  • Police denies besieging Saraki’s residence

    The Nigeria Police Force has denied the allegations that the Senate President’s residence was besieged by its personnel.

    The Police said those seen in pictures in front  of his house were personnel in his convoy.

    The Force also  insisted that the Senate President, Senator Bukola Saraki must honour it’s invitation.

    The Police on Monday sent a letter of invitation to Saraki for him to clarify his alleged involvement with some suspects who were arrested in connection to Offa robbery.

    According to the letter which was signed by the Inspector General of Police, IGP Ibrahim Idris,  the Senate President was expected to report by 8am today to the the head of Intelligence Response Team at Guzape.

    The Police however said Saraki was yet to honour the invitation, adding that it will not hesitate to use all the instruments of the law to ensure compliance with the law if the Senate President fails to appear.

    This is contained in a statement in Abuja on Tuesday by the Force Spokesman, Ag. DCP Jimoh Moshood.

    The statement reads: “The Nigeria Police Force on the 23rd of July, 2018 invited Sen. Bukola Saraki, President of the Senate, to report to the head of investigation team at the Intelligence Response Team office at Guzape junction, Asokoro Extension, Abuja today, 24th of July, 2018 at 8am for further investigation on his indictment from confessional statements from some of the five gang leaders arrested for their active participation in the Offa bank robbery and gruesome murder of more than 31 persons and snatching of 21 AK47 rifles on the 5th of April, 2018.

    “But the Senate President, Sen. Bukola Saraki, President of the Senate, Federal Republic of Nigeria refused to honour Police invitation as at the time of this press release.

    “The Force therefore, insists that the Senate President, Sen. Bukola Saraki, President of the Senate, Federal Republic of Nigeria is being expected to report to the head of investigation team at the Intelligence Response Team office at Guzape junction, Asokoro Extension, Abuja and should honour the invitation, otherwise the Force will not hesitate to use all the instruments of the Law to ensure compliance with the law.”

    On the allegation that his house was besieged, the Police said: “The Nigeria Police Force’s attention was also drawn to the innuendos in the early hours of today that some Police men were seen surrounding the residence of the Senate President; the Force wishes to categorically state that there was no authorised deployment of Police personnel to besiege the residence of the Senate President or his deputy as reported in the media.

    “The police personnel seen in pictures in the media were those in the convoy of the Senate President and others attached to him.”

    Moshood also stated that the IG has directed a thorough investigation to ascertain the facts in the episode adding that the Force will not allow the end of justice to be perverted by the distraction.

    The Force also assured that it will ensure that the rule of law prevails in the matter.

  • Senate: Gemade, Melaye, Kwankwaso, 12 others defect to PDP

    14 senators including Barnabas Gemade, Dino Melaye and Dr. Lanre Tejuoso  on Tuesday defected from the All Progressives Congress (APC)  to the Peoples Democratic Party (PDP).

    Their letter of defection was read by the Senate President, Dr. Bukola Saraki ,during the Senate proceedings.

    Saraki later announced that Senator Abdullazeez Nyaku has also informed him of his defection from APC to PDP.

    There was palpable tension in the Senate chamber as  Saraki entered the place at 10.41 a.m.

    Citing Section 68(1G) of the 1999 Constitution (as amended), the defectors said “we hereby inform the Senate that we, the undersigned are changing our political affiliation from All Progressives Congress (APC) to Peoples Democratic Party (PDP).

    “We thank you for your exemplary leadership.”

    They said that their action was after due consultation with their constituents and stakeholders in their constituencies.

    Reacting to the development, Senate Leader, Sen. Ahmad Lawan, said “the APC, our party certainly has its own internal challenges.

    “But, Mr President, we all know how much effort he and other stakeholders have put into addressing the issues that bedevil this party.

    “The disagreements do not translate into factions. I therefore feel that our senators of the APC do not have to move to any other party.

    “I also believe that because the issues are under serious discussions by the major stakeholders of this party, I will urge that the announcement be quarantined.

    “Very seriously, this matter should be stepped down until we exhaust all the opportunities,” Lawan said.

    In his remarks, Saraki said “as you know and have seen that the seat beside you is empty.

    “As we speak, the Deputy Senate President cannot get out of his house.

    “He is under siege. This morning, I could not also leave my street as well, all by efforts of some people that believe that today’s sitting must not hold because some members want to move or defect.

    “It is not something that has started today; it will not end today; people have gone, they’ve come back.

    “But this kind of action does not allow for what you are saying.

    “You are speaking as the leader of the Senate, who has been here for many years.”

     

  • Why Police blocked Saraki’s house – spokesman

    The Special Adviser to the President of the Senate on Media and Publicity, Mr. Yusuph Olaniyonu said the invasion of the residence of Dr. Bukola Saraki was to prevent defection of some members of the National Assembly from the All Progressives Congress( APC) to the Peoples Democratic Party( PDP) today.

    Olaniyonu said: “Entry to Saraki’s house blocked by police. Ekweremadu’s house surrounded by SSS. The plan is to prevent Senate from sitting and therefore abort plan for mass defection.

    “By their calculation, as many days as they delay the defection, so they can scare many of the proposed defectors and whittle down their numbers.

    “Also, they believe many of the would be defectors will back down in the face of this intimidation.

  • It’s a mere political game, says Saraki

    Senate President Bukola Saraki last night described the police invitation as “a mere after thought which is designed to achieve political purpose.”

    In a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki said he had it on good authority that the Police had already decided on the suspects to arraign in court in Ilorin, Kwara State on Wednesday based on the advice of the Director of Public Prosecution (DPP), Mohammed U.E. and that the turn around to invite him was a ploy aimed at scoring cheap political points.

    He said: “I have been reliably informed that the police invitation was planned by the IG as a ploy to stop an alleged plan by some Senators and House of Representatives members from defecting from the All Progressives Congress (APC). It was also said that if I was detained between Tuesday and Wednesday, that will abort the so-called defection plan.

    “While I continue to maintain that the issue of my position on the 2019 elections is not a personal decision for me alone to make, it should be noted that all these concoctions and evil plot cannot deter me. Those behind this fresh assault will fail as I have nothing to do with the robbery incident or any criminal matter for that matter.

    “I am aware that following a request made by the Police on June 13, 2018 to the Director of Public Prosecution (DPP) of the Fedeeation had written a legal advice dated June 22, 2018, in which he stated on page 5, paragraph (f) that “For the Senate President and the Kwara State Governor, this office is unable to establish from the evidence in the interim report a nexus between the alleged office and the suspects”.

    “The Police have obviously corrupted and politicized their investigations into the Offa robbery incident. They have turned it into an instrument for the party in power to suppress perceived opponents, blackmail people from freely choosing which platform they want to pursue their ambition and a matter for harassing the people whose exit from APC would harm the chances of the party in the forthcoming elections.

    “I want to make it apparent that I have no hand in either the robbery incident or any criminal acitivity. The Police in their haste to embarrass me sent the invitation to me at 8pm and requested that I report to the station by 8am tomorrow morning. This obviously demonstrated their desperation as I do not see why they are now in a hurry.

    “They also stated in today’s letter that because in my response of June 7, 2018 to their own letter written on June 4, 2018, I stated that I was responding simply to the contents of the letter and that the full text of the statement made by the arrested suspects which they claimed indicted me was not made available to me, they were now including the suspects statements in the current letter. Yet, instead of including the suspects’ statements, they only attached two copies of my own letter to the invitation. No suspects statement was made available.

    “This plot aimed at compelling me and my associates to stay in a party where members are criminalised without just cause, where injustice is perpetrated at the highest level and where there is no respect for constitutionalism is an exercise in futility and it will fail.

    “Once again, my confidence in God and our judicial system remains intact and unshaken. The truth shall also prevail in this case”.

  • Police invite Saraki to report over Offa Robbery

    The Inspector General of Police  (IGP), Ibrahim Idris has asked the Senate President, Senator Bukola Saraki to report at the Intelligence Response Team (IRT) of the Force on Tuesday.
    The invitation, according to the IG, is in connection with the ongoing investigation of Offa robbery incident which left many people dead.
    In a letter dated 23rd July, 2018 and signed by the IG, the Senate President is expected to report to the head of the IRT team by 8am to make further clarification.
    The Police said the invitation was imperative considering the earlier statement  sent in by the Senate President.
    Details of the letter of invitation which was addressed to the Senate President reads: “Letter of Invitation; Case of Offa robbery and gruesome murder of more than 31 persons and snatching of 21 AK47 Rifles on the 5th of April, 2018.
    “I refer to this office letter CR:3000/IGP.SEC/ABJ/VOL./130/571 dated 4th June 2018 and your letter of response NASS/8th/S/SP/lGP/15/6/18 dated 7th June 2018 on the above subject matter (copies attached) and to further restate as follows.
    “Recall that the Police Intelligence Response Team (IRT) is investigating a case of Armed Robbery which occurred on the 5th of April, 2018 during which a gang of dare devil Armed Robbers, stormed Offa, Kwara State and attacked a Police Station, robbed six Banks namely First Bank, Guaranty
    Trust Bank, ECO Bank, Zenith Bank, Union Bank and lbolo Micro Finance Bank, killed over thirty one (31) Persons including nine Police officers and pregnant women and snatched twenty (21) AK47 n’fles.
    “During the investigation’of the Armed Robbery by the Intelligence Response Team, a CCTV footage of the Armed Robbery in one of the banks, captured the image of two persons. The CCTV footage was circulated on the social media and this led to their identification as Kunle Ogunleye and Micheal Adikwu. The two persons were tracked and arrested by the Police and they made very useful statements and named the five gang leaders who organized the Armed Robbery.
    “Some of the five gang leaders made confessional statements admitting their participation in this worst Armed Robbery in the history of Nigeria and that they are political thugs under the name, Youth Liberation Movement aka ‘Good boys’ allegedly sponsored by you and that you have given them firearms, money and vehicles. It was equally discovered that one of the vehicles, a Lexus Jeep, used by the gang leader (Ayoade Akinnibosun) has a sticker plate number “‘SARAKI’ Kwara State of Harmony”.
    The letter continues: “The Lexus Jeep was parked in the Government House after the arrest of Ayoade Akinnibosun and in order to conceal evidence, the Chief of Staff to the Executive Governor of Kwara State, arranged for the removal of the sticker plate number “SARAKI Kwara State of Harmony” from the Lexus jeep and quickly registered it in the name of the suspect, six days after the suspect has been arrested by the Police.
    “Specifically Mr Ayoade Akinnibosun ‘m’ 27 Years in his Confessional Statement stated that “members of his group are Political Thugs working for Senator Bukola Saraki and Governor of Kwara State”. That he is the head of the Political Thugs named Youths Liberation Movement covering about seven (7) Local Governments Areas of Kwara South.
    “That he gets vehicle and monetary gifts etc from Senator Bukola Saraki through the Chief of Staff to the Governor of Kwara State; that the last money he got directly from Senator Bukola Saraki was Five Hundred Thousand (N500,000) Naira.
    “He made mention of some other thugs in Kwara Central with guns which Senator Bukola Saraki is sponsoring as Alhaji Alawo, Alhaji Dona, Alhaji Jawando among others, that Senator Bukola Saraki supplies the armsand vehicles to the thugs; that everyone in Kwara Central fear them because of their guns and ability to kill anybody without hesitation”.
    “Furthermore the suspect Ayoade Akinm’bosun stated that the date you Senator Saraki visited Offa in sympathy with the victims to the Palace of the Oba, that he and two other gang members were with you in the convoy.
    “In your response to the above allegations, you stated “ by virtue of my participation in politics, I have a large followership which makes it impossible for me to know all of them. I can say categorically that I am in no way associated with the vehicle mentioned in your letter nor have I given any arms to any thug or other persons in kwara State or anywhere else. For the records, your letter under reference did not include the full text of the statements made by the accused persons”
    The IG went further: “After a careful perusal of your letter to the Police, it was discovered that the statement requires further clarification and coupled with the fact that you stated that the full text of the statements of the suspects were not shown to you, it is imperative you report to the Police to make further statements after giving you the full text of the statements of the suspects.
    ” It is in line with the above that you are requested to report to the head of the Investigation Team at the Intelligence Response Team at Guzape Junction, Asokoro Extension Abuja on 24th of July, 2018 at 8am for further investigation on the matter.”

    The Peoples Democratic Party (PDP) got yesterday a reply to its threat to boycott next year’s elections.

    You are being hunted by your past, All Progressives Congress (APC) National Chairman Adams Oshiomhole told the main opposition party.

    The PDP fired back, saying APC was jittery over coalition between PDP and 38 others.

    Senate President Bukola Saraki and House Speaker Yakubu Dogara and others are believed to be on their way to the PDP, but the APC is urging them to stay.

    Also yesterday, Reformed APC chief Kawu Baraje said the group had decided to leave APC.

    Oshiomhole said the PDP was being haunted by its past treatment of electoral contests as a do-or-die affair, adding that the APC will not be intimidated by any threat of the PDP or any other party as it was committed to the sustenance of democracy and the sanctity of one man, one vote.

    The APC Chairman, who spoke when he received the report of the Osun State governorship primary from the chairman of the primary election panel and Zamfara State Governor, Abdulaziz Yari, stressed that if the APC could defeat the PDP while it still held power in 2015, it can repeat the feat now that PDP is out of office and divided.

    The former Labour leader described the move by the PDP as akin to that of “a rabbit jumping out of a hole in the afternoon because a hunter has come to put fire to smoke it out”.

    He said: “Our message to PDP is clear. Your Excellency, you come from the opposition party in the past, I also come from an opposition party and we knew that we didn’t have a rigging machine. The only thing we had was instrument of persuasion, mobilisation, explaining to people, convincing people and aligning with them and understanding that democracy was with the people at the grassroots.

    “But those who have lived on rigging machines, the one we call ward 16, they are based in Abuja and their only access is where electronics and papers exist. Those ones at old age they can’t possibly learn new tricks and they can’t master the dialogue of electioneering, which is why they got stuck in Ekiti and l am sure they would be flat in Osun.”

    Reacting to the threat by the PDP National Chairman, Uche Secondus, who said his party may quit the election over the manipulation of the electoral process, Oshiomhole said: “Let me also use this opportunity to comment on what l read about the PDP chairman. I heard threatening that they may boycott 2019 general elections. When a rabbit in the afternoon jumps out of its hole, not because the hunter has come to smoke it out and it is running, you will know that it has already seen its end.

    “The truth is that we are not desperate; we have worked hard to defeat PDP while they were in power, when they had no faction, when all the founding fathers and founding mothers were in the same house.

    “Nigerian people rejected them on account of 16 years of absolute missrule at the peak of our property as a nation. When oil sold for a $140 per barrel and we came in when oil price had dropped. If with all those huge revenue that accrued to them people complained of bad roads whether from the South to East from the North to the West, they have nothing new to offer to the Nigerian people.

    “I think they are hunted by their own ghost and this is because they had perpetrated a do-or-die politics and they are on records that election matters are do-or-die affairs. One of their old men was recorded as saying that they perfected the language of rigging them out, ‘let them go to court’.

    “Now rigging machines have been dismantled and their problem is how they can survive without it. The glue that held them together, which was cheap money from treasury, again that has been cut off and what they already have, like a typical village sheep, they may chewing it all day all night. Now after three and half years, it almost seems that they have finished all; they have taken and now they are worried.”

    Also yesterday, APC National Publicity Secretary Bolaji Abdullahi said in a statement: “After three years in the wilderness, the Peoples Democratic Party (PDP) is understandably excited with possibility of hiding its irredeemably bad image under the heap of a new coalition.

    “Like the vulture, PDP sees every altercation as a potential opportunity for a feast.  If PDP is not alleging wild conspiracies, they are threatening to boycott elections or announcing fake defections. What is clear with all these is that no matter how long a leopard lives, it cannot change its spots.

    “What President Muhammadu Buhari and Comrade Adams Oshiomhole, the National Chairman of our Party are doing, persuading every aggrieved member not to leave the party, is what responsible and sensible party leaders would do. Party politics is a game of number. And that game is addition.

    “If the PDP had the same presence of mind in 2015, perhaps the calamity that befell them would have been averted. We challenge the PDP to face Nigerians on their own merit in 2019 and stop shopping around for supporters.”

    Speaking on the Osun primary, Oshiomhole said: “l am very excited that you did a fantastic job, because we decided to try a new method. We needed men and women of integrity, who cannot be compromised, who have the courage and can stand their ground on what they believe in.

    “You can’t influence them, you can’t buy them, you can’t bend; you will either agree to stand by the truth or you fall out and l am glad that you have brought those qualities to bear and the result is that we have a panel which people could not question their integrity. So, l want to thank you for accepting this assignment.

    We accept this report in line with the provisions of our constitution and we have set up in line with our rules an appeal panel because however clean a report appears to be members of our party who may be aggrieved either for the right reasons or for the wrong reasons, they have the right of appeal that our party constitution provides for. So, should there be, any of the aspirants who participated and who has reasons to question the outcome of the election they have the right to file an appeal and they will be heard tomorrow (Sunday). Tomorrow, because that is the last day up to 12 midnight by Monday, we are obliged by INEC rules to submit the name of our candidate and the appeal panel will be chaired by Distinguished Senator Obend Domingo, Dr. Aminu Hameed as secretary and Prof. Hamas Bakori as member. This three-member panel are against gentlemen of proven integrity whom we believe can listen to any appeal arising from exercise and scrutinize the procedures and the reports that have been given, hear people out and recommend to us their finding and after which we will submit the name as appropriate to INEC as provided for under our rules.

    “Let me say that l am happy that from your observation, you believe that over 200, 000 APC members participated in selecting the candidate. What that simply means is that even without any additional efforts, we can be rest assured that those 200, 000 card carrying APC members that participated in full freedom chose the candidate, they would naturally proceed to campaign for them around their neighborhood.

    “l understand that this number could have even be higher, but for the fact that those who have joined us recently, have not been formally registered and their names not included in our data bank.

    “Now we are going to open up to ensure that all those thousands of people who have joined the party across the country enter our register. When we do that, you will find that if those number come out to nominate, they would proceed to ensure that the person wins. I think it is a very positive report…”

    Saraki said last night that the speculations about juicy offers being  made to him and his associates as part of the on-going discussions with the Presidency and leadership of the APC are untrue.

    In a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki said reports about promise of money or oil block and nomination tickets are simply reducing a major national issue involving many key actors to that of personal benefits and preferences.

    “I believe at this point, it is important for me to make some clarifications, end speculations and make my position clear. It is important for Nigerians to know that the discussions that I and many others of like minds are having with the Presidency and the leadership of All Progressives Congress (APC) is not about me and what I want. It involves the future of our country and her democracy. It is about making things better for our people.

    “Though there are many speculations being peddled in the media, let it be known these discussions are not about me. Whatever has happened to me in the past has passed. Now that God in his infinite mercy has vindicated me, I have moved on, believing that we have all learnt our lessons.

    “As I said in my statement following the Supreme Court Judgement on July 6, I cannot hold any grudge against any individual. I have forgiven all those who played any role in my persecution and likewise, I have asked for forgiveness from all those that I wronged in the past. Our focus should now be about Nigeria. The major issue on the table for discussion is how to strengthen our democracy, rebuild our economy, stop the spate of insecurity, improve the conditions of living of our people and generally chart a course for the development of this great country.

    “We will be insulting Nigerians if, as the 2019 elections draw nearer, our deliberations is about personal benefits or how to pay compensation for wrongs done to an individual,” Saraki said.

     

     

  • Saraki becomes Waziri Garin of Ilorin

    •Governor Ahmed lauds elevation

    Chairman of the Kwara State Traditional Council and Emir of Ilorin, Alhaji Ibrahim Sulu-Gambari, has bestowed on Senate President Bukola Saraki, the Waziri Garin of Ilorin, the traditional Prime Minister of the emirate.

    Saraki was done the honour at a special prayer organised by the emir following his acquittal by the Supreme Court for false declaration of assets.

    Saraki, who is also the Turaki Ilorin, becomes the fourth Waziri Garin, succeeding his father, the late Dr. Olusola Saraki who held the title until his death in 2012.

    Emir Sulu-Gambari said the title was bestowed on Saraki to acknowledge his passion for the development of the emirate and Kwara, as well as his political exploits which have brought fame to the state.

    He said: “We are excited by your political exploits because you have become a beautiful bride who politicians are beckoning on to join their camps. This is a show of recognition of your worth and achievements as a politician; we are very proud of you.

    Saraki, who was surprised at the development, said he came to the palace for the special prayers not knowing that something else was waiting for him.

    He promised to use the title to continue seeking the people’s wellbeing.

    Governor Albdulfatah Ahmed has hailed the elevation of Saraki as the Waziri Garin of Ilorin.

    A statement by his Chief Press Secretary, Abdulwahab Oba, said the elevation is well-deserved, considering Saraki’s contributions to the development of the Emirate and the entire state.

    The statement reads: “The elevation to the prestigious title of Waziri Garin is a pleasant but fitting surprise to cap our joy over Dr. Saraki’s exoneration by the Supreme Court.

    “It is fitting that you have stepped into the traditional shoes of your father and our great mentor, the late Dr Abubakar Olusola Saraki. The time is apt, the occasion is unique and your profile is most fitting for this honour.”

    Ahmed noted that the elevation would be a morale booster for the Senate President to continue to do more for the emirate and the state.

  • Defection: PDP gives Saraki, Dogara, Tambuwal, Kwankwaso, others two-week deadline

    The Peoples Democratic Party (PDP) seems to be in a hurry to get its deal with members of the Reformed -All Progressives Congress (R-APC) done and sealed.

    The two sides have been locked in intense talks and negotiations over the last few weeks for the aggrieved members of the APC to switch camps ahead of next year’s elections.

    But President Muhammadu Buhari and the new national chairman of the APC, Comrade Adams Oshiomhole, have also launched peace talks of their own to persuade such APC members to reconsider their plan to dump the party.

    With no defection of note happening as expected by the PDP, the party has   given Senate  President Bukola Saraki, House of Representatives Speaker Yakubu Dogara and others a two-week deadline to make up their minds and rejoin it.

    Also being wooed by the PDP are : Governor Aminu Waziri Tambuwal (Sokoto); Governor Abdulfatah Ahmed (Kwara); Governor Samuel Ortom (Benue); ex-Governor Rabiu Kwankwaso, many Senators and members of the House of Representatives mostly in the Reformed-All Progressives Congress(R-APC) and other willing defectors.

    The Nation gathered that the Senate President who met with Buhari at the Presidential Villa, Abuja on Thursday, has summoned an emergency meeting of his associates, loyalists and strategists to take a final decision on whether or not to defect.

    The meeting, which may hold anytime this week with tomorrow said to be the target date, if all those concerned could make it to Abuja.

    It was learnt that Saraki has been in Lagos and Ilorin on whistle stops over the last few days for last minute consultations with his allies.

    Sources told The Nation that a committee empanelled by Saraki has recommended that defection is “appropriate and popular” among his loyalists.

    Investigation by our correspondent revealed that the two week deadline was conveyed to Saraki in Ilorin by Governor Nyesom Wike on Wednesday during a closed door session that took place after the Fidau for Hajiya Aishat Baraje, mother of a former National Chairman of PDP, Alhaji Kawu Baraje.

    Baraje, who was also chairman of the New PDP (nPDP), is one of the key promoters of R-APC.

    A top source familiar with the development said: “there is no doubt that the PDP delegation came for the Fidau and to mount pressure on Saraki to hasten action on the proposal to accommodate likely defectors from APC to PDP.

    “Wike, who led the team, asked Saraki to wrap up decision on the defection within the next one week or two weeks in order to enable PDP adjust its structures ahead of primaries for various elective posts in 2019.

    “Do not forget that the defection might alter the party structure at the state level and the power sharing formula. The PDP has clearly stated that it will give equal rights and a sense of belonging to all defectors.

    “This deadline applies to Saraki, Dogara, Tambuwal, Kwankwaso, other governors, Senators, members of the House of Representatives, Speakers and members of the State Houses of Assembly; and other party chieftains.

    “The conduct of primaries by all parties is expected to begin on August 18. Any serious defector, technically, has less than three weeks to do so in order to be able to integrate with the structure of the party.

    “And the National Assembly will soon go on break to enable the lawmakers participate in the primaries.”

    Responding to a question, the source said: “I think Wike, who is a key facilitator in strengthening PDP ahead of 2019 poll, is working on a deadline to prevent undue pressure on the APC bigwigs which might make them change their decision.”

    No timeframe for defection, says Ologbondiyan

    However, the National Publicity Secretary of PDP, Mr. Kola Ologbondiyan said last night that there is no timeframe for defection.

    “There is no timeframe for defection. Our constitution says those who are coming to our party can contest election within one month to the conduct of any elective post. And even that one month can still be waived,” he said when contacted by The Nation.

    Continuing, the PDP spokesman said: “I am not aware of the two-week deadline given to those who are defecting and it could not have been true.

    “It is natural for those defecting, who want to contest for elective offices in 2019, to join PDP before the primaries.”

    What INEC time table stipulates

    The Independent National Electoral Commission (INEC) in January released the guidelines and schedule of activities for the 2019 poll.

    According to the guidelines, all political parties are expected to collect forms for all elections latest by August 24, 2018.

    The Chairman of INEC, Prof. Mahmood Yakubu said the notice of election would be communicated on August 17, 2018 in line with Section 30(1) of the Electoral 2010 which provides that the notice of election be made not later than 90 days before the election.

    He said the conduct of party primaries and resolution of disputes from the exercise will hold between August 18 and October 7, 2018.

    Saraki summons meeting with associates

    Sources said Saraki is currently on the last lap of his consultations with his associates on whether to defect or not.

    A final decision is expected to be taken at the meeting which will take place anytime this week.

    Although it was reliably learnt that the session might take place on Monday, it could not be officially confirmed as at the time of going to the press.

    “There is pressure from the two main parties on the President of the Senate. I can tell you that Saraki is on the last lap of consultation on whether to remain in APC or defect to PDP,” a well placed source said last night.

    “You can see that even the President, Vice President and some governors met with him at the Presidential Villa in Abuja on Thursday.

    “A committee, set up to consult widely in all the zones and local government areas in Kwara State, has strongly recommended that he should defect. Left to members of the immediate family of Saraki, they do not want him to stay a day longer in APC because of his ordeal in the last three years.

    “As a leader, the president of the Senate will hold a session with his associates, loyalists and strategists on whether to defect or not.  The meeting will hold this week with Monday tentatively in mind. It is a moment he did not expect will come so soon after joining others to form a coalition which led to the birth of APC.”

    The source added: “The greatest concern of Saraki and his loyalists borders on whether President Buhari and APC leaders will keep faith if he remains in APC. No one has trust in the presidency and the APC leaders.

    “If APC returns to power in 2018, the Buhari administration will be going through its constitutionally acceptable second term in which there will not be anything at stake. Are you sure Saraki will be safe enough?”

     

  • 2019: Does Saraki hold the ace?

    In the past few weeks, the President of the Senate, Dr. Bukola Saraki, has been in the news as the arrowhead of the internal revolt in the All Progressives Congress (APC) through deft subterranean political manoeuvres. In this piece, our Managing Editor, Northern Operation, Yusuf Alli, examines the emergence of Saraki as a “beautiful bride” and his prospects with suitors like the APC and the Peoples Democratic Party (PDP)

    SINCE his sweet victory at the Supreme Court, the President of the Senate, Dr. Bukola Saraki, has emerged with a renewed vigour in the permutations for 2019 as a likely kingmaker, a rallying point, a game changer or a spoiler.  Depending on the fashion designer and the mood swing of actors, any of the political garments might fit Saraki in 2019. His absolute grips on the National Assembly and expansive political mileage have added up to earn him the sobriquet of a “bride.”

    While the Peoples Democratic Party (PDP) is desperate to have Saraki back, the All Progressives Congress (APC) does not want him to defect. Savouring the new toga, Saraki is keeping the two parties in suspense while trying to watch before he leaps. On Tuesday in Ilorin, he was not forthcoming on his next move. He simply said: “As I said, don’t worry, don’t push me.  I will call at a time and I will tell Nigerians… As I always say time will come for everything, a time will come I will tell people where I am, what I’m doing.” It is indisputable however that he is the pivot around which discontent in the APC is woven.

    Saraki’s grouses

    The grouses of Saraki actually came to fore on Thursday at the Presidential Villa during a closed session with President Muhammadu Buhari, Vice President Yemi Osinbajo and APC governors. A source at the parley said: “At least for the first time, there was a frank session between the President and Saraki. He expressed disappointment over his humiliation by the government he fought hard to put in place.

    “We were all sober when he was revisiting his travails because none of us would pray to be in such a situation. We understood with him but we felt it was time to forgive and forget in order to move forward.”

    A reliable source in Saraki’s camp said: “While Saraki saw his trial at the Code of Conduct Tribunal (CCT) and acquittal by the Supreme Court as part of a dangerous political game, what pained him most was his link with the armed robbery in Offa, Kwara State. At that point, he said it was obvious that those behind the plot were out to destroy him. He did not believe the Nigeria Police Force could go to this extent.”

    Saraki gave a robust testimony in Ilorin on Tuesday on his tortuous journey. He said: “It’s been a long journey for all my own people in the state, and today we thank the Almighty God for this. I want to thank all of them who did not at any time waver. They believe in my innocence and supported me throughout those three very tough years and it was a great feeling for all of us. For now it is just to thank the people of the state because the last three years have been tough and they are still committed and remain and I have to appreciate that.  I appreciate that.”

    But the grievances were captured in the April 2018 letter to APC and President Buhari by nPDP leaders. The letter said in part: Our grievances include:

    In the constitution of the Federal Executive Council, (FEC) the New PDP block was generally sidelined as virtually no position was conceded to it. The only member of FEC that belonged to former New PDP block comes from a state that contributed virtually no vote to the APC in the 2015 presidential elections.

    There has been no significant patronage and appointments to executive positions in various government agencies such as Chief Executives and Executive Directors of government agencies and parastatals as members of our block of the party continue to helplessly watch as these positions are shared by the erstwhile CPC, ACN, ANPP and even APGA blocks of the party and those who have no party at all.

    In appointments into boards of various government agencies, very few former New PDP members were patronised. These are however not commensurate with our contributions to the growth and victory of the party.

    When members of the former New PDP block showed interest in running for the offices of President of the Senate and Speaker of the House of Representatives, they were subjected to a vicious and relentless political opposition as if they were not legitimate members of the APC family.

    During the party primaries preparatory to the 2015 General Elections, most of the promises made to sitting members of the National Assembly, who belonged to the former new PDP in terms of a level playing field were reneged upon or observed more in breach.

    There has been general lack of consultation, non-recognition and even persecution of former New PDP members and leaders by the party and government. For example, some of our leaders are denied the security cover necessary to visit their constituencies even though they are elected representatives of the people in a government they sacrificed so much for.

    Harassment, intimidation and persecution of former New PDP leaders by the government, is still an ongoing affair. We do not want to overstate the obvious by cataloguing names of former new PDP stalwarts that are targets of this political pogrom.

    “There is inadequate reflection of programme and policy contributions of members of the former New PDP block in the running of the government.

    “Our belief is that it does not augur well for our party if a section of it feels that it is being treated as outcasts and meddlesome interlopers in the party they rightly belong with the legitimate expectation to be treated with justice both in the running of the party and the government.

    What are the options before Saraki

    The Thursday meeting at the Presidential Villa passed the buck to Saraki’s table. He needs to take a make or mar decision. As if he saw it coming, the President of the Senate had personally raised a committee to gauge the feelings of his constituents across the zonal districts in Kwara and the six geopolitical zones nationwide. Although the committee turned in a report that Saraki should leave APC, he chose to be more circumspect by floating another plan to consult further. This was more so having suspected that the committee’s report might have had a tone of “blind loyalty.”

    Definitely, Saraki has two options to either remain in APC or defect to PDP and damn the consequences. Save for his prospective presidential ambition, the offers from the two parties are basically the same; it is left to the President of the Senate to make a rational choice.

    Going by time constraints, it is too late for Saraki to vie for the presidential ticket of PDP at the party’s primaries either in August or September. If he does without being a consensus, the outcome will be fatal for him.  His defection limits in PDP cannot go beyond the concessions which Liyel Imoke Contact and Mobilisation Committee asked the PDP to accept. These terms are Senate Presidency; ceding of party structure in Kwara State to Saraki and R-APC; governorship ticket; two Senatorial seats and House of Representatives slots.

    But he has some hurdles to cross in PDP because some caucuses in the party, especially those loyal to ex-President Goodluck Jonathan, do not want him. Certainly, Saraki cannot call the shots in PDP as he used to do when he was a bonafide and a strong leader of the party. The power equation shows that he has to queue behind the new power brokers led by Governor Nyesom Wike who was a Chief of Staff when Saraki was a governor. A member of the Board of Trustees of PDP said: “We cannot because of Saraki and other defectors rejig our National Working Committee (NWC). The best we are offering them is minimal input into party structure at the state level on 60-40 per cent basis. Many of us prefer old members being in 60 per cent management of the State Executive Committee (SEC) and the defectors having only 40 per cent stake because we do not know their final bus stop.”

    The likelihood of Saraki emerging as a consensus candidate of PDP is remote because the core North might rate him more as a Yoruba than a Northerner. In spite of his cosmopolitan credentials and added value of a Christian mother, the Hausa-Fulani oligarchy might see him as usurping a slot meant for them. But if PDP takes the risk to field Saraki for the presidency,

    PDP option: Good or slippery for Saraki?

    The PDP option appears slippery for Saraki because the opposition party is yet to get its act together. It is running from pillar to post to seek alliance or coalition in order to defeat Buhari, who has the first right of refusal in APC. Out of over 38 parties the PDP proposed alliance with, none of the minor groups has won election. The arrangement was said to be a “parasitic alliance” by a member of the National Executive Committee of the party. Also, a few days ago, the National Chairman of the party, Prince Uche Secondus, said PDP might boycott 2019 poll.

    The most dangerous dimension of taking a risk with PDP is about another loss by the opposition in 2019, which may lead to political oblivion for Saraki. For instance, Buhari and the APC have consolidated well in the Northeast, Northwest; they are looking very good in the Southwest and comfortable in at least Niger, Nasarawa, FCT, and Plateau (with about 50 per cent of the votes)  in the Northcentral.  One of his loyalists said: “If we don’t get the permutations right, it will amount to political suicide in 2019. But if we can sustain our hold on Kwara State, it might totally not look hopeless but it will be unpleasant if our leader has to play lesser roles at the centre.” A defeat for PDP in 2019 is the end of offers to Saraki in whatever manner by the opposition because APC will pay more attention to the election of principal officers after its victory based on a power-sharing formula.

    And having gone far in defection talks with PDP, the opposition leaders might not trust Saraki anymore if he does not leave APC.

    And the APC …

    If Saraki learns to be magnanimous, his best bet may be APC where he is a “landlord” of sort. In spite of his disagreement with APC leadership, Saraki and other nPDP leaders were still able to secure plum seats in the National Working Committee (NWC) of the ruling party. A source at Thursday meeting said: “As part of preventing Saraki’s defection, we may offer him juicy terms, including: automatic return as the President of the Senate in 2019; more consultation and inclusiveness in key decisions henceforth; mutual Executive-Legislature relationship; revisiting all issues raised by nPDP Caucus which formed the basis of talks in the past few months; reconciling with all aggrieved leaders of nPDP  and avoiding a repeat of past mistakes which led to his humiliation.

    “We also appeal to Saraki to shelve moves to defect to PDP or any other party. We agreed that he has a better stake in APC than any other party.”

    Another source in APC said: “Like his demand, what Saraki has to do is to ask for a review of the coalition pact and seal it up with a written agreement.”

    The fears with Saraki remaining in APC border on the readiness of the President and the party keeping to any agreement reached. The Senate President might have learned from the travails of ex-President Goodluck Jonathan who ran into storm over an unwritten one term agreement with Northern leaders. Reneging on the “so-called agreement” led to Jonathan’s defeat in 2015.

    Investigation indicated that Buhari, over the years, has always been a man of his words, he might not accept agreement bond. He can leave such a decision to the party or decide to ask all leaders to allow trust to prevail.

    Can Buhari, APC really do without Saraki?

    Going by the results of past presidential elections in Kwara State since 2003, Saraki has never garnered up to 500,000 votes for any candidate he had supported. In 2003, he mustered 390,170 votes for PDP against 170,365 by the former All Nigeria Peoples Party (ANPP). As at 2011, the PDP secured only 268,243 votes compared to 83,603 by the defunct Congress for Progressives Change (CPC). Also, in 2015 the APC got 302,146 votes to defeat PDP candidate, ex-President Goodluck Jonathan who had 132,602 votes. Not minding the quantum of votes being delivered, the Senate President has  bestrode Kwara landscape in the past  15 years having been a beneficiary of a rich political heritage from his father, the late Sen. Olusola Saraki, who was better known as the “strongman of Kwara Politics.”

    Since 1976 when the first local government election was conducted, the Sarakis have towered above other political groups in the state.  It is obvious that Saraki Dynasty cannot be wished away. If the pendulum changes in 2019, going by the present rate of discontent in the state, it will be historic if the dynasty suffers a setback. But the irony of politics in the state is that about 90 per cent of those in the opposition are products and beneficiaries of the dynasty. Most often, the politics in the state appears a family affair because the key actors have a way of shuttling for survival between the dynasty and those opposed to it.

    With about 1,142,267 registered voters in Kwara State, out of which 242, 000 refused to collect their Permanent Voter Cards (PVC), the state has the prospect of causing electoral upset if the political leadership and parties mobilise the citizens to exercise their franchise.  It is left to either APC or PDP to work hard in earnest to woo the voters in the state. As for President Muhammadu Buhari, he had consistently secured more than 25 per cent of the total votes cast in Kwara State in 2003, 2007 and 2011 without any political alliance with Saraki Dynasty. There was however huge electoral returns for Buhari in 2015 when the APC coalition was floated.

    If Buhari or APC is contented with 25 to 30/40 per cent of the votes from Kwara, it might not lose sleep with the defection of Saraki and his supporters. The APC will only improve on its past performance in all the Northcentral states to checkmate Saraki’s influence in the geopolitical zone.

    What Saraki, R-APC leaders really represent

    The reactivation of New PDP caucus in APC and the formation of Reformed-APC  from APC was no doubt with the knowledge of Saraki whose incurable loyalists and henchmen were the masterminds. To date, Saraki has not condemned the emergence of R-APC because it was part of the larger script of nPDP. Since Saraki is the unseen force behind nPDP or R-APC (which boasts of over 4million votes), some leaders and governors of APC were of the strong opinion that it is better to make peace and address their grievances instead of going into the 2019 poll divided. Although the nPDP is depleted, some APC stalwarts felt party cohesion (instead of division) is necessary in an election year. In the letter to Buhari, the nPDP said:  “The stubborn facts are as follows: In Kano State APC scored 1,903,999 in 2015, and in Kwara 302,146. In Sokoto State it scored 671,926, and 374,701 in Adamawa. In Kebbi State, APC had 567,883 votes and 885,988 in Jigawa. It was the same story in Gombe (459,898), Kogi (264,851), and Benue (373,961) votes. These represented significant additions to the APC victory column. Indeed, the influence, activities, momentum and ripple effect generated by the former New PDP block was significant in the victory of APC in the entire elections in the whole country.”

    Can nPDP, R-APC, Saraki still boast of controlling 4m votes?

    The exit of ex-Vice President Atiku Abubakar, ex-Governor Murtala Nyako, ex-Governor Rabiu Kwankwaso, Governor Samuel Ortom and Saraki (if they make up their minds) from APC will no doubt affect the electoral standing of  the ruling party in Adamawa, Kano, Kwara, Kaduna and Benue states, but they can only reduce the 4million votes delivered by the nPDP-R-APC axis in 2015. APC will also get more votes with the influence of ex-governors Aliyu Wammako, Danjuma Goje, Adamu Aliero, Saidu Dakingari, Ahmed Yerima, Governor Atiku Bagudu and Governor Badaru Abubakar.

    But APC and its governors have not ruled out reconciliation with Saraki and other nPDP-R-APC leaders.

    A governor said: “We are in a season of looking for votes, not losing votes. We cannot afford to forego more than 4million votes to resolvable intra-party crisis.

    “Some of us came together to assist the party leadership to reconcile with those aggrieved and set a new template for our union. If it now becomes necessary to part ways, we will do so mutually without animosity.

    “The PDP may be pretending but they are mainly after these 4million votes in 2019 and they are banking on Saraki’s political networth. We won’t allow the opposition to take him away.”

    The governor said capturing Northcentral is more strategic for Buhari in view of the challenges in Kano and Kaduna where the APC is in crisis. He said: “We need to sustain our electoral fortunes in Kwara, Kogi, Niger, Plateau, Nasarawa, and the FCT in particular in view of the political risks in Benue State as a result of the herders-farmers clashes.”

    Also, findings confirmed that the nuisance value of R-APC and some of its leaders is heating up the polity and creating distractions for APC. Being insiders, according to a top source, “Nigerians might tend to believe their story more than what our party will tell them. For instance, the daughter of one of the R-APC leaders is a presidential aide but they will not touch on this.

    “We need to narrow the debate to the performance of the APC administration than the shenanigans of the R-APC which is being used for vendetta by those who cannot even deliver their polling units.”

    On Friday, the President alluded to political leaders who constitute nuisance. He explained why he had to declare his re-election bid for 2019 early. He said: “I had to announce before the National Executive Committee of our party about my intention to ask for the party’s nomination for next year’s election so that we could save a lot of time and cool tempers. A lot of people were trying to make it a habit of being a nuisance to themselves and many Nigerians, so when I came out I said those who are serious let them come out.

    Being insiders, according to a top source, “Nigerians might tend to believe their story more than what our party will tell them. For instance, the daughter of one of the R-APC leaders is a presidential aide but they will not touch on this.”

    Does Saraki really hold the ace in 2019?

    Outside being blessed with political initiatives and uncommon gift to build tentacles,  which some leaders like the Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara, Governor Aminu Waziri Tambuwal, some PDP and APC governors, are tapping from, Saraki cannot boast of controlling any of the six geopolitical zones in the country. He does not dictate the pace in the Southeast, Southsouth, Southwest, Northeast, Northwest and Northcentral. But Kwara State remains his fortress until the electorates decide his fate again in 2019. His greatest talents revolve around being a blessed tactician. And most often, he gets it right.

    Which way forward?

    With the way he has managed the affairs of the National Assembly in the last three years, Saraki has a selling point or a coercive political magic making him to be on top of his game. He cannot be overrated or underrated but he has some political depth which can be of value to either APC or PDP. How the two parties will tolerate Saraki’s survival instincts in 2019 could add value to their electoral value or reduce it.

  • Saraki and the supreme court verdict

    Throughout his military and political career, President Muhammadu Buhari has never been known for undue effusive praise. So, on July 6, this year when he praised both the Nigerian judiciary and Senate President Olusola Saraki whom it just passed through its exacting crucible to reach a verdict after about three years of intense legal ballistics to and fro, many took note.

    Noting that the Supreme Court had upheld the Code of Conduct Tribunal’s ruling, clearing Saraki of all 18 count charges bothering on assets declaration, President Buhari asserted that it has become even more evident that the country’s judicial system, no matter the challenges it faces, is truly working and no one should be allowed to undermine or break it.

    “I have seen many instances where individuals and groups seek the destruction of the judicial institution in the foolish thinking of saving their skin, instead of going through the painstaking process of establishing their innocence. In the case of the Senate President, Bukola Saraki, I have seen him take the tortuous path of using the judicial process. He persevered, and in the end, the highest court of the land, the Supreme Court, says he is not guilty as charged. This is what I have done in the three elections in which I was cheated out, before God made it possible for me to come here the fourth time I ran for the office, “ President Buhari said.

    While some interpret President Buhari’s assessment as words on marble, in the manner of historical references, it is apposite to ask how objective and relevant it is.

    The answer lies in an interrogation of the steps and processes that the Senate President’s case went through in its journey from the lowest to the highest court of the land without the quarry losing faith in the system – something that President Buhari described as an example for Nigerians to emulate.

    The nearly three year drama began at the inception of the 8th Senate in July 2015 when Saraki defied all odds, including the disapproval of his party’s leadership to stitch together a thick ‘unholy’ alliance with the opposition and become elected as President of the new Senate.

    Initial indications in the form of loud whispers across some circles in Abuja point to the likelihood that some forces may confront the new Senate President with war from various fronts including various security and anti-corruption agencies. For those who have some faint idea of how such things work, Saraki was getting himself stuck in a position that was not for the faint-hearted but he seemed to maintain an unruffled mien.

    A Senior Advocate of Nigeria (SAN) Mr. Joseph Daudu who was a former President of the Nigerian Bar Association (NBA) was pilloried on the social media in a somewhat concerted manner and as Saraki’s seemingly short-lived Senate Presidency moved to confront legal challenges, it was assumed by the prosecutor in the case, Mr. Rotimi Jacob, SAN that the case could be dispensed with by the tribunal in less than three weeks.

    Indeed, Saraki’s supporters see the trial as being more of a circus show, perceiving it – rightly or wrongly – as mere part of a game plan to stir humiliation and dissent that can spur the Senate President’s impeachment by his colleagues at the Senate and then, seal his political future through a pre-determined judicial outcome.

    For others, merely seeing the Senate President eat the humble pie by sitting in the dock was an interpretation of admissibility of guilt as it would have required moving many mountains to do that to a leading member of the ruling party who occupies such exalted position in his political party and national life.

    “In any case, there were serious constitutional issues that had emanated from the trial which required higher courts to determine. One of such issues arising from the provision of the Code of Conduct Bureau and Tribunal Act gave those of us in Saraki’s team some measure of confidence that the charges were filed in violation of its Section 3 (d). The section states that before a case is filed against any defendant, his attention must have been called by the Bureau to the inconsistencies in his asset declaration form and he must have been given the opportunity to make necessary corrections.

    “It is only if he insists on the correctness of the entry that he can be brought before the Tribunal. This provision had been applied in the Bola Ahmed Tinubu case when the defendant even belonged to an opposition party to the government in power. The Tribunal had in the Tinubu case ruled that “…On Section 3 (d), I feel compelled by the argument of the learned SAN for the accused. It is a condition precedent for referring a charge to this Tribunal that the accused ought to have been invited to either deny or admit the allegations against him.

    Nonetheless, clearly hollow gaps in the ‘evidence’ brought forward by the prosecution, the apparent inadequacies of the prosecution and its witnesses all contributed towards making it impossible for the trial to withstand the rigorous scrutiny of the nation’s highest court which eventually turned in a favourable verdict.

    It is noteworthy that Senator Bukola Saraki, scion of Kwara state’s sole political dynasty, has not only continued to assert his faith in the system; he has moved further by utilizing both his official capacity and goodwill within and outside the National Assembly to promote it.

    It is remarkable that despite expectations of fighting back with asymmetric strategies from his high position as the head of the entire National Assembly, he proactively promotes a synergy towards realizing the common good. For instance, while the Executive arm of government has evolved the Economic Recovery and Growth Plan (ERGP) as its comprehensive economic blueprint towards achieving fundamental and enduring economic change and building a new Nigeria that is self-reliant and prosperous, the National Assembly’s buy-in has provided great reassurance.

    The Senate President’s active promotion of the ERGP and matters of Nigeria’s economic growth and development is exemplified at one of his critical outings on such subject at the United States’ Chamber of Commerce in Washington DC which he visited on July 11, this year.

    Affirming synergies with the Executive arm, his paper titled, ‘Doing Business and Opportunities in Nigeria,’ laid out a roadmap that foreign investors can navigate to make good in Nigeria in a move that will create multiplier economic dividends for the Nigerian government and Nigerians.

    “When this administration was voted into office in 2015, the Nigerian economy was in a free fall as a result of the steep fall in the price of oil in the international market. This exposed the structural weaknesses in the economy. Our reserves plummeted and  double digit recession of about -13.40%. We lost over N4million jobs as a result. Our exchange rate to the dollar fell by roughly 39.2% from N196 to the dollar, to N500 to the dollar.

    “It was this state of affairs that brought reality hard on us and the resolve to never find ourselves in this position became an imperative.
