    The Senate Monday said that it disowned the second version of the 2016 budget brought to it because it failed integrity checks.

    The upper chamber also described Peoples Democratic Party (PDP) call for the impeachment of President Muhammadu Buhari over the budget controversy as the biggest joke of the year.

    Senate Leader, Senator Mohammed Ali Ndume who briefed reporters in Abuja insisted that there was no need to dissipate energy on the 2016 budget since the Senate was in control of the situation.

    Ndume also insisted that the insinuation that the 2016 budget was missing should be completely discountenanced.

    He said that nobody ever declared the budget missing especially when President Buhari did not read the budget off hand.

    The Senate Leader explained that what happened was that some copies of the budget submitted to the Senate were subjected to integrity checks and they failed the checks when compared with the original copy read and presented to the National Assembly by President Buhari.

    He noted that through the integrity checks, the Senate discovered some loopholes that made it to confirm the existence of two versions of the 2016 budget.

    Senate President, Abubakar Bukola Saraki, had on Thursday said that the Senate Committee on Ethics, Privileges and Public Petitions discovered that the Senior Special Assistant to the President on National Assembly Matters, Senator Ita Enang, printed and submitted to the Senate a fake copy of the 2016 budget.

    Saraki said that the Senate resolved not to consider the budget until the soft copy of the original budget presented by President Buhari on December 22, 2015 was made available to the Senate.

    Enang on Sunday confirmed that; “His Excellency, Mr. President has sent a communication to the National Assembly on the 2016 budget. The content is as will be read on the floor in plenary.”

    Giving more details on why the Senate rejected the second version of the budget, Ndume said that the integrity checks showed that some projects that were not accommodated in the original budget presented by President Buhari were curiously injected into the budget.

    He said that the Senate was jolted by the discovery although the strange projects did not affect the sum total of the budget.

    He said, “There were issues with the budget that some people were not comfortable with. There were integrity checks and it was discovered that there were some loopholes.

    “We asked the Ethics and Privileges Committee to find out what actually happened and it was discovered that there were two versions of the budget.

    “It is not that the figure submitted by Mr. President has changed. It is still the same thing. It is not that what Mr. President submitted is sacrosanct, that it cannot be changed. It can be changed.

    “It is not that the N6.08 trillion budget Mr. President submitted to us has changed or any of the subheads have changed. They are still the same.

    “The President did not submit a failed document. The President submitted a budget, which went through integrity checks.
    “I have my soft and hard copies of the budget. I spent most of the weekend looking at the budget.

    “What I tried to do was to make a comparative analysis. So, I could not find the difference. But then they told that the difference is not in the sub-total or sectoral allocation. They did integrity checks and they gave me an example.

    “That if a certain amount was allocated to do two things and they felt that that amount can be used to do four things. They said instead of two things, do four. They are still talking about spending the same amount but getting more for it.

    “But what I can tell you now is that the budget that was submitted originally, there were certain integrity checks on it that made some changes in the quantity but not in the total.”

    On what informed the integrity checks, he said that the integrity checks became necessary in order to match figures with projects.

    Asked when the budget is likely to be passed considering the controversy trailing it, he said that they are targeting end of February to round off on the budget but for “this mix up.”

    Ndume however assured that “we are committed to turning out the budget on time.”

    On the call to impeach President Buhari over the budget controversy, he said that the talk of impeachment by the PDP is the biggest joke of the year.

    He asked, “What are we to do with PDP for what they did to this country in the past 16 years. We are to kill PDP.

    “Buhari is the kind of leader we want in Nigeria. The good thing is that now we have a president, before we had something else.”

    On the invitation of Central Bank of Nigeria (CBN) Governor, Mr. Godwin Emefiele, he said that the issue of the falling value of the Naira is of concern to the Senate.

    Ndume said that the Senate wanted to what happening, why the Naira should sell N305 to one dollar.

    He said, “We want to know the implication of what is happening to the Naira to the country especially to the ordinary Nigerian and what should be done to reverse the trend.”

    Reminded that the existence of two parallel markets for the sale of dollar might be the problem, he said that Bureau De Change operations have become a big employment avenue.

    Ndume however added that the BDC operations should not be done in such a way as to affect the economy negatively.

    On the oil benchmark of $38pb, he said “We passed the Medium Term Expenditure Framework (MTEF) at $38 dollar per barrel. And now crude oil is selling for $29 at the international market.

    “We are praying that every time it goes up. But if it remains like that, we really have to do something. But it’s not something that Senator Ali Ndume will do alone. It is when the Senate sits down to consider this issue that I can come back to you again and speak on behalf of the Senate.”

     

  • Goje, Yerima battle for Senate Leader

    Another battle may have ensued in the Senate, even as the dust raised by the controversial emergence of Senator Abubakar Bukola Saraki and Senator Ike Ekweremadu as President of the Senate and Deputy President of the Senate is yet to settle.

    This time, the battle is over who will occupy the office of the Senate Leader, which has reportedly pitched Senator Mohammed Danjuma Goje and Senator Ahmed Rufai Yerima Sani against each other.

    The position was occupied by Senator Victor Ndoma-Egba (Cross River Central) in the Seventh Senate.

    Goje represents Gombe Central Senatorial District (Northeast). Sani is Zamfara West Senatorial District representative (Northwest).

    The two ranking senators are frontline members of the Like Minds Senators, a group of senators who spearheaded Saraki’s emergence as Senate President on June 9.

    Goje is said to have wanted the Deputy President of the Senate position, but the slot eluded him when Ekweremadu, a Peoples Democratic Party (PDP) lawmaker, was elected to take the position.

    Goje is said to be positioning himself to clinch the Senate Leader slot.

    Yerima is also said to be angling for the same position, a situation that may lead to another titanic clash in the Senate chamber.

    Sources in the Senate told The Nation in Abuja that Goje and Yerima were already working surreptitiously to clinch the coveted position.

    One of the sources said: “Remember, Yerima nominated and read Saraki’s profile on June 9, to take the chair of the Senate President.”

    He noted that Goje on the other hand came handy to dismiss Senator Barnabas Gemade’s Constitutional Point of Order on June 10, bothering on the election of Saraki, as a non-issue.

    When Gemade raised the point that 51 senators, who went to honour APC invitation for a meeting with President Muhammadu Buhari were shut out of the election of Saraki, Goje did not waste time to remind Gemade that those who went to the International Conference Centre for the meeting were on their own.

    Goje was also at the head of a group of Northeast senators, who disowned Senator Ahmed Lawan’s candidature for Senate President at the initial stage of the struggle for the office between Saraki and Lawan.

    Yerima, on his own, has been very vocal of late in support of the election of Saraki, apparently underscoring his interest to lead the upper chamber as its leader.

    It is not clear what the thinking of Saraki may be.

    But a source said: “The Saraki will certainly back one of those who backed him to become the Senate President.

    The precedent established in the Senate is that the majority party will produce the Senate Leader and Deputy Senate Leader.

    As scheming and horse-trading for the positions, including committees, continue, the days ahead before the resumption of plenary will point  where the pendulum will shift.

    Senate Leader empowers constituents with N150m

    Senate Leader Victor Ndoma-Egba has donated several items to people of the Central Senatorial District in Cross River State, which he represents, for their empowerment.

    Items he gave out at an event at Government Secondary School Ikom Local Government Area  included 50 brand new cars, garri grinding machines, corn mills, oil mills, sets of flat screen televisions, electricity generating sets and decoders for viewing centres, among others.

    According to him, the items were procured at the cost of N150 million and was the fifth in series of empowerment programmes he has carried out this year among which are scholarships to students and grants to widows.

    He said in the past week, 26 cars had been given out in addition to the 50 given at the event.

    Also he said 121 constituents who trained at the Entrepreneurial Development Centre in Calabar were given N200, 000 to start up their businesses.

    Complete band sets were given to 22 churches in the district.

    Beneficiaries were drawn from the six local government areas that make up the senatorial district.

    He urged  those who have not yet benefited to be patient as they would get theirs in the near future.

    Senate President David Mark, who also attended the event, praised the Senate Leader for the gesture, saying it would bring succour to the people.

    He commended the cordial relationship between the governor, Liyel Imoke and Ndoma-Egba.

    He said if the empowerment was to be sustained, it was necessary that the people support Ndoma-Egba for another term in office.

    Mark said: “The governor spoke about sustainable empowerment. How would we have this? If Victor Ndoma-Egba goes back to the Senate, then there will be sustainable empowerment. If he doesn’t go back, you cannot sustain the empowerment. I hope this is clear to those who are here. Go out and spread that message.

    “When you say the Senate is stable, there are two people who make it very stable. They are the Deputy President of the Senate and Leader of the Senate. So, you have produced a son who has made a mark in this country. He has helped to stabilise a very important institution of democracy in this country.”

    Governor Liyel Imoke also praised the Senate Leader for the empowerment programme, even as he urged other lawmakers to emulate same.

    His words: “Democracy is not about self but the people. Those who represent us are expected by our people to truly empower them, to go out there and work for them and bring good things for them. We are here to witness the good things Ndoma-Egba has brought to his people in the central senatorial district.

    “Today, we come to honour the Senate Leader as our own son who has done well and who deemed it necessary to come to his people and say thank you. All our representatives must engage in empowerment. I am talking about sustainable empowerment. They must ensure that our people truly feel the impact of democracy.

    “I want to thank our leader for purposeful leadership at the national level and here in the state. I want to thank our son for being part of that family that today makes Cross River State proud.”

    Also speaking, National Chairman of the Peoples Democratic Party (PDP) Adamu Muazu, who was represented by Dr Steve Oru, said if one does not empower people, hatred is built.

    He urged other leaders to continue to empower their people.

    Chairman of the PDP in the state, Mr John Okon, described the gesture as part of the dividends of democracy.

    “The party would be strong if we continue to show these kind of gestures. We are very proud of Victor Ndoma-Egba,” he said

    His death a blow to Nigeria, says Senate Leader

    Senate Leader Victor Ndoma-Egba yesterday described the death of former Chief of General Staff (CGS), Vice Admiral Mike Akhigbe, as a blow to Nigeria’s democracy.

    Ndoma-Egba recalled how, with his former boss, Gen. Abdulsalami Abubakar, the late Akhigbe assisted the birth of the Fourth Republic for which the country would always remember him.

    He described the late Naval officer as “a seminal gentleman” who upheld the ideals of his profession, in and out of government”.

    Ndoma-Egba added: “The late Akhigbe was a remarkable officer and gentleman. He was actively involved when Gen. Abdulsalami Abubakar successfully transited Nigeria to a democracy. We owe our democracy to his commitment to ideals.

    “A seminal gentleman, after a successful career in the Navy, he didn’t rest on that achievement but proceeded to read Law, and he made a success of his second career.

    “Out of the Navy, he played his politics without bitterness and rancour.”

    The Senate Leader condoled with the Akhigbe family and the Edo State Government.
