    • As NICA hosts 2025 credit managers conference

The 2025 National Institute of Credit Administration (NICA) Credit Managers Conference and Industry Awards last Wednesday, brought together top government officials, industry captains and credit professionals, with renewed calls for a sweeping overhaul of Nigeria’s credit regulation framework.

The event was attended by dignitaries including Lagos State Governor Babajide Sanwo-Olu, represented by the Permanent Secretary of the Lagos State Debt Management Office, Alake Sanusi, and the Minister of State for Finance, Dr. Doris Uzoka-Anite.

NICA Registrar/CEO, Prof. Chris Onalo, described the conference as “one of the most important platforms for stakeholders committed to advancing credit management and contributing to Nigeria’s economic stability.”

Delivering the keynote address, the founder and Chief Consultant of B. Adedipe Associates Limited, Dr. Biodun Adedipe, said Nigeria cannot achieve its $1 trillion economy ambition by 2030 without a vibrant, transparent and well-regulated credit system.

He criticised what he called the Central Bank of Nigeria’s “one-size-fits-all regulation,” arguing that commercial, mortgage and microfinance banks operate under different realities. Adedipe warned that current liquidity ratio policies continue to limit lending, noting:

“The CBN has raised the loan-to-deposit ratio to encourage lending, yet imposes liquidity and reserve requirements that push banks toward liquid assets instead of credit expansion.”

Adedipe urged the CBN to redefine its mandate to reflect price stability, job creation and financial stability, stressing that nearly 90 per cent of Nigerian adults still rely on informal credit.

He insisted that regulators must incentivise formal lending if Nigeria intends to deepen financial inclusion. “We must deepen the formal credit market if we truly want inclusive growth,” he stated.

Representing Governor Sanwo-Olu, Alake Sanusi applauded NICA’s role in pushing critical reforms aimed at strengthening the national credit ecosystem. He noted that Lagos has prioritised policies that support a resilient and transparent credit system.

“A functional and well-regulated credit system is essential for supporting MSMEs, deepening financial inclusion and driving sustainable growth,” he said, assuring that the state remains committed to responsible borrowing and credit governance.

The Minister of State for Finance, Dr. Doris Uzoka-Anite, also addressed the gathering, warning that Nigeria’s credit market is increasingly exposed to risks of abuse, instability and systemic shocks.

She emphasised that the health of the nation’s credit system is directly linked to its economic foundation. “The strength of a nation’s credit system is closely tied to the strength of its economic foundation,” she said.

Uzoka-Anite added that fixing current weaknesses requires a coordinated and multi-sectoral partnership among regulators, policymakers, financial institutions, practitioners, technology providers and academics.

Earlier in his welcome remarks, Prof. Onalo highlighted the significance of the conference theme, ‘Credit Policy and Regulation: The Frameworks and Policies that Impact Credit Management in Nigeria’, describing it as timely given the country’s evolving financial and regulatory environment.

He noted that the gathering provides “enormous networking opportunities” and equips participants with insights on credit risk management, compliance and emerging technologies shaping modern credit administration.

NICA President, Mr. Andy Ojei, praised the newly inducted members, graduates and award recipients, describing their achievements as a testament to professionalism and discipline within the credit sector.

He reiterated the institute’s statutory mandate under Act No. 26 of 2022 to regulate and promote credit administration in Nigeria, stressing that effective collaboration between government and the private sector is vital for sustainable economic growth.

“Government cannot implement its economic development policies in isolation,” he said, calling for deeper partnerships to advance Nigeria’s credit culture.

The event also featured the 10th Annual Nigeria Credit Industry Awards, honouring outstanding contributors across various categories, from entrepreneurs and credit managers to innovative financial analysts.

As the ceremony progressed, Prof. Onalo reminded attendees that every activity – from the conference deliberations to graduations and inductions – marks “a step toward building a more resilient, inclusive and prosperous credit economy for Nigeria.

He expressed optimism that the 2025 conference would inspire fresh ideas, reinforce partnerships and strengthen the collective resolve to transform the nation’s credit system.

  • Senate seeks review of firearm law to allow citizens own guns

Senate seeks review of firearm law to allow citizens own guns

    • Barau rallies states, citizens behind Tinubu’s push to defeat insecurity

A resolution urging the Federal Government to review the firearm laws to allow responsible citizens to own guns was yesterday passed by the Senate.

The Red Chamber’s decision was triggered by the escalating insecurity in Kwara, Kebbi and Niger states.

The resolution followed consideration and adoption of a motion titled: “Urgent need to address escalating insecurity in Kwara, Kebbi and Niger States.”

In his lead debate, Deputy Senate Leader Senator Lola Ashiru (APC, Kwara South), who sponsored the motion, highlighted recent attacks on schools, worship centres, and rural communities.

He noted the November 18 attack on Christ Apostolic Church (CAC) in Eruku, Ekiti Local Government Area of Kwara State, where two worshippers were killed and 38 others abducted.

The worshippers were released on Sunday.

In their contributions, senators urged immediate action to curb the rising wave of banditry, kidnapping and violent crimes.

They warned that mass school abductions and persistent raids have forced closures of schools, including 47 unity schools, disrupting the education of thousands of children.

The lawmakers commended President Bola Ahmed Tinubu for cancelling foreign trips to coordinate security responses, which led to the release of 38 abductees in Kwara and the 24 Kebbi schoolgirls.

The Senate also called on communities in the affected states and across Nigeria to remain vigilant, united and supportive of security agencies while resisting internal collaborators who undermine national safety.

According to the senators, the firearm laws should reflect current security challenges, similar to over 175 countries where responsible citizens are permitted to legally own guns.

Expressing concern over the worsening insecurity across the land, they urged the executive to act decisively against terrorists, bandits and kidnappers, who continue to unleash terror on communities.

The lawmakers insisted that internal sabotage within security agencies must be investigated without delay.

Enyinnaya Abaribe (Abia South) raised the alarm over alleged security failures, citing Kebbi State Governor Nasir Idris’ revelation that troops were withdrawn from a community shortly before 24 schoolgirls were abducted from Government Girls Comprehensive Secondary School, Maga.

“What Nigerians want to know is — who ordered the withdrawal?” Abaribe queried.

“If I were the President, I would summon the commander immediately. Someone must account for that decision.”

Adams Oshiomhole, who hailed Tinubu’s commitment to strengthening the armed forces, warned that Nigeria must adopt fresh strategies.

He also demanded the disclosure of the identity of the officer who authorised the withdrawal of troops from the attacked Kebbi school.

Oshiomhole said: “Nigerians are entitled to know who issued that order. The President is doing his best, but we must do things differently.”

Henry Seriake Dickson lamented the killing of Brig.-Gen. Musa Uba by terrorists, describing it as evidence of internal compromise within security operations.

“It is not ordinary to lose a Brigadier-General. Our country is losing prestige, and public trust in military operations is declining.”

Senate Leader, Opeyemi Bamidele, urged swift reforms of Nigeria security architecture, warning that time was running out.

“Yes, we are relieved that 38 abducted victims from Kwara have been rescued, but we are not celebrating — the kidnappers are still roaming free,” Bamidele said.

He added that the Senate must also review and reposition its Committee on Security and Intelligence for greater effectiveness.

Bamidele rejected suggestions that the National Assembly should shut down to signal seriousness, saying such an action would amount to abandoning responsibility.

“This is no time for theatrics. Lives are at stake,” the Senate leader said.

Barau drums up support for Tinubu

Deputy Senate President Jibrin Barau commended the President’s decisive and sustained efforts toward curbing insecurity. He urged states, corporate bodies and citizens to actively support the ongoing fight.

Barau argued that the security challenges are not the responsibility of the Federal Government alone and require collective action to achieve lasting results.

He said: “Mr. President is doing extremely well. All his efforts should be complemented by all Nigerians – state governments, private organisations, even ordinary citizens.

“This is an issue for every Nigerian to admit and confront. With the trend and effort the President is putting in, we shall surmount this problem.”

He particularly called on state governments to invest in surveillance infrastructure, intelligence channels and operational logistics to support federal security agencies.

According to him, insecurity can be defeated faster if every state builds systems to monitor forests and communities within their jurisdiction.

Barau said: “State governments should help with necessary hardware and surveillance. If each state creates facilities to monitor activities in forests and local areas, the military can respond more effectively.

“When this is replicated nationwide, the results will come quickly.”

Describing Tinubu as “a leader working daily to secure the country,” Barau referenced the President’s decision to shelve his trip to South Africa for the G20 Summit to focus on national security – an action he said contributed to the recent rescue of abducted victims in Kebbi State.

“The President is serious about ending insecurity. He inherited this problem, but he is committed, and with collective support, this challenge will be addressed in a short time,” he added.

On the Senate’s resolutions regarding national security, Barau said the leadership of the Senate would meet with the President to convey the urgency of the decisions taken.

He expressed confidence that Tinubu would give full attention to the recommendations.

Barau also weighed in on renewed calls for state police, stating that the priority should be funding, training and equipping security personnel rather than the label attached to the structure.

“It is not about the nomenclature. Even the federal police need better training and funding – which the President has begun addressing. What matters is capacity, not just naming.” he said.

  • Sanwo-Olu proposes N4.237tr, massive investment in 2026

    Sanwo-Olu proposes N4.237tr, massive investment in 2026

With a request for legislative approval for N4.237 trillion expenditure in 2026, Lagos Governor Babajide Sanwo-Olu yesterday laid bare the state government’s priorities in the coming year.

Sanwo-Olu said the budget would be anchored on four key pillars of growth — human-centred approach; modern infrastructure; thriving economy and effective governance – which, he noted, aligned with his administration’s T.H.E.M.E.S+ Agenda and the parastatal monitoring framework.

The governor, who spoke while presenting the Appropriation Bill, christened: “Budget of Shared Prosperity”, to the House of Assembly, pointed out that next year’s expenditure was designed to widen access to opportunity, deepen social support systems, expand job creation, accelerate infrastructure delivery, and push new frontiers of development.

Sanwo-Olu unveiled a plan to substantially finance the expenditure from a projected Internally Generated Revenue (IGR) of N3.12 trillion and federal transfer.

The balance, he noted, would be augmented by issuance of bonds and loans that would be within the State’s fiscal sustainability parameters.

The N4 trillion budget threshold, according to the governor, reflected the growth of the state’s demands and the need to boost productivity to further energise the economy.

He earmarked a capital expenditure of N1.372 trillion to Economic Affairs sector — a cluster of key Ministries, Departments and Agencies (MDAs), comprising Tourism and Creative Arts, Agriculture, Transportation, Works and Infrastructure, Industry and Investments, Wealth Creation and Employment, Energy and Mineral Resources, Waterfront Infrastructure, and Commerce.

Next year, he said the state would be expanding access to quality education, strengthening healthcare, widening social protection and accelerating affordability in housing.

He also said that his administration’s focus would shift from building infrastructure to integrating it, assuring that Lagosians would witness unprecedented interventions in urban renewal and waste management systems in order to bolster the state’s flood resilience.

Sanwo-Olu said there would be a push for project completion, while advancing smart city solutions for better connectivity, traffic management and public service delivery.

He added that the state would accelerate economic growth by strengthening MSMEs, encouraging circular economy initiatives, empowering start-ups, advancing innovation across sectors, while supporting women, youth, and older persons living with disabilities.

Sanwolu-said: “Today, our Lagos stands tall as a continental economic powerhouse, Africa’s second-largest city economy after Cairo in Egypt. This status is no accident; it is the product of consistency, productivity, and the unyielding Lagos spirit.

Our state is maturing, diversifying, and embracing new frontiers across investment, tourism, technology, and sustainable innovation.

“As we prepare for the next phase of growth, our mission is to eradicate poverty, expand opportunity, and build a Lagos that works for everyone. This is why the 2026 Budget of Shared Prosperity is anchored on four strategic pillars that align with the evolved T.H.E.M.E.S+ Agenda and the Parastatal Monitoring Framework.

“The Year 2026 Budget as proposed has a total budget size of N4,237,107,009,308, from which comprises a total revenue of N3,993,774,552,141 and deficit financing of N243,332,457,167. We will push major projects to completion, expand drainage systems, and advance smart city solutions for better connectivity, traffic management, sustainable housing, and public service delivery. Our aim is to fast-track the transformation of Lagos into an engine of opportunity and a global hub for innovation, trade, and enterprise.”

The 2026 expenditure is made up of recurrent expenditure of N2,052 trillion (representing 48 per cent of the total budget), and a capital expenditure of N2,185 trillion, which represents 52 per cent of the budget.

Highlighting the sectoral allocation in the budget, the government will be spending N147 billion on security, just as the Governor proposed N249 billion on Education. Health expenditure was raised to N339 billion, while the state planned to spend N236 billion on the Environment.

Sanwo-Olu earmarked N124 billion for housing, N848 billion for the General Public Service sector, N55 billion for recreation and N70 billion for Social Protection.

The governor said: “The Year 2026 Appropriation Bill is a reaffirmation of our collective belief that Lagos can continue to rise, continue to lead, and continue to create opportunities for every resident. Next year will be the last full year of our administration, making it a pivotal period for consolidating our legacy and ensuring a strong, successful finish.

“We remain determined to complete all ongoing and initiated projects, and we will continue to engage Lagosians so that their priorities consistently guide our actions. Having consistently laid solid foundations in the past years, we are now moving into a phase of accelerated impact. The investments we are making are deliberate, inclusive, future-focused, and prosperity-driven.”

Speaking on the performance of 2025 Budget, Sanwo-Olu said his administration had achieved 81 per cent performance as at September 30, with the actual capital expenditure standing at N1,238 trillion.

In the outgoing year, Sanwo-Olu disclosed that Lagos secured over N1 trillion investment commitments, noting that the development reflected heightened investor confidence and the impact of our forward-looking industrial agenda.

Noting that Lagos accounts for more than 40 per cent of Foreign Direct Investments (FDIs) in the country.

Sanwo-Olu disclosed the reforms embarked upon by President Bola Ahmed Tinubu had created new revenue pathways for Lagos to meet its growing needs, stressing that the President’s Renewed Hope Agenda had been bearing fruits despite the challenges facing the country.

The Governor thanked the Assembly members for being “dependable partner”, while appreciating the cooperation, oversight and commitment to the greater good of Lagos.

He also acknowledged the diligence of the State’s workforce for effective execution and implementation of his administration’s vision, which, he said, had produced transformational results for Lagos.

Speaker Mudashiru Obasa described the proposal as “comprehensive budget”, noting that it aligned with Lagos’ aspirations for growth and development.

He said the budget prioritised critical sectors fundamental to sustaining Lagos’ position as Africa’s leading economic hub.

Obasa pledged that the Assembly would thoroughly scrutinise the Appropriation Bill to ensure it matched Lagosians’ aspirations.

He said: “We have all listened to the Governor who has just explained how the wealth of our state will be utilised for our common good in 2026. The responsibility now lies with this honourable House to meticulously perform its constitutional duty.

“This Assembly will continue to play its role in complementing the executive’s efforts by enacting laws that enhance the quality of life of our residents, particularly in the areas of socio-economic growth, local government reform, and institutional development.”

•Lagos has delivered 11,000 homes in six years- Gov

Governor Babajide Olusola Sanwo-Olu, yesterday inaugurated 233 housing units at the newly constructed Abraham Adesanya Housing Estate in the Ajah area of Lagos State.

The project, executed in collaboration with Urban Shelter, comprises one-, two- and three-bedroom apartments, terraces and semidetached homes within Parcels A and B of the estate.

The governor said the state has delivered about 11,000 housing units for low, medium and high-income earners within six years.

This is as the governor reaffirmed his commitment to bridging the state’s housing deficit through strategic public-private partnerships.

The governor said the project reflects the success of the state’s deliberate promotion of Lagos as a viable investment destination for real estate developers.

He described the project as another milestone in the government’s drive to expand affordable home ownership across the state.

Sanwo-Olu noted that with Lagos continuing to witness rapid population growth, private-sector-led solutions remain critical to meeting rising housing demand.

He explained that under the T.H.E.M.E.S+ Agenda, the state provides land as equity while development partners provide financing and technical expertise, with government teams monitoring compliance with quality standards.

Highlighting recent achievements, he recalled that the state delivered 420 units in Ajara, Badagry last month, adding that several other housing schemes—including Epe Housing Scheme (Ita Marun), Sangotedo Phase 2, Egan-Igando Clusters II & III and Ibeshe Phase 2—will be completed soon.

The governor cautioned joint-venture partners who have failed to meet agreed timelines, stressing that uncompleted or substandard projects are currently being reviewed for possible revocation.

Commissioner for Housing, Moruf Akinderu-Fatai said the project “represents a major stride in our efforts to build on the legacies of progressive milestone achievements recorded in the twilight of our democratic experience. The common goal is to provide affordable, secure, and sustainable housing for the people of Lagos State.”

According to him, the ministry’s partnership with Urban Shelter stands out as a model of what can be achieved when the public and private sectors work together with a shared vision.

The 233 homes, he said, are the result of careful planning, investment, and the relentless pursuit of excellence.

Akinderu-Fatai said: “They reflect our determination to reduce the housing deficit, uplift communities, and improve the overall quality of life for our residents. The journey for this partnership started in 2019 and the global vision is to maximise the use of land and existing infrastructure to provide more home units within Abraham Adesanya Housing Estate. I want to commend Urban Shelter for their professionalism, adherence to standards, and dedication during the execution of this project. I also extend appreciation to the hardworking team at the Ministry of Housing whose oversight, diligence, and technical expertise ensured that this project meets the quality expectations of Lagos State.”

The commissioner said the Babajide Sanwo-Olu’s administration remains firmly committed to expanding access to decent housing across all income levels.

“Through ongoing and upcoming projects, reforms, and partnerships, we will continue to unlock more opportunities, promote home ownership, and deliver developments that are safe, inclusive, and future-ready. I seize this opportunity to appeal to other Joint Venture Partners to put in more efforts and ensure all our partnerships projects are delivered with the expected quality. We also seek more partners especially for low income earners. The incentives and willingness has been severally demonstrated by the administration of Mr. Babajide Sanwo-Olu,” he said.
