    Oke accuses APC of planning to rig Ondo polls

    Alliance for Democracy (AD) governorship candidate in Ondo State Chief Olusola Oke has alleged that the All Progressives Congress (APC) was planning to rig the poll.

    He alleged that Federal Government was planning to release N7 billion to the APC governorship candidate, Mr. Rotimi Akeredolu, from the N10 billion  infrastructural contract slated for Owo community.

    The Olusola Oke Campaign Committee, which raised the alarm in Akure, the state capital, said the plan was hatched in the Federal Ministry of Works, Abuja and that the idea was to award a bogus contract without due process for infrastructure in Owo, where Akeredolu hails from and divert a substantial part of the money towards rigging the election.

    This was contained in a release by the Chairman of its Publicity Committee, Kolawole Olabisi. He said: “The APC has been boasting that it would rig the election, even if only one vote was cast for it. The party has been sedentary in its approach to canvassing for votes since the campaign started.

    “They have been preaching it and now they have professed it with this dastardly plan perfected and supervised by the top echelons of the Federal Government to use state funds to make good their threat.”

    Olabisi said the contract  sum was perfected and released without going through due process and that the money has now been earmarked as part of the APC war chest to rig the November 26 election.

    He said: “We want to appeal to President Muhammadu Buhari to be aware of what is being done by members of his cabinet in their vaunted ambition to win this election at all cost and immediately arrest the situation. While we have been going round the state, canvassing for votes from the people, they have remained in their offices boasting that they will use federal might to rig the election even if nobody votes for them.

    “The APC members in Ondo have been preaching this strange gospel of rigging and we are now amazed by this latest antics to win the election with the award of a strange contract for a whopping N10 billion for Owo community where Akeredolu hails from, with a view to releasing a whopping sum of N7 billion to him to make the rigging plan a reality.

    Olabisi added: “The pertinent question to ask now is, why a contract in Owo, which has one of the best road networks in Ondo State? Who approved this contract sum and why did it not go through due process such contracts had to go through?

    “We want to assure them that the people of Ondo State are watching them and the consequences of rigging election here await perpetrators. Winning election  should not be a do-or-die affair.”

    While calling on the Economic and Financial Crimes Commissions (EFCC) and other anti-graft agencies to beam their searchlights on the activities of the Babatunde Fashola-led Federal Ministry of Works, the Oke Campaign Committee reminded them that those who live in glass houses do not throw stones.

    Its words: “If we have been probing those who were alleged to have embezzled our treasure-troves and those who doled out monies without following due process, it will be strange that those sitting on the throne of justice now are equally perpetrating the same offence they sit in justice over others; it is such an absurd development.

    “We, therefore, call on President Buhari, a noted democrat and a man fabled for his aversion for graft, to immediately call to order those attempting to make nonsense his fight against graft and election rigging the order of the day to order, as it portends grave danger for the nation. Election must be free and fair and the will of the people must be allowed to prevail.”

    Rivers State Governor Nyesom Wike has accused the All Progressives Congress (APC), the police and the Independent National Electoral Commission (INEC) of planning to rig the December 10 rerun election.

    At a news conference inside the Government House Banquet Hall, attended by former Acting Chairman of Peoples Democratic Party (PDP) Prince Uche Secondus, Deputy Governor Ipalibo Harry Banigo, state PDP chairman Felix Obuah, members of the state executive council and some party leaders, Wike said: “Anybody that plans to rig the rerun election would rig his or her life.”

    He alleged that those arrested were members of the APC and relatives of one of the leaders of the party, adding that if the police failed to conclude their investigation on the arrest of the suspects, his party would protest and ensure that justice is done.

    Wike said: “We have been working on a tip-off on some of the manipulation going on in  the state and we said when it is mature, we will strike. Now, God has exposed them. I was in Sokoto when they called me that members of the APC had been arrested while printing ballot papers.

    “The plot is to bring the fake result sheets to the polling units, in agreement with security agents and push away our agents and then concoct results. That is the role INEC is playing with the police.”

    But Rivers State APC Publicity Secretary Warisenibo Chris Finebone said the PDP planned to plant electoral materials in the homes of APC chieftains, instigate arrest and keep them out of the way before the re-run election.

    Finebone said: “The idea of the PDP is to plant election materials in some homes of individuals, claiming they are APC members so as to take some of our chieftains out of circulation before the rerun election. Emma Chinda they mentioned has not been in Port Harcourt for a very long time.

    “Their target is to paint Rt. Hon. Chibuike Rotimi Amaechi and Dr. Dakuku Adol Peterside black. For us, they should come forth and show us proof. Security agents should come up to tell us if the operation was genuine or not.”

    The Resident Electoral Commissioner (REC), Mr. Aniedi Ikoiak, declined to speak when contacted.

    The All Progressives Congress (APC) and some personnel of the Independent National Electoral Commission (INEC) are conspiring to rig Wednesday’s governorship polls in Edo state, the caucus of the People’s Democratic Party (PDP) in the House of Representatives has alleged.

    Compromising INEC staff, issuance of sensitive materials including result sheets before elections and alteration of card readers, among others  are the means to be employed to carry out the rigging, the leader of caucus, Leo Ogor (PDP, Delta) said at a briefing Tuesday.

    “INEC surreptitiously and in conjunction with APC compiled names and list of INEC staff and persons sympathetic with APC to superintend over election to skew same in favour of APC.

    “Thus, INEC staff earlier listed for the elections was all replaced majorly with people from a particular section of the country, claiming that most people from the South-south are pathetic to the PDP.

    “There was an arrangement to issue sensitive materials such as results sheets and incident forms to the APC before the election to enable them originate fake results and submit same with the assistance of security men.

    “Some top APC members were arranging with ICT experts and some INEC officials to alter the card readers to be used for the election to give an inaccurate figure, which was not generated from the legitimate accreditation in the field.

    “Additionally, INEC unlawfully agreed with some security agencies to move collation centres to police station, saying the action was to give the APC, who are ill-prepared and indeed not capable of winning any free and fair election in Edo State, the covering to bring in compromised results for the Returning Officers to announce,” he said.

    Ogor, who was accompanied by several members of the caucus, said the APC in the State, in conjunction with some security agencies have consistently harassed PDP members in the various local governments of the state ahead of the election.

    The security report which was used as excuse to postpone the election would also be deployed as grounds to militarise Edo to ward off any anti APC voter, Ogor alleged.

    The caucus however appealed to the electoral umpire to live above board, saying, “We urge INEC as an independent and unbiased umpire to forestall these evil arrangements and uphold its integrity. The issues raised herein should be taken seriously and acted upon by civil society, the Nigerian public and the press to give credibility to the electoral process”.

    •Party elects 576 delegates today 

    Some leaders of the Edo State chapter of the Peoples Democratic Party (PDP) have kicked against the alleged decision to use the same delegates’ list used for the recent election of the state’s chairman, Chief Dan Orbih, for the governorship primary.

    This happened as the Prof. Tunde Adeniran-led committee is set to arrive in the state for the conduct of the primary on June 20.

    The party’s leaders said it would be unconstitutional to use the same list since the party’s constitution clarifies that it must conduct fresh congresses to elect delegates who would vote for aspirants of their choice in any election.

    It was learnt that the decision to go with the same list of delegates, who elected the state’s PDP chairman, was reached at the weekend at a meeting at the home of a former chairman of the party’s Board of Trustees (BoT), Chief Tony Anenih.

    Some leaders of the party, led by Okharedia Ihimekpen, who addressed reporters yesterday, said: “The decision to use Orbih’s delegates is unconstitutional. It is criminal and it is unacceptable. Whoever will emerge from this primary will be unacceptable to the party and the public because it will be contested in court.

    “We should go back to our constitution to see the rules. You don’t carry over a delegate who was used for chairmanship election for the governorship primary. What some PDP leaders want to do was to rig the primary before the exercise. The PDP constitution is very explicit on this matter. Section 25, sub-section L stipulates that every delegate election is for a particular election. After that, it cannot be used again.

    “So, any attempt to use the old list of delegates is an attempt to rig the primary. It will be resisted.”

    Also, members of state’s PDP will today elect 576 delegates who will participate in the party’s governorship primary on June 20.

    Already, three aspirants have been paid N16 million each to pick the party’s nomination forms.

    The governorship aspirants: are Pastor Osagie Ize-Iyamu, Matthew Iduoriyekemwen and Chief Solomon Edebiri.

    Besides the 576 delegates to be elected across the 192 wards, other statutory delegates, including former governors, former deputy governor, former lawmakers and others, would be added.

    Edo State PDP Chairman, Chief Dan Orbih, who confirmed this in a telephone chat with our reporter, urged the party members to conduct themselves well.

    Edebiri, who would contest the PDP primary for the first time, said he was not bothered about the election of delegates.

    The aspirant said the PDP leaders were aware that the party must win the election and that Edo residents were asking for only one man.

    He said: “That man is Solomon Edebiri. I believe they will hearken to the voice of reason. I will, however, remain in the party and work for the party, if the delegates decide otherwise.”

    The Bayelsa State Peoples Democratic Party (PDP) has accused the All Progressives Congress (APC)-led Federal Government of planning to rig the December 5 governorship election.

    The party’s leadership said its allegations were based on the sudden transfers of the Department of State Security (DSS) State Director Baba Alhassan and Police Commissioner Paul Okafor.

    Bayelsa PDP Chairman Serena Dokubo-Spiff said Okafor’s transfer, which came shortly after Alhassan was removed a month to the election, raised questions about the motives for such actions.

    In a statement in Yenagoa, the state capital, Dokubo-Spiff condemned the transfers of the two security heads, saying the duo were “experienced and understood the terrain of the state so well”.

    The party chairman described their transfers as “unwise and curious” in the current circumstance in the state.

    He said: “The actions of the power that be in Abuja over these transfers really beg the issue. They are curious as they clearly give us the logical feelings to think twice about what could have been the reason for transferring the two main security heads in Bayelsa State about a month to the election.

    “We in the PDP believe that this is a calculated move by the APC-led Federal Government to use the security apparatus in the state to rig the election in favour of its candidate in the December 5 governorship election.”

    The PDP chairman alleged that since the transfers, there had been an influx of suspected criminals into the state, causing major threats to the security of life and property.

    He said the APC was acting in concert with the Federal Government to rig the poll.

    Dokubo-Spiff said: “Since the transfers of these two top flight officers, we have noticed the sudden influx and return of cultists, militants and other undesirable elements into the state, especially those who are already attacking and kidnapping innocent Bayelsans.

    “Security bases and posts are also being attacked with arms being carted away to create an arms base for the cultists preparatory to executing plans of rigging the elections.

    “Our findings also indicated that the APC was so obsessed with the rigging plan that it will inevitably involve violence and intimidation by various federal agencies, including security personnel, to rig the election.”

    The PDP chairman urged President Muhammadu Buhari to stop the alleged plan.

    From the Gubernatorial elections that took place on April 11, 2015 it was obvious there was a systemic ploy to ensure incredible results were achieved. With a massive win of 996,071 votes out of 1,122, 836 votes cast(representing a 90% win) one can only admire such phenomenal results. When such great strides are achieved, it is important to study the model used and adopt key lessons in the interest of national development.

    Below are 10 key ways to achieve absolute election success:

     

    1. Make sure people can’t vote

    It’s so simple but it really is pure genius. Across the 31 LGA’s there were records of missing election materials especially the result sheets.  As eager citizens arrive, you can either stop them from getting accredited by making sure no PVC card reader arrives at the polling unit or in some cases allow them to get accredited but no stamp to thumb print the election sheet. Better still,you can have the ad hoc staff show that result sheets are missing to really discourage citizens. This will make people feel thatwaking up early to exercise their fundamental human right is a complete waste of time as a lack of result sheet shows how their votes will definitelyNOT count.

     

    2. Compromise the Resident Electoral Officer(REC) –

    This falls in line with best practice of the top-down approach in a system where decision-making is highly centralized. This provides an overall and clear direction for all tiers of the electoral hierarchy from the Electoral Officers to the Ad-hoc Staff to ensure a seamless execution of the plan for a successful election.

     

    3. Abduct Over-Zealous Ad-hoc Staff

    This is for those who will insist on doing their duty or due to a gap in communication from the Supervising Presiding Officer (SPO) may not have received the order of the day. So to avert any confusion simply abduct the young ad-hoc staff before they arrive at their assigned polling units. It saves from the drama of snatching ballot boxes in front of crowds as you can intervene just in time while you leave citizens waiting aimlessly at the polling unit. Also, it’s just a few hours, as they will be released just in time to submit their election materials in tact at the collation center while they wait to receive their appreciation envelope for the night. It is very important that both the top-down and bottom-up approach is deployed for optimal performance and best results delivered. Using the top-down approach provides focus, direction and performance conditions but if used in isolation can be ineffective. Such a system with several moving parts must provide some level of independent thinking to allow for quick responses when things don’t go as planned. For instance, we observed a level of ingenuity, such as the few places where election results sheets where not missing, fake result sheets were made available. This shows the creativity some electoral officials displayed. This also creates a medley of problems, which makes election reportage of actual events overwhelming and implausible.

     

    4. Use Violence where necessary

    The use of violence in one area can have a ripple effect that will reverberate across the entireState, thanks to the use of mobile phones and social media. This is great as one does not have to use a huge amount of force as seen in prior elections but just enough to remind people of how being democratic can land you in the gutter with dismembered body parts. In this election we saw a more organized approach using white buses with decent looking thugs who came to cart awayballot boxes. They shot in the air using guns several times to disperse the crowd of eager citizens willing to vote. Unfortunately the violence did result in a few people being killed but it is important to note it appeared it was used more as a deterrent than a direct use of force against the Akwa Ibom people.  In a country ridden with insecurity from a terrorist group in the North, 8 people getting killed and over 30 cases of severely injured people will definitely not get any media attention.

     

    5. Control The Media

    To achieve absolute success you cannot afford for the media to be let loose in the State, they tend to have a mind of their own, desirous of reporting real happenings in real time. Ensure this freelance approach to the media is not condoned. They must be told to stay away and for those in the State they must be controlled. In a case where the brown appreciative envelope does not suffice, you have touse coercion by threatening to burn down their houses with their family in it. Of course, that should temper down any bright ideas on election reportage and ensure they are where the main actors of the State are to cover a seamless process of accreditation and voting in the 30% of the State that seemed to vote. This will of course be a stark difference from what International observers and some local observers will report but fortunately no one has a wide reach like the local media.  Those observer reports are really just for those academics that aspire to be a resource for election monitoring in developing countries.

     

    6. Compromise Some Observers

    Again maintaining balance is key. It would be a shame to have such a flawless plan of robbing people of their right to vote by leaving observers to wander around freely reporting a very different reality you have worked so hard to create. In this case, invite them to your house for lunch, welcome them very warmly to the State House and ensure you have discussions of how greatly you have performed and how ecstatic the Akwa Ibom people are to vote 100% for continuity. Do let them know that you are a product of democracy and you will continue to ensure these dividends flow even after you’re gone as Governor. Again thank them for their good works and don’t forget the brown appreciative envelope, this time dollars must be the currency usedas some observers are sophisticated. This ensures they have a great time in Akwa Ibom and for some male observers they can now afford to experience the ‘ladies of the night’ in their hotel rooms as they return with a fist of full of dollars. As they report, you’ll be pleased to see them use the buzzwords such as ‘peaceful’ and ‘perfect’ to describe the successful election.

     

    7. Strategic Use of Security Forces

    Ensure you have heavy security presence in your opponents strong areas. As much as 22 policemen were present in one polling unit in EniongOffot and none were present in other “less” threatening areas where violence erupted. This anomaly will secure the plan inareas easily controlled. While on the other hand, keep any opposition and their thugs from running amuck as they witness their grand plans to vote or cause their own brand of trouble thwarted before their very eyes. Also you’ll need to ensure the security forces across all levels are on your side. This is for post-election purposes when annoying citizens who actually get upset about their inability to vote, gather to peacefully protest the announced results. You must ensure that none of such revolutionaryactivities are tolerated. For the few bold citizens that are undeterred by the violence they heard or witnessed during the election process you must make sure as soon they gather, you disperse them. Release fire trucks, helicopter and army tankers to display an unrelenting show of force for those who will try to prove a point about their right to vote.

     

    8. Compromise Heads of Security Forces– Again, it is not enough to use the top down approach only with the electoral staff, it must be used for the security forces as well in combination with the bottom-up approach. Remember it is the combination of both that delivers effective results. You must positively influence the commissioner of police so that every time he gets on the news to discuss the elections he uses buzz words such as  ‘peaceful’ and ‘perfect’ to describe the elections. When asked how about the pockets of violence being reported, he’ll react in a super confident way to play down such reports and make lackluster statements such as ‘there’s no violence but I’ll look into it’. He’ll stick to the narrative of perfect elections like white on rice. This will null informal news from miscreants on social media as the main security agent has spoken and his word is bond.

     

    9. Announce Results as fast as you can

    In this case; you have to seek balance again because it’s a bit tricky. You can’t afford to announce too early, as it will cause eyebrows to be raised so make sure you are not the first or second State to announce results but ensure you are top seven. At least a good 12 hours after elections is usually a good time to announce the pre-written results. Since you have achieved rule number one by stopping 70% of the citizens from voting, you can skip the arduous task of actually collating results from Ward level to LGA level to State level. There is no need for the manual labour of counting and deciding how many votes will be rendered invalid to guarantee the pre-determined winner. The pre-generated computer results is what you’ll have the REC write on the result sheet to be announced by the Returning Officer usually a Professor assigned from INEC who also plays his role of announcing results ‘as is’ without any questions.

     

    10. Media Appearances

    It is important to select key State actors from Government House, House of Assembly, former and current National Assembly Members and NGO organizations (heavily linked to these State actors)as media emissaries. You’ll need to ensure all media emissaries sing the same song of how the State has always voted one way and will always vote that way forever and ever. You also need to make sure all emissaries use the same buzzwords ‘peaceful’ and ‘perfect’ election. They cannot deviate from the script or attempt to sound realistic by admitting to any reports of slight violence or election fraud. They must not generalize or relate to the fact that Nigerian elections are far from perfect. They must keep their realism to themselves. Finally, these media emissaries need to dismiss anycounter narrative from the public as the agents of the opposition parties. It is befitting to label the opposition parties as sore losers who failed miserably in their collective bid to even garner 10% of the votes in the State. Remember to thank the Akwa Ibom people for their steadfastness in delivering incredible election results giving the winner a landslide victory that is enviable by national and global standards. When pictures of protest emerge, tell the audience that those images are imaginary and the real march was a victory march around the State celebrating this glorious win.

    The above steps are how to win an election Akwa-Ibom Style, real democracy from the great doctrine of Akpabiosm. Hope this serves as a useful guide in winning elections and nation building.

  • INEC got N3b to rig, say candidates

    Two House of Assembly candidates on the platform of the Progressives Peoples Alliance (PPA) have accused the Independent National Electoral Commission (INEC) in Abia State of receiving N3 billion to rig Saturday’s  elections in favour of the Peoples Democratic Party (PDP).

    The candidates, Chidi Ufomadu, who is vying for the Umuahia Central seat and Obioma Oburuoga, for Umuahia North seat alleged that the money was given before the arrival of the Resident Electoral Commissioner (REC), Prof. Selina Oko.

    Addressing reporters in Umuahia, Oburuoga alleged that the money INEC officials received from the government made them to rig the March 28 elections in favour of the PDP.

    He said the rigging started with INEC officials hiding the original result sheets, which where customised, while they brought out fake ones.

    Oburuoga urged security agencies to ensure that parties abide by the peace accord.

    “They should provide a level-playing field for candidates during the election.”

    He advised the REC to call the workers, including ad hoc officials, to order.

    The All Progressives Congress (APC) in Ondo State yesterday alerted to plans by the Peoples Democratic Party (PDP) to manipulate Saturday’s election.

    At a briefing in Akure, the state capital, yesterday, the APC Chairman, Isaac Kekemeke, said: “It has come to our notice that a planned and well-coordinated effort is about to be activated to manipulate and rig the March 28 Presidential and National Assembly elections in Ondo State.

    “The PDP is the architect and mastermind of this plan and the purpose is to contrive victory for its candidates.

    “This alleged plan by the desperate powers in government is to involve some unscrupulous workers of the Independent National Electoral Commission (INEC) and the bad eggs of Army formations in Akure and Okitipupa, the Navy command in Igbokoda, the police and other security agencies in the state. Hired militants and sponsored thugs are also substantial parts of the plot.

    “We are bringing this to the notice of these organisations as well as residents because we were witnesses to the shameful acts of sabotage, dishonour and corruption, which pervaded the April 2011 and October 20, 2012, elections in Ondo in which over 150,000 illegal names were injected into the voter register.

    “There will be last minute arrest of prominent APC and non-partisan popular grassroots community leaders across the 18 local governments on trump-up charges. A dress rehearsal of this had been operated in Ofosu,Igbindo, Asantan  and parts of Owo Local Government.

    “During voting, they plan to create crisis and violence in the deep waterside villages of Ilaje and Apoiland as well as other rural areas of Odigbo, Ondo East, Ondo West, Idanre, Ifedore, Owo, Akoko Northwest and Irele.

    “They are delaying transportation of results materials from the hinterland to local government collation centres till nightfall to create a fertile ground for violence and manipulation.

    “They will use hired thugs and armed militants in military and police uniforms to hijack materials at key waterside villages in Arogbo, Sabomi, Igbotu, Kiribo, Ugbo and Mahin.

    “We wish to put INEC, police, Army Navy and the DSS on notice that all eyes are on them.”

  • How to rig elections

    SIR: As Nigerians go to the polls, it is pertinent for us to probe deeply into the election process, its strengths and weaknesses. As an active participant in previous elections, it is duty for me to ask the right questions, so as to prevent mistakes of the past.

    Election rigging has been a tradition in our elections, from the First Republic till date. It is a refuge for politicians and has acquired its own vocabulary and different procedures, from ballot box stuffing, ballot box snatching, and industrial thumb printing with the aid of palm kernels, result sheet manipulation and others. But the introduction of technology by INEC has put paid to this era of election fraud but our bosses need results and we have to apply the hallowed maxim of “Cunning man Die, Cunning Man Bury am” – the former “Cunning man” being INEC and the later us.

    With the introduction of Permanent Voters Card and card readers, it would seem our rigging days are over, but closer examination would show that we have also advanced in technological rigging. Inside the Voter Database are many multiple voters. My polling unit alone has at least four people with double registration and thus double PVCs which have been collected. Other nearby Polling Units also have same predicaments, which casts doubts on the screening system of INEC. This also means our double registrants are already recognized by the card reader so when others are shouting “one man, one vote” our people would be whispering ”one man, two votes” one woman, three votes”.

    Our newest scheme is voter suppression, learned from USA and perfected by us. This involves hoarding or misplacement, misdirection of Voter Cards; 600,000 PVC belonging to Cross River found  in Kebbi; 600,000 PVC belonging to no one found in Ogun. A more effective option is to compromise INEC ad hoc staff to deny PVC to people with questionable political leanings.

    Election Day manipulations would be the icing on the cake. INEC’s directive on voter accreditation provides us a means of using bought PVC as the Senior Polling Officer has some discretion in overruling rejection by the Card reader. As for plans for the card reader, we know they operate via satellite or telecoms signals, such signals can become “Erratic” due to technical issues. For the result collation centres, what happens if in a polling unit of 600 voters, the card transmits 250 actual voters but the result show 500 votes? Would the results be cancelled or would percentages be used to determine the results? Can the ballot papers of accredited voters be identified? Probably not, so INEC might have to cancel some real votes and validate some of our votes. If INEC decides to cancel results from such polling units, what would be the reaction and we know INEC would want to release the results within a specific time frame.

    We hope all these issues would be resolved. We hope that such expectations are not misplaced.

    Minister: Jonathan has no plan to rig polls

    National Planning Minister Dr. Abubakar Sulaiman has said the President Goodluck Jonathan administration is doing everything possible to ensure free and fair general elections.

    The administration, Sulaiman said, had no plan to rig the elections.

    The minister, who spoke at a reception organised in his honour by the Faculty of Social Sciences, University of Abuja, described Jonathan as a leader with “a large heart”.

    Sulaiman, who was a lecturer in the institution before his appointment as minister, said: “This administration is working and the evidence is there. I will continue to do more for the university and I can do better. If you truly like me, vote to return Goodluck Jonathan.

    “One thing we should all know is that Jonathan does not have plans to rig himself back. If he had or has that plan, he would not have appointed Jega (INEC), an activist as the INEC Chairman. Even on my appointment, Mr. President demonstrated a large heart.

    “I was an active unionist during my days as a university lecturer. I led a protest against the then sitting vice chancellor, which we carried up to the government level. Yet, Mr. President decided, devoid of any sentiment, to appoint me a minister. It takes one with a large heart to do that.”

    He told the gathering that under Jonathan, 14 Federal universities were built across the geo-political zones, adding that it was a great height achieved in the country’s educational development.

    The university’s Vice Chancellor, Prof. Mike Adikwu, hailed Sulaiman for putting the university first in the course of discharging his duties as a minister.

    He said: “Dr. Sulaiman has lived up to his billings as an academic in the Federal Executive Council and has also made the university proud as his constituency”
