  • Why Amosun deserves another term

    SIR: It is an acceptable norm, that a democratically elected government must meet the need of the people that voted them into power. Since governance derives its backing and support from the constitution and the people, it is mandatory for government, to listen, carry along and feed the people back, about its activities.

    The contrary view of democracy equally says when a government voted into power refuses to perform or meet the yearning or aspiration of the people that democratically voted for them, same electorates or the people being govern have the right to reject such government by voting them out of power in subsequent elections. This means that when a government becomes destructive and retrogressive, the same people that empowered them with their votes can terminate such government.

    Ogun State Governor, Senator Ibikunle Amosun has within a short period of time in office, been able to correct the negative view of the people of the state towards governance. Our amiable governor has within two years of his assumption of office proved critics wrong by being responsive and progressive in the discharge of his duties to the people of the state. Today, the common man is not only happy in the gateway state, peace which was once eluded the people some years ago has returned. The entire senatorial zones in the state are witnessing massive reconstruction and rebuilding process or the other. Roads, schools, health institutions are being structured for lasting use.

    Yes, Amosun has done very well to reposition the economy of the state. He has further demonstrated the servant role of a government to the people. The governor has taken the Internally Generated Revenue (IGR) to an enviable and sustainable position, thus deriving some funds to collectively embark on infrastructural development. Today, the peoples’ welfare and security is better off. A government is worth protecting and supporting for continuity if it has met the yearning of the people.

    No nation or state survives without a major attention to its educational sector. Here in gateway state, he has given the primary, post primary and the state tertiary institutions a very good attention, by increasing their funding and stabilizing the academic calendar. Students now learn in a better and more conducive environment.

    The people of the state now see what the government is spending the money on. Amosun has further proved the essence and importance of taxation to rural and urban development, through the provision of essential services like good road, water, health facilities and the rest to the people.

    In life, you don’t lose a winning team; rather you encourage them to do more. Senator Amosun has so far done well. We can only encourage him to do better, through mobilization and support for continuity beyond 2015.

    Still basking in the euphoria of the successes recorded from its maiden edition of its Investors’ Forum, Ogun State appears set to consolidate with the hosting of the second edition of the forum. MUYIWA LUCAS writes

    Senator Ibikunle Amosun, Ogun State governor, is a happy man. Amosun’s happiness stems from the silent industrial revolution currently going on in his state. Two years after the maiden edition of the Ogun State investment forum, about 45 companies, each with a minimum investment of $100 million, have made the state their abode.

    And in this, the high-rise cap wearing governor takes delight. “Today, I have the pleasure that Ogun State is now the industrial base of the country. No state has the number of industries that we now have in this state; it is not an unhealthy rivalry with anybody,” Amosun told a gathering at a forum preparatory to the second edition of the state investment forum which commence today at the June 12 Cultural Centre, Kobape Road, Abeokuta, Ogun State.

    The investments spilling into the state are said to be the fallout of the policies put in place by the administration since its inception in 2011. For instance, early in the life of the administration, a clear-cut focus was put in place for achieving the set goals, one of which was to improve on agriculture and also embark on urban development. This reasoning was premised on the belief that agriculture will lead to urban development, and at the same time create wealth for the state considering its capacity to employ more people and the possibility of processing farm produce, which will ultimately lead to the harnessing and development in agriculture.

    It is therefore not out of place that the theme for this year’s investors’ forum is “Agriculture and Urban Development: Ogun State… The new Frontier.” Besides, it is the belief that promoting sustainable agriculture will lead to industrialis-ation. “That is why we belief that agriculture is imperative for urbanisation. For instance, a starch manufacturing firm came here to grow cassava; and we had to encourage them to set up their processing plant here to produce the starch since the raw material is here. This will also create employment for our people; we are encouraging industries not to look far for their raw materials elsewhere because they are all here in our state,” the governor noted.

    Amosun explained that the state chose the two sectors as the focus of the forum because, apart from the fact that they are interwoven, they also serve as agents of change, while agriculture, in particular, gives the state an edge over other states of the federation in terms of potentials and the gateway position of the state to other neighbouring countries. For him, the proximity of the state to Lagos State and also being an entry/exit point to other countries in the West African region, make the state stand tall above others as far as commercial agriculture is concerned. His words: “What we have in Ogun is not the seven million population but the ease with which we can be a hub. We are very close to Oyo and Lagos population. So, it is easy to make Ogun as hub. We are creating and repairing our roads, and as well building modern markets. So with these, you can access the West African countries through Ogun.”

    As part of measures to turn the state into an industrial hub, the state is working closely with the Bank of Industries (BoI) to aid credit facilities for investors. This is aside the ease of acquisition of land for investment purposes like farming and siting of factories and other industries. Ogun State government, The Nation learnt, gives as much as 70 per cent rebate on cost of acquiring land and ensures that documentation of such properties are concluded at the speed of light. However, such lands have a caveat: development must commence on it within six months of its allocation. This, the governor explained, is to ensure that only serious minded investors come to the state. For him, the target is to feed, cloth, house and move Lagos, as well as becoming the industrial hub of West African region. By this he means being the all round provider of the needs of Lagosians, in the area of agriculture, accommodation, and others socio-economic needs of the state. A high point of the forum will be the launch of the state’s metro city project, on which the urban development programme of the administration is anchored. This aims to bring mega cities, comparable to what obtains in developed countries and places like Dubai, to the state.

    These efforts appears to be falling in line with a study conducted shortly after the inauguration of the present administration which hinted that the state will attain fiscal autonomy by 2015, provided her current economic realities are sustained. This was contained in the preliminary report of the peer review exercise conducted by the policy consultant to the Nigerian Governors’ Forum (NGF), Mr. Ilyasu Gashinbaki. According to the report, the state’s Internally Generated Revenue (IGR) was projected to exceed that of Oyo State by 2013; and may be ranked in the same category with major IGR driven states like Lagos, Kano and Rivers by 2020. It reckoned that if the current policy thrust is sustained by successive regimes especially regarding port development – deep sea port Olokola regional free trade zones, Kajola special rail system; Gateway International Airport, tourism, trade and  commerce, construction boom and trans ECOWAS trade, then Ogun will become the most advanced subnation among countries in the West African sub region. Besides, the state’s Gross Domestic Product (GDP) is said to be bigger than that of countries like Togo, Lesotho, Sierra Leone, Liberia, Gambia, Guinea, Sao Tome and Principe amongst others.

    According to 2007 GDP estimates, the state was ranked ninth in the country with regards to GDP, with approximately $10.5billion GDP when the State’s population based on the 2006 census, was about 3.75 million and 16th among the 36 states in Nigeria. But these have since changed in the last three years. Ogun State now provides a home for many as a large number of the workforce of Lagos now reside in the Ogun due to the urbanisation and rural development schemes that have given room for several satellite estates emerging in various locations in the state. Likewise, most of the direct foreign investments coming into the country have found an appropriate business atmosphere within her several industrial layouts, including new businesses which are coming into the state in droves. These and more makes Amosun to say that “today, Ogun State is not only open for business, it is business.”

    The Commissioner for Commerce and Industry, Otunba Bimbo Ashiru, told The Nation that apart from the 45 industries that came as a result of the 2012 economic forum, 19 other industries are at the various stages of construction. He said that the influx of industries into the state has made her the state where President Goodluck Jonathan has visited the most to commission industries and factories. “These are the result of the last forum. It shows that we have been able to sort out things for our people. You can see that infrastructure goes with urban development. I am happy to tell you that we are also a leading state in driving the SMEs and the result has encouraged us to hold the second edition of the investor’s forum,” an obviously satisfied Ashiru said. The multiplier effect of these efforts is that it has created wealth, increase IGR, and started an industrial revolution. This is evident in the average monthly IGR of N4 billion revenue now being generated by the state compared to N730 million when Amosun took over the administration in 2011.

    Ashiru, who disclosed that the state has the largest concentration of limestone in the country, also revealed that of the 28.6 million metric tonnes of cement produced locally in Nigeria, 14 million metric tonnes of this comes from Ogun State. The commissioner further said that in the last 30 months, his ministry has been able to increase its IGR by 1, 282.77 per cent, which he says is an indication that it has been able to identify all sources where revenue can be generated to grow the state.

    Both Amosun and Ashiru are, however, not oblivious of the fact that for the state’s economy to be more vibrant, it must be private sector driven; a factor that the governor said has made his administration to continually provide an enabling environment for businesses and investment to flourish. This is why, according to Ashiru, the administration is pursuing with vigour infrastructural development, whereby construction is on-going in all parts of the state; towns and villages are also being reengineered.

    Yet, it is still not eldorado for the state. This is because there is a need to close some gaps in the areas of large unregulated informal sector and integration of tax planning, urban planning and urban regeneration. “Residence and tax jurisdiction challenges, property audit in urban areas, financial empowerment strategy by issuance of bankable titles (C of O for all houses); beautification by corporate bodies, signage, indirect tax systems, goods and services tax, for example consumption tax for hotels and diversifications – tax and non-tax IGR sources: Warehouse receipt bill; tourism, trans-ECOWAS-trade and industrial development agenda,” Gashinbaki noted as areas to bridge the gap.

    A faculty of renowned business technocrats and investors locally and internationally has been lined up as speakers and panelists for the 2-day forum. The former President of Mexico Mr. Vicente Fox is the keynote speaker. Other speakers are: YB Dato’ Tajuddin Bin Abdul Rahman, Malaysian Deputy Minister of Agriculture; Dr Kandeh Yumkella, former Director-General UNIDO; Mr. Thomas McCallum, International Finance Corporation (IFC); Mr. Uche Orji, Managing Director, Sovereign Wealth Fund among others.

    Certainly, the Ogun State government looks poised to make the state a global investment destination, creating several industrial estates, and the infrastructural base that would encourage both local and foreign investors to come to invest in the state. These include an independent power plant, adequate security, and the roads across the state which are being reconstructed and expanded. And for this, the governor takes delight. “It tells us that we are beginning to grow the economy of our state and that is our vision for Ogun State, where we see a Dubai in the making,” a very optimistic Amosun said.

    Ogun to launch private-sector owned 10ha cassava farm

    The Governor of Ogun State, Senator Ibikunle Amosun is to launch a 10 hectare cassava pilot farm promoted by Caterina de’ Medici Africa Projects Ltd (CDMA) at Ikenne, Ikenne Local Government of the state on April 9.

    The pilot farm, which is private-sector driven, will serve as a prelude to a bigger 4,000 hectare cassava farm to be supported by Thai Farms International Ltd and other investors. It is supported by the USAID- Nigeria Expanded Trade and Transport Program (NEXTT) and several local banks.

    Foluke Michael, Principal Partner of CDMA said the project will adopt modern farming methods, conduct training for local farmers, supply the farmers with agro-chemicals to improve farm yield, and provide other extension services to all its partners.

    “The partnership with the state will also help to build public infrastructure changes in agricultural policy,” she said.

    The Ogun State government is supporting the programme with a total of 4,000 hectares of land, which it has allocated to CDMA, in the belief that the large population of smallholder farmers and entrepreneurs in the state will benefit directly from the programme.

    Senator Amosun is currently encouraging wide participation of farmers to ensure continuous engagement of youths in the host communities.

    Ms Michael said the programme, tagged “CDMA-NEXTT INITIATIVE (CNI),” will contribute to food security and poverty reduction in Nigeria. The project seeks to generate massive employment – especially of youth in the immediate community; creates wealth though investment facilitation and opportunity for export of farm produce.

    The Initiative will also support regional trade and transportation objectives, by facilitating trade flows and compliments agricultural productivity improvement efforts under the United States’ Government’s food security initiative Feed-the-Future.

    The US Initiative has three program activities, which NEXTT is implementing on behalf of the USAID. These include improvement along the Lagos – Kano -Jibiya (LAKAJI) agro-investment corridor; and reform of government policy to aid investment and trade.

    “The CNI is an example of development we would like to encourage along the Lakaji corridor,” Alf Monaghan, Chief of Party for NEXTT, said.

    CDMA was incorporated to promote Agribusiness and Investments in Nigeria by partnering with government bodies and local communities to develop agricultural productivity; helping youth to see agriculture as a profitable business; develop solid relationship with end-buyers through established markets; and sourcing funds locally and internationally to support Agriculture.

    It was an impressive weekend at the June 12 Cultural Centre, Kuto, in Abeokuta, Ogun State. On January, 25th 2014, over 2,000 aged people from the 20 local government areas of the state took turns to offer prayers for the first family. It was part of the activities to commemorate the 56th birthday anniversary of the state Governor, Senator Ibikunle Amosun.

    One by one, the senior citizens expressed themselves as they interacted with the first family. They prayed for the leaders in the state as well as continued reign of peace in Ogun State.

    Elder Tayo Obadina, 82, from Isara-Remo, Remo North LG, prayed for God’s continuous guidance and protection upon the Amosuns, wisdom to govern the state aright, long life and prosperity to be their portion as well as for good health and prosperity so they would eat the fruits of their labour. He thanked the governor and his wife for prioritising their welfare and for always having them in mind, expressing satisfaction over the monumental achievements of the governor in Ogun state.

    Another elderly woman, Mrs. Wosilat Malogun, 95, from Abeokuta prayed for God’s blessings for the Amosun family, adding that aged people have not had it so good since the creation of the state or received any gift or care of such magnitude from any government.

    “Governor Amosun and his wife have been very kind to us. May God continue to bless and prosper your family. As you are putting smiles on our faces, you and your wife and children will always have cause to smile,” she said.

    Alhaji A. Akilapo, 82, from Odeda LG, expressed gratitude to the wife of the governor for recognising the aged and for keeping her promise to sustain the ‘UPLIFTing the Aged’ programme, saying the initiative has brought relief and strength to them as well as improved their standard of living.

    “We are grateful to Mrs. Amosun for extending a hand of love to us on monthly bases. In fact, she has been faithful to her words since she started the programme. This edition mkes it the third one. I pray that the Almighty God will continue to grant you the grace to do more for us and bless all your children,” he said.

    Also Mr. Emmanuel Obasan, 82, from Yewa, also prayed for the governor and his wife, saying: “You will not die young. Your wife and children shall not be cut short in their prime age. As you have uplifted our lives, God will always uplift you and your family. Sorrow and pain shall be far from your home.”

    He commended the governor for his wonderful works in the state, particularly the infrastructural work on-going in all the three senatorial districts, praying that God will continue to be the governor’s shield and refuge and enable him to complete all the projects he has embarked upon.

    Pa G. O .Ogundipe, 90, also prayed for the first family, asking that the grace of God will never depart from the Amosun family. “You have done well for us and we appreciate you and your wife. You will not beg for bread in your life. May God continue to increase you,” he prayed.

    Wife of the Governor, Mrs. Olufunso Amosun, under the initiative, UPLIFTing the Aged, has uplifted and cared for over 5,000 senior citizens from the state’s 20 LG areas in the last three years with the aim of reducing poverty and hunger among the frail, elderly and vulnerable citizens of the state.

    The project was inaugurated January, 25th 2012, to mark the 54th birthday of Governor Ibikunle Amosun, with over 1,000 elderly people in attendance. At the event, the aged people were given health tips, free medical screening, bags of essential commodities and small cash gifts. On January, 25th 2013, about 2,000 senior citizens benefitted from the programme when they received free medical checks, food items and small cash gifts.

    The third edition of the programme took place on the January, 25th 2014 cultural centre with over 2,000 elderly people felicitating with the governor on his 56th birthday. This brings the total number of senior citizens that had benefitted to over 5,000 from 20 LG areas of the state. More than 500 of these aged people are also on monthly plan by the governor’s wife, receiving stipends through their UPLIFTing the Aged ATM Cards for their respective welfare.

    The wife of the Governor noted that the ATM cards would hasten and reduce the rigour and other challenges often encountered in the course of distributing food and commodities to the aged across the state.

    She also explained that the Welfare Card, donated by Ecobank Plc, was a continuation of the welfare package, saying the enlisted aged people could now access their monthly stipends to purchase their food and other commodities without having to travel hundreds of kilometres to Abeokuta or workers of Uplift Development Foundation to get those items.

    She said the Welfare Cards is in line with the proposed cashless policy of the state government to reduce handling of cash in the society. “This would go a long way in uplifting the lives of our revered citizens and contribute positively to the development of our economy.”

    Mrs Amosun also said she has compassion and love for the cause of vulnerable senior citizens in the state, noting that they had contributed their quota to the development of our society and they should be supported and cared for by the younger ones to enable them age with dignity.

    She expressed appreciation to the people of the state, most especially the women, for their continued support for the present administration, pledging her humanitarian services for the upliftment of the citizenry, particularly the aged whom she described as valuable assets who do not have a source of income or anyone to cater for them.

    The wife of the governor added that more programmes would be organised for senior citizens in order for her to regularly extend a hand of love and care to them as part of her service to humanity.

  • Amosun assures of prompt payment of pension

    OGUN State Governor, Senator Ibikunle Amosun, has assured that retirees in the state would be paid their pensions promptly alongside serving public officers.

    Amosun, who gave this assurance during the burial service of the first civilian deputy governor of the state, Chief Sesan Soluade, at Cathedral of St. Peter in Abeokuta, the state capital, said the recent delay in pension’s payment till the first week of the following month was due to the signs of the time.

    He stated that the current administration has been making efforts to ensure the prompt payment of pensions, revealing that, “all pensions of the late deputy governor had been fully paid.”

    While thanking God for the contented and selfless life of the late Soluade, Amosun noted that he was the only deputy governor in the South-West who did not contest for the governorship post in 1983.

    The Anglican Bishop of Egba Diocese, Rt. Rev. Emmanuel Adekunle, who in his sermon described late former deputy governor as a unifier of the entire state, urged people to live a life worthy of emulation.

  • Amosun to support freight forwarders

    Ogun State Governor, Senator Ibikunle Amosun has praised the National Association of Government Approved Freight Forwarders (NAGAFF), for developing the maritime industry.

    Speaking when a delegation of NAGAFF visited him at the state secretariat in Oke-Mosan, Abeokuta, the state capital, Amosun said he was delighted at the presentation by the delegation on the benefits of the Olokola Free Trade Zone, adding that he would support the body.

    He said the presentation showed the depth of NAGAFF’s knowledge about the industry and the seriousness of its members in the moving the industry forward. He assured investors that his government would encourage the development of all mode of transportation to boost the business of supply chain, and thanked NAGAFF for opening new frontiers in the discourse about the Olokola FTZ, which opens to deep sea water.

    In his presentation, the National President of NAGAFF, Chief Eugene Nweke told the governor that NAGAFF chose Ogun State as the host of its Annual General Meeting to shift the world’s attention to the economic benefits of the Olokola FTZ, which is complemented by specialised Ogun Rail Industrial FTZ and the Ogun Guandong FTZ.

    To harness the potential of the FTZ, Chief Nweke advised the Ogun State Government to pursue the acquisition of a certificate of status and recognition as an Authorised Economic Operator (AEO) from the Nigeria Customs Service by incorporating and using a subsidiary of the Olokola FTZ to pursue large scale importation using the FTZ to warehouse such import.

    Governor Amosun delivered the keynote address, while Prof Iyiola Oni of the University of Lagos was the guest lecturer.

    Ogun State Governor, Senator Ibikunle Amosun has shed light on why two oil giants, Chevron and Shell Petroleum, pulled out of the Olokola Liquefied Natural Gas (OKLNG) Project.

    Amosun, who addressed reporters in Abeokuta after a meeting with members of the Ogun Elders’ Consultative Forum that visited him on Monday, said both firms must have pulled out of the multi-billion dollar project apparently due to the expertise and quantum of investments the Dangote Group and other indigenous entrepreneurs are bringing into the Olokola Free Trade Zone (OKFTZ).

    The massive investment and expertise which the indigenous investors, such as Aliko Dangote, Jim Ovia and others, are planning for Olokola FTZ sent away the foreign investors away, he stressed, adding that the Refinery and Petrol-Chemical project would soon start operation in full force.

    He said other local investors, are planning to build fertiliser and amonia plants in the area, stating that about 90 per cent of what is being done in Olokola FTZ, falls within the jurisdiction of Ogun State, just as neighbouring Ondo State is also playing a role in the project.

    He said: “May be you don’t understand this, it’s not only Chevron, there are about four, or five parties and because they have realised that nothing was happening then, and now, they’ve realised, yes Alhaji Aliko Dangote and us as a state that some of the people that are there have actually been bought over, that I can confirm to you.

    “And what will Chevron be doing there when of course, there are big players as well, the gentleman that is building the Refinery is not a novice; he will get the best in the world to come and build it and it’s like what he is doing is a direct competition with Chevron, so if he is doing it, so how?”

    He continued: “Look at the quantum of money being invested there; it is even far more than, probably more than ten times what Chevron wanted to invest there.

    “Let me even be modest and say that almost all 90 per cent of what is being done now in Olokola falls directly within Ogun state. If you look at the bigger picture, it is between Ogun and Ondo states, but not that probably we will still not go and may be do phase two with Ondo state.

    “But as we speak today, the deep seaport, the fertiliser and amonia, everything that Dangote wants to do is in Ogun State and I’m sure by October, we should be there and the Refinery will commence. Dangote is partnering with us, but it is not Dangote alone, I am aware that Mr Jim Ovia is bringing in amonia to the site, fertiliser is coming, some people are building; it is a whole lot of things that are coming.”

    Earlier, the state’s Elders Consultative Forum lauded the efforts of Senator Amosun at rebuilding the state through urban renewal projects, clean environment, infrastructural developments and security of lives and property among others.

    Former World Court Judge, Prince Bola Ajibola, who spoke for the group, described Amosun as “hardworking, effective and performing Governor” whose “concern for Ogun State very much at his heart,” said the Governor’s “diligence” would surely enable him to be counted at surely end of the day among “kings and not among mere men.”

  • Amosun’s infrastructural revolution

    The above quote clearly pictures the on-going historic infrastructural revolution in Ogun which many eminent Nigerians have described as ‘phenomenal’, saying, ‘it is such that has not happened anywhere in the country.’

    Many residents of the Gateway State, as Ogun is known, are fast becoming the biblical Philip who confidently told his friend, Nathaniel, ‘come and meet my Jesus.’

    It is true that the thirty-seven-year-old state is among the famous in Nigeria but sad to note that it was one of the so called ancient states with little infrastructure before the inception of Senator Ibikunle Amosun-led administration.

    In the last two years, the story has been a total turn-around from what it used to be in a bid to bringing about industrialisation that would boost the state’s economy as the government is committed to the construction and expansion of over fourteen major roads and fly over bridges, including the 107km Ilara/Egua/Ijoun/Oja-Odan Road which cuts across four local governments in Ogun West Senatorial District,10km Ayetoro-Olodo Road, Mobalufon/Ejinrin/Folagbade Road in Ijebu-Ode, Oba Erinwole Road/Kara/Isale-Oko Road in Sagamu, as well as Ilisan-Ago-Iwoye Road,Ojere/Onikolobo/Panseke Road,Omida/Sapon Road,Enu Gada/Ago-Iba/Itoku/Sapon/Ijaiye/Iyana Mortuary Road and Abiola Road respectively in Abeokuta,among others.

    Even critics had to conclude that the state government ‘is committed to doing too many roads’ because the on-going infrastructural revolution cannot but be noticed.

    Frankly speaking, at the take-off of the projects, many people became doubting Thomases, saying, ‘how can these be possible? but Governor Amosun in his usual manner said, ‘when there is determination and God’s grace, you can achieve your dreams, no matter how big they are.’

    It is to our amazement in Ogun that our state is indeed becoming a centre of attraction as all the road projects are 70% near completion without leaving any stone unturned.
