Nollywood actor turned politician, Hon. Rotimi Makinde, seems to be edgy at the moment, following re-contesting his position as lawmaker representing Ife, in the Federal House of Representatives in Saturday’s general elections. The reason – he believes he might lose the election.

    Taking to his Facebook account, Makinde who is contesting the election under the platform of the All Progressives Congress (APC), said his perceived, but yet to be confirmed loss might be as a result of activities of elements he called “enemies of progress.”

    “I have many reasons to admit that majority of the people in Ife love me but, alas, I contested against the same clever enemies of progress who prefer backwardness to steady progress, they are the same set of people who lived by the unjust war, worked against Rauf’s victory in 2007, 2014 and see me as someone who must be checkmated before 2018, being the face of the radical changers and for being born because of Ife and not living on Ife,” he said.

    He further alleged that while people in Ife North and Ife South voted for him, votes from Ife East could be against him.

    “Ife North voted for me tremendously and so also the good people of Ife South, but as I can see and I can guess that the votes to be chunked out from the core Ife East may not represent the general wishes of the people.” The thespian added that, “This is my immediate reaction as I await the final result…love you all.”
