    Poverty, unemployment behind banditry in Northwest, says Sani

    Kaduna State Governor Uba Sani has said poverty and unemployment are responsible for the banditry and kidnapping bedeviling the Northwest.

    He said the solution to the security challenges in the region lies in ensuring that the residents get good governance from those in positions of authority.

    Sani said this while hosting members of the state’s Elders’ Forum, led by General Zamani Lekwot (retd.) and Alhaji Abubakar Mustapha, at the Sir Kashim Ibrahim Government House yesterday in Kaduna on his election victory at the Supreme Court.

    He said as Kaduna State intensified military actions against banditry and kidnapping with the support of the Defence Headquarters (DHQ) to build two additional Forward Operation bases in the state, his administration was also adopting good governance as the best non-kinetic solution to the security challenges.

    The governor, who decried the increasing number of out-of-school children must also be addressed to ensure a secured state and region, added that the state was getting $28 million support from Kuwait to help the education of such children.

    Sani said: “The Chief of Defence Staff, the Chief of Army, and the Chief of Air Staff have assured us of their support to our security efforts. They have decided to set up two Forward Operation Bases (FOBs) in Kaduna: one in Southern Kaduna, at Zangon Kataf to be precise; and another in Birnin Gwari, to serve Birnin Gwari down to Giwa. The FOBs will be set up in the next three weeks.

    “This is one of the most important interventions by the Defence Headquarters because we have always said that we need more boots on the ground and we need the support or the military generally, and we are grateful that we are having that support.

    “We also announced last week that we would be setting up a security trust fund. By the grace of God, tomorrow (today), I would be signing the Bill for the Establishment of Security Trust Fund 2024. We are amending the one that is obsolete and coming up with a new one. This will give room for the private sector to come in and work with us.

    “We are also looking at the non-kinetic approach to addressing the security challenges. But the issue of non-kinetic approach is not just about talking with the bandits, negotiating, and asking them to submit their weapons; that is only one aspect of it.

    “The most important aspect of non-kinetic approach is good governance. No matter how much we talk and try to bring about peace, if we don’t look at the area of good governance, we will never end the problem of insecurity in northern Nigeria in particular.

    “People always talk about how the problem of insurgency was ended in the Northeast. But insurgency is not the same with the problem of banditry and kidnapping that we have in the Northwest. The Northeast issue was about people that came from nowhere and talk about an ideology of Boko Haram.

    “What we have in the Northwest is an economic problem where people kidnap and ask for money. What brought about that? It’s hopelessness, lack of education, and lack of economic prosperity.”

    “The problem of the Northwest is lack of education and financial exclusion. Over 85 per cent of the people in the Northwest are either not educated or financially excluded. So, there is poverty. If we don’t address the poverty by supporting our farmers and increase productivity, we will not address the problem of insecurity.

    “So, we need to look at the issue of good governance; it’s key. Many states in the Northwest, including Kaduna, have a large number of out-of-school children, which is unacceptable. Even access to healthcare, which is not a privilege but a right, is poor.

    “Education is the greatest enabler. So, we must educate the children of the poor to compete favorably with the children of the rich. If we don’t do that, the problem of insecurity cannot be addressed…”

    The Deputy Rector (Academics) of Kaduna Polytechnic, Dr Grace Jamila Bila-Jolaosho, the former Senator representing Kaduna Central in the 8th Senate, Senator Shehu Sani and the National Association of Seadogs, Pyrates Confraternity (NAS/PC) have proffered a roadmap to ensure education for the Girl- Child and children living with disability in Northern Nigeria.

    They all spoke at the 15th edition of the Ralph Opara Memorial Lecture with the theme: Quality Education for The Girl-Child and Children living with Disabilities in Northern Nigeria: Challenges and Way Forward organised by NAS/PC at Arew​a House.

    Dr Jolaosho while stressing the importance of education as a fundamental human right lamented that girls and children in Northern Nigeria face barriers such as education system, cultural practices, poverty, religious affiliations and negative social perceptions in accessing education.

    She pointed out that in some northern states, the gender inequality in education is greater against the girl-child with or without disability adding that children with disability are severely discriminated against.

    ‘’On the other hand, children and persons with disabilities suffer devaluation, discrimination and disconnection from family, community and society owing to misperception of their ability to study or perform any task meaningfully. As such most persons with disabilities are denied their human right to education so driven by circumstances to eke out being homeless as beggars, and vagrants. Similarly, the girl child suffers discrimination, early marriage, child labour, gender-based violence, gender stereotyping and teenage pregnancy,’’ Dr Jolaosho said.

    According to her, while 12 states in Northern Nigeria have domesticated Persons with Disabilities Law and a general level of compliance, challenges in accessing education still persists.

    Dr Jolaosho identified poverty and insecurity as other factors preventing children in Northern Nigeria from accessing education.

    ‘’Another challenge to quality education in contemporary Northern Nigeria is security, issues of banditry and kidnapping. Women and girls are the most affected in times of conflict and crisis being victims of horrendous acts of violence including rape, torture, human trafficking, and sex slavery. We are all familiar with the accounts of bandits and kidnappers capturing many girls from schools across the region with many still currently in their captivity.

    “This situation has discouraged parents in such vulnerable areas from sending their children to school. In some rural areas especially, the activities of bandits and kidnappers have crippled the educational system since the safety of the teachers and the students cannot be guaranteed. The situation is so bad that essential workers do not want to be posted to the rural areas to carry out their legitimate duties. The situation has further aggravated rural urban migration and the internal refugee situation because many parents and guardians have relocated to urban centers in a bid to escape the insecurity.’

    For the way forward, she recommended the hydra-headed monster of insecurity in Northern Nigeria and Nigeria as a whole must be tackled head-on, adding that the insecurity dimension of banditry and kidnapping are relatively recent developments in the region and if not arrested immediately, any investment in education, especially, as it affects the girl child and children with disabilities will remain a mirage.

    ‘’There is a need for continuous advocacy on the importance of availing the girl child and children with disabilities with quality education in Northern Nigeria. To this end, the media must take the lead in enlightenment of the public and creating more awareness against the militating challenges; beliefs and practices that encourage discrimination against inclusion of the girl-child and children with disabilities.’’

    Speaking, Senator Shehu Sani lamented that education had been neglected in Northern Nigeria and has triggered insecurity in the region.

    He bemoaned the fact that the failure to educate the nomads and the young children has been responsible for the series of insecurity in the region.

    Sani therefore recommended investment in education to ensure that Northern Nigeria comes out of its present crisis.

    The NAS Capoon, Mr Abiola Owoaje said NAS/PC was concerned about the state of education for the girl-child and children living with disabilities in Northern Nigeria which prompted it to feature it in the 15th education of the Ralph Opara Memorial Lecture.

    He described Opara as an outstanding Nigerian who joined Prof Wole Soyinka and five others to form the Pyrates Confraternity at the University College Ibadan which has sustained the social advocacy posture of speaking for the voiceless.

    Kaduna: Sani signs N458b 2024 draft budget into law

    Kaduna State Governor, Senator Uba Sani has signed the 2024 Kaduna State Appropriation Bill with a total size of N458,271,299,477.66 into law, following its passage by the State House of Assembly.

    The Budget has N318,836,576,588.28 voted for Capital Expenditure while N139,434,722,889.38 is pegged for recurrent expenditure, representing a capital to recurrent ratio of 69.57% to 30.43%

    Signing the budget, Governor Uba Sani said the 2024 budget was designed to bring development closer to the people of Kaduna State, adding that, “the 2024 Budget of “Rural Transformation for Inclusive Development” will bridge the gap between the rural and urban areas.

    According to the Governor, the budget will “revitalise our rural economies, promote social inclusion, address the gaps in infrastructure and human capital, boost agriculture and food security, and make Kaduna State safe and secure for citizens and investments.

    “For us to achieve the objectives of the 2024 Budget, all hands must be on deck. MDAs and government owned enterprises must brace up and fashion effective strategies that will enable them improve on their revenue generation efforts.

    “The reinvigorated Kaduna State Internal Revenue Service (KADIRS) has an important role to play in the effective implementation of the 2024 Budget. KADIRS must sustain the current momentum of our revenue generation drive.

    “I will like to thank the Planning and Budget Commission and all those who worked around the clock to produce the 2024 Appropriation Bill that I am signing today.

    “I call on our dear citizens to give us their full support and cooperation as we commence the implementation of the 2024 Budget. These are challenging times. It is in challenging times that the indomitable spirit of the people is called to action. We are determined to lead our people to a brighter future. We shall succeed because the people of Kaduna State are resourceful and resilient,” he said.

    • Offers 500 free medical surgeries to residents

    The Founder of Sani Bello Foundation, Rtd. Col. Sani Bello has said that hosting parties during birthdays is a waste of time as individuals can use these monies for humanity.

    Bello, during the foundation’s medical outreach named ‘Free Surgical Festival,’ said that the best gifts to receive for his birthdays are the smiles of those who are beneficiaries of his foundation’s free medical outreach.

    “I am not a party person. If I should host the party, I will likely invite dignitaries who are not in need of food. Instead of wasting money on parties, I decided to use it to serve humanity. I also discovered that the best way to do so is by taking care of their health.

    “That is why I embarked on this journey through the Sani Bello Foundation and Graceland Foundation team of medical experts. We have been on it for ten years.

    “It brings me fulfillment walking through the various wards and seeing the smiles on people’s faces. These people cannot afford the money for the surgery so I am glad I can take the pressure off their shoulders and allow them to live a normal life,” he said.

    Bello stated that he is determined to do more for humanity as he realized that there are several people in need of the surgeries that are being offered.

    He said that the organization does not discriminate on who benefits from the free surgeries adding that the beneficiaries come as far as Lagos and Port Harcourt to benefit from the Foundation’s free medical surgeries.

    The Head of the Medical Team for the outreach, Dr Thot Dogo Joseph, said that the foundation operated close to 500 patients for appendicitis, hernia, hydrocoele, goiter, lumps, cataracts, glaucoma alongside gynecological procedures on fibroids.

    Joseph, who is also the Chairman of Graceland Development Healthcare Foundation, said that since the inception of the free medical surgical festival, they have carried out surgeries on 13,000 people.

    “These surgeries are free of charge. Our Chairman, Col. Sani Bello sponsors the surgeries. What we cannot carry out here are to be done in other places. We do not usually have a target because our Chairman gives us an open cheque to operate as many people as we can during the days of the outreaches,” he said.

     The Director General of the Sani Bello Foundation, Dr. Zachari Ikani said that the foundation also ensures that the surgical theatre and wards are in good shape before the medical-surgical festival begins.

    According to him, this year, the foundation worked on the air conditioners and the lighting and renovated the stretchers for easy movement of the patients from the theatres to the wards.

    Some of the beneficiaries who spoke to newsmen appreciated the foundation for the initiative, saying that they have been offered the best gifts of their lives.

    Mrs Zhanif Jarfa, who had a baby through a cesarean section noted that her husband cannot foot the cesarean surgery bills.

    She thanked the foundation that she and her baby are alive and healthy.

    The soundation also treated 2,000 people for non-surgical illnesses such as malaria and typhoid at no cost to them.

    Sani gives Hajj seats to winners of Qur’anic recitation competition

    Kaduna State Governor, Senator Uba Sani, has announced Hajj seats for the overall winners of the Annual Qur’anic Recitation Competition in the State for male and female categories.

    The two winners, according to the governor, would  be among the official clerics that will serve as guides and preachers for pilgrims from Kaduna State in the 2024 Hajj exercise.

    The governor who made the announcement at the Finals for the Annual Qur’anic Recitation Competition in Kaduna on Saturday also in his personal capacity donated cash prizes to winners of the competition from first to fourth positions across different categories of the competition.

    Speaking further on the 2024 Hajj  exercise, the Governor said he has inaugurated a committee to ensure that the next Hajj exercise is hitch-free and a great improvement on the 2023 exercise, which was characterized by accommodation and feeding hitches.

    Sani flags-off skills city to train, certify 1,600 youths annually

    Kaduna State Governor, Senator Uba Sani has flagged off the construction of Kaduna State Vocational and Technology Skill Acquisition City, saying that, when completed, the City will train and certify 400 trainees every quarter and 1,600 trainees every year in 19 different vocations.

    Speaking while performing the groundbreaking in Rigachikun, Igabi local government area of Kaduna State on Saturday, the Governor said the City would be replicated across the three senatorial districts of the state.

    He said the training schedule, which is based on the federally endorsed Nigerian Skill Qualification Framework, is aimed at bridging the gap in human development from 23% to 46% by 2030

    According to him, “During our campaign and upon assumption of office, we promised the people of Kaduna State of human capital development to enable our youth to compete globally, we carried out a skill gap assessment and found out that there are areas of skill deficiency.

    “Jobs to be handled by our people in business concerns are given to foreigners because of skill deficiency. There is an urgent need to re-skill and up-skill our youth to make them employable.

    “The Kaduna State Vocational and Technology Skill Acquisition City is a digital skill project that offers Microsoft Cisco for international certification, oil, and gas welding and certification, articulate vehicles driving, refrigeration and air conditioner, automotive, mechatronic, catering, welding, tiling, solar power installation, aluminum fabrication, fashion and design and masonry.

    “The City will train and certify 400 trainees every quarter which means 1,600 trainees will be graduated annually. The project has the potential to transform Kaduna State into an IT and vocational technology hub. Kaduna state would become a leading knowledge economy in Nigeria.”

    The Executive Secretary,  National Board for Technical Education (NBTE), Prof. Idris Bugaje represented by NBTE Director, Abbati Mohammed said they were at the City to support the laudable initiative of Governor Uba Sani.

    Sani appoints ex-Perm Sec as SSG

    Kaduna State Governor, Senator Uba Sani, has appointed former Permanent Secretary in the Federal Ministry of Agriculture, Dr. Abdulkadir Muazu Mayere as the new Secretary to the State Government (SSG).

    Dr. Meyere was appointed to replace Malam Balarabe Abbas Lawal who was on Monday sworn-in by President Bola Ahmed Tinubu, as the Minister of Environment.

    A statement by Governor Sani’s spokesman, Muhammad Lawal Shehu said, Dr. Mayere’s appointment takes immediate effect.

    According to the statement, “Dr. Abdulkadir Muazu Mayere is a retired Federal Permanent Secretary.

    “As a Federal Permanent Secretary, he served at different times in the Ministry of Mines and Steel Development and Federal Ministry of Agriculture and Rural Development, two ministries that are strategic to the socio-economic development of Nigeria and the fight against poverty, hunger and achieving food security.

    “He served for 32 years in the Federal Public Service, progressing through the ranks from Medical Officer II to become a Director, Sports Medicine at the Federal Ministry of Youth and Sports in 2011.He was appointed a Federal Permanent Secretary in 2017.

    “Dr. Mayere currently serves as a Senior National Consultant to Food and Agricultural Organization (FAO) of the United Nations on “Hand in Hand Initiative in Nigeria,” working with Federal MDAs and some States on achieving SDG #1 and SDG#2. He is happily married with Children,” the statement read.

    Shehu stressed that Governor Sani expects the new SSG to use his wealth of experience towards achieving the SUSTAIN Agenda of the present administration.

    He wished Dr. Mayere Allah’s guidance and protection in his new assignment.

    ‘Kaduna elders will support Sani to end insecurity, poverty’

    Kaduna State Elders and Senior Citizens have pledged their commitment to support the Kaduna State Governor, Senator Uba Sani to succeed in his efforts to free the state from the shackles of insecurity, and poverty.

    The elders said they are determined to lend their support towards Governor Sani’s  mission of revitalizing agriculture and boosting the rural economy.

    Speaking on behalf of the elders after a meeting with the Governor at Sir Kashim Ibrahim House, Kaduna, former Military Administrator of River State, General Zamani Lekwot (Rtd),said Governor Sani has started well.

    Gen Lekwot said: “As elders, our duty is to offer seasoned advice, building on our experience of the past. Today’s session was very vibrant, full of fact and hope. The key issues had to do with, the insecurity, and how to free Kaduna State from the shackles of insecurity. If that is done, the rural areas and urban centers will be free so that the citizens can freely move in pursuit of their happiness.” He added.

    “The other crucial issue was the economic empowerment, how to resuscitate agriculture in particular. We know that agriculture is our cultural heritage, if enough food is grown and circulated, inflation will come down and every citizen will have something to eat than a course, the welfare of the citizens, how to combat poverty, how to empower the poor.

    “Another good area he (the governor) touched on that impressed us is how to make sure that every school-age going child goes to school in order to lay a good foundation for their future progress. If that area succeeds, that will curb the current insecurity that we are facing. So, as elders, we have promised to do our best to support him to succeed in order to take our state to the promised land.”

    Former Kaduna State Head of Service and National Organising Secretary of the People’s Democratic Party, Alhaji Abubakar Mustapha, said: “We listened attentively to the submission of our Governor on his four-month scorecard, very articulate, down to earth. We have seen in him a person who will transform the rural areas, by doing that, people will be employed, peace will be maintained, and less instances of insecurity.”

    The elders called on the people of Kaduna State to give Governor Sani maximum support for him to succeed.

    “We are appealing to everybody, to please give support to the Governor on what he intends to do. He is very detribalized, in his dictionary, there is no ethnicity, no differences or religion. Everything should be based on merit, need and the fear of God. So, this is our appeal to all our people in Kaduna State to give our Governor maximum support for him to succeed.”

    Governor Sani stated that, his government, has been very lucky since it came in, saying that, the senior citizens and the elders have been giving the government all the support it required.

    He said: “Today, you can see that they are the leading statesmen in our State. In the past, they held various positions, they contributed their quota towards the development of our state and nigeria, that is why we identified them and we invited them.

    “Today’s meeting was very fruitful, we talked about a number issues, the issue of insecurity and how we can be able to work together with them to address the problem of insecurity. We also discussed the issue of infrastructural development, particularly in our rural areas, we listened to their own advice, their input, and of course, we are going to use their advice because most of them held positions like I said in the past.”

    BREAKING: Tribunal affirms Sani as Kaduna Gov, dismisses Ashiru, PDP’s petition

    The Kaduna State Gubernatorial Election Petition Tribunal has upheld the election of Governor Uba Sani of the All Progressives Congress (APC) while dismissing the petition filed by the People’s Democratic Party (PDP).  

    The judgment, which took five and half hours, saw the three-man panel of judges led by Justice Victor Oviawie, and Justice K. Damlat and Justice N. Nonye, struck out the petition because the preliminary notice was filed out of time after the 21- day prescribed by the constitution, and was deemed to have been abandoned.

    Giving the split judgment, Justice Victor Oviawie said the preliminary notice was filed outside the 21 days prescribed by the constitution from the day when the result of the election was declared, adding that the petition was deemed to be abandoned. 

    His ruling was also supported by Justice N. Nonye, while Justice K. Damlat disagreed noting that the preliminary notice was properly filed and was not abandoned.

    Tribunal rejects Gov Sani’s motion to dismiss Ashiru, PDP’s petition

    The Governorship Election Petition Tribunal sitting in Kaduna has dismissed preliminary objection filed by Uba Sani on the timeliness of the petition  filed by the PDP and its Candidate, Isah Mohammed Ashiru.

    Sani’s legal team argued the petition of the petitioners was filed outside the 21 days allowed by the law.

    The court affirmed that the petition was filed on 10th April 2023.

    The three man panel led by Justice Victor Oviawe, therefore dismissed the petition of Governor Uba Sani who is the second respondent in the case.

    The tribunal is deciding on another potion filed by the defendants, which asked the court to dismiss the PDP and Ashiru’s petition for abandoning their petition.
