  • INEC confirms widespread disruption of Rivers polls

    ….Suspends electoral activities until further notice

    The Independent National Electoral Commission (INEC) has confirmed widespread disruption of polls in Rivers state.

    The commission also raised alarm over the safety of its staff, which according to Festus Okoye appears to be in jeopardy.

    Consequently, the commission suspended all electoral processes in the state until further notice.

    Okoye who announced the suspension of electoral activities in a statement made available to Journalists also noted that the Commission is concerned about the credibility of the process.

    The statement reads: “Based on reports from our officials in the field, the Independent National Electoral Commission (INEC) has determined that there has been widespread disruption of elections conducted on the 9″I day of March 2019 in Rivers State.

    “These initial reports suggest that violence occurred in a substantial number of polling units and collation centres, staff have been taken hostage and materials including result sheets have either been seized or destroyed by unauthorized persons.

    ” In addition, safety of our staff appears to be in jeopardy all over the state and the Commission is concerned about the credibility of the process.

    “Consequently, at a meeting held today 10″1 March 2019, the Commission has decided to suspend all electoral processes in the State until further notice. This is in line with Section 26 of the Electoral Act, 2010 (as amended) and Clause 47(e) of the Regulations and Guidelines of the Commission.

    “The Commission has also established a Fact-Finding Committee to assess the situation and report back within 48 hours. We appeal to the people of Rivers State, particularly the voters, for their understanding as we look into the circumstances of these disruptions and what further action needs to be taken.

  • Rivers 2019: We are studying judgement, says APC

    … says Ayogu Eze remains Enugu party’s governorship candidate

    The All Progressives Congress (APC) has said it was studying the Friday judgement of the Supreme Court as it concerned its participation in the 2019 Rivers governorship election.

    The party also said Senator Ayogu Eze remain its governorship candidate in Enugu state as the man the court ask INEC to recognise was not known to the party and never participated in the primaries conducted by the party.

    This was made known in a statement on Friday by the National Publicity Secretary, Mallam Lanre Issa-Onilu, that the only option left for the party was to review the judgement and see what other legal means is left.

    He said, “Our legal department is looking into the judgement of the Supreme Court. It is not the kind of judgement we looked forward to base on the facts that we are aware of. The only option before us now is to review this judgement and see what other means that is legal.

    “We think we deserve to field candidates in Rivers state. We know we did the right thing. We had our primaries even though there are issues around it. I don’t know why it appears the APC is the only party that is being subjected to this kind of scrutiny from the electoral body”.

    “It is the same APC that PDP has continued to raise flags as being the party that wants to rig election and is supposed to be working in cahoots with INEC. If this is the way to work in cahoots with INEC, we need to ask further questions. We know what we did in Rivers compared to what PDP did in many of the thirty-six states”.

    “PDP shouldn’t field candidates in many states if the same parameters applied by the electoral body are applied to the PDP. Our legal department will review the outcome of this as unpalatable as it is and we will be able to say categorically the next step we might be taking and come out with it in due course”.

    On the judgement disqualifying Senator Ayogu Eze as the party candidate in Enugu state, Onilu said the party stand by Senator Ayogu Eze, stating that he remains the governorship candidate in Enugu state

    He said “We would say that we have acknowledged the judgement of the court but we do know the party followed the procedure and the processes that led to the emergence of Senator Ayogu Eze is what this party believes in. We believe that the Appeal Court will do the right thing and upturning it”.

    “Senator Ayogu Eze remains in the eyes of the party, the governorship candidate for Enugu state. The person that has been so declared by a court is unknown to this party because he did not even participate in the primaries that we organised. So there is no way he could have emerged as our candidate.

    “Again, as I speak to you we have appealed the judgement and secured a stay of execution. So even legally as at today, Senator Ayogu Eze is the candidate of APC in Enugu state. We are very confident he is going to deliver.”

  • Rivers 2019: Group insists on power rotation

    •Kicks against zoning to Kalabari

    Some politicians in Rivers State have appealed to political parties to allow the riverine people of the Rivers Southeast Senatorial District to produce the next governor.

    The politicians, who are members of the All Progressives Congress (APC), spoke under the aegis of the Rivers Upland Patriotic Assembly (RUPA).

    In a statement yesterday by its President and Secretary, Christian Gaimi and Obinna Allison respecrtively, the group said the power shift deal was reached by the party prior to the last general elections and that the deal still stands.

    The statement said the agitation for a Kalabari governor next year makes no sense, because it negates the provision of the agreement and constitutes an injustice to the riverine people who are yet to govern the state.

    They called on the leadership of the APC, especially the Minister of Transportation, Chibuike Amaechi, to keep to the agreement by ensuring that the party’s governorship ticket was given to a riverine person for fairness, justice equity.

    The statement reads: “RUPA is a socio-political group.  We want to use this medium to state that we maintain our stand and  total support for the call for power rotation from Upland to Riverine by our dear party.

    “This position follows the agreement we reached before the 2015 general elections, captured in a communique we signed and issued on December 3, 2014 and published in the Nigerian Tide newspaper.

    “We are appealing to the Minister of Transportation, Chibuike Amaechi, to ignore other agitations from any other part of the state and maintain the existing agreement to give the APC ticket to a member from the Rivers Southeast zone.

    “It will amount to sheer hypocrisy if the senatorial district that is yet to produce governor is ignored again.” for others, that will certainly make mockery of the 2014 agreement of the party.” they stated.

    Corroborating the Gaimi, Alison call on those agitating for a Kalabari Governor next year to have a rethink and support any riverine candidate from the Rivers South-East senatorial District for the party’s governorship ticket and also work in support to ensure the APC wins the seat in the elections.

     

    The group however noted that every qualified member of the party has the right to for contest seat,  irrespective of his,  her ethnicity but prayed for understanding from all stakeholders and consider the need to give the riverine  people of the “Rivers South-East” opportunity to govern the state for  lasting peace and unity in the state.

  • Rivers 2019: Reconcile Amaechi, Abe Ogoni apex body begs Buhari

    PRESIDENT Muhammadu Buhari has been urged by the apex socio-cultural and political organisation of the Ogoni ethnic group, KAGOTE, to intervene in the feud between the Transportation Minister, Rotimi Amaechi, and the lawmaker representing Rivers Southeast Senatorial District, Senator Magnus Abe, ahead of 2019 elections.

    President of KAGOTE, Peter Medee, of the University of Port Harcourt (UNIPORT), disclosed in an exclusive interview yesterday in Port Harcourt, Rivers State, that besides seeking President Buhari’s intervention, letters were also sent to Amaechi and Rivers governor, Nyesom Wike. Wike allegedly granted the request for a courtesy visit, and approved the upgrade of state-owned Ken Saro-Wiwa Polytechnic, Bori-Ogoni, to the University of Environment. Medee disclosed that KAGOTE’s request to pay Buhari a courtesy visit has been delivered in Abuja by a prominent Ogoni leader, although no date has been fixed for the visit.

    The group, however, wishes to meet President Buhari before the governorship primaries of the All Progressives Congress (APC), to ensure peace in Rivers State and put an end to the face-off between Amaechi and Abe. The group’s acronym, KAGOTE, derives from the four Local Government Areas (LGA) in Ogoni: Khana, Gokana, Tai and Eleme; KAGOTE was founded in 1947 when Ogoni’s separate administrative division was created from Opobo. It gave birth in 1990, to the umbrella organisation of Ogoni people, the Movement for the Survival of the Ogoni People (MOSOP), which was formed to carry out the objectives in the Ogoni Bill of Rights (OBR), adopted on August 26, 1990 by Ogoni people at Bori, the traditional headquarters of Ogoniland.

    The transportation minister, Amaechi, who hails from Ubima in Ikwerre LGA of Rivers state, is a former governor of the state (2007-2015) and an ex- Speaker of the Rivers House of Assembly (1999-2007), while Abe, a former Secretary to the Rivers State Government (SSG), when Amaechi was governor, is an indigene of Bera-Ogoni in Gokana LGA. Wike, a former Minister of State for Education and ex-Chief of Staff to Amaechi, hails from Rumueprikom- Port Harcourt in Obio/Akpor LGA of the state and he is seeking reelection in 2019 on the platform of the Peoples Democratic Party (PDP). Abe, a governorship aspirant of the APC in 2015, wishes to take over from Wike on May 29 next year, on APC’s platform.

    Amaechi is pushing for a riverine person as the governorship candidate of the APC in 2019, since upland persons had been governor since 1999 (Dr. Peter Odili, Sir Celestine Omehia, Amaechi and Wike), while Ogoni leaders are insisting that since the creation of Rivers state on May 27, 1967, no Ogoni person has become governor, deputy governor, speaker of the House of Assembly or chief judge of the state. According to them, this injustice and marginalisation of the area rich in crude oil and gas must now be addressed.

    The group’s letter to President Buhari, dated November 10, 2017, stated: “The Executive Committee and General Congress of KAGOTE at their meeting held on Sunday, November 5, 2017, at Wiiyakara-Ogoni, Khana LGA of Rivers State, resolved to seek audience at a date and time convenient to your Excellency. “KAGOTE is a platform that champions the peace, unity, interest, progress and development of Ogoni people at home and in the Diaspora.

    “This request for audience is predicated on our desire to thank you for the laudable projects done in Ogoniland, including the implementation of the report of the United Nations Environment Programme (UNEP) and the Bodo- Bonny Road, as well as the section of the East-West Road, from Onne Junction to Port Harcourt in Ogoni Kingdom.” The letter was signed for KAGOTE Ogoni Worldwide by Medee; the President of the Supreme Council of Ogoni Traditional Rulers, His Majesty, King Godwin Gininwa; KAGOTE’s First Vice President, King Emere Godwin Bebe-Okpabi; Second Vice President, Chief Barikunra Kabaari; and the Third Vice President, Chief Mike Nwielaghi; who are still awaiting approval for the special visit.

    The group’s letter to Amaechi was delivered by courier (DHL) and dated November 6, 2017. It stated that the meeting with the transportation minister would be at a place, date and time convenient to him. The request to see Amaechi, a former Chairman of the Nigeria Governors’ Forum (NGF) was predicated on seeking ways and means to better the lots of Ogoni people and advance their continuous support base for Amaechi. “Your Excellency would recall that this is the group (KAGOTE) that was at the forefront of galvanising support for your successful tenure as Executive Governor of Rivers State in the recent past and KAGOTE members are still in full support of your political prospects.

    “We count on this longstanding relationship with our people to seek your kind consideration of this visit of our delegation,” said the group. The organisation enjoyed a very successful visit to Wike at the Government House in Port Harcourt as the governor acceded to all its demands. Medee, in the address he presented to the Rivers governor on behalf of KAGOTE during the courtesy visit, stated in “clear and unmistakable terms” that the organisation, though sociopolitical, is non-partisan, comprising members from all the political parties, describing himself (Medee) as a founding member of the APC.

    Some of KAGOTE’s leaders who joined Medee to pay Wike the courtesy visit, included the immediate past Vice-Chancellor of the Rivers State University (RSU), formerly Rivers State University of Science and Technology (RSUST), Port Harcourt, Prof. Barineme Fakae; a former Rivers Attorney- General and Commissioner for Justice, Chief Barinua Moses Wifa, SAN; King Emere Godwin Bebe- Okpabi; Hon. D. K. Badom; Hon. L.G.A. Korsi; Hon Friday Nke-eh and Mike Baah. In his address to Governor Wike, Medee urged him to consider the following passionate requests of Ogoni people: conversion of Ken Saro-Wiwa Polytechnic into a full-fledged University of Environment, considering the environmental degradation suffered by Ogoni people and the need to address it urgently. He also pleaded with Wike to “Assist the committee already set up by KAGOTE to facilitate the return and resettlement of over eight hundred Ogoni refugees still stranded and facing hardship in Benin Republic. “Your Excellency should prevail on the Federal Government of Nigeria to rescind its decision to establish a federal prison and cemetery in Ogoniland.

    Rather, we request an industrial park for the employment of the youths,” he said. Medee also called on the Rivers governor to upgrade the pioneer Government Secondary School, Kpite- Ogoni, Tai LGA to a fullfledged boarding school, while adding that the courtesy visit was not to endorse Wike for second term. The Rivers governor, in his response, agreed to the upgrade of Ken Saro-Wiwa Polytechnic to University of Environment, with a committee immediately put in place on the matter.

    He also assured that the construction of Bori-Kono axis of the Saakpenwa-Bori- Kono Road would be expedited, and promised that all Ogoni people stranded and suffering in Benin Republic will be returned and resettled in the state. Kenneth Kobani, an Ogoni and SSG to the state government, was asked to liaise with KAGOTE’s committee and see to the implementation of the group’s demands. Addressing KAGOTE’s complaint that the Ogoni are yet to occupy some of the highest offices in the state, Wike stated that Ogoni people must unite and struggle for power, stressing that power cannot be given on a platter of gold, but contested. Wike also assured that he would build a health facility in Tai LGA, the only council in the state that is yet to receive the attention of his administration.

    Amaechi, Abe battle over Rivers 2019 governorship

    A battle is looming between two former close allies and friends, the Minister of Transport and the immediate past Rivers State Governor, Rotimi Amaechi, and Senator Magnus Abe, who represents Rivers Southeast District at the National Assembly. They are set to clash over the 2019 governorship race. Port Harcourt Bureau Chief BISI OLANIYI examines the intrigues and power play that led to their parting of ways.

    THE Minister of Transportation and the immediate past Rivers State Governor, Rotimi Amaechi, and Senator Magnus Abe who represents Rivers Southeast Senatorial District at the National Assembly, were bosom friends and close political associates who have worked together. Abe himself once admitted that he has benefitted immensely from Amaechi’s political benevolence. The indigene of Bera-Ogoni, in Gokana Local Government Area, was the Secretary to the Government (SSG) in Amaechi’s administration, between 2007 and 2011. Thereafter, he was given the ruling party’s ticket under the same administration to proceed to the Senate in 2011.

    But, the two of them are now on collision course over the 2019 governorship battle in the state. Before the last general elections in 2015, leaders of the All Progressives Congress (APC) in Rivers State zoned the governorship to Rivers Southeast senatorial district. The other zones, Rivers East and West senatorial districts, have produced governors; either in the new Rivers State or the old Rivers State, before Bayelsa State was created by the administration of the late Gen. Sani Abacha on October 1, 1996.

    Rivers Southeast senatorial district has never produced a governor since the creation of the state on May 27, 1967, so the APC’s zoning arrangement was hailed as a move to ensure equity, justice and fairness in the multi-ethnic state. Apart from senatorial zones, there is also the upland and riverine dichotomy in Rivers State. The upland part has been producing governors since 1999, but the riverine part, which also includes Rivers Southeast incidentally, has never produced a governor. That was why Amaechi who is the leader of the APC in the state pushed for a riverine person to succeed him in 2015.

    This led to the emergence of Dr. Dakuku Peterside, a former member of the House of Representatives who hails from coastal town of Opobo, as the governorship candidate. But, he was defeated in the controversial election by Governor Nyesom Wike of the Peoples Democratic Party (PDP).

    Abe who was a governorship aspirant on the platform of the APC in 2015 is now insisting that the zoning arrangement should subsist in 2019, so he can realise his ambition of governing the state. But this development does not go well with Amaechi, who recently accused Abe of betraying him, by fraternising with Governor Wike. The minister also accused his former associate of equally fraternizing with the Senate President, Dr. Bukola Saraki, another arch enemy of the APC chieftain. He concluded by saying that Abe could not be trusted with governorship power.

    The senator believes he deserves the governorship ticket, because he assisted the minister when he was in dire need of help, when he was fighting to recover his mandate after the 2007 election. The battle for the APC governorship ticket between the feuding chieftains, who almost share the same birthday — Abe was born on May 24, 1965, while Amaechi born on May 27, 1965 – is likely to fester as 2019 approaches.

    An ally of Abe, who pleaded for anonymity, stated that when the senator was the Minority Leader of the Rivers House of Assembly between 1999 and 2003, then as a member of the defunct All People’s Party (APP), which later became the now defunct All Nigeria People’s Party (ANPP), with Amaechi as the Speaker for eight years (1999 to 2007), that Abe greatly assisted and supported Amaechi for peace and stability in the House, especially between 1999 and 2003.

    The source noted that when Abe later defected to the PDP and he was made Rivers Commissioner for Information by the then Governor Peter Odili, that Abe and Amaechi closely worked together. He added that the senator was one of Amaechi’s backers when he was fighting to recover his mandate. Amaechi later triumphed and was inaugurated as governor on October 26, 2007, following the landmark judgment of the Supreme Court the previous day, which sacked Sir Celestine Omehia as governor.

    Shortly after Amaechi became governor, he made Abe the SSG and Wike, a former Chairman of Obio/Akpor Local Government, emerged the Chief of Staff. The then governor later recommended Wike for ministerial appointment in the administration of former President Goodluck Jonathan.

    Some months ago, the transportation minister held meetings with APC stakeholders at the residence of Chief Nnamdi Wokekoro at No. 13, Woluchor Street, Rumukalagbor, Port Harcourt and the house of a former Chairman of Etche Local Government, Reginand Ukwuoma, a lawyer, at Tombia Extension, Port Harcourt. At that meeting, most loyalists of Abe were removed as leaders of the APC at the local government level; a decision Amaechi described as a move to strengthen and reposition the party ahead of the 2019 general elections.

    In an earlier meeting in Port Harcourt with party stakeholders, the minister had urged aspirants for elective positions in 2019 to hold on and to avoid overheating the polity. But, thousands of party chieftains from the 23 local councils loyal to Abe recently called on the senator to declare his ambition for the governorship ticket on the party’s platform. They declared that political parties exist primarily to win elections, and not to pander to the whims and caprices of individuals and that each person was free to make his/her political choices without fear.

    The APC stakeholders loyal to Abe met for over two hours at Tana Event Centre, King Perekule Street, Government Reservation Area (GRA), Phase 2, Port Harcourt and later issued a six-point communique. The communique was read to reporters and APC stakeholders by a former Rivers Attorney-General and Commissioner for Justice, Worgu Boms.

    APC stakeholders who attended meeting include: Senator Wilson Ake, who until 2015 represented Rivers West senatorial district; ex-Chief of Staff, Government House, Port Harcourt, Chief Tony Okocha; and a former Mayor (Chairman) of Port Harcourt, Chimbiko Akarolo.

    Indications are that Amaechi is going to give the APC governorship ticket to the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, once again. An oil magnate, Chief Dumo Lulu-Briggs, who had shown interest in the 2019 governorship race, is believed to be heading for the Senate, to represent Rivers West district. Lulu-Briggs recently defected to the APC from the PDP.

    Wike, a former Minister of State for Education, is, however, determined to be a vice-presidential candidate to a presidential candidate from the North, while grooming an ex-Deputy Speaker of the House of Representatives, Chief Austin Opara, also an Ikwerre as the current Rivers governor, to succeed him in 2019.

    Stakeholders had deliberated on the state of the party in Rivers State ahead of the 2019 general elections. The stakeholders said: “Without equivocation and with the power and support of both the APC’s constitution and the Nigerian constitution, the meeting stated that Senator Magnus Ngei Abe’s eminent qualification to aspire to the office of governor of Rivers State, under our party, could not be questioned.

    “Accordingly, the meeting called on him (Senator Abe) to present himself for the 2019 governorship, under our great party, the APC, as he clearly has the support and approval of a vast majority of our party faithful.”

    The stakeholders also expressed gratitude to members who were genuinely dismayed and broken-hearted and fiercely discriminated against in the party, on account of their political orientation and the style of leadership, which they alleged had been instilling fear and threats for associating with Abe, especially for not leaving the party, but continued to stay on and contribute meaningfully for the advancement of the APC.

    They said: “The meeting drew attention to the deep and strong division in the party, which division, if not checked and resolved, will bode ill for the party’s electoral outing. The meeting strongly urged the State Working Committee (SWC) to strive for independence, impartiality and inclusiveness, if the party must come out of the present low morale of members.

    “The meeting affirmed the right of all party members to have ambition within the party, openly express it, canvass, lobby and rally support for its actualisation, without fear and within the laws and constitution of the party. The meeting insisted that it was only thereby that the party would be built, rather than through the handpicking of candidates, as was done in the past, in line with the change agenda of our great party.”

    Abe was, however, urged by members of the Forum of APC Chairmen in the 23 local councils to call his supporters to order. The council chairmen also pledged their unflinching and unalloyed loyalty to the party, under the chairmanship of Chief Davies Ikanya, and the leadership of the Minister of Transportation.

    Members of the forum, which has as Chairman, Gift Loveday, who chairs the party in Abua/Odual Local Government, had at a press conference in Port Harcourt accused Abe’s supporters of displaying uncontrollable impudence, insult and outright disobedience to the party’s constituted authority.

    The forum said it was not in doubt that the APC would reward all faithful members. The chairmen admonished the leadership of the party not to hesitate to take firm disciplinary measures against all errant members, irrespective of the status of anyone or group involved.

    In an interactive session with reporters, Rivers APC chairman, Ikanya, also urged members of the party to imbibe team spirit and respect the party’s leadership, as it works toward victory in 2019. He assured them of fairness in handling individual and collective interests, as they concerned the growth of the APC. He also urged members, especially at the unit and ward levels, to channel ideas that would help to strengthen participation and boost the party’s relevance at the grassroots.

    Ikanya also urged APC members to take advantage of the commitments of the members of the National Working Committee (NWC) to strengthen the party.

    At a stakeholders meeting in Bori, Khana Local Government, Ogoni leaders called on Abe to vie for Rivers governorship in 2019 on the platform of the APC. In a communiqué, APC leaders from the council said: “As partners, populous in electoral capacity, but absent in representative leadership, we are pleading with all our neighbours in Rivers State to join us collectively as we ask that an Ogoni son to be considered for governorship of Rivers State in 2019.

    Since the creation of Rivers State on May 27, 1967, Ogoni people have not held offices as chief judge, speaker, deputy governor, and governor. The Ogoni is one of the most populated ethnic groups in the Rivers Southeast senatorial district. We resolved that an Ogoni son should be given the opportunity for governorship of Rivers State on APC platform in 2019. Senator Magnus Abe, an Ogoni son, from Bera in Gokana Local Government, should present himself in this capacity.

    “APC leaders from Khana appreciated the fact that there are numerous Ogoni sons and daughters, who are eminently qualified, but the political investments of Senator Magnus Abe communicated a competitive edge that makes his marketability more appealing. The Khana meeting strongly urged the State Working Committee (SWC) of the APC to strive for independence, impartiality and inclusiveness, if the party must come out of the present low morale of members.”

    APC leaders Abe had the support and approval of the vast majority of the Khana people.
