    Bloody rerun in Rivers

    Violence escalated in Rivers State during the supplementary legislative elections as members of the Peoples Democratic Party (PDP) and the All Progressives Congress (APC) clashed in many polling centres over allegations and counter-allegations of rigging. BISI OLANIYI writes on the political situation in the volatile Niger Delta state.

    The rerun polls ended in fiasco in many polling centres. The mistakes of the last general elections were repeated. According to observers, the exercise was a sham. It failed the test of integrity and credibility.

    The polls were expected to hold in  22 of the 32 state constituencies, 12 of 13 federal constituencies and three senatorial districts. But, Rivers State was engulfed in crisis and violence. Consequently, the exercise was postponed in six local governments.

    The All Progressives Congress (APC) and the Peoples Democratic Party (PDP) are the main contenders. But, 26 smaller parties also participated in the elections. The fresh polls were ordered by the election petitions tribunals and the Court of Appeal. The courts sat in Abuja because of the insecurity in the state.

    The state constituencies where the elections did not hold are Abua/Odual, Ahoada West, Etche One, Khana One, Ogba/Egbema/Ndoni, Ogu/Bolo, Okrika, Oyigbo, Port Harcourt One and Three. Ahoada West/Ogba/Egbema/Ndoni federal constituency is also not affected by the rerun.

    No fewer than 2,148,289 voters were expected to vote while 6,806 card readers were deployed, despite the controversy surrounding the recent Supreme Court judgments.

    The polls were keenly contested by the candidates of the APC and the PDP, considering the fact that last year’s polls were described by local and international observers as a sham.  No fewer than 100 members of the APC were killed during the exercise.

    At the weekend, seven persons lost their lives across the 23 local governments during the polls. Vehicles and buildings were set ablaze. The police arrested 12 people in connection with the violence.

    The Secretary Government, Kenneth Kobani, an indigene of Bodo-Ogoni, Gokana Local Governent, was arrested by soldiers for stalling the distribution of election materials. Also, Governor Nyesom Wike’s Special Adviser on Special Projects, Cyril Dum Wite, was also nabbed.  Wite was found with N40 million, arms, police and army uniforms. But, he denied sponsoring violence.

    Deaths of voters were recorded in in Abalama, Asari-Toru LGA; Eleme, the headquarters of Eleme LGA, Nonwa in Tai LGA, Rumuokwuta in Obio/Akpor LGA and Ogboloko in Abua/Odual LGA.

    However, the Rivers State Police Spokesman, Muhammad Ahmad, a Deputy Superintendent of Police (DSP), said that only one person was killed in the violence that took place at Eleme.

    Security operatives arrested eight thugs in Khana LGA of the state for various electoral offences and also for parading themselves as policemen. The Nigerian Army also paraded some arrested fake soldiers.

    Ahmad said 10 people were arrested in Eleme while two persons were apprehended on their way to Akinima, the headquarters of Ahoada West LGA.

    Due to the violence, there was voter apathy. Ballot boxes were snatched by thugs, in spite of the presence of soldiers, riot policemen, operatives of the Department of State Services (DSS) and other security personnel.

    On his assumption of office, the Resident Electoral Commissioner, Aniedi Ikoiwak, met with leaders of the 28 political parties. The Akwa Ibom State-born electoral chief assured them of free, fair and credible polls. He urged the political class to discourage thuggery.

    Analysts have described the last Saturday election as war. Midway into the polls, Ikoiwak announced the cancellation of the elections in Khana, Gokana, Andoni and Bonny. Later, the elections was cancelled in Tai and Eleme LGAs due to irregularities and violence. On Sunday, INEC also cancelled the exercise  in Etche and Asari-Toru LGAs. Thus, the poll was canceled in eight councils. The REC said a new date would be fixed after the audit of the commission’s personnel and materials, and meeting with the stakeholders.

    In Emohua, Degema, Ogba/Egbema/Ndoni 1, Obio/Akpor 1 and 2, Ahoada East 1 and 2, Omuma and Akuku-Toru constituencies, the PDP won the poll.

    While suspending the exercise in Etche and Asari-Toru LGAs, Ikoiwak said: “Further to our earlier pronouncement of the suspension of the rerun elections in the six LGAs of Khana, Bonny, Gokana, Andoni, Tai and Eleme, following disturbances and violence that impeded the electoral process in those parts of the state, it has also become necessary to suspend the elections in Etche and Asari-Toru LGAs, for the same reasons.

    “This suspension of the rerun elections by INEC is necessitated by the need to forestall breakdown of law and order or loss of lives and property, in the event of further aggravation of crisis.

    “INEC needs to put all stakeholders on notice that we are still studying the situation in the other 15 LGAs, where collation of results is currently going on.”

    Ikoiwak noted that INEC decided to cancel the elections in some LGAs, in view of attack on the commission’s officials by party agents, who alleged that fake result sheets were distributed, which was denied by the Rivers REC of INEC.

    The Minister of Transportation, Rotimi Amaechi, voted at Unit 14, Ward 8,Ubima, Ikwerre LGA. Former APC governorship candidate Dr. Dakuku Peterside voted in Unit 06, Ward 03, Opobo, the headquarters of Opobo/Nkoro LGA. The Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA) complained about the hijack of election materials by thugs in Akuku-Toru and Degema LGAs. He attributed the low turnout to violence.

    However, Wike accused the INEC of shoddy preparation. He complained about shortage of result sheets, which he said could lead to violence, if the electorate suspected a foul play.

    Wike, who spoke with reporters after voting at Ward 9, Unit 7 in Obio/Akpor LGA, said: “It is obvious that INEC is not prepared for the rerun elections. INEC refused to tell members of the public its challenges.”

    The Rivers alluded to the snatching of election materials in Ubima (Amaechi’s hometown) and Omagwa. But, he lauded the security agencies for maintaining law and order.

    The Chairman of the APC, Chief Davies Ikanya, said Wike and the PDP had brought embarrassment. He said the governor was desperate to secure victory for his party. He described as frivolous and ridiculous the allegation by the PDP Chairman, Chief Felix Obuah, that APC leaders masterminded the arrest of the SSG and the Environment Commissioner, Prof. Roseline Konya.

    Ikanya queried: “Why should we mastermind the arrest of Kobani? What is his political relevance? Does his position as SSG place him above the law? Are we the ones that asked him to be lawless, that warranted his arrest?

    “We are orderly and decent. We want the best for Rivers State. Rotimi Amaechi, the Minister of Transportation, was directed by the Deputy Inspector-General of Police (DIG), in charge of Operations, Sotonye Wakama, to vote and leave for his residence and he complied. Who is Kobani to be moving around, intimidating voters in polling units that he does not belong?

    “Soon, they will accuse APC of planting the N40 million, arms, police and army uniforms in the car of Wike’s Special Adviser on Special Projects, Cyril Dum Wite, that led to his arrest (yesterday). Imagine the embarrassment and national shame that Wike and PDP have brought to Rivers State.”

    Obuah alleged that soldiers beat up Kobani. He said Konya was also beaten to coma in Ogoni while over 2,000 PDP members were arrested.

    The Assistant Director, Army Public Relations of the 2 Brigade, Nigerian Army, Port Harcourt, Capt. Eli Lazarus, expressed shock over the PDP’s allegations. He described the soldiers as professionals, who always adhere to the ethics of the military.

    Ekiti State Governor, Ayo Fayose on Monday said that declaring State of Emergency won’t work in Rivers and Ekiti state.

    He reacted to speculations of federal government’s contemplation to impose state of emergency on the two states while speaking with State House correspondents at the Presidential Villa, Abuja.

    Fayose was in Abuja to attend the National Economic Council (NEC) retreat on the economy in the State House.

    According to him, he has been waiting for President Muhammadu Buhari to declare state of emergency in Ekiti.

    Stressing that power has gone back to the people; he urged leaders to beware of the actions they take in office as they may hunt them in the future.

    On the question concerning possible declaration of state of emergency in Rivers, he said: “They have been insinuating that too in Ekiti. We have been waiting for them. Power has gone beyond the leaders; power has gone back to the people.

    “There are certain things leaders will do today, you will eat it tomorrow.

    “You want to declare state of emergency, declare it and we will tell you that the state of emergency will not work too. This country belongs to all of us.” He added

    Governor Nyesom Wike of Rivers State had also over the weekend alleged that some people were creating problems in his state to make the federal government to impose a state of emergency in the state.

    Wike had said that such ploy would not work because the PDP was more popular in the state.

    The Department of State Security (DSS) recently raided the Ekiti State House of Assembly where they were reported to have arrested eight lawmakers while one of the lawmakers is being detained by the Economic and Financial Crimes Commission (EFCC).

    Fayose condemned the weekend’s National Assembly and State House of Assembly re-elections especially because of what he said was their militarization.

    He described the situation in Rivers as a service of ego of some individuals who believed they have control on the federal government.

    He said: “I want to condemn the election in Rivers State. I want to condemn the militarization.

    “Like I said to some people yesterday, if say Ekiti election nobody was slapped, nobody died, the person defeated congratulated the winner; do we now call this Rivers election Rivers of Bloodgate?

    “Because for a peaceful election in Ekiti and this in Rivers, the military has got no business in our election.

    “Now, I want to say that if you watch the trend, PDP has always won all the elections after the annulment. Which means what happened in Rivers is just a service of ego of some individuals who believed they have Nigeria in their pockets, they can call the president at will to deploy the military and it’s unfortunate that somebody would allow the military to kill his own people.

    “I strongly condemn the elections in Rivers and charge that we sustain the legacy of transparent elections.

    “For me in Ekiti, we learned from that and we are prepared. We prepare for election everyday and we are fully prepared.”

    On the Ekiti lawmaker detained by the EFCC, the governor said that the anti-graft body was trampling on the rights of citizens.

    “And for the people detained in EFCC, it shows the rascality of the agency of government to the federal government to look away and allow innocent Nigerians’ rights to be taken away. I condemn it,” he stated.

    The Independent National Electoral Commission (INEC) last night suspended further action on Rivers State rerun elections into the National Assembly and the House of Assembly.

    It said it decided to take the action because several permanent and ad hoc officials had been attacked. Some were abducted and taken to unknown destinations.

    The electoral agency said the tense atmosphere had only enabled it to collate and declare results in only one Federal and nine state constituencies.

    But the suspension does not affect the constituencies where the process has been completed and the results declared by the Returning Officers.

    A statement last night by INEC’s Director, Voter Education and Publicity, Mr. Oluwole Osaze- Uzzi, said: “Pursuant to the Orders of the Court of Appeal, the Independent National Electoral Commission (INEC) conducted elections into various seats in the National and the Rivers State House of Assembly yesterday, the 19th of March, 2016.

    “Rather unfortunately, some of these elections witnessed the disruption of the process, including the barricading of some of the INEC Local Government offices and Registration Area Centres (RACs) used for the distribution of Electoral materials which led to the late commencement of the exercise in some places and consequently, its smooth take off.

    “Of more serious concern was the level of threats, violence and intimidation of election officials and voters by well armed thugs and miscreants allegedly acting on behalf of some politicians, which marred the elections in some areas.

    “There were reports of numerous attacks resulting in fatalities, kidnappings, ballot snatching, diversion of officials and materials, amongst others, which necessitated its suspension in 8 Local Government Areas.

    “Regrettably, such deviant behaviour has continued today. Several permanent and ad hoc staff engaged have been attacked, again resulting in fatalities, while some have been forcibly abducted and taken to presently unknown destinations.

    “Under such difficult circumstance, the Returning Officers were only able to collate and declare results in 1 Federal and 9 State constituencies where the disruption and malpractices were not so widespread.

    “Having reviewed the situation, the Commission is compelled to suspend all further action concerning the exercise in all the other constituencies in the State pending the receipt of a comprehensive report from its Field Officials and Monitors.

    “For the avoidance of doubt, it should be noted that the suspension does not affect the constituencies where the exercise has been completed and the results declared by the Returning Officers.”

    The Independent National Electoral Commission (INEC) yesterday cancelled the election in two more councils in the Rivers State re-run parliamentary election. This brings to eight the number of local governments with cancelled results.

    The two local governments are those of Etche and Asari Toru.

    The commission is yet to fix a new date for the polls.

    Resident Electoral Commissioner (REC)  Mr Aniedi Ikoiwak, who announced the cancellation, said: “Please note that this suspension of the rerun election by INEC is necessitated by the need to forestall breakdown of law and order or loss of lives and property in the event of further aggravation of crisis.”

    The electoral agency on Saturday cancelled election in six local governments – Khana, Bonny, Gokana, Andoni, Tai, and Eleme. INEC conducted elections in 22 of the 32 state House of Assembly seats, 12 of the 13 House of Representatives seats and three senatorial districts.

    The Commander of 2 Brigade, Nigerian Army, Port Harcourt, Brig.-Gen. Stephenson Olabanji, gave reasons yesterday why Secretary to the Rivers State Government Chief Kenneth Kobani and a Special Assistant to Governor Nyesom Wike,  Mr Cyril Wite, were arrested by the Army.

    Gen. Olabanji said at a joint security news conference in Port Harcourt that both men were arrested in Gokana and Khana Local Government Areas on Saturday for allegedly committing electoral offences.

    “Many people were arrested yesterday (Saturday) for disrupting the electoral process and the law is not meant for just the lower cadre alone.

    “No matter who you are, if you go against the law, you will definitely face the music.

    “So, there is nothing like being Secretary to the State Government; many people were arrested as you have been told; a lot of people were arrested,” he said.

    Gen. Olabanji denied claims by the state government that some commissioners and other top officials were manhandled by soldiers during the re-run elections.

    Assistant Commissioner of Police Zone Six, Calabar, Mr Adisa Bolanta, said four people died while 22 persons were arrested during the elections.

    Bolanta said the suspects were being interrogated on allegations of criminal or electoral offences.

    He said deployments made by the police assisted in reducing election-related offences.

    Governor Wike who confirmed the arrests, said the government officials wanted to ensure that election materials were moved to polling units at the time they were arrested.

  • PDP will win re-run election – Wike

    Gov. Nyesom Wike of Rivers said on Sunday that the Peoples Democratic Party (PDP) would win Saturday’s re-run legislative elections in the state because it prepared for it.
    Wike told newsmen in Port Harcourt that when the elections of the legislators were annulled in December, the party commenced preparations for re-run.
    He said that the party began campaigns and started working hard to win the elections because it was on ground.
    The governor confirmed that the Secretary to the State Government, Chief Kenneth Kobani and a Special Assistant, Mr Cyril Wite, were arrested by the Army.
    Wike said that the government officials wanted to ensure that election materials were moved to polling units when they were arrested.
    He said that it would be difficult to rig elections in the state because the people would resist the attempt.
    According to him, when somebody is not popular and attempts to rig the election, the people will say no to such move.
    He alleged that some people were creating problems to make the Federal Government declare a state of emergency in the state.
    Wike said that such ploy would not work, because the PDP was more popular in the state.
    He urged the media not to be emotional or sentimental while reporting events in the state, because such stories created wrong impression. (NAN)

    The Resident Electoral Commissioner (REC) of the Independent National Electoral Commission (INEC) in Rivers State, Aniedi Ikoiwak, who on Sunday afternoon, announced the cancellation of elections in two more Local Government Areas: Etche and Asari-Toru, says the commission was still studying the situation in the 15 other LGAs.

    Besides Etche and Asari-Toru LGAs, the rerun was on Saturday cancelled in Khana, Bonny, Gokana, Andoni, Tai and Eleme, due to irregularities and violence, with new date to be fixed after the audit of INEC’s personnel and materials, as well as meeting with the stakeholders.

    Unconfirmed results released Sunday afternoon by the Rivers House of Assembly collation officers indicated that the candidates of the Peoples Democratic Party (PDP) “defeated” their counterparts of the All Progressives Congress (APC) and others in Emohua, Degema and Ogba/Egbema/Ndoni constituencies.

     

    The Rivers REC of INEC, personally signed a statement, dated March 20, 2016 and titled: “Suspension of Elections in Etche and Asari-Toru LGAs,” to announce the cancellation of elections in the two more LGAs.

    Rivers State Electoral Commissioner, Aniedi Ikoiwak has announced the cancellation of election in two more Local Government Areas (LGAs)  in the state due to irregularities.

    The council areas are Etche and Asari-Toru.

    The Saturday elections in six LGAs had earlier been cancelled.

    Saturday’s re-run election in two more Local Government Areas in Rivers State has been cancelled by the State Resident Electoral Commissioner (REC) of the Independent National Electoral Commission (INEC), Aniedi Ikoiwak.
    The affected council areas are Tai and Eleme LGAs.
    Ikoiwak had earlier announced cancellation of the elections in Khana, Gokana, Andoni and Bonny.
    The Electoral Commissioner who stated that new date for the election in the six LGAs would be announced later, noted that INEC was studying the situation in other council areas in the state, which has 23 councils.

    The Independent National Electoral Commission (INEC), has announced the cancellation of rerun elections of National and state Houses of Assembly in four Local Government Areas (LGAs) of the Rivers state.
     The LGAs are, Khana, Gokana, Andoni and Bonny.
    The Resident Electoral Commissioner (REC), Aniedi Ikoiwak  who announced the cancellation at a briefing on Saturday afternoon at the state INEC office in Port Harcourt said the decision  followed attacks of INEC officials at the areas by political party members who alleged that the electoral materials sent to them were fake.
    “I am not aware of any fake materials sent to any LGA in this elections, all the electoral materials for the elections were distributed in the presence of political party representatives, everything sent out from here were genuine materials,” he said.
