Vice President, Yemi Osinbajo, is set for an interactive visit to oil communities in the Niger Delta starting tomorrow.
His first port of call is Delta State to be followed by visits to Bayelsa and Rivers at later dates.
The Senior Special Assistant on Media and Publicity to the President, Garba Shehu, said yesterday that the VP’s planned trips are a testimony to the readiness and determination of the Buhari administration to comprehensively address the Niger Delta situation.
During the visits, according to Shehu, the Vice President will hold talks with leaders and representatives of the oil-producing communities.
He said: “The Buhari presidency is fully committed to having an effective dialogue and positive engagement that will end the crisis in the oil-producing areas, and believes that these visits would further boost the confidence necessary for the attainment of peace and prosperity in the areas and the Nigerian nation in general.”

15km East/West road excites Rivers communities
he chiefs, elders, women and youths of Eleme and Khana Local government areas in Rivers State came out en mass to celebrate the inauguration of the upgrading of the Port Harcourt Onne Junction Kilometer O-15 of East -West road.
The award of the road expansion and upgrading ceremony, which took place at Petroleum Mechanical Junction, open field Aleto Eleme was awarded to Reynolds Construction Company Nigeria Limited (RCC). It was flagged-off by the Honourable Minister of Niger Delta Affairs, Dr. Stephen Oru and his team in the Niger Delta Ministry.
The minister and his team also use the opportunity of their visit to the area to officially commissioned Gwara electrification project in Khana Local government which was executed by the Ministry.
At the flag -off of the road project, the Chairman, Rivers State Council of Traditional Rulers, His Royal Majesty King G. N Giniwa and His Royal Majesty, King Samuel Ejire of Eleme Kingdom lauded the Federal Government for awarding the road which they described as a nightmare.
They said the people of the area would be happy if the road is completed, recalling that it takes the road ushers and the people of the area hours to get to their various destinations. They also plead with the contractor RCC to consider the nature of terrain where many companies uses heavy trucks to transport their goods in the construction.
King G. N Giniwa said: ” I am very happy that Federal Government has come to rescue us from the terrible nightmare, we drive hours before we get to our destinations. But now that the road has been awarded I will advise that the contractor handling the project should be fast before the raining session. I and my subject have accepted the award of the contract to a reputable contractor like RCC; this construction company has been tested and known as the best construction firm considering the job they have delivered before now.”
At the palace of King Samuel Ejire , the Oneh-Eh Eleme X of Eleme Kingdom, where the minister and his entourage paid a courtesy visit, the Monarch while blessing their step to the palace, said the people of Eleme are hospitable and accommodating. He advised Dr Oru to ensure that the contract is being handled with all amount of seriousness as to relieve his subject from another pain of this year’s raining session.
The monarch said: “We are glad to have you in our kingdom, the chiefs and my subjects will not forget the respect you accorded to their king by stepping into the palace to greet the king. Many people have visited this kingdom but choose not to visit the palace. I want to inform you that this road has damaged to the level that as you go out there driving, people would be praying for you. I almost lost my life on the road, that is to tell you how bad the road is. I want to thank Mr. President through you for remembering the people of Eleme. Of course it is to be noted that the road you are about to put in a good shape lead to the First Lady, Dame Patience Jonathan’s home, and the President himself pass through the road when he wants to visit his In-laws, so it is very important that the road should be fixed.”
Dr. Oru thanked the Royal Majesty for accepting them in his palace, he said they decided to pay him a courtesy visit to brief him on the reason why they are in his kingdom. He told the monarch that the occasion is designed to flag-off the road section III.
During his speech at the flag-off, Dr. Oru said the East West road runs from Warri through Kaiama Port Harcourt, Eket to Oron with an extension to Calabar, adding that it is the major artery that support the economic activities associated with the oil and gas exploration and exploitation in the Niger Delta Region.
“This section of the East West road from port Harcourt to Onne junction, it carries the heaviest vehicular traffic on the East West road as it runs through the industrial hub of River state. The activities of Port Harcourt refineries (old and new) Eleme Petro chemical, NAFCON, Onne deep sea port etc are all dependent on this road. This section of the road has witnessed unprecedented rise in traffic volume and heavy axle loads as a result of daily increasing commercial activities. In order to cope with this rising vehicular traffic trend, the Federal government under the present administration awarded in November 2014 the contract for the upgrading of this 15km section of East West road.
“The works to be executed by the contract Messrs Reynolds Construction Company limited (RCC) include the following: (1) The Upgrading of the existing two lane dual carriageway to three lane dual carriageways from Eleme junction to Onne Port junction, with a total length of 15km. (2) Construction of 2NOs. interchange ,one each at Refinery junction and port junctions,(3) Construction of three traffic lanes ,10.95m wide divided carriageway, flanked by 2.75m outer and 1.5m inner shoulders; (4) construction of drainages and culverts (5) provision of asphaltic concrete pavement consisting of 250mm compacted thickness of soil cement stabilized sub base ,250mm to 500m compacted thickness crushed rock stone base material 120mm to180mm thickness of asphaltic binder course and 40mm thickness of wearing course amongst others; and (6) construction of deck-on-pile bridge between km 59 and km 61 on the new carriageway to provide ultimate solution to heavy soil subsidence frequently experienced in that section of the road.”The minister continued that the project which is awarded at the cost of N43,869,381,730:23 to messrs Reynolds Construction Company Limited (RCC) is expected to be completed within 18 months, noting that when this project is completed vehicular traffic congestion will be totally eliminated.
“It is my pleasure to inform this respectable gathering that my ministry is working hard to complete the section I-IV of the East West road from Warri to Oron. Meanwhile, we have achieved 87% overall completion of this road. I am happy to also inform you that the Federal government has graciously awarded the extension of East West road from Oron to Calabar (section V). The contractor handing it, is Chinese Civil Engineering Construction Company (CCECC) Nigeria Limited. We have every reason to thank God for the administration of President Goodluck Ebele Jonathan, son of the soil, for identifying with the need to resolved the Niger Delta question as a solution to the enthronement of peace in the area.”

Fears as pre-election violence stalks Rivers communities
Though the general elections are still about six weeks away, residents of Rivers State are already living in apprehension that the elections may be marred by violence.
Their fears, rather than abate with the signing of a peace pact by the three major political parties in the state, have continued to worsen, with pockets of politically-related violence spreading across the state on a daily basis.
Investigations by The Nation have revealed that, in the last one month, many innocent citizens of the state have either been sent to their early graves or are presently battling for their lives in hospitals as a result of injuries inflicted on them during campaign rallies.
The spate of violence across the state has not only heated the political climate in the state, but has also led to a doomsday prediction by political analysts. The All Progressives Congress (APC) has been the main butt of the pre-election attacks that have been stalking the state.
The Niger Delta Peace and Security Working Group (NDPSWG), a coalition of about 40 civil society organisations working in nine Niger Delta states, recently listed some suspected hotspots in Rivers State, putting security agencies on red alert. The areas listed include Okrika, Ogba/Egbema/Ndoni, Obio/Akpor, Kalabari and Ogoni.
According to NDPSWG, the prediction of violence during the election is predicated on the attitudes of some politicians, who it accused of putting personal ambitions above national interests.
The avalanche of attacks came to a head last Tuesday in Okrika when unknown gunmen opened fire at a crowded APC rally. The rally by the state governorship candidate of the APC, Dakuku Peterside, was disrupted by fire explosions, which led to the death of a policeman, and left several people, including journalists, injured.
Okrika is the hometown of the First Lady, Dame Patience Jonathan. It is also the home of an ex-militant warlord, Ateke Tom. The area has been one of the difficult terrains where Rivers APC has suffered so many attacks in the recent past.
On Monday, February 10, leaders of the APC in Okrika had received invitation to a security briefing with the state Commissioner of Police, CP Bature. Prior to the invitation, there were rumours around Okrika to the effect that Mrs. Jonathan had allegedly decreed that the APC must not be allowed to hold its rallies in the two Okrika-speaking local government areas of Okrika and Ogu/Bolo.
Prior to the latest spate of violence, a clash between supporters of the APC and the Peoples Democratic Party (PDP) in Obio/Akpor had left about 17 people injured after a serious exchange of gun fire.
The clash, which lasted for several hours, led to a temporary closure of the ever-busy Whimpy Road, Mile 4 in Obio/Akpor Local Government Area of the state, as by-standers and other motorists scampered for safety.
A chieftain of APC in the area, Godwin Chinwo, who claimed that some of his members were severely injured in the fracas, blamed members of the PDP, who he alleged invaded the venue of a meeting with the state governor, Rotimi Amaechi, who was visiting the area, for the violence.
He said: “The meeting was scheduled for members of Ikpoku family in Obio/Akpor Local Government of Rivers State. But it suddenly turned into a political supremacy battle between supporters of APC and PDP. The PDP supporters in the area are desperate. They have been destroying most of the banners of the APC.”
But a PDP chieftain, Clement Ndidi Onwabie, who suffered gunshot wounds during the fracas, alleged that APC was the cause. He said: “We were holding a family meeting when supporters of APC came in their numbers to stop us from holding the meeting. As we were dragging with each other, one of them fired a gun at the crowd, leading to stampede and confusion”.
On 29th of December 2014, riot broke out in the Ogoni area of the state. One of the protesters, simply identified as Naaooh, was shot and later rushed to Barithwaite Memorial Specialist Hospital (BMSH), where members of the Movement for the Survival of Ogoni People (MOSOP) kept watch to prevent any attack.
A week later, MOSOP started another protest on the streets of Port Harcourt. The protest, which was led by former Ogoni student union leader, Comrade Simeon Waayii, started as early as 7:30 am from Rumuokuta to Isaac Boro Park in Mile 1 axis of Port Harcourt. Waayii was arrested by the police and later released after some political leaders in the area intervened.
In the Ogu/Bolo Local Government Area of the state, the fear of political violence has become the beginning of wisdom for most politicians from the area.
On 21st of January 2014, several campaign billboards belonging to the APC were destroyed by suspected PDP thugs. Speaking later on the incident, the Caretaker Committee Chairman of the local government, Hon. Mina Tende, who went into hiding over the alleged plan to assassinate him, said he was being threatened by a chieftain of the PDP in the area.
Speaking with The Nation, Tende alleged that the factional Speaker of Rivers State House of Assembly, Hon Evans Bipi, a chieftain of People Democratic Party (PDP), was after his life. He alleged that Bipi had never hidden his desire to have him dead. He said the PDP leader had always said at both private and public fora that he would unleash his men on members of the opposition.
He said: “My life is under threat because I insisted that APC billboards should not be demolished by agents of the PDP in my area. Because I said there should be no interference in the activities of my great party the APC, they have listed me as one of those to be eliminated.”
However, when contacted, Hon. Evans Bipi accused the APC chieftain of blackmail. “I am surprised that the Caretaker Committee Chairman of
Ogu/Bolo Local Government Area could accuse me of planning to assassinate him. He is my friend, so why should I kill him? I know he is looking for cheap popularity to get Governor Amaechi’s attention.”In Ogba/Ebema/Ndoni Local Government Area, APC leaders are protesting what they described as unprovoked attacks on its members in the area. The APC chairman in the area, Hon. Felix Ejechi, said party offices, buses, houses and properties have been destroyed and vandalised by agents and forces of darkness, who he said are hiding under the umbrella of opposition in the state.
He said: “On the 6th and 7th of December 2013, the then local government headquarters office of our party, situated at No.188 Ahoada road, Omoku, was destroyed and our properties vandalised. One of our elders, late Chief Godspower Ahiaidu, was murdered in his house.
“On the 12th and 13th of April, 2014, there was another attack and destruction of our party office. The damaged and plundered office is still there for all to see. As law-abiding and peace-loving citizens of this great country, we decided to relocate the LGA headquarters office of the party to No.13 Ahoada Road. On the early hours of Wednesday, 28th January, 2015, the residence of APC ward 8 chairman in Ogbogu (Egi) in Ogba/Egbema/ Ndoni, was attacked by unknown gunmen. His daughter was hit by bullets and his property was destroyed.
“More recently, in the early hours of January 11, 2015, the Okrika LGA, APC party secretariat and the campaign office of the APC candidate, Dr. Dakuku Peterside, was attacked. Campaign billboards and posters were destroyed. The APC secretariat is located in Abam Ama, a community that shares borders with Oba ama, hometown of Nigeria’s First Lady, Patience Jonathan. This incident was reported to the Rivers State Police Command and the Police High Command in Abuja the same day. Till date, the police have done nothing.
“Again, on the early hours of Saturday January 24, 2015, some PDP members attacked the venue of the proposed APC governorship rally. They destroyed properties, burnt cars and attempted to prevent the rally from holding.”
Some All Progressive Congress (APC) chieftains in Rivers State have described the continued attacks on the party as a case of impunity and political bitterness. They described the arrest of some APC supporters in the state in connection with the destruction of PDP billboards as unjust and an act of desperation, adding that politicians in the state must play issue-based politics.
The Chairman, Caretaker Committee of Khana Local Government Council, an APC chieftain, Chief Gordon Tornwe, said PDP leaders’ desperation would not allow them to ask for those responsible for the destruction of APC billboards in the state.
It will be recalled that a few days after the signing of the peace accord, the gubernatorial candidate of the APC, Dr. Dakuku Peterside, expressed displeasure over the agreement. He said he had no confidence in the peace agreement entered into by governorship candidates of political parties in the state.
Dakuku described the agreement as a worthless exercise. He chronicled the series of attacks which his party and its members have suffered since the signing of the peace agreement, adding that the police had done nothing to stop the trend.
Dakuku said: “Last time we signed a peace accord, a week after we were supposed to go to rally, our secretariat was burnt. Several of our members sustained injury and were admitted in hospitals; we formally lodged a complaint to the police, but till today, nothing has been done.
“We went for a rally in Yege, GoKhana Local Government Area, but our people were chased away with guns and knives by some people. Nobody has heard anything about it till today.”
Speaking on the political violence and other issues, the Rivers State Police Command, in a statement, however, denied any involvement in the crises.
The Police statement read: “The Rivers State Police wishes to react to the statements credited to one Chief Tamuno William, a stalwart of All Progressives Congress (APC) in Okrika Local Government alleging that the command refused to investigate attacks on their party offices in Okrika and also failing to provide them with security for their planned rally in Okrika town.
“To put the records straight, the command will not fold its arms and allow the attacks on APC facilities in Okrika or any other political party’s facility to go into oblivion. Investigations on the cases are still in progress. They are assured that sooner than later, perpetrators of the attacks will be brought to book.
“On the later allegation, the command is surprised that it came immediately after the meeting with all political stakeholders from Okrika Local Government and Commissioner of Police that held in his office on Wednesday 11/02/2015, where deliberations mainly focused on the need to maintain peace, promote non-violenc
e politics and avoid unnecessary interference in the affairs of a political party by another. At no time did the command tell anybody that it would not guarantee security of a rally anywhere in the state. Instead, the command, along with other security agencies, are assessing situations in Okrika with a view to re-assuring the party of the required adequate security.“The command further restated its resolve to remain apolitical and provide adequate security for all political parties and ensure that the full wrath of the law is visited on any person(s) who dare and wish to test our capability.”
The Special Adviser on Media to the state PDP Chairman, Jerry Needam, also denied all the allegations levelled against the party. He said the PDP cannot be responsible for the attacks on APC supporters.
Needam posed: “How can anybody say that the PDP is responsible for the attacks on the APC? If you say that, so who is responsible for the attacks on PDP supporters?”.

Lawmaker convenes summit for Andoni-Opobo/Nkoro
The people of coastal Andoni and Opobo/Nkoro Local Government Areas have held a conference, seeking to find a solution to their enduring challenges.
The two councils, near Ogoniland lack basic amenities and infrastructure in spite of the presence of several multinational oil firms. They are yet to be linked to the national grid. They have no link road and no bank or financial institution. There is no Federal Government presence.
The national grid linkage project is currently being undertaken by Andoni Local Government Council, while the Unity Road from Ogoniland, to link communities in Andoni and Opobo/Nkoro Local Government Areas, started by the Peter Odili administration, is yet to be completed.
Touched by the plight of the people, the representative of Andoni-Opobo/Nkoro Federal Constituency in the House of Representatives, Dakuku Peterside, initiated a two-day economic summit.
The summit whose theme was “Shared Responsibility, Shared Prosperity,” took place at the Hotel Presidential, Port Harcourt, with eminent personalities and resource persons from across the globe in attendance.
Peterside, convener of the summit, expressed optimism that all the area’s development challenges would be addressed, through the efforts and collaboration of all the stakeholders, stating that the summit was the first of its kind by any federal constituency in Nigeria.
Peterside, who is also Rivers state’s immediate past Commissioner for Works, noted that the conference was to expose the potential of the two councils to the world, thereby encouraging investors to move to the area.
The summit was declared open by the state governor, Rotimi Amaechi, who was represented by his deputy, Tele Ikuru, an engineer, who hails from riverine Ikuru Town in Andoni Local Government Area. Also in attendance was Deputy Speaker of the House, Emeka Ihedioha, who chaired the event and the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Ernest Nwapa.
The Managing Director of the Niger Delta Development Commission (NDDC), Dr. Christian Oboh; a former Deputy Governor of Rivers state, Sir Gabriel Toby; the Amanyanabo of ancient Opobo kingdom, King Dandeson Jaja and the Chairman of Andoni-Opobo/Nkoro Economic Zone Development Foundation, Sir Emiyarei Ikuru, an engineer; commissioners and lawmakers, among other important dignitaries, were also in attendance.
Ihedioha stated that Amaechi was not only transforming Rivers, but projecting the state positively, but that there could be no worse economic sabotage than insecurity and that there would be no development without peace.
He also pointed out that the summit was a landmark and a step in the right direction.
He said: “Investors will move to Nigeria and our communities, when we have peace and security. We cannot develop without peace and security. Sabotage, unrest and breaking of crude oil or petroleum products pipelines should be discouraged. We should keep up with the prevailing peace and security in Andoni and Opobo/Nkoro LGAs.
“The National Assembly members attach so much importance to the development of the host communities in the Niger Delta. We will ensure that the host communities benefit from resources in their areas. The section on host communities in the Petroleum Industry Bill (PIB) will remain sacrosanct.
“The host communities are not being given the pride of place in Nigeria. It is a shame that Andoni-Opobo/Nkoro LGAs are yet to be connected to the national grid and without access roads. We will support every effort by law, to develop the area.
“Dakuku Peterside is one of our brightest in the House of Representatives. I commend him for the vision and foresight of the event. I am impressed that he could find time to put together the event and discuss the well-being and future of his people. The Speaker of the House of Representatives (Aminu Tambuwal) is also appreciative of Peterside’s efforts.
“Next year, the summit should hold in Andoni-Opobo/Nkoro Federal Constituency, in order to appreciate the swampy terrain and the difficulties being faced by the people. The summit is showcasing the potential of the Andoni-Opobo/Nkoro economic zone and a forum for cross-fertilisation of ideas, thereby eradicating poverty in the two LGAs.
Ihedioha added that Amaechi, who is the Chairman of the Nigerian Governors Forum (NGF), had been supportive in providing infrastructure across the 23 LGAs of Rivers state, especially the Unity Road, sandfilling in Andoni-Opobo/Nkoro councils, health centres and model primary and secondary schools, among other people-oriented projects.
Amaechi, while declaring the summit open, said the people outside were jealous of the initiative of the people of Andoni-Opobo/Nkoro through the summit, especially for being able to organise themselves well, declaring that Peterside was ensuring quality representation.
The Rivers governor stated that the timely summit was well thought-out, stressing that infrastructure must be provided to attract investors, but pointed out that the people should not wait for the government to do all things for them.
Amaechi said for economic prosperity, the people must be united and focused, while calling on other elected representatives to borrow a leaf from Peterside and organise similar events in their constituencies, to showcase their potential, in order to attract investors, thereby taking prosperity to all parts of Rivers state.
Amaechi also assured of the firm commitment of his government to hand over a vibrant and prosperous economy, for the benefit of the present and generations yet unborn, adding that to get there, all hands must be on deck.
The lead guest speaker, Dr. Carlos Lopes, who is also the Under Secretary-General of the United Nations and Executive Secretary, Economic Commission for Africa (ECA), in his paper, said the second UN hub in Nigeria is Port Harcourt, after Abuja.
Lopes, who was represented by the Head of the United Nations Institute for Training and Research (UNITAR) in Port Harcourt, Dr. Larry Boms, said there must be concerted efforts to ensure economic development.
The executive secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Ernest Nwapa, disclosed that all the oil companies in Nigeria and the Nigerian National Petroleum Corporation (NNPC) could not employ more than 50,000 people.
Nwapa noted that small businesses had been employing more people, without depending on oil firms for employment, considering Nigeria’s over 150 million population.
The representative of Rivers Southeast Senatorial District, Senator Magnus Abe, lauded Peterside for his ingenuity, especially for starting development from the bottom, which was described as a novel idea and quite commendable.
Abe, who was represented by the representative of Khana/Gokana Federal Constituency in the House of Representatives, Mr. Maurice Pronen, said the initiative must continue after Peterside’s tenure in the National Assembly.
The Chairman of the Andoni-Opobo/Nkoro Economic Zone Development Foundation, Sir Emiyarei Ikuru, in his welcome address, noted the journey had just started and would not end with the summit, describing it as a journey in progress.
Sir Ikuru said the economic zone would be turned into investors’ destination and that the people were charting a way forward with the summit and on the right path.
Peterside, who is also the Chairman of the House of Representatives Committee on Petroleum (Downstream), in his address earlier, expressed optimism that after the summit, the area would not be the same, with the people determined to bring about a change.
“Enough of politics of divide and rule. No difference between Andoni and Opobo/Nkoro people. God has brought us together for a reason. With the summit, we want to tell the world that our economic zone is rich in natural resources and we want investors to come. We are the most peaceful part of Rivers state. Andoni-Opobo/Nkoro is the next destination for investments and development in Niger Delta. We are putting together our master-plan. You cannot treat us with levity. Nobody can take us for granted any longer. Enough is enough. We are more united than ever. Change has come.”
