  • FG constitutes 2019 Presidential Inauguration Committee

    President Muhammadu Buhari has approved the Constitution of the 2019 Presidential Inauguration Committee.
    This was contained in a statement by Permanent Secretary (General Services Office) in the Office of the Secretary to the Government of the Federation (SGF), Olusegun Adekunle.
    He said that the date of Inauguration of the committee is Thursday 14th March,  2019 at the SGF Conference Room.
    While the Secretary to the Government of the Federation, Boss Mustapha is the Chairman of the committee, members include Minister of Information & Culture, Minister of Interior, Minister of Foreign Affairs, Minister of FCT.
    Other members are Minister of Defence, Minister of Health, Minister of Education, Minister of State (Aviation), National Chairman, All Progressives Congress, Inspector General of Police, Director General (Department State Service), Commander, Brigade of Guards, Permanent Secretary (State House), Permanent Secretary (General Services Office) – Member and Permanent Secretary (Political & Economic Affairs Office) will serve as member/secretary of the committee.

    The Terms of Reference, according to the statement, include:
    “To plan, organize and execute all approved activities for the 2019 Presidential Inauguration.
    “Co-opt any organization(s) person(s) relevant towards the successful execution of the programme;
    “Document for posterity, all planned activities for the Inauguration; and
    “Carry out any other assignment as may be required towards the successful implementation of the programme.”
  • FG inaugurates Presidential panel on prerogative mercy 

    The Federal Government on Tuesday inaugurated the Presidential Advisory Committee on Prerogative of Mercy.

    The inauguration was done by Secretary to the Government of the Federation (SGF), Boss Mustapha in the SGF conference hall.

    He was represented at the brief ceremony by the Minister of Justice and Attorney General of the Federation, Abubakar Malami, who is the chairman of the committee.

    He said “The significance of an occasion like this goes beyond the ceremony itself; it gives a signal for the members so inaugurated to brace up with the responsibility embedded in the assignment.

    “The committee is a four year tenured committee constituted to assist Mr. President in the discharge of his constitutional responsibility of not only granting pardon to deserving prisoners and ex-convicts and reintegrating them into the society but also to work towards decongesting the prisons nationwide.”

    According to him, the inauguration of the committee will go a long way to reduce the congestions in the prisons.

    Stressing that the responsibility of the committee is sensitive and enormous, he said that the purpose for its constitution and its guiding principles must be completely adhered to.

    He said that the terms of reference of the committee are statutory and constitutionally as they are enshrined in Section 175 of the 1999 Constitution.

    “The inauguration today enables you to kick start the processes leading to nationwide prison visits and consequent recommendation of eligible ex-convicts and convicts for presidential pardon.” he stated

    While making an opening remark, a member of the committee and Permanent Secretary in the Special Duties office, Williams Alo, recalled that the President reconstituted the committee on the 19th of June, 2018.

    Section 175 of the 1999 Constitution on Prerogative of mercy reads “(1) The President may (a) grant any person concerned with or convicted of any offence created by an Act of the National Assembly a pardon, either free or subject to lawful conditions; (b) grant to any person a respite, either for an indefinite or for a specified period, of the execution of any punishment imposed on that person for such an offence; (c) substitute a less severe form of punishment for any punishment imposed on that person for such an offence; or (d) remit the whole or any part of any punishment imposed on that person for such an offence or of any penalty or forfeiture otherwise due to the State on account of such an offence.

    “(2) The powers of the President under subsection (1) of this section shall be exercised by him after consultation with the Council of State. (3) The President, acting in accordance with the advice of the Council of State, may exercise his powers under subsection (1) of this section in relation to persons concerned with offences against the army, naval or air-force law or convicted or sentenced by a court-martial.” it stated

    The 12-man committee included Abubakar Malami (Chairman), Williams Alo,  Lucy Ajayi, Joshua Abu, John Idoko, the Inspector General of Police, Ibrahim Idris, representative of the Nigerian Prisons Service, representative of the National Human Rights Commission.

     

  • Osinbajo warns board members against corruption 

    Vice President Yemi Osinbajo on Tuesday warned new board members against corrupt practices in their assignments.

    He spoke through the Secretary to the Government of the Federation (SGF), Boss Mustapha, while inaugurating boards of agencies under his office supervision.

    The boards inaugurated on Tuesday included the National Institute for Policy and Strategic Studies (NIPSS), National Boundary Commission (NBC) and Border Communities Development Agency (BCDA).

    Harping on government’s determination to win the battle against corruption, Osinbajo urged the new chairmen and members to totally eschew corruption.

    He said “Let me at this point reiterate the determination of this administration to succeed in the fight against corruption. In carrying out your responsibility as Board Members, you must therefore eschew corruption totally as Government will not hesitate to sanction all infractions.”

    He also urged the new board members to focus on economic development and revive the country from recession.

    Osinbajo also charged them to key into the Economic Recovery and Growth Plan of the Federal Government.

    He said “Nigeria has over the last 24 to 36 months, passed through a period of economic recession which necessitated the development of a home grown Economic Recovery and Growth Plan.

    “Which you are expected to key into, in view of the importance of your institutions to national economic stability.

    “I therefore expect robust policies initiatives from you as members of the board being inaugurated today,” the Vice President said.

    The management of the various organisations under the boards, he said, should be allowed to perform their duties without any interference from the board.

    The Speaker of the House of Representatives, Yakubu Dogara, who was represented by Femi Gbajabiamila observed that the board was critical to national development.

    “There is a lot of work to be done and I believe you will do a wonderful job.” he said

    The Chairman of NIPSS Board, Ignatius Longjan, who spoke on behalf of the members promised to be diligent in their studies.

    He said “In this national assignment given to yes, we will do it diligently and appropriately, we will not let you down.

    “We will carry out these assignments to the best of our ability, whatever will make Nigeria better, we will do it,” he added

    While Vice President Yemi Osinbajo is the Chairman of National Boundary Commission (NBC) and Border Community Development Agency (BCDA) Boards, Ignatius Longjan is the Chairman for NIPSS.

    FG inaugurates committee for Ekwueme’s State Burial

    The Secretary to the Government of the Federation (SGF), Boss Mustapha, on Tuesday inaugurated the Committee that will oversee the burial arrangement of the late former Vice-President, Dr.Alex Ekwueme.

    Ekwueme had died in the United Kingdom on the 19th of November, 2017 at the age of 85

    Inaugurating the committee, Boss Mustapha eulogized Dr. Alex as a personality, who have served his fatherland meritoriously.

    The SGF assured the family members who are part of the Committee that Dr. Alex Ekwueme would be given a befitting and state burial.

    He told them that Federal Government would foot the bill and the evacuation of the body from London hospital.

    A statement by the Deputy Director (Press), Mohammed T. K. Nakorji, on behalf of the SGF listed the members of the committee to include Mr. Boss Mustapha – Chairman, Mr. Babatunde Raji Fashola, SAN – Member, Alhaji Lai Mohammed – Member.

    Other members are Mrs. Kemi Adeosun, Senator (Dr.) Chris N. Ngige, Mr. Ibrahim Idris, Mallam Lawal Musa Daura.

    Also in the committee are Pastor Goodheart Obi Ekwueme, Prof. Osita Chukwulobelu – SSG, Anambra State, Dr. R. P. Ugo, FCIPM, FICA – Member/Secretary.

    The Permanent Secretary, General Services Office, Dr. Roy Ugo will also serve as Secretary.

    Osinbajo, Tinubu, governors attend Buhari’s book presentation 

    Eminent personalities on Thursday attended President Muhammadu Buhari’s book’s public presentation in Abuja.

    The book  ‘Making Steady, Sustainable Progress for Nigeria’s Peace and Prosperity’, was presented to the public at the old Banquet Hall of the State House.

    It was a mid-term scorecard on the President Muhammadu Buhari administration.

    Among those that graced the public presentation of the book, that started few minutes past 12 noon, were the Vice President, Yemi Osinbajo, National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, who is the keynote speaker at the occasion.

    Also at the occasion was the Chairman of the occasion and the APC National Chairman, John Odigie-Oyegun and the Secretary to the Government of the Federation (SGF), Boss Mustapha.

    State governors at the event were Abiola Ajimobi (Oyo), Rauf Aragbesola (Osun), Jigawa, Ibikunle Amosun (Ogun), Darius Ishaku (Taraba), Abdulaziz Yari (Zamfara).

    Other members of the Federal Executive Council (FEC), other top government officials, members of the diplomatic corps and traditional rulers also attended.

    The Speaker of the House of Representatives, Yakubu Dogara was represented at the occasion.

    The programme was still in progress at the time of filing this report.

    Babachir to appear before Senate panel Thursday

    The suspended Secretary to the Government of the Federation (SGF), Mr. Babachir David Lawal is expected to appear before the Senate ad hoc committee that investigated the N200 million contract scam that earned him suspension by President Muhammadu Buhari.

    He is being invited for questioning over his alleged role in the mismanagement of funds earmarked for the rehabilitation of Internally Displaced Persons (IDP) in the North East.

    He is expected to appear before the panel at 10am.

    The Senate had indicted Lawal in an interim report submitted by the Senator Shehu Sani led committee. He was indicted for breaching relevant provisions of the Public Procurement Act, 2007.

    Lawal, who is currently being investigated by a presidential panel, was fingered to have run foul of the Federal Government Financial Rules and Regulations on the award of contracts under the Presidential Initiative on North-East (PINE).

    After spurning invitation by the senate panel on two occasions, Lawal was invited again in fulfillment of the principle of fair hearing, which he complained was not extended to him by the Senate panel.

    The invitation letter to Babachir which was signed by the clerk to the adhoc committee, Mr.  Barau Bungudu, asked the suspended SGF to appear for fresh hearing.

    The letter inviting Lawal to the investigative hearing read in part, “You may recall that the Ad-hoc Committee had invited you to appear before it for the second time on Wednesday, 15th March, 2017.

    “The Committee has granted your request conveyed in your letter dated 22nd March, 2017, and re-scheduled the meeting.

    “By this letter, I am directed to formally invite you to appear before the Committee on Thursday, 27th April, 2017“.

    The Secretary to the Government of the Federation (SGF), Babachir David Lawal on Wednesday feigned ignorance of his suspension from office.

    A statement by the Presidency on Wednesday had announced his suspension over the award of contracts under the Presidential Initiative on the North East (PINE).

    Lawal, after meeting with Vice President Yemi Osinbajo, parried all the questions from journalists.

    The encounter followed thus:

    Journalist: Your suspension has just been announced. How will you react to the development?

    Answer: Who announced it?

    Journalist: The Presidency

    Answer: Then ask them. Why are you asking me? Who is the Presidency?

    Journalist: Have you been informed of the suspension?

    Answer: By who? About what. What about you? Have you been informed?

    Journalist: Yes sir.

    Answer: By who?

    Journalist: By the Presidency sir.

    Answer: I have not seen it. I should have been given… I have not seen the press release so I cannot comment on it.

    Journalist: It is currently trending online. Are you doubting the authenticity of the statement?

    Answer: I have not seen it.

    Journalist: Tell us the outcome of your meeting with the Vice-President sir.

    Answer: I am always here. I always meet the Vice-President. I used to come here even before I was made SGF.

    FG to revamp SERVICOM for efficient service delivery – SGF

    The Federal Government on Monday expressed its commitment to revamp the Service Compact (SERVICOM) agency to ensure effective and efficient public service delivery in the country.

    Mr Babachir Lawal, Secretary to the Government of the Federation (SGF) made this known in Abuja at the National Policy Dialogue on Strategies for Improving Service Delivery in Government Ministries, Departments, Agencies and Commissions.

    The event which was tagged: “Efficient and Effective Service Delivery: Imperative for Driving the Change Agenda’’ was organised by SERVICOM to brainstorm on ways to boost citizen focused service delivery.

    SERVICOM is an acronym derived from the words SERVICE COMPACT, an initiative of the Federal Government developed out of the consensus emerging from a Special Presidential Retreat on Service Delivery.

    It is an agreement between the Federal Government and the citizens to guide and sustain the drive for improved service delivery by ensuring that MDAs are more citizen-focused in their operations.

    According to Lawal, the revamping of the agency will mark a significant step in government’s effort to enhance and sustain the culture of effective service delivery in all government establishments, to serve the people better.

    He said that the dialogue was timely as the existence of SERVICOM initiative would be appraised and frameworks developed to improve public service delivery.

    “The importance of our gathering today is to reflect on Nigeria’s public service delivery journey in the past 12 years of the SERVICOM Initiative, appraise the gains and setbacks.

    “Also to develop a framework that will translate governments’ efforts into to tangible improvements in public service delivery.

    “Therefore, I urge you to kindly embrace Government’s reaffirmation of the ideals of SERVICOM, by developing a holistic framework to facilitate the anticipated improvements in performance by MDAs as a precursor for better service delivery,’’he said.

    He noted that improving service delivery was part of the change agenda of the present administration, adding that it would enhance government’s connection with the citizenry.

    The SGF said there was need to sensitise citizens on their rights to demand high quality services; and articulate new pathways for gaining more efficiency in service delivery.

    He noted that this could be done through a review of Global best practices in governance and periodic evaluation of the quality of services delivered to citizens.

    Earlier, Mrs Nnenna Akajemeli, Acting National Coordinator, SERVICOM said that a citizen centred approach in service delivery would be adopted in reviving the agency.

    She added that the redesigning the internal processes of government agencies was imperative to achieving the set goal.

    Akajemeli also said that to ensure the change agenda of the present administration public servants should see themselves as servants of the citizenry and not masters.

    “Public Service in this democratic dispensation comes with legitimate expectations of the populace and the meeting of such needs and expectations is the fundamental objective of this administration.

    “ In order to achieve this there must be re-orientation of government institutions to optimise access to their sectors by all citizens.

    “There must be shift in public service culture orientating public servants to view themselves as servants of citizenry rather than masters as government recognises the need to deliver high quality efficient service delivery at reduced cost’’, she said.

    Mrs Winifred Oyo-Ita, Head Civil Service of the Federation, said that before the establishment of SERVICOM Nigerians were surcharged in the service delivered to them.

    She added that Nigerians deserve better service delivery, saying that the present administration is committed to revamping of SERVICOM.

    She noted that the dialogue was timely, when focus was on enhancing effective and efficient service delivery to all Nigerians which was critical to the change agenda.

    …Committee refuses to honour Lawal’s Perm Sec

     

    The bickering between the Senate and Secretary to the Government of the Federation (SGF), Babachir David Lawal, over alleged abuse of office leveled against Lawal may be far from over.

    The SGF Thursday failed to appear before the Senate Committee on Federal Character and Inter Governmental Affairs to defend 2017 budget proposal of his office.

    The absence of Lawal did not go down well with members of the committee.

    Irked by the absence of the SGF, members of the Senator Tijjani Kaura led committee refused to honour the Permanent Secretary, General Services Office of the SGF, Mohammed Bukar, who was delegated to represent Lawal at the budget defence session.

    It was gathered that the Permanent Secretary informed the committee of the absence of the SGF minutes before commencement of the meeting Thursday.

    The SGF was said to have told the permanent Secretary at the last minute that he was going for the funeral of a relation who died some time ago.

    Members of the committee insisted that “the permanent secretary would not be allowed to represent the SGF.

    They particularly frowned at the failure of the SGF to inform the committee in writing about his inability to attend the budget defence.

    The lawmakers thereafter put off the budget defence and proceeded to brief the Senate President, Abubakar Bukola Saraki on reasons why it became necessary for the meeting to be postponed.

    A member of the committee told reporters that: “Much as we try to protect the SGF as a brother, there are limits to what he should do. What he ought to do is seek the understanding of the committee to reschedule the meeting, which is a normal thing.

    “As far as the committee is concerned, courtesy demands that he should call the Chairman. He did not appear and he did not show concern. Since he is not here and not ready, he should make contact with the committee to reschedule.

    “Why he is not here is not cogent enough. He said he went to condole with a family over the loss of a loved one, but here we have a colleague, a Senator for that matter, who is also supposed to attend the funeral of a loved one staying back to attend the budget defense.

    “As far as we are concerned, the excuse he gave of going for the burial a loved one is not a good one at all.”

    The relationship between the Senate and SGF became sour following the resolution of the Senate that President Muhammadu Buhari should sack the SGF over alleged abuse of office.

    SGF assures FCT indigenes of political appointments

    The Secretary to the Government of the Federation (SGF), Engineer Babachir David Lawal, on Monday apologized to indigenes of the Federal Capital Territory (FCT) for their exclusion in Federal Government appointments made by the present administration, so far.

    He assured them that the omission is not deliberate and that the situation will be corrected during future appointments.

    He spoke while receiving His Royal Highness, Alhaji (Dr.) Adamu Baba Yunusa (MFR), the Ona of Abaji and Chairman, FCT Council of Chiefs.

    In a statement by the Director (Press), Office of the Secretary to the Government of the Federation, Bolaji Adebiyi, he said that he will bring the omission to the attention of President Mohammadu Buhari.

    In his remarks, the Royal Highness specifically, complained about the exclusion of FCT indigenes in the reconstitution of the Governing Councils of Federal Universities, the composition of the Federal Executive Council and more recently, the nomination of non-career ambassadorial nominees.

    He called for the anomaly to be corrected since it contravenes certain provisions of the 1999 Constitution and the Federal Character Commission that specifies that the FCT should be treated as if it were one of the states of Nigeria.

    The Ona also appealed to the SGF to use his good offices to carry the FCT along when political appointments are made.
