The demolition of the complex has further deepened the prolonged crisis between the House of Assembly and the State Governor, Sir. Siminalayi Fubara, which started with an impeachment threat on the governor.

    Rivers Assembly row deepens

The division in the Rivers State House of Assembly deepened yesterday.

The state was enveloped in confusion, following an order of the state High Court recognising the former Majority Leader, Edison Ehie, as Speaker and restraining Speaker Martins Amaewhule, and 26  other lawmakers from conducting further legislative business at the Assembly complex.

The court presided over by Justice M.W Danagogo gave the order after hearing an experte motion filed by the first claimant, Rivers State House of Assembly and the Second Claimant,  Ehie, who identified himself as the Speaker of the House.

Joined as  the first and second defendants in the suit are Amaewhule and the Deputy Speaker,  Dumle Maol.

But, the Rivers State chapter of the All Progressives Congress (APC), rejected the ex-parte injunction, threatening to report the judge to the National Judicial Council (NJC).

Rivers State was hit by crisis last month when part of the Assembly Complex was set ablaze.

Following the escalation of the rift between Governor Siminalayi Fubara and his predecessor, Nyesom Wike, minister of Federal Capital Territory (FCT), the Assembly was polarised.

While 27 lawmakers, led by Amaewhule, queued behind the minister, five led by Ehie, supported the governor.

Although President Bola Ahmed Tinubu has intervened in the imbroglio,  the five estranged members have refused to return to the House.

On Tuesday,  the 27 lawmakers defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) at plenary.

Ehie, in the motion prepared by D.I Iboroma (SAN) and others, had prayed the court to order Amaewhule and others to stop entering the Assembly complex until the burnt hallowed chamber was fully renovated by the state government.

He also asked the court to order that he should lawfully take over the leadership of the Assembly, pending the determination of the motion on notice.

Ehie also prayed that Amaewhule should be stopped from parading himself as the Speaker of the House.

The court in an Interim order granted the first prayer and ordered Amaewhule and others to stop using the Assembly premise for their sitting, pending the renovation of the facility.

However, the judge stated that Ehie would pay N50m as damages if the application before the court turned out to be frivolous.

The court asked the claimants to serve the Interim order, the motion on notice already filed, the originating process and other processes in the suit on the defendants on or before today, December 13, 2023.

The court granted leave to the claimants to serve the processes by substituted means, by publication in two national newspapers, or by pasting at a conspicuous part of the last known address of the defendants.

Justice Danagogo adjourned till 21 December for further hearing in the case.

    Fubara proposes govt of unity

A source said Governor Siminalayi Fubara has unfolded plans to form a government of unity that would accommodate notable leaders in the state, irrespective of their party

According to the source, the governor has held a meeting with the governorship candidate of the Labour Party (LP), Beatrice Itubor, in Government House, Port-Harcourt.

Itubor, who confirmed the meeting, said they discussed the progress and development of the state, adding that the governor intended to bring everybody on board, irrespective of their party affiliations.

She said: “The governor means well. But I told him I would consult stakeholders in the Labour Party and get back to him. We will support the governor. But we will not leave our party”.

When asked whether she would take any appointment from the governor, she said: “Why not? It is our state and we will work with the governor to succeed”.

    Rivers APC rejects ex-parte order

The APC rejected the ex-parte injunction, saying that it would report the judge to (NJC)

APC Caretaker Chairman Tony Okocha told reporters that the ex-parte order fell beyond expectation.

He said the order violated the NJC’s warning  against frivolity,  urging the judge to reverse it.

Okocha, who represents Rivers State on the board of the Niger Delta Development Commission (NDDC)  said the party will protect the rights of the defectors.

He said: “We know that the reason for this affront to democracy is to allow the governor to present the 2024 budget to the Assembly, but can four members of the Assembly sit in leadership over 31 member-House with the other 27 members who have defected to the APC?

“We use this medium to send notice in advance to the learned judge that APC Rivers will not sit  and watch the order made in clear violation of the principles of law and fragrant disobedience to the NJC.

“We shall be left with no option than to petition the NJC if the judge does not reverse himself immediately.

Okocha alleged that the reason for the hasty declaration of Ehie as Speaker will not be unconnected with the N80 billion budget proposal of the state Governor; wondering how four Legislators would be able to sit to approve a budget in a house that has 31 members.

He urged the governor not to engage in actions that will plunge the state to crisis.

Okocha said: “As the party in the overwhelming majority in the House of Assembly, we shall not tolerate intimidation, harassments, haunting and threatening of our members.”

Rivers crisis: Court bars Amaewhule, other lawmakers from sitting at Assembly complex

The crisis rocking the Rivers State House of Assembly took another twist on Tuesday, December 12, as the state High Court barred the speaker, Martins Amaewhule, and his supporters from conducting any legislative activities in the assembly complex.

The court presided over by Justice M.W Danagogo, gave the order in an experte motion filed by the first claimant, Rivers State House of Assembly, and the second claimant, Edison Ehie, who identified himself as the speaker of the House.

Joined as the first and second defendants in the suit are Amaewhule and the Deputy Speaker, Dumle Maol.

Edison in the motion prepared by D.I Iboroma, a Senior Advocate of Nigeria, (SAN) and others had prayed the court to order Amaewhule and others to stop entering the state assembly complex until the burnt hallowed chamber was fully renovated by the government.

He also asked the court to order that he should lawfully take over the speakership of the state assembly pending the determination of the motion on notice.

He further prayed that Amaewhule should be stopped from conducting himself as the speaker of the House.

The court in an Interim order granted the first prayer and ordered Amaewhule and others to stop using the assembly premise for their sitting pending the renovation of the facility.

The order threatened that Edison would pay N50bn as damages if the application before the court turned out to be frivolous.

The court asked the claimants to serve the Interim order, the motion on notice already filed, the originating process and other processes in the suit on the defendants on or before the 13th day of December 2023.

The court granted leave to the Claimants to serve all the processes by substituted means by publication in two national newspapers or by pasting at a conspicuous part of the last known address of the defendants and adjourned till 21 December for hearing.

The court made the following orders: “An order of interim injunction restraining the defendants and the second claimant/applicant either acting by themselves or through their agents, servants, privies, assigns or any person(s) acting in a whatsoever manner and howsoever called or described, from further use of armed thugs accompanied by police personnel in riot gear to gain access to the Rivers State House of Assembly complex at Moscow Road, Port Harcourt, Rivers State which was burnt, destroyed, damaged and rendered uninhabitable as a result of the fire that engulfed the Assembly Complex on the 2nd day of October 2023, contrary to the order of the executive Governor of Rivers State relocating the sitting of the 1st Claimant to a secure and more conducive venue to ensure that the activities and meetings of the House are not disrupted during the period of the renovation of the burnt building, pending the determination of the motion on notice already filed.

“An order of interim injunction restraining the defendants whether by themselves, their agents, servants, privies and representatives in whatsoever and howsoever manner from preventing, disrupting and interfering with the smooth and regular operation, management and administration of the 1 claimant/applicant pending the hearing and determination of the motion on notice already filed in this suit.

“An order of interim injunction restraining the defendants whether by themselves, their agents, servants, privies and representatives in whatsoever and howsoever manner from preventing, disrupting and interfering with the exercise of the 2nd claimant/applicant’s statutory legislative duties of summoning and holding meetings, proceedings, issuing notices, passing resolutions, bills and performing other legislative functions of the 1st claimant/applicant pending the hearing and determination of the motion on notice already filed in this suit.”

It was, however, gathered that the state Governor, Siminalayi Fubara, was muting the idea of floating a government that would accommodate all notable leaders in the state irrespective of their party affiliations.

The governor was said to be planning to bring everybody on board to form a government of state unity in the interest of the development of Rivers.

Fubara was said to be ready to make more friends and close ranks with party leaders across the state.

The governor reportedly met with the Governorship Candidate of the Labour Party, Beatrice Itubor, in Government House.

Itubor, who confirmed the meeting, said they discussed the progress and development of the state adding that the governor intended to bring everybody on board irrespective of their party affiliations.

She said the state governor would like to form a unitary government to enable everybody to contribute their knowledge to the growth of the state.

She said: “The governor means well. But I told him I would consult stakeholders in the Labour Party and get back to him. We will support the governor. But we will not leave our party”.

When asked whether she would take any appointment from the governor, she said: “Why not? It is our state and we will work with the governor to succeed”.

Rivers signs agreements for construction of 20,000 housing units, spare parts market

    • We won’t ignore our promises, Fubara vow

There was jubilation in Rivers State at the weekend following the decision of  the state Governor, Sir. Siminalayi Fubara, to sign memoranda of understanding with two companies to commence the construction of 20,000 low cost housing units and a spare parts market in the state.

The agreement for the development of RIV/TAF City Housing Project on 1000 hectares of land and the spare parts market were signed for Rivers by the state Attorney-General and Commissioner for Justice, Prof. Zacchaeus Adangor.

The Managing Director, Chief Executive Officer, Mr. Mustapha Njie signed for one of the contracting firms, TAF Africa Global.

On the development of a Central Spare Parts Market, Prof. Adangor also signed for the State government while the Chief Executive Officer, Okoh Jeff and Engr. Charles signed for GOSH Project Limited.

Speaking at the brief ceremony in Government House, Port Harcourt, Fubara charged the two investors to speed up the process for the development of the state.

He said the problem of housing for low income earners in the state remained  a huge concern but was being addressed with the provision of 20,000 units of affordable houses.

Fubara said though people already knew the mantra of his administration, consolidation and continuity, they also needed.to understand that it included expanding the existing structure of the current city status.

  • Anger in Rivers over cult leader 2Baba’s denial of killing DPO

Anger in Rivers over cult leader 2Baba’s denial of killing DPO

The attempt by the most wanted cult leader, Gift David, popularly  known as 2Baba to wash his hands off the brutal killing of the Ahoada East Divisional Police Officer (DPO) SP. Bako Angbasim, has sparked anger in the state.

SP Bako was killed on September 8, 2023 while leading an operation to the Odiemude community in Ahoada East LGA of the state.

His killers identified as members of the Icelander cult group decapitated and dismembered his body and subjected his remains to a caricature in a viral video.

About 50 persons, including a monarch and former LGA chairman were arrested by the police and arraigned for the killing  of the gallant police officer.

The state police command has been making frantic efforts to recover the remains of Bako to no avail.

2Baba was declared wanted for leading the members of his Icelander cult that killed and dismembered Bako, who was known as a tough professional crime fighter.

He was declared wanted by the police with N100m bounty placed on his head by the state government.

But rattled by the ongoing operations by the police to arrest him culminating in the killing of other members of his gang and nabbing of his second in command in Bayelsa State, 2Baba in a daring move released a voice note claiming his innocence in Bako’s murder.

He claimed that he once accepted amnesty but returned to cultism when members of his group were being killed by the rival cult group.

He further said that on the fateful day, he spoke with Bako but did not disclose the content of their discussion.

He said: “I want to tell the Rivers State Government that I am not involved in anything concerning the death of DPO. I didn’t want to say anything all this while. But I decided to speak out because of the way people were talking about it.

“I was surprised and I want to tell people that I was not after the DPO and I’m not involved in his death. It is just that the incident happened in my community road. And the day it (killing) occurred I spoke with him. I and the DPO discussed. I was not even there when he was killed that day and I was shocked when I heard about the incident.

He added: “We submitted all the arms and ammunition we have, but our opposition refused to submit. And I saw that the government didn’t do anything about it. So my gang started regretting our decision to submit our arms.

“So since we longer have weapons, our rivals now used the advantage to be trailing us and killing members of my gang. They killed my younger brother of the same parents and burnt our hours. That was my annoyance and that was why I went back to gun play (crime).

“I didn’t pick up arms again for the purpose of intimidating people and causing problems. Everybody knows I was not into kidnapping, illegal bunkering or any criminal activity.

“I have just been concentrating on my business. And everybody knows that the only business I was doing was dredging. That is what I do. I am  self-sponsored and not bankrolled by a traditional ruler”.

But there was anger in Rivers over 2Baba’s claim of innocence especially among the youths of Ahoada East, who urged members of the public to disregard it.

The Public Relations Officer of Igbu Akoh Youth Congress, Hector Igageta, reiterated the allegation against 2Baba describing him as a notorious kidnapper and cultist.

He said: “If he says his hands are clean and that he is not involved in the death of Bako, he should come out openly and submit himself to the police. He should explain to the police what happened to Bako in his own community.

“He should also tell the police the person behind the series of killings of youths of Ekpeye and Akoh. He should tell the police who recently killed five persons in Odemereiyi. He hijacked people’s dredgers under duress. He should stop hiding because his days are numbered.

“We the youths will make sure that those involved in the killing of innocent persons especially that of Bako will be brought to book. No amount of distraction will stop the judiciary from doing their work. If you know that you are not involved come out. 2Baba never took any amnesty”.

The Rivers State Police command acknowledged the denial made by 2Baba in a statement signed by the Police Public Relations Officer, SP. Grace Iringe-Koko.

The police, however, asked 2Baba to come forward and present himself to the authorities to afford him the opportunity of defending himself.

The statement said: “While the police acknowledge the denial made by Gift David, it is important to emphasize that the principle of justice demands a fair hearing for all parties involved.

“The police understand the importance of listening to the other party, and it is crucial to note that everyone is considered innocent until proven otherwise. As such, the Rivers State Police Command urges Gift David Okpara, aka 2Baba, to come forward and submit himself to the authorities, providing the opportunity to present evidence that could support his claims of innocence.

“The police are committed to upholding the principles of due process and are open to receiving any information that can aid in the ongoing investigation. It is imperative for Gift David Okpara to cooperate with law enforcement to ensure a thorough and transparent resolution to this serious matter.”
