    Rivers govt explains N100,000 Yuletide gift

    The Rivers State government has explained that its annual N100,000 Christmas bonus is paid to all civil servants and public office holders without discrimination.

    In a statement by the Permanent Secretary in the Ministry of Information and Communications, Dr. Honour Sirawoo, the  state government said the bonus was disbursed across board to all workers, including pensioners, captured on the Rivers State government’s payroll system.

    Sirawoo said the clarification was in response to the commendation by the Nigeria Labour Congress (NLC) over the recent payment of the Christmas bonus.

    Though he did not mention members of the House of Assembly, the response came a day after the Assembly rejected the money and returned it immediately to the state’s treasury.

    Sirawoo explained that the N100,000 Yuletide gift had been paid consistently in the past three years to civil servants, public officers and pensioners.

    The permanent secretary also explained that the bonus, which had become an annual practice for civil and public servants on the state government’s payroll, was a token of appreciation for their dedication and service throughout the year.

    He added that Governor Siminalayi Fubara remained committed to implementing proactive measures that would provide a social safety net for state employees and their families.

    According to him, the state government regards the NLC not merely as a labour union but also as a critical partner in the “Rivers First” development agenda.

    Sirawoo noted that the union’s public acknowledgement of the gesture reflected the cordial relationship between the administration and the workforce.

    The permanent secretary said the workers are the greatest pride of the Rivers State government.

    “While this bonus is meant to brighten the festive season, our long-term focus remains the continuous improvement of the working environment and the welfare of everyone serving Rivers State,” he said.

    The Rivers State Government has set up machinery to permanently end the frequent clashes between farmers and herders across the state.

    The government on Thursday inaugurated a Farmers and Herders Committee to find lasting solutions to the conflicts.

    Speaking during the inauguration in Port Harcourt, the Secretary to the State Government (SSG), Prof. Ibibia Lucky Worika, who doubles as the Chairman of the committee, explained that agriculture remains a cornerstone of Nigeria’s economy.

    But he lamented that conflicts within the sector, especially among farmers and herders, had resulted in loss of lives, displacement and disruption of economic activities.

    He declared that the Administrator of Rivers State, Vice-Admiral Ibok-Ete Ekwe Ibas (retd), was determined to prevent such occurrences by fostering dialogue, promoting justice and ensuring the peaceful coexistence of all inhabitants.

    He said,  “This Farmers and Herders Committee has therefore been constituted as a proactive measure to amongst others identify and address early warning signs of tension between farmers and herders across the state, mediate and resolve disputes amicably through community-based, non- violent mechanisms and ensure that grazing and farming activities are conducted within the bounds of law and environmental sustainability.

    “The committee will also advise the government on sustainable strategies for land use, pasture development, and water resource management, and promote mutual understanding and peaceful engagement through community sensitisation and advocacy.”

    The SSG noted that the composition of the committee reflected the inclusive and inter-sectoral approach of the government.

    He said members were drawn from the traditional institution, security agencies, farmers’ associations, herders ‘ representatives, civil society groups, and relevant Ministries such as Agriculture, Local Government, and Justice.

    Worika said, “We expect this Committee to act with wisdom, fairness, and diligence. Our task is not only to prevent conflict but to build trust and forge partnerships between the various communities that sustain our economy and our peace.”

    Rivers State Government has advised youths to enrol during the ongoing military recruitment.

    It assured the recruitment team from the Nigerian Army Headquarters, led by Brig.-Gen. Wito Nzidee, of its commitment to persuade youths to enrol in the 89 Regular Recruitment Intake for Trades/Non-Tradesmen and Women.

    The Secretary to the State Government, Prof. lbibia Worika, spoke yesterday during a visit to his office in Port Harcourt by the team from the Army Headquarters.

    He said Rivers Administrator, Vice-Admiral lbok lbas (Rtd), as a former military officer, understood the benefits of joining the military and would encourage youths to do so.

    Worika said his office would review state enlistment processes to ensure gaps were closed, in order to end the abysmal performance of the state in terms of youths joining the military.

    Brig.-Gen. Nzidee said they were in Rivers for a sensitisation exercise and called on the government to do more in getting youths to register in the online recruitment portal of the Army.

    He said states that were unable to fill their quotas would lose more, as other states would be used to fill up their slots.

    …insists Amaewhule, others no longer Assembly members

    The Rivers State Government condemned a press conference held by some Rivers lawmakers and former legislators at the National Assembly in Abuja on Monday, in solidarity with Speaker Martins Amaewhule.

    The government in a statement signed by the Commissioner for Information and Communications, Warisenibo Johnson, alleged that the press conference was designed to mislead the public on the true situation of the ongoing crisis in the state.

    Johnson said the state governor, Siminalayi Fubara, was law-abiding, peace-loving, and respected the court and the country’s judiciary. He added that the governor took an oath to defend the Constitution and the rule of law.

    He said the governor had not engaged any person or group of persons to mislead the public or to twist the state of affairs in Rivers especially as it related to the 22nd January 2024 judgment of Hon Justice James Omotosho of the Federal High Court, Abuja.

    Johnson said Omotosho’s judgment remained so crystal clear that only enemies of progress could pretend not to know the facts and extent of application of the ruling.

    He maintained that the judgment, which was affirmed by the Court of Appeal did not touch nor alter the status of Martin Amaewhule and 27 others, whom he referred to as former members of the House of Assembly of Rivers State.

    He insisted that Amaewhule and 26 others had lost their seats following their voluntary defections, which happened on the floor of the House of Assembly in the full glare of the public on 11th December 2023.

    He said the Supreme Court in a plethora of cases while interpreting the provisions of Section 109(1)(g) and Section 68(1)(g) of the Constitution had held that “an elected lawmaker in Nigeria who after an election on the platform of a particular political party, defects to another political party, automatically loses his seat in the affected legislative House from the date of his or her defection”.

    Johnson said the pronouncements of the Supreme Court in such cases, having not been set aside nor overruled in any subsequent judgment remained the law to date on issues of the defection of a member of a legislative House in Nigeria.

    Johnson said: “The legal effect of these provisions and the Supreme Court judgments is that, as of 11th December 2023 when Hon. Martin Amaewhule read out the letters of defection of both himself and 26 others on the floor of the Rivers State House of Assembly, Hon Martin Amaewhule and members of his group had lost their seats and automatically and mandatorily become ex-members of the House.

    e. This being the position, it is clear beyond any shred of doubt that as of 29th November 2023 when Suit No: FHC/ABJ/CS/1613/2023 (Rivers House of Assembly Vs the National Assembly   was initiated before the Federal High Court presided over by Hon Justice Omotosho, Hon Martin Amaewhule, and his group had mandatorily become former members of the Rivers State House of Assembly;

    “The only legal implication of the above is that unless there is a court pronouncement (coming after 11th December 2023) setting aside or otherwise nullifying the 11th December 2023 defection of Hon Martin Amaewhule and his group of 27, they remain ex-members of the Rivers State House of Assembly, and accordingly are no longer entitled to parade themselves as members of the House or to partake in any businesses or affairs of the House.

    “It is even a criminal offence under Section 99 of the Constitution of the Federal Republic of Nigeria, 1999, for Hon Martin Amaewhule and any members of his group of 27 ex-lawmakers to purport to parade themselves as members and or to take part in any proceedings of the House.

    “Unfortunately for Rt Hon Martin Amaewhule and his group, neither the fact of their defection nor any issue relating to their defection nor the issue of their status as ex-members of the House nor of the legal effects of the said defection was/were raised, submitted and or discussed in the proceedings leading to the 22 January 2024 judgment of Hon Justice Omotosho.

    “In that case, Hon Martin Amaewhule and his group (who initiated the lawsuit as claimants) had worked so hard to hide from the Honourable Court, the fact of their earlier defection and its legal effect which is that they were no longer members of the House as of the date of commencement of the lawsuit.

    “It was based on such deception that Hon Justice Omotosho gave its judgment which completely left out the relevant issues and facts. Thus, since the fact of defection and its legal effects were not raised nor argued nor determined in the case, the judgment of Hon Justice Omotosho is the legal authority for only the facts in the issue and the issues for determination in that case, none of which touches on, nor relates to their defection and its effect which is an automatic and mandatory loss of their seats.

    “The effect of their deceptive overtures in the case is that the judgment is unhelpful to them regarding the issue of their defection evidence of which abounds. Instead of placing before the Federal High Court, the truth and material facts about their status as ex-lawmakers, to afford the Honourable Court an opportunity to decide on the real issues, the claimants in that case (Hon Amaewhule and co) had craftily invented lies and falsehood calculated to mislead the Hon Court into deciding an issue that is not at all in dispute.

    “Unfortunately for them, Truth exists and does not go away just because one has invented lies. In Elvis Pasley’s words, ‘Truth is like the sun. You can shut it out for a time, but it ain’t goin’ away’. No matter how fast a lie runs, the truth will someday overtake it. The truth is that the Judgment is legal authority for only what was decided in it, and not for what was not decided in it”.

    Johnson said another material fact in the state was whether the remaining minority lawmakers could carry on with businesses of the House after the majority had automatically and mandatorily lost their seats by their voluntary defections.

    He said the issue was not raised nor discussed in the Hon Justice Omotosho’s judgment which was thus inapplicable in the circumstance.

    He said: “The rule that applies in the circumstance was as laid down by His Lordship, the Hon Justice Walter Onnoghen, JSC (as he then was) while delivering the lead judgment in the Supreme case of Dapianlong Vs. Dariye when he declared that ‘there is no doubt that there existed in the Plateau State House of Assembly 14 vacant seats as a result of cross carpeting. It is my view that until the vacancies created by the carpet crossing members are filled by the process of the by-election, the Plateau State House of Assembly can only transact such legislative duties that require the participation of less than 2/3 majority of all the members of that House, which duties excludes impeachment proceedings.”

    Johnson said the governor would continue to uphold the Nigerian Constitution and the rule of law in Rivers insisting that Fubara had never disrespected the court of law.

    He said: “We, therefore, call on the President and Commander-in-Chief of the Federal Republic of Nigeria, His Excellency Senator Ahmed Bola Tinubu, the National Judicial Council, the Chief Justice of the Federation, the Inspector General of Police, all institutions in Nigeria, as well as well-meaning Nigerians to ignore the mischievous and deliberate misrepresentation of the facts and the effect of the judgment of Hon Justice Omotosho on the situation in Rivers State by Hon Amaewhule and co”.

  • Rivers accuses Army of shifting blames

    The Rivers State government yesterday took exception to the military’s reaction to its indictment by the Independent National Electoral Commission (INEC) over its alleged interference in the general election.

    In a statement by its Commissioner for Information & Communications Emma Okah, the government accused the military of shifting blames

    The statement reads: “This allegation by the Nigeria Army once again, is a bare-faced lie and I feel saddened by the unfortunate turn of events that the Army has entangled itself.

    “Having been caught red-handed in unprofessional act of election malpractices, the Army are now ashamed of what they did and are looking for who to blame.

    “What were soldiers doing inside collation centres? Did the Chief of Army Staff not warn soldiers to stay away from polling units and Collation Centres and only offer peripheral assistance where they are invited?

    “Has the Army not said that the people wearing military uniforms and disrupting elections and attacking collation centres in Rivers State were not real soldiers?

    “They are now lying against Governor Nyesom Ezenwo Wike because their plot to rig election and overthrow the will of Rivers people failed.

    “The INEC has come out clear to indict the Army and these accusations against the governor are to divert attention and save their face.

    “Was the governor going to smuggle result at the INEC headquarters in Port Harcourt where the Army invaded the INEC Office until police resisted them?

    “Was it Governor Wike that went to the Khana Collation Centre where the security shot and killed Dr Ferry Gberegbe?

    “Which result sheet was Governor Wike trying to smuggle in as the Army is alleging? Is it the unit results that had been declared at the polling units or the Ward results that have been collated at the wards before going to the State Constituency collation centre? These allegations cannot stand.

    “The Army should look for another story to tell. This one is too cheap and dead on arrival,” the government said.

  • Rivers govt: Amaechi has blood of Rivers people on his hands

    The Rivers State government has alleged that Transportation Minister, Rotimi Amaechi, a former Rivers Governor, has blood of people of the state on his hands.

    Rivers Commissioner for Information and Communications, Emma Okah, a lawyer on Tuesday reacted to comments by Amaechi, a chieftain of the All Progressives Congress (APC), during a news conference yesterday in Abuja, where he described as deadly, the ambition of Governor Nyesom Wike of the Peoples Democratic Party (PDP) to continue in office.

    Okah claimed that the transportation minister, who is also the leader of APC in Rivers state and Southsouth zone, should be blamed for the death of innocent persons during the February 23 presidential and National Assembly elections in Rivers, no matter how much he (Amaechi) shed crocodile tears.

    Rivers information commissioner said: “The Transportation Minister is notorious as a purveyor of violence. Since 2015, he has not been able to win one single election, without resort to violence and use of security agencies. That is why, he moves about with a long convoy of soldiers.

    “Nigerians cannot forget in a hurry that right in the presence of President Muhammadu Buhari during the APC Presidential Campaign Rally in Port Harcourt, the Minister for Transportation threatened to kill Rivers people, in order to ensure the presidential election of February 23, 2019 is rigged in favour of his party.

    “Amaechi made good his threat on Saturday, February 23 , 2019 when he worked with compromised security agencies and hired armed thugs to unleash violence on Rivers State. In the process, the minister’s game plan caused the death of over 30 persons. These killings were confirmed by the Independent National Electoral Commission’s (INEC’s) Electoral Officers (EOs), who indicted soldiers and the APC for the violence and snatching of electoral materials during the presidential and National Assembly elections. Amaechi should be held to account for these crimes against Rivers people.

    “It is unfortunate that the Minister for Transportation, who has sponsored the killing of Rivers people during the presidential and National Assembly elections, will rush to Abuja to lie against Governor Wike who promotes peaceful electioneering and insists that the votes of the people must count.

    “After killing Rivers people, especially PDP members, the Minister for Transportation is struggling to divert attention of the public, by claiming that those killed are members of the APC. This is a known trick of the failed minister. Each time he orders the deaths of Rivers people, he rushes to Abuja to lie.

    “The killings by Amaechi and security agencies during the last presidential and National Assembly elections are similar to the killings that they orchestrated during the rerun elections. Amaechi is involved in the promotion of politics of violence, simply because the APC is not on the ground in Rivers State and the party cannot win free and fair elections in the state.

    “It is unfortunate that after killing Rivers people to promote APC during the last presidential and National Assembly elections, Amaechi plans to make political capital from the deaths sanctioned by him. This is shameful and must be condemned.”

    Okah also described Wike, who earlier threatened INEC officials with death, by asking them to first write their wills, before coming to Rivers state for electoral duties, as a man of peace, a promoter of peaceful and credible elections, who he claimed had been insisting that the votes of Rivers people must count.

    He said: “The people of Rivers State will never allow the Minister for Transportation to rig elections in the state. The votes of the people must count.

    “Governor Wike runs an accountable and transparent administration. It is the best in terms of projects delivery and state-wide development. Nobody expects Amaechi to praise Governor Wike, given that he plays politics with everything and Governor Wike cannot allow him instal any of his boys as governor.

    “The Rivers State Neighbourhood Safety Corps Agency is a creation of the law. It was fashioned alongside the Lagos State Neighbourhood Safety Corps Agency, which is still functional. It is an agency established to support security agencies with credible intelligence to fight crime. There are neighbourhood security organisations in Anambra, Kogi, Nasarawa, Edo, Bayelsa, Lagos, Kano States, etc. It is embarrassing that Amaechi worked with the security agencies to frustrate the setting up of the Neighbourhood Safety Corps Agency. This shows that Amaechi is simply anti-Rivers.”

    Rivers information commissioner also called on President Muhammadu Buhari to order the arrest of transportation minister for sponsoring the violence and killing of Rivers people during the presidential and National Assembly elections, claiming that the President witnessed the threat by Amaechi, while urging President Buhari to act in the interest of Rivers people.

  • No plan to freeze Rivers accounts – EFCC

    The Economic and Financial Crimes Commission (EFCC) has dismissed the allegation by Rivers State Governor, Nyesom Wike, that it is planning to block the state government’s accounts.

    The Head of EFCC office in Port Harcourt, Nnaghe Obono Itam, made the clarification in a statement on Tuesday.

    Governor Wike had during chat with journalists during the 2018 Democracy Day celebration said intelligence report at his disposal revealed that the EFCC was making plans to block the state government’s accounts.

    But Itam dismissed the claim, saying “people alleged several things against government institutions.  What we are saying is that whether it is in the South South or Rivers State, we should imbibe the anti-corruption culture.

    “Yes there is subsisting judgement obtained during the time of Governor Peter Odili that bars either the EFCC or the Federal Government agencies from investigating the finances of Rivers State, except through a complaint from the state House of Assembly.

    “If they are satisfied that their accounts are being properly managed there is no problem. But I am not aware that any EFCC office, whether here or in Abuja is looking for Rivers State government accounts to block. Their accounts are not hidden, they are not spirits, they are known because they run in money deposit banks. It is not secret, nobody wants to block any account, any account that is blocked, the bank will tell me.”

    Renowned visually impaired songwriter and producer, Cobhams Asuquo, has given a hint that he may delve into politics in the not too distant future.

    In an interview with the News Agency of Nigeria (NAN) on Friday in Lagos the multi-talented entrepreneur said that he intended to pursue other passion in his life of which politics is one.

    Cobhams spoke against the backdrop of the maiden Quantum Awards Ceremony, where he was conferred with an award for his dedication to excellence at the prestigious Civic Centre, Victoria Island in Lagos.

    The Quantum Awards was organised under the auspices Verdan Zeal.

    NAN reports that Cobhams’ first shot into fame was in 2004 after he teamed up with Bukola Elemide, popularly known as Asa, and he had since produced numerous award-winning songs.

    He had also produced for the likes of  Banky-W, Omawumi, Darey Art Alade, Timi Dakolo, Waje and others too numerous to mention.

    Cobhams also collaborated with Verdant Zeal on a number of iconic theme song project such as “Catch the Fever’’ which heralded the launch of DAARSAT.

    He was also responsible for the song “Rivers of Possibilities’’ theme song for the Rivers State Government.

    Cobhmas added that apart from his current calling as a musician, he would also focus on other ventures that would be worth his while.

    “There are other things I want to do which is government and politics or real estate. Hopefully, I will be a politician one day.

    “I want to join politics because I feel that people of integrity needs to step into the political arena and occupy the position of leadership and help to make intelligent decision.

    “We need to move this country forward and to do that successfully, we need men of honour to steer the political ship of the country.

    “We cannot afford to be laid back and watch things deteriorating without rising to the challenge,” he said.

    Asuquo said that he was well aware that music made him to be what he is today and that he had reaped bountifully from the proceeds.

    “I am happy that music is working for me and also opening doors for me.

    “I don’t have any favourite in my multi-tasking activities, I only express myself in various forms and I enjoy doing that.

    “Either I write music or being a producer or director, I have only one goal and that is good music. I just release an album now which I want everybody to enjoy.

    “I am also excited about my marriage, it teaches me a lot of things like love, goodness and patience,” he said.

    NAN reports that other awardees of the Quantum night includes Tade Ogidan, a television screenwriter, Kehinde Tijani, a printing and publishing mogul and Frank Oshodi, a fashion entrepreneur.

    Rivers rerun loot: Politicians, others urge unbiased investigation, prosecution

    Some politicians on Thursday urged objectivity and thoroughness in handling case of N111 million allegedly recovered from 23 electoral officers who participated in the Dec. 10 re-run in Rivers.

    Prof. Lai Olorode, a former INEC National Commissioner, urged the police to ensure that their investigations would be devoid of political colouration.

    “The police should always be mindful that they are an agent of the state; their investigations must be thorough and impeccable.

    “The police should not behave as if they are in opposition to the Rivers State Government. They are supposed to be neutral in all matters so that they can earn the trust of the public,’’ Olorode urged.

    Prof. Oluremi Sonaiya, a former Presidential Candidate of KOWA Party, urged prosecution of indicted persons.

    “I guess the police know their job, and should do it quickly; they should ensure proper investigations are carried out and all those involved prosecuted,’’ Sonaiya said.

    Chief Martin Onovo, a former Presidential Candidate of the National Conscience Party, regretted that unpatriotic Nigerians stole and extorted to rig elections.

    He advised Nigerians to avoid money politics and do-or-die elections in the interest of democracy.

    Dr Yunusa Tanko, a former National Chairman of Inter-Party Advisory Council (IPAC), called for restructuring of the electoral system to ensure that money would not determine who should win.

    “If the government has evidence on this alleged crime committed against the electoral decision of the people, then the police should prosecute the suspects.

    “These are some of the indications over the years that our politics has been heavily monitised.

    “Manipulations and corrupt tendencies are some of the things that have led us into bad leadership,’’ Tanko said.

    He alleged that money played a pivotal role in elections.

    “This is why political parties which do not have money are not able to win elections.”

    The Lagos State Chairman of African Democratic Congress, Mr Nkem Lemchi, also condemned money politics.

    “Who is the person who gave the bribe and who are those people that received it and for what purpose. We want these to be made open.

    “Elections should be transparent, free and fair; people should not descend so low to bribe their way to win elections,’’ Lemchi said.

     

  • RSG warns pastors, business owners against noise pollution

    The Rivers State Government has warned pastors and business operators in the state against generating noise in public places in the state.

    The Special Adviser to Governor Nyesom Wike on Pollution Control, Mr. Nwuke Anucha gave this warning on Monday in Port Harcourt during a pollution control and religious matters meeting with members of Christian Association of Nigeria (CAN), Port Harcourt branch.

    Anucha worried that the noise produced by sound systems used by churches is causing unrest in the state.

    He stated that the noise churches produce in Port Harcourt was alarming, stressing that no responsible government would shy away without taking steps to reduce the menace.

    He, however, urged churches to cut down the use of loud speakers with a sound level not above the recommended decibel outside and inside, noting that sounds from churches are causing environmental pollution.

    Anucha said: “My lords, you will agree with me that the emission of gaseous substance, the sound level of our electric power generation sets and indeed the noise generated by the use of loud speakers in some of our worship centers in no doubt cause serious disorder to human co-existence.

    “It is on this premise of good neighborliness that necessitated this meeting. The public outcry about the noise and air pollution generated by some of our churches is so alarming that no responsible and responsive government will shy away from taking necessary actions.”

    Meanwhile, the Rivers Commissioner of Environment, Prof. Roseline Konya said that 60 percent of Nigerians are partially deaf due to noise pollution from generator set, vehicles and loud speakers.
