    Segilola Resources Operating Limited (SROL), a subsidiary of Thor Explorations Ltd. and operator of Nigeria’s first commercial gold mine, has closed out a remarkable, impactful year with a grand Christmas celebration that delivered festive cheer to over 2,000 children and their families across its host communities in Osun State.

    The end-of-year celebration, which held at the Iperindo town hall on December 20th, reflected SROL’s sustained commitment to its host communities and reinforced the importance of partnership, unity, and shared joy. The event, organised in collaboration with SINIC Engineering and GBfoods, was a fun, family-focused gathering with music, games, performances, and gifts for children. It was truly a family affair, as children, parents, and communities came together to celebrate the season. The event strengthened community bonds, and for many families, it was a clear demonstration of SROL’s long-term dedication to responsible community development and social well-being.

    Speaking on the significance of the celebration, Madhurii Sarkar-Amoda, Community Development and Stakeholder Manager at Segilola Resources Operating Limited, said, “This is the fifth edition of the Segilola host communities Christmas party and family fun day. We value our host communities and our aim is to continue to impact these communities positively.     This December, SROL also spread Christmas cheer by sponsoring the decoration and beautification of a roundabout and a flyover in Oshogbo, Osun State, and distributing end-of-year gifts in their host communities. The company was also a corporate sponsor of the Iwude Festival in Osun State, a major annual cultural festival for the Ijesha people. The company has always appreciated and supported the cultural heritage of the communities and regions it operates in.

    These Christmas celebrations crowned a year of significant engagement across Osun State, during which SROL delivered various initiatives focused on economic empowerment, health, youth development, and community infrastructure. 

    In 2025, SROL provided business and digital skills training for over 200 women, and its Livelihood Restoration Programme (LRP) supported host community farmers with high-yield cocoa and oil palm seedlings. The company provided medical resources to over 3,000 people and launched SegunCare to support community residents with chronic conditions. These milestones are just a few demonstrations of SROL’s commitment to creating sustainable value beyond mining operations.

    Segilola Resources Operating Limited (SROL) ended November on an impressive note, earning industry-wide recognition for both its community impact and sectoral contributions.

    The company was honoured with the Community Development Champion of the Year award at CSR Reporters’ Social Impact and Sustainability Awards (SISA), held on the 28th of November in Lagos at the MUSON Centre.

    At SISA, SROL’s recognition as Community Development Champion of the Year further strengthened its reputation as a leader in transformational CSR, prioritising education, skill development, local enterprise growth, health, infrastructure, and environmental stewardship. 

    The award ceremony honoured organisations whose initiatives have made meaningful social, economic, and environmental impact, under the theme “People, Planet, Purpose: The CSR Imperative”.

    Segilola Resources Operating Limited, Nigeria’s first large-scale gold mining company and a subsidiary of Thor Explorations Ltd, has commissioned a newly constructed royal palace in Imogbara and officially launched a youth empowerment scheme in Imogbara and Iperindo.

    These initiatives are part of the company’s Community Development Agreement (CDA) commitments, underscoring its dedication to sustainable development, cultural preservation, and inclusive impact within its areas of operation.

    The newly completed palace is a significant contribution to Imogbara’s cultural heritage. Designed and built in close collaboration with the community, the structure reflects the pride, history and leadership of the people, while offering a functional and dignified seat for traditional governance.

    In addition to the palace, Segilola Resources has rolled out a dedicated Youth Empowerment Scheme to tackle unemployment and foster economic independence among young people.

    Through this initiative, the company is providing commercial mini-buses—popularly known as Korope— to the host communities (three to Imogbara and three to Iperindo), enabling them to generate a sustainable source of income through transport services, while also strengthening the local economy.

    Speaking at the commissioning, Ms. Madhurii Sakar-Amoda, Community Development and Stakeholder Manager at SROL, stated, “At Segilola, development is not something we do to communities; it is something we build with them.     Further strengthening infrastructure in the area, Segilola Resources also announced the completion of a 2.4-kilometre interlocking road linking Imogbara to Odo Ijesa, enhancing mobility, access, and economic integration for residents.

    As part of its unwavering commitment to sustainable community development, Segilola Resources Operating Limited (SROL) is making significant strides in infrastructure and local development for its host communities with two major projects: the construction of a royal palace for Imogbara and the development of the Imogbara-Odo-Ijesa road.

    The 2.4 km road project began in late January and is being constructed using solid interlocking concrete blocks to ensure long-term durability. Currently, approximately 100 meters have been completed. Meanwhile, the construction of the Imogbara palace is nearing completion, with 95% of the work finished and final touches underway.

    These initiatives have been met with appreciation from the local community. Expressing gratitude on behalf of the people of Imogbara, HRH Oba Bamidele Adeniji Adeyeye, the Olumolu of Imogbara, stated:

    Segilola Resources Operating Limited (SROL), Nigeria’s pioneering gold exploration and production company, has been recognised as one of the Top 10 Non-Oil Exporters in Nigeria by the Nigerian Export Promotion Council (NEPC).

    The award was presented at an esteemed event celebrating the nation’s top non-oil exporting companies. 

    Minister of Industry, Trade and Investment, Doris Nkiruka Uzoka-Anite, commended the role of these companies in driving Nigeria’s economic growth.

    This accolade underscores SROL’s significant contribution to Nigeria’s ongoing efforts to diversify its economy. As the country continues to expand beyond its traditional oil sector, the solid minerals industry stands at the forefront of this diversification strategy.

    Located in Osun State, the mine commenced commercial production in 2022 and achieved an output of 98,006 ounces of gold in its first year.

    In 2023, the mine produced an additional 84,609 ounces, demonstrating consistent performance. With a life of mine extending 5.5 years, Segilola Gold Mine continues to be a vital asset in Nigeria’s solid minerals sector.

    Osun’s actions against Segilola Resources -How not to boost investor confidence

    Nigeria is at a critical juncture in its journey towards economic transformation, with the solid minerals sector positioned as a key component of the country’s diversification strategy. With over 44 identified solid minerals across the nation, the mining industry represents a significant opportunity to reduce reliance on oil. However, unlocking this potential requires substantial capital investment—a hurdle many local investors find challenging due to the high cost and the relative infancy of the mining sector in Nigeria. As a result, foreign direct investment (FDI) has become essential for the sector’s growth.

    Despite a global decline in FDIs to Africa, which fell by 3% to $53 billion last year, the mining sector in Nigeria has attracted notable international interest. A leading example is Segilola Resources Operating Limited (SROL), which operates Nigeria’s first commercial gold mine—the Segilola Gold Mine in Osun State. SROL’s success demonstrates that Nigeria can be a viable destination for international mining projects and serves as an encouragement for further investment in our mineral resources.

    Recently however, the Osun State government made serious allegations against SROL, accusing the company of tax evasion and environmental degradation. According to a press release from the state government, SROL allegedly owes ₦3,250,598,513 in unpaid taxes. As an observer, my initial reaction was that this figure seemed disproportionate and warranted further scrutiny.

    Information from SROL indicates that the company formally objected to the tax findings presented by the consultant engaged by the Osun State Internal Revenue Service, and it provided explanations and records to substantiate its Withholding Tax (WHT) and PAYE remittances for the period 2019-2023. According to the company, a meeting was held on July 25, with representatives from the state government and the tax authority to discuss the liability, and a final reconciliation meeting was scheduled for September 2, but was later cancelled by the state. SROL later received a letter from the Osun State Internal Revenue Service dated September 23, revising its tax liability to ₦98,347,105.18, with a 30-day payment window.

    It is concerning that, just days after issuing this revised tax assessment, the state government made public accusations of tax evasion without giving the company and its tax consultants the opportunity to review the newly claimed outstanding tax remittance, to which they are rightfully entitled. The significant reduction in the claimed liability raises questions about the initial accusations and the overall handling of the matter by the state.

    There have also been reports from state officials claiming that Segilola began bankable gold production in 2019. However, it is a matter of public record that SROL poured its first gold in July 2021, not 2019 as some state officials have implied. A mine’s development is a multi-year process, requiring careful planning, construction, and investment before production can begin.

    The spread of misinformation by state officials is troubling and could harm investors’ confidence in the sector.

    On September 30, the Osun State Government sealed the Segilola Gold Mine under the authority of a magistrate court’s order. However, it is important to note that solid minerals fall under the Federal Government’s Exclusive Legislative List meaning the state government lacks jurisdiction to seal the site or disrupt the mine’s operations. Furthermore, this overreach risks setting a dangerous precedent that could deter future investments in Osun State and across Nigeria’s mining industry.

    It should be noted that, in response, the company obtained an interim injunction from the Federal High Court, issued by Justice Emeka Nwite on October 3, restraining the Osun State government from interfering with SROL’s gold mining operations or restricting access to the mining site. This injunction will remain in place until the hearing of a Motion on Notice for an Interlocutory Injunction, scheduled for October 17.

    However, the Osun State government subsequently secured a restraining order on October 7, against SROL from the Osun State High Court, granted by Justice A.A. Aderibigbe, prohibiting the company from resuming its mining operations until the alleged tax liability is settled.

    From my understanding, in matters where both federal and state courts have concurrent jurisdiction, once a case is brought before the Federal High Court, it is improper for one party to seek a ruling on the same issue from a state high court while the federal case is still pending. Any contestations must be made in the court where the original suit was filed.

    Interestingly, SROL has been accused of environmental violations by the Osun State government. However, the primary regulators on environmental matters—the Federal Ministry of Environment and the Ministry of Solid Minerals have not corroborated these claims. In fact, during a visit to the site by the Minister of Solid Minerals Development, Dele Alake in April, no reports or concerns were raised about environmental compliance. Furthermore, an environmental compliance visit was carried out by the Ministry of Environment on September 6 which included representatives of Osun State. Following the site visit, there was no complaint or notification of non-compliance by the company. 

    What is also noteworthy is that while these accusations against SROL are publicised, little has been done by the state government to address illegal mining activities, which pose significant environmental risks in Osun State. These illegal operations continue unchecked, causing far greater environmental damage than any legitimate, regulated mining project.

    Furthermore, it is concerning that neither the governor of Osun State nor any senior government official has made an official visit to the Segilola site since assuming office. Given the level of investment, employment and development SROL has brought to the state, such an oversight raises questions about the basis for these serious accusations. What should concern us all is not just the impact on SROL, but the broader implications for investors’ confidence. If one of Nigeria’s most successful mining companies can be subjected to such treatment, what does that signal to other investors? This blatant overreach risks derailing Nigeria’s economic diversification efforts and undermining the hard-earned progress made in the mining industry.

    There is no escaping from the fact that the actions of the Osun State government have far-reaching implications beyond the borders of Osun State. They jeopardise Nigeria’s standing as a destination for foreign investment in the mining sector and threaten to derail the nation’s broader economic diversification efforts. Recently, the Miners’ Association of Nigeria had added its voice to the matter by calling on the federal government, particularly the Minister of Solid Minerals Development, to intervene in this matter.

    It also called on the Osun State government to reverse its actions immediately, withdraw its court orders and engage in constructive dialogue based on facts, not baseless accusations. The time for grandstanding is over—what is at stake is the reputation and future of Nigeria’s mining industry. It is important to accede to this voice of reason before it is too late.

    Last week, the Federal High Court in Abuja granted an Interim Injunction in favor of Segilola Resources Operating Limited (SROL), restraining the Osun State Government and its officials from interfering with the company’s mining operations. 

    The order was issued by Justice Emeka Nwite on Thursday 3rd October, 2024, following an ex parte motion filed by the company.

    The injunction prevents the Osun State Government from disrupting the gold mining operations of Segilola Resources or denying the company access to its mining site. 

    This comes amidst ongoing allegations against the company regarding tax liabilities and environmental concerns, accusations that SROL has strongly denied and stated these allegations have been presented without any evidence.

    Legal experts suggest that the court’s ruling reinforces the importance of respecting judicial processes in settling disputes, particularly in sensitive sectors like mining, where operational disruptions can have far-reaching economic implications.

    The Osun State Government’s actions in the Segilola mine case have drawn criticism for overreach and questionable legal footing, raising concerns about its impact on investor confidence. 

    One glaring example is the sealing of the mine site under a Magistrate Court order, even though magistrate courts lack jurisdiction over tax matters. Furthermore, mining is under the Exclusive Legislative List, meaning state governments have no authority to unilaterally shut down mining operations.

    Initially, the Osun State Internal Revenue Service (OSIRS) issued a tax liability of ₦3,250,598,513 to Segilola Resources Operating Limited, which was later revised to ₦98,347,105. 

    However, in a recent radio interview, the Governor’s Special Adviser on Mining and Mineral Resources, Professor Lukman Jimoda, declared the revised notice void, insisting that the initial liability still stands. 

    This ongoing dispute not only undermines Nigeria’s regulatory processes but also sends a dangerous signal to potential foreign investors. The state’s overreach risks damaging the country’s reputation as a stable environment for foreign direct investment (FDI), especially in the mining sector critical to economic diversification.

    With the matter before the judiciary, stakeholders are looking to the court for an interpretation of the relevant provisions of the law. Both Segilola Resources and the Osun State Government will have to abide by the court’s directives as the legal process unfolds.

    In a separate development, the Federal Government, through the Ministry of Solid Minerals Development, recently established a fact-finding committee to investigate the circumstances surrounding the sealing of the mine site.

    During a press briefing yesterday in Abuja, the Minister of Solid Minerals Development, Dr. Alake reaffirmed the Federal Government’s stance that mining falls under the exclusive legislative list.

    ” I’d like to reaffirm our position that though mining companies must obey all laws and regulations guiding their operations such as payment of taxes, environmental regulations, Corporate Social Responsibility (CSR) amongst others, it is our firm belief that sub national authorities do not possess the power to arbitrarily shut down mining operations because the mining of  liquid or solid minerals belongs in the exclusive list, within the purview of the Federal Government, to regulate, legislate and direct”, the minister asserted.

    In her remarks, the Permanent Secretary, Dr. Mary Ogbe urged states to cooperate with the Federal Government to avoid disruptions in mining operations, emphasising that such actions send wrong signals to prospective investors and can be a disincentive to the needed Foreign Direct Investment (FDI) required to develop the sector.

    The probe panel has seven (7) days to submit its report.

    Segilola Resources, which operates Nigeria’s first commercial gold mine, is regarded as one of the country’s most successful mining ventures. 

    The company has consistently maintained that it complies with all relevant regulations and remains committed to upholding its responsibilities as a law-abiding corporate entity. Industry observers believe that the resolution of this case could have broader implications for Nigeria’s mining sector and investor confidence.
