  • Administrator commends tax harmonisation in Rivers

    The Administrator of the Greater Port Harcourt City Development, Mr Desmond Akawor, on Thursday commended Rivers Government for harmonising taxation in the state.

     “It is necessary to harmonise revenue generation process to help block leakages of government funds and create more rooms for accountability by the revenue collection offices in the state.

    “Government discovered that in the past the process of taxation was hijacked by some miscreants who were not accountable to the government.

    “These persons had extorted monies in the name of taxes making it difficult for genuine government functionaries to claim their taxes.

    “The act had exposed some investors to the challenge of double taxation,” he said.

    Akawor, a former Ambassador to South Korea, thanked the governor for intervening to solve the problem of double taxation through a stakeholder’s interactive session with investors in the state.

    “The harmonisation plan is a welcomed development that will improve the revenue of the state and local governments.

    “The new plan allows investors to remit stipulated rate published by the government, this will give investors clear view on their tax commitments,” he said.

    Akawor, decried the activities of touts who had in the past invaded business areas in the state and collected illegal fees, urging perpetrators of such act to desist from such.

    He advised investors in the state to visit government revenue generation offices to be abreast of official rates and taxes to avoid paying their monies into wrong hands.

    Akawor, however, urged investors to support the government to achieve its developmental goals through proper tax remittance.

    He also warned against tax evasions because it would weaken the government’s financial base.

    Re-run: Rivers denies bribery allegation

    Rivers government on Tuesday denied that Gov. Nyesom Wike allegedly spent N111million to bribe Independent National Electoral Commission (INEC) staff during the Dec. 10 re-run legislative election.

    The News Agency of Nigeria (NAN) reports that the panel constituted to investigate the electoral and other offences perpetrated during the re-run election alleged that it recovered N111 million from 23 INEC officials.

    The Chairman of the panel, Mr Damian Okoro, a Deputy Commissioner of Police, made the allegation while presenting the team’s report to the Inspector-General of Police, Mr Ibrahim Idris, in Abuja on Tuesday.

    He alleged that three senior electoral officers collected N20 million each out of the N360 million given to them by Gov. Nyesom Wike of Rivers, while the remaining officers received N15 million each.

    Mr Simeon Nwakaudu, Special Assistant to the Rivers Governor on Electronic Media, said the allegation was false and politically motivated.

    Nwakaudu said in a statement in Port Harcourt that the police allegation was aimed at diverting attention from the real issues about the election.

    “ The statement (by the police) is patently false, politically motivated and cooked by the police to justify the violence they visited in the people of Rivers state during the re-run” he said.

    According to him, Gov.Wike did not spend N360 million to rig the re-run election.

    “ For the  avoidance of doubt, the Rivers State Governor, Nyesom Ezenwo Wike did not spend N360 million to rig the  re-run legislative elections of December 10, 2016.

    “The people of Rivers State overwhelmingly voted the PDP  across the state because of the outstanding performance of Governor Wike  since May 29, 2015, Nwakaudu said. (NAN)

    Rivers rerun: APC, PDP differ over appearance at Wike’s panel

    The Rivers State chapter of All Progressives Congress (APC) and the ruling People Democratic Party (PDP) in the state yesterday disagreed on the legality of the commission of enquiry Governor Ezenwo Wike set up to probe the violence that marred the December 10 legislative rerun.

    Wike set up the panel of enquiry on December 22, last year, to probe the remote and immediate causes of the violence and killings that occurred during the election.

    Speaking at a thanksgiving service in Port Harcourt, the state capital, with the theme: Rededication of Obio/Akpor APC to God, the party’s Leader in the area, Chief Tony Okocha said the panel was bias and lacked the legitimacy to ask APC to appear before it.

    The APC chieftain said the main reason Wike set up the panel, after allegedly declining to appear before the one set up by the Inspector-General of Police (IGP), was “to manipulate the process and sweep everything under the carpet”.

    APC House of Representative candidate for Obio/Akpor Federal Constituency during the rerun, Okocha said the party shunned the panel because its members were the main target.

    Okocha said: ”You know two things cannot go at the same time. Before the so-called panel was inaugurated by Governor Wike, there was a panel by the IGP, and they are on the same matter. But the governor said he had no confidence in the panel and was not going to submit himself to it.

    “The IGP’s panel is about the Federal Government. To manipulate and sweep everything under the carpet, Governor Wike set up his own panel and the only people he wants to appear before the panel are APC members. He is already biased and we cannot appear before it.”

    New GOC for Army’s 6 Division

    Maj.-Gen. Enobong Udoh has been appointed as the new General Officer Commanding  (GOC) of 6 Division, Nigerian Army, Port Harcourt, Rivers.

    The Division’s spokesman, Col. Aminu Iliyasu, in a statement he issued in Port Harcourt on Friday said Udoh would command Army formations and units in units in Akwa Ibom, Bayelsa, Delta and Rivers states.

    The new GOC replaces Maj.-Gen. Kasimu Abdulkarim who was posted to Defence Headquarters, Abuja.

    Udoh, who hails from Akwa Ibom, was the Coordinator, Defence Headquarters Campaign Planning Cell, before his appointment.

    The GOC was commissioned on Dec. 20, 1986, as a Second Lieutenant, and was a member of the 35 Regular Combatant Course of the Nigeria Defence Academy.

    Rivers State Police Commissioner Francis Odesanya has died.
    He was 56.
    The police chief passed on at India’s Sterling Hospital at Ahmedabad-Gujarat after an illness.
    The news of his death jolted officers and other ranks because not many knew he was ill.
    Force headquarters spokesman Jimoh Moshood, a Chief Superintendent of Police (CSP), said Inspector- General of Police (IGP) Ibrahim Idris condoled with Odesanya’s family.
    He said: “With a heavy heart and deep sense of loss, IGP Ibrahim Idris regrets to announce the demise of a serving Commissioner of Police for Rivers State Police Command, who passed on at the age of 56 after a brief illness at Sterling Hospital in Ahmedabad-Gujarat, India.
    “The late commissioner of police enlisted into the Force on February 1, 1986, as a Cadet Assistant Superintendent of Police (ASP) and rose through the rank. He served as Deputy Commissioner of Police (DCP) Operations, as well as Finance and Administration before he was promoted and posted as Commissioner of Police for Rivers State on July 20, 2016, a position he held until his sudden demise on January 31.
    “The IGP and his management team, on behalf of officers and men of the Nigeria Police Force wish to commiserate with the Odesanya family of Ikenne, Ogun State, the government and people of Ogun State, on the demise of their illustrious son, CP Francis Mobolaji Odesanya.
    “May his soul rest in peace and may the Lord grant his family the fortitude to bear this irreparable loss.
    “A condolence register has been opened at the reception of the Force Headquarters in Abuja and Rivers State Police Command headquarters in Port Harcourt for the personnel of the Force and the public.
    “Burial arrangements will be announced after consultation with the family.”
    Also, Governor Nyesom Wike yesterday mourned Odesanya.
    The governor condoled with the Police High Command, officers and men of the state police command on the death of the police commissioner.
    In a statement by his Special Assistant on Electronic Media, Simeon Nwakaudu, he prayed God to grant Odesanya family the fortitude to bear the irreparable loss.

    Rivers APC raises alarm over killing of members

    The Rivers State chapter of All Progressives Congress (APC) yesterday raised the alarm over the killing of its members in Ogba/Egbema/Ndoni Local Government Area (ONELGA) and other parts of Rivers State.

    Gunmen at the weekend, killed APC Ward 5 Secretary Emmanuel Obuozo at Ovor in Osomini area of ONELGA.

    It was learnt the APC chieftain was killed at his home where the gunmen shot sporadically to scare the residents.

    Addressing reporters yesterday in Port Harcourt, the state capital, APC’s Publicity Secretary Chris Finebone said the killing of the APC members showed the state government’s Amnesty Programme was dubious.

    Finebone said: “We in APC have always said Rivers State government’s Amnesty Programme is dubious and characteristically questionable. We continue to hold the opinion that government simply created the so-called amnesty to shield crooks.

    “It was just to shield them from clampdown by Federal security agencies by surreptitiously legitimising the criminalities perpetrated by the criminal associates who shot and killed to climb to power.”

    Also, ONELGA APC Chairman Felix Ejechi said the killings required Federal Government’s intervention.

    Ejechi said what was happening in ONELGA was beyond the party, adding that if something urgent was not done, the situation might spread to other places.

    The APC chairman said the party’s national leadership to address the “insecurity that is threatening the unity and affecting the membership strength of the party”.

    Adeboye’ll inaugurate Rivers Ecumenical Centre in May, says Wike

    Rivers State Governor Nyesom Wike has said the Ecumenical Centre under construction will be inaugurated in May by the General Overseer of Redeemed Christian Church of God (RCCG) Worldwide, Pastor Enoch Adeboye, as part of the Golden Jubilee celebration of the state’s creation.

    Wike spoke yesterday at the Adokiye Amiesimaka Stadium during the Port Harcourt Holy Ghost Rally of the RCCG, where Pastor Adeboye ministered.

    Preaching on the theme of the rally: The Almighty, Pastor Adeboye said God had the capacity to turn any situation around.

    The famous cleric urged believers to always look unto God for their blessings, adding that this year’s rally will lead to testimonies.

    He prayed for Wike, his administration, Rivers State residents and Nigeria.

    Adeboye said: “Father, I commit everyone here today in your hands. Make the impossible, possible. Father, bless Rivers State; bless our governor, bless his family and bless his government. Father, bless Nigeria.”

    Wike described himself as a direct beneficiary of last year’s Holy Ghost rally of the church, which he said led to the validation of his election at the Supreme Court.

    The governor said his administration had started fulfilling his promise of building the Obiri-Ikwerre Road as an alternative to the Airport Road near the stadium.

    Dignitaries included Wike’s wife, Justice Eberechi Suzzette Nyesom-Wike, Deputy Governor Ipalibo Harry-Banigo, House of Assembly Speaker Ikuinyi-Owaji Ibani and members of the Rivers State Executive Council (Exco).

  • Police misconduct: Lagos, Abuja, Rivers score high

    Lagos, Abuja and Rivers States top the records of complaints of misconduct against the police, it was learnt yesterday.

    According to a report yesterday in Abuja by the Officer in Charge of Public Complaint Rapid Response Unit (PCRRU), ACP Abayomi Shogunle, Kebbi State has no record of misconduct among police officers.

    The report also showed a sergeant serving in Abuja was demoted to corporal after he was found guilty of extortion.

    According to the report: “In the fourth quarter of 2016, a total number of 822 complaints were reported from across the federation with Lagos State Command maintaining top on the chart with 153 cases representing 18.62% while Kebbi State command has no recorded single case since inception of the Unit.

    “FCT and Rivers Command closely followed Lagos with total number of 130 and 116 cases respectively. Kebbi and Jigawa State commands remained at the bottom with no case reported against them while Taraba and Katsina state commands recorded one case each in the period under review.

    “We have successfully resolved 636 cases reported against police officers nationwide between October and December, 2016”, the report states.

    The report also showed 156 of the reported cases were found to be false, which is the highest number of false cases so far recorded as against 96 in Q1, 35 in Q2 and 51 in Q3. 30 out of the reported cases are still under investigation and phone calls have continued to top the channels members of the public use in reporting cases.

    On the sanction meted on erring officers, Shogunle noted: “Out of the reported cases, a police sergeant serving in FCT who was proven guilty in a case of extortion was demoted to the rank of Corporal while eight other officers received varying degree of sanctions due to complaints made to the Unit.

    Shogunle also noted that the Inspector-General of Police, Ibrahim Idri introduced a reward mechanism to reward commands with zero case of police professional misconduct.

  • Fed Govt takes civil service pensioners’ verification to Bayelsa, Rivers

    The Federal Government has announced the start of the next phase of the verification and biometric capture of civil service pensioners in the South South States of Rivers and Bayelsa.

    A statement by the Executive Secretary of the Pension Transitional Arrangement Directorate (PTAD) in Abuja indicated that the verification exercise will take place in Port-Harcourt, to cover pensioners in Rivers State and in Yenagoa, to cover pensioners for Bayelsa on the 16th of this month.

    PTAD had earlier concluded verification of civil service pensioners from the North-West and South-East zones of the country in 2015.

    As a follow up, pensioners in the North East states of Adamawa, Bauchi, Gombe and Taraba were recently verified, between November 28 and December 6, 2016.

    The directorate said apart from identifying ghost pensioners and putting a stop to fraudulent payments, the exercise has facilitated the restoration of monthly pension payments to genuine pensioners previously removed from the payroll, including those who had never been paid any pension or gratuity.

    “4,438 pensioners verified in the North-west and South-East who were hitherto not receiving their pension, were payrolled in November, 2016 and their pension and arrears paid,” the statement said.

    The statement indicated that pensioners are expected to come along with the original and photocopies of their relevant retirement credentials for the upcoming exercise as will be published in national dailies and announced on television and radio stations.

    “PTAD is equally aware of the sick and infirm pensioners. They are advised to contact PTAD at the centres to enable the mobile verification team reach their homes/hospitals for biometrics,” the statement said.

    More than 21 families in Rivers State experienced kerosene explosion in 2016. Many did not survive to tell their stories. Some are still in the hospitals battling with their lives. Precious Dikewoha examines the danger in cooking with adulterated kerosene.

    Madam Glory Nnorum knows the pain of kerosene explosion. Her sister died last year as a result of adulterated kerosene.

    Madam Nnorum said: “My sister bought kerosene at the roadside and after pouring it on her cooking stove it exploded. Her two sons dead, and after two months in the hospital she died. Last year was very heavy in our heart. When I see people buying kerosene at the road side, I pity them because they are ignorant of the consequence of the product they are buying. Adulterated kerosene is deadly. It has wiped out many families in Rivers State; so, I’m not going to patronise it. The last kerosene I bought at the filling station has just finished and I went to the filling station to get another they said there is no product. So I bought firewood which I’m using for now. I know not everyone will have a space where he or she is living to make use of firewood. But I think people should be careful, because I can see danger. I can see entire family being consumed.”

    Another resident, Mrs. Cecelia Dinka Woke, a house wife, said she has turned to charcoal for her cooking.

    “it is charcoal we are using now. We don’t have money to buy. The question is how many days would it last for a family of six that is boiling water every time. My husband is not working; he lost his job two years ago and yet to get another one. Before now we used to buy in the filling station close to us but when we discovered that we cannot afford the price we decided to be sourcing for charcoal. With the story of explosion we are hearing from here and there, I think it is better to manage the charcoal for now until when the product is available at the filling stations.”

    A Port Harcourt resident, Mr. Innocent Oji, blamed the Federal Government and the Independent Petroleum Marketers Association of Nigeria(IPMAN) for the scarcity of kerosene. He said both the government and the IPMAN should be held responsible if anything happened to ignorant Nigerians now “buying their death as kerosene.”

    Oji said he is worried over the increase in the supply of bunkering kerosene into the market by militants.

    “Following the scarcity of kerosene at the filling stations, many criminals in the Niger Delta are now using the opportunity to destroy pipelines to get illegal product as a cheap way of making money. And people are not complaining because the product is cheap and unknowingly to some of them, they are buying a disastrous product that could end their lives and that of their families. My candid advice is that the public should watch carefully on the kind of product they buy in the market. And if they must use the product, they should pour it first on the ground, light on it, and the reaction will show if it is a good or bad product.

    “Explosion, whether it is fire, kerosene, petrol, gas or any other form of explosion that ignites fire, damages property and destroy life is the worst disaster that could happen to any family or individual. But the alarming rate of kerosene explosion in the Niger Delta, particularly in Rivers State, has been attributed to the buying of adulterated bunkering kerosene which must stop.”

    When our correspondent visited Borokiri axis of Port Harcourt where “bunkering” kerosene is being sold, some of the dealers agreed that adulterated kerosene was the cause of the incessant explosion.

    One of the dealers of kerosene, Mrs. Angela Nweke, said because of the high cost of kerosene most of them prefer to patronise the adulterated kerosene being sold by militants.

    She also alleged that some marketers or owners of filling stations also patronise the boys.

    “We are not the only people that patronise these boys. There are big men who come here with their tankers to load this adulterated kerosene and when they get to their filling stations they mixed it with the good one. On the issue of explosion, we have informed the boys on the need to properly refine the kerosene considering the danger it is posing to the society. But we cannot stop buying because we are making enough profits from the product.”

    Mr. Stephen Willy, a petroleum marketers in Port Harcourt, said it is wrong for anyone to accuse marketers of adulterating a product. He said he decided not to order for supply because the price of the product was high. He called on the security agencies to track down those illegally refining kerosene and selling it to members of the public.

    The zonal Chairman, Independent Petroleum Marketers Association of Nigeria (IPMAN) Eastern Zone, Ben Dumbari Dimkpa, said the scarcity of kerosene product was due to the activities of criminals who vandalise pipelines.

    Dimkpa said: “The refineries have not been working to the optimum capacity. And it has created a garb in the demand and supply but I think with the coming of Port Harcourt and Warri refineries which is working with 60 percent capacity I believe the scarcity would be over. Especially in the Southern zone, there are a lot of adulterated products due to pipelines vandalism which IPMAN is working hard with the security agencies to end the menace. We have our data base of registered Independent marketers that load from Pipeline and Petroleum Product Marketing Company (PPMC) and recommend Tank Farm in Nigeria. So when the marketers go through these channels to buy their product; they are product that has gone through process of refining. Those who don’t know should contact IPMAN, those who buy from the unregistered marketers are patronising adulterated petroleum product.”
