    Stakeholders protest in Rivers to stop Fubara from re-presenting budget

    Some civil society organisations on Monday, January 22, held a protest to stop the Rivers State Governor from re-presenting the 2024 Appropriation Bill to the Speaker Martins Amaewhule-led state House of Assembly.

    The stakeholders, who displayed placards containing various messages,  also urged the governor not to recognise Amaewhule as the Speaker of Assembly claiming that doing so was against the 1999 Constitution as amended.

    They were seen standing at the entrance of the Government House in Port Harcourt, Rivers State capital.

    The chairman of the Coalition, Enefa Georgewill, said Fubara should not succumb to the pressure of further desecrating the Constitution by carrying out the remaining items in the peace accord.

    He said that re-presenting the already passed budget would amount to disrespecting the constitution and could result in anarchy in the state. 

    The Public Relations Officer of the group, Solomon Leenu said they staged the protest to give Fubara the support and encouragement to act according to the law.

    Three police officers, ASP Doubara Edonyabo, ASP Talent Mungo, and Inspector Odey Michael, have been arrested and paraded in Rivers State for abduction and extortion of N4.2 million ($3000) from their victims.

    The state Commissioner of Police, Olatunji Rilwan Disu, was said to have ordered their arrest following reports that the policemen unlawfully abducted two young men and extorted the said amount of money from them.

    The Police Public Relations Officer (PPRO), Grace Iringe-Koko, confirmed that the policemen were paraded on Monday at the state Police Command in Port Harcourt.

    She said: “The Rivers State Police Command wishes to inform the public that it has taken decisive action in response to a distressing incident involving the unlawful abduction and extortion of two young men by three of our officers, ASP Doubara Edonyabo, ASP Talent Mungo and the Inspector Odey Michael.

    “The victims were arrested in Abia State, taken to Delta, Bayelsa, and Rivers states respectively for alleged fraud by yet to-be-seen complainant. They were extorted of the sum of $3000 USDT, equivalent to four million, two hundred thousand naira (N 4,200,000.00).

    “Immediate steps were taken to apprehend the officers involved, and a thorough investigation was conducted to ascertain the facts surrounding the incident. The extorted money was recovered and released to the victims on 18th January 2024”.

    She said investigations revealed that the actions of the officers were in clear violation of the law and the ethical standards expected of members of the force.

    “As a result, appropriate disciplinary measures are being taken to address this grave misconduct. The Rivers State Police Command is committed to upholding the highest standards of integrity, professionalism, and accountability.”

    She described as completely unacceptable the behavior exhibited by the implicated officers saying they do not represent the values and principles of the force.

     She said: “We deeply regret the negative impact that such misconduct may have on the reputation of the Rivers State Command and the Nigeria Police Force in general.

    “In response to these regrettable events, the two officers have been issued with official queries, and the inspector has been slated for an orderly room trial.

    “Additionally, to demonstrate our commitment to transparency and accountability, the Rivers State Police Command has decided to publicly parade the officers before the press to underscore the seriousness with which we view this matter.

    “It is important to emphasize that the actions of a few individuals should not overshadow the dedication and sacrifice of the vast majority of our officers who serve with honor and distinction.

    “The Inspector General of Police has consistently articulated a zero-tolerance stance against corruption and misconduct within the force, and this incident does not reflect the aspirations of the Nigeria Police Force as a whole.

    “The Rivers State Police Command reassures the public that we remain resolute in our commitment to serving and protecting the community with the utmost professionalism and integrity.

    “We urge the public to continue to have faith in the Nigeria Police Force as we strive to maintain the trust and confidence of the citizens we are sworn to serve”.

    How woman, 26, killed married lover in Rivers

    She stabbed him multiple times with the dagger in a walking cane he had brought out to use on her for denying him another round of intimacy.

    The above and many more were details provided to operatives of the Rivers State Police Command by a 26-year-old murder suspect, Serah Nwankpo, alleged to have killed her married lover, Anthony Igbodike on December 23.

    The suspect, a mother of two and secondary school leaver, who’s currently detained at the State Criminal Investigation Department (SCID) in Rivers, told detectives that she acted in self-defense as Igbodike had locked his door to prevent her leaving and brought out the walking cane to use it on her.

    Trouble started for the woman on December 22 after she received a phone call from Igbodike, who she claimed had been wooing and sending her cash gifts, and agreed for them to meet.

    According to the suspect, she relocated to Port Harcourt City from Enugu last August where she began a new relationship after jettisoning the one which made her a single mother of two kids.

    She was in a relationship with one Ibanga who she allegedly cheated on with Igbodike and had called him for help when things went awry during her visit to her married lover’s house but he refused to get involved.

    According to the suspect, she first met Igbodike in 2017 in Enugu and while in Port Harcourt, he kept calling her, extending invitations to her to his residence. She said he told her he was separated from his wife and wants to start all over with her.

    She told detectives she kept making excuses to turn down the invitation because she wanted to be faithful to Ibanga but Igbodike was persistent and kept sending her money at different times and so she eventually gave in to his demands and they agreed to meet around 10am, at Kilimanjaro by Choba junction.

    Anthony paid the tricycle rider N500 and their day together began.

    Amankpo accompanied him as he arranged to pay his staff salaries for the month of December. One of his staff, Hope, spent some time with the duo as Anthony made transactions in the bank.

    He took Sarah shopping for groceries and home supplies after he had finished the transactions and sent Hope on her way.

    Afterwards, they went to his apartment at Mercy-land extension, Obiri-Ikwerre, an apartment in a compound he shares with his landlord. As they settled in, he asked her to prepare a meal for him.

    He accompanied her to his kitchen, showed her how to operate the appliances there, and sat back to let her finish off the cooking. It was just past noon at this time. After a few minutes, he left the house to buy more home supplies- garri, fufu and a soup pack.

    When she was done, Igbodike helped himself to the meal of eba and soup she had prepared as she claimed she was not hungry. After the meal, he went in to have a bath and thereafter, they had intimate moments and even made video recordings of their escapades for keeps.

    Nwankpo said she became hungry after the romps and decided to fix a meal for herself, narrating that Igbodike was with her even while she ate as they had friendly discussions.

    “He enquired about her love life, and she detailed her ongoing relationship with Joe Ibanga. He laughed at the idea of her dealing with the challenges of raising children and struggling with a relationship that was not financially rewarding.

    “He offered to wrench her free from pecuniary hardship if she would let go of her relationship and marry him. He also sought to know if she was involved with other men besides her boyfriend. She said she was not.

    “He continued his pitch even as she went to have a bath. He explained his business to her and even presented her with job opportunities in his establishment, saying he was willing to make her a manager at his firm.

    “She agreed to visit him again after about a week so that they could begin plans for her life with him. Based on the discussions, he had arranged for her to start working with him in January 2024,” the police said.

    But the excitement was short-lived as Nwankpo, who had earlier agreed to spend the night changed her mind after he sent her to buy a call card for him.

    “She mentioned the sudden change in feeling to him, but he was not perturbed. To lighten her up, he suggested that they go into town to a club and buy shawarma, but she turned that down, saying she was not in the mood and needed to return home.

    “After more attempts at convincing her to stay, she agreed to spend the night. She put on one of his shorts and a shirt at his behest as she prepared dinner for them. It was about 10pm at this time. “When he had finished eating and their discussions had whittled away, he beckoned on her to come to him. As she did, he asked that she should caress him; she obliged but later opted out when he demanded intercourse, as she said she was no longer comfortable.

    “Her rejection greatly provoked him, and he asked her to dress up and leave his house. She refused to leave and stood up to challenge him. A verbal war ensued, and he slapped her. She attacked him, and they began tussling and tugging at each other. As the scuffle subsided, he locked the door, picked up a walking cane and threatened to beat her with it. “In that window, she dialled her boyfriend’s number, and when he picked up, she tried to explain the events to him and asked him for help. He hung up and did not call back.

    “She then tried to open the door, but Igbodike held her back, and they began another scrimmage. She said she screamed for help, but no one heard her, let alone rescued her.

    “In the fighting, he dropped the walking cane, and she reached for it and noticed that it had a detachable holding head. She quickly detached the head and saw that a dagger was attached to it. As he made his way to her, she swung at him with the dagger, stabbing him severally, including a blow to the neck that eventually proved fatal. As he bled out, he weakened.

    “She opened the door and tried to escape, but he grabbed her hair and maintained his grip even as she struggled to free herself. At this point, they had gotten out of his apartment, and the ruckus had alerted his landlord and his family.

    “The landlord alerted other neighbours, and they lifted Anthony into his own vehicle and took him to the hospital. As they were making plans to leave, they noticed Sarah frantically making a call, she was calling her boyfriend again to tell him the mess she had gotten herself into. It was about midnight at this time.

    The neighbours seized her phone and locked her up in Anthony’s apartment as they left for the hospital. Some of them returned after a short while and asked her if she was not paid for her services for her to resort to stabbing her host. As she tried to explain, she was beaten up and locked up again. She spent her time in the room cleaning up the pools of blood in the apartment,” she told the police, who arrived at the scene around 1am that day.

    She said it was while she was in custody that she was informed that Igbodike had died.

    She also got a visit from four of his family members, who wanted to know exactly what had happened. His wife also visited the police to listen to the cause of her husband’s untimely death.

    Reacting to the tragic incident, the Commissioner of Police, Olatunji Disu, advised individuals to exercise caution in their relationships and to seek peaceful conflict resolutions. 

    “It serves as a reminder that violence is never the answer and can lead to devastating consequences for all parties involved. The investigation into this case is ongoing,” he said.

    Court sentences three kidnappers to death by hanging in Rivers

    The High Court sitting in Port Harcourt, Rivers State has convicted and sentenced three persons to death by hanging for kidnapping and murder.

    Out of four suspects, who stood trial for the kidnapping and killing of late Chief Abbot Ogbobula in June 2017, one of them was discharged and acquitted by the court.

    The three convicts were identified as Boma Thompson, Emelike Mathias, and Daniel Thankgod.

    They were found guilty on four counts of conspiracy to kidnap, kidnapping, conspiracy to murder, and murder of late Chief Abbot Ogbobula.

    On conspiracy to kidnap, Justice Monina Danagogo in a copy of the judgment he delivered on Thursday, January 18, convicted and sentenced the 1st, 2nd, and 4th defendants to seven years imprisonment with no option of fine.

    On the kidnapping of late Chief Abbot Ogbobula, the judge convicted and sentenced the 1st, 2nd, and 4th defendants to death by hanging.

    On conspiracy to murder late Chief Abbot Ogbobula, he sentenced the 1st, 2nd, and 4th defendants to 14 years imprisonment with no option of fine.

    On the murder of Chief Abbot Ogbobula, the 1st, 2nd, and 4th defendants were convicted and sentenced to death by hanging or by lethal injection.

    It could be recalled that in June 2017, the late Chief Ogbobula was kidnapped in Ahoada and whisked away to Manikin Bush in Degema LGA where he later died at the hands of his abductors.

    Though his abductors buried him in a shallow grave in the bush, his body was later exhumed by the police during investigations.

    UPDATED: CP Disu vows to nab killers of Rivers community leader

    The Rivers State Commissioner of Police, Olatunji Rilwan Disu, has vowed to apprehend persons behind the killing of the Community Development Chairman (CDC) of Mgbuoshimini, Ndidi Livingstone.

    The Commissioner spoke when he led his management team to visit the deceased family in Port Harcourt according to a statement signed by the Police Public Relations Officer (PPRO).

    The victim was shot dead in front of his church by unknown gunmen close to the Rumueme waterfront last week Saturday.

    Disu, who was received by Godspower Livingstone, the elder brother to the slain CDC Chairman, condoled with the deceased wife, Mrs. Patience Ndidi Livingstone, her children, and other family members.

    The police boss said he was concerned about the incident and decided to commiserate with the family members insisting that the matter would be given full attention.

    He said: “The killers of Ndidi Livingstone will not go unpunished. Very soon, we will unravel those behind this drastic act.

     “We need cooperation from every division of society. To curb crime, the Police cannot work in isolation. We need every support we can get.”

    The community described the killing as one too many and called on the state government and the police to put an end to incessant assassinations in the Rumueme Kingdom.

    The Chairman of CDC, Oror-Akwor Community, Geophrey Amadi, narrated how the assassins killed Ndidi Livingstone, whom he described as a key stakeholder in the kingdom.

    He said: “Chief Ndidi Livingstone, a key stakeholder, leader in our Community was shot dead in the Community by some gunmen who drove in and left unhindered after killing him. The sad incident occurred while Chief Ndidi Livingstone was coming out of the Church in the evening of Saturday 13th January 2024 where he had gone to break his fasting and prayers which all churches are observing during this period.

    “That his killers drove in a black-tinted Toyota Highlander Jeep. That until his gruesome demise, Chief Ndidi Livingstone was the Community Development Council (CDC) Chairman of the Mgbuoshimini Community Rumueme kingdom and a chieftain of the ruling People’s Democratic Party (PDP) in Rivers State.

    “Since 2013, High Chief Kingsley Nyekazi Chukwu J.P was murdered inside his own home on the 14th day of March 2013. Between 2017 and 2023, multiple killings were carried out by a notorious Wanted killer. The Rivers State Police Command declared Daddy Chukwu a.k.a Oboni and his gang wanted in 2017 following their killing of our people. But since then, neither he nor any member of his gang has been arrested or brought to justice.

    “We are demanding the Nigerian Police Force and the Rivers State government to rise to the occasion and save our community. We cannot continue to lose our prominent sons and nothing is done about it. We cannot accept to go into extinction because of the interest of a criminal group and their cohorts.

    “It is sad to note that thereafter, in 2017, the same killer gang was also accused of murdering more than thirty (30) people at the Waterside Market popularly called Ahia-Ogologo situated in the Community. This has emboldened them, because up till today no arrest has been effected until these recent further killings; as they still go about with their known sponsors threatening to kill more any moment”.

    Amadi said the kingdom was saddened that a certain gang had been eliminating its prominent sons with many others placed on a hit list without any efforts by the government and the security agencies to bring them to justice.

    He said: “We particularly demand the urgent intervention of all security agencies including the Inspector-General of Police,  the Commissioner of Police in Rivers state along with the Rivers State Government to take immediate action to fish out these known killers of our son Chief Ndidi Livingstone and their known sponsors and bring them to justice. 

    “We can no longer fold our arms and watch all our prominent sons being killed and justice is not served. The Police should quickly deploy to our Community to protect our people to avoid further crises from these enemies of our safety.

    “Finally we demand that the Nigerian Police and the Rivers State government should ensure the full restoration and operation of the local Vigilantee OSPAC in our Community. This will further help in reassuring our people of their threatened safety and security in Oro-Akwor Community Rumueme kingdom Rivers State.”

    The Martins Amaewhule-led House of Assembly in Rivers state has asked the nine commissioner-nominees, who re-appeared before it on Wednesday, January 17, for screening and confirmation to take a bow and go.

    The nominees appeared during a plenary at the new Hallowed chamber of the House located in the Legislative Quarters, Off PH/Aba Expressway, Port Harcourt.

    Amaewhule read the letter written to the House by Governor, Siminalayi Fubara, requesting the screening and confirmation of the nominees as commissioners.

    The letter, which was reportedly dated December 11, 2023, had rested the earlier speculation that surrounded the list of nominees when it emerged from the House.

    The list was earlier dismissed in some quarters as a political gimmick following doubts about whether the request was made by the governor or not.

    After the speaker had read the letter, the Majority Leader of the House, Major Jack moved a motion appealing to the House to allow the nominees to take bow and go.

    Jack argued that since the nominees were screened and confirmed earlier, there was no need to repeat the same exercise.

    The motion was supported by the deputy speaker, Dumle Maol, and the House asked the nominees to take a bow and go.

    With the screening and confirmation completed, it was learnt that the nominees may be sworn in and assigned their initial portfolios before the expiration of the week.

    A major step was taken on Monday, January 15, to resolve the political crisis rocking Rivers State following the invitation of nine nominees by the state House of Assembly for re-screening and re-confirmation as commissioners in the cabinet of Governor Siminilayi Fubara.

    The nominees were former cabinet members of the governor, who resigned their appointments in the heat of the political crisis rocking the state.

    Most Rivers people believed that the invitation was a quantum leap to the governor’s continuous mantra for peace and his disposition to fulfill the Abuja Accord initiated by President Bola Ahmed Tinubu and freely endorsed by him and other stakeholders in the crisis.

    The peace document contained eight resolutions out of which two were immediately implemented one each from Fubara and the House of Assembly.

    The Martins Amaewhule-led House, a day after the meeting, implemented resolution two by withdrawing an impeachment notice it issued to the governor while Fubara during his Christmas broadcast confirmed that he had enforced item four by paying all the withheld entitlements of the lawmakers.

    The resignation of Edison Ehie from the House was said to have nullified all legal suits he instituted against the Amaewhule-led House and automatically led to the fulfillment of the part of the agreement that required the parties to withdraw all their cases.

    It was gathered that the governor had also met resolutions three and five mandating him to recognise the Amaewhule-led House and allow it to choose its place of sitting.

    It was found that the House has been sitting at a designated area in the Legislative Quarters located along Aba Road without molestation.

    The Monday’s invitation of the nominees was said to be a sign that the parties were disposed to meeting item seven in the peace accord requesting the governor to return the commissioners, who resigned amidst the crisis.

    The House in a statement signed by its Clerk, Dr. Emeka Amadi, named the nominees as Zacchaeus Adangor, ⁠Dr. Jacobson Mbina, ⁠Dr. Gift Worlu, ⁠Mrs Inime Chinwenwo- Aguma, ⁠Engr. Chukwuemeka Woke, ⁠Prof. Prince Chinedu Mmom, Dr. George-Kelly D. Alabo, Isaac Kamalu, ⁠Engr. Austin Ben Chioma.

    The statement named the venue as the Hallowed Chamber, Rivers State House of Assembly, Legislative Quarters, Off PH/Aba Expressway, Port Harcourt.

    “Nominees are to come along with 40 sets of Curriculum Vitae (CV), photocopies of their credentials and their originals.”

    If the implementation of resolution seven sailed through, the governor would be saddled with enforcing a major part of the agreement, resolution eight, mandating him to re-present his already signed budget to a fully constituted House of Assembly.

    The Commissioner of Information and Communications, Mr. Joe Johnson, confirmed that the invitation was in line with the commitment of the governor to fulfill the peace accord.

    He, however, did not state whether the move by the House of Assembly was following a letter written to them by the governor.

    “The most important thing is that the governor has committed to implementing the peace accord” he said.

    Fubara has continually said that he he was disposed to the peace accord insisting that he was not coerced to sign it contrary to claims in some quarters.

    Fubara recently said: “It is not about what we want to gain. It is not about the power we want to exercise. But at the end of the day, ask what are we leaving for our people?

    “So, we took those decisions, not out of fear, but because at the end of the day when we leave here, we want you to remember us not as leaders with fear but remember us for our simplicity, remember us for our care, remember us that we are people, who are prepared to give in anything for the interest of our dear state.

     “Every decision that we have taken, it is not borne out of fear but it is because we have the interest of our people in mind and we have respect for elders.

    “The president requested that we do certain things. In as much as it might not be very comfortable with every one that is here but it is the place of the leader to say let us go along with it. Because if we don’t have peace in the state, there won’t be that meaningful development that we desire.

    “So, I’m speaking to everyone, let us embrace the peace. We need this peace because our intention for our state is not because of our own personal interest, it is for the interest of everyone; the interest for the development of our state.

    “So, when we are faced with this type of situation, we considered the actions and reactions, who is going to suffer, Fubara will not suffer, I can assure you that. But one million supporters will suffer.

    “So, those decisions are decisions we took because we want you to feel you’re with me. We want you to see me as your governor and be happy”.

    Similarly, the Minister of the Federal Capital Territory (FCT), Abuja, had continued to say that in the interest of peace his camp had fulfilled its part of the accord.

    In line with the Abuja Peace Accord initiated by President Bola Tinubu, the Rivers State House of Assembly has invited nine-commissioner nominees for screening and confirmation as members of the state executive council.

    The nominees were former cabinet members, who resigned their appointments following the political crisis rocking the state.

    Part of the peace accord, which the state governor, Siminalayi Fubara, vowed to implement, required the governor to reappoint them by forwarding their names to the House of Assembly led by Speaker Martins Amaewhule.

    It was gathered that the process of reappointing them started on Monday following a statement signed by the Clerk of the Rivers State House of Assembly, Dr. Emeka Amadi, inviting them for screening on Wednesday.

    Rivers boat accident: Amaewhule-led Assembly to support victims’ families with N2m

    The Martins Amaewhule-led Rivers State House of Assembly has commiserated with the bereaved families and injured victims of the boat mishap that claimed many lives in the state.

    The assembly in its 9Ist Legislative Sitting yesterday observed a minute silence in honour of victims of the accident, which occurred on Tuesday in Andoni Local Government .

    Amaewhule, who sympathised with the victims, pledged that the House would support their families with N25million.

    The House in a statement signed by Amaewhule’s Media Aide, Martins Wachukwu, debated on the Rivers State Traditional Rulers Law (Amendment) Bill after giving Second Reading to it.

    The bill seeks to amend sections 4(1), 13(3), 16(3) and 17 of the Principal Law, which when passed will subject the implementation of the sections to a resolution of the House.

    Amaewhule explained that the amendment was designed to preserve the traditional institution and insulate it from arbitrary withdrawal of recognition and suspension of traditional rulers.

    The bill was referred to the House Committee on Chieftaincy and Community Affairs and the committee is expected to submit its report within two weeks.

    The House also read another bill seeking to repeal the Rivers State Advertisement and Use of State-owned Property (Prohibition) Law No.7 of 2022 a second time and debated it.

    Amaewhule said the bill was anchored on the current hard economic situation, noting that the 10th Assembly was focused on reducing the burden of the people by giving them access to government-owned facilities without paying heavily for it.

    The bill was referred to the House Committee on Urban Development for further legislative scrutiny.

    EFCC probes eight suspected oil thieves in Rivers

    The Economic and Financial Crimes Commission (EFCC), Port Harcourt zone, has launched investigations into the activities of eight suspected oil thieves in Rivers state.

    It was gathered that the eight suspects were handed over to the EFCC by the Nigerian Navy Forward Operating Base, Akiama Road, Bonny Island, Port Harcourt.

    The commission in a statement on its website said the suspects were arrested with an unquantified amount of illegally acquired Automotive Gas Oil (AGO) along the Bonny waterways.

    The Naval Hand-Over Officer, Lt. Com. G.Y Gwaza, said the vessel, MV Cabrini, and her eight crew members were arrested during an operation on November 8, 2023.

    He said that the suspected oil thieves were handed over to the EFCC for further investigation and possible prosecution.

    The Chief Superintendent of the EFCC (CSE), Itoro Levi, who received the suspects assured that thorough and professional investigations would be carried out on the case and thanked the Navy for its collaborative efforts with the EFCC.
