  • Kogi workers screening, a sham

SIR: To many who had questioned the modus operandi of the marathon and unending Kogi State screening exercise, the widespread rejection and protests that greeted the final release of the much awaited and publicised report of the exercise by the state government few days ago wasn’t unexpected; neither was the many contradictions and lacuna therein of any surprise. The screening exercise which would have offered an opportunity for the much needed cleanup and re-organization of the state civil service was turned into a tool for political witch hunting, revenge and vendetta.

The crisis which led to the removal of the leadership of the former screening committee and his subsequent replacement futher exposed the fact that the Yahaya Bello administration lacks what it takes to conduct a free and fair staff verification exercise. It is perplexing that the same verification/screening exercise which was done in states like Sokoto, Benue, Plateau, Kwara with much bigger staff strength within weeks and few months is taking forever to conclude in Kogi State. It doesn’t require rocket science to know that the bank verification number (BVN) of workers holds the key to a genuine and successful staff audit and that was what all the states used in cleaning up their civil service. Rather than take advantage of ICT and BVN, the state government opted to go the primitive old way which has raised more questions than required of this administration’s hidden agenda to systematically retrench workers under the guise of screening, and the quality of men and women around the governor.

The screening report as released to the public is not only an embarrassment, it is also shameful. The “new direction” government of a “digital governor” could not even edit and screen its own report before releasing it. How will a serious government declare majority of its workforce who are presently on study leave within and outside the country as “ghosts” in an era where sane governments are waging a war on brain drain? Previous government complied with the commitment to sponsor workers and accademics to study and come back to impact their knowledge to benefit the state in line with international best practice, only for those to be removed from the state’s workforce.

Amongst the several contradictions and controversies in the screening report, heads of key state owned institutions like the state polytechnics, the state university and many others were either declared “ghosts” or contract staffs.  For me, the most embarrassing point of the screeing report is the fact that some names apeared both in the “cleared” and “uncleared” list of state workers.  Some of the workers who were cleared before were lucky to be in the few that received their salaries up till December 2016 are now tagged as “ghosts”

Although in their usual manner, the state government has reiterated its commitment to pay all “genuine” workers, stressing that the screeing was an ongoing exercise as aggrieved persons with “genuine” complaints should bring such forward for a redress, the questions on the lips of majority of Kogites are; how long would this screeing exercise go on? Will we even see the end of these perpetual embarrassment, harassment and hardship being meted to the workers under the guise of staff verification in the life span of this administration? What sins have the workers committed against this government to warrant maltreatments and torture?

It’s good news that the state House of Assembly has finally awaken from its deep “sleep” and rising up to be counted on this matter. An opportunity for them to prove their true representation and loyalty to the people who elected them into office is now.

Senior Information and Monitoring Officer of NUC, Mr. Mohammed Tanko, who represented NUC at the occasion, lauded members of staff of FUNAAB and other government functionaries that actively participated in the 2016/2017 Pre-Admission Screening Exercise for a job well done in terms of logistics, welfare, thoroughness and adherence to laid down procedures.

Tanko said his task was to monitor the screening exercise, to ensure that the university does not breach the directive of the Federal Government through the Minister of Education.

“So far, so good, the process has been smooth. I observed that the security arrangements were properly made. The traffic and strategy that were deployed by both the internal and external security personnel, the Department of State Services (DSS) officers, which I saw on ground and men of other sister-agencies, who participated in the screening, were very much commendable. The strategy of the decentralised screening centre (as adopted by FUNAAB) was commendable, as students were well taken care of while transportation was also commendable.”

He charged the University to keep to its admission quota. “We expect to have quality graduate output that would compete in private and public sectors within and outside the country. So, I advise that you adhere to NUC guidelines in the areas of admission quota, rules and regulations that would come from the government through the Federal Ministry of Education,” he said.

FUNAAB Vice-Chancellor, Prof Olusola Oyewole, who is also the President, Association of African Universities, said the screening was very important to ensure that only responsible and qualified students, who would add value to the quality of the educational system, were admitted.

Speaking on the resumption date for returning the students, the Vice-Chancellor said university Senate would announce a date once it studied the report of the committee set up to investigate the recent students’ unrest.

Shoprite opens in Onitsha; runs free cancer screening

Shoprite demonstrated its commitment to growing Nigeria with the opening of its Onitsha Mall.

Eager shoppers enjoyed a vibrant programme of music and dance before flocking to the store to take advantage of the great opening specials and deals. The opening proved to be an overwhelming sales day for the store, with satisfied shoppers all-round.

Located in the state’s first modern shopping mall, the store is set to bring consumers the same low prices and convenience it is known for. As the flagship brand in the mall, the store will cater for customers’ daily, weekly and monthly food and household requirements. Over and above a wide range of food and non-food lines, it features various service departments including a Meat Market, Bakery, Deli, and a Fresh Fruit and Vegetable department. 15-till points have been set up to deal with high volumes of shoppers. All of this in a world-class shopping experience.

Executive Governor of Anambra State, Willie Obiano who was accompanied by his wife and other government dignitaries officiated at the opening of the store and mall, remarking that the occasion was a milestone in his administration’s efforts to make the state the centrepiece for commercial activities.

Through the store opening, Shoprite, in partnership with the management of Onitsha mall, is doing its part by creating over 1,000 job opportunities for locals. The Onitsha store marks Shoprite’s 18th store opening in the country since it first began operations in 2005. Shoprite employs over 2500 people in Nigeria and is committed to supporting local enterprises. The Group has built relationships with over 400 leading Nigerian suppliers, small businesses and farmers, securing a wide assortment of local brands.

Additionally, as part of the brand’s Corporate Social Responsibility (CSR) programme, the Shoprite Community Network hosted a two-day free breast cancer screening for women in Onitsha, in conjunction with Run For A Cure Africa (RFCA), a national NGO specializing in breast cancer awareness work. Speaking during the event where over 250 women were screened, Founder of RFCA, Ebele Mbanugo said “It has been a rewarding experience partnering with Shoprite to offer free breast cancer screening to the women of Onitsha because a lot of people go about their daily routine without taking the time out to examine their body. This contributes to the increasing rate of breast cancer deaths. I wish more organizations would take a leaf from Shoprite and their continuous push to create awareness about the dangers of breast cancer “.

Speaking on behalf of Shoprite Nigeria, Executive Director Adeola Kagho said that she was excited about the warm reception that the store was receiving from the people of the state. “We look forward to opening more stores and playing our part to impact more communities. The free breast cancer screening is just one of the many CSR projects we intend to embark upon in the state and I am happy to witness the high turnout of women taking part in the screening exercise”

Police consider psychiatric screening of recruits, officers

The Inspector-General of Police (IGP), Mr. Solomon Arase, has said the Nigeria Police Force is considering conducting psychiatric test on recruits and serving officers.

Arase stated this at the Nigeria Police Force Health Policy Revalidation meeting in Abuja on Tuesday.

He said that the initiative became necessary following incidents of indiscriminate use of firearms by personnel of the force.

The IGP said that inadequate manpower had exposed officers to working for longer hours.

He said that the force was also considering establishing a Trauma Centre for its officers because of the nature of their job.

“The Police should be concerned about the mental health of officers, “ he said.

It would be recalled that Arase had advised Divisional Police Officers (DPOs) to always determine the mental awareness of officers before assigning firearms to them to curtail incidents of ‘accidental discharge`.

He said that inadequate health worker, poor funding, infrastructure deficit and management deficiencies had been some of the challenges inhibiting the force’s medical unit.

Arase noted that in order to tackle these challenges, it was expedient to develop a health policy for the force.

“The development of any policy document entails an inclusive approach with relevant stakeholders.

“You all have been invited here today to review the Draft Health Policy for the Nigeria Police Force,“he said.

On his part, the Minister of Health, Prof. Isaac Adewole, promised the ministry’s assistance in the implementation of the policy.

“We will assist in the implementation, we will ensure it happens,“Adewole said.

He commended the police management for developing a health policy for its officers and their families.

In a remark, Dr Abdulmumini Ibrahim, Registrar, Medical and Dental Council of Nigeria (MDCN), said that the policy was long overdue.

He said that the council would help the police to build the capacity to handle the facility.

The Nigeria Police Medical Service was established in 1975 with the primary mandate of providing health care services to serving, retired, family members of the force and detainees.
