  • Fayemi approves retirement of Ekiti Head of Service

    …Two reinstated Perm Secs retire voluntarily

     

    Ekiti State Governor, Dr Kayode Fayemi, has approved the retirement of the Head of Service, Dr Gbenga Faseluka, from the State’s service.

    The retirement which was conveyed in a letter signed by the Secretary to the State Government, Mr Biodun Oyebanji, and dated November 30, 2018, is with immediate effect.

    Dr Faseluka is to hand over to the most senior Permanent Secretary, Mrs Peju Babafemi.

    Mrs Babafemi is to function as Acting Head of Service pending the appointment of the substantive holder of the post.

    Also, the Governor has approved the immediate redeployment of all Education Secretaries from the 16 Local Government Education Authorities.

    The affected Education Secretaries are to hand over to the most senior officers in their respective local government education authorities.

    A new set of Education Secretaries will be appointed in due course.

    In a related development, Governor Fayemi has also approved the voluntary retirement of two of the recently reinstated Permanent Secretaries- Mr Akin Osho and Mrs Funke Falodun, following their letters of notification of voluntary retirement from the service.

    The duo, in their letters of notification, appreciated Governor Fayemi for their reinstatement alongside four other colleagues earlier in the month. They described the development as a proof that Ekiti’s core values of fairness, equity and justice are being restored in the state.

  • ‘Katsina consistent with salary payment’

    Like every other state, Katsina has its fair share of challenges, and in this interview with AUGUSTINE OKEZIE, the Secretary to the State Government (SSG) Alhaji Mustapha Inuwa speaks on a number of these challenges as well as how the Aminu Masari administration is tackling them, including the fact that the state’s civil servants get paid promptly and consistently. Excerpts:

    You moved from local government chairman to commissioner for Education, and from chairman of Katsina State All Progressives Congress (APC) to Secretary to the State Government (SSG). Tell us about these transitions.

    I started with this administration right from the university as classroom teacher during the administration of the late Umaru Musa Yar’Adua. First I was appointed the General Manager, Katsina State Transport Authority (KSTA) in 2000, soon after the 1999 elections and also doubled as caretaker committee chairman of a local government.

    Later, I was appointed the commissioner for Education after the 2003 election and also in 2006 when the then SSG, Saidu Abbah Rumah became a Minister. I took over as the SSG which means I was the SSG towards the end of the tenure of the late Yar’Adua and during the eight years of Shema’s administration, from where I moved into the opposition party then.

    We were compelled to move out of PDP [Peoples Democratic Party] and remain in opposition and during the opposition period, I served as sole administrator of CPC [Congress for Progressive Change] in Jigawa State for three months. I conducted the congresses in that state, from the wards to the state levels and after the congresses I stepped down as sole administrator in that state.

    When I returned to Katsina State, I served as the interim administrator and the Treasurer of CPC and with the coming of the APC, I served as the chairman of the membership registration committee for Kano State as well as chairman of Kano State congress committee, where we conducted the congresses of Kano State APC elections.

    Here in Katsina, I contested for the position of the state chairman which I won.

    I also led the transition committee when this present government was to be sworn in, and the governor appointed me the SSG.

    From your profile, are you prepared to move on to other levels, perhaps up to the national level?

    Only God knows that one. If Allah wants me anywhere He will take me there. I always pray that wherever I am let me have the opportunity to bring the best to people I serve.

    This brings us to the issue of S-Power project. Some have asked why the state employed 5000 teachers when the state is in dire need of more teachers.

    We could have requested for 1000, 2000, or more. Let’s understand one thing, all this requires money and it is common knowledge that state governments are finding it difficult to pay salaries of existing workers.

    Here in Katsina we have been consistent in the payment of salaries at the right time before the end of the month even before we go for the federation account. Many states owe and those who do not owe cannot pay until after they have collected the money from the federation account but in here in Katsina, whether we go to the federal account or not, by 24th and 25th every month we pay salaries.

    We are paying gratuities, we pay pension promptly and we are paying other allowances and so on with the meager resources we get from the federation account. If it is our wish we understand, we will not go for S-power, we will go for normal recruitment of teachers and would not mind meeting the 100% demand for teaching vacancies.

    There are other competing needs like the health sector, agriculture, security and so many others. What a particular state receives monthly is something that every individual can have access to, so we have to go for 5000.

    On security

    When the present government was sworn in, this state was virtually under siege by criminals, we have now achieved more than 80% of security through amnesty. We are still growing and will not rest until we completely arrest these criminals and crimes including banditry, kidnapping, cattle rustling, armed robbery, farmers/herdsmen clashes and so on.

    So the challenges facing this office are largely those of cattle rustling, banditry and kidnapping, etc, also empowering the youth amidst lean resources. The demands are high, so are people’s expectation, now that they are politically aware.

    Now you find people calling you, writing you and this government is an open government where the government and the governor is very accessible unlike others. So people can easily pass their opinions, make request to the government, so they expects the government to do much. We have the will; we have the determination but lack the resources.

    Do you agree with the opposition that the state is heavily in debt?

    There is no state in this world that is not in debt; it is the only way you can run investment. You cannot run serious business without debt. Ask Dangote, Bill Gates, and big business people if they are into debt or not but what is the most important is what you do with the debt.

    Okay, what is the point? Before, we had money but nothing was done to show for it. The money was stolen but now you are in debt but you are servicing the debt and you are growing the state’s economy. What is wrong with that?

    The FG is in debt, also you are in debt. I believe the opposition parties are also into debts and are exaggerating the issues.

    By December, 2015, when they were preparing to hand over, KTSG had in various accounts over N30 billion, and by the time we took over we met only a little above N4billion. N26 billion was squandered in five  months. There was a case of cheque withdrawals on a day a single day of 86 cheques each reading N9.5million in one bank by one person withdrawn from a government account.

    The opposition parties say you were a beneficiary of Umaru Musa Yar’Adua govt but you didn’t organise any remembrance for him.

    You see, I worked under Umaru Musa Yar’Adua as I told you earlier; I have tremendous respect for him. I considered him as my leader and I still consider him as my leader. I have no apology for that. I also regretted that Umaru Musa Yar’Adua died without giving his best to Nigeria.

    It is Nigeria that really lost; it is not only the Yar’Adua family that lost him. Every year, especially during his remembrance day, journalists do talk to me about him. I always express my concern for him, but to organise a remembrance, one to me, is not within our culture and I don’t see it as something necessary.

    If we don’t, what of those he handed over the government to? What of Shema administration? Did they organise the remembrance for him? Did not even talk about him? Did they even appreciate anything from him? There was a time the families phoned me and thanked me for what I said about him in the papers.

    I don’t even know the paper was out until when one of the members of the family called and said they are just reading what I have said about him in this kind of remembrance. He was so grateful he said the family is really proud of what I have done. You see, one I don’t believe in this sycophancy stuff. I know Umaru Musa Yar’adua; I respect and appreciate all he did. He was my leader; I worked with him and still working with him. We have mutual respect. That is why you can see he kept moving me from one place to another. And he trusted me. We have a lot of discussions on government without anybody even knowing and whenever there is a problem he asked for my opinion because he knew very well I will never say what I don’t mean.

    Do you agree with some people who say the trial of former Governor Shem is political victimisation?

    The court will determine that.

    What is the reaction of the state government on June 12. Are you going to make Tuesday a work-free day?

    I think people misunderstand what the president said. You see the recognition of June 12 was a very good decision, I believe. I have been an early supporter of June 12. We believe it is the best opportunity for Nigeria to unite, even better than the Civil War we fought but unfortunately, leaders so selfish, so self-centered, decided to do otherwise, but now you have a visionary leader who fought in the civil war, you cannot have a better Nigerian than him.

    You can’t have a better Nigerian who wants the unity of Nigeria than Buhari. I think the most important thing is the declaration not whether it is celebrated or not but you can be assured that June 12 will be a work-free day

    On the National Assembly’s threat to impeach the President.

    The drama unfolding in the National Assembly is really something that Nigerians should advise NASS not to allow sentiments to determine their actions. I think the Senate President and Bukola Saraki are different personalities. What he has done in his personal capacity should not be allowed to influence decisions of NASS, Senate in particular,

    Simply because they are not getting what they used to get from the Presidency so they rather go with the Senate President than the President. Let us not forget that Nigerians are watching, the electorate is watching and the electorate is solidly behind the president. So I think we really need to think.

    They are called ‘Dattawa’ and this means elder statesmen. So let them remain so. Many of them served as governors, ministers before they came here, so we expect them to be responsible. Some of them are in their 60s and 70s. So what are they looking for? I think it is better they join hands with the president and help move this country forward.

  • Sanitation Law Nullification: Edo complies, to challenge judgement

    …to rely on public health Law, Bye-Law for sanitation activity

     

    The Edo State Government has said it would respect and comply with the recent judgement delivered by the High Court of the state, which nullifies the Edo State Sanitation and Pollution Management Law No. 5, 2010.

    In a statement, Secretary to the State Government, Osarodion Ogie Esq., noted that “the government is aware of the Judgement in Suit No. B/460/2014 in the case of Johnson Oasogie Igbinedion and Another vs. Edo State House of Assembly and 6 Ors, recently delivered by the High Court of Edo State in which a declaration was made, nullifying the Edo State Sanitation and Pollution Management Law No. 5, 2010.”

    Ogie disclosed that “the state government and its lawyers are currently studying the pronouncement and also making effort to obtain a certified true copy of same.”

    He maintained that “in line with the provisions of the Constitution of the Federal Republic of Nigeria (1999), as amended, the Edo State Government intends to challenge the said decision at the appropriate Appellate level.”

    He assured that “in the interim, Government intends to respect and comply with the pronouncement of the court concerning the said law.”

    The SSG further said that to exercise its primary duty of ensuring an orderly and decent society and to prevent a catastrophic collapse of public health and sanitation system, “it is the intention of Edo State Government to continue to enforce all other unrepealed statutes and provisions relating to public health, nuisances and sanitation as currently provided for in the following laws: the Public Health Law; the Criminal Code; the Bye-laws of the different Local Government Councils in Edo State; and the provisions of the Administration of Criminal Justice Law relating to nuisances.”

    He urged all citizens to continue to be law abiding, particularly on matters which affect sanitation, cleanliness, health and decent living of the generality of the people.

  • Fayose sacks two board chairmen

    Ekiti State Governor, Ayo Fayose has sacked two board chairmen of the Ekiti State Teaching Service Commission, Chief Gabriel Falayi and Chairman, Governing Council of the College of Education, Ikere-Ekiti, Prof. Babajide Alo.

    Their removal, according to a statement by the Secretary to the State Government, Dr. Dupe Alade, takes immediate effect.

    Consequently, Chief Femi Ogundipe has been appointed as chairman of the Ekiti State Teaching Service Commission and Mrs. Adeola Yesufu as chairman of Governing Council, College of Education, Ikere Ekiti.

    Mrs. Folasade Akinrinmola was appointed as full time member, State Universal Education, Board (SUBEB).

    She said the governor’s decision was based “on the need to re-organise government parastatals for effective service delivery.

  • Edo’s devt: Obaseki appeals to donor agencies for support   

    Edo State Governor, Mr. Godwin Obaseki, has called on donor agencies for continued support of its development initiatives, assuring that the government is committed to ensuring high impact of donors’ assistance for all stakeholders.

    The governor said this at the First Quarterly Review of Donor Agencies’ projects in the state held at the Banquet Hall, Government House in Benin city, the Edo State capital.

    Obaseki, who was represented by the Secretary to the State Government, Osarodion Ogie Esq., said that in the light of Nigeria’s transition from low to middle income status, the country risked losing access to certain funding for development.

    He said this calls for more creative approaches to addressing developmental challenges, especially in healthcare and education, noting that the state government is adopting the Edo State Health Insurance Scheme to ensure that accessible and affordable healthcare does not elude her people.

    According to him, “Edo State is not sleeping on its oars in the face of such dire situation. Hence, we are adopting a special Edo State Health Insurance Scheme.

    “As donor support is shrinking, we must put on our thinking caps to begin to look at other sources of funds to assist us with our developmental projects. It is on this note that we request our donor partners to keep granting Edo State the understanding it truly deserves because of our unalloyed commitment of ensuring that every of your effort crystalizes into high-yielding gains for all stakeholders.”

    He said the meeting was also to acquaint local government executives with the different donor funded projects in their domain so that they do not only have inventory of the projects, but also to ensure monitoring and maintenance.

    In her remarks, Commissioner for Budget, Hon. Maryam Abubakar, said the state government organised the meeting to review performance and ascertain intervention and impact of donor agencies’ projects.

    She added that the state government places emphasis on the deepening of development by donor agencies, especially in line with her developmental plan, captured in thematic areas in the State’s Strategic Plan 2010-2020.

     

     

     

  • Buhari to security agencies: Wipe out criminality

    President Muhammadu Buhari on Thursday in Gusau, Zamfara State, directed security agencies to improve their strategies of intelligence gathering, surveillance and accuracy in deployments, and ensure that criminal activities are brought to an end across the country.

    Accompanied by Governor Abdul’aziz Yari, in an interactive meeting with political leaders, traditional rulers, elders and victims of criminal attacks in Zamfara State, President Buhari assured all security agencies of improved conditions that will facilitate apprehending criminals that steal, maim and kill innocent Nigerians.

    In a statement by the Special Adviser on Media and publicity, Femi Adesina, said “As far as I am concerned, our security agencies have recorded some successes, but they need to do much more.

    “They are not to oppress anyone, but they have to gather and send intelligence and warnings when something is about to happen,’’ he said.

    The President commended the security agencies for eliminating a dreadful criminal, “Buhari general’’, who had for many years initiated killings and destruction of properties.

    “Before “Buharin-daji”, who calls himself a general, there was a criminal who killed many people and he was killed; “Buharin–daji’’ has followed him and others like them should also follow,’’ he added.

    President Buhari said the threats to lives and properties will be significantly reduced with improved relations among community leaders, citizens and the security agencies.

    He said “I have come here to commiserate with you over loss of lives and properties. We will continue to do our best to improve the security situation. However, those committing atrocities live with you.

    “Some of these people are not reported because you don’t trust the security outfits, instead you report back to the criminals. We should give priority to security’’ he said.

    The President warned that the ongoing war against corruption will be reinvigorated and sustained until public officers, who abused their positions, faced the wrath of the law.

    He told the elders and traditional rulers that properties that had been confiscated by security outfits from some suspected corrupt public officials will be sold out, after the completion of court procedures.

    He urged Nigerians to take advantage of the ongoing reforms in the agricultural sector, pointing that the era of depending on petrol will one day come to an end.

    On herdsmen attacks, the President said there was a need to revisit and review the old grazing area arrangements that guaranteed harmonious relationship between farmers and herdsmen, where differences were amicably resolved through the law without violence.

    In his remarks, Governor Yari, who is also the Chairman of Nigerian Governors’ Forum, said the state government had deployed resources that were initially designated for development into fighting criminal activities.

    The governor, who commended the security outfits for working hard to protect the state, pleaded with the Federal Government to improve the funding of operations, increase the number of security men working in the state and reimburse the state for monies spent on some Federal Government projects like roads, which he said was a major priority in fighting  criminals.

    In his presentation, the Secretary to the State Government, Prof. Abdullahi Shinkafi, said the state faced three major criminal challenges of cattle rustling, armed banditry and abductions and demand for ransoms.

    Listing out eight major flashpoints, the Secretary to the Government said 1,321 lives had been lost since 2011, while 1,881 people sustained various injuries from attacks, with about N14 billion spent on fighting the menace.

    The traditional rulers, elders and leaders of the affected communities also pleaded with the government to ensure immediate security intervention in order to save lives.

    Zamfara: Medical team provides free medical services to 250

    Himma Community Health Circle Initiative, a non-governmental organisation in Zamfara has, in collaboration with Moroccans doctors, provided free surgery and drugs to more than 250 people in the state.

    Speaking at the end of a medical outreach on Saturday, the Executive Director of the organisation, Hajia Zainab Yari, said the organisation had also provided educational materials to 5, 000 girls and trained 100 traditional birth attendants.

    “During the medical outreach to the people, the Moroccan doctors and their Nigerian counter parts performed eye surgery for 56 people and distributed drugs for lowering high blood pressure diabetes to more than 200 persons,’’ she said.

    Prof. Drissi Boumzebra, the leader of the Moroccan medical team, said the partnership had enabled the team to provide humanitarian services in the state.

    He called for more synergy among other similar organisations to bring succour to the less privileged, especially at the grassroots.

    Gov. Abdul’Aziz Yari of the state, who was represented by the Secretary to the State Government, Prof. Abdullahi  Muhammad Shinkafi, said the state government would always be ready to partner any individual or group in that regard.

    He commended the organisation for the initiative and urged other well-meaning persons and groups to emulate the gesture.

    Lagos gets nod to reconstruct Int’l Airport road

    The Acting President, Professor Yemi Osinbajo has granted permission to the Lagos State Government to embark upon a total reconstruction of the International Airport Road from Oshodi.

    In a Press Statement signed on Wednesday by the Secretary to the State Government, Mr Tunji Bello, the State Governor, Mr Akinwunmi Ambode who made the disclosure, commended the Acting President for his statesman like approach to issues and for fast tracking the process.

    “We are very appreciative of the good gesture of His Excellency, the Acting President for acceding to our request which is not only very timely but a very heartwarming one. Posterity will never forget this genuine developmental action”, Governor Ambode said.

    He also described the approval as a 50th birthday to the people of Lagos State, describing it a further demonstration of the determination of the present administration to ensure the effectiveness of the Executive Order on improving the Ease of Doing Business recently signed by the Acting President.

    Governor Ambode also gave kudos to President Muhammadu Buhari for providing the enabling environment to attract Foreign Direct Investment into the nation, adding that with the upgrading of the International Airport Road which is the gateway to the nation’s commercial nerve centre, the country will attract new investments.

    The Governor had in early March this year, raised an alarm about the present state of the Muritala Muhammed International Airport Road, describing it as a national disgrace that required immediate attention to salvage the nation’s image.

    He stated then that the State presently has a design for the reconstruction of the road as well as the funds to embark on the project but was yet to get the go ahead from the Federal Government.

    In his words: “The road linking Oshodi to the International Airport, you would all agree with me is a national embarrassment. In the spirit of the regeneration and urbanisation that this administration has set out to achieve, we believe strongly that the image that is exhumed by the decadence of that road must be repaired and we took it upon ourselves to appropriate the 2017 budget that the House of Assembly should approve the total reconstruction of the Airport Road from Oshodi to the International Airport.

    “The State currently has a design of 10 lanes to come from Oshodi to the International Airport with interchange and flyover that would drop you towards the Local Airport. The contractor is already set to go and everything as I said has been completed and we already have the cash, but alas we are having challenges with the Federal Ministry of Works and Housing. This is a Federal and not a State road. The Federal Ministry of Works believes that they should do the road, but they have not been able to do it all these years past.”

    Governor Ambode had said if given the approval, his administration was ready to hit the ground running and begin construction of the Airport Road within two weeks and finish same within a period of six months.

    Besides, the Governor also implored the Federal Government to avail the State of the N2billion appropriated for the Airport Road in the 2017 National Budget to carry out the project.

    “I just want to appeal to the Federal Ministry of Works, to let go or reimburse us with whatever it is that they are owing us and even if they are not willing to pay us now, we have the money to do it. It is a national disgrace and we would not be part of it. We would like to do it as part of the celebration of Lagos at 50,” Governor Ambode had said then.

    It would be recalled that the Federal Ministry of Power, Works and Housing in its reaction said the delay in granting the request the of Lagos State was because the Memorandum conveying the request of Lagos State which was already before the Federal Executive Council has not reached completion stage.

    “The Federal Ministry of Power, Works and Housing Ministry has presented the Memorandum conveying the request of the Lagos State Government to the Federal Executive Council as was done with a similar request by the Kaduna State Government in 2016”.

    “Due to the fact that TWO of the roads also connect Ogun State, the Federal Executive Council could not reach an immediate decision on them because it requested the input of the other State Government affected”, the federal ministry explained.

    Ambode donates N55m to families of slain security officers

    Lagos State Governor, Mr Akinwunmi Ambode on Monday presented cheques totaling N55 million to the families of security officers who lost their lives in the Ishawo area of Ikorodu after an ambush unleashed on them by militants.

    The families of four police officers that died during the operation got N10 million each, while an officer who sustained injury during the attack and still recuperating in the hospital, Sgt. Alexandra Ugadu got N5million.

    Also, a cheque of N10 million was presented to the family of a military officer, Capt. A Mohammed who lost his life during the attack.

    The gallant officers were killed after successfully rescuing kidnapped victims kept in the riverine area by the militants.

    The police officers’ whose families benefited from the death insurance scheme of the State Government are late Insp. Godwin Iroagbalahi, Insp. Francis Pemi, Sgt. Mamuda Dembo and Sgt. Idor Ekoro.

    Speaking at the presentation ceremony, Governor Ambode said the move was in appreciation of the supreme sacrifices paid by the late officers in the course of ensuring the safety of residents of the State.

    The Governor, who was represented by the Secretary to the State Government, Mr Tunji Bello, said the donation was in line with the pledge to review insurance benefits to security operatives in the State.

    Bello recalled that since coming on board, Governor Ambode immediately reviewed the insurance benefits for security operatives in the State with a pledge to pay N10million to any officer killed during operation, adding that the ceremony was in consonance with the earlier promise.

    “This is to appreciate what the gallant officers have done; they sacrificed their lives in the course of protecting several of us and we have to appreciate them. As a matter of fact, if we don’t do this, who will? The Governor has always said that we must continue to appreciate those who paid the supreme sacrifice for our lives because they died for us.

    “We must continue to appreciate them because if we don’t do this, who will be ready to pay the supreme sacrifice for our safety? The officers are sent out to protect us and when they are going, they are not even sure of coming back and having paid the supreme sacrifice, should we leave them just like that, definitely not and it is in appreciation of what they have done that we are doing this,” he said.

    The Governor, while commiserating with the families of the late officers, assured that the State Government would continue to support security officers and their families in the State.

    Responding on behalf of beneficiaries, the State’s Commissioner of Police, Mr Fatai Owoseni commended Governor Ambode and the State Government for the donations, which he described as a morale booster, saying that the gesture would go a long way in motivating officers.

    He said: “On behalf of the Inspector General of Police, I stand to appreciate Lagos State Government for this morale boosting gesture that you have showed to our colleagues who, in the course of discharging their statutory duties to this nation, demonstrated bravery, gallantry and courage but unfortunately lost their lives in an encounter with criminal elements.

    “The IG appreciates this kind gesture and on behalf of the respective families of the officers that lost their lives, in as much as we know that money will not bring their lives back, but you have given us that confidence that in our trial and sadness period, the State is standing solidly behind us. This will spur us to be more committed to the security of the State,” Owoseni said.

    Earlier, Governor Ambode, on behalf of the Lagos State Security Trust Fund (LSSTF) presented 20 brand new operational vehicles with modern communication gadgets to the Rapid Response Squad (RRS) of the State Police Command.

    Executive Secretary of LSSTF, Dr Abdulrazaq Balogun, in his remarks, said the donation of the operational vehicles was in furtherance of the commitment of the State Government to bequeath robust security architecture to residents, just as he assured that the government would soon donate another round of vehicles to other security agencies in the State.

     

  • Adamawa inaugurates task force on environmental problems

    Adamawa Government on Thursday, inaugurated a special task force to tackle environmental problems confronting residents of Yola, the state capital.

    Dr Umar Bindir, Secretary to the State Government (SSG), who inaugurated the committee in Yola, urged committee members to stop illegal hawking and trading within the area.

    Bindir also advised the committee to remove all the temporary structures along major roads that were not in line with the township development master plan.

    He also mandated the committee members to maintain and sustain clearing of drains as well as to control haphazard packing of vehicles along major roads.

    Bindir, who directed members to submit their report within three months for implementation, enjoined, advised them to be fair to all citizens in the discharge of their assignment.

    Response, Alhaji Abdurrahman Jimeta, Chairman of the committee, promised that the committee would carry out its duty without fear or favour.

    Jimeta, who is the Chief of Staff to the governor, said that the committee would also make the environment sector another source of Internally Generated Revenue (IGR) for the state government.

    He further said that the sector would be made to create jobs for the youth as well as to create wealth for the residents.

    The News Agency of Nigeria (NAN), reports that members of the committee were drawn from the Police Command the Nigeria Security and Civil Defence Corps (NSCDC), Federal Road Safety Commission (FRSC).

    Others are Vehicle Inspection Office (VIO), Office of the Attorney-General, Ministry of Justice, Ministry of Land and Survey, Ministry of Information and Strategy, Ministry of Commerce and Industries among others.
